The Gynecology Clinic informed on Wednesday that a triplet of babies have died after a C-section delivery on Monday. The mother was admitted to the hospital with sharp abdominal pains and a burst amniotic sac.

Doctors opted for C-section delivery, even though the mother was in the 27th week of pregnancy, in order to prevent the cut of oxygen supply to the babies. Re-animation was attempted to all three babies, who were admitted for intensive neonatal care, but died on the following day.

Health Ministry informed that it has a committee to examine the case in detail and to see whether the mother and the babies were handled according to protocol. A similar committee was formed by the State Sanitary and Health inspection.

Macedonia’s Health Minister Arben Taravari who is in Amsterdam for 22 days has not issued a statement. Already seventeen years ago, the concerns of our security services about Albanian crime in the country had been expounded in an articulate report of the Investigative Anti-Mafia Directorate (DIA) entitled “The Albanian Hazard.” At that time there was talk of gangs but also of “clans that had a mafioso character” and it was shown that they had taken root in territories left behind by Italian crime. It also warned of “signals that bring us to believe that Albanians are beginning to occupy spaces even in the strongholds of organized Italian crime.” Likewise, in the specific chapter on narcotics, in a section of “conclusions,” the report spoke of an “evolution towards genuinely mafioso models of Albanian criminal organizations involved in drug trafficking” with the consequence of making police activities in general more difficult.

In short, the weakening of the clan and family affiliations, always very strong in Albania, which characterized the first Albanian criminal cells settled in Apulian territory as the volume of “business” increased, was the signal that Albanian crime would evolve into more developed criminal organizational structures.

The analysis was definitely valid and today Albanian crime “turns out to be consolidated” in various Italian regions, starting from Puglia, a territory that “still represents a compulsory entry point for illegal traffic from Albania and the Balkan area in general. ” In this regard, the most recent DIA report of 2016 shows that there were 280 Albanians detained in the Italian prisons for mafia-type offenses such as drug and contraband trafficking, coming in second after the Romanians.

The experience gained in narcotics trafficking, in particular marijuana and heroin, has allowed Albanian criminal groups to become major providers of such drugs in relations with Italian organized crime. In some cases, they also managed to carry out the processing and refinement (in 2016, the police forces identified three laboratories, one in the province of Bergamo, one in Padua, and one in the province of Bari, destined for the refining of the narcotics).

The most recent Balkan drug operation of the police of Dubrovnik and the Guardia di Finanza of Como who, the investigations for which started in 2012, resulted in the seizure of one ton of marijuana in Catania, and the investigation of 60 people for international drug trafficking, including 37 Albanians.

The other area of criminal interest for Albanians, according to the DIA, is the exploitation of prostitution, which “continues to be accomplished through established schemes following the general tendency to autonomous management of the whole chain, without completely precluding cooperation with other groups or criminals, especially Romanians.” Numerous police operations have highlighted the trend toward more and more organized and “industrial” management of this phenomenon, which begins with direct recruitment in Albania by the same people that take care of the exploitation in Italy and continuing with the logistic predisposition to follow aggregation and control the activities of the women who are constantly “turned over” in various cities, with frequent displacement from city to city. There is frequent use of coercive and violent means to set “examples” and to suppress any “insubordinate” behavior.

This is on the whole a rather bleak picture destined to get worse due to an “evolution of the criminal policies of Albanians toward increasingly complex forms of crimes also with the collaboration of Italian criminals,” even in the arms and explosives trade.

Në 2 operacione të policisë, një në ujëra ndërkombëtarë pranë Leçes dhe një në Akërni të Vlorës, e sekuestruan mbi 1.3 ton drogë kanabis. Ndërkohë policia financiare italiane ka shpërndarë sot një deklaratë për shtypit me detaje të hollësishme mbi gomonen me drogë e nisur nga Shqipëria dhe e kapur në afërsi të brigjeve të provincës së Leçes. Sipas policisë italiane, marijuana e sekuestruar në det kishte një peshë totale 633, 85 kg e cila nëse do të hidhej në treg trafikantët do të përfitonin 6 milionë euro.

Në këtë deklatatë për shtyp Guardia di Financa italiane informon gjithashtu se prej fillimit të vitit 2017 janë sekuestruar përmes detit rreth 24 tonë marijuanë dhe se Policia Financiare e Puglias ka arrestuar 32 skafistë. Ndërkohë në të njëjtën periudhë të vitit 2016, janë sekuestruar rreth 22 tonë marijuanë.

