Corruption in businesses widespread in region

Survey data on countries in the region reveal attitudes towards the harmful consequences of corruption.

Transparency International officials said strong, independent and well-resourced institutions are needed to fight corruption effectively. [Reuters]

On average, two in three adults worldwide perceive corruption as being widespread in businesses in their countries, but the percentage is even higher in the Balkans, according to a Gallup report released earlier this month.

Gallup’s poll indicates that corruption in business is perceived as a significant issue because it stymies development and foreign investments, as well as fosters income inequality and wellbeing.

In the Balkans, the percentage of those polled who consider corruption widespread in businesses is highest in Croatia and Romania — 93% and 91% respectively — but Bosnia and Herzegovina (BiH) and Serbia trail closely with 89% and 87%, as do Greece with 85% and Kosovo with 83%.

It is lowest in Montenegro, 63%, which is the average for EU member states. The survey is based on 2011 data.

“The Balkans is not the only or the most corrupt region worldwide, but corrupt habits and structures are quite entrenched,” Cornelia Abel, programme co-ordinator for Southeastern Europe at Transparency International, told SETimes.

Abel cited the drastic changes in the social-political system and lack of political will to strengthen institutions, as well as rule of law, as major contributing factors.

“[They] resulted in the lack of reforms or their very slow implementation, which was largely if not fully driven by the aim to join the EU and improve economic opportunities,” Abel said.

Other factors include international sanctions against Serbia in the late 1990s, which further paved the way for organised crime and corruption to flourish, she added.

“Kosovo faces significant corruption, including high-level political corruption as well as the low-level ‘bribes-for-small-money’ variety in the daily functioning of society,” Armend Mazreku, researcher at the Kosovo NGO FOL (Speak up), told SETimes.

FOL published a report in mid-May on corruption in Kosovo for the first three months of 2012.

“It is not only damaging economic development, but also the state-building processes, democratisation and the establishment of qualitative governance which serves the general wellbeing of the citizens,” Mazreku said.

“Reform is needed — to be fair it has partially been accomplished — but there is a need for accountability of public officials balanced by the need for less political interference in the specific decisions regarding contracts,” George Mills, EULEX anti-corruption expert in Kosovo, told SETimes.

But Merita Mustafa of the Kosovo Democratic Institute argues corruption’s roots are in politics, which makes efforts to confront the issue — including in businesses that finance it — an impossible task.

“Politicians’ involvement in corruption makes it impossible for them to undertake the necessary actions to fight this phenomenon, because they would have to fight themselves,” Mustafa told SETimes.

Ramadan Ilazi, co-founder of FOL, said corruption in Kosovo is unfortunately transforming into an acceptable culture of governance and of interaction between citizens and institutions.

Bosnia Takes Another Small Step in Motorway Construction

The government of the Federation, one of Bosnia and Herzegovina’s two Entities, has signed an agreement worth 115 million euros with a Turkish company to build five kilometres of motorway, a seventieth of the total projected motorway network.

The Turkish company Cengiz Insaat Sanayi ve Ticaret will build five kilometres of Corridor 5c, the projected Bosnia and Herzegovina motorway network, according to an agreement signed by company director Kemal Unluer on May 21 in Sarajevo. The agreement is with the Federation Motorway public corporation.

The motorway section will include the 2,800 metre Suhodol Tunnel, the 400-metre Tarcin Tunnel, the 90-metere Bijela Bridge and the Tarcin bypass.

Work should be completed within 28 months. The Bosnian company Euroasfalt will also take part in the construction work. The project’s 115 million-euro funding has been provided by the European Bank for Reconstruction and Development.

The five kilometres from Suhodol to Tarcin, going south from Sarajevo, is part of a 20 kilometre section that will start to connect Sarajevo to Tarcin and Konjic before continuing to Mostar and the Adriatic coast.

But the overall project has proceeded at a snail’s pace, with only a small amount of the 340 kilometres projected just for the Federation constructed so far.

Motorway construction on Corridor 5 started in 1998. The object is to connect the Bosnian network to the Corridor 5 that runs from Venice, Italy, through Trieste, Ljubljana in Slovenia, Budapest in Hungary and on to the Ukrainian capital of Kiev.

Currently there is only around 70 kilometres of motorway in the whole of Bosnia and Herzegovina.

So far, around 40 kilometres has been built from Sarajevo to the mid-Bosnia town of Kakanj while the construction of a tunnel near Zenica, further to the north, is ongoing.

In the other Entity, Republika Srpska, the motorway from Banja Luka, the biggest town in the northwest of Bosnia, runs around 30 kilometres to Gradiska near the border with Croatia.

Although international funding has already been secured, construction has been slow due to problems involving bureaucracy, land expropriation, construction company bankruptcies and disputes over the motorway route.

The current Federation government has promised to push motorway construction for another 80 kilometres by the end of its mandate in the autumn of 2014.

