(C) Summary: Although the conduct of Albanian elections has shown steady improvement over the years, ODIHR election assessments since 1996 read at times like a how-to guide for flawed and rigged elections. Allegations of vote buying, bribery of electoral commissioners, fraudulent voter IDs, voter intimidation, and even violence have marred many previous elections. Although this election cycle has been fairly quiet so far – both ODIHR interim assessments have been generally positive – members of the opposition Socialist Party (SP) allege daily that the ruling Democratic Party (DP) is planning to steal the election (but offering little evidence to back the claim). The ruling Democratic Party (DP) also alleges fraud on the part of the SP – also with little supporting evidence. In order to get a better feel for what form these „frauds“ might take, Post spoke with several SP and DP candidates, and civil society representatives to get a better feel for what a rigged election might look like. It is important to note, however, that ODIHR and other observers have seen no credible evidence as of yet of concerted plans or efforts to manipulate the upcoming parliamentary elections by either side. Sadly, as this cable was being drafted, a DP activist was killed by an SP activist with an AK-47 outside of Durres in a squabble over campaign posters. PM Berisha and SP Leader Edi Rama both condemned the act and appealed for calm.

End summary. It All Began in 1996. . . ————————- 2. (C) The blatantly rigged 1996 parliamentary contest marks the low point for Albanian elections. Marred by serious irregularities including violence, ballot stuffing, police intimidation of opposition candidates and incompetent election administration, the elections were a disaster, and led in part to the collapse of civil order one year later. The masterminds of the rigged 1996 Democratic Party victory were then-President (now PM) Sali Berisha, and then-Ministry of Interior official (now Deputy Interior Minister) Ferdinand Poni. The fact that Berisha is once again the head of government, with Poni now in charge of ID cards, has many in the SP worried that history wil

l repeat itself with these elections. In a sad development that occurred as this cable was being drafted, a DP activist was shot and killed by an SP activist in a dispute over campaign posters near Durres. Both PM Berisha and SP leader Edi Rama have condemned the act and appealed for calm.

(C) One tactic, used both in Albania and around the world to rig elections, is known as „carousel voting“ and goes like this: early on Election Day morning, one „militant“ will remove an empty ballot from the polling center. (Note: Militant is the preferred nomenclature for hardcore party activists or anyone involved in electoral mischief. End note.) This militant will then fill out the ballot with a vote cast for whichever party he supports. He will then give the ballot to a prospective voter outside the voting center and promise him ALL 5,000 (USD 50) if he puts the completed ballot in the box and returns the empty blank ballot issued to him in the voting center to him. The process is repeated throughout the day and across the country. In other versions of this scheme, less charitable militants will not offer you money but will threaten to beat you up or cause you to lose your job if you do not comply with the plan. This plan is practically foolproof as you are handing someone a previously completed ballot and receiving the empty ballot back, thus not allowing for any deviation once in the ballot booth.

WOULD YOU LIKE A BALLOT WITH YOUR PIZZA? —————————————- 4. (C) Another technique, used to great effect in prior elections, according to some of Post’s contacts, is to have filled-in ballots delivered with pizzas to counting centers on election day. These ballots are then dropped into the ballot boxes and counted as valid votes. Apparently no one checks if a polling center counts more votes than there are people on the voter registry, however this could change this year. Commissioners have also been know to receive „fees,“ sometimes up to EUR 500, to „close their eyes“ for several minutes during the counting process to allow the militants to do their dirty work. Video cameras have been mandated by the new electoral code to combat this type of behavior, but it is easy to imagine them being switched off briefly, someone „accidentally“ blocking the camera, or tricks being pulled outside of the cameras‘ view. Both parties this year have alleged that the other side is bribing or planning to pay off electoral commissioners this year, although no one has of yet offered any proof of said scheme.

MY NAME IS EDI OR BARDI OR VJOSA OR ARDI —————————————- 5. (C) Yet another ploy is multiple voting. According to this scheme, someone will try to vote several times in a district or region using the same identity papers. A bit more complex are schemes where people could obtain multiple voter IDs. Under this plan, militants will apply for and receive IDs for people who are known to be out of the country, are dead, or are not planning to vote for whatever reason. The IDs will all have the same picture on them, matching the militant’s face, but will have different names and personal information. Although the SP firmly believes that such a scheme is possible, ID card producer Aleat and the Interior Ministry claim it is not, and point to the fact that biometric controls on the new ID cards have stopped at least eleven attempts by voters to get multiple IDs using phony identification documents. 6. (C) Nevertheless, manipulation of the ID cards remains the SP’s biggest single worry next to the large-scale disenfranchisement of non-passport holders (reftels). A senior SP official told PolOff on June 11 that the GOA had purposely delayed the rollout of ID registration centers in „five key areas.“ The delay, he alleged, is causing a last-minute rush for IDs in those areas, and the better-organized, better-funded DP is in a stronger position to get IDs quickly to its supporters, while SP and other voters struggle. But on June 11 a DP official told PolOff that SP local officials were purposely hindering the issuance of ID cards to voters in parts of Tirana. Neither the DP nor SP officials offered any proof to back their claims.

