(C) Summary: Although the conduct of Albanian elections has shown steady improvement over the years, ODIHR election assessments since 1996 read at times like a how-to guide for flawed and rigged elections. Allegations of vote buying, bribery of electoral commissioners, fraudulent voter IDs, voter intimidation, and even violence have marred many previous elections. Although this election cycle has been fairly quiet so far – both ODIHR interim assessments have been generally positive – members of the opposition Socialist Party (SP) allege daily that the ruling Democratic Party (DP) is planning to steal the election (but offering little evidence to back the claim). The ruling Democratic Party (DP) also alleges fraud on the part of the SP – also with little supporting evidence. In order to get a better feel for what form these „frauds“ might take, Post spoke with several SP and DP candidates, and civil society representatives to get a better feel for what a rigged election might look like. It is important to note, however, that ODIHR and other observers have seen no credible evidence as of yet of concerted plans or efforts to manipulate the upcoming parliamentary elections by either side. Sadly, as this cable was being drafted, a DP activist was killed by an SP activist with an AK-47 outside of Durres in a squabble over campaign posters. PM Berisha and SP Leader Edi Rama both condemned the act and appealed for calm.

End summary. It All Began in 1996. . . ————————- 2. (C) The blatantly rigged 1996 parliamentary contest marks the low point for Albanian elections. Marred by serious irregularities including violence, ballot stuffing, police intimidation of opposition candidates and incompetent election administration, the elections were a disaster, and led in part to the collapse of civil order one year later. The masterminds of the rigged 1996 Democratic Party victory were then-President (now PM) Sali Berisha, and then-Ministry of Interior official (now Deputy Interior Minister) Ferdinand Poni. The fact that Berisha is once again the head of government, with Poni now in charge of ID cards, has many in the SP worried that history wil

l repeat itself with these elections. In a sad development that occurred as this cable was being drafted, a DP activist was shot and killed by an SP activist in a dispute over campaign posters near Durres. Both PM Berisha and SP leader Edi Rama have condemned the act and appealed for calm.

(C) One tactic, used both in Albania and around the world to rig elections, is known as „carousel voting“ and goes like this: early on Election Day morning, one „militant“ will remove an empty ballot from the polling center. (Note: Militant is the preferred nomenclature for hardcore party activists or anyone involved in electoral mischief. End note.) This militant will then fill out the ballot with a vote cast for whichever party he supports. He will then give the ballot to a prospective voter outside the voting center and promise him ALL 5,000 (USD 50) if he puts the completed ballot in the box and returns the empty blank ballot issued to him in the voting center to him. The process is repeated throughout the day and across the country. In other versions of this scheme, less charitable militants will not offer you money but will threaten to beat you up or cause you to lose your job if you do not comply with the plan. This plan is practically foolproof as you are handing someone a previously completed ballot and receiving the empty ballot back, thus not allowing for any deviation once in the ballot booth.

WOULD YOU LIKE A BALLOT WITH YOUR PIZZA? —————————————- 4. (C) Another technique, used to great effect in prior elections, according to some of Post’s contacts, is to have filled-in ballots delivered with pizzas to counting centers on election day. These ballots are then dropped into the ballot boxes and counted as valid votes. Apparently no one checks if a polling center counts more votes than there are people on the voter registry, however this could change this year. Commissioners have also been know to receive „fees,“ sometimes up to EUR 500, to „close their eyes“ for several minutes during the counting process to allow the militants to do their dirty work. Video cameras have been mandated by the new electoral code to combat this type of behavior, but it is easy to imagine them being switched off briefly, someone „accidentally“ blocking the camera, or tricks being pulled outside of the cameras‘ view. Both parties this year have alleged that the other side is bribing or planning to pay off electoral commissioners this year, although no one has of yet offered any proof of said scheme.

MY NAME IS EDI OR BARDI OR VJOSA OR ARDI —————————————- 5. (C) Yet another ploy is multiple voting. According to this scheme, someone will try to vote several times in a district or region using the same identity papers. A bit more complex are schemes where people could obtain multiple voter IDs. Under this plan, militants will apply for and receive IDs for people who are known to be out of the country, are dead, or are not planning to vote for whatever reason. The IDs will all have the same picture on them, matching the militant’s face, but will have different names and personal information. Although the SP firmly believes that such a scheme is possible, ID card producer Aleat and the Interior Ministry claim it is not, and point to the fact that biometric controls on the new ID cards have stopped at least eleven attempts by voters to get multiple IDs using phony identification documents. 6. (C) Nevertheless, manipulation of the ID cards remains the SP’s biggest single worry next to the large-scale disenfranchisement of non-passport holders (reftels). A senior SP official told PolOff on June 11 that the GOA had purposely delayed the rollout of ID registration centers in „five key areas.“ The delay, he alleged, is causing a last-minute rush for IDs in those areas, and the better-organized, better-funded DP is in a stronger position to get IDs quickly to its supporters, while SP and other voters struggle. But on June 11 a DP official told PolOff that SP local officials were purposely hindering the issuance of ID cards to voters in parts of Tirana. Neither the DP nor SP officials offered any proof to back their claims.