Around half a billion euros are available for construction work, according to the Bosnia and Herzegovina Transport and Communications Ministry, but progress until now suggests that completing the promised construction within the timeframe is unlikely.http://www.balkaninsight.com/en/article/bosnia-s-tiny-step-forward-in-its-motorway-construction

BELGRADE — The winner of the Serbian presidential election Tomislav Nikolić thanked the citizens who brought him victory in the second round of voting.

“I wish to thank the people of Serbia who voted for me and those who voted for my opponent,” the SNS party leader stated, adding the election had gone by “magnificently, in a Serbian way, which is the proper way.”

Serbia “will not stray from the European path”, and “will not abandon its people in Kosovo and Metohija either”, the country’s new leader said in his first public address after the polls closed in the presidential runoff on Sunday.

“This is the height of my political career and the happiest day in my life,” Nikolić said.

“I don’t wish for anyone to face the sort of campaign that I and my party had to face in this period. I wish to assure you that Serbia can be a modern, normal country,” he said in his address, and added:

“I bear no grudge against anyone, I will cooperate with everyone. I have been in a position to congratulate others on several occasions, I expect others to congratulate me now, and I expect to start carrying out the difficult task that I have taken over this evening.”

“Serbia must develop its economy. The things I pointed out during the campaign must be improved. We have to free ourselves of poverty. We must free ourselves of the low birth rates, bribery, corruption and have friends all over the world,” he noted, adding that Serbia “must get rid of partisan oligarchy”.

Nikolić, who during the campaign prepared his resignation as SNS president in anticipation of his presidential election victory, pointed out that he wished to be the president of all Serbian citizens, those who voted for him and those who voted for his opponent:

“I no longer belong to any political parties. I know better than anyone what kind of people politicians are.”

Nikolić was for many years a top official of the Serb Radical Party (SRS), but in 2008 formed his own - the SNS - as an offshoot of the SRS.

The 60-year-old was born in the town of Kragujevac, central Serbia. He is married and a father of two.

Nikolić’s rival, Democratic Party (DS) leader Boris Tadić conceded defeat and congratulated Nikolić on his victory, and noted that while his party will on Monday start negotiations to form the country’s new government, he “certainly will not be the new prime minister”.

Meanwhile, SNS voters and party activists have began celebrations in the streets of several Serbian towns.

Albanian guerrilla leaders issue warnings

Former paramilitary organisations have used the recent arrests of Albanians in the region to warn countries of possible retaliation.

Commanders of the Albanian paramilitary organisation Presevo, Medvedja and Bujanovac Liberation Army (UCPMB) in Kosovo in 2000.

Former Albanian paramilitaries issued warnings they will re-group if arrests of Albanians in the region continue, triggering speculation that they may undertake activities in response to the arrests.

Eight Albanians were arrested in Serbia on May 4th on war crimes charges as well as illegal possession of weapons, in addition to 20 others in Macedonia in connection with the murder of five Macedonian civilians near Skopje in April.

“Two hands for a head, we say. There is no other option,” Jonuz Musliu, former political chief of the Liberation Army of Presevo, Medvedja and Bujanovac (UCPMB), told SETimes.

Musliu said a peaceful solution is preferable, but there is no will in Belgrade for one. “[Belgrade] remains the same and seeks to resolve problems with the use of force.”

Albanian leaders in the Presevo Valley said their biggest concern is the warning by Interior Minister Ivica Dacic that the police actions will continue.

“The latest arrest was a message by the Serbian government that each Albanian in Presevo Valley is a potential terrorist and subject to arrest,” Bujanovac Mayor Shaip Kamberi told SETimes.

Kamberi said Serbia’s goal is to destabilise the region, spread fear to make Albanians migrate and thus cause demographic changes that way.

But Vladimir Vukcevic, head of Serbia’s war crimes prosecution, explained that authorities have been investigating war crimes against civilians in the Presevo Valley committed in 2001.

“The arrests were part of an ongoing investigation,” Vukcevic said.

In Macedonia, Xhezair “Commandant Hoxha” Shaqiri of the National Liberation Army (UCK) — an offshoot of the Kosovo Liberation Army — said the organisation’s former commanders met to consider re-mobilising the troops “in case the provocations continue.”

Macedonian analysts said the two sets of arrests should not be put in the same basket, and doing so betrays an agenda to involve Macedonia in Kosovo-Serbia relations by both countries.

“The problem that fuels the situation is the unsolved status of northern Kosovo. It appears there are attempts to maintain control over Kosovo by destabilising the region. We hear louder calls for Greater Albania or Greater Kosovo from extremist groups,” Pavle Trajanov, former internal affairs minister, told SETimes.

Trajanov added that Macedonia is showing it has the political and security capacity to maintain stability, but must continue to invest in good relations with its neighbours.

There is no reason to think the former Albanian guerrillas will regroup in the two countries solely on account of the most recent events, according to Valbona Zeneli, national security professor at the George C. Marshall European Centre for Security Studies in Garmisch-Partenkirchen.

“True, these kinds of events risk fuelling the situation. Any eventual escalation of tensions threatens the security and the peace in the region; damages the need for a normal relationship between Serbia and Kosovo; negatively affects the continuation of technical talks and, more importantly, the implementation of the recent achieved agreements,” Zeneli told SETimes.