SEE, I VOTED DP! DON,T FIRE ME! —————————— 7. (C) The current Albanian patronage system is so entrenched at all levels that it often leads to voter intimidation. For example, it is possible for a janitor in a school in Elbasan to lose his job if the government changes. In the past, state and municipal employees have been routinely forced to attend campaign rallies, do campaign work, or vote for a certain party or risk losing their job. In previous elections some voters even photographed themselves with their completed ballot in order to show it to their superiors at work to prove their loyalty. The threat of losing one’s job for not voting properly is quite real and one SP candidate said her mother would vote DP just to prevent the havoc that is caused when a new government comes to power. To add to the confusion, although the Democratic Party controls the central government, many local governments are controlled by the SP or even the Socialist Movement for Integration (LSI), meaning civil servants can be subject to pressure from any party, depending on where that employee works. ODIHR’s second interim report said ODIHR has received numerous unverified reports of pressure on state employees and even school children to attend DP rallies around the country.

8. (C) COMMENT: Certainly the main burden in ensuring a good election falls on the GOA. However, none of these unsavory tactics are party specific, and could be and have been used in the past by any party in an attempt to gain an advantage. This year both parties have pledged to run a clean campaign, and PM Berisha has repeatedly „guaranteed“ to all who will listen that this year’s election will be Albania’s best ever. However, the stakes are very high for PM Berisha this election, particularly with the persistent rumors concerning the involvement of members of Berisha,s own family in the Gerdec scandal. The winner take all atmosphere that is Albanian politics also does not help matters and probably encourages illicit behavior. Furthermore, while party leaders might not condone fraudulent activities, mid-level hacks looking to make a name for themselves could attempt to pull some shenanigans. Although ODIHR has seen little so far to indicate widespread fraud by any party, the potential is real, particularly given past deeds by both major parties. The more than 3,000 observers will need to be paying close attention on election day. WITHERS

In the battle to combat corruption among Europe’s less developed countries, Albania is known to be facing one of the toughest struggles. The country’s politicians, however, are coming together in a rare show of unity to tackle the problem.

On the basis of local media reports, IWPR concluded that corruption in Albania was highly evolved and ranged from gifts to politicians such as cars and apartments to smaller cash bribes for lower-level officials. “Millions of dollars disappear through this way of governing, money which could be better used on education, hospitals or energy resources,” the IWPR quoted independent analyst Fatos Lubonja as saying.

Pandeli Majko, the new prime minister, has identified the fight against corruption as a top priority of his government. In Lezha on 4 March, he said increasing transparency in the activities of state structures was an obligation of the administration, which, he stressed, was “just a manager but not an owner of the money of the Albanian taxpayers“.

The Citizen’s Advocacy Office is an NGO established about three months ago to fight corruption at the state level. Kreshnik Spahiu, an attorney who heads the organisation, told Radio Free Europe that his office is recording an average of ten new corruption cases a day and that the scope of submitted complaints and accusations was surprisingly wide. He himself was solicited for a bribe by the state telephone company when he wanted to get new phone lines for his office.

Zef Preci, a former minister of economy and privatisation, said there was corruption in almost all branches of the state and that it stood behind public fund transfers. For him, corruption was worst in the justice system, and followed by the government and state-controlled structures.

In Lezha, Prime Minister Majko expressed support for a collaborative effort between politics, “whatever its colours are“, and Albanian citizens. He added, “This is a struggle between the law and anti-law, between progress and regression. Whatever the cost and time it takes, it doesn’t have a chance to fail.”

Dell was satirized as the “Chief Pimp” in “The Pimpsons,” a Simpsons-like strip created by local artist Fisnik Ismaili that depicted the local political elite commandeering Kosovo’s democracy and selling the country off to the highest bidder. Albania is before a very crucial political election that will determine not only the composition of the next government, but also the future of democracy and democratic liberties in this remote Balkan country.