SEE, I VOTED DP! DON,T FIRE ME! —————————— 7. (C) The current Albanian patronage system is so entrenched at all levels that it often leads to voter intimidation. For example, it is possible for a janitor in a school in Elbasan to lose his job if the government changes. In the past, state and municipal employees have been routinely forced to attend campaign rallies, do campaign work, or vote for a certain party or risk losing their job. In previous elections some voters even photographed themselves with their completed ballot in order to show it to their superiors at work to prove their loyalty. The threat of losing one’s job for not voting properly is quite real and one SP candidate said her mother would vote DP just to prevent the havoc that is caused when a new government comes to power. To add to the confusion, although the Democratic Party controls the central government, many local governments are controlled by the SP or even the Socialist Movement for Integration (LSI), meaning civil servants can be subject to pressure from any party, depending on where that employee works. ODIHR’s second interim report said ODIHR has received numerous unverified reports of pressure on state employees and even school children to attend DP rallies around the country.

8. (C) COMMENT: Certainly the main burden in ensuring a good election falls on the GOA. However, none of these unsavory tactics are party specific, and could be and have been used in the past by any party in an attempt to gain an advantage. This year both parties have pledged to run a clean campaign, and PM Berisha has repeatedly „guaranteed“ to all who will listen that this year’s election will be Albania’s best ever. However, the stakes are very high for PM Berisha this election, particularly with the persistent rumors concerning the involvement of members of Berisha,s own family in the Gerdec scandal. The winner take all atmosphere that is Albanian politics also does not help matters and probably encourages illicit behavior. Furthermore, while party leaders might not condone fraudulent activities, mid-level hacks looking to make a name for themselves could attempt to pull some shenanigans. Although ODIHR has seen little so far to indicate widespread fraud by any party, the potential is real, particularly given past deeds by both major parties. The more than 3,000 observers will need to be paying close attention on election day. WITHERS

In the battle to combat corruption among Europe’s less developed countries, Albania is known to be facing one of the toughest struggles. The country’s politicians, however, are coming together in a rare show of unity to tackle the problem.

On the basis of local media reports, IWPR concluded that corruption in Albania was highly evolved and ranged from gifts to politicians such as cars and apartments to smaller cash bribes for lower-level officials. “Millions of dollars disappear through this way of governing, money which could be better used on education, hospitals or energy resources,” the IWPR quoted independent analyst Fatos Lubonja as saying.

Pandeli Majko, the new prime minister, has identified the fight against corruption as a top priority of his government. In Lezha on 4 March, he said increasing transparency in the activities of state structures was an obligation of the administration, which, he stressed, was “just a manager but not an owner of the money of the Albanian taxpayers“.

The Citizen’s Advocacy Office is an NGO established about three months ago to fight corruption at the state level. Kreshnik Spahiu, an attorney who heads the organisation, told Radio Free Europe that his office is recording an average of ten new corruption cases a day and that the scope of submitted complaints and accusations was surprisingly wide. He himself was solicited for a bribe by the state telephone company when he wanted to get new phone lines for his office.

Zef Preci, a former minister of economy and privatisation, said there was corruption in almost all branches of the state and that it stood behind public fund transfers. For him, corruption was worst in the justice system, and followed by the government and state-controlled structures.

In Lezha, Prime Minister Majko expressed support for a collaborative effort between politics, “whatever its colours are“, and Albanian citizens. He added, “This is a struggle between the law and anti-law, between progress and regression. Whatever the cost and time it takes, it doesn’t have a chance to fail.”

On Monday, EU Ambassador Romana Vlahutin called upon Albanian citizens not to “sell their vote” during the June 25 parliamentary elections. This “don’t sell your vote” is a common mantra among the well-willing internationals in this country, as if vote buying were truly a great threat to democracy – a greater threat than the politicians that will be elected.

Because what is vote buying actually? Vote buying means that you give your vote to a party or candidate in exchange for money or goods – the famous bags of flour. But how is that different from voting for a party because they promise to lower taxes? Or because they promise to subsidize childcare? Or because they promise free education? All of these promises basically represent a monetary value for the voter, and especially lower-income households immediately feel the effect of changes in the subsidy and taxation system in their wallet.

So how are these promises for lower taxes or extra subsidies different from vote buying – the exchange of money for a vote?