Zeneli said the Albanians in Macedonia should be a factor of stability and their political structures acted wisely in condemning the murders of the five civilians and in committing to bring perpetrators to justice, regardless of ethnicity.

Oko 10.000 Albanaca protestovalo protiv hapšenja svojih sunarodnika koji su osumnjičeni za petostruku ubistvo kod Skoplja. Uz parole “Alah je jedan, alah je veliki”,”Policajci ubice” i “Ko se ne pridruži izdajnik” prošetali ulicama Skoplja. Nekoliko manjih incidenata.

Grupa albanskih demonstranata zasula policiju kamenicama tokom protesta protiv hapšenja navodnih radikalnih islamista u akciji “Monstrum”, što je bio i jedni incident tokom sat vremena dugog protesta protiv hapšenja u okviru akcije “Monstrum”.

 

Protest Albanaca u Skoplju

Na početku skupa, u skopskom Bit Pazaru okupilo se jedva nekoliko stotina ljudi, ali je, prema polijskim podacima, sat vremena kasnije na ulicama Skoplja bilo skoro 10.000 ljudi.

Demonstranti su pred zgradom vlade Makedonije uzvikivali „Alah je jedan, Alah je veliki”, “Policajci ubice” i “Ko se ne pridruži izdajnik”, i traže da se oslobode njihovi sunarodnici koji su uhapšeni zbog sumnje da su izvršili petostruko ubistvo na Smiljkovskom jezeru kod Skoplja.

Demonstranti su gađali kamenjem zgradu vlade i polomili nekoliko prozora. Posle skupa, grupa demonstranata zasula je kamenicama zgradu opštine Čair.

Policija je saopštila da je u blizini zgrade vlade Makedonije oštećeno jedno putničko vozilo, dok je na zgradi opštine Čair polupano nekoliko prozora.

 

Ispred Krivičnog suda, gde su demonstranti prošli, nalazile su se jake snage policije.

Protest pod nazivom “Stop montiranim slučajevima” počeo je posle molitve u džamiji.

Grupa se organizovala preko društvene mreže “Fejsbuk” i oni traže da se oslobode uhapšeni u akciji “Monstrum” sa izgovorom da su Albanci muslimani, ali da nisu kriminalci i teroristi.

Okupljeni građani tvrde da je u policijskoj akciji privedeno 70 ljudi i da su oni bili maltretirani u policijskim stanicama.

Demonstranti su prethodno blokirali ulicu ispred džamije Jaja Paša.

  Stop a scandali e degrado

BARI - Ha promosso a capo dell’ufficio tecnico il dirigente di riferimento, anzi “lo scrivano” dell’azienda come lo definisce la Finanza. Ha chiesto e ottenuto l’assunzione di uno suo uomo. Verhandlungen über eine neue Balkan Airline?!

Montenegro Airlines, Adria, Croatia Airlines und JAT kommen morgen in Montenegro zusammen, um gemeinsame Maßnahmen zur Kostenreduzierung zu besprechen. Eine gemeinsame Airline für Bosnien, Mazedonien und den Kosovo sowie ein Zusammenschluss von Adria und Croatia Airlines stehen zur Debatte.

Hohe Treibstoffkosten und relativ kleine Märkte sowie die Konkurrenz durch Lowcost-Airlines setzen den ost- und südosteuropäischen Nationalcarriern mehr und mehr zu. Im Rahmen einer neuen Strategie versuchen nun vier verschuldete ex-jugoslawische Fluggesellschaften durch eine besonders enge Zusammenarbeit dem Schicksal, das im Februar bereits Malev ereilte, zu entgehen.

Anlässlich eines morgigen Treffens in Montenegro werden Croatia Airlines, Montenegro Airlines, die serbische JAT sowie Adria aus Slowenien nun mögliche gemeinsame Maßnahmen zur Kostenreduktion diskutieren. Innerhalb der nächsten fünf bis acht Jahre wäre ein Zusammenschluss zu einer gemeinsamen Airline für Bosnien, Mazedonien und den Kosovo wünschenswert, wenn auch, so der Geschäftsführer von JAT, leider wenig realistisch, sofern die Fluggesellschaften nicht von einer ausländischen Airline gekauft würden. Die serbische Regierung sucht schon seit geraumer Zeit nach einem Investor für JAT, auch Adria hält nach einem Käufer Ausschau.

Ambasadori i OSBE në Tiranë, Eugen Wolfarth, i ka thyer të gjitha rekordet në qëndrimet e tij publike pro qeverisë, për të gjitha çështjet e diskutuara që prekin kornizën demokratike të vendit, për të cilat OSBE është vendosur këtu në vitin 1997, kur Berisha në përpjekje për të mbrojtur pushtetin, rrënoi gjithë shtetin shqiptar. Dy nga çështjet më të rëndësishme, për të cilat OSBE justifikon faturën e shpenzimeve dhe rrogave në Shqipëri, janë zgjedhjet e lira dhe demokratike dhe liria e shtypit.