Brindisi dhe Leçe janë dy qytete italianë që gjendet jo më larg se 100 km në vijë ajërore nga brigjet shqiptare. Ndërsa Guardia di Financa shprehet se se rreth 24 ton drogë janë sekuestruar në këtë hapsirë ku Italia kufizohet më Shqipërinë, çka supozon se shumica e drogës së kapur në këto brigje ka ardhur nga Shqipëria. Po ashtu, në raportet e DASH dhe Europol thuhet se vendi ynë mbetet një rrugë trafiku droge për vendet e tjera. Trafiku i drogës në drejtim të vendit fqinj, në Itali, është bërë shqetësues edhe për autoritet italiane edhe për këtë vit. Këto të fundit, në disa deklarata kanë bërë të ditur se shumica e drogës që është kapur në Itali ka prejardhjen nga Shqipëria.

Sasia më e madhe e kapur është ajo prej 8 ton kanabis, e cila u kap në Itali. Kjo sasi e madhe droge u bllokua nga Guardia di Finanza në zonën e Venezias, Itali në një kamion në muajin shkurt. Ndërsa muaji qershor e ndjek me 6 ton drogë të sekuestruar që vinte nga Shqipëria drejt brigjeve italiane. Kujtojmë këtu edhe rastin e arrestimit të doganierëve të portit të Durrësit të cilët lejuan kalimin e afërsisht 10 ton drogë nga vendi ynë për në brigjet Italiane.

Shifra të tillë tregojnë se droga e ardhur nga Shqipëria është duke përmbytur brigjet italiane me tonalata. Një tablo kjo që, perpos raporteve ndërkombëtare për kanabisin apo sasive të kapura, refuzohet të pranohet nga autoritetet dhe qeveria shqiptare. Kjo e fundit, me në krye kryeministrin Rama kanë dhënë zotimin se brenda këtij viti do të mbyllet çështja e kanabisit, por ajo që mbetet faktike janë tonalatat e mëdha të drogës të trafikuara, që jo vetëm nuk po pakësohen, përkundrazi, kanë rritje nga viti i kaluar, sipas policisë italiane.

Në një situatë të tillë ku trafiku i kanabisit ka kapur shifra rekord, qeveria shqiptare jep deklarata naive duke u shprehur se nuk ka më sipërfaqe të mbjella me kanabis në vend, si dhe ky problem do të ketë marrë fund me mbylljen e këtij viti. Atëherë nga vjen kjo rritje e trafikut të kanabisit dhe nga dalin këto tonelata të kapura, kryesisht me Italinë, që e kanë kthyer Shqipërinë në kolumbinë e Europës?

Ndoshta zgjidhja e vetme që ka menduar për këtë çështje qeveria shqiptare dhe kryeministri Rama, është ajo e të quajturit kanabisin si një kulturë bujqësore dhe duke u mburruar për “boom-in” rritës që ka patur sektori i Bujqësisë./ Lapsi.al

Privatisierungsschwindel in Griechenland

Seit Jahrzehnten rollte über Europa eine Privatisierungswelle hinweg. Die hat viele Investoren, Banken und Beraterfirmen reich, aber nur wenige Bürger glücklich gemacht. Denn das große neoliberale Versprechen, privatisierte Versorgungsunternehmen könnten ihre Kunden billiger bedienen – mit Wasser, Strom, Verkehrsangeboten –, hat sich regelmäßig als Trug und oft genug auch als Lug erwiesen.
Die neueste Studie des Transnational Institute (TNI) über das Wirken der „Privatisierungsindustrie“ kommt zu dem Schluss, es gebe „keinen Beleg dafür, dass privatisierte Firmen effizienter arbeiten“. Dagegen habe die Privatisierungswelle die Lohnstruktur unterspült, die Arbeitsbedingungen verschlechtert und die Einkommensunterschiede vergrößert.(1)
Ein Sonderfall in Sachen Privatisierung ist Griechenland. Im Zuge der Schuldenkrise wird das Land von seinen Gläubigern gezwungen, möglichst viele öffentliche und halböffentlichen Unternehmen zu verkaufen oder zu verpachten – mit dem alleinigen Ziel, die staatliche Schuldenlast abzutragen.

Former high ranking SDS official Ljupcho Palevski was detained (kidnapped) by police this evening, allegedly on request by the SPO. However, the SPO mandate officially ended in July, thus any sort of request for arrest by the SPO is illegal.

Things become a bit more clearer if one takes into account who and more importantly what Palevski did during the past year and why this arrest by the SDS junta is not at all surprising.

Ljupco Palevski was former high ranking SDS official and close collaborator of Branko Crvenkovski, however removed himself once Zaev took over the party. Palevski during the past year was very active in outing Zaev’s alliance with the Albanian mafia and the fact he received a property from them in Switzerland as a ‘gift’. Palevski later posted photos of SDS officials meeting with CIA operatives in a Skopje coffee shop at midnight few weeks before the elections.