What the internationals actually want to say is that you should vote for a party based on its content, its program, its values, its ideology, and not purely based on how much money will end up in your wallet. The elections, Ambassador Vlahutin wants to tell us, are about more than just momentary, individual gain; they determine the future of the nation, not just whether you can buy food the next week.

The problem is that Albanian political parties do not have any content, program, value, or ideology – or at least, they all have the same ones. As Gjergj Erebara from Reporter pointed out a week ago, the promises of the major parties in the elections are hardly distinguishable from those made in 2013, and hardly distinguishable from each other.

So citizens of Albania, faced with with a political situation in which all parties promise more of the same, and will all break those promises at the moment they are elected, has logically only one objective criterion for judging where to cast their vote: how much money do I get in hand, right now? Any future monetary gain – through free healthcare, employment, or subsidies – may well turn out to be a mirage, a promise made by everyone and kept by no one.

This is something that Vlahutin and all here jetset humanist colleagues fail to truly appreciate. Their endless babble about consensus, the inclusion of the opposition, full representation, etc., etc. has led to a political situation in which there is literally no choice.

And in such a thoroughly cynical environment, devoid of any potential for a different future, staying at home or selling your vote becomes the only rational thing to do…

Romana Vlachudin, the ambassador of the European Union in Albania, is under OLAF investigation for purchasing a 350-square-metre house in Tirana for €1,6m. This is rather crazy since local experts say this specific house is not worth even a third of the selling price.

At the time of the sale, similar houses in the same area and bigger ones were priced at least €1m less than what the Commission paid.

This investigation is of particular significance because it was opened four weeks ahead of Albania’s general election on June 23.

On more than one occasion, Vlachudin has openly supported Albanian Prime Minister Edi Rama’s ruling socialists. The fact, however, that the Rama-friendly EU Ambassador was placed under investigation before the election, may signify that given the circumstances, the European Commission does not wish to take sides in the electoral process of Albania.

Nevertheless, the good ambassador’s pick has few chances of winning the election – and no one wants to be associated with a loser, especially not the European Commission.

Following our reporting last week on the case of alleged corruption with EU funds, we expanded our investigation, discovering very strange and interesting details regarding what is going on in Albania.

Albania has had a long and painful democratisation process since the communist regime collapsed around twenty-five years ago.

Despite the wounds inflicted on the country by the toughest totalitarian regime in Europe, Albania did manage relatively well in its efforts to become a modern democratic state.

The pluralistic political system works and democratically elected Parliament votes the laws. Civil and human rights are officially respected.

Just for that, it is a member of NATO, the only other country after Turkey with a Muslim majority. It is also a candidate for membership into the European Union.

But the good news ends here!

The ruling Socialist party of Edi Rama is accused of high corruption and of dealing with drug traffickers. The party is also accused of using undemocratic methods to remain in power. Recently the controversial reform of the judicial system was voted unanimously in the Parliament after tough resistance by the opposition parties concerned with the consequences for the field of justice.

According to two articles published in The Huffington Post and The Washington Times as well as several other sources, it appears there is a concerted effort in Albania by specific interests to support the current Prime Minister Edi Rama in the next general elections of June 2017.

It is not a secret that Rama’s government uses the valued advice of the Open Society Foundation. What is more is that it seems a questionable cooperation is established between the government and the US Ambassador in the country Donald Lu.

The government of Edi Rama is accused of dark relations with drug traffickers. The Albanian Justice services have opened an investigation, which the ruling party wants to stop.

Since there is a considerable number of judges attempting to resist and carry out their function, the Government’s efforts to block or deviate the investigation had failed so far.

At that point the US Ambassador entered the game!

With a sweeping movement he revoked the non-immigrant visa for approximately 70 judges and prosecutors, all of them supposedly close to the main opposition Democratic party.

The official explanation of the Embassy was that the officials are no longer qualified for an American visa. It is interesting, however, that none of the judges and prosecutors close to the Socialist party having a US visa have experienced the same issue.

The US Ambassador’s interference didn’t stop here. He openly accused the General Prosecutor Adriatik Llalla of obstructing judicial reform. According to a letter the General Prosecutor sent to the President of the Republic and the President of the Parliament, the American Ambassador threatened him with ‘personal and institutional consequences’. ‘

It is really strange that both EU and US ambassadors in Tirana, Romana Vlahutin and Donald Lu, are being silent when it comes to drug plantations, trafficking and corruption.

Are the alleged suspicions of Soros being the link between the government and these ambassadors true? It is not a secret that Romana Vlahutin’s husband is also in the board to Soros’ foundation in Bosnia while being also active in campaigning against Donald Trump; reportedly, Soros has also benefited from EU and governmental tenders in Albania.