Ambasadori i OSBE në Tiranë është diplomati me profil më të ulët publik që ka pasur ndonjë herë OSBE në këtë vend, dhe ndoshta zyrtari që ka shmangur me vetëdije nga axhenda e punës së tij misionin e OSBE në Shqipëri. Qyshkurse ai ka ardhur në Shqipëri, imazhi i tij i vetëm publik është një fytyrë e skuqur nga kënaqësia pas çdo takimi dhe deklaratat e tij të papërgjegjshme politike pro qeverisë, që shpesh herë po qe se ky diplomat do të merrej seriozisht, mund të kishin shkaktuar dhe trazira në vend. Ky është diplomati që deklaroi se kishte mbyllur çështjen e 21 Janarit, kur hetimet ende nuk kishin përfunduar nga vetë SHBA, që është sponsori kryesor i OSBE dhe e ka atë mekanizmin kryesor të ndikimit mbi demokracitë e reja në Lindje. Pas ekspertizës së SHBA, kur u mësua se Komandanti i Gardës ka vrarë së paku një qytetar dhe dyshohet për një të dytë, dhe rojet e sigurisë kanë vrarë dhe dy të tjerë, ky diplomat, jo vetëm që nuk kërkoi ndjesë për deklaratën e tij, por vazhdonte të relativizonte procesin e mospërfilljes së drejtësisë nga qeveria, sikur të ishte një debat politik dhe jo një çështje kruciale për ndarjen e pushteteve në Shqipëri. Ai heshti për zgjedhjet e 8 Majit në Tiranë, ndryshe nga diplomatë të tjerë, dhe puna e vetme që bëri si përfaqësues i OSBE ishte të vraponte i pari në zyrën e Lulëzim Bashës fill pas therjes së dashit. Rutina e tij e punës së përditshme në Tiranë është të vrapojë nëpër institucione ku ka aplikime për fonde dhe e ka kthyer misionin e OSBE në Shqipëri në një OJQ, e cila u merr nga duart OJQ-ve shqiptare dhe ato pak fonde që kanë mbetur në këtë vend për shoqërinë civile. Në mënyrë të papërgjegjshme ky ambasador shikohet të shëtisë nëpër panaire ushqimore dhe vende turistike, ndërkohë që nuk ka ardhur në Shqipëri për cilësinë e birrës Korça, por për cilësinë apo problemet e gazetës Panorama apo News 24, që kanë të njëjtin pronar me birrën Korça. Nuk do të çuditesha aspak të shikoja ambasadorin përkrah Hysenbelliut në redaksitë e tij, por jo nëpër punishtet apo fabrikat e tij.

Ky ambasador, i cili gjendet në Shqipëri në periudhën më putiniste të këtij vendi, kur media është tërësisht nën ndikimin e pushtetit dhe asfiksuar prej tij, jo vetëm që nuk ka ngritur qoftë dhe një herë zërin për standardin ku ka rënë liria e shtypit në Shqipëri, por i është bërë patericë qeverisë kundër saj në disa raste. Ai dhe kur shfaqet në media, gjen mediat më fanatike proqeveritare për tu bërë palë me to dhe për të dhënë mesazhet e tij shpesh qesharake.

Shqipëria po aplikon gjyqe drakoniane ndaj gazetareve, duke i dënuar ata shpesh me pagën e 90 viteve punë, dhe ky diplomat nuk e ka ngritur zërin asnjëherë. Ambasadori i SHBA, Arvizu, edhe pse është ambasador i një vendi të madh si SHBA, që ka dhjetëra probleme me Shqipërinë dhe një miqësi të konsoliduar, ka gjetur mundësinë të flasë për gjyqet e gazetareve apo për zgjedhjet e 8 Majit, ashtu siç ka gjetur kohë të vizitojë dhe Berishën e Bashën. Ambasadori i BE, po ashtu ka një gjuhë më të rrumbullakosur ndaj problemeve të pushtetit me median. Kurse për ambasadorin e OSBE thua se nuk ekziston asnjë problem dhe ai të duket dita- ditës se po plas nga kënaqësia për këto suksese në këtë vend.

Ky diplomat nuk ka bërë asnjë deklaratë për luftën e Berishës ndaj institucioneve, veçanërisht Presidentit dhe Kryeprokurores, nuk ka folur asnjëherë për cilësinë e gjykimeve politike të Gjykatës së Lartë për zyrtarët e lartë, nuk ka ngritur asnjëherë zërin për pandëshkueshmërinë e zyrtarëve të lartë, nuk ka dalë asnjëherë në mbrojtje të shtypit kritik me qeverinë, edhe pse organizatat botërore të lirisë së shtypit çdo vit e zbresin Shqipërinë me dy- tri shkallë nga renditja. Shumë shqiptarë janë të mllefosur me të pasi mendojnë se ai njeri është thjesht një nga zyrtarët palë me qeverinë shqiptare dhe i korruptuar si shumica e tyre. Dikush thotë e ka ushtar Genc Pollo, e dikush Sali Berisha. Unë nuk mendoj kështu. Mendoj pak më keq për këtë dështak. Ky është një standard i ulët diplomati, që as nuk e paguajnë për t’u shërbyer. Është inferior, i paaftë, dhe vullnetar i bindur i pushtetit. Si i tillë ai fyen rëndë misionin e OSBE në Tiranë dhe i jep OSBE dhe ODIHR ngarkesa negative në opinionin shqiptar, duke e keqkatandisur kreun e saj në një nëpunës të paaftë të Berishës. Ai mund të qëndrojë këtu sa të dojë, por sa më shpejt ta ndërrojë OSBE, aq më shpejt do të shpëtojë fytyrën e saj në një vend, ku simboli i saj ngjan me një sarahosh drekash e darkash, që ngatërron kënaqësinë e tyre me vlerat e deformuara të demokracisë në këtë vend.

