Alles was Österreicher im Balkan anfasssen, war immer Betrug und aufgeblasene Projekte, mit den windigsten Partnern. Da konnten nur noch die US Ganoven mithalten und die Italienische Mafia wurde weit überholt. 400 Milliarden €, haben Österreichische Banken in Betrugs Geschäfte im Osten und im Balkan investiert, als ob man Weltmeister der kriminellen Dummheit sein wollte.

 Veräußert werden sollen sechs Banken und drei Leasinggesellschaften in fünf Nationen Ex-Jugoslawiens samt der zugehörigen Steuerungseinheit in Österreich. Die Umstrukturierung der Institute in Slowenien, Kroatien, Serbien, Bosnien und Herzegowina sowie Montenegro „ist weitgehend abgeschlossen“, erklärte Hypo-Vorstandschef Gottwald Kranebitter am Montag vor Journalisten. Erlöse wolle man „zumindest die bestehenden Buchwerte von 1,5 Milliarden Euro“. Eine Shortlist mit Interessenten soll bis Ende 2012 stehen.

Als Verkaufsberater wurde nach mehrmonatigen Verhandlungen die Deutsche Bank gewonnen. „Sie war eindeutig Bestbieter, Vorstand und Aufsichtsrat wurden mit der Entscheidung befasst“, erklärte der Vorstandschef. Nach dem Verkauf müsse das Netzwerk erhalten bleiben. Eine Steuerungsholding für die Region Ex-Jugoslawien in Österreich habe „sonst niemand anzubieten“, rührte Kranebitter die Werbetrommel für den Verkauf. Einen Zeitpunkt für den Verkaufsabschluss wollte er aber nicht nennen: „Das wäre Prophetentum.“ Nun werde der Markt sondiert. „Ende 2012 wollen wir wissen, wie und mit wem wir weiterverhandeln. Dann kann ein Zeitplan fixiert werden.“ Dazu sei aber auch eine „Normalisierung im Euroraum“ nötig.

Biznesmeni Nikoll Felaj dhe topografi i AKKP-së Fatmir T., janë marë të pandehur nga prokuroria e Tiranës, pasi në bashkëpunim me njëri-tjetrin ata kanë kryer falcifikimin e dokumentacionit duke tjetërsuar një sipërfaqe prej 12 dynymë tokë që ndodhet në zonën e plazhit të Golemit. Trualli në fjalë ishte në pronësi të shtetit, por në vitin 2002 biznesmeni Nikoll Felaj ka arritur të marrë nëpërmjet procedurave të kthimit të pronave, sipërfqaqen e përmendur të cilën më pas e ka shitur duke ndërtuar mbi të pallate. Sipas burimeve pranë prokurorisë së Tiranës, Nikoll Felaj është hetuar fillimisht për akuzën e “Falcifikimit të dokumentave”, por për shkak të parashkrimit të kësaj vepre penale, mësohet se Felaj është marë i pandehur për akuzën e “Pastrimit të produkteve të veprës penale”. Ndërsa për sa i përket të pandehurit tjetër topografit Fatmir T., ky i fundit akuzohet për falcifikim të dokumentave, pasi ka bërë falcifikimin e hartës, që tregonte me kufinj ndarës sipërfaqen tokësore prej 12 dynym, që është përvetësuar nga i pandehuri Nikoll Felaj. Aktualisht dy të pandehurit janë dërguar në gjykatën e Tiranës, dhe pritet që shumë shpejt çështja në ngarkim të tyre të fillojë gjykimin në gjëndje të lirë.
Konfiskimi i truallit
Nëpërmjet një kërkese, njësia hetimore Task-Forcë pranë prokurorisë së Tiranës i ka kërkuar gjykatës së kryeqytetit të vendosë konfiskimin e 12 dynym tokë, dhe kalimin e saj në gjëndjen e mëparshme, pra në pronësi të shtetit. Më tej në kërkesë thuhet se të gjitha banesat që janë ndërtuar mbi këtë sipërfaqe tokësore ti paguajnë në formë qiraje një shumë financiare buxhetit të shtetit. Hetimi ka nxjerë se i pandehuri Nikoll Felaj, pretendon se është ish-pronar i një çifligu që ndodhej në zonën e Golemit në Durrës. Në vitin 2000 ai ka futur dokumentacionin në Agjensinë e Kthimit dhe Kompesimit të Pronave, ku pas një sërë procedurash në vitin 2000 ka mundur të përfitojë truallin në zonën e Golemit. Mirëpo ajo që ka zbuluar prokuroria e Tiranës, është se gjatë kryerjes së këtyre procedurave topografi i AKKP-së Fatmir T., ka bërë falcifikimin e një sërë dokumentash si dhe të hartës që tregon kufizimet e truallit.Nga ekspertimi që i është bërë kësaj harte ka rezultuar se është bërë zhvendosja e sipërfaqes tokësore, duke arritur që të meren plot 12 dynym tokë në zonën e pishave që ndodhet në bregdetin e Golemit. Më pas sipërfaqja tokësore është shitur nga “pronari” Nikoll Felaj, duke u ndërtuar mbi të pallate dhe banesa të tjera turistike. Sipas prokurorisë, ky veprim mjafton për të kualifikuar akuzën e “Pastrimit të produkteve të veprës penale”, pasi menjëherë pas përfitimit të truallit me mekanizma kriminale, i pandehuri Felaj ka vendosur të shesë atë.
Pretendimet gjatë hetimit
Dy të pandehurit e prokurorisë s’kanë pranuar autorësinë e krimit, duke pretenduar se ata skanë kryer asnjë vepër penale. Gjatë marjes në pyetje mësohet se Nikoll Felaj ka pohuar se truallin e kishte marë sipas procedurave të vëna nga shteti, pasi ai e zotëronte pronën e tij të trashëguar brez pas brezi. Nisur nga kjo situatë, Felaj ka pohuar gjatë dëshmisë së tij se nuk kishte kryer asnjë vepër penale. Thuajse në të njëjtën linjë me Felaj, ka qënë dhe topografi i AKKP-së, i cili pretendon se nuk ka kryer asnjë falcifikim dokumenti. Mirëpo prokuroria e Tiranës ka si provë kryesore aktin e ekspertizës që nxjen se harta e tokës është falcifikuar, pasi janë zhvendosur pikat kufizuese të saj. Mësohet se kallëzimi penal për këtë çështje është bërë nga vete zyrtarët e AKKP-së, të cilët kanë dyshuar rreth vendimeve të mara nga ish-drejtuesit e këtij institucioni. http://www.raporteri.com

