“The Croatian World Congress sent a letter last week demanding that Carla Del Ponte, the chief prosecutor of the International Criminal Tribunal for the former Yugoslavia (ICTY), open a criminal investigation into Mr. Clinton and other top officials of his administration [including the CIA’s George Tenet] for ‘aiding and abetting indicted Croatian Gen. Ante Gotovina in a 1995 Croatian military operation known as ´Operation Storm.´… Secretly supported by the Clinton administration, Croatian forces launched a massive three-day military offensive - known as ‘Operation Storm’ - on Aug. 4, 1995, in which Croatia recovered territories occupied by rebel Serbs following Zagreb´s drive for independence from Yugoslavia in 1991…. The Croatian World Congress said the U.S. administration gave the green light for the operation and provided diplomatic and political support for it.”

The complaint filed today [by the Croatian World Congress] alleges that the US officials aided Gen. Gotovina and the Croatian Army (’HV’) in Operation Storm by violating a UN arms embargo and allowing  Croatia to obtain weapons US officials established a CIA base inside of Gen. Gotovina’s military base which provided the US officials with real-time video footage of events transpiring on the ground during Operation Storm (and thus imputing to them knowledge of events on the ground), but also from which they could provide such intelligence data to General Gotovina to assist him in conducting Operation Storm.  If General Gotovina carried out a pre-planned campaign to deport 150,000 to 200,000 Croatian Serb civilians, then the CIA base was not only used to provide knowledge to US officials of such a plan and course of conduct on the part of General Gotovina, but was also used to assist General Gotovina in achieving the goals of his alleged plan.  The US officials gave the green light for the Operation and provided diplomatic and political support for it.  The US officials at all times had the ability to halt the military operation.  Accordingly, the US officials named in the complaint should be indicted for having aided and abetted General Gotovina.”

“Americans in military uniform, operating from a cream-colored trailer near the runway, directed the GNAT-750 drone to photograph Serb troop positions and weapons emplacements. The images were transmitted back to base, analyzed and then passed on to the Pentagon. According to top Croat intelligence officials, copies were also sent to the headquarters of the Croatian general in command of ‘Operation Storm.’… Now the successful CIA operation is about to become defense exhibit A in a war-crimes case at The Hague tribunal. He says the CIA also spent at least $10 million on Croatian listening posts to intercept telephone calls in Bosnia and Serbia. ‘All our [electronic] intelligence in Croatia went online in real time to the National Security Agency in Washington,’ says Tudjman. ‘We had a de facto partnership.’ American officials familiar with intelligence issues confirm that the CIA operated drones from a base near Zadar on the Adriatic coast, during and after Operation Storm… And the country’s former intelligence chiefs have decided to speak out about their ties to the United States as a way of vouching for Gotovina’s innocence. ‘I always said that the only people in Croatia who know everything are the Americans,’ says Markica Rebic, the former head of military intelligence. When Gotovina stands trial, some of those Americans may be asked to testify about their country’s role in an ugly conflict.”

“On April 8 [1999] the Party of Democratic Socialism in Germany [PDS], an opponent of the war, issued a report describing an alleged CIA covert operation named ‘Operation Roots’ aimed at sowing ethnic divisions in Yugoslavia to encourage its breakup. The report claimed that this operation has been going on ’since the beginning of Clinton’s presidency.’ It was supposedly a joint operation with the German secret service, which also sought to destabilize Yugoslavia. The final objective ‘is the separation of Kosovo, with the aim of it becoming part of Albania; the separation of Montenegro, as the last means of access to the Mediterranean; and the separation of the Vojvodina, which produces most of the food for Yugoslavia. This would lead to the total collapse of Yugoslavia as a viable independent state.’ The report also asserts that the KLA was founded by the CIA with funding was funneled through drug-smuggling operations in Europe.”

“Albania … offered NATO and the U.S. an important military outpost in the turbulent southern Balkans (in the 1990-96 period Albania opened its ports and airstrips for U.S. military use and housed CIA spy planes for flights over Bosnia)…. The U.S. played a major role in the DP’s 1992 electoral victory, and it then provided the new government with military, economic, and political support. In the 1991-96 period Washington directly provided Albania $236 million in economic aid, making the U.S. the second largest bilateral economic donor (following Italy)…..Following Berisha’s visit to the U.S. in March 1991, Washington began supplying direct assistance to the DP, including donations of computers and cars for the 1992 electoral campaign. William Ryerson, the first U.S. ambassador, stood next to Berisha on the podium at election rallies. The U.S. failed to criticize, and at times encouraged, the new president as he purged critics of his policies within the judicial system, police, and the DP—often through illegal means. By 1993 DP loyalists and family members held most of the prominent positions in Albania’s ministries, institutes, universities, and state media. Citing the threat of communism’s return, Berisha successfully instilled fear in the population and discredited his rivals. The U.S. embassy in Albania contributed to the polarization of Albanian politics by refusing to meet most of the opposition parties (former communists as well as others) for the first two years of DP rule. This one-sided view of democratization helped Berisha dismantle most political alternatives, some of which were moderate and truly democratic. Albania had become a strategic outpost in the region, and the U.S. did not want to jeopardize its new control and political influence in the country. In 1992 Washington deployed a Military Liaison Team to the country and started outfitting the Albanian military with nonlethal equipment, technical expertise, and training. Albania was the first East European state to request NATO membership, and in February 1994 it became a member of the NATO-associated Partnership for Peace. Albania has participated in numerous military training operations with the U.S. and other NATO powers, and the CIA has used Albania as a base for air reconnaissance missions over Bosnia. In January 1995, the U.S. Army finished building a radar station in northern Albania for use by the Albanian military. In addition, Albania opened its land, marine, and airport facilities to NATO operations in the former Yugoslavia….In the volatile Balkans, the U.S. is faced with a serious crisis that it helped fuel. The raging anarchy in Albania is both a serious setback for Albania’s democratic development and a threat to regional security. In this regard, the disintegration of police and military forces has resulted in the widespread availability of weapons. These are easily purchased or stolen not only by Berisha’s opponents but also by criminal gangs and terrorist elements both inside and outside Albania. “

But this vital operation was manipulated by the Americans in order to do exactly what it was designed to stop - make covert, embargo-busting flights over Bosnia.”

Evans & Novak column reported in February that ‘PresidentBush’s plan to roll back U.S. involvement in Kosovo could be undermined by CIA Director George Tenet.’ They noted that Tenet was a cheerleader for Bill Clinton’s war against Yugoslavia and that his role included ‘downplaying the truth about the Kosovo Liberation Army, which was in fact a terrorist organization.’ With tensions high in the region, they said Tenet’s role as chief intelligence gatherer made him an influential player in Balkans policy. Clinton’s policy, implemented by Tenet, is responsible for the war that has now spread into Macedonia, a small nation next to Yugoslavia. Jeffrey Smith of the Washington Post has written an article describing how KLA guerrillas had plotted the war in Macedonia as far back as December 1999. They formed a new terrorist group, the National Liberation Army, but it was comprised largely of the KLA. Officially, the KLA is now supposed to be disbanded. Smith said that some of the weapons they have recently been using came from old KLA caches in Kosovo ‘that NATO peacekeepers have not confiscated.’ The bizarre situation has seen NATO peacekeepers depending on their old enemies, the Serb Army, to keep the new KLA contained in Kosovo. Evening news programs have shown NATO peacekeepers watching KLA fighters move through the mountains smuggling weapons. But Smith describes a fight between the guerrillas and U.S. Army Special Forces in Kosovo that resulted in one of the terrorists being wounded. It may be just a matter of time before U.S. military personnel come home in body bags. This doesn’t seem to bother the Post. It ran a separate story arguing that the Bush Administration needs to expand its military involvement in Macedonia. It said our European allies were frustrated that the U.S. under President Bush seems to want to avoid taking casualties. Before the U.S. gets more deeply involved in a quagmire, it would be wise for the U.S. media to assume the stance of an adversary press and get to the bottom of how all of this happened. Jeffrey Smith’s article was an excellent first step. But are we to believe this wasn’t known to George Tenet of the CIA? When the CIA supported the KLA, we have to assume that the agency was aware that Kosovo wasn’t the only objective of the KLA. Perhaps President Clinton didn’t care about the terrorist organization’s objectives for the entire region, but we have a new president in the White House who is supposed to have a different foreign policy. Yet he still has the same CIA director. President Bush has been maneuvered into continuing some aspects of the Clinton policy on Yugoslavia. He is now demanding that the new democratic government of Yugoslavia turn Slobodan Milosevic over to a U.N. criminal tribunal for a trial on war crimes charges. But some of the charges, such as involvement in the so-called Racak massacre, are so phony that some observers think Milosevic could beat the rap. The trial could make him into a martyr in Yugoslavia and destabilize the country’s democratic government. Then we would have even more of a mess.”

In an unusual admission, Michael Kozak, the US Ambassador to Belarus, said in a letter to a British newspaper that America’s ‘objective and to some degree methodology are the same’ in Belarus as in Nicaragua, where the US backed the Contras against the left-wing Sandinista Government in a war that claimed at least 30,000 lives. The ambassador’s disclosure has coincided with moves by the Bush Administration to gain increased political influence in Eastern Europe and the Balkans and with reports in several European newspapers, which said that former US servicemen believed to be working for the CIA were escorted with Albanian guerrillas from a village in the Former Yugoslav Republic of Macedonia earlier this year.”

“…. Previously describing himself as having the “best job in government” Tenet became Deputy Director of the CIA in 1995 and its acting Director in 1996, formally graduating to the top job in 1997. Previously Tenet had served as Special Assistant to the President and Senior Director for Intelligence Programs at the National Security Council. While at the NSC, he coordinated (amongst other matters) Presidential Decision Directives on ‘Intelligence Priorities’ and interagency activities concerning covert action.

It would seem, therefore, that his influence throughout the 1990s was considerable and across multiple intelligence agencies. At the time of his appointment as Director of the CIA it was pointed out by former Republican Senator Warren Rudman on PBS television that that Tenet “will not only be the head of the CIA. He is essentially the director of Central Intelligence with broad jurisdiction over a number of agencies”. In the same programme former CIA director James Woolsey suggested that Tenet’s character “shows a certain deft capacity for deception which really suits him very well for the job”.

Allegations of the CIA’s role in fuelling ethnic conflict in former Yugoslavia in the 1990s are of especial interest when it comes to considering matters of US deception in global affairs.

A letter to the International Criminal Tribunal for the former Yugoslavia in the Hague submitted by the Croatian World Congress in July 2002 claims US involvement in the Croatian led ‘Operation Storm‘ which resulted in the ethnic cleansing of up to 200,000 Serbs from Croatia in 1995. Although in practice the purpose of the letter was to protect the extradition of Croatian General Ante Gotovina to the Hague for his role in the operation, the letter reports CIA involvement in the exercise and specifically cites George Tenet as one of the US officials against which it is potentially seeking redress.

According to the Congress’ press release of 4 July 2002 “The complaint filed today alleges that the US officials aided Gen. Gotovina and the Croatian Army (’HV’) in Operation Storm by violating a UN arms embargo and allowing Croatia to obtain weapons… US officials established a CIA base inside of Gen. According to Airforce Magazine Online October 2002 the Hague prosecutor’s office simply filed the complaint without comment.

More recently the London Times of 14 June 2003 reported that “President Mesic of Croatia is promising that his Government will co-operate fully in trials of Croatians accused of atrocities during its independence war…. The country’s relations with Europe have also become stronger in recent years, as evidence of alleged American involvement in the ruthless campaign to drive Serbs from the region has begun to emerge…. 200,000 Serbs [were] driven from the Krajina region during the 1995 Croatian offensive…. Croatia, however, cannot arrest the most wanted Croatian, General Ante Gotovina, because he is hiding in neighbouring Bosnia…. Another major obstacle is American concern that if General Gotovina is arrested he may carry out a threat to disclose the previously unknown extent of US covert involvement in the Krajina offensive….”

These allegations are, however, just the tip of the iceberg when it comes to US fuelling of ethnic cleansing in former Yugoslavia. Similar accusations apply to other US covert operations in Bosnia, Kosovo and Macedonia (see ‘US Backed Islamic Terrorism in the Balkans’ on this web site for more details).

Anna Kaminsky: Shqipëria është aktualisht vendi i vetëm, por ne dimë edhe nga vende të tjera si Rumania, Bullgaria, që ekzistojnë vështirësi dhe kjo ka të bëjë me forcat që erdhën në fuqi pas viteve 1989, 1990, 1991 dhe çfarë interesash kanë ata që të vlerësojnë të kaluarën e tyre, të partive dhe anëtarëve të partisë.

Në Gjermani pati impuls të madh nga aktivistët e të drejtave të njeriut, nga njerëzit që dolën në rrugë dhe e kërkuan këtë. Në vende të tjera ndryshimet kanë ardhur ndryshe. Ne patëm fatin e madh që revolucioni nuk u bë me gjakderdhje.

Deutsche Welle: A i duhet Shqipërisë një ligj lustracioni?

Anna Kaminsky: Po, sepse në diktaturat komuniste ne kemi patur qindramijëra për të mos thënë milionë viktima, njerëz që janë vrarë, varur, që kanë qenë në burg, që për shkak të qëndrimit të tyre politik është dashur të përjetojnë diskriminim, poshtërim, përndjekje dhe për të gjitha këto ka njerëz që kanë qenë përgjegjës. Unë mendoj se çdo shoqëri demokratike ngrihet mbi rregulla dhe është e detyruar të tregojë hapur çfarë kanë bërë ata që kanë sot përgjegjësi në institucionet shtetërore, që marrin vendime të cilat duhet të jenë në të mirë të popullit. Ata janë të detyruar të tregojnë hapur çfarë ka bërë secili në kohët e tjera, cilat përgjegjësi ka mbajtur për shtypjen, heqjen e lirisë, shkeljen e të drejtave të njeriut. Qeveria, partitë janë të detyruar të tregojnë transparencë dhe në këtë mënyrë zgjedhësit, populli ka mundësi të vendosë se cili duhet ta prezantojë dhe nëse do të prezantohet nga këta njerëz.