Elections were scheduled for June 18, but the opposition decided to abstain as there are no accepted guarantees that the election process will be fair. Thanks to the mediation of the European Parliament, the leaders of the government and the opposition started long negotiations into the matter. In this context, the government agreed to postpone the election by one month. This was a great achievement as the Albanian society is deeply divided and the political climate is heavily polarised.

A parallel problem of Albania is that the country is full of narcotics and there are serious allegations that some of this money is being used to influence the election.

According to sources close to EU institutions, a couple of years ago the export potential of Albania was estimated over 250 MT per year.

However, some sources estimate the real figures are much higher. Considering that in the wholesale market the product, for average quality, is quoted around €400 per kilo, it is easy to understand how important this business is for certain Albanian quarters.

Under these circumstances, it is imperative for the driving political forces of Albania to combine their efforts to fight against this absurd situation that is keeping Albania in the margins of Europe.

In this context, we learn that the European Commission has little knowledge of the matter. Curiously enough, the EU Ambassador in Tirana systematically refrains from reporting such matters to his service (EAAS). On the contrary, it seems that most of the information on the Albanian drugs issue, which come to the attention of the European Commission, originate from EuroJust.

In this context, Albanian opposition officials have criticised the EU Ambassador in Albania, Romana Vlahudin – not only for failing to report the drugs trafficking, but for openly taking sides in the Albanian election process. Indeed, she often appears in pre-election events next to the Albanian Prime Minister, thus directly implying that the European Commission favours one specific party in Albania, at the expense of all others.

This discriminatory behaviour of the EU Ambassador in Tirana is strongly criticised in Albania, not only by all oppositions parties but also by most diplomatic missions.

Discussing the matter with a foreign banker in Albania, who spoke to New Europe on the condition of anonymity, he said the European Commission should immediately recall, not only its Ambassador in Tirana, but also all EU diplomats of the mission. This is the most urgent action the European Commission must take and certainly before the Albanian elections.

Finally, it is highly controversial to have, on the one hand, the European Parliament spending time and efforts to bring government and opposition of Albania to agree for a fair election and, on the other hand, have the Head of the EU Diplomatic Mission in Tirana, openly campaigning in favour of the ruling Socialist party.

Mogherini reads Macedonian Constitution to Ivanov, a Law Scholar

Federica Mogherini, an Italian communist, one of Soros‘ useful idiots in the EU, and a High Representative of the European Union for Foreign Affairs, today lectured president Ivanov by reading passages from the Macedonian Constitution to him and the press!?

The thing is, president Ivanov is a famous professor and a legal scholar who in addition to his own PhD in Law and Political Theory, was awarded additional 7 Honorary Doctorates from prestigious law schools.

We can expect literally anything from the eurocrat idiot leftists who visit Macedonia, but Mogherini took it to the next level, and yet didn’t manage to surprise us – we have been following her career „rise“ from complete obscurity to being (shockingly) named High Representative, and we can confidently say she has the brain power of Zoran Zaev. She does what she is told, puts not a single brain cell to work how foolish she would look, and simply does it. This is why Soros selected her, and it’s why she read the Macedonian constitution to a Law scholar, and a president.

While reading the passage „that the winning party or the parties who form majority can form a Government if they meet the criteria“ the current criteria being „you can’t be insane and give up the country to Albania“, the genius Mogherini at no point in time mentioned the Tirana platform devilishly introduced after the elections by PM Edi Rama who is so close to Soros, he attended his wedding. Why would she, she was told not to mention it.

Ivanov, being the master he is, told Mogherini to seize this rare opportunity and make the EU look somewhat professional and not like the complete imbecils and saboteurs they are and send a clear message  that this sort of behavior and meddling by foreign nations in Macedonia’s internal affairs is not acceptable as tomorrow the very same thing will be done to another country – „a very bad precedent is created“ Ivanov told her.

Did she respond? Of course not, she continued to read out few sentences written for her how „she understands, acknowledes and knows the situation is difficult and the EU will be looking very closely“.  This is a sentence she will read out in Bosnia, Albania, Croatia, Serbia and the protectorate of Kosovo.

And we want to be part of the EU, even when the poor Bulgarians tell us that it will be the single biggest mistake we can ever make? //Gorazd Velkovski

NATO Willing to See ‚Blood in Streets of Macedonia‘ for Greater Albania Project

The EU and NATO are putting pressure on Skopje to accept the demands of neighboring Tirana and change its constitution, which would have a destabilizing effect on the Republic of Macedonia.

On Wednesday, President of the Republic of Macedonia Gjorge Ivanov refused to give Social Democratic Union of Macedonia (SDSM) leader Zoran Zaev a mandate to form a new government, following parliamentary elections in December.