Two controversial articles of the Kosovo penal code that threatened media freedom created significant domestic and international opposition.

After a sustained protest from journalists and media watchdogs, Kosovo President Atifete Jahjaga on Tuesday (May 8th) rejected a proposed law that would have criminalised libel and allowed journalists to be jailed if they didn’t reveal their sources.

In a statement, Jahjaga called the proposals contrary to Kosovo’s Constitution. She sent the proposed penal code back to parliament for review and changes.

Journalists welcomed the decision.

“The parliament of Kosovo has always had one point in mind: legal regulations should support the work of journalists,” Oliver Vujovic, secretary general of the Vienna-based South East Europe Media Organisation, told SETimes.

“Journalists are a strong power for the democratic development of Kosovo, and politicians in parliament should understand it. This draft was a small mistake by the parliamentarians, and mistakes are part of the work, and I believe that the parliament of Kosovo will now work on a better document.”

Arben Ahmeti, head of the Association of Professional Journalists of Kosovo (APJK), commended journalists and international organisations for resisting the proposed law. “APJK assesses that with such a decision, press freedom in Kosovo is saved, which was seriously jeopardised by the content of actual code,” he told SETimes.

Violations under the proposed code were punishable by a prison sentence of at least three years. That provision, and the requirement that journalists reveal their sources, was strongly criticised by local journalists, civil agencies, the Association of Professional Journalists of Kosovo, as well as SEEMO and the international media watchdog Reporters Without Borders.

The government proposed the laws despite warnings by journalists and media watchdogs that it would significantly erode the already precarious media freedom in Kosovo.

Kosovo journalists boycotted news of state institutions on May 3rd, World Press Freedom Day. Daily newspapers published “Stop Playing” on their front pages in a traffic-like sign and did not cover the institutions’ activities nor broadcast them.

“If this law were effective two months ago, I would be obliged to reveal the source of my story, something that would be against the principles of a free press,” freelance journalist Kastriot Jahaj told SETimes.

An official sued him for defamation after he exposed the official’s corrupt practices, but a Pristina court found Jahaj not guilty.

In an attempt to prevent the revised law from taking effect, media representatives met with Jahjaga and asked her not to sign it nor return it to parliament.

Justice Minister Hajredin Kuqi sent a letter of support to the media calling on Jahjaga to send the law back to parliament and promised to lobby there to reject the two controversial articles. Kuqi promised to resign if the law had gone into effect, even though his ministry sponsored the proposal in parliament.

Ahmeti says he was not convinced that Kuqi can deliver the draft law without the articles directed against journalists.

“The journalist community will itself continue the fight against attempts to limit press freedom,” he said.

Doubts have emerged over the business management degree obtained by Renzo Bossi from Tirana’s Kristal University.

The issue of the questionable diploma has emerged as Italian prosecutors investigate his politician father for alleged abuse of party funds.