Nëse pjesa më e madhe e popullsisë është e mendimit se „nuk më intereson nëse ky gjykatës, apo ky burrë shteti, apo njëri apo tjetri ministër ka bërë krime në kohën e diktaturën, ka pasur përgjegjësi për të marrë vendime të padrejta, ka qenë në poste drejtuese, ka spiunuar njerëzit, arrestuar dhe vrarë, pra nëse populli thotë se kjo ka ndodhur para 20 vitesh, nuk më intereson më tani, atëherë duhet pranuar ky vendim. Por çdo zgjedhës, populli duhet të ketë shancin të dijë çfarë ka ndodhur në të kaluarën dhe pastaj të marrë vendimet. Nëse këto mbahen të pazbuluara, atëherë as institucionet demokratike nuk forcohen as nuk ekziston vlera më e madhe e shtetit modern, pra transparenca.

Deutsche Welle: Në një intervistë për revistën gjemane „Der Spiegel“ 1992, presidenti i sapozgjedhur në atë kohë Sali Berisha, pati thënë i pyetur për hapjen e dosjeve: “Në një diktaturë nuk është fajtor vetëm diktatori. Ekzistojnë disa mijëra familje nëtë cilat gruaja ka spiunuar burrin dhe djali të atin. Do t`i shkatërrojmë ne këto familje? Prandaj unë premtoj se dosjet nuk do të hapen“. Ky premtim është mbajtur deri më sot.

Anna Kaminsky: Përvojat nga vendet e tjera na kanë treguar se kërkund nuk kanë ndodhur lincime, kështu që ne mendojmë se as në Shqipëri nuk do të ndodhte. Unë mendoj se kjo është arsyeja më e keqe për të mos i hapur dosjet. Që ka mundësi që edhe 20 vjet pas është e vështirë të jesh aktiv nga pikëpamja juridike, kjo është një çështje tjetër. Por, edhe nëse vetë përndjekja juridike e krimeve nuk është më e mundur, për vlerat demokratike të cilat synon Shqipëria është e palejueshme të mos mos tregohet gjithshka hapur. Unë nuk besoj se për këtë arsye do të ketë hakmarrje. Po të ishte ashtu do të kishte pasur këta 20 vjet aksione hakmarrjeje, sepse secili e di kush e ka spiunuar, kush e ka dënuar. Në shumicën e rasteve edhe dihet roli i personave të caktuar në të kaluarën. Vetëm se kjo nuk tematizohet sa duhet, domethënë bëhen përpjekje për ta mbuluar dhe për të mos folur.

Deutsche Welle: Çështja „kush, çfarë ka bërë“ diskutohet në Shqipëri, por jo zyrtarisht, në institucione. Ajo bëhet më shumë në rrugë.

Anna Kaminsky: Ekziston një klimë dyshimi, pa i dhënë mundësinë kërkujt që të mund të vërtetojë ose të tregojë hapur, sepse duket të jetë oportune për politikën nëse dikujt i thuhet se ka qenë „agjent i sigurimit“, ose në një pozicion ku ka patur përgjegjësi për krime dhe vendime të padrejta. Kjo klimë e dyshimit mund të mënjanohet me transparencë të madhe dhe duke treguar çfarë ka bërë me saktësi dikush. Në këtë mënyrë zvogëlohet edhe instrumentalizimi politik. Natyrisht nëse zbulohet se dikush ka bërë krime dhe padrejtësi në kohën e komunizmit, që ka qenë në poste përgjegjëse, atëherë duhet jetuar me këtë, dhe është pjesë e kësaj përballjeje që grupe të caktuara atij t`i heqin të drejtën që të jetë i përshtatshëm sot për një post politik. Edhe ky lloj diskutimi duhet bërë. Pjesë e kulturës politike është që fajtorët të mos jenë në pozicione përgjegjëse.

Deutsche Welle: Siç e dimë sigurimi ka qenë fokusuar shumë tek njerëzit „me biografi të keqe“. Domethënë ne do të viktimizonim me një ligj sërish viktimat, duke i dhënë „dënim të përjetshëm“?

Anna Kaminsky: Lustracion nuk do të thotë që të tregohet gjithshka për çdo person. Lustracion do të thotë në shumicën e vendeve që postet e larta shtetërore dhe pozicionet e larta publike por edhe punonjësit e sektorit publik të vlerësohen për të kaluarën. Në shumë vende lustracioni bëhet në atë mënyrë që vetëm rezultatet e vlerësimit të posteve të larta, bëhen publike si përshembull postet zgjedhore, ku zgjedhësit duhet të bëjnë një zgjedhje. Principi është që për të gjithë ata që nuk ndodhen në fokusin publik, por që janë në shërbim publik, për shembull policia etj, duhet bërë vlerësimi individual. Rasti shihet duke vlerësuar në çfarë kushtesh është bërë dikush bashkëpunëtor i sigurimit, e ka bërë vullnetarisht, ka qenë nën presion, me cilat metoda është bërë presioni dhe çfarë forme kishte bashkëpunimi konkretisht. Pastaj merret vendimi. Por sa kohë që nuk ekziston kjo transparencë, do të ekzistojë gjithnjë një klimë e dyshimit, mosbesimit dhe instrumentalizimit, në mënyrë që të ushtrohet presion mbi njerëz të caktuar, për të cilët dihen gjëra të caktuara, duke i detyruar sot që të marrin vendime që nuk i marrin në gjendje të lirë.

Nach dem Bundesgericht hat nun auch Strassburg das Gesuch Shemsi Nuhius, nicht nach Serbien ausgeliefert zu werden, abgelehnt

Nachdem das schweizerische Bundesgericht diese Woche die Beschwerde von Shemsi Nuhiu, der Staatsangehöriger von Kosova und von Serbien ist und der mit besagter Beschwerde seine Auslieferung nach Serbien verhindern wollte, abgewiesen hatte, lehnte nun gestern auch der Gerichtshof für Menschenrechte in Strassburg den Antrag gegen die Auslieferung ab.

Diese Nachricht erreichte albinfo.ch gestern Nachmittag über Sherif Nuhiu, den Bruder von Shemsi. Sherif Nuhiu sagt, über den Anwalt erfahren zu haben, dass der Auslieferungsentscheid betreffend seinen Bruder definitiv sei.

“Der Anwalt sagte mir, dass das vergangenen Dienstag am Gericht in Strassburg eingereichte Begehren abgelehnt wurde. Das Gericht richtete heute seine Antwort aus, in der es bestätigt, die von den Schweizer Behörden verfügte Auslieferung nicht verhindern zu können”, sagt Sherif Nuhiu. Laut ihm sollen die Schweizer Behörden nach dem negativen Bundesgerichtsentscheid vom Montag begonnen haben, die Auslieferung einzuleiten, ohne auf die Antwort des Europäischen Gerichtshofs für Menschenrechte zu warten. Indessen wurde dann die Ausführung der Massnahme verschoben. Der Entscheid des Gerichts bestätigt jedoch, dass die Frage der Auslieferung definitiv entschieden ist”, sagte Shemsi Nuhius Bruder Sherif gestern. “Aller Wahrscheinlichkeit nach kann mein Bruder heute Abend oder morgen nach Belgrad ausgeliefert werden.”

Sherif Nuhiu beklagte sich über das Engagement der Institutionen des kosovarischen Staates zu Gunsten ihres Staatsangehörigen Shemsi Nuhiu. Seiner Ansicht nach sei die Reaktion der kosovarischen Institutionen nicht auf dem erforderlichen Niveau gewesen. “Dessen ungeachtet hat jedoch”, wie er sagt, “die kosovarische Botschaft in Bern meiner Meinung nach alles getan, was sie konnte, um die Auslieferung zu stoppen. Ihre Macht ist jedoch beschränkt.”

Sherifs Familie äusserte sich auch positiv zum Komitee, das sich gebildet hatte, um sich gegen Shemsis Auslieferung nach Serbien zu wehren. Zu diesem Zweck hatte das Komitee tausende Unterschriften gesammelt. “Sie machten was sie konnten, aber es lag nicht in ihrer Hand. Letztlich arbeiteten sie freiwillig.”

Die Familie bekennt, von den Schweizer Behörden enttäuscht zu sein. Laut Sherif Nuhiu, der auch Schweizer Staatsangehöriger ist, versagten sie dadurch, dass sie einen Staatsangehörigen Kosovos nach Serbien ausliefern. “Mein Bruder wird den serbischen Staatsorganen übergeben werden, ohne ein anderes Dokument als den kosovarischen Pass auf sich zu haben”, sagt er.

Das Komitee gegen die Auslieferung von Shemsi Nuhiu zeigt sich erstaunt über den Entscheid des Bundesgerichts. Laut dem Präsidenten des Komitees, Rechtsanwalt Jeton Kryeziu, ist dieser Entscheid übereilt, denn die Verfahren vor dem Obersten Gerichtshofs von Serbien in Belgrad waren nicht abgeklärt worden.

“Ich bin erstaunt, wie das Bundesgericht in die Auslieferung Shemsi Nuhius einwilligte, bevor das Abklärungsverfahren beim Obersten Gerichtshof Serbiens stattgefunden hat. Tatsächlich hat der erwähnte Gerichtshof die Anklage vor einigen Wochen zurückgewiesen. So ist nicht sicher, ob Shemsi Nuhiu mit einer neuen Anklageschrift angeklagt werden wird”, macht Rechtsanwalt Kryeziu geltend…

Switzerland to Extradite Kosovar to Serbia

Shemsi Nuhiu, a former member of Kosovo Liberation Army, KLA, will be extradited to Serbia after Swiss courts turned down his appeal not to be sent for trial in Serbia.

BelgradeSerbian authorities say they expected Nuhiu to arrive in Serbia within days after the European Court of Human Rights in Strasbourg rejected his appeal against the Swiss extradition decision, the Interior Ministry said.

The Federal Supreme Court of Switzerland decided on March 7 that Nuhiu should be extradited to Serbia based on the international arrest warrant that Serbian police issued a year ago.

Nuhiu’s legal team then appealed to Strasbourg, requesting an annulment of the Swiss ruling but this was rejected on Friday.

Serbia has charged Nuhiu, a former member of KLA and a citizen of both Serbia and Kosovo, with the unlawful imprisonment, torture, rape, intimidation, terror and robbery of Serb and other non-Albanian civilians in the Gnjilane area of Kosovo in 1999.

According to the allegations, from the beginning of June until December 1999, he tortured and killed 80 people while a further 153 were tortured and released. Thirty-four people remain missing.

The accused allegedly held the civilians in the basement of a school, where he and his colleagues tortured and raped them, while their bodies were cut to pieces and thrown into containers and then into a lake.

Belgrade Special Court is currently trying for the second time nine members of the so-called Gnjilane group.

Previously, a court had ruled on January 21, 2011 on events in the Gnjilane area, sentencing the nine to a total of 101 years in prison.

The Serbian Appellate Court quashed the judgment on December 7 and sent the case back for retrial.

Serbian police arrested the nine defendants in 2008 in Presevo, a town in southern Serbia near Kosovo with a majority Albanian population while the remaining eight members of the group, including Nuhiu, remained on the run.

„Ost-Kosovo“
Der all-kosovarische Konsens bezüglich einer Kooperation mit der United Nations Interim
Administration Mission in Kosovo (UNMIK) und der Kosovo Force (KFOR) begann bereits
ein halbes Jahr nach dem Einmarsch von NATO-Truppen und UÇK in Prishtina zu bröckeln.
Hintergrund war der heftige heimliche Machtkampf zwischen Vertretern der älteren
Generation gemäßigter Pazifisten um die LDK und meist jüngeren Radikalen um die UÇKTarn-
und Nachfolgeorganisationen sowie der gleichfalls interne, zum Teil blutig
ausgetragene Streit innerhalb des radikalen Lagers zwischen Politikern und Militanten. Denn
neben den Teilen der UÇK, die im Zuge ihrer förmlichen Demobilisierung am 20. September
1999 in den genannten „offiziellen“ Parteien und Organisationen PPDK, AAK und TMK
aufgingen, tauchte ein anderer Teil, der sich jetzt „Albanische Nationale Armee“ (AKSh) und
in der Folge „Armee zur Nationalen Befreiung“ nannte, erneut in die Illegalität ab.
Eigentlicher Auslöser war der eskalierende Konflikt um die Stadt Mitrovica, die serbische
Hochburg im Norden des Kosovo: Je deutlicher die Teilung der Stadt wurde, desto attraktiver
erschien der demobilisierten UÇK-Führung der Plan eines serbisch-albanischen
Gebietstausches bei Änderung der nun internationalisierten Außengrenzen des Kosovo: „Ost-
Kosovo“, also die beiden mehrheitlich albanisch besiedelten Regionen im Südwesten
Serbiens, gelegen um den Ort Medvedja einerseits sowie um die Städte Bujanovac und
Preševo an der Autobahn- und Bahnstrecke Belgrad–Skopje–Athen andererseits, sollte gegen
Nord-Kosovo mit den Gemeindebezirken Zveçan und Leposaviq sowie Teilen von Mitrovica
getauscht werden.
Diese Überlegungen veranlassten Extremisten im UÇK-Umfeld Ende Januar 2000 dazu, im
Süden der fünf Kilometer tiefen entmilitarisierten Bodensicherheitszone (Ground Safety
Zone) im serbischen Grenzgebiet zum Kosovo eine „Armee zur Befreiung von Preševo,
Medvedja und Bujanovac“ (UÇPMB) zu gründen und mit dieser Truppe „befreite Gebiete“ zu
schaffen. Unter US-amerikanischem Druck setzte jedoch Hashim Thaçi am 24. März 2000
durch, dass die UÇPMB dem bewaffneten Kampf gegen Serbien förmlich abschwor. Künftig
sollte ein „Politischer Rat für Ost-Kosovo“ mit friedlichen Mitteln für die „Befreiung“, das
heißt den Anschluss der Region an das Kosovo, kämpfen. An dieses Abkommen fühlte sich
indes nur ein Teil der UÇPMB-Aktivisten gebunden. Der andere Teil kooperierte von nun an
eng mit der besagten „Armee zur Nationalen Befreiung“ – abgekürzt ebenfalls UÇK und im
folgenden daher als „UÇK II“ bezeichnet –, die vom Herbst 1999 an im Grenzgebiet
Mazedoniens zum Kosovo, der sogenannten „Zweiten Operativen Zone“ der UÇK im
Kosovo-Krieg, Anschläge verübte.
Eine virtuelle Staatsgrenze
Die Zusammenarbeit der beiden UÇK-Nachfolgeorganisationen UÇPMB im serbischen
„Ost-Kosovo“ und UÇK II im mazedonischen „Süd-Kosovo“ wurde durch zwei