The ruling center-right VMRO-DPMNE party led by former Prime Minister Nikola Gruevski won 51 seats in the election, the largest proportion of any party in Macedonia’s 120-seat parliament.

In a tight-run affair, SDSM came second with 49 seats, followed by the country’s largest Albanian political party, the Democratic Union for Integration (DUI), which got 10 seats.

Gruevski had expressed willingness to support the SDSM in government if Zaev pledged to reject the „Tirana Platform,“ an initiative sponsored by the Albanian government to increase Albanian influence on Macedonian politics.

In late December, Albanian Prime Minister Edi Rama invited the leaders of four Albanian parties in Macedonia to Tirana for a meeting at which they formulated a so-called „Albanian Platform,“ under the auspices of Tirana.

The four-pronged platform calls for the Albanian language to be granted official status in Macedonia, judicial reform, EU membership and NATO membership, DUI leader Ali Ahmeti told Dnevnik.mk.

Tirana’s meddling was criticized by the Macedonian foreign ministry, which called on Albania to refrain from stoking division in the region, Vest.mk reported.

Tirana’s attempt to destabilize Macedonia has been echoed by US politicians too. In February, chairman of the US Foreign Affairs Subcommittee on Europe, Eurasia and Emerging Threats Dana Rohrabacher told Albanian TV Channel Vizion Plus that the country should be portioned, and „Kosovars and Albanians from Macedonia should be part of Kosovo.“

Albanians are the largest minority ethnic group in Macedonia, and are a majority in some western regions. Their population has increased rapidly over the past century. According to a 1953 census, there were 870,000 Macedonians and 163,000 Albanians in the Yugoslav Republic of Macedonia. In 2002, there were 1.3 million Macedonians and 509,000 Albanians.

Opposing the Tirana Platform as a step towards the partition of Macedonia „along ethnic lines, via cantons and federal units,“ Gruevski’s VMRO-DPMNE called on the SDSM to reject a political alliance with Albanian parties who are implementing Tirana’s plans for the eventual carving-up of Macedonia.

Meeting with President Ivanov on Monday, SDSM leader Zaev had gained the backing of 67 deputies in the Macedonian parliament, 13 of them from deputies of the Albanian parties.

They reportedly agreed to back him after Zaev agreed to support a bill making Albanian the country’s second official language. However, this and other ambitions contained in the Tirana Platform are unacceptable to the VMRO-DPMNE, which is close to Ivanov and holds a plurality of parliamentary seats.

Ivanov’s refusal to give Zaev a mandate to form the government was criticized by EU Commissioner for European Neighborhood Policy and Enlargement Negotiations Johannes Hahn, who tweeted that the President should „respect the outcome of recent elections.“

Aleksandar Pavic of Belgrade’s Center for Strategic Alternatives told Sputnik Srbija that the EU’s call is a demonstration that the EU „still behaves like an appendage to globalist Washington, and is working hand in hand with NATO.“

Earlier, NATO Secretary-General Jens Stoltenberg called on „the authorities in Skopje to fulfil the next step in the democratic process,“ and said the alliance „remains committed to the membership of the former Yugoslav Republic of Macedonia in the Alliance.“

Pavic told Sputnik that NATO’s interference is testament to its support for the partition of Macedonia and the furthering of Tirana’s „Greater Albania“ project.
Given its desire for the Republic of Macedonia to join NATO, the country’s destabilization would be an acceptable outcome for the alliance, Pavic said.

„That’s not a bad outcome as far as NATO is concerned. Even if blood runs through the streets of Macedonia, that would be just fine and acceptable for NATO. Of course, they want to prevent NATO’s biggest fear, that is leaving a vacuum for even a shred of Russian influence to enter,“ Pavic said.

„This open interference shows that they are in a hurry to do as much as they can and present the new administration with a fait accompli wherever possible. In Ukraine, Macedonia, Montenegro … here we see the globalist project that has tried to rule for the last 25 years.“

Pavic commented that the destabilization of the Republic of Macedonia would cast doubt on any possible involvement in the Turkish Stream gas project, or China’s plans to build a fast train between Thessaloniki and Budapest.

„An unstable Macedonia prevents either of these projects,“ Pavic said.

‘Twisting facts’: Moscow slams Mogherini for saying EU alone in providing aid to Syria

Moscow has blasted as “outrageous twisting of the facts” a statement by EU foreign policy chief Federica Mogherini, who said the EU was the only party providing aid to Syria.

“It’s outrageous twisting of facts which ignores what Russia has been doing for a long time,” Russian Deputy Foreign Minister Sergey Ryabkov said.