Several foreign diplomats in Tirana, (speaking on the condition of anonymity to NE) express dissatisfaction with Romana Vlahutin siting lack of transparency in the management of EU funds allocated and spent in Albania.

The good news in this entire situation is that the Euralius (European Assistance Mission to the Albanian Justice System) chief of staff in Albania has been recently moved from his position and returned home after having made a “mistake” in the translation of the Vetting law.

If that “mistake” wouldn’t have been reported by the opposition, and its leader Lulzim Basha, the international community would have had endorsed the implementation of the reform of the judicial system in a way that would have granted Edi Rama absolute power.

Yet, there is still hope.

Overcharged or corrupted?

The European Commission has recently purchased a €1.65 million villa in the area of Rolling Hills on the outskirts of Tirana, Albania.

The villa houses the head of the EU delegation there, Ambassador Romana Vlahutin, who news website ‘Exit’ reports took over the negotiations for the purchase of the villa from the law firm that was previously handling the negotiations. Most curiously the report notes that the EU spent €4,700 per square meter, whereas the prices advertised for villas in Rolling Hills range from €1,000 to €2,000 per square meter.

What is even more impressive than the new €1.65 million, 345 square meter villa of the European External Action Service (which oversees the Delegations’ work), is the intense research project that buying this villa must have been.

A web search for ‘rolling hills villas for sale Albania’ get you one click away from a beautiful 3-story villa in Rolling Hills, for just over €850,000. Perhaps its 600 square meters however, felt too big for the Ambassador.

Despite criticism for the higher price, the lower price paid for cleaning services of the smaller space, and the larger depreciation rate that the larger villa would have had, will make up for the higher purchase price over time.

Transparency on the chopping block

Responding to New Europe, the EU foreign affairs spokesperson, Maja Kocijančič, said that the decision to select the Head of Delegation (HoD) residence in Albania was “the conclusion of a comprehensive analysis, including a market survey and an independent expert estimate.” In response to a request for these documents, Kocijančič, posited that the documents “are note made public.” (faked documents and experts, from the EU Mafia)

As a market survey and independent analysis cannot be considered commercially sensitive, New Europe has filed an official Access to Documents request asking for these to be made public in the interest of transparency.

How close is too close? How cheap is too cheap?

One of the arguments made in favour of the overpriced purchase is the proximity to the delegation. As the residence is located outside Tirana and rather far away from the EU offices at approximately 8 km away, this is hardly plausible. The price/quality argument also seems hardly convincing especially if we consider that Rolling Hills is a newly built residence complex, and that so far no other villa sale there has fetched such a high price.

Nevertheless, the EU considers that “taking everything into account, we expect considerable net annual savings compared to the previous rental arrangement.”

Indeed, previously the rental agreement for the residence before purchase was €8,000 per month.

On average, the monthly housing rental price per square meter for apartment, residence is around €13 (or €4485 for a 345 sq. meter residence); meaning the Albanian residence was shifting the average cost up quite significantly at over €23 per square meter .

In any case the €8,000 per month is more than the European Commission pays for office buildings in Brussels. And Tirana, is not Brussels.

Who negotiates?

According to the 2012 discharge of the EEAS, it is the Head of Delegation who is responsible for the negotiations and contracting. Indeed, as can be seen for the purchase contract of the Rolling Hills villa, the Ambassador is the signatory. However, asked if the head of delegation had taken over the negotiations from a law firm, the EU spokesperson claimed that the negotiation which was “started before the current HoD was appointed, were held by the head of administration at the Delegation checked and finalised by the EEAS.”

The particular matter is quite sensitive in Albania, where corruption remains a reality. The 2016 Corruption Perception Index found Albania in 86th place, with one point more than Mongolia and Zambia.

Furthermore, according to the Corruption Assessment Report Albania 2016 of Seldi, “one in two Albanian adult citizens admit to being demanded directly or indirectly to bribe public officials (49.6 %). This shows increase of the corruption pressure from public officials on citizens compared to 2014 of around 5 percentage points”.

These facts were also identified in the Albania 2016 Report of the European Commission where it is stressed that “Corruption remains prevalent in many areas and continues to be a serious problem”, ”More efforts are needed to tackle corruption at high level”, “Administration of justice continued to be slow and inefficient; corruption remained prevalent across the sector”, “The police still experiences corruption and political pressure, hindering in-depth investigation of organised crime”, “Fighting organised crime and corruption remains fundamental to countering criminal infiltration in the political, legal and economic systems” and “need of improvement against organised crime and corruption”.

The European Commission’s delegation in Tirana also has a history of problematic behaviour. According to EU Observer, in 2007, two Italians, one a European Commission official and another a European Parliament assistant, were arrested for corruption, suspected of “bribes from real estate and security companies in return for rewarding them with contracts to rent, equip and secure the commission buildings in New Dehli and Tirana.”