Besonderheiten der Grenzregime im Dreiländereck zwischen Jugoslawien, Mazedonien und
dem UN-Protektoratsgebiet stark erleichtert. Dabei handelte es sich zum einen um den
Umstand, dass ein fünf Kilometer langer Abschnitt der jugoslawisch-mazedonischen Grenze
beim Berg Crni vrh bis zum März 2001 der Kontrolle durch jugoslawische Grenztruppen
entzogen war, da er zur besagten Sicherheitszone gehörte. Zum anderen stellte (und stellt) die
gesamte Nordgrenze Mazedoniens zu Jugoslawien und zum internationalen Protektoratsgebiet
von 1991 an bis heute auf weiten Strecken ein Niemandsland von bis zu einem und mehr
Kilometern Breite dar, ist doch der Verlauf dieser vormals innerjugoslawische
Verwaltungsgrenze zwar Anfang 2001 im Detail durchgängig festgelegt worden, doch im
Terrain noch immer nicht markiert. Die Gründe hierfür sind verschiedener Art: An erster
Stelle ist zu nennen, dass der Grenzverlauf nur partiell katastermäßig erfasst, streckenweise
lediglich durch Beschreibungen des Typus „Von den drei Buchen bis zur Quelle des Baches“
angedeutet ist.
Hinzu kommt, dass die Staatswerdung der Republik Mazedonien 1991 nicht zur
völkerrechtlichen Anerkennung durch die benachbarte Sozialistische Föderation Republik
Jugoslawien (SFRJ – ab April 1992 Bundesrepublik Jugoslawien) geführt hat, folglich keine
bilaterale Grenzkommission zum Zweck der Festlegung der Grenzlinie eingesetzt wurde.
Daran änderte sich auch nach der Anerkennung Skopjes durch Belgrad im April 1996 nichts,

kosovoalbanisch-mazedonische Grenze ein Quell ständiger Unsicherheit und Ursache
zahlreicher, zum Teil gravierender Grenzzwischenfälle, einige Dutzend davon mit
Todesfolge.

Organisation – Demokratische Partei der Mazedonischen Nationalen Einheit“ (VMRODPMNE),
angehörende Innenministerin Dosta Dimovska sich an ein Gentleman’s Agreement
mit dem Koalitionspartner, der „Demokratischen Partei der Albaner“ (DPA) mit Arbën
Xhaferi an der Spitze, hielt. Diese informelle Übereinkunft vom Ende 1998 besagte, dass
DPA-Vize Menduh Thaçi den über die beiden Grenzübergänge von Mazedonien nach Kosovo

sowie über die grüne Grenze gehenden Schleichhandel fiskalisch abschöpfen
beziehungsweise selbst betreiben durfte. Dass also vom März 1999 an das Grenzgebiet
einschließlich großer Dörfer wie etwa dem Grenzort Tanuševci (albanisch: Tanusha) ein
rechtsfreier Raum war, hatte bereits die „alte“ UÇK während der zweiten Runde des Kosovo-
Kriegs genutzt. Nun kam dieser Umstand der UÇK II zugute, die überdies davon profitierte,
dass auch das ab Juni 1999 auf der anderen Seite der Grenzzone stationierte USamerikanische
KFOR-Kontigent unkontrollierten Waren- und Personenverkehr vom
mazedonischen Tanuševci in den Kosovo-Marktflecken Viti (serbisch: Vitina) zuließ. Für die
Guerilla war daher das Einsickern in das Grenzgebiet ebenso einfach wie die Absicherung
neuer Einflussbereiche zum Landesinneren hin durch Panzerminen, und entsprechend kam es
im Zeitraum April-September 2000 zu einer Reihe von schweren Zwischenfällen. Die
militanten Radikalen im Kosovo bauten also neben dem Südabschnitt der Sicherheitszone
auch die Grenzzone im Norden Mazedoniens zu ihrem Einfluss-, Rückzugs- und Schonraum
aus, in dem sie Waffen-, Munitions- und Ausrüstungsvorräte anlegen, militärische
Ausbildungsprogramme absolvieren, Logistik aufbauen und Führungsstrukturen ausbilden
konnten. J

Das Netz der Albaner-Mafia

Mit gezielter Gewalt wollen albanische Extremisten einen neuen Krieg provozieren. Die Geldgeber der Unruhestifter kommen aus Deutschland und Schweiz

Tetovo - Die Welt kennt nur die mit Tarnfarbe beschmierten Gesichter der Kämpfer an den Frontlinien in den Bergen über der Stadt Tetovo: Junge albanische Männer, die mit Kalaschnikow-Gewehren aus gesicherten Stellungen gezielt auf die Stadt feuern. Wer aber sind die Chefs der UCK-Extremisten, wer zieht im Hintergrund die Fäden? Mehr als die Befehle einzelner Feldkommandanten zählt der Einfluss einer Clique früherer und gegenwärtiger albanischer Emigranten in der Schweiz und Deutschland. Sie haben engste Verbindungen zu bestimmten Clans im Kosovo und in Mazedonien. Die albanische Gesellschaft ist eine Clan-Gesellschaft, und Entscheidungen im Clan werden traditionell von einem Rat seiner angesehensten Männer getroffen, per Abstimmung. Das ist die eine Erkenntnis. Die zweite ist: Die Hintermänner des Kriegs in Mazedonien sind größtenteils identisch oder eng verbunden mit jenen, die den Kosovo-Krieg losgetreten haben.

Xhemalis Stellvertreter im Presevo-Tal sind sein Bruder Muhamet sowie Shefket Musliu. Musliu wurde vergangenen Sommer von den UN-Sicherheitskräften wegen Mordverdachts festgenommen, aber kurz darauf wieder freigelassen. Ungestört von der KFOR konnte er daraufhin in der fünf Kilometer breiten Pufferzone zwischen Serbien und dem Kosovo eine perfekt ausgerüstete Guerilla-Armee aufbauen. Sein Hauptquartier liegt in dem 1200 Einwohner Ort Dobrosin. Hier werden auch die Soldaten der UCK zwangsrekrutiert. Einer, dem die Flucht gelang, ist der 25-jährige Bekim M. (25). Er setzte sich nach Belgrad ab, seine Eltern leben in Hamburg, zwei seiner Onkel in der Schweiz. Gegenüber WELT am SONNTAG behauptet Bekim, “dass rund 500.000 Albaner, die in Deutschland, der Schweiz, Belgien und in Skandinavien leben, den Irrsinn der UCK finanzieren”. Von den Gastarbeitern wird eine dreiprozentige “Kriegssteuer” eingehoben.

Ebenso große Summen flossen und fließen aus dem organisierten Menschen- und Drogenhandel in den Kosovo und nach Mazedonien. Einer der “Paten” war Agim Gashi aus Pristina. “Er galt als Drogenkönig von Mailand, und nebenbei als Finanzier der UCK”, meint ein italienischer Diplomat. Als Gashi 1998 verhaftet wurde, fanden Ermittler eine Vielzahl an Unterlagen über Waffenlieferungen in den Kosovo. Eine weitere Schlüsselfigur der Albaner-Mafia war Amarildo Vrioni. Bei seiner Verhaftung in der italienischen Hafenstadt Brindisi gestand er, Waffen für den Kosovo mit Heroin bezahlt zu haben. Jakupi, alias “Nazi”, ein ehemaliger lokaler Kommandant der “Albanischen Nationalarmee” (Armate Kombetare Shqiptare/AKSh) war zusammen mit sechs weiteren Albanern, ebenfalls ehemaligen AKSh-Angehörigen, vor einigen Monaten aus dem Gefängnis Dubrava im West-Kosovo geflüchtet. In Mazedonien war Jakupi vor zwei Jahren in eine Schießerei mit der Polizei verwickelt, bei der drei Sicherheitskräfte verwundet wurden. Die für ein “Groß-Albanien” kämpfende AKSh hatte das Befriedungsabkommen von Ohrid aus dem Jahr 2001 bekämpft. Durch die nach dem Ohrid-Vertrag vorgenommene Verfassungsrevision wurde Mazedonien zum Vorteil der starken albanischen Minderheit dezentralisiert.

BELGRADE — The Serbian police arrested a former member of the ethnic Albanian KLA, Buri Talak, near Merdare on the administrative line between central Serbia and Kosovo.

Talak was arrested on suspicion that he committed a war crime against Serb civilians in the Kosovo town of Prizren on June 16, 1999.

“Talak is charged with entering a home of a Serb family armed with automatic guns and knives, abusing the family physically together with two other accomplices, robbing them and then expelling them from the apartment in the neighborhood of Ortakov and Prizren,” Serbian Deputy War Crimes Prosecutor Bruno Vekarić told Tanjug.

According to him, the suspect is being kept in a detention facility in the the eastern town of Požarevac, while a local court is conducting the proceedings against him.

Vekarić expressed expectation that the case would be transferred to the Belgrade District Court’s War Crimes Department because the act had all the features of a war crime committed against the civilian society.

He noted that the War Crimes Prosecutor’s Office could contact the damaged party, the Serb family against whom the crime was committed, which was very important for conducting the trial. http://www.b92.net

Former military attaché from the British Embassy in Belgrade gave testimony at the trial of three former KLA members, charged with crimes against Serbs and Albanians detained in the Lapusnik camps in Kosovo in 1998

Did British colonel John Crosland meet Commander Celiku at the KLA headquarters in Malisevo in July 1998 and was this commander the same person as Fatmir Limaj, the first accused at the trial of three Kosovo Albanians charged with the crimes in the Lapusnik camp?

This issue remained unanswered at the end of two-day testimony of Colonel Crosland. He was the British military attaché in Belgrade from 1996 to 1999. In this capacity, Colonel Crosland spent most of the year 1998 in Kosovo, monitoring the developments in the conflict between Serbian security forces and the Kosovo Liberation Army (KLA). In July 2002 he testified about his observations from Kosovo at the trial of Slobodan Milosevic. This time he was in The Hague as a prosecution witness at the trial against three former KLA members: Fatmir Limaj, Isak Musliu and Haradin Bala. He testified at both trials under his full name, but with facial distortion. His appearances in court were authorized by the British Government; in fact, its representatives were present at the trials.

In the course of Crosland’s testimony, the prosecutor tendered dozens of diplomatic dispatches in which the British Embassy in Belgrade notified Foreign Office and the Defense Ministry in London about the developments in Kosovo in 1998. The dispatches describe the increasing tension and the escalation of violence, the increasing brutality of the actions launched by the Serbian security forces, wanton destruction of villages, burning and plunder of Albanian homes, KLA ambushing police and military patrols, abductions of civilians and killing of Albanians suspected of collaborating with the Serbian authorities.

During one of his visits to Kosovo in July 1998, Colonel Crosland went to the KLA headquarters in Malisevo with his escort. There he found between 150 and 200 uniformed men carrying small arms, including a person who he concluded was of “Middle Eastern origin”. Crosland described the “heated debate” he had with the hosts after he introduced himself to them and said that as the military attaché from the British Embassy in Belgrade he had the right to move freely all over the territory of Yugoslavia. One of the KLA members then responded by saying that Malisevo was “not Yugoslavia but Albania” and threatened to detain, or kidnap, the British colonel and his escort.

Crosland testified that a KLA commander who introduced himself as Commander Celiku managed to defuse the tension by noting that any debate about the location of Malisevo was pointless. After about two hours, the British military attaché and his escort were allowed to leave the KLA headquarters.

According to the indictment, Commander Celiku was the nom de guerre of Fatmir Limaj, the first accused for the crimes in the Lapusnik case, described by the prosecution as a “regional KLA commander.” However, on the basis of intelligence at his disposal, Colonel Crosland estimates that the Malisevo headquarters were more than regional headquarters; in fact, it could well have been the KLA headquarters, at least at the time he was there.

In the cross-examination, Limaj’s British defense counsel, Michael Mansfield noted that Colonel Crosland had given three statements to the OTP investigators, yet he mentioned his encounter with Commander Celiku for the first time in his testimony before the court. The witness responded that the first time a direct question was put to him was during his testimony. When asked how he was able to link Commander Celiku with Fatmir Limaj, Crosland answered that he had established the link on the basis of reports by intelligence services collaborating with the British Defense Ministry. He added he was not authorized to disclose the reports.

Since the defense counsel insisted that he disclose the names of the intelligence services that had linked Commander Celiku with the accused Limaj, the representatives of the British Government, after a consultation, authorized the witness to specify the services. However, he did it in private session, closed to the public.

Former attaché Colonel John Crosland – whose face was hidden from
public view by screens and image distortion, just as it was when he
testified against Slobodan Milosevic in July 2002 – told judges on
Thursday that clashes between the fledgling KLA and Serbian forces began
well before the Lapusnik camp is alleged to have opened, and intensified
through the course of 1998.

He also said the KLA regularly kidnapped ethnic Serbs in an effort
to terrorise the population, and attacked Albanians it suspected of
collaboration.
But while he spoke of training programmes, supply routes and
regional headquarters, he expressed some scepticism about the extent to
which the KLA had an organised command structure at the time.
Crosland’s testimony was largely made up of comments on a series of
“diplomatic telegrams” presented to him by the prosecution. The bulk of
these documents are still under seal, and two legal advisors of the
British government were present in the courtroom throughout his
testimony to ensure this measure was respected.
With reference to the events described in these reports, Crosland
told judges that even as early as March and April 1998, clashes between
Serbian forces and ethnic Albanian rebels in the Drenica Valley – a KLA
heartland - were spreading to the area around the border with Albania,
where the KLA was bringing in munitions and men along traditional
smuggling routes.
According to the diplomatic reports, by the second half of April,
western journalists were saying that the KLA virtually controlled areas
just over the border in Albania.
There were also indications that the KLA was operating training
camps in the Albanian towns of Tropoja, Bajram Curri and Kukes.