According to the Italian daily La Repubblica, Renzo’s degree was found in the safe of the treasurer of the Northern League, Francesco Belsito, in a folder named “the family.”

Umerto Bossi, founder of Northern League, resigned as party leader last month after a corruption scandal hit the party.

Based in the wealthy north, the Northern League is known for its hostility to southerners and foreign immigrants. Albanians living in Italy have been frequent targets.

But antipathy towards Albanian immigrants seems to have not stopped Bossi’s son from seeking a degree in Albania.

According to the Italian media, Renzo took his degree from Kristal University on September 29, 2010, passing 29 exams.

Doubts have been raised about how he managed to be admitted to the college and finish his three-year-degree, having only obtained his Italian high school diploma a year earlier.

Renzo Bossi had earlier failed his high school final exam in Italy several times, leading his father to complain that he was being discriminated against for his political ideas.

There is also no record that Renzo ever attended Kristal University.

In a statement to the media on Thursday the college denied that the diploma was a fake and said Bossi’s admission had met the requirements of Albanian law.

“Renzo Bossi was admitted on the basis of the documents that he presented during the academic year 2007-2008, in accordance with Albanian legislation,” the university said.

    In Albania, Can a U.S. Diploma Deliver?

    TIRANA, ALBANIA — Rising above the dingy back streets of the Albanian capital, the silhouette, instantly recognizable, shines out like a promise: the Statue of Liberty, symbol of America, land of opportunity — and also the logo of the University of New York, Tirana (U.N.Y.T.), where students pay more than $32,500 for what a sign in the lobby describes as “the only real European and American education” in the country.

    On its elaborate Web site, U.N.Y.T. paints a glowing picture of students enjoying a typical American university experience — complete with student union, college sports, and campus social life — without having to ever leave Albania. Although known locally as “New York University-Tirana” — the name listed on its official charter from the Albanian government — the school has no connection with the campus in Greenwich Village. Nor does it have a dining hall, dormitories, gym, or stadium — the Web page covering sports has been “under construction” for more than a year. The photograph of a library, featured on the cover of the school’s handsomely printed brochure, was in fact taken elsewhere, school officials concede.

    But the classes are in English. And thanks to an arrangement with the State University of New York this private Albanian institution does offer its 650 students the chance to acquire an American diploma. By paying the for-profit U.N.Y.T. an extra $100 per credit, for the first three years plus an additional $5,000 for the final year, students can graduate with a degree from Empire State College, a division of SUNY based in Saratoga Springs devoted to adult education and nontraditional learning.

    Known by various labels — “validated” or “franchised” degrees, “supported programs,” or branch campuses — such arrangements between universities in the United States, Britain or Australia and various private providers in the developing world have become increasingly common.

    While students in Tirana seem satisfied, critics say that with a revenue structure based on tuition fees, and an admissions process subject to the need to recruit paying customers, all too frequently these arrangements deliver the form, but not the substance, of an academic education.

    Armand Kapllani, a 2007 Empire State/U.N.Y.T. graduate now studying at Southern Methodist University in Dallas said that many of his courses were pitched at the level of an American high school. “We didn’t even learn how to use a financial calculator. You are graduating with a degree in finance and you don’t know how to use the calculator,” he said.

    But Gavin Lowder, director of international programs at SUNY Empire State, says U.N.Y.T. is held to “the same academic guidelines as the rest of the college. There are no separate standards for our Tirana program.”

    Konstantine Giakoumis, U.N.Y.T.’s deputy rector, said in an interview that “the curriculum is jointly drafted and approved by committees of both universities.”

    On a recent visit to the Albanian campus, SUNY’s influence seemed more like a label than an active presence. The overwhelming majority of courses are taught by local faculty members hired without any input from SUNY, who also have little say over the content. Of 15 Empire State courses offered in the autumn 2011 catalogue, only three appear to be taught by instructors with doctorates. “Our teachers are not SUNY faculty. Not directly,” said Mr. Giakoumis. Empire State College, he added “does not have centrally managed exams.” Instead exams are set and marked by the faculty in Tirana.

    Faculty members teaching SUNY courses “are expected to be approved by the program director,” Mr. Lowder said in an e-mail. “As part of the approval process, résumés are reviewed and approved. Where possible, faculty are interviewed prior to the semester,” he said. But he admitted that faculty teaching U.N.Y.T. courses “are not subject to Empire State review or approval.” For example, Mr. Giakoumis holds a bachelor’s degree from Athens University and a doctorate from the Center for Byzantine, Ottoman and Modern Greek Studies at the University of Birmingham, yet teaches both U.S. History and Diplomatic History.

    Asked about the claim that the school offers an “American education,” school officials said that “the description is echoing the university’s concerned and concentrated efforts to adopt the best models from well-established American universities.

