Um dem ganzen medialen Einheitsquark etwas entgegen zu setzen, sei hier auf ein Gespräch mit Heiner Flassbeck, Chefökonom der UNO-Organisation für Welthandel und Entwicklung, hingewiesen.

Ich belasse dieses Gespräch unkommentiert und welche Meinung ich über die UNO vertrete, dürfte ohnehin bekannt sein. Jedoch möchte ich Herrn Flassbeck nicht mit der UNO gleichsetzen:
Herr Flassbeck, ist unsere Welt mit dem gegenwärtigen Wirtschaftssystem noch zu retten?
Wenn ich ganz ehrlich bin: nein.
Warum nicht?
Weil wir das System, in dem wir leben und wirtschaften, überhaupt nicht ­verstehen. Das liegt vor allem an den Ökonomen, die in den vergangenen 30, 40 Jahren ein Weltbild geschaffen haben, das mit der wirklichen Welt nichts, aber auch gar nichts zu tun hat.

Ivo Sanader: Schmiergeld-Gespräch gefilmt?

In der Schmiergeldaffäre, in der die kroatische Staatsanwaltschaft dem Ex-Premier Ivo Sanader vorwirft, zehn Millionen Euro von Zsolt Hernadi, dem Chef des ungarischen Erdölkonzerns MOL, erhalten zu haben, ist ein brisantes Detail bekanntgeworden.

Die Zeitung „Jutarnji list“ bekam von Unbekannten ein Video zugespielt, dass Sanader und Hernadi im Hinterzimmer eines Zagreber Restaurants zeigen soll. Laut Bericht achteten der Politiker und der Manager darauf, nicht gehört und gesehen zu werden, jedoch bemerkten sie demnach nicht die Überwachungskamera, die im Raum versteckt war. Das Treffen soll sich Mitte Oktober 2009 ereignet haben. Zu diesem Zeitpunkt soll Sanader schon die erste Rate, fünf Millionen Euro, auf das Schweizer Konto des kroatischen Geschäftsmanns Robert Jezic (Petrochemieunternehmen Dioki, Zeitung „Novi list“) überwiesen bekommen haben. Das Video zeigt Sanader, wie er die Batterie aus seinem Mobiltelefon entfernt, etwas in einen Block schreibt und diesen Hernadi übergibt. Hernadi holt sein Handy, tippt, schreibt etwas auf und retourniert den Block. Sanader macht einen zufriedenen Gesichtsausdruck. Bei dem Treffen soll kein einziges Wort gefallen sein. Jezic hatte laut früheren Medienberichten ausgesagt, dass er Sanader zu verstehen gegeben habe, die zweite Tranche nicht übernehmen zu wollen. Außerdem könne das Geld nicht behoben werden, ohne die in der Schweiz vorgeschriebenen Gebühren von bis zu 20 Prozent zu bezahlen. Sanader habe dagegen nichts einzuwenden gehabt und gesagt, er würde das mit seinem Bruder regeln, berichtete „Jutarnji list“. Die Geldsumme, die Sanader als Beraterhonorar für MOL bezeichnete, war laut Aussage von Jezic bereits 2008 vereinbart worden.

Ivo Sanader war im Juli 2009 als kroatischer Premier zurückgetreten. In einem seiner ersten öffentlichen Auftritte danach wurde er im Herbst 2010 vor einen Untersuchungsausschuss im kroatischen Parlament bestellt, in dem untersucht werden sollte, wie die MOL die Führung des kroatischen Konzerns INA erlangen konnte, ohne die Aktienmehrheit zu haben. Die Untersuchung blieb ergebnislos. Wenig später wurde Sanader im Dezember 2010 wegen Korruptionsvorwürfen in Salzburg verhaftet und später nach Kroatien überstellt.

Bilanc lufte? Zgjidhja e konfliktit të pronës në Shqipëri

Konfliktet e pronësisw kanë shkaktuar shumë viktima në Shqipëri. Shpresëdhënëse aktualisht janë sinjalet që vijnë nga Gjykata Kushtetuese e Shqipërisë por edhe Gjykata Ndërkombëtare për të Drejtat e Njeriut në Strasburg.