One diplomatic report presented by the prosecution noted that
kidnappings of Serbs had reached such a point that Serbs were beginning
to avoid travel around Kosovo.
“In October we estimated something like 200 Serbs were missing,
presumed having been kidnapped by Albanian elements,” Crosland told the
judges.
The witness also discussed media reports that the KLA had carried
out grenade attacks on businesses and restaurants in Pec belonging to
Albanians who were suspected of collaborating with the Serbs.
“These attacks… were similar to what went on throughout this
campaign, where Albanians who were seen to be siding with the Serb
administration were taken out and their businesses either bombed and
they themselves murdered,” Crosland told judges.

The KLA was regarded by the US as a terrorist group until 1998 when it was de-listed for classified reasons,[9][10] and then the UK and the US lobbied France to do the same.[11] The US then cultivated diplomatic relationships with the KLA leaders.[10][12] In 1999 the KLA was officially disbanded and their members entered other armed groups such as various Albanian Macedonian rebels,[13] the UCPMB in the Preševo Valley region[2] and UNMIK instituted NGOs within Kosovo such as the Kosovo Protection Corps (in accordance with UNSC resolution 1244 which required the establishment of a civilian emergency protection body to replace the former KLA) and Kosovo Police Force.[14] Some of the Kosovo Liberation Army leadership opted to enter politics, and by taking advantage of the 1999 confusion they still lead the Albanian faction of the partially recognized Kosovar government.[14]

The KLA used child soldiers, 10% of their fighters being under the age of 18, and some being as young as 13.[15]

In early 2011 the Council of Europe has viewed a report on the alleged criminal activities and the alleged organ harvesting controversy by Dick Marty.

First attacks

In February 1996 the KLA undertook a series of attacks against targets which included police stations and Yugoslav government officers, alleging that they had killed Albanian civilians as part of an ethnic cleansing campaign.[16] Serbian authorities denounced the KLA as a terrorist organization and increased the number of security forces in the region. This had the counter-productive effect of boosting the credibility of the embryonic KLA among the Kosovo Albanian population.

According to Roland Keith, a field office director of the OSCE Kosovo Verification Mission[17]:

Upon my arrival the war increasingly evolved into a mid intensity conflict as ambushes, the encroachment of critical lines of communication and the [KLA] kidnapping of security forces resulted in a significant increase in government casualties which in turn led to major Yugoslavian reprisal security operations… By the beginning of March these terror and counter-terror operations led to the inhabitants of numerous villages fleeing, or being dispersed to either other villages, cities or the hills to seek refuge… The situation was clearly that KLA provocations, as personally witnessed in ambushes of security patrols which inflicted fatal and other casualties, were clear violations of the previous October’s agreement [and United Nations Security Council Resolution 1199].

According to the report of the U.S. Committee for Refugees[18]:

Kosovo Liberation Army…attacks aimed at trying to ‘cleanse’ Kosovo of its ethnic Serb population.

The Yugoslav Red Cross had estimated a total of 30,000 refugees and IDPs from Kosovo, most of whom were Serb. The UNHCR estimated the figure at 55,000 refugees who had fled to Montenegro and Central Serbia, most of whom were Kosovo Serbs:

Over 90 mixed villages in Kosovo have now been emptied of Serb inhabitants and other Serbs continue leaving, either to be displaced in other parts of Kosovo or fleeing into central Serbia.

The NATO North Atlantic Council had stressed that KLA was “the main initiator of the violence” and that it had “launched what appears to be a deliberate campaign of provocation“.[18]

The KLA included in its ranks foreign volunteers from Sweden, Belgium, the UK, Germany, Albania, and the US,[19] and France.[20] 30-40 Volunteers from the Croatian Forces International Volunteers Association also participated in training KLA troops.[21]

The KLA usually rewarded after service its international volunteers with a passage home, as a gesture of thanks.[22]

Status as terrorist group

The Yugoslav authorities, under Slobodan Milosevic, regarded the KLA a terrorist group.[40]</ref> In February 1998, President Bill Clinton’s special envoy to the Balkans, Robert Gelbard, condemned both the actions of Serb government and of the KLA, and described the KLA as, “without any questions, a terrorist group”.[12][47][48] UN resolution 1160 took a similar stance.[49][50]

But the 1997 US Department’s terrorist list hadn’t included the KLA.[51] In March 1998, just one month later Gerbald had to modify his statements to say that KLA had not been classified legally by the U.S. government as a terrorist group,[50] and the US government approached the KLA leaders to make them interlocutors with the Serbs.[10][52] A Wall Street Journal article claimed later that the US government had removed in February 1998 the KLA from the list of terrorist organizations,[53][9][10], a removal that has never been confirmed.[50] France didn’t delist the KLA until late 1998, after strong US and UK lobbying.[11] KLA is still present in the MIPT Terrorism Knowledge Base list of terrorist groups,[54] and is listed as an inactive terrorist organization by the National Consortium for the Study of Terrorism and Responses to Terrorism from the Homeland Security.[5]

During the war, the KLA troops collaborated with the NATO troops, and they were qualified by the NATO as “freedom fighters”.[10] In late 1999 the KLA was disbanded and its members entered the Kosovo Protection Corps.[10]

KLA has been connected also to drugs and arms trafficking. Agim Gashi was prosecuted in Italy for drug trafficking. Interpol’s report in the US Congress of 2000[55]:

Albanian drug lords established elsewhere in Europe began contributing funds to the “national cause” in the 80s. From 1993 on, these funds were to a large extent invested in arms and military equipment for the KLA (UÇK) which made its first appearance in 1993… Of the almost 900 million DM which reached Kosovo between 1996 and 1999, half was thought to be illegal drug money.

Sanctions failed. Diplomacy failed. Even massive air attacks by nuclear-capable strategic bombers failed. As the Clinton administration’s drive to force Yugoslavia to grant autonomy to Kosovar Albanians crumbled amid the bombed-out hulks of government buildings, bridges and factories, Washington seemed primed to try yet another weapon: waging a ground war by arming what a former U.S. special envoy to Kosovo called a “terrorist group.” It’s an option that, if implemented, will further complicate Operation Allied Force, will risk throwing a monkey wrench into U.S. counterterrorism and counternarcotics policy and could further complicate relations with NATO allies.

With dashed hopes for the Yugoslavian regime’s quick surrender, the administration and Congress are considering an initiative to build up a small guerrilla force, the Kosovo Liberation Army, or KLA, into an effective fighting machine. As Secretary of State Madeleine Albright openly flirts with the KLA, other officials say the United States wants closer relations with the group. Some Capitol Hill staff following Kosovo are asking if, despite NATO’s open nonsupport, the United States already may be providing covert assistance to the KLA.

State and party leaders, MPs, military men and citizens of all ages gathered this Tuesday at the Jashari family cemetery, in Prekaz. 

After the war, millions of people have visited this place for honoring the sacrifice of the Jashari family. The former Administrator of Kosovo, Bernard Kouchner, who later became a Minister in France, had declared that if there would be a Nobel Prize for freedom, it would go to Adem Jashari.

The Head of the Kosovo government, Hashim Thaci, paid homage together with his cabinet at the Prekaz cemetery and declared:

“Each time that we honor the past, the war of the Kosovo Liberation Army, the resistance of all Kosovo citizens, we honor the present, and we receive energy for the future, for consolidating our state, for being integrated in NATO and EU.”

After the homage, the Kosovo Prime Minister visited Klina, where he honored the martyrs Muje Krasniqi, and then he went to Gllogjan Martyrs’ Cemetery. During the day, wreaths were placed at martyr Zahir Pajaziti statue.

The Jashari family representative, Murat Jashari, wished the Albanian people to make good use of the state-creating freedom.

“All those men and women gave their life during the centuries for reaching the freedom that we have today, a freedom for building our family and economy”, declared Murat Jashari, nephew of Adem Jashari.

A delegation from the Self-Determination Movement stayed in Prekaz this Tuesday, while after the homage and the visit at the Jashari Family, their leader, Albin Kurti, declared:

“58 people did not give their life only for freedom, but also for the liberating war, because in this place, 14 years ago, the KLA started to grow”.

The three-day manifestation will close this Wednesday evening with the night of fires, with the “Torches of Freedom” that will be lit not only in Prekaz, but throughout Kosovo.

PRIŠTINA — The Kosovo police have arrested four officials of the municipality of Vučitrn under the supervision of EULEX and with support of an anti-corruption team.

According to Priština media, the arrested persons are Municipal Inspection Director Bajram Beqiri, Urbanism Directorate Head Idriz Ismaili, Public Services Director Sami Istrefi and councilor Gani Imeri.

According to the police statement, they are suspected of illegal seizure of property, abuse of office or powers, influence peddling, and organized crime.

Kosovo police Spokesman Arber Beka stated that the arrest was preceded by months of investigation of a special anti-corruption department.

During Tuesday’s arrest action in Vučitrn, the police searched several houses and bars.

The arrested persons will be kept in 48-hour custody.

Boris Trajkovski, sammelte wie jeder Präsident in der Welt, eigene Informationen und im Balkan war allgemein bekannt,die Verbrechens Strukturen der Deutschen (Bodo Hombach,Steinmeier, Deutsche Generäle, Michael Schäfer, Joschka Fischer usw..) ebenso vor allem der US Diplomaten, wo der heutige US Botschafter A. Dell, schon damals die Verbrecher Strukturen der Kosovo Politiker betreute.

Es gab ja auch Tode Deutsche, um diese Vertuschungen dieser Verbrechen und zwar Etliche in Tirana, wie ein BKA Bericht auch festhält.

Nachdem seit kurzem nochmal erneut rund um den merkwürdigen Absturz der Präsidenten Maschine ermittelt wird, outete sein Anwalt, das Boris Trjakovski, abgeschossen und ermordet wurde, weil er zuviel über die korrupten und kriminellen Machenschaften der westlichen Länder und Politiker, vor allem im Kosovo, wusste!

Das ist auch jeden Bundeswehr Offizier bekannt (der etwas länger vor Ort war), das gewisse westliche Politiker einen Rechts freien Raum in Europa benötigen und deshalb den Kosovo und Albanien als Drehschreibe für schmutzige Geschäfte benutzen.

2001, organisierte die u.a. die US Söldner Firma MPRI, kriminelle US Lobbyisten um US Senator Eliot Engel, Sahip Muja, die Verbrecher Banden des Joschka Fischer (siehe auch Visa Skandal - ein BKA Bericht) mit Allbright, ihre blutigen Verbrecher Strukturen zuvertuschen und was im Kosovo abläuft. Die hoch karätigen Mafia Verbindungen des Frank Wisner, des CIA, der US Diplomaten mussten vertuscht werden. Der Anwalt der Familie Trajkovski, sagt das das Flugzeug damals in Bosnien abgeschossen wurde (ein offzieller Absturz Bericht liegt nicht vor, obwohl ja die NATO zuständig ist)und in diesen Jahren, es noch mehr Tode gibt und gab auch den US-Botschafter Josef Limprecht im Mai 2002, dessen Verbrecher Verbindungen geourtet wurden und so eine US Kongress Anhörung, durch Liqidierung wegfiel. Grund war, Trajkosvski hatte die Verbrecher Verbindungen der NATO, Amerikaner zu kriminellen Terroristen u.a. in Mazedonien kritisiert und die gesamte Verbrechens Struktur der UNMIK, NATO (secret NATO Bericht, über Xhavit Halili und Partner) im Kosovo, was heute allgemein gut dokumentiert ist.

Two days ago Macedonian attorney Ignat Pancevski made shockwaves in the country by claiming there was mountain of evidence  to back up his statement that former president Boris Trajkovski was assassinated while flying over Bosnia along with his staff.According to Pancevski, the primary reason for the assassination is Trajkovski had too much sensitive information  on Western politicians about their deeds in Kosovo back in 1999 during which Macedonia accepted hundreds of thousands of refugees.

“Trajkovski was heavily involved as a deputy foreign Minister in what was happening in and around Kosovo. I have been working on this case for a long time and found information that speak of massive corruption, money laundering and scandals involving very high ranking Western politicians and diplomats. Trajkovski had tried to use this information as a leverage, which in the end was costly. What precisely Trajkovski asked of them isn’t known,” says Pancevski.

Attorney Pancevski once again was adamant that Trajkovski was assassinated and there was plenty of undisputable evidence for this in Skopje.

While Pancevski came out with his shocking revelation, the Macedonian Government has started a procedure which involved drafting a new report which is a result of an 8 year long investigation.The report has made its way to the State prosecution office, however everything is being kept confidential.

Trajkovski died on 26 February 2004 in a plane crash en route to an economic conference in Mostar, Bosnia and Herzegovina. The aircraft crashed in thick fog and heavy rain on a mountainside in southeastern Herzegovina, near the villages of Huskovici and Rotimlja some eight miles (15 km) south-south-east of Mostar. Eight other people were also aboard but none survived the impact, which broke the aircraft into three pieces. It came down in an area that had been heavily mined during the Bosnian War of the 1990s, which significantly hampered the rescue and recovery efforts.

His legs were badly hurt, but he spoke to his family. There is evidence, audio and video evidence for this assassination There is a satellite video footage what happened. Trajkovski’s presidential plane was shot down by a military aircraft. After the plane went down, mobile military units (the same units spotted by Bosnian villagers) went to the fallen presidential plane and brutally murdered the Macedonian president, the crew and his advisors. The bodies were scattered by the soldiers and set on fire with napalm” says attorney Pancevski. Pancevski says Macedonian governmental structures and the secret services is acutely aware of what happened and the reasons behind it. However, they were concerned of going public… “I have repeatedly asked the Macedonian Government to meet with me because of the mountain of evidence I possess, but no one has contacted me. Neither the prosecution, nor the Commission who was investigating the “incident”, nor Andreas Gross, the Swiss MP who has repeatedly stated that Trajkovski was assassinated.” says Pancevski. This is what Andreas Gross said in European Parliament in May 2010. “I am utterly convinced this was a murder, based on new informations that I can’t presently speak of. Of course, this is my personal belief, based on contradictions in the official story which leads to the hypothesis that this was a murder.” Gross added the motives, the cause and the reasons should be sought in the West, and not the East, adding he was fearing for his safety and no longer drives his car!!! The fact that none of the bodies have kerosene traces, the fact we have audio recordings of military organization congratulating itself via their communication channels in three languages for the successful shooting down of Trajkovski’s presidential plane!!!” says Pancevski adding “all evidence is in Skopje, all of it”. Pancevski says he will make everything public very soon. Channel 5 just recently did an analysis of the “incident” on their show “KOD”. It found dozens of holes in the official story, the fact that the radar in Mostar was not functioning, yet it somehow gave ‘readings’ of the plane speed and location, one day after it disappeared. The ILT device did not work the entire day, during the day of the incident. ILT devices would have shown the location of where the presidential plane had fallen. When Macedonian authorities flew to Bosnia to question foreign military personnel who managed the radars/ILT device, the soldiers were whisked away by their supervisors to a Western European country. Macedonia Seeks New Probe Into President’s Death

Authorities call for fresh investigation into the 2004 plane crash that killed Boris Trajkovski, reviving speculation that he was assassinated.