    Mr. Kapllani said a group of three to four faculty members from SUNY visited the campus “once — or maybe twice — a year.”

    According to Mr. Lowder, a team from Empire State last visited Tirana in October; the second visit this year is scheduled for the end of February. “Because of budget constraints, the program director does not make visits outside of the team visits unless absolutely necessary,” he said.

    To students, what matters is the credential the prestige of an American degree. And on that score Mr. Kapllani had no complaints. “I had a wonderful time there when I was a student. A degree from U.N.Y.T. is quite respectable and it opens many doors in Albania,” he said.

    Anisa Vrenozi, currently a junior, said “My studying experience in this university has been an excellent one, and I think I have made the best choice choosing this university.”

    But Philip Altbach, director of the Center for International Higher Education at Boston College, says student satisfaction may not be the right measure. The demand for American or British credentials is so high, regulation so lax, and the opportunity for profit so tempting that when universities “balance their educational missions against their business interests” education often loses, he said. American universities, he said, had “a special responsibility to make sure we live up to our own standards” in any overseas venture.

    On paper, the 13-page Memorandum of Understanding between SUNY and the University of New York, Tirana, supplied on request to a reporter, appears to spell out high standards. Although students can take as many as 96 credits, or about three years’ worth of courses, from U.N.Y.T. and need only 32 SUNY credits to graduate, all students “must fulfill the specific requirements set forth in the E.S.C. guidelines for the degree and the specific major.”

    These include SUNY’s general education requirements and all pre-requisite courses for a student’s chosen major. Albanian faculty members teaching E.S.C. courses appointments are subject to joint approval by both institutions. Student progress is also monitored by both institutions, and Empire State’s Academic Program Director is “authorized to review grade distribution in all courses and for all faculty.”

    On the ground in Tirana the picture is less reassuring. Although the memorandum describes both schools as “partners,” the precise nature of the relationship between SUNY and U.N.Y.T. is difficult to pin down. U.N.Y.T. is itself part of the New York College Group — logo: the Statue of Liberty in blue silhouette over the initials NYC — a Greek company with outposts in Athens and Thessaloniki and other branches in Prague and Belgrade.

    William Lawton, director of the Observatory on Borderless Higher Education, a London-based research institution that monitors academic exchange, said “there are different levels of control, from validation and franchising up to branch campus. Basically in franchising the home institution provides the curriculum; in validation they don’t.”

    But in the past year “validation” has become a badge of dishonor in British academic circles because of a series of scandals at the University of Wales, which was shown by the BBC to have validated bogus degrees at Fazley International College, a university named after its founder, a Malaysian pop star, and to have allowed students at Rayat London College, a private school offering University of Wales M.B.A. courses, to pay for qualifications. The damage to its reputation was so great that the university, founded in 1893, closed its doors in October.

    According to Judith Eaton of the Council for Higher Education Accreditation in Washington, U.S. universities “do not have the legal authority to accredit or otherwise sanction (‘validate’) the awarding of a degree by another institution.” Any joint arrangements “would come within the purview of accrediting organizations” that review the home campus, she said.

    Empire State College, like the rest of SUNY, is accredited by the Middle States Commission on Higher Education, based in Philadelphia. Richard Pokrass, a spokesman for the organization, said in an e-mail, “SUNY/Empire State College is accredited by our Commission, but University of New York, Tirana, is not. UNY-Tirana is approved by our Commission as an ‘other instructional site‘ for SUNY/Empire State College.”

    Asked whether the accreditors had ever seen his campus, Mr. Giakoumis said “I believe inspectors travelled to Greece and Prague, but not to Tirana.” Mr. Pokrass later confirmed that “‘Other instructional sites’ are typically not visited.”

    On a brief visit at the end of January, a reporter watched Keler Gjika listlessly take a class on Advanced Finance through practice questions from Damodaran online, a popular Web site maintained by Aswath Damodaran, a professor at the Stern School of Business at New York University.

    As students stared inertly at the projected screen images, the exercise seemed a long way from an American classroom — and also in striking contrast to the atmosphere at the European University of Tirana, another private college on the other side of the city. All the classes there were in Albanian, but the lively discussion in classrooms and cafeteria, and the well-stocked — and busy — library suggested an institution where curiosity was as important as credentials.

    Despite its offering only an Albanian degree, the rector, Tonin Gjuraj, said the school had no trouble filling its 2,500 places. “Albania was a poor countsaid Mrry. An isolated country. People are eager to get ahead,” . Gjuraj, a former Albanian ambassador to Israel.(Albanian Diplomat Mafia) Darjel Sina, who teaches law, described the school’s tuition of $3,300 a year — or $7,900 for a three-year course for those who pay in cash — as “not cheap. But it’s not expensive.” For popular fields like medicine, law or finance, the competition at Albania’s public universities, where tuition is $200 to $530 a year, is intense. The large number who fail to secure a place guarantees a demand for private providers.