Së fundmi e pamë sërish të dilte në krah të qeverisë për të justifikuar dështimin e reformës zgjedhore, mos kontrollin elektronik të kartave dhe mos numërimin elektronik të votave. Por nëse i heqim këto dy elementë, përse duhet të quhet reformë zgjedhore muhabeti tremujor i Damianit me Oertin, pasi vetëm këto dy gjëra ishin të reja? Përse presim kot datën 24 nëse nuk miratohen dy elementët reformues të Kodit Zgjedhor? Reforma nuk bëhet për të korrigjuar gabimet ortografike të ligjit të parë, por për ndryshime cilësore në të, dhe nëse diplomati i OSBE bëhet palë me Berishën kundër këtyre ndryshimeve, atëherë ç’kuptim ka të flasim për dështim të reformës zgjedhore. Duhet ta flasim thjesht për zgjedhje me kodin e vjetër zgjedhor.

Ky diplomat e ka ndërtuar vetë dita- ditës profilin e tij të ulët në publik, herë naiv e herë të neveritshëm, herë gazmor e herë të rrezikshëm, por asnjëherë nuk na ka lënë të kuptojmë se është një përfaqësues i OSBE në Tiranë. Imazhi i shqiptarëve për OSBE është shumë më i fortë se vetë ndërgjegjësimi që ka ambasadori Wolfarth për këtë mision. OSBE lidhet në kujtesën e shqiptarëve me institucionin e parë që hyri si dallëndyshe demokracie në këtë vend qysh në vitin 1991, dhe si shpëtimtare në vitin 1997, dhe kurrë nuk mund ta ngatërrojnë me profilin banal të atij që i ka ngelur në dorë në vitin 2012, pikërisht atëherë kur demokracia në këtë vend po vihet në pikëpyetje nga ato sëmundje që OSBE shëron kudo në botë. Ky mision ka pasur në Shqipëri diplomatë të shkëlqyer si ambasadori Ahrens apo ambasadori Liponnen, të cilët janë burra të denjë shtetesh. Një profil kaq të ulët nuk ka pasur kurrë. Ne nuk na bën dot më dëm duke ndihmuar Berishën. Aq dëm na bën çdo bodigard i tij. Ai i bën dëm vetëm OSBE dhe imazhit të saj. Është mirë që ata të mendojnë për veten e tyre se ne mendojmë vetë për të ardhmen tonë. Nuk e shkëmbyem ëndrrën tonë për liri dhe demokraci me një pjatë qofte si ky diplomat.

Der Schlüssel in der Wahlrechts Kommission ist auf Regierungseite Aurel Bylykbashi, der ein Nachrücker Abgeordneter ist, aber in Wirklichkeit direkt zur Familie des Salih Berisha gehört und in schwerste Betrügereien, Geldwäsche, Grundräubereien mit prominenten Verbrecher Clans verwickelt ist, wie es Kultur ist schon bei Politikern. u.a. in der Currila bei Durres und komplette Abholz Aktionen und illegales Bauen auch von vielen Lokalen auf den Öffentlichen Stränden zu verantworten hat. Kurz gesagt, wird Alles gezielt sabotiert, weil man keine Gesetze akzeptiert nur billigsten Betrug und Räubereien. Der Hafen in Durres, ist total unter Kontrolle dieser Politischen Mafia Banden und man importiert direkt Zollfrei mit Begleitschutz einfach Alles, wobei Monopole aufgebaut werden u.a. in Einrichtung und Zubehör für Bars und Lokale, mit den entsprechenden Orgien des Baues illegaler Lokale, durch Ortsfremde Banden auf den Öffentlichen Stränden von Durres. Deshalb gegen die Steuereinnahmen auch stark zurück, weil solche Familien machen was sie wollen und sich über jedes Gesetz stellen.

Tirana, October 28, 2003 - The U.S. ambassador warned Albanian crime lords on Monday that the international community was hunting them down and urged Albania to continue to pursue them because crime would harm its bid to join the West.

Albania became a key smuggling route for drugs, people and guns into Western Europe after the fall of communism and its weak and corrupt judiciary is often accused of letting criminals go free.