Macedonia’s government says it wants to reopen investigations into the death of former president Trajkovski after uncovering fresh leads into the air crash that killed him in 2004.

New information is apparently contained in a fresh report that the government commissioned three years ago.

Based on this, the government has passed the report to the State Prosecutor as well as the Bosnian Civil Aviation Directorate, requesting the reopening of the investigation.

The report “contains concrete information… but I will restrain from further commenting at this point,” Police Minister Gordana Jankulovska said last week.

Trajkovski died on February 26, 2004 on his way to an international conference in Bosnia in a government plane.

The plane crashed near the s0uthwest Bosnian town of Mostar amid thick fog and heavy rain. Eight other people died in the disaster.

A previous investigation by a joint Bosnian-Macedonian team concluded that the crash was an accident. The fault was mainly attributed to mistakes made by the crew during the landing.

This did not stop feverish speculation into the causes of Trajkovski’s death. Some pointed to the extensive amount of time spent in finding the wreckage. Others blamed the Mostar control tower, which at the time was run by the French military. Others again claimed that political rivals at home arranged his death.

Trajkovski’s recently deceased twin brother, Aleksandar, on several occasions suggested he might have been assassinated but never named anybody.

Andreas Gross, a Swiss member of the Parliamentary Assembly of the Council of Europe and a personal friend, also said he suspected foul play. 

“I am convinced this was about murder, and I base this on new information that I do not want to speak about yet,” Gross told Deutsche Welle in May 2010, adding mysteriously that the blame “lay in the West not in the East”.

Ignat Pancevski, lawyer to the family of one of the victims that died with Trajkovski, agrees with the murder theory.
 
Last month he claimed a satellite recording exists that shows a war plane shooting down Trajkovski’s aircraft. He said the same video showed that all the passengers initially survived the crash and were later killed on the ground.
 
He said an audio recording shows that one of the survivors called his family and talked to them on his cell phone immediately after the plane crashed.

Abstract


Washingtons verdeckter Krieg in Mazedonien zielt darauf, Amerikas Einflußsphäre in Südost-Europa zu festigen. Es geht um den Bulgarien-Mazedonien-Albanien-Verkehrs-, Kommunikations-, und Ölpipeline-Korridor, der das Schwarze Meer mit der Adriaküste verbindet. Mazedonien liegt an der strategischen Straßenkreuzung dieses Ölpipeline-Korridors.

Um die Pipeline-Routen zu schützen, strebt Washington einen Flickenteppich von Protektoraten entlang strategischer Korridore auf dem Balkan an. Das Versprechen eines Groß-Albaniens - von Washington ausgesprochen, um albanischen Nationalismus zu nähren, ist Teil einer Militär-Geheimdienst-Masche. Reichlich mit Dokumenten belegt, besteht die Masche darin, die Kosovo Liberation Army (KLA = UÇK) und die ihr nahestehende National Liberation Army (NLA) dafür zu finanzieren und auszustatten, daß sie terroristische Anschläge in Mazedonien verübt.

Die Entfaltung der amerikanischen Einflußsphäre in Südosteuropa - gemeinsam mit Großbritannien – dient den Interessen der Ölgiganten, zu denen BP-Amoco-ARCO, Chevron und Texaco gehören. Die Hoheit zu sichern und die Pipeline-Routen zu “schützen” ist von größter Bedeutung für den Erfolg dieser Multi-Milliarden-Dollar-Unernehmen:

Ein erfolgreiches internationales Ölgeschäft ist eine Verknüpfung von wirtschaftlichen, politischen und militärischen Vorkehrungen zur Unterstützung von Ölförderung und -transport zu den Absatzmärkten. 1.

Das anglo-amerikanische Konsortium, das das Trans-Balkan-Pipeline-Projekt AMBO, also die Verbindung des bulgarischen Hafens Burgas mit dem albanischen Vlorë an der Adriaküste kontrolliert, schließt weitgehend den kontinentaleuropäischen konkurrierenden Ölgiganten Total-Fina-Elf von der Teilnahme am Geschäft aus. 2. Mit andern Worten, die strategische Kontrolle der USA über den Pipeline-Korridor zielt auf die Schwächung der Rolle der Europäischen Union und darauf, konkurrierende europäische Geschäftsinteressen auf Abstand zu halten.

Wer steht hinter der Trans-Balkan-Pipeline?

 Das überwiegend US-amerikanische Pipeline-Konsortium AMBO ist unmittelbar verknüpft mit dem Kern der politischen und militärischen Macht in den Vereinigten Staaten und mit Vizepräsident Dick Cheneys Firma Halliburton Energy. 3.

Die Machbarkeitsstudie für die Trans-Balkan-Öl-Pipeline von AMBO, durchgeführt von der internationalen Ingenieurfirma Brown & Root Ltd., der britischen Tochter von Halliburton, hat ermittelt, daß diese Pipeline … Teil der entscheidenden Ost-West -Korridor-Infrastruktur dieser Region werden wird, mit Autobahn, Eisenbahn, Gas- und Glasfaser-Telekommunikationsleitungen. 4.

Und bei Fertigstellung der Machbarkeitsstudie durch Halliburton wechselte ein Spitzenmanager von Halliburton zu AMBO. Halliburton hatte auch einen Vertrag über Dienstleistungen für die amerikanischen Streitkräfte auf dem Balkan erhalten und “Bondsteel” im Kosovo gebaut, das jetzt “die größte ausländische amerikanische Militärbasis seit Vietnam” ist. 5. Zufällig hat auch White and Case LLT, die New Yorker Anwaltskanzlei, zu der Präsident William J Clinton stieß, als er das Weiße Haus verließ, einen Anteil am AMBO-Pipeline-Geschäft.

Militarisierung der Pipeline-Korridore

Das AMBO-Trans-Balkan-Pipeline-Projekt würde anschließen an die Pipeline-Korridore zwischen Schwarzem Meer und dem Kaspischen Meeresbecken, das größten unerforschten Ölreserven der Welt birgt (siehe Karte unter http://www.bsrec.bg/taskforce/SYNERGY/oilprojects2.html  ). Die Militarisierung dieser verschiedenen Korridore ist integraler Bestandteil der Washingtoner Pläne.

Die US-Politik des Schutzes der Pipelines, die aus dem Kaspischen Meeresbecken heraus und denen, die durch den Balkan führen, wurde von Clintons Energieminister Bill Richardson wenige Monate vor der Bombardierung Jugoslawiens im Jahre 1999 formuliert:

“Es geht um Amerikas Energiesicherheit. Es geht auch darum zu verhindern, daß Leute strategisch eingreifen, die nicht unsere Werte teilen. Wir versuchen, die neuerdings unabhängigen Länder nach Westen zu bekommen. Wir möchten, daß sie sich auf westliche wirtschaftliche und politische Interessen stützen und nicht andere Wege gehen. Wir haben politisch erheblich in die Kaspische Region investiert, und für uns ist sehr wichtig, daß die Pipeline-Karte und die Politik zusammenpassen.” 6.

Die anglo-amerikanischen Ölgiganten, zu denen BP-Amoco-ARCO, Texaco und Chevron gehören - unterstützt von der US-Militärmacht - konkurrieren mit dem europäischen Ölriesen Total-Fina-Elf (der seinerseits verbunden ist mit der italienischen ENI). Letzterer spielt eine große Rolle auf den ölreichen nordost-kaspischen Kaschagan-Ölfeldern von Kasachstan. Es geht um viel: Kaschagan soll “sogar größer sein als die Ölreserven der Nordsee.” 7. Dem konkurrierenden EU-Konsortium fehlt es an einem bedeutenden Anteil an den oder Einfluß auf die Hauptleitungen aus dem Kaspischen Meeresbecken heraus und - über das Schwarze Meer und den Balkan - zurück nach Westeuropa. Die entscheidenden Leitungsprojekte - und darunter das AMBO-Projekt und das Baku-Ceyhan-Projekt durch die Türkei zum Mittelmeer - sind weitgehend in der Hand ihrer anglo-amerikanischen Rivalen, die sich stark auf die US-amerikanische politische und militärische Präsenz sowohl im Kaspischen Becken, als auch auf dem Balkan stützen.

Washington plant, gegebenenfalls alle drei AMBO-Länder, also Bulgarien, Mzedonien und Albanien, von deutsch-europäischem Einfluß fernzuhalten durch die Etablierung völlig flügge gewordener US-Protektorate. Mit andern Worten, US-Militarisierung und geopolitische Kontrolle über die geplante Pipeline zwischen Burgas in Bulgarien und dem albanischen Adriahafen Vlorë sollen sowohl den EU-Einfluß untergraben, als auch die konkurrierenden franko-belgisch-italienischen Ölinteressen schwächen.

Verhandlungen über die AMBO-Leitung wurden von Vertretern der US-Regierung über die South Balkan Development Initiative (SBDI) der Trade and Development Agency (TDA) unterstützt. Die Initiative “soll Albanien, Bulgarien und der Früheren Jugoslawischen Republik Mazedonien helfen, ihre Verkehrsinfrastruktur entlang des Ost-West-Korridors, der sie verbindet, weiter zu entwickeln.” 8.

Die TDA verweist auf die Notwendigkeit für die drei Länder, “regionale Synergien zu nutzen, um neues staatliches und privates Kapital (von US-Firmen) anzuziehen”, und unterstreicht die Verantwortung der US-Regierung dafür, “die Initiative durchzuführen”. Hinsichtlich der AMBO-Pipeline sieht es so aus, als ob die EU weitgehend aus Planung und Verhandlungen ausgeschlossen worden wäre. „Verständigungsvermerke“ sind bereits mit den Regierungen von Albanien, Bulgarien und Mazedonien unterzeichnet worden, die die staatliche Souveränität der Länder sowohl über die Pipeline, als auch die Transportkorridore aufheben, indem sie dem anglo-amerikanischen Konsortium Ausschließlichkeitsrechte gewähren:

“Der Verständigungsvermerk besagt, daß der AMBO als einziger Institution der Bau der geplanten Burgas-Vlorë-Ölleitung erlaubt ist. Insbesondere erhält AMBO das Exklusivrecht zur Verhandlung mit Investoren in und Kreditgebern für das Projekt. Außerdem verpflichtet es (die Regierungen von Bulgarien, Mazedonien und Albanien), bestimmte vertrauliche Informationen über das Pipeline-Projekt nicht zu offenbaren.” 9.

“Ost-West-Korridor 8″

Das AMBO-Pipeline-Projekt ist verknüpft mit einem anderen strategischen Projekt, genannt “Korridor 8″ - das ursprünglich von der Clinton-Regierung im Zusammenhang mit dem Balkan-Stabilitätspakt vorgeschlagen wurde. Von strategischer Bedeutung sowohl für die USA, als auch die Europäische Union, umfaßt “Korridor 8″ Autobahn-, Eisenbahn-, Elektrizitäts- und Telekommunikationsinfrastruktur. Die vorhandene Infrastruktur in diesen Sektoren ihrerseits ist zur Deregulierung und Privatisierung (zu Tiefstpreisen) unter WMF-/Weltbank-Aufsicht freigegeben.

Obwohl von den EU-Verkehrsministern als Teil des europäischen wirtschaftlichen Integrationsprozesses durchgewunken, wurden die Machbarkeitsstudien zu “Korridor 8″ von US-Firmen erstellt, die direkt von der TDA finanziert wurden. Mit andern Worten, Washington scheint die Szene für die Übernahme der Verkehrs- und Nachrichteninfrastruktur der Länder hergerichtet zu haben. Mit finanzieller Unterstützung der US-Regierung konkurrieren amerikanische Firmen wie Bechtel, Enron und General Electric mit Firmen aus der Europäischen Union.

Washington will den ganzen Korridor US-amerikanischen Multis in einer Gegend öffnen, die im “wirtschaftlichen Hinterhof” der Europäischen Union liegt, dort, wo die D-Mark eher mächtiger ist als der US-Dollar.

EU-Erweiterung 

 Anfang 2000 hat die Europäische Kommission begonnen, mit Mazedonien, Bulgarien und Albanien über deren Assoziierung zu verhandeln. Und im April 2001, auf dem Höhepunkt der Terrorüberfälle, hat Mazedonien als erstes Land auf dem Balkan eine sogenannte Stabilisierungs- und Assoziierungsvereinbarung (SAA) unterzeichnet, die einen wichtigen Schritt hin zur Vollmitgliedschaft bedeutet. Die Vereinbarung liefert die Grundlage für “Handelsliberalisierung, politische Zusammenarbeit, wirtschaftliche und institutionelle Reformen und die Übertragung von EU-Gesetzen”. Unter dem SAA würde Mazedonien (de facto) in das europäische Währungssystem integriert, mit vollständigem Zugang zu den EU-Märkten. 10.

Die Terrorüberfälle deckten sich zeitlich mit dem Prozeß der EU-Erweiterung und gewannen an Schwung wenige Wochen vor dem historischen Assoziierungsabkommen mit Mazedonien. Reichlich dokumentiert ist, daß US-Militärberater bei den Terroristen arbeiten. War das reiner Zufall?

Des weiteren wurde Robert Frowick, “ein früherer US-Diplomat”, Mitte März zum Leiter der OSZE-Mission in Mazedonien ernannt, wiederum wenige Wochen vor der Unterzeichnung des Assoziierungsabkommens. In enger Verbindung mit Washington und der Botschaft in Skopje begann Frowick einen “Dialog” mit dem NLA-Rebellenführer Ali Ahmeti. Er war auch dienlich bei der Einfädelung einer Vereinbarung zwischen Ahmeti und den Führern der Albaner-Parteien, die in der Regierungskoalition sitzen.