The Russian Foreign Ministry also officially responded to Mogherini’s statement “with surprise,” and said that Russia, “unlike other international players, is actively supplying thousands of tons of humanitarian aid to various regions in Syria, including the liberated areas in eastern Aleppo, at the risk of Russian military lives.”

“If the high representative [Mogherini] means providing assistance to terrorists and extremists, then we don’t participate in this, indeed,” the statement added.

The Russian official’s statement comes after the High Representative of the EU for Foreign Affairs and Security Policy Federica Mogherini said in Berlin on Wednesday, that the EU “are the ones – the ones, not among the ones – that are providing humanitarian aid, in Syria and around. I don’t see many others doing as much as we are.” 

Mogherini’s words aren’t the first aimed against the Russian humanitarian effort in Syria: last week, British Prime Minister Theresa May’s office said that “the Syrian regime and their influencers [be it Russia, or others] are preventing aid” from reaching Aleppo.

In response, Russian Ministry of Defense spokesperson Major General Igor Konashenkov said that  “the UK government has lost an objective view of what is happening in Syria, including Aleppo, due to Russophobia,” adding that the UK has not sent “a single gram of flour, any medicine or blankets to help” civilians in Aleppo during the whole Syrian conflict.

“If the UK government really wants to send humanitarian aid to residents in the eastern neighborhoods [of Aleppo], it has all conditions for doing this, just tell us where it [the aid] has been held up.“

Also last week, the Russian Ministry of Defense said that the UN halted its aid deliveries to Aleppo, after over 40 percent of the territory previously controlled by militants was recaptured by Syrian government forces.

Deputy Foreign Minister Ryabkov also slammed the UN aid effort in Syria.

“While the UN humanitarian plan is something that exists on paper, experts on international relations and humanitarian specialists in Geneva inexplicably missed dozens of opportunities to join the humanitarian work to ease the plight of Aleppo, its outskirts, and other regions in Syria,“ he said, as cited by TASS.

At the end of November, Konashenkov said that “only through the Russian Syrian Reconciliation Center was thousands of tons of humanitarian aid delivered to Aleppo, Hama, Homs, Damascus, Latakia, Palmyra, Deir ez-Zor, and other cities.”

La nipote di Federica Mogherini, Alta rappresentante dell’Unione per gli affari esteri e la politica di sicurezza ed ex ministra degli Esteri del governo Renzi, è stata arrestata nell’ambito di un’inchiesta per traffico di droga. Quindici persone arrestate lunedì mattina dai carabinieri di Roma, chiamati a stroncare un giro di cocaina che partiva dall’esterno di una discoteca.

Gaia, figli di un fratellastro

Gaia Mogherini, 26 anni, è figlia di un fratellastro della ministra, ora agli arresti domiciliari. La donna è stata „incastrata“ da alcune intercettazioi allegate agli atti delle ordinanze di custodia cautelare, riportati dal Tempo. „Gaia, me servono ’na decina de chili di cozze pe Andrea che è rimasto senza“, dice un uomo al telefono. E lei: „Va bene amore“. Secondo i carabinieri, le „cozze“, sono le dosi di cocaina, che Gaia deve procurarsi.

Con Mogherini nipote sono stati arrestati anche il fidanzato di lei, Roberto Nicoletti, Manuel Zumpano (figlio di Francesco Zumpano della banda della Magliana) e la compagna di quest’ultimo, Deborah De Domincis. Un giro di cocaina che ha investito gli ambienti della Roma bene e portata avanti da un’organizzazione di cui fanno parte personaggi legati alla malavita organizzata. Gaia Mogherini è finita ai domiciliari perché, spiegano gli inquirenti, è „perfettamente coinvolta nei traffici illeciti del suo compagno Nicoletti“.

Una dottoressa assunta in una clinica privata, un giornalista e autore di programmi tv, un manager pugliese finito anni fa sotto scorta. Nella sua ordinanza di 214 pagine il gip Massimo Di Lauro ha ripercorso non solo i 73 episodi contestati ai quindici arrestati dell’operazione «Record», ma ha anche individuato i luoghi scelti dagli indagati per incontrarsi e vendere dosi di cocaina, soprattutto, ai clienti. C’è il Jackie O’ di via Boncompagni – anche ieri i responsabili dello storico locale hanno ribadito di essere completamente estranei ai fatti, come è stato d’altra parte confermato da chi indaga -, ma ci sono anche ristoranti dei Parioli come il Duke, il Caminetto e lo Chez Coco, che compaiono nelle indagini dei carabinieri del Nucleo di polizia giudiziaria presso il tribunale…..