    Kevin Kinser, an expert on cross-border education at SUNY Albany (which is not connected to E.S.C.), said the U.N.Y.T. connection with Empire State College “is a way of developing legitimacy — a branding issue. The conflict comes into it when the public institution asks, why should we devote any attention to serving individuals outside our constituents? What we’ve found in our research is that if it’s out of state, it’s out of mind.”

    Although both Mitch Leventhal, SUNY’s vice chancellor for global affairs, and Gavin Lowder, the director of Empire State College’s international programs, declined to be interviewed, Mr. Lowder did answer questions by e-mail. “This program is not funded by taxpayer dollars,” Mr. Lowder said. “It is a self-funded program. In addition, the program provides opportunities for Empire State College faculty to have international experience, which enhances teaching and learning.’‘ He insisted that faculty “are hired only in consultation with E.S.C.” and that the curriculum “is in accordance with college guidelines.”

    It is also profitable. For every four-credit Empire State course offered at U.N.Y.T. collects $1,200 — the price is fixed in dollars — of which it keeps $384. The balance is passed along to SUNY, along with 68 percent of portfolio fees ($315), orientation ($50), telecommunication ($100 per term) and an assessment fee for transfer credits of as much as $1500. This year, U.N.Y.T. enrolled 111 students in Empire State courses; there are similar arrangements for New York College’s campuses in Greece and the Czech Republic.

    With no investment needed for buildings or teaching staff, and the promise of regular returns, such arrangements are increasingly popular with cash-strapped Western universities. In Albania, a country still emerging from long years of isolation under the Stalinist dictator Enver Hoxha, U.N.Y.T.’s promise of “a guarantee for your future” will always find plenty of takers. But as Mr. Lawton, of the Observatory on Borderless Higher Education, warns, “the financial risk is inverse to the risk to reputation.”

    “SUNY is at the leading edge of commercialization, but in these days of financial pressure others will be close behind,” said Philip Altbach. By relying on self-assessment, he warns, “American accreditors are leaving the fox to regulate the chicken coop.”

    Soldaten verlieren Vertrauen

    Der verteidigungspolitische Sprecher der SPD-Bundestagfraktion, Rainer Arnold, warnte deshalb gegenüber dieser Zeitung: „Das Allerschlimmste ist, dass die Soldaten das Vertrauen in die militärischen und politischen Vorgaben verlieren. Die glauben nicht mehr, dass stimmt, was man ihnen sagt. Und damit geht sehr, sehr viel kaputt.“ Die Bundeswehr müsse auf Einzelfälle Rücksicht nehmen, so Arnold.     Americans first to withdraw their soldiers from KFOR

    At the moment there are about 6,000 soldiers in Kosovo/Metohija. In countries that they are coming from, there is pressure that they return home. The strongest criticism is in Germany, the country that presently has 1,900 of its soldiers deployed in KiM. The reason for cutting of contingent is in the costs. The American contingent shall most like be cut to minimum during next year.

    However, permanent political and security instability is reality in Kosovo/Metohija and that is why the local Serbian population is of the opinion that cutting of the number of soldiers is a dangerous process. For example, there were almost no incidents in the Village of Osojane during presence of the Spanish contingent there. After the Spaniards left in 2008, thefts and attacks have become permanent. Few months ago a local Serb was killed.
    The truth is that the KFOR remained in Kosovo/Metohija longer than initially planned. This UN mission is assigning its authorities in continuity onto local security bodies. The latest example is the case of the Devic Monastery earlier guarded by the French soldiers and today by Kosovo police.
    ‘There is permanent criticism that KiM costs more than it should. On the other hand the mission might turn out to fail since peace is not guaranteed here. Additional problem is that the present engagement of this number of soldiers is higher than it should be’, ‘Blic’ source from the mission says.
    The question of engagement of the German soldiers is presently on agenda of the German Bundestag. In one of the most recent letters there is written that a part of German soldiers is under huge pressure because they have been deployed there for more than a year and a half. Kosovo Albanians do not hide that they would like the complete KFOR leave except the Americans whom they see as a guarantee for their safety. At the moment the American contingent has 600 soldiers and there is no doubt that their presence shall be cut to minimum.
    ‘The American contingent is not interested in taking part in daily activities of the KFOR. On the other hand however, Americans would like to keep their presence in Kosovo. Nevertheless, cutting of the number of soldiers can be expected next year after election of new administration’, Blic source says.
    To Brussels there is another fact is far more important and it is that the EULEX mission has turned out to be unsuccessful. Also the communication between the KFOR and the EULEX is not at a desired level. As Blic learns, the KFOR does not restrain from sending such information in messages to its command….

    confirmed bin Laden has been in Albania in the 90-ies where he had

    The candidate for President of Kosovo and leader of the Democratic

    connections of Taqi with bin Laden. After the announcement of the
    election results Rugova promised to make public the evidences for the
    terrorist activity of its political opponent.