Diese von Frowick vermittelte Vereinbarung hat erheblich zur Destabilisierung der politischen Institutionen beigetragen und dabei den Prozeß der EU-Erweiterung gefährdet. 11. Außerdem hat die verschlechterte Sicherheitslage in Mazedonien einen Vorwand für gesteigerte politische “humanitäre” und militärische US-amerikanische Eingriffe geliefert und dabei zur Schwächung der wirtschaftlichen und politischen Bindungen Skopjes an Deutschland und die EU beigetragen. In dieser Hinsicht ist eine der “bindenden Bedingungen” des “Assoziationsabkommens”, daß Mazedonien den “EU-Standards für Demokratie” genügt. 12. Unnötig zu sagen, daß ohne eine “funktionierende Regierung” in Mazedonien das EU-Assoziierungsverfahren nicht vorankommen kann.

Die eingesetzten Marionettenregierungen in Tirana, Skopje und Sofia - obwohl weitgehend US-amerikanischem Diktat folgend - pendeln gegenwärtig zur Europäische Union hin. Washingtons Ziel ist aber letztlich, Deutschlands “Lebensraum” (im Original deutsch, d. Übers.) in Südosteuropa einzuschränken. Die USA haben Lippenbekenntnisse zur EU-Erweiterung abgelegt und zugleich durchgängig einer NATO-Erweiterung den Vorzug gegeben, um ihrer strategischen Interessen in Osteuropa und auf dem Balkan zu verfolgen, während Deutschland und Frankreich dagegen waren.

Während der Ton in der internationalen Diplomatie gesittet und höflich bleibt, ist die amerikanische Außenpolitik unter Bushs Regierung entschieden “anti-europäisch” geworden. Einem Beobachter zufolge sei

“im Kern des Bush-Teams Colin Powell der Freund der Europäer, während die andern Minister und Berater als arrogant, hart und dem Zuhören abgeneigt gelten und den Europäern keinen Platz lassen wollen.” 13.

Deutschland und Amerika

 Wie hinreichend belegt ist, steht der CIA hinter den KLA- (UÇK-) und den NLA-Rebellen, die die Terrorüberfälle auf die mazedonischen Sicherheitskräfte veranstalten. Vor dem Krieg 1999 arbeitete das deutsche Gegenstück zum CIA, der Bundesnachrichtendienst BND mit dem CIA zusammen bei Aufsicht und Bezahlung der UÇK. Neuere Entwicklungen legen nahe, daß der BND an Washingtons Militär-Geheimdienst-Masche in Mazedonien nicht beteiligt ist. 1.

Wenige Wochen vor dem Assoziierungsabkommen mit der Europäischen Union, nämlich Mitte März 2001, wurden in der Tetovo-Region von Mazedonien stationierte deutsche Soldaten “versehentlich” beschossen. Während die westlichen Medien - im Chor die amtlichen Verlautbarungen wiedergebend - darauf beharren, daß deutsche Soldaten “ins Kreuzfeuer” geraten seien, legen Berichte aus Tetovo nahe, daß der UÇK-Beschuß absichtlich passiert ist. In jedem Falle wäre das Ereignis nicht eingetreten, wenn der deutsche BND mit der Rebellenarmee zusammengearbeitet hätte:

” Bis zu 600 deutsche Soldaten waren gezwungen, Tetovo über Nacht zu verlassen, nachdem ihre Kasernen … ins Kreuzfeuer geraten waren … (Die Soldaten) waren zu leicht bewaffnet, um sich gegen die Albaner verteidigen zu können. Die Deutschen werden die abgezogenen Soldaten durch eine Leopard-Panzer-Bataillon ersetzen (die zur Panzer-Artillerie-Division gehört, die in Nordrhein-Westfalen stationiert ist). Die neue (deutsche) Feuerkraft kann dazu verwendet werden, die albanischen Positionen rund um Tetovo auszuschalten.” 15.

Zwei für die Terrorüberfälle in der Tetovo-Region verantwortliche Kommandeure, welch bittere Ironie, waren von britischen Special Forces ausgebildet worden:

“Peinlicherweise für die KFOR kam heraus, daß zwei der im Kosovo stationierten Kommandeure, die den albanischen Vorstoß (in die Tetovo-Region) angeführt hatten, von ehemaligen britischen SAS- und Fallschirmjäger-Regiment-Offizieren ausgebildet worden waren, in den Tagen als die NATO sich mit der gerade flügge gewordenen UÇK besser verstand. Ein früheres Mitglied einer europäischen Spezialeinheit, der die UÇK während des Kosovo-Konflikts begleitet hatte, sagte, daß ein Kommandeur mit dem Tarnnamen Bilal den Waffen- und Kämpferstrom nach Mazedonien organisiert und daß der UÇK-Kommandeursveteran Adem Bajrami den Überfall auf Tetovo zu koordinieren geholfen hätten. Beide wurden von britischen Soldaten 1998 und 1999 in den heimlichen Trainingslagern oberhalb Bajram Curri in Nord-Albanien unterrichtet.” 1

Die gleichen britisch trainierten Rebellenkommandeure sehen Deutschland als den “Feind”, weil Bundeswehrsoldaten in Mazedonien und Kosovo - statt den “Freiheitskämpfern” von der UÇK in gleicher Weise “Schutz” zu bieten wie ihre britischen und amerikanischen KFOR-Kollegen - häufig “vermutete Terroristen” an der Grenze festhalten:

“Ein Sprecher der NLA in Priština warnte die Bundeswehr davor, sich einzumischen. Das könne als eine ‘Kriegserklärung der Bundesrepublik Deutschland’ aufgefaßt werden.“ 17.

Als Antwort auf UÇK-Drohungen entsandte die Bundeswehr ihre eigenen Spezialeinheiten, die Fallschirmjäger (im Original deutsch, d. Übers.), die mit ihrem Panzer-Bataillon zusammenarbeiten. 18. Der deutsche Verteidigungsminister Rudolf Scharping bestätigte, daß er bereit sei, “mehr Panzer und Soldaten zu entsenden, um die Bundeswehrkräfte zu verstärken.” 19. Doch nach neuesten Entwicklungen hat Berlin entschieden, die meisten seiner Soldaten aus der Tetovo-Region abzuziehen und in keiner Weise die US-Miltär-Geheimdienst-Masche zur Unterstützung der UÇK-Rebellen zu behindern. Einige dieser deutschen Soldaten sind jetzt auf der Kosovo-Seite der Grenze stationiert.

The International Monetary Fund is partly to blame for wars in former Yugoslavia, according to Stratfor document published by Wikileaks.

Wikileaks made public on Thursday the internal guidelines that the global intelligence company Stratfor issues to its analysts in the field.

In the document from 2009, titled Europe Analytical Guidance, Stratfor alerts its analysts to watch out for any possible riots occurring due to economic crises, since the current situation in Balkans is complex and multifaceted.

“Do not forget, the IMF austerity measures imposed on Yugoslavia were in part to blame for the start of the war there. We need to be aware of any economically motivated social discontent,” document states.

Analysts should pay attention to any possible protest and union activity since, according to Stratfor, the protests by Albanian unions inflamed further conflicts.

“Remember, it was the strikes by the Albanian miners in Kosovo back in the 1980s that in a way moved the region towards conflagration,” states the document.

When it comes to possible conflicts and security issues, the report finds Bosnia and Herzegovina most critical. “Any split developing in the Croatian-Muslim federation is key,” it states.

According to the e-mails from Stratfor revealed by Wikileaks, several journalists from the Balkan media have been working for this intelligence agency, including Veran Matic, head of the Belgrade based media B92, and Bosko Jaksic of Politika newspaper.

Stratfor’s computers were apparently invaded last year by the hacker group Anonymous, which revealed personal information of Stratfor’s customers.

“NATO bombed Serbia because of lies”

BELGRADE — NATO launched its 1999 war against Serbia “because of German Defense Minister Rudolf Scharping’s lies”, claims a former member of an OSCE mission in Kosovo.

Belgrade-based Blic newspaper writes, quoting the Vestionline website, that ahead of the start of the war, Scharping falsely presented members of the ethnic Albanian KLA “rebels” as - civilian victims.

The Serbian authorities considered the KLA to be a terrorist group.

Scharping was accused by former German police official Henning Hensch, an OSCE observer in Kosovo before the war, who spoke for Germany’s NDR television.

This OSCE observer was personally present during the investigation of the scene in Rugovo in Kosovo in January 1999, where Serbian police units fought against KLA members.

The German television program featuring an interview with Hensch also showed Scharping in a news conference in early 1999, where he presented photographs from Rugovo of KLA members killed in battle, claiming they depicted massacred civilians.

Furthermore, the German minister told reporters that the OSCE photos of the scene were made “secretly by a German officer”, and that he would have “gladly presented him (to reporters)”, but that the officer is question was “receiving medical treatment because of the traumatic experiences” that he underwent in Kosovo.

13 years later, NDR journalists asked the German Defense Ministry to confirm that “a German officer” was in the area at the time secretly taking photoraphs, to after several weeks receive a reply that this was not the case.

Scharping himself, said the television, could not be reached for comment.

NATO’s aerial war lasted for 78 days in the spring of 1999, and ended with the signing of the Kumanovo Agreement, and the adoption of Resolution 1244 at the UN Security Council.

Die Leichen von Rugovo

Ein Video, sieben Minuten, über den Polizeibeamten und OSZE-Beobachter Henning Hensch aus Lütjenburg, der am 29. Januar 1999 in Rugovo im damals jugoslawischen Kosovo Leichen gesehen hatte; Leichen, die Rudolf Scharping, Verteidigungsminister der sozialdemokratisch-grünen Bundesregierung, anschließend dem Fernsehpublikum als kosovarische Massakeropfer serbischer Unholde verkauft hatte.

Nur: Henning Hensch war einer der Fotografen vor Ort. Mindestens ein Teil der angeblichen Opfer waren UÇK-Kämpfer mit aufgenähten UÇK-Stickern und UÇK-Papieren, offenbar im Kampf mit serbisch-jugoslawischen Soldaten getötet, wie Henschs Fotos bewiesen. Diese Fotos zeigte damals Scharping nicht, wohl aber nun der NDR. (1)

Daß Scharping 1999 vielfach gelogen hatte, um das Volk, den großen Lümmel, auf den ersten deutschen Angriffskrieg nach 1945 einzustimmen, war bald bekannt. Daß er auch zu Rugovo gelogen hatte, ebenfalls. Arno Luik schrieb am 14. Februar 2001 Im Stern (2):

Eine andere Lüge: Am 27. April 1999 gibt Rudolf Scharping eine Pressekonferenz, und er hält bunte Aufnahmen in die Luft - überall Blut, Tote, Leichen. Das Massaker von Rugovo. “Ich muss mir große Mühe geben”, sagt Scharping bei der Präsentation dieser Bilder, “dies in einem Ton zu schildern, der nicht gewissermaßen zur Explosion führt”: Es sind schreckliche Bilder, und Scharping weiß, wie sie wirken, dass sie eine hohe emotionale Wucht haben. Sie erschüttern ja ihn, den Minister, zutiefst - sagt er. Er hält die Bilder hoch, weiß, dass diese Aufnahmen schon drei Monate alt sind, dass sie manipuliert sind, nicht zeigen, was sie zeigen sollen. Scharping, der Schauspieler.

Ein OSZE-Mitarbeiter war am angeblichen Tatort: der deutsche Polizist Henning Hensch. Und in der ARD-Dokumentation widerspricht er seinem Minister, er habe ihn darauf hingewiesen, dass die Aufnahmen kein Massaker zeigen. Dass die vorgeblich hingerichteten Zivilisten im Gefecht gefallene UCK-Kämpfer sind. Er selbst habe die Toten von verschiedenen Tatorten zusammengetragen. Henning Hensch: “Die Leichen sind von mir und meinen beiden russischen Kollegen abgelegt worden.”

“Noch nie haben so wenige so viele so gründlich belogen wie im Zusammenhang mit dem Kosovokrieg”, sagte der CDU-Abgeordnete Willy Wimmer, der auch lange Vizepräsident der Parlamentarischen Versammlung der OSZE war, schon vor einem Jahr. Zwar heile, so Wimmer, die Zeit die Wunden: “Doch Gerhard Schröder, Joseph Fischer und Rudolf Scharping dürfen auf das Tröstliche dieses Satzes nicht hoffen. Der Krieg gegen Jugoslawien wird sie so oder so einholen.”

Vielleicht. Vielleicht aber auch nicht.

Den Vielfachlügner und Schwerstverbrecher Rudolf Scharping holt bis heute gar nichts ein. Er war auch 2012, trotz mehrerer Aufforderungen, vor der Sendung für den NDR nicht zu sprechen; der Generalbundesanwalt, der Anklage gegen Scharping erheben müßte längst hätte erheben müssen vermutlich auch nicht.

Daß der NDR seine Rugovo-Story den Zuschauern als neu verkauft, gehört zum kommerziellen, vor allem aber zum politischen Mediengeschäft: Die große Masse darf der altbekannten Illusion frönen, “davon habe man ja damals gar nichts gewußt”. Man hat aber.

In the year 2025, when man is still alive, wird uns der NDR erzählen, von den bundesdeutschen Abschiebungen politischer Gegner in Assads Folterhöllen zwecks Verhör durch den BND, von der bundesdeutschen Beteiligung an sämtlichen US-Kriegen seit 1999 und von den Erfindungen zu Ahmadinedschads angeblicher Bombe habe man 2012 gar nichts gewußt.

Pancevski: Former President Trajkovski was brutally murdered

All passengers in the plane were hurt, but I repeat, they were all alive. I have evidence that one of the passengers phoned his family and spoke to them for half an hour. His legs were badly hurt, but he spoke to his family. There is evidence, audio and video evidence for this assassination.

There is a satellite video footage what happened. Trajkovski’s presidential plane was shot down by a military aircraft. After the plane went down, mobile military units (the same units spotted by Bosnian villagers) went to the fallen presidential plane and brutally murdered the Macedonian president, the crew and his advisors. 

The bodies were scattered by the soldiers and set on fire with napalm” says attorney Pancevski.