Kohët e fundit Gjykata Kushtetuese e Tiranës shpalli si antikushtetues tre nene në ligjin shqiptar për kthimin e pronave. Shfuqizimi i tre neneve i heq të drejtën Agjencisë së Kthimit dhe Kompensimit të Pronave, një strukturë  kjo e administratës shtetërore, të shpallë të pavlefshme vendimet ndër vite të Komisioneve të Kthimit dhe Kompensimit të Pronave.

Agim Toro, kryetar i Shoqatës “Pronësi me drejtësi”, shoqatë që paditi ligjin në Gjykatën Kushtetuese e konsideron një zhvillim shumë pozitiv vendimin e sapomarrë të kësaj Gjykate. “Me shpalljen antikushtetuese të  tre neneve Gjykata Kushtetuese i mbyll administratës shtetërore të gjitha hapësirat për ndërhyrë në të drejtat civile të qytetarëve, të cilat tanimë janë fituar dhe konsoliduar me vendimet e Komisioneve të Kthimit dhe Kompensimit të Pronave, duke filluar që nga viti 1992 dhe në vazhdim.” Sipas ekspertit Toro, vendimet e këtyre komisioneve Gjykata Ndërkombëtare e Strasburgut i njeh tashmë si vendime gjyqësore.

Nenet e saposhpallura antikushtetuese kishin për qëllim t’u hiqnin mundësinë qytetarëve për t’ iu drejtuar Strasburgut, thotë ai. “Nëse një qytetar ankohej në Gjykatën e Strasburgut atëhere administrata shtetërore, pra Agjencia e Kthimit dhe Kompensimit të Pronave, kishte të drejtë të anullonte vendimin e Komisionit të Kthimit dhe Kompensimit të pronave dhe në këtë rast Gjykata e Strasburgut nuk kishtë më se çfarë të gjykonte pasi nuk ekzistonte vendimi” shpjegon Z. Toro.

Nuk janë  të pakta rastet, kur Gjykata Ndërkombëtare për të Drejtat e Njeriut në Strasburg u ka dhënë të drejtë pronarëve që kanë trokitur në dyert e saj. Kjo gjykatë mbetet shansi i fundit për pronarët kur strukturat vendase dështojnë njëra pas tjetrës për t’u kthyer atyre pronën legjitime. Agim Toro konfirmon se  në Gjykatën e Strasburgut ka sot 530 ankimime të pranuara për të hapur procese gjyqësore. “Vetëm gjatë vitit 2010 janë dhënë 26 vendime në favor të pronarëve, që për fat të keq nuk shihen, si një uragan do të thoja, për qeverinë shqiptare. Ndërkohë që Strasburgu ka orientuar që çështja e pronave duhet të zgjidhet në Shqipëri dhe qeveritë e Tiranës duhet të respektojnë Konventën Europiane të Lirive dhe të Drejtave themelore të njeriut. Në rast të kundërt, ka paralajmëruar Strasburgu, qeveria e Tiranës do të ndëshkohet.” thotë Toro.

Gjykata e Strasburgut ka kaluar nga paralajmërimet në veprime konkrete. Ndëshkimi më i freskët i Strasburgut është ai prej 3, 2 milion eurosh, që kjo Gjykatë i ka vënë qeverisë aktuale të Tiranës për moszbatimin e vendimit që ajo mori per kompensimin e pronareve legjitime, të një familjeje, të quajtur Delvina. Ky ndëshkim vjen si një sinjal i fortë për qeverinë e Tiranës, që ajo të mos e zvarrisë pa fund gjetjen e nje formule për të zgjidhur drejt çështjen e kthimit të pronës tek pronari i ligjshëm dhe kompensimin e tij, kur kjo nuk është e mundur. Kjo jo vetëm për të zbatuar në praktikë Konventën e Këshillit të Europës për të Drejtat e Njeriut, ku Shqipëria është palë, por edhe për të hequr pronën si shkak për vrasjet e shumta qe po ndodhin ne Shqiperi.