Nakon što je bivšu tajnicu u ZAMP-u i najvažniju poslovnu suradnicu smjestio na HRT-u, gdje je direktorica glazbene produkcije, predsjednik Josipović se posvetio novoj najbližoj suradnici , koja je zahvaljujući bliskim odnosima s predsjednikom brzo uznapredovala do pozicije najmoćnije žene na Pantovčaku .
Premda se u javnosti predstavljaju kao skladan par, dobro upućeni znaju da je zvanična prva dama gospođa Tatjana Josipović samo igra ulogu supruge predjsednika Republike Hrvatske.Premda ni ona, kad se pažljivije prouče njene izjave, o njihovom životu, nije krila kako supruga premalo viđa. Profesorica na Pravnom fakultetu u Zagrebu ostala je decentna i misli kako je to zbog suprugove prezaposlenosti, a bolje upućenio dobro znaju što se krije iza tog izraza. Ivo Josipović nije prezaposlen samo zbog državničkih obveza i na osnovu njegovih ranijih afiniteta i ponašanja može sepretpostaviti da tračevi o njemu i novoj najbližoj suradnici i najmoćnijoj ženi na Pantovčaku, nisu samo plod mašte i zlih jezika.
No, ono što nas više zanima je nepotizam koji se krije iza parola o pravdi i novoj pravednosti. Krije li se iza, sad već dobrouzdrmanog, predsjednikovog bezgrešnog javnog image-a vrhunskog intelektualca, zapravo surovi protektcionizam zasnovan na biološkoj muško-ženskoj suradnji? Je li to ta Pravda, odnosno nova pravednost koju nam je obećavao u svojoj predsjedničkoj kampanji dvije i devete?

NEKADAŠNJA NOVINARKA

Romana Vlahutin bila je novinarka i urednica na Radiju 101. Od 1999. godine zaposlena je u Ministarstvu vanjskih poslova RH, kao diplomat u političkom odjelu Veleposlanstva RH u Washingtonu, načelnica Analitike i političkog planiranja u MVP-u od 2000. do 2004. godine te ministar savjetnik i voditeljica političkog odjela Veleposlanstva RH u Beogradu, pa i politički direktor Misije OESS-a na Kosovu.
Trenutno je osobni izaslanik predfsjednika RH Ive Josipovića za jugoistočnu Europu, odnosno za Bosnu i Hercegovinu, Crnu Goru, Republiku Kosovo i Republiku Srbiju. Ovo je nova pozicija u uredu predsjednika RH, ujedno, to je i prvi put da hrvatski predsjednik imenuje nekoga na funkciju osobnog izaslanika za regiju. Na poziciju izaslanice Vlahutin je promovirana s položaja zamjenice savjetnika predsjednika Josipovića za vanjsku politiku Joška Para. U javnosti je više puta pisalo da nije bila u dobrim odnosima s čovjekom čija je bila zamjenica.
Izaslanica Vlahutin diplomirala je na Filozofskom fakultetu Sveučilišta u Zagrebu i magistrirala na J. F. Kennedy School of Govergnment, Harvard University. Surađivala je s međunarodnim medijima (BBC, CNN, WTN) u uredu za strane novinare Ministarstva informiranja Hrvatske. Nakon toga, sudjelovala je u radu Bassiounijeve komisije UN-a, a od 1994. do 1997. radila je kao analitičar u Timu za strategiju Međunarodnog kaznenog suda za ratne zločine u bivšoj Jugoslaviji (posebno na slučajevima logora u Bosni i Hercegovini, govora mržnje u medijima te tzv. Leadership cases).
Radila je kao istraživač u Vijeću za međunarodne odnose (Council on Foreign Relations), ured u Washingtonu. Sudjelovala u izradi studije o proširenju NATO-a na jugoistočnu Europu na institutu RAND. Izaslanica predsjednika Josipovića za regiju spominjala se i među kandidatima Ureda predsjednika za mjesto veleposlanika RH u SAD-u.

U DUBROVNIKU S DUBROVKINJOM

Romana Vlahutin je uz Danicu Jurčić Spasović jedna je od dvije Dubrovkinje na Pantovčaku. Priče o posebno bliskim odnsima predsjednika i sada i službeno najmoćnije žene na Pantovčaku krenule su nakon proslave drugog predsjedničkog, a ukupno pedeset i drugog trođendana Ive Josipovića, ljetos u Dubrovniku. Novine su pisale kako je nakon koncerta Beogradske fiharmonije ispred Kneževog dvora predsjednik otišao do Trubadura i tamo se zadržao do dugo u noć. U njegovom društvu su bile tri savjetnice: Zrinka Mojzeš-Vrabec, Danica Jurčić-Spasović i Romana Vlahutin.
Redale su se runde, u kafiću gdje inače čaša točenog pivo domaće proizvodnje košta oko pedeset kuna. Braća Brešković su predsjedniku odpjevali i Happy Berthday, u pjesmi su se pridružili su se i ostali gosti koji su po jakom osiguranju mogli naslutiti o kome se radi. Jedino se u medijskim napisima nitko nije pitao gdje je tada bila zvanična prva dama? Zar nije trebala biti na rođendanu supruga? Zar njen suprug za rođendan nije trebao biti sa suprugom?