Pancevski says Macedonian governmental structures and the secret services is acutely aware of what happened and the reasons behind it. However, they were concerned of going public…

“I have repeatedly asked the Macedonian Government to meet with me because of the mountain of evidence I possess, but no one has contacted me. Neither the prosecution, nor the Commission who was investigating the “incident”, nor Andreas Gross, the Swiss MP who has repeatedly stated that Trajkovski was assassinated.” says Pancevski.

This is what Andreas Gross said in European Parliament in May 2010.

“I am utterly convinced this was a murder, based on new informations that I can’t presently speak of. Of course, this is my personal belief, based on contradictions in the official story which leads to the hypothesis that this was a murder.” Gross added the motives, the cause and the reasons should be sought in the West, and not the East, adding he was fearing for his safety and no longer drives his car!!!

Pancevski continued…

“The evidence is simply too much. Where do you want me to start? The fact that none of the bodies have kerosene traces, the fact we have audio recordings of military organization congratulating itself via their communication channels in three languages for the successful shooting down of Trajkovski’s presidential plane!!!” says Pancevski adding “all evidence is in Skopje, all of it”.

Pancevski says he will make everything public very soon.

Channel 5 just recently did an analysis of the “incident” on their show “KOD”. It found dozens of holes in the official story, the fact that the radar in Mostar was not functioning, yet it somehow gave ‘readings’ of the plane speed and location, one day after it disappeared.

The ILT device did not work the entire day, during the day of the incident. ILT devices would have shown the location of where the presidential plane had fallen. When Macedonian authorities flew to Bosnia to question foreign military personnel who managed the radars/ILT device, the soldiers were whisked away by their supervisors to a Western European country.

The ILT device was first said did not function the entire day due to faulty equipment, however it somehow started working the following morning to pinpoint the fallen plane and burnt bodies.

Boris Trajkovski’s twin brother Aleksandar, has said from day one that his brother was murdered!

This ‘incident’ was also a cause for additional inter-party quarrel.

Wenn ein Bundeswehreinsatz innerhalb der NATO mit der Notwendigkeit der Entwaffnung von Rebellen begründet wird, die allerdings seitens der USA personell wie materiell unterstützt werden, dann kann diese Begründung nicht ehrlich gemeint sein - Das Schlimme ist, daß unser Rechtssystem bereits derart verkommen ist, daß selbst offensichtliche Lügen der Politiker, Intrigen der Interessensgruppen und Manipulationen der öffentlichen Meinung folgenlos zu bleiben scheinen.

Der Krieg auf dem Balkan und seine Hintergründe

- Mazedonien -

wieder wird ein Bürgerkrieg auf dem Balkan, diesmal in Mazedonien, von der NATO und ihrer Führungsmacht USA für sehr viel weitreichendere Ziele instrumentalisiert.

Wieder wird die Öffentlichkeit getäuscht und belogen - und die meisten Medien scheinen aus dem letzten Krieg 1999 kaum etwas gelernt zu haben.

Die USA versorgen sowohl die UCK (vgl. Hamburger Abendblatt, 28.6.01) als auch die mazedonische Regierung (vgl. “Der Spiegel, 14.5.01, S. 160) mit Waffen und werden nicht müde, ständig neues Öl ins Feuer zu gießen.

In der Öffentlichkeit dagegen wird nach wie vor der Eindruck erweckt, Aufgabe der NATO sei die Entwaffnung der UCK.

In der Sendung “Streitkräfte und Strategien” des NDR 4 am 24.3.2001 wurde bereits darauf hingewiesen, dass in den Ausbildungslagern in Albanien britische und amerikanische Spezialisten den Ton angeben sollen. Weiterhin verwies die Sendung darauf, dass die NATO wie auch bereits 1999 so auch im Falle Mazedonien nicht bereit ist, Russland einzubinden.

Die Entscheidung der US-Regierung, die strategische Partnerschaft mit Russland aufzukündigen, einseitig an einem Raketenabwehrschirm zu bauen und 50 russische Diplomaten aus den USA auszuweisen, könne durchaus mit dem Krieg in Mazedonien in Verbindung gebracht werden: Dort wäre ein neuer Stellvertreterkrieg zwischen den so verschiedenen Rivalen vorstellbar. Die mazedonische Regierung erhält ihre Waffen vornehmlich aus Russland, der Ukraine und Bulgarien. Zu den Leittragenden dieser Politik gehörten - neben und vor allem den Menschen vor Ort - auch diesmal wieder die NATO-Europäer.

Während möglicherweise der Bundestag in Kürze zu einer Sondersitzung über einen erneuten Kriegseintritt der Bundeswehr zusammenkommen und beraten wird, ist bereits jetzt schon ein Schiff mit Leopard II-Panzern und Marderschützenpanzern nach Thessaloniki unterwegs. Ob seine Ware für Kosovo oder für Mazedonien bestimmt ist, lässt sich derzeit nicht mit Gewissheit sagen. Sollten die Panzer für Mazedonien bestimmt sein, wäre dies ein Hintergehen des Parlamentes.

Weiterhin ist nicht auszuschließen, dass ein Einsatz der Bundeswehr in Mazedonien als Argumentationsgrundlage dienen könnte, der Bundeswehr neue Milliardenbeträge zu genehmigen.

Der Friedensbewegung und auch der Friedensforschung ist es beim Kosovo-/ Jugoslawienkrieg nicht gelungen, der massiven Kriegspropaganda genügend Aufklärung entgegen zu setzen und damit die öffentliche Zustimmung zum Krieg zu verhindern. Wer relevante Hintergründe wissen möchte, könnte sich diese auch diesmal wieder vorher besorgen.

Was - bei vielen Parallelen zum Kosovo-/Jugoslawienkrieg - diesmal sich erheblich unterscheidet, ist die Meinung der Bundestagsabgeordneten zu einem erneuten Militäreinsatz ohne UN-Mandat in Mazedonien. In allen Fraktionen gibt es Wider- stände gegen einen weiteren Einsatz - aus sehr unterschiedlichen Motiven.

Diese Tatsache gilt es zu nutzen, um Abgeordnete über Hintergründe zu informieren, die ihnen möglicherweise auch diesmal wieder die Regierung verschweigt. Diesem Anliegen der Aufklärung und der Forderung nach einem Verzicht auf einen erneuten Militäreinsatz dient der nachfolgende Brief an Bundestagsabgeordnete, den Prof. Dr. Andreas Buro für das Komitee für Grundrechte und Demokratie, Mani Stenner für die AG out-of-area im Netzwerk Friedenskooperative und ich für den deutschen Zweig des Internationalen Versöhnungsbundes gemeinsam als erste unterzeichnet haben.

Die NATO hat jede Glaubwürdigkeit als “neutrale” Partei zur Krisenbewältigung verloren. Eine Einbindung der UN, deren UNPREDEP-Mission über Intrigen wie die Anerkennung Taiwans durch Mazedonien gegen Geld und die daraufhin erfolgte Nichtverlängerung des UN-Mandats durch China im UN-Sicherheitsrat aus Mazedonien befördert wurde und damit Platz für die NATO schuf, ist ebenso notwendig wie die Stärkung der am Boden liegenden OSZE.

Washingtons heimlicher Krieg in Mazedonien soll Amerikas Einflusssphäre in Südosteuropa festigen. Es geht um den strategischen Transport-, Kommunikations- und Ölpipeline-«Korridor» Bulgarien-Mazedonien-Albanien vom Schwarzen Meer zur Adria. Mazedonien liegt am strategischen Knotenpunkt des Ölpipeline-Korridors.

Um diese Pipeline-Strecken zu schützen, will Washington einen «Flickenteppich von Protektoraten» auf dem Balkan schaffen. Die Hoffnung auf ein «Großalbanien», von Washington genährt, um den albanischen Nationalismus anzustacheln, ist Teil des militärisch-geheimdienstlichen Komplotts. Dieses besteht, wie breit belegt, in der Finanzierung und Ausrüstung der Kosovo Befreiungsarmee (KLA, englisch für UCK) und ihres Ablegers Nationale Befreiungsarmee (NLA), um damit die terroristischen Angriffe in Mazedonien zu führen.

Die Entwicklung der amerikanischen Einflusssphäre in Südosteuropa - in Komplizenschaft mit Großbritannien - dient den Interessen der Ölgiganten, zu denen BP-Amoco-ARCO, Chevron und Texaco gehören. Die Kontrolle der Pipeline-Strecken und ihr «Schutz» ist die Grundbedingung für den Erfolg dieser zig Milliarden Dollar schweren Unternehmungen: ein erfolgreiches internationales Ölregime ist eine Kombination von ökonomischen, politischen und militärischen Arrangements, die die Förderung des Öls und seinen Transport zu den Märkten unterstützen.2

Das angloamerikanische Konsortium, das das Projekt der transbalkanischen AMBO-Pipeline kontrolliert, die den bulgarischen Hafen Burgas mit Vlora an der albanischen Adriaküste verbindet, schließt die Teilnahme des konkurrierenden europäischen Ölgiganten Total-Fina-Elf weitgehend aus. Anders gesagt, die strategische Kontrolle der USA über den Pipeline-Korridor soll die Rolle der EU schwächen und konkurrierende europäische Geschäftsinteressen auf Distanz halten.

Das US-gestützte Pipeline-Konsortium AMBO ist direkt verbunden mit der Zentrale der politischen und militärischen Macht in den Vereinigten Staaten und Vizepräsident Dick Cheneys Firma Halliburton Energy.3

Illegal German Weapons to Croatia and Bosnia Fuel the Balkan Conflict

War in the former Yugoslav republics is being fuelled by a massive and complex pattern of weapons shipments to Croatia and Bosnia-Herzegovina, funded and organized by Germany. Defense & Foreign Affairs Strategic Policy has uncovered a widespread pattern of arms shipments which have been allowed to cross into Croatia and Bosnia with the tacit approval (and sometimes, apparently, direct support) of the governments of Germany and Austria, and possibly other states. As well, Germany has pointedly ignored the movement of German nationals into Croatia and Bosnia to fight against the Serbian residents of those two former Yugoslav states. All of the activity is in direct violation of German and Austrian law as well as being in violation of international embargoes against the supply of weapons to the conflict zone.

All of the actions support Germany’s traditional ally, Croatia, against the Serbian populations still resident in what is now Croatia and Bosnia-Herzegovina, and against the rump of the Yugoslav Federation. The wide collection of information came to Defense & Foreign Affairs from diverse sources, including Defense & Foreign Affairs correspondents. Some, from other sources, came in written form in a variety of languages, without elaboration, often with only partial identification of some of the transactions, companies and weapons involved.
 
GERMAN WEAPONS

October 4, 1991: A convoy of three truckloads of anti-tank weapons and 40,000 military uniforms arrived in the Croatian capital, Zagreb, from Bielefeld, Germany. Elements of the Croatian paramilitary forces have subsequently been found in German-made uniforms, and supplied with very nutritious food from German military stocks.

Late October 1991: Four mobile workshops, six 155mm howitzers, and a number of 120mm mortars, along with70 US-made General Dynamics Stinger advanced, manportable surface-to-air missiles (SAMs), reached the port of Zadar, from German sources.

November 9, 1991: Two truckloads of GD Stinger SAMs and a quantity of blank jackets arrived in Karlovac, Croatia.

November 10, 1991: A truck with a variety of arms arrived in Zadar from Germany via Italy.

December 19, 1991: Pier 17 at the port of Rijeka was the site of unloading to 60 tanks (type unspecified, but believed to have been East German “T”-series tanks) from Germany.

January 8-9, 1992: Three MiG fighter aircraft, model unspecified, were received by the Croatian Armed Forces from Germany. The aircraft, from former East German stocks, included one new aircraft and two which had “previously been flown”.

Mid-January 1992: Spare parts for Panavia Tornado aircraft were reportedly transported to Croatia from Germany in trucks. They were alleged to have been subsequently assembled and the aircraft (number unspecified, but believed to be more than one) are based now at Pleso airfield, Croatia.

Mid-January 1992: Weapons and military equipment worth about DM 5,000,000 were shipped to the port of Rijeka. They were in a container weighting 17.5 tons. The contents included night-vision sniper sights, night-vision field glasses, IC field glasses, optical sights for day shooting, radios for vehicle mounting, mobile radio sets, and a large amount of ammunition of various calibres. Three tons of these weapons were immediately sent to the 113th Brigade of the Croatian Army stationed at Sibenik.

January 14, 1992: Two truckloads of weapons (anti-tank rockets, mortars, Stinger SAMs) were delivered to Croatia. The weapons were reportedly purchased, source say, in Germany and Switzerland by the firm BHM from Basel.

January 15, 1992: Five truckloads of arms and ammunition were unloaded at the port of Rijeka. They were transported to, and store in, the village of Kukuljanovo, 12 km from Rijeka.

March 12, 1992: A truck transporting small arms arrived at Rijeka and continued on via Sibenik to Bosnia and Herzegovina.

Early March 1992: Croatian Ministry of Defence bought 90 military trucks from the surplus stock of the French Army contingent in Germany through a German firm identified as Weba or Vebeg. The delivery was carried out in three shipments by the end of March via Austria and Slovenia. The source said that the transaction took place with the knowledge of French and German authorities.

April 10-13, 1992: A further 60 tanks from Germany (again, believed to be former East German “T”-series MBTs) were unloaded in the port of Koper and stored in the warehouses of Kukuljanovo near Rijeka.

April 21-22, 1992: The Croatian Government signed a contract with a German supplier for the delivery of various weapons and ordinance totalling US$ 3-million in value. This deal was signed through the Zagreb-based firm, Jugoart, according to sources, which has offices in Vienna. Jugoart reportedly arranges for deliveries of military equipment to the High Command of the Croatian Army from various suppliers in Germany.

May 1992: During the course of the month, Croatia was supplied with 1,010 Stinger SAMs, 2,000 Armbrust anti-tank rockets, 47,100 AK-47 Kalashnikov automatic assault rifles with 500 rounds per weapons, 2,550 RPG-7 manportable antitank rocket launchers, and 60 MiG combat aircraft engines. These weapons and supplies were delivered to Croatia through Italy and via the border posts at Kozina and Sezana.

July 20, 1992: A shipment of 100 automatic rifles, two sniper rifles, 10 radios and 260,000 rounds of 7.62 mm rifle ammunition was delivered from Stuttgart, Germany, to Prozor, Bosnia-Herzegovina, for the use of the Croatian Defence Council (HVO).