    The “friendship” between Taqi and bin laden has begun in 1996.
    According to the sources of the daily, in the period 1996-2001 bin
    Laden has invested some USD 200 M in activities, related to different
    criminal deals in Kosovo.

    A combination of chaos and poverty in Albania paved the way for Bin Laden to move in. The Times of London quoted Fatos Klosi, the head of the Albanian intelligence service, who said that bin Laden sent terrorists to Kosovo. Using the front of funding a “humanitarian agency,” bin Laden muscled into Albania as far back as 1994.

    A delegation of Syrian rebels has made a deal with Pristina authorities to exchange experience of partisan warfare. Syrian opposition is sending militants to Kosovo for adopting tactics and being trained to oust President Bashar Assad’s regime.

    On April 26, a delegation of Syrian opposition members made a stop in Pristina on their way from the US to hold talks on how to make use of the experience of the Kosovo Liberation Army (KLA) in Syria, reports Associated Press.

    So far, a poorly-organized Syrian opposition has proven unable to self-organize and form a steady front against the forces of President Assad. Terror tactics used by militants allow them to kill military and governmental officials, but do not help to hold positions against a regular army.

    “We come here to learn. Kosovo has walked this path and has an experience that would be very useful for us,” says the head of the Syrian delegation Ammar Abdulhamid, a Syrian-born human rights activist and dissident. “In particular, we’d like to know how scattered armed groups were finally organized into KLA.”

    Syrian opposition leaders have promised to immediately recognize Kosovo once they seize power in the country.

    “We’re in vital need of joint actions as a coalition opposition,” stressed Ammar Abdulhamid, a long-time opponent of the Syria’s President Bashar Assad. In 2005, he left Syria to settle in the US.

    The training camp on the Albanian-Kosovo border that has welcomed Syrian attendees was originally organized by the US to help the KLA train its fighters.

    The Kosovo Liberation Army (KLA) was considered a terrorist organization by the US, the UK and France for years until, in 1998, it was taken off the list of terrorists with no explanation given. The KLA used to have up to 10 per cent of underage fighters in its ranks.

    There were numerous reports of the KLA having contacts with Al-Qaeda, getting arms from that terrorist organization, getting its militants trained in Al-Qaeda camps in Pakistan and even having members of Al-Qaeda in its ranks fighting against Serbs.

    The same horrors that were witnessed during the war in Kosovo are now apparently being prepared for the multi-confessional Syrian population by Islamist Syrian Liberation Army trained in Muslim Kosovo in the middle of Europe.

    The Syrian Liberation Army group that actually formed the delegation to Kosovo has been fighting with the Syrian government for over a year now. This stand-off has claimed well over 9,000 lives, about half of them Syrian servicemen, law enforcers and officials.

    Lately, the militants have been squeezed out of the Syrian cities and their positions along the Syrian-Turkish border. Being unable to turn the tide independently, the Syrian Liberation Army has been addressing to its foreign sponsors to start a military intervention into Syria to topple President Bashar Assad.

    However, researcher and GlobalResearch.ca contributor Benjamin Schett told RT the Syrian rebels would not learn much in terms of military tactics from the KLA.

    “The so-called Kosovo Liberation Army – this terrorist group – had in fact already been defeated by the Serbian army in 1998.”

    Schett says that once Serbia agreed on a ceasefire, pulled back troops, and let in OSCE observers, the KLA used this situation to intensify their attacks so as to provoke a military reaction.

    He continued that by presenting themselves as freedom fighters and victims to the Western media, the KLA secured a Western intervention in March 1999 after they staged a fake massacre in Račak.

    Schett believes the Syrian rebels would go to Kosovo for knowledge in public relations techniques. He says despite their lack of military prowess, they were adept at making the Western public believe they were fighting for a justified cause amid reports they had committed a slew of war crimes and human rights abuses.

    Marauder and ethnic-cleansing tactics

    Wiping out local minorities after an extensive NATO air-strike were the only combat tactics the KLA had mastered and the only thing the Syrian opposition can really learn from them, foreign affairs editor for the US-based Chronicles magazine, Srdja Trifkovich, told RT.

    RT: Just what might the Syrian opposition learn at these camps?

    Srdja Trifkovich: Well, first of all I don’t think they can learn much from the KLA veterans in terms of combat efficiency because the KLA was singularly unsuccessful in its rebellion against the Serbian security forces until the NATO bombing. They started their terrorist ambushes in 1997. They intensified their activities in 1998. But all along it was atrocity management that they wanted, for instance, the famous case of Racak where the combat victims were presented as innocent civilian dead slaughtered by the Serbs.