‘’Crime is still destroying your country and challenging its ability to enter Western bodies,’’ Ambassador James Jeffrey said in a speech to trainee judges in a seminar on people trafficking, NBC reported.

‘’We also have a message for the crime lords: We know or will soon learn who you are. My government, our European partners and the Albanians, are after you,’’ Jeffrey said.

Albania has been rocked recently by several murders of top businessmen, which have not been solved, and the gunning down of the chief prosecutor’s driver, in what is believed to be a warning by crime organisations to their investigators.

EU threatens to stop talks on accord with Albania

Die USA und deren Verbündete werden alles tun, um echte Demokratie in der arabischen Welt zu verhindern. Der Grund ist simpel: Überall in der Region glaubt die Mehrheit der Bevölkerung, dass die USA die größte Bedrohung für ihre Interessen sind. Die Opposition gegen die US-Politik ist so enorm, dass eine beträchtliche Mehrheit sogar der Meinung ist, die Region wäre sicherer, wenn der Iran im Besitz von Atomwaffen wäre. Im wichtigsten Land - Ägypten - glauben dies 80 Prozent. In anderen Ländern lassen sich ähnliche Zahlen finden. Nur Wenige in der Region sehen im Iran eine Bedrohung - rund 10 Prozent. Es ist offensichtlich, dass die USA und deren Verbündete keine Regierungen wollen, die auf den Willen des Volkes hören, denn falls dies geschieht, werden die USA nicht nur die Kontrolle über diese Region verlieren sondern auch hinausbefördert werden. Thaci Laments EU’s ‘Coldness’ Towards Kosovo

 

Prime Minister says Brussels is not responding with much enthusiasm to Kosovo’s attempts to expedite its path of integration towards the EU.

Kosovo’s Prime Minister, Hashim Thaci, has complained about Brussels’ approach towards the country’s European Union aspirations, saying that Kosovo is not being judged by the same standards used with other countries in the region.

Speaking on Monday, Thaci said that EU delays and the non-recognition of the country by five EU member states - Spain, Romania, Greece, Slovakia and Cyprus - were not justifiable.

“The delays by Brussels are unjustifiable,” he said. “Kosovo is not asking for a privileged treatment or for an accelerated processes [of EU integration]. We simply ask for equal treatment to the rest of the Western Balkans countries,” Thaci said.

On March 27 the EU launched a study to determine whether Kosovo is ready to sign a Stabilization and Association Agreement, the first step on the long road to Brussels.

The study will make an inventory of where Kosovo stands in terms of its political, economic and legal environment, and will assess what Kosovo needs to achieve to negotiate and implement an SAA.

Thaci on Monday handed ministers a set of 450 questions from the EU for the Feasibility Study. He asked them to answer the questions by May 21, so they can be handed over to the European Commission by June 8.

Kosovo declared independence from Serbia in 2008 and has been recognised by 89 countries, including the US and 22 EU member states.

Thaci said that since the country declared independence, Kosovo had worked hard to approach European structures but “unfortunately the response of Brussels was cold and the processes have been lengthy.

“The EU should not tolerate any black holes in the European continent. The principle of freedom of movement is an asset upon which the EU has been built, and we are not asking for anything other than the free movement of people, goods and ideas and equal treatment,” he said.

All Western Balkans countries, except Kosovo, have been granted visa-free travel to the EU. But when launching the EU-Kosovo visa-liberalization dialogue, Enlargement Commissioner Stephan Fuele said that the success of the process depended on Kosovo’s performance in the areas of trade, reform of public administration, rule of law, and the integrations of the Serbian minority in the north.

The European Commission will send  a team to Pristina on June 18 on a fact-finding mission to verify the answers it received from the questionnaire it handed to Kosovo.

A damning report alleging Kosovo’s Prime Minister was a mafia kingpin linked to organised crime and organ trafficking , has received the unanimous backing of The Council of Europe’s Legal Affairs Committee. Western nations are also accused in the document of knowing about the alleged activities of Hashim Thaci. But it’s only now that the EU-backed police force in Kosovo says it’s ready to look into the claims.

Në nëntë vitet e fundit, fuqia e përgjithshme e instaluar në Shqipëri është rritur në vlerë pothuaj zero. Qindra koncesione, por pothuaj asnjë burim i ri energjitik. Paaftësia në menaxhim dhe mungesa e strategjive për të nesërmen, e ka futur vendin në një spirale krize energjitike të cilës nuk i shihet fundi. Vetëm kryeministri shpreson të jetë ëndërr kafshimi i krizës dhe flet për ëndrra në një Shqipëri të begatë si Norvegjia. Gjithë shifrat që përgënjeshtrojnë optimizmin pa bazë

 

 

 

 

 

 

 

 