Croatia’s Vice PM Quizzed Over Wife’s ‚Links to MOL‘

Vice PM and HDZ leader Tomislav Karamarko faces accusations of a conflict of interest over his wife’s alleged work for a lobbyist for the Hungarian energy giant MOL, which is in dispute with Croatia.

A Croatian newspaper on Tuesday claimed it had proof that a company belonging to Ana Saric Karamarko – wife of vice prime minister and head of the Croatian Democratic Union, HDZ, Tomislav Karamarko – had received over 60,000 euros to counsel a lobbyist for the Hungarian energy firm MOL.

According to contracts in Nacional’s possession, Josip Petrovic, the lobbyist for MOL – which currently in an international arbitration process with Croatia over the Croatian energy company INA – paid over the cash between February 2013 and December 2015 for counselling and media analysis.

Petrovic, whose friendship with Karamarko was revealed in April, was on INA’s management and was a witness in the international arbitration process in London over management rights to INA.

INA is a partly state-owned company in which the Croatian state owns 44.8 per cent of the shares and MOL holds 49 per cent. Although MOL does not have a majority of shares, it holds a majority of seats on both boards.

MOL bought its last shares in INA when Ivo Sanader was Prime Minister of Croatia. The Supreme Court of Croatia in June 2014 found Sanader guilty of receiving bribes of ten million euros in bribes to push the sale of the management rights of INA to MOL.

However, Croatia’s Constitutional Court squashed the verdict in July 2015, ordering a retrial of the case from the beginning.

Before the Supreme Court verdict, the Croatian government launched a suit against MOL over management rights before the international arbitration court in January 2014.