    But even during the bombing the Serbian forces maintained full control of all of the key population centers and they even kept the roads open. It’s only that the KLA came in after the Serbs started withdrawing under the terms of the ceasefire with NATO. And even then they were not engaging in combat, they were acting as marauders ethnically cleansing non-Albanians. So the first point is that there is nothing to learn in terms of combat efficiency and in terms of actually organizing a successful guerilla force.

    RT: Words that have been associated with the KLA – assassination, terror, bombings – is that really the kind of thing that the Syrian opposition wants to be associated with?

    Macedonian police have pressed terrorism charges against five people for the gruesome murders of five people in Skopje on April 12, three of whom have been arrested.

    Police Minister Gordana Jankulovska said on Wednesday that the authorities have charged five men for the brutal murders on the outskirts of Skopje, three of whom have been arrested.

    The three men, all ethnic Albanians, were seized during yesterday’s police raids.

    “Two of them are at large” and are believed to have fled to neighbouring Kosovo, the minister said.

    Police believe that three of the men carried out the killings and two helped them escape from the crime scene.

    Not revealing the identity and ethnicity of the alleged murderers, Jankulovska only said that two were brothers from Skopje aged 32 and 33 and one other was 27. Local media reported that the suspects are Alil Demiri, Afrim and Agim Ismailovic.

    The European Union delegation to Macedonia on Wednesday urged the authorities to bring the killers to justice “regardless of the ethnic or religious background of the victims and perpetrators”.

    The bodies of Filip Slavkovski, Aleksandar Nakjevski, Cvetanco Acevski and Kire Trickovski, all aged between 18 and 20, were discovered on April 12 near Zelezarsko Ezero on the northern outskirts of the capital, a popular fishing destination.
    The bodies had been lined up and appeared to have been executed with firearms.

    The body of 45-year-old Borce Stevkovski was a short distance away from the rest.

    The news of the killings raised tensions in the ethnically divided country after rumours spread that the killers were ethnic Albanians.

    On Tuesday police rounded up 20 allegedly radical Muslims in an operation in several villages around the capital. During the raids they seized firearms and other weapons, some of which they believe were used in the murder.

    Those not directly implicated in the Skopje killings will now face lighter charges for illegal possession of weapons.

    Macedonia’s head prosecutor, Ljupco Svrgovski, said his office will demand the severest penalties for the murder suspects. “When it comes to such grave crimes the law prescribes life in prison,” Svrgovski said.

    All main political parties have expressed support for moves to solve the case.

    The country’s junior ruling party, the Democratic Union for Integration, DUI, said that ethnic Albanians should not be collectively blamed for the murders.

    Macedonia Seeks Skopje Killers Through Interpol

    Interpol’s help is needed to track down two of the five suspects for the killings near Skopje, police say.

    Macedonian police have asked Interpol to step in after two of the five suspects it believes killed five persons near Skopje fled the country.

    Police arrested three of the men in raids this week, namely Agim Ismailovic, 32 Fejzi Azirij, 54, and Rami Sejdiu 24.

    But Interpol’s help may be needed to track down Alil Demiri, 27, and Afrim Ismailovic, 33, both from Skopje.All five are ethnic Albanians.

    The earlier three were arrested in Tuesday’s police operations around the capital and now face murder and terrorism charges.

    An investigative judge in Skopje has meanwhile detained for 30 days nine of a group of 20 alleged radical Islamists, all ethnic Albanians, whom police arrested on Tuesday in relation to the murders.

    A woman in whose house the police found an arsenal of weapons was released the same day while the court released the other ten arrested men after 48 hours.

    The brutal slaying of five men near the capital on April 12 raised ethnic tensions between Macedonians and the large Albanian minority after rumours spread that the killers were Albanians.

    Presheva, protest against arrests

    Thousands of Albanians from the Presheva valley gathered to protest against the arrests undertaken by the Serbian Police.

    The protesters held slogans against the arrests made on what they called mounted charges for terrorism or war crimes.

    “The propaganda in Belgrade is that every Albanian is a terrorist, hence we say that we are all terrorists”, declared one of the organizers.

    The Serbian Police has arrested eight Albanians at the Presheva Valley, five of whom on war crime charges and three others of petty crimes. The Serbian Interior Minister, Ivica Dacic, warned that the arrested people are related with the 2001 war of the Liberation Army for Presheva, Medegia, and Bujanova (UCPMB).

    Official Tirana reacted after the arrests at the Presheva Valley. The Albanian Foreign Ministry condemns the arrests:

    “Returning the rhetoric and accusations during the campaign, for the so called war crimes in Kosovo, only for political benefits, damages the democratic standards and the inter-ethnic coexistence in the country”, the reaction says.