Herë Gjermani kur flitet për qëndrueshmërinë ekonomike, herë Kinë kur flitet për urbanizimin dhe herë Norvegji kur bëhet fjalë për energjitikën. Kryeministri i vendit Sali Berisha i ka shumë për zemër krahasimet. Përdor shifrat në një kontekst të caktuar për të fshehur një realitet të caktuar që është shumë herë më i zymtë dhe pesimist se realiteti virtual që ai kërkon të ndërtojë për shqiptarët me fjalimet e përditshme. Javën e shpërthimit të skandalit për pezullimin  e ndërtimit të linjës së interkonjeksionit me Kosovën, zoti Berisha përdori pikërisht Norvegjinë për të krahasuar potencialet shqiptare në energjitikë, duke thënë se vendi është “…vetëm në agun e shfrytëzimit të potencialeve të saj të mëdha”. Një agim që në fakt është vetëm muzg. Referuar të njëjtit realitet. “Në 4-5 vitet e fundit, qeveria ka firmosur me sektorin privat 120 kontrata koncesionesh, për ndërtimin e 320 hidrocentraleve. …këtë vit hapet tenderi për kaskadën e Devollit, i cili është investim prej 1 miliardë euro. Po këtë vit janë në treg kaskada e Osumit dhe do të jetë edhe ajo e Vjosës që është padyshim një nga kaskadat më të mira të rajonit. Shqipëria në vetvete është një Norvegji e vogël në Ballkan…”. Por përtej asaj që thuhet, shifrat demontojnë optimizmin fals të kryeministrit. Së paku vetëm një e tillë është lebetitëse: në nëntë vjetët e fundit, nga viti 2003, fuqia e përgjithshme e instaluar në vend, është rritur me vetëm 29 MW. Më qartësisht, ishte 1446 MW dhe është bërë 1475 MW, ose një përqindje fare e papërfillshme në krahasim me totalin dhe nevojën reale. Dhe nëse në të tilla shifra ndahet lehtësisht e vërteta nga propaganda, shifra të tjera e bëjnë ulëritëse krizën që vetëm qeveria nuk do ta shohë. Nga fuqia e përgjithshme e instaluar, shfrytëzohet vetëm 36 për qind e saj. Eshtë njëlloj sikur vendi të ketë vetëm një të tretën e hidrocentraleve që ka në punë.

 

Cila është e vërteta e hidhur?

Politika ka ngritur akuza se rrënimi i energjitikës në vend, është bërë jo vetëm nga padija, por edhe nga mbështetja që i jepet importit të energjisë nga rajoni – në fund të fillit, janë kompani serbe që përfitojnë – në vend që të fuqizohet prodhimi vendas. Opozita është direkte kur përmend lidhje gati mafioze të njerëzve të kryeministrit me këtë treg importi, kurse vetë kryeministri, me po të njëjtin fjalor, konsideron si mafiozë deri dhe donatorë të huaj, si KFW-ja gjermane që mbulon financiarisht projektin e interkonjeksionit me Kosovën. Konflikti kësaj rradhe që e sheh edhe Berlinin si të pushtuar nga Mafia, megjithatë, pasojat i ka në aksin Tiranë-Prishtinë, secila prej tyre e varur nga importi i energjisë serbe. Diversititeti i rrugëve të furnizimit me energji i vendit, ngjan të jetë i huaj për fjalorin e qeverisë, sa kohë ajo nuk mbetet vetëm propagandë.

Çfarë ka bërë qeveria deri në këtë vit të shtatë të mandatit të saj? Përveç fjalëve, veprat flasin ndryshe, në rastin më të mirë, për paaftësi të saj. Në vitet 2002-2005, ekspertët shqiptarë dhe të huaj, të mbështetur nga donatorë të huaj, përpiluan Strategjinë Kombëtare të Energjitikës. Ndryshimi i ngjyrës në qeverisje bëri që kjo strategji “socialiste” të hidhej poshtë dhe të kërkohej rishikimi i saj. Vetë zoti Berisha, në vitin 2006, u vu në qendër të një miniskandali, kur duke pretenduar rishkrimin e strategjisë për energjinë, lexoi të njëjtin fjalim që kishte lexuar vite më parë paraardhësi i tij Fatos Nano. Një fjalim që lëvdonte pikërisht atë çfarë shante kryeministri i ri. Megjithatë, në vitet pasardhës, 2007-2008, u përgatit një dokument i ri për energjinë. Ky dokument, më së shumti u kritikua si i politizuar dhe aspak realist nga donatorët dhe vetë qeveria hoqi dorë në heshtje prej tij dhe nuk arriti ta aprovojë dhe ta kthejë në dokument zyrtar.

BE i ka kërkuar zyrtarisht Shqipërisë, si dhe vendeve të tjera të rajonit, përgatitjen e Planit Kombëtar të Eficensës së Energjisë. Ky plan, me ndihmën financiare të USAID-it, u përgatit në shtator 2009, por qeveria e miratoi vetëm dy vjet më pas, në shtator 2011. Një miratim krejt formal duke pasur parasysh faktin se që atëherë, në buxhetin e shtetit nuk është parashikuar asnjë fond për zbatimin e tij.

Pa ditur se nga është nisur dhe pa pasur asnjë plan realist se ku do të shkohet, problemi i energjitikës në vend po shkon drejt kolapsit të plotë. Situata në katër vitet e fundit, dëshmon se bilanci i energjisë elektrike është bërë tërësisht negativ duke e shndërruar vendin në një importues gjithmonë e më të madh të energjisë.