(Eigener Bericht) – Die Beteiligung von Regierungsmitgliedern an ehrenden Gedenkveranstaltungen für NS-Kollaborateure sorgt für Auseinandersetzungen in Kroatien. Am morgigen Samstag werden bei den Erinnerungsfeierlichkeiten für Ustascha-Kämpfer, die im Mai 1945 von jugoslawischen Partisanen umgebracht wurden, mehrere kroatische Minister erwartet, darunter der Kulturminister. Dieser fördert das Ustascha-Gedenken, das von Organisationen der äußersten kroatischen Rechten stark frequentiert wird, bereits seit Jahren – und treibt zugleich die Relativierung der Verbrechen von NS-Kollaborateuren voran. Ein Film, der die Morde im kroatischen Vernichtungslager Jasenovac verharmlost, trifft bei einer wachsenden Zahl an Kroaten auf Zustimmung. Die Grundlagen für das Erstarken des kroatischen Revisionismus, das mit einer deutlichen Rechtsentwicklung verbunden ist, wurden bereits zu Beginn der 1990er Jahre gelegt – mit deutscher Unterstützung. Damals kam im sich abspaltenden Kroatien mit Franjo Tudjman ein Politiker an die Macht, der ebenfalls die Verbrechen in Jasenovac verharmloste und zugleich die Ustascha verherrlichte. Bonn half, die Sezession Kroatiens unter seiner Führung international durchzusetzen, und ebnete damit zugleich der äußersten kroatischen Rechten den Weg.
Tabus
Hintergrund der Auseinandersetzungen um die Gedenkfeierlichkeiten im österreichischen Bleiburg ist die jüngste Rechtsentwicklung in Kroatien. Diese wird in der öffentlichen Wahrnehmung vor allem mit zwei Elementen verknüpft. Eines davon sind aktuelle Bemühungen, die Verbrechen, die kroatische NS-Kollaborateure im Konzentrationslager Jasenovac begingen, zu relativieren. Jasenovac war das einzige Vernichtungslager im Zweiten Weltkrieg, das nicht von Deutschen betrieben wurde; Historiker gehen davon aus, dass kroatische Faschisten dort zwischen 85.000 und 100.000 Menschen planmäßig ermordeten, darunter etwa 52.000 Serben, bis zu 18.000 Juden und mehr als 16.000 Roma. In Kroatien, aber auch in kroatischen Auslands-Communities – nicht zuletzt in Deutschland – wird schon seit März ein Film gezeigt, der unter dem Titel „Jasenovac – die Wahrheit“ die Zahl der Mordopfer mit insgesamt 20.000 bis 40.000 beziffert und darüber hinaus das Vernichtungslager als „Arbeitslager“ verharmlost. Die offiziellen Todeszahlen, so heißt es in der angeblichen Dokumentation, gingen „auf kommunistische Propaganda“ zurück.[1] Der Film, der unter Kroaten auf zunehmendes Interesse stößt, ist zuletzt dadurch aufgewertet worden, dass der kroatische Kulturminister sich lobend über ihn geäußert hat. „Jasenovac – die Wahrheit“ sei hilfreich, da er „eine Reihe von Tabus“ anspreche, erklärte Minister Zlatko Hasanbegović.[2]
Die Perspektive der Achsenmächte
Dass Hasanbegović am 22. Januar zum Kulturminister Kroatiens ernannt worden ist, gilt ebenfalls als Ausdruck der aktuellen Rechtsentwicklung des Landes. Hasanbegović ist in der ersten Hälfte der 1990er Jahre für Organisationen von Ustascha-Anhängern tätig gewesen; so hat er im Jahr 1996 Beiträge in einer Publikation namens Nezavisna Država Hrvatska („Unabhängiger Staat Kroatien“) veröffentlicht, deren Titel mit der Bezeichnung für den 1941 gegründeten Ustascha-Staat identisch ist.[3] Zudem gehörte er der faschistischen Partei HČSP (Hrvatska čista stranka prava, Kroatische Reine Rechtspartei) an. Der Historiker Hasanbegović habe sich in seiner wissenschaftlichen Arbeit darauf konzentriert, „die Verbrechen der Ustascha zu relativieren“ und „die Perspektive der Achsenmächte ernst zu nehmen, nicht immer nur die der Alliierten“, heißt es über ihn; er behaupte, dies sei wichtig, weil die aktuelle Geschichtswissenschaft von einer „israelischen Lobby“ kontrolliert werde.[4] Zudem bemühe er sich – als einziger Muslim in der aktuellen kroatischen Regierung -, die bosnisch-muslimische Waffen-SS-Division Handschar „in ein neues Licht zu rücken“. Den stellvertretenden Imam der Division Handschar, Husein Djozo, stufe er als eine der „markantesten und interessantesten Persönlichkeiten der bosnischen Muslime“ ein.
Kulturkampf
Hasanbegović hat vor einiger Zeit vorgeschlagen, die staatliche Unterstützung für die jährliche Gedenkveranstaltung in Jasenovac zu kürzen. Gleichzeitig nimmt er regelmäßig an den Gedenkfeierlichkeiten im österreichischen Bleiburg teil. Dort erinnert die kroatische Rechte jedes Jahr an Ustascha-Kämpfer und weitere NS-Kollaborateure, die im Mai 1945 von jugoslawischen Partisanen umgebracht wurden. Während der Kulturminister nun auch die Verharmlosung der Verbrechen von Jasenovac lobt, hat das kroatische Parlament zu Jahresbeginn beschlossen, die Gedenkfeiern in Bleiburg zu fördern. Zu der Veranstaltung am morgigen Samstag werden neben dem Vorsitzenden der Regierungspartei HDZ, Tomislav Karamarko, mehrere Minister und womöglich auch Ministerpräsident Tihomir Orešković erwartet. Beobachter sprechen von einem „Kulturkampf“ – dem Versuch, das politische Spektrum systematisch nach rechts zu verschieben, um auf lange Sicht einen Angriff auf die kroatische Demokratie zu wagen.[5]
Geburtshilfe
Die Rechtsentwicklung Kroatiens, die sich gegenwärtig Bahn bricht, ist letztlich schon Anfang der 1990er Jahre eingeleitet worden. Damals ermöglichte der kriegerische Zerfall Jugoslawiens es der äußersten kroatischen Rechten, sich an die Spitze des neuen Staates zu setzen. Geburtshilfe leistete damals die Bundesrepublik Deutschland, die schon lange vor den 1990er Jahren begonnen hatte, ultrarechte kroatische Separatisten zu unterstützen. Es ging Bonn darum, mit der Aufspaltung Jugoslawiens potenzielle Widerstände Belgrads gegen die deutsche Politik in Südosteuropa zu schwächen – nicht umsonst hatten die Sieger des Ersten Weltkriegs die Gründung Jugoslawiens vorgesehen, um erneuten deutschen Vorstößen im Südosten einen handlungsfähigen Staat entgegenzusetzen. Bei seiner Förderung des kroatischen Separatismus stärkte Bonn auch dem späteren Präsidenten Franjo Tudjman den Rücken (german-foreign-policy.com berichtete [6]) – obwohl dieser bereits 1989 das Vernichtungslager Jasenovac als „Sammel- und Arbeitslager“ verharmlost hatte, in dem allenfalls „30.000 bis 40.000 Häftlinge umgekommen“ seien. Tudjman hatte zudem den Ustascha-Staat der kroatischen NS-Kollaborateure als rühmlichen „Ausdruck des Strebens des kroatischen Volkes nach Unabhängigkeit und Souveränität“ gepriesen.[7] Als die Bundesregierung trotz alledem am 23. Dezember 1991 mit ihrer Anerkennung des kroatischen Staates voranpreschte – gegen britisch-französische Warnungen vor einer Kriegseskalation -, profitierte besonders die stärkste und entschlossenste Fraktion der Separatisten, die äußerste kroatische Rechte unter Tudjman, davon.