Çështja e pazgjidhur e pronave - shkak për mbi 8 mijë vrasje në 20 vjet

“Shifrat zyrtare për konfliktet në Shqipëri për pronën dhe tokën janë 4 979 raste në fshatra dhe 3 163 raste në qytete, pra e kalojnë numrin 8 mijë të vrarë. Ky është një bilanc lufte, më shumë se një i vrarë në ditë në 20 vitet e fundit. Nëse nuk zgjidhet problemi i pronës, konfliktet dhe vrasjet do të vazhdojnë, pa zgjidhur problemin e pronës nuk mund të themi që Shqipëria është një vend demokratik” thotë Agim Toro.

Shkakun për konfliktet sociale dhe të vrarët, Z. Toro e gjen tek korrupsioni, tek dhënia e tokës së pronarëve të ligjshëm personave të tjerë në bazë dokumentash të fallsifikuara. Por ai ka besim se ka trokitur fillimi i fundit të moszgjidhjes së çështjes së pronarëve të ligjshëm. “Çështja e pronës do të zgjidhet se s’bën. Shqipëria nuk mund të vazhdojë të mbetet vendi ku ligjin nuk e bën shteti por arma.”thotë z. Toro.

Just one year ago no Balkan country extradited their own nationals, allowing criminals with multiple passports to hide out in neighbouring countries. But as states are now signing extradition treaties, lawbreakers will find they have fewer safe havens.

Facing charges of abuse of office and misappropriating millions of euros from Macedonian state funds, former customs chief Dragan Daravelski decided it was time to move to another country.

He was able to do so because, like millions of people in the Balkans, he has dual nationality. His second, Serbian passport allowed him to slip out of Macedonia and set up a new life in Belgrade.

For the past decade, Daravelski has enjoyed a comfortable life in the Serbian capital, safe in the knowledge that he will not be sent back to Skopje because the two former Yugoslav states have not signed an extradition treaty.

This all might come to an end soon, however, as the Macedonian government is exploring ways to seize his assets in both Serbia and Macedonia, BIRN has learned.

“As long as we have a chance to find some properties in his name, we will continue to look. Time is not on our side and he is aware of that and is doing everything possible to hide them… We will also ask for his properties in Serbia,” says an official from Macedonia’s agency for seized assets, speaking on condition of anonymity.

On top of losing properties in both Serbia and Macedonia, Daravelski will also be anxiously awaiting the outcome of negotiations that could see Belgrade and Skopje finally sign an extradition deal by the end of the year.

Hundreds of others, including suspected war criminals, who avoided lengthy prison terms by taking advantage of the absence of extradition agreements in ex-Yugoslav republics, will also be nervously watching regional developments.

Pressure from the European Union – a club these states aspire to join – has seen Balkan countries begin to ratify bilateral extradition deals 20 years after the break-up of the former Yugoslavia.

On top of signing individual agreements, Serbia is leading attempts to establish a Balkans-wide extradition treaty modelled on the EU’s European Arrest Warrant (EAW) that has sped up extraditions within member states to an average of 48 days.

Re-Analyzing Dick Marty’s Report Opposing New NATO Strategic Concept – Analysis

The Western Balkan Countries shaped their own destinies after the collapse of the Soviet Union. The 1990s passed with wars among countries, genocides and internal conflicts. In 1995, the Serbian Army was behind the massacre in Srebrenica in Bosnia, and this is still fresh in our minds.

In 1997, the crisis of the pyramid system which also happened in other Soviet bloc countries, occurred in Albania and the country descended into civil war conflict. Internal rebellion which began first in Albania spread to Kosovo as a domino effect. The killing of more than 2000 Albanians in Kosovo in 1999 attracted attention of the international press. After this genocide, the USA interfered in this war. NATO air forces bombed Belgrade in order to save Albanian people in Kosovo and to provide them a new democratic order for living in safety. This movement of NATO was using Hard Power, which means using military forces immediately. During the 1990s using Hard Power brought high expenses to NATO, particularly for Kosovo Force (KFOR) operations.

In the Lisbon Summit (2010), NATO decided to use Soft Power (the term which belongs to Joseph Samuel Nye – Harvard University Professor) for stabilisation of the Western Balkan Countries in the new millenium because it is not only cheaper and effective, but also this strategy brings long-range stability to the region and provides prosperity and more democratic rights to these nations.