Dhe nuk mbaron këtu, sepse të paktën që nga maji i vitit të kaluar, edhe ata hidrocentrale të dhënë me koncesion nga kjo qeveri dhe që kanë filluar prodhimin, nuk janë paguar për energjinë që i kanë shitur KESH. Nuk ka asnjë shifër zyrtare që të dëshmojë këtë borxh të grumbulluar, por shumica dërmuese e këtyre bizneseve, janë në prag falimentimi, në krizë likuiditetesh dhe në ngërç të plotë financiar me bankat që i kanë kredituar në ndërtimin e tyre. Të tjera koncesione as nuk kanë filluar ndërtimin e tyre.

 

Shqipëria virtuale, Shqipëria e vërtetë

Shqipëria është: “…një vend i pasur me burime të panumërta ujore, që e bëjnë prodhimin e energjisë ujore jashtëzakonisht të leverdishëm në kohë piku dhe e vendosur përballë një prej tregjeve më të uritura të Europës, si ai italian”, thotë kryeministri. Një pohim i vërtetë, por vetëm në letër dhe në shpresa të largëta. Potenciali energjitik i Shqipërisë deri më tani, është shfrytëzuar vetëm në gjysmën e tij.

Eficenca e shfryëtzimit të burimeve ekzistuese energjitike është e mjerë. Ka një matës konkret që e dëshmon atë. Sipas raportit zyrtar të ERE-s, koeficienti i përdorimit të ujit për prodhimin e energjisë është në nivele të frikshme. Gjatë vitit 2011, është përdorur 1.47 metra kub ujë për çdo KËH të prodhuar. Një krahasim me vitet paraardhës dëshmon dhe njëherë se performanca e KESH ka qenë jashtëzakonisht e keqe. Edhe pse në vitin 2008 ka kapur rekord në mirëmenaxhim duke kapur të anasjelltën e këtij rekordi në vitin 2011. Kështu, në vitin 2003, kur qeverisnin socialistët dhe drejtor i KESH ishte Andis Harasani, sot deputet i PS-së, ky raport ka qenë 1.17 metra kub ujë për çdo KWH orë të prodhuar, në vitin 2004 ishte 1.43, në 2005-ën zbriti sërish në 1.25, 1.18 në vitin pasardhës, 1.4 në 2007-ën, 1.04 në 2008-ën, 1.19 në 2009-ën dhe 1.2 në 2010-ën. Parashikimet për vitin 2012, duke nisur dhe nga niveli aktual i basenit të Fierzës janë të errëta dhe ky raport, do të rritet edhe më tej.

 

Pa ditur ku shkohet

Nevojitet energji, po për çfarë përdoret sot ajo në Shqipëri? Grafiqet e konsumit të energjisë elektrike dëshmojnë se ka një kërkesë në rritje për energji që shërben për ngrohje banesash, për gatim. Madje kjo kërkesë është më e madhe edhe sesa ajo që vjen nga nevoja për prodhim dhe shënon një nevojë prej 6 për qind më shumë në vitet pasardhës. 74 për qind e energjisë konsumohet nga familjarë – ata që përbëjnë fashën e konsumit deri në 300 KWH në muaj, janë 69 për qind e gjithë këtyre konsumatorëve. Piku i konsumit realizohet në muajt e ftohtë të dimrit, shenja që dëshmon se energjia përdoret kryesisht për ngrohje, shkon deri në 22-29 milion KWH në ditë.

Nuk ka vetëm një arsye se pse Shqipëria ka një eficencë shumë të ulët të përdorimit të energjisë. Moszbatimi i ligjit ekzistues i prillit 2005 për këtë qëllim, mungesa e auditimeve për konsumatorë të mesëm e të mëdhenj, mungesa e kodit energjitik të banesave e të tjerë, e bëjnë edhe të nesërmen të duket e zymtë.

 

Energjia, sa paguhet

Eshtë krijuar një situatë “kaçurrel”. Institucione shtetërore e publike dhe kompani të shumta kanë krijuar borxhe të mëdha nga mospagesat e tyre në arkën e CEZ-it, edhe vetë OST ka akumuluar borxhe të konsiderueshme – një shifër zyrtare mungon -  ndaj KESH-it, OST-së dhe palëve të treta në detyrim kontraktual me të. Vetë KESH ka hua shumë të mëdha ndaj bankave të nivelit të dytë që e kanë kredituar në blerje energjie dhe furnizuesve të saj me energji. Hallka e fundit, qytetari, është shpina ku derdhet gjithë pesha e krizës. Tarifat e energjisë për qytetarin kanë ardhur në rritje, edhe në rastet, kur energjia, si mall i kuotuar në bursë, ka pasur çmime në rënie. Tarifat për familjarët janë të ndarë në dy blloqe, janë 7.7 lekë dhe 13.5 lekë KWH për konsumin mbi 300 KWH në muaj.
