TAMPA, Fla. — A Kosovo-born Muslim man was charged with plotting to attack crowded locations around Tampa, including nightclubs and a sheriff’s office, with a car bomb, assault rifle and other explosives, federal authorities said yesterday.

According to a federal complaint, Sami Osmakac, 25, recorded an eight-minute video shortly before his arrest, explaining why he wanted to bring terror to his “victims’ hearts.” Osmakac, a naturalized American, was born in Kosovo when it was part of the former Yugoslavia.

In the video, Osmakac is seen cross-legged on the floor with a pistol in his hand and an AK-47 behind him. He says that Muslim blood was more valuable than that of people who do not believe in Islam, according to the complaint, which added that he wanted “payback” for wrong done to Muslims.

The area’s Muslim community helped provide authorities with information, said Steve Ibison, the special agent in charge of the FBI‘s Tampa division.

“This case is not about the Muslim religion and it’s not about the Muslim community,” Ibison said. “It’s about an individual who committed a crime.”

In federal court Monday, U.S. Magistrate Judge Anthony Porcelli ordered Osmakac held without bail. If convicted on the single count of attempted use of a weapon of mass destruction, he could face life in prison.

Osmakac was arrested Saturday, the day officials said he was planning his attack, after he allegedly bought explosive devices and firearms from an undercover agent. Those weapons were disabled before the sale.

Osmakac lived with his parents in Pinellas Park, west of Tampa. He worked occasionally at a store and bakery owned by his parents in St. Petersburg. At the store Monday, a man who said he was an older brother said Osmankac was innocent. “It’s all made up,” the man said. “I don’t believe it.”

Sami had apparently bought explosive devices and firearms from an undercover sent but the FBI had deactivated the weapons beforehand. His shopping list included AK-47 style machineguns, Uzi submachine guns, high capacity magazines, grenades and explosive belts.

He has been charged with attempted use of weapons of mass destruction.

Kosovar National Charged with Terrorism Violations

RALEIGH, NC—Bajram Asllani, 29, a resident of Mitrovica, Kosovo, has been charged in a criminal complaint with providing material support to terrorists and conspiring to murder, kidnap, maim, and injure persons abroad, David Kris, Assistant Attorney General for National Security; George E.B. Holding, U.S. Attorney for the Eastern District of North Carolina; Owen D. Harris, Special Agent in Charge of the FBI’s Charlotte Field Division; and Robin Pendergraft, Director of the North Carolina State Bureau of Investigation, announced today.

Asllani, also known as “Bajram Aslani,” or “Ebu Hatab,” was arrested earlier today by authorities in Kosovo in connection with a U.S. provisional arrest warrant issued in the Eastern District of North Carolina. The United States intends to seek his extradition from Kosovo to stand trial in Raleigh. In accordance with the extradition agreement between the United States and Kosovo, Asllani faces a potential maximum of 40 years in prison if convicted.

Last July, eight defendants were indicted in the Eastern District of North of Carolina on charges of conspiracy to provide material support to terrorists; conspiracy to murder, kidnap, maim and injure persons abroad; and other violations. Those charged were Daniel Patrick Boyd, a U.S. citizen and resident of North Carolina; Hysen Sherifi, a native of Kosovo and a U.S. legal permanent resident in North Carolina; Anes Subasic, a naturalized U.S. citizen and resident of North Carolina; Zakariya Boyd, a U.S. citizen and resident of North Carolina; Dylan Boyd, a U.S. citizen and resident of North Carolina; Jude Kenan Mohammad, a U.S. citizen; Mohammad Omar Aly Hassan, a U.S. citizen and resident of North Carolina; and Ziyad Yaghi, a U.S. citizen and resident of North Carolina.

A superseding indictment returned on Sept. 24, 2009, added new charges against Daniel Patrick Boyd, Hysen Sherifi and Zakariya Boyd, alleging, among other things, that Daniel Boyd and Sherifi conspired to murder U.S. military personnel as part of a plot to attack troops at the Marine Corps Base in Quantico, Virginia. These three defendants were also charged with possession of weapons in furtherance of a crime of violence and Daniel Boyd was further charged with providing a firearm to a convicted felon.

An April 19, 2010, criminal complaint unsealed today alleges that Asllani was a member of the conspiracy involving the defendants listed above. Specifically, the complaint alleges that Asllani has had repeated communications with the conspirators; solicited money from the conspirators to establish a base of operations in Kosovo for the purpose of waging violent jihad; tasked the conspirators with completing work to further these objectives and accepted funds from the conspirators to help him travel.

Official: Fla. bomb suspect met radical Islamists in Kosovo

PRISTINA, Kosovo (AP) – Sami Osmakac, the man accused by U.S. authorities of plotting to bomb Florida nightclubs and a sheriff’s office, met with radical Islamists during visits to his native Kosovo, a senior official in the country said Wednesday.

International agencies had alerted Kosovo authorities that Osmakac could be linked to Islamist extremists, the official told The Associated Press. He said the 25-year old naturalized U.S. citizen discussed “issues in support of radical elements” with the individuals he met, but declined to disclose further details.

The official spoke on condition of anonymity because of the issue’s sensitivity.

U.S. authorities say Osmakac planned to use a car bomb and other weapons in an Islamist-inspired attack in the Tampa area of Florida. He was arrested Saturday — the day officials said he was planning his attack — after he allegedly bought disabled explosive devices and firearms from an undercover agent.

Osmakac lived with his parents in a tan stucco home in Pinellas Park, Fla., a small city west of Tampa. He worked occasionally at the Balkan Food Store and Bakery in St. Petersburg, a small store owned by his parents.

He also occasionally visited his Kosovo, where he still has relatives.

Osmakac’s aunt, Time Osmankaj, told the AP on Tuesday that Sami Osmakac was last in Kosovo in October 2011, but that she learned of his visit from neighbors and that he did not contact her or other relatives. Kosovo authorities also recorded earlier visits in May 2011.

Kosovo’s majority ethnic Albanians are overwhelmingly Muslim and a small minority is Roman Catholic.

The population is a staunch supporter of the U.S. because of America’s lead role in NATO’s 1999 bombing of Serb forces that drove them out of Kosovo and ended a brutal crackdown on separatist ethnic Albanians.