Gjithashtu KV tërheq vëmendjen se referencat e propozuara në ndryshimet Kushtetuese per pergjegjesine disiplinore të gjyqtareve kane nevoje per me shume qartësime. Në fakt nenet e ndryshimeve kushtetuese, nuk kane perfshire ne permbajtjen e tij asnjë parashikim mbi keto parime dhe shkaqet apo rastet për të cilat ata mund t’i nenshtrohen nje përgjegjësie disiplinore. Ne kete rast KV kerkon garanci qe ne ligjet organike qe do te dalin ne zbatim të këtyre ndryshimeve kushtetuese, të përcaktohen kritere, rregulla dhe procedura të bazuara në këto parime, si dhe pergjegjësi disiplinore per rastet e parashikuara ne Kushtetute (pra të mos lihen vulnerabel ne baze te një vullneti politik te momentit). A mund te themi që në këto nene KV nuk ka pranuar zgjidhjen e dhënë nga ekspertet?!

    The Institute of Monuments of Culture of Albania, which is responsible for the project, states that are to be demolished 45 buildings hotels up in 5 floors, in Drymades and Vuno, but according to sources from Himara, damage caused by demolition of 25 buildings so far, it can be estimated around 1 million euro, whose people, are facing difficulties to criminally prosecuted and responsible actions of the Albanian government.

    This confusion and terror against the population, inhabited by ethnic Greek community, in Drymades and Vuno, comes after the authority of the State Inspectorate, demolished Church of Agia Athanasios, last year, which was dishonored in a diplomatic conflict between Albania and Greece, brought consequences irreparable to the opening of negotiations for Albania to the EU. Greece decided „Veto“, to the report of the European Commission, to force Albania, to respect the freedoms and human rights and in particular the Greeks living in Himara Region.

    Πέμπτη 12 Μαΐου 2016, 21:27Himara.grΤην μεγάλη εβδομάδα του Πάσχα, το Κόμμα Ένωση Ανθρωπίνων Δικαιωμάτων που αντιπροσωπεύει την Ελληνική Εθνική μειονότητα στην Αλβανία, κατηγόρησε την Αλβανική κυβέρνηση πως διαπράττει „ιδιοκτησιακή γενοκτονία“ στα χωριά της Χιμάρας Βουνό και Δρυμάδες, με αφορμή τις κατεδαφίσεις σπιτιών και επιχειρήσεων και την αφαίρεση τίτλων ιδιοκτησίας από ελληνικές οικογένειες.Οι δυνάμεις της πολεοδομικής αστυνομίας (IKMT) και του Αλβανικού στρατού, μέχρι στιγμής έχουν κατεδαφίσει 25 κτίρια και κατασκευές στα χωριά Δρυμάδες και Βουνό, δηλώνοντας ότι αυτό αποτελεί μέρος του σχεδίου ανάπτυξης της περιοχής της Χιμάρας που εφαρμόζει η Αλβανική κυβέρνηση. Οι επιχειρήσεις κατεδαφίσεων κτιρίων στα χωριά αυτά συνεχίζονται μέχρι και σήμερα και αναμένετε να επεκταθούν και στην παλαιά Χιμάρα με απώτερο σκοπό την κατεδάφιση κτιρίων και επιχειρήσεων που έχουν κτιστεί στα χωριά αυτά μετά το 1991.

    H οργάνωση Κοινότητα Χιμαριωτών (Komuniteti Himariot) με έδρα τα Τίρανα , καταγγέλλει ότι το σχέδιο αυτό ονομάζεται „Ανάπτυξη Αλβανικών Άλπεων και παραθαλάσσιων περιοχών τού Ιονίου“ και χρηματοδοτείτε από την Ευρωπαική Ένωση μέσω της Τράπεζας Ανάπτυξης (CEB) του Ευρωπαϊκού Συμβουλίου, η οποία διαχειρίζεται κονδύλια της Ευρωπαϊκής Ένωσης.