    This Friday, the Prishtina government considered the arrests as something that damages peace and stability in the entire region.

    New figures for the region suggest more young people are out of work than are working.

    Jobless rates are high largely around the world but youth unemployment in the Balkans is almost four times the EU average. In most of the countries, the education system and a lack of work programmes are deemed the main culprits.

    In Bosnia and Herzegovina for example, the National Statistics Bureau says that in 2011, fully 55% of people between the ages of 15 and 30 were unemployed. In Macedonia, the State Statistical Office says 52.5% of those between 15 and 24 were jobless. More of the same is found in Greece, where the unemployment rate for those under 25 is 51.5%. It’s roughly 50% in Serbia.

    There, the National Unemployment Service is working to put people to work by offering subsidies to those willing to start their own businesses.

    Aleksandar Cvetic, 31, of Pancevo, decided to give it a try. Today, Cvetic has a company called Elecktrosakupljac that recycles unwanted electronics, such as computers and refrigerators.

    “I saw my opportunity when the government announced subsidies for collection of [electronic] waste. At the beginning, that decision wasn’t implemented in practice, so I started with some losses and expenses. But once the subsidies came, we started working full time and today I have four employees,” Cvetic told SETimes.

    Young entrepreneurs like him are offered 160,000 RSD in conditional grants. “Thanks to this project, 3,725 people have started their own businesses. Of this number, 25-35% of subsidy users are under 30,” Dejan Jovanovic, director of the National Unemployment Service, told SETimes.

    But entrepreneurship is not for everyone. In fact, a study conducted by various civic initiatives earlier this year found that most young people in Serbia are afraid to start their own business, saying it is expensive, complicated and essentially a gamble: they feel the state does not encourage younger workers enough.

    Branko Jovic, 29, a graphic designer from Sabac, has been registered with the National Unemployment Service since December 2009. For more than two years, he has applied for jobs in his field, yet has never been offered one.

    “I was thinking about opening my own studio, but I realised it is better to do freelance work. It is too risky, since we have a huge market for graphic design and the competition is too harsh, especially if you start your own business,” Jovic told SETimes.

    According to Kosta Andric, director of the Belgrade Youth Office, education is a chief reason for the high unemployment rates among young people.

    “Job requirements are different than those in the past, while the educational system is still rigid and old-fashioned. It is not enough to prepare students for their careers. They should be taught how to adapt to the changing global and entrepreneurial environment”, Andric told SETimes.

    There is also a lack of resources for jobs training. In BiH for example, less than 1 convertible mark (0.5 euro) per unemployed person is allocated for employment programmes.

    “Last year, the state set aside 78m KM (39m euros) from the budget for agriculture, and only 200,000 KM (100,000 euros) for youth programmes. This shows how much the state cares about its youth,” Rusmir Probic, project co-ordinator for the Institute for Youth development wrote in an article published in Aljazeera.

    According to data supplied by the National Statistic Office, 55% of young people in BiH are not interested in starting a business, while 30% say they are discouraged from starting any business of their own.

    In Bulgaria, the Statistics Institute estimated there were 28.9% of young people under 24 who were unemployed at the end of 2011.

    The main priority of the country’s 2012 Action Plan on Employment is to target joblessness among those 29 and below. The plan consists of measures, programmes and activities that would boost the professional qualifications of young workers by offering training in practical skills and offering opportunities for internships.

    In Montenegro too, youth unemployment is considered one of the most important social problems, although the unemployed rate among the young is relatively low at 11%.

    The director of the Youth Initiative for Human rights in Montenegro, Boris Raonic, said there are too many young people unable to exercise one of their basic rights — the right to work.

    “Many find the only solution in a grey economy, where they don’t have any kind of state protection,” Raonic told SETimes.

    He added that the educational system in Montenegro has failed since it produces professions like diplomats, lawyers and managers while there is virtually no possibility for them to get adequate jobs in those fields.

    Kosovo Deputy Prime Minister Behgjet Pacolli has concluded a controversial agreement with Imo, a state in Nigeria, which opposition parties and some anti-corruption NGOs say constitutes a conflict of interest and harms Kosovo’s drive for diplomatic recognition.

    Pacolli reportedly signed a memorandum of understanding with the Imo government for a private company to build electrical and agricultural plants in Nigeria. The plant will supply 500 megawatts of electricity and ensure uninterrupted supply to Imo households and businesses.

    “The agreement is absurd because it stipulates the Kosovo government will guarantee those investments,” Ardian Demiri of the Kosovo Society for Social Research told SETimes. “Imagine if the companies fail to make the investments and the Imo government goes to an international court or asks Kosovo to finish the investments.”