In addition, Palevski on his FB profile on several occasions has stated the US Ambassador runs the country, Zaev simply receives his marching orders. Palevski went as far to say, Zaev receives written notes on his desk what his daily tasks are.

To say that Palevski was a marked man by Prime Minister Baily would be an understatement.
Just as in previous incidents, police has not released any information where was Palevski taken, or on what charges he was detained in the first place.

Update: Palevski has been released from custody. In a short interview with Skopje based media he stated his “activity” on FaceBook and YouTube was the reason for his detainment.

Although in the recent days there was a drop of temperatures throughout the country, Albania may be easily considered in a state of emergency in terms of the fires.This situation has been confirmed by Civil Emergencies. According to this department, in the past 24 hours, there are 14 active fires in the country.  Meanwhile, 106 firefighters, 20 firefighting engines, 140 troops from the Armed Forces, tens of employees from the Department of Forests, municipalities and voluntaries have been engaged along with helicopters, to extinguish the fires.

On the other hand, such situation seems to have put in financial difficulty the Albanian government, while it has decided to allocate more funds in order to cope with this state of emergency.

The government has allocated 1 billion ALL for the fires. 4.5 billion ALL will be allocated for electricity as opposed to 1.5 billion initially planned. Meanwhile, the government has also increased the fund for reserves to 2.7 billion ALL as opposed to 1.5 billion ALL initially projected.

Therefore, the state has allocated an extra 4.3 billion ALL to cope with the difficulties that the weather is causing. /balkaneu.com/

The European Bank for Reconstruction and Development (EBRD) announced today that tender for the Vlora and Fier bypasses will be reopened. The Italian construction company Serenissima, which had won the tenders for an unrealistically low price, has declared bankruptcy.

The Albanian government will use the remaining sum of its €48.8 million from the EBRD and the European Investment Bank to finish 22 km left of the Fier Bypass. The remaining part of the Vlora Bypass construction will be financed by the EU Delegation in Tirana and the European Investment Bank. The total costs of both projects are around €100 million.

The following parts remain to be completed:

  • Fier Bypass (22 km), which links the axes Lushnja–Fier, Levan–Vlora, and Levan–Tepelena.
  • Vlora Bypass (29 km), starting from the highway to Fier, passing through the villages Babica and Kanina above Vlora, connecting to the Orikum–Saranda road.

Works are expected to restart in late 2017.

The collapse of the Vlora Bypass project is yet another EU-sponsored infrastructural project going awry. Recently, a water supply and sewerage project financed by the EU in Ksamil led to massive economic and environmental damage, as flows of excrement covered the streets and seaside of tourist town Ksamil. In February, EU Ambassador Romana Vlahutin paid a visit to Vlora to inspect the progress on the Vlora Bypass. By then, Serenissima was already in serious financial problems. The EU Delegation in Tirana has a spotty history when it comes to supervising EU-financed infrastructural projects.

The bankruptcy of Serenissima

The Italian company Serenissima Construzioni spa, which was supposed to build the Fier and Vlora Bypasses, has gone bankrupt. The Albanian government seized two working sites and had confiscated the pertinent documentation.

In early April, the Road Authority (ARrSh) notified the company that if the working sites didn’t restart fully before April 6, the contracts would be unilaterally canceled. The work remained stalled and the government unilaterally canceled the contracts with the Italian company for both projects, on the basis of the long delays in the project.

Serenissima won its first contract for the Fier Bypass in 2013, with work supposed to be finished in October 2017. Until April however, only a small part of the work had been actually finished. The Vlora Bypass remains in a similar situation after Serenissima won the contract in 2015.

The Italian company entered the Albanian market in 2013 riding a wave of political and diplomatic support, winning two major contracts with a total value of €80 million.

The way in which the company won both tenders caused much debate among Albanian construction firms, because Serenissima claimed it was able to do the work much cheaper than the maximum tender budget. The price offered by the company was even lower than the actual costs of the work.

These extremely low bid and a suicidal policy toward its subcontractors led to a series of conflicts that blocked the work sites, bank accounts, and a general inability to complete any work on time.

After a series of useless negotiations, in which even Italian politicians tookpart, the Albanian government decided to declare the contracts void.

Meanwhile, the ownership of the company changed in September 2016. The only shareholder of Serenissima, the powerful company A4 Holding spa, was acquired by the largest private European highway management company, the Spanish firm Albertis.

Albertis decided to sell Serenissima, which was bought for little money by an Italian entrepreneur, who failed to convince the Albanian government to let him finish the two main ring roads for Fier and Vlora, while the company was faced with lawsuits from several subcontractors demanding a total of €17 million.