July-August 1992: Sources claim that Fadil Lipovaca, a former manager of the Moscow office of the firm Union invest, Sarajevo, and now owner of the private firm Carinthia (headquartered in Ljubljana), paid some US$ 150,000 for the purchase of arms for Muslim paramilitary forces. Part of this sum was allegedly provided by the Government of Turkmenistan through Industry and Energy Minister Kerimov. As well, a man named as Edo Bolic, manager of the Moscow office of the Sarajevo firm Vranica, reportedly paid US$170,000 to buy weapons for the Muslim forces in Bosnia and Herzegovian. Payments were made to the account of the LHB-Internationale Hondelsbank AG, HTH-Unioninvest Import-Export GmbH, Frankfurt-Main, No. 748.301, BLZ 500 308 00.

Sources indicated that most of the purchases and deliveries of weapons and military equipment for Croatian irregulars were effected with the assistance of the German firms, FABA, FOGA and Franconia-Jagd. The Deutsche Bank and Dresdner Bank AG in Darmstradt were, in most cases, used for the deposit and transactions involving large sums of money intended for arms purchases.
 
AUSTRIAN WEAPONS

October 7, 1991: An Adria Airways DC-9 transport aircraft landed at Sarajevo from Klagenfurt. It carried “large amounts” of Heckler & Koch (German-made) automatic rifles and handguns for the Bosnian Ministry of the Interior.

Early October 1991: Croatia’s Ministry of Defense paid US$ 61-million into an account at the Austrian bank Die Erst Osterreichische Spar Kasse-Bank for the purchase of T-72 main battle tanks, and in late October, the Croatian ministry requested the Austrian firm identified as AWDM to provide Croatia with spare parts for these tanks.

Late October 1991: The Croatian Ministry of Defense bought, through a firm identified as Xandill International Ltd. Consulting, headquartered in Vienna, 3,500 automatic rifles and 30,000 handgrenades worth US$ 1,750,000.

July 27-28, 1992: Ten MiG-21 fighter aircraft and two Saab aircraft were relocated from Austria to Croatia.

The ammunition factory at Baden, Austria, has since the beginning of September 1992 reportedly delivered, on a daily basis, ammunition to the Croatian Armed Forces and to the Territorial Defence Forces of Bosnia and Herzegovina and Slovenia.
 
HUNGARIAN WEAPONS

Weapons and military equipment from Hungary were exported to Croatia on several occasions in 1991 in a variety of aircraft — including agricultural aircraft — belonging to Croatia and Hungary. Between September 25 and 27, 1991, and October 6 to 8, 1991, an airlift was established between Beremend, Bilje and Osijek for the transport of small arms and ammunition aboard AN-2 aircraft and towed gliders. Hungarian authorities also provided security for these overflights by electronic jamming of Yugoslav air defence surveillance radars.

September-October 1991: A Hungarian, named by sources as Karol Gala, owner of the firm Universum SD, based in Budapest, allegedly brought into Croatia from Poland (via Hungary) two truckloads of arms and ordinance, including 200 RPG-7 anti-tank rocket launchers, 2,500 RPG-7 rockets, 2,000 AK-47 Kalashnikov assault rifles, 2,000 handgrenades, and 600,000 rounds of 7.62mm ammunition for the AK-47s. The trucks were reportedly rented by a Prague resident, identified as Mikulas Nadasi.

End September 1992: Hungary allegedly delivered to Croatia a surface-to-surface missile system, known as R-300, for which the Croatian Ministry of Defence paid US$ 1.5-million through the Croatian companies INJA, Astra and Pliva.
 
SWISS WEAPONS

Croatia purchased, during 1991, some 120 T-72 main battle tanks worth US$ 90-million through the Swiss firms Eram Bau Montage AG and F-S International LTS (Ltd.?) of Hong Kong. The transaction was carried out, according to sources, through the Austrian bank, Rossler Bank AG, in Vienna. The tanks, formerly in service with the Soviet Army, were supplied to Croatia during October 1991.

January 14, 1992: Two truckloads of arms — allegedly including rocket launchers, mortars and US-made GD Stinger SAMs — arrived in Croatia from Basel. The weapons were allegedly bought in Germany by the Basel firm, BHM, and their delivery itinerary was Basel-Zurich-Gotthard-Venice-Trieste-Pula. On the following day, January 15, four more vans of small arms ammunition came from Zurich via Hungary.
 
CZECHOSLOVAK WEAPONS

Prague was one of the major centres of illegal supplies of weapons and defence equipment to Croatia during the second half of 1991 and the first half of 1992. Sources claimed that the following firms were involved:

Omnipol, Unimex, the “Bank of Bohemia”, the Prague offices of the Swedish firms Scandinavia Invest and Abarent, the Prague office of the Swiss firm Computer Graphic Systems, two other companies from Switzerland, some Arab embassies (including the Syrian Embassy in Prague). Contracts were concluded for large quantities of defence equipment, including: 50,000 AK-47 Kalashnikov assault rifles, 20,000 M-16 assault rifles, 70-million rounds of ammunition, 1,000 RPG-7 launches and 5,000 rockets, 100 “guided rocket” launchers. Negotiations are know to be underway in Prague for the supply of heavy weapons and aircraft.

February 1992: During February, and earlier, in late 1991, the Czechoslovak firm Omnipol allegedly supplied R-300 surface-to-surface missiles to Croatia, installing the weapons in the area of Kinkovo village near Slavonski Brod, Croatia.
 
OTHER SOURCES

The Vatican Bank, in 1991, reportedly paid through the trust of the institute for the Dissemination of Religion, US$ 1,988,300, via the International Handel Bank in the Netherlands, for the purchase of weapons in Beirut on behalf of Croatia. [Croatia is Catholic; Serbia is Orthodox. — Ed.]

November 16, 1991: Croatia shipped through the port of Gdansk, Poland, 16,500 AK-47 assault rifles and 5-million rounds of ammunition, 175 RPG-7 antirank rocket launchers and related rounds; 150 M-82 mortars and 3,500 rounds; M-120 mortars and ammunition. Total value US$ 12.5-million. Payment was allegedly through Lajbic Bank and Banca Nationale de Milano, of Italy.

November 1991: The ships Kumrovec and Kozara, owned by the firm Danube Lloyds, of Sisak, allegedly shipped arms and ammunition from Bulgaria and Romania to Croatia.

December 2, 1991: A large shipment of weapons was sent from Paris to the firm PRO in Zagreb, Croatia. The shipment was by four trucks bearing Greek registration.

Early January 1992: The Zagreb firm, Astra, contracted for the acquisition of weapons in Turkey to be supplied to Croatia and the civil defence units of Bosnia and Herzegovian. The purchases were worth DM1,600,000 and the delivery was made by sea.

Early January 1992: A deal was made to ship 250 anti-aircraft missiles and 25 launchers (unspecified type) to Croatia from Poland, with the agreement of the Polish authorities, according to sources. The Customs certificate for this shipment was issued in late January 1992, indicating a dealer from the Philippines as the buyer. The airline “General and Aviation Services”, registered in Nigeria, was indicated as the shipper.

January 11, 1992: A vessel carrying weapons left the port of Junieh in Beirut. These arms were bought from the Lebanese Christian militia headed by Shamir Zhazhra. The weight of these weapons and equipment was estimated at between 2,000 to 4,00 tons, and included a range of supplies from small arms to howitzers. Lebanon, as one of the largest illegal suppliers of weapons to the Croatian forces, has so far exported US$ 20-million worth of defence items to Croatia.

Early January 1992: Croatia ordered from Chile 100 UK-manufactured Shorts Blowpipe manportable SAMs. These SAMs had reportedly been upgraded in Chile. The same order included 500 Mamba anti-tank rockets valued at US$ 2,056,298. The order was reportedly placed through the export company “Fabricas y maestranzas del ejercito avida Pedro Montt 1606″. The indicated buyer on the end user certificate was a Sri Lankan firm, and Croatia made the payment through Banco Central de Chile.

January 23, 1992: A ship bound for Rijeka was loaded in the port of Odessa with assault rifles, guns, sniper rifles, mortars, anti-tank rockets, SAMs and ordnance.

Mid-August 1992: A vessel from Turkey entered the port of Split carrying arms for the Croatian and Muslim forces of Bosnia and Herzegovina.

August 15, 1992: A Turkish Air Force aircraft flying humanitarian relief to Sarajevo also brought an unidentified amount of weapons and other military equipment for the Bosnian territorial defence units.

August 23-24, 1992: Three Boeing 747s of the Iranian Air Force landed at Zagreb and Sarajevo airports carrying weapons in unknown quantities and types. United Nations (UNPROFOR) officials were allegedly unable to inspect the cargoes.

Mid-October 1992:I Two ships carrying weapons for Bosnian and Herzegovinan Muslims started their voyages from Istanbul on October 10, 1992, and it has been established that one of these ships reached the port of Ploce, Croatia, on October 13, 1992.

The Bulgarian firm, Kintex, reportedly mediates the sale of Russian-made weapons to Boznia and Herzegovina and Croatia. Through its brokerage efforts, 25 tons of weapons and ammunition are reportedly ferried each week from Bulgaria, via Romania and Hungary. A larger shipment of weapons and related equipment from Bulgaria reached Split on October 16, 1992, however. These weapons were for the use of the Zenica-based units of the Muslim Army in Bosnia-Herzegovina.

The highest officials in the Government of the Republic of Slovenia are directly involved in the delivery of weapons to Bosnia and Herzegovina, according to sources. These include Prime Minister J. Drnovsek, Defence Minister J. Jansa, and Interior Minister I. Bavcar.

In the first part of 1992, these officials allegedly signed, through their agents, agreements with Jerko Doko, Bosnia’s Defence Minister, and Ragib Merdzanic, adviser to President Alija Izetbegovic, for the delivery of 30,000 AK-47s at DM500 each, 20,000 Italian Beretta 92 handguns at DM750 each, 6-million rounds of ammunition (for the rifles and handguns), and an unidentified amount of Motorola radio equipment, winter camouflage uniforms, four-wheel drive vehicles, and other military equipment.

Representatives of the Bosnian Government paid for the weapons with funds donated by Islamic countries. At least 13,000 of the AK-47s have been delivered of the amounts ordered.

At the beginning of October 1992, Croatia concluded a business deal with Venezuela and Brazil, offering three oil tankers for two squadrons of Embraer Tucano turboprop training aircraft. A group from the Croatian Ministry of Defense was reported in Brazil in October and November with several pilots to test the aircraft.

Serbia Seeks Gangsters’ Extradition from Spain

 

Following the arrest in Spain of several leaders of Belgrade’s notorious Zemun crime ring, Serbian authorities said they will be seeking the men’s extradition to Belgrade.

“We are urgently preparing documentation about these four cases and will be sending it to the Spanish judiciary together with a request for their extradition,” Slobodan Homen, State Secretary in the Serbian Ministry for Justice, said on Monday.

Luka Bojovic and his fellow gang members, Vladimir Milisavljevic, Sinisa Petric and Vladimir Mijanovic, were arrested in Valencia on February 9.

Serbia’s Ministry of Justice said it would probably send Spain documentation seeking their extradition this week.

The country’s Prosecutor for Organized Crime, Mirko Radosavljevic, noted that decisions on extradition are normally made on the basis of citizenship and depend on the gravity of the offence.

“Taking this into account, I expect the Spanish judiciary to respond positively to our request as all four men are Serbian citizens and the crimes they committed in Serbia are the worst,” Radosavljevic said.

Serbia and Spain have both signed the Council of Europe’s Convention on Extradition, while Serbia, as legal successor to former Yugoslavia, is heir to its 1980 bilateral agreement on extradition with Spain.

Serbian prosecutors want Bojovic to answer for three murders committed in 2004 and for several attempted murders.

Courts in Serbia have already sentenced Milisavljevic to 40 years in prison for crimes committed by the Zemun gang and an additional 35 years for participating in the 2003 murder of Prime Minister Zoran Djinjdic.

Petric has also been sentenced by Serbian courts to 15 years’ jail for murdering three people. The country’s war crimes prosecutor says he must also answer for charges concerning events in Kosovo.

Serbia has not issued an international warrant for Mijanovic’s arrest, but it is expected that such a warrant will be delivered soon to the Spanish judiciary along with the extradition papers.http://www.balkaninsight.com/en/article/serbian-criminals-requested-by-spain-and-holland

Dragoljub Jankovic ist ein serbischer Politiker. Er war serbischer Justizminister.[1]
Im Oktober 2010 berichtete die Belgrader TageszeitungDanas“ über Ermittlungen der Staatsanwaltschaft zu einem Kriegsverbrechen das Jankovic mutmaßlich initiiert haben soll. Angeblich sollen im Mai 1999 90 kosovo-albanische Häftlinge im westkosovarischen Gefängnis Dubrava in der Nähe von Istog (Istok) von serbischen, wegen schwerer Verbrechen verurteilter Insassen mit Pistolen, Gewehren und Granatwerfern getötet worden sein. Die serbischen Insassen bekamen daraufhin zweiwöchigen Hafturlaub, den viele zur Flucht nutzten. Jankovic soll die entsprechenden Anweisungen dafür gegeben haben.[1]

Wie die Belgrader Tageszeitung “Danas” am Freitag berichtet, hat die Staatsanwaltschaft für Kriegsverbrechen eine Anordnung von Dragoljub Jankovic entdeckt, eine Gruppe von zu schwersten Haftstrafen verurteilten Serben in das westkosovarische Gefängnis Dubrava bei Istog (Istok) zu versetzen, damit sie dort mit albanischen Haftinsassen abrechnen.

Den Ermittlungsergebnissen zufolge wurden im Mai 1999 mehr als 90 kosovo-albanische Häftlinge von den serbischen Insassen mit Pistolen und Gewehren getötet. Die Häftlinge seien auch mit Granatwerfern angegriffen worden

Der Ex-NATO General Sekretär Lord Roberston outete später, das die meisten Toden, durch die Morde und den Terrorismus der UCK Banditen geschahen, was Italienische Generäle ebenso viel früher schon festhielten.

Einige UCK Kriminelle wurden verhaftet, ebenso verurteilt, darunter wie Fahredin Gashi (EULEX Urteil), ein direkter enger Verwandter von Hashim Thaci, der mit anderen Verbrechern wie Syla ebenso verwandt ist.