The Albanian creditors have declared that they will file a lawsuit against Serenissima’s previous owner, A4 Holding, for not properly supervising the implementation of the contracts.

The entire situation once again shows that Albanian governments, under influence of foreign lobbyists and diplomats, entrust the construction of public works to fake foreign companies who come to Albania only to perform fake work.

While the majority of bunkers is now being dismantled for scrap metal, the Albanian government, encouraged by international donors like the European Bank for Reconstruction and Development (EBRD), the World Bank or Germany’s development bank KfW, has set its eyes on another concrete folly. Over 300 hydropower plants (HPP) are in various stages of planning or preparation seem to take the place of the bunkers in this predominantly mountainous country.

This week Bankwatch visited the Ternove HPP (8.4 MW), developed by Canadian Hydro Investment and Albanian Theodori company near the city of Bulqizë in central Albania. The plant, financed by the EBRD together with Societe Generale was put into operation last year. Additional canals that will harvest more water are still under construction. The project was brought to our attention because locals in several villages have been protesting for several years against the plant, fearing impacts on irrigation and thus their income and livelihood that is mostly based on farming.

The Ternove hydropower plant is taking water from the glacier lake Liqeni i Zi (Black Lake), a nationally recognised protected site, connecting it with several water streams and several other glacier lakes through tunnels and canals.

With this project the EBRD, proud of its environmental standards, looks as if it was trying to make Enver Hoxha proud, putting aside nature and people while “marching towards the bright future”. Thus it does not matter that the project lacks proper anti-erosion measures, converting the whole hill into a series of cracks that are prone to landslides and erosion. Locals fear this will likely damage the access roads they use to get to the forest and pastures.

The set of canals that is connecting the lake with other streams and lakes brings a significant amount of sediments, changing the hydrology of the glacier lake.

Locals fear lack of water

So habe die Miliz, die der Freien Syrischen Armee angehört habe, Leute auf der Straße entführt, an Ketten gefesselt an die Decke gezogen und tagelang mit Eisenstangen, Knüppeln, Kabeln und Schläuchen zum Teil bewusstlos geprügelt. Messer und Elektroschockstäbe hätten bei den Opfern bleibende Narben hinterlassen. Dabei sei auch ein klappbarer Foltertisch zum Einsatz gekommen, der „Fliegender Teppich“ genannt worden sei.

Bulgaria’s deputy premier Valeri Simeonov, who led raids on nightclubs in the Black Sea resort of Sunny Beach in which a popular DJ was arrested, has caused controversy with his ‘war on noise’.

Valeri Simeonov, deputy prime minister in charge of the economy and the social sector from the nationalist United Patriots coalition, who staged a series of nocturnal raids on noisy discos in Sunny Beach at the weekend, warned on Monday that he will extend his personal crackdown to other tourist resorts.

Simeonov told a press briefing in the coastal city of Burgas that he has “waged a war on noise on the Black Sea coast”.

On Friday and Saturday night, teams of police, tax and health control authorities, led by the deputy prime minister himself, raided two night clubs, Oxygen and Bedroom in Sunny Beach, carrying out checks and confiscating sound equipment on charges that they had exceeded sound limits.

During the Friday night checks, the popular hip-hop DJ Stanislav Peev, known as DJ Stancho, was arrested at the Oxygen club for refusing to hand his personal laptop to the police officers, which sparked outrage.

Peev told Bulgarian National Television on Monday that he will probably seek to defend his rights in court.

Tourist agencies have for years used Sunny Beach’s low prices for accommodation and services to attract as many holidaymakers as possible.

The low prices brought in tourists excited by the idea of cheap alcohol, while poorly-regulated and hasty construction work turned this once calm and green Communist-era family resort into an overdeveloped, noisy and polluted destination.

After a surge in tourist visits in recent years, state institutions and local businesses have mulled different ideas aimed at polishing up the image of the country’s largest seaside resort, including establishing a tourist police force and introducing fines for drunken tourists.

Elena Ivanova, president of the Union of Owners in Sunny Beach, expressed concerns however about Simeonov’s hardline approach.

“What I can say for sure is that business is not comfortable [with the nocturnal raids], she said.

“This is not how things should be done. Such checks are a job for the relevant supervising institutions. We, the owners, would never back violators,” Ivanova added.

She called the raids “a strange PR stunt”.

She also said that the state had left the market to regulate Sunny Beach’s development and image without imposing any of its own regulations for over 15 years, “for better or for worse”.

“Now, when everything is ready and functioning, imposing radical measures is, to put it lightly, unprofessional… Let’s not kill the resort by trying to turn it into a destination for pensioners,” she added….