Albania
After using Hard Power, many people emigrated to various countries in Europe and to the USA. Migration became a problematic factor in the 1990s because a lot of people emigrated illegally and claimed asylum rights. NATO and the European Union have the same objective aim to stabilize the Balkan Peninsula. In addition, the convergence among NATO and EU is increasing at different dimensions and stages. In this context, the European Union published the Stabilisation Association Agreement to encourage regional co-operation as a part of the EU enlargement process. Furthermore, NATO supports the European Union efforts and activities for stabilisation and integration of the region, and as a result of these collaborations Balkanian refugees number in Europe can be decreased in the future.

The new strategic concept of NATO is a common strategy that overlaps with the European Union Enlargement Policy. With using diplomacy power, European Union and NATO want to prevent human trafficking and illegal migration.

The diplomatic visits of EU foreign policy chief Catherine M. Ashton and U.S. Secretary of State Hillary R. Clinton to Western Balkan Countries brought important contributions for stability of the region.

Everything was going well until the publishing of the report prepared by Dick Marty, a Swiss senator. The report claims that Hashim Thaci, Kosovo’s Prime Minister organised an organ trafficking network during 1999 when he was the leader of Kosovo Liberation Army (KLA) without presenting any evidence or verification.

The report supports Serbian arguments and in particular the activities of Serbian lobby group. Despite the fact that this report is not impartial, many articles and books (e.g. ‘The Hunt: Me and the War Criminals’ which was written by Carla Del Ponte) assist the assertions and accusations against Mr.Thaci in the context of Marty’s report. Nevertheless, all of these materials neither illustrate definite facts nor verify Serbian arguments. Therefore, “the parts – Kosovo and Serbia” should continue negotiations for both technical and political issues without losing more time. EU Commissioner Štefan Füle stated precisely that Serbia’s EU membership application depends on at which level Serbia respects Kosovo. The reality is that Kosovo achieved its sovereignty and independent state status with ICJ Advisory Decision and recognition by 85 States.

In the light of these considerations, “The New Strategic Concept of NATO” specified the objectives which mainly are to facilitate the Euro-Atlantic integration of the Western Balkans, with the aim to ensure lasting peace and stability based on democratic values, regional cooperation and good neighbourly relations. In this context, both Serbia and Kosovo should respect this objective of NATO and work with EU institutions for achieving these objectives.

As concluding remarks I would like to make a comparison. On the one hand, Mr. Ismail Kadare, famous Albanian author, expressed that “the time is working for Albanians”. On the other hand, Mr. Boris Tadic proposed for “being given an international special status to the North of Kosovo”. There is a contradiction among these persons. Both of them did not understand the real power of Albanians because this power is not visible. However, the Power of Albanians will be visible after acceptance of Albania and Kosovo as member states of the EU. These not only reshape multilateral relations and contribute to the new world order but also will find out and highlight the hidden reality – “the Albanian Civilisation”.

BELGRADE — The opposition Serb Radicals (SRS) have asked the state prosecution to initiate criminal proceedings against President Boris Tadić and PM Mirko Cvetković.

Minister for Kosovo Goran Bogdanović and Belgrade negotiator Borislav Stefanović were also named - all four for their activities related to Kosovo.

According to the party, these officials are “in the process of recognizing” the province as independent. 

SRS MP Boris Aleksić told reporters in Belgrade on Monday that they violated the Criminal Code and that agreements they reached with the Kosovo Albanian authorities “endangered Serbia’s territorial integrity”: 

“It is unclear to us why the prosecution failed to react, since it is obvious that the Tadić regime entered a de facto recognition of Kosovo’s independence,” said Aleksić. 

He said that the agreement on the custom seal, mentioned in the government report, was “disgraceful”, while it was “scandalous” that the Serbian authorities “falsified UNSC Resolutions 1244 with their lies that the document allows for establishment of customs crossings” on the administrative checkpoints in northern Kosovo. 

The Radicals also believe that Tadić’s statement to the effect that a declaration on Kosovo was “not necessary” was irresponsible because lawmakers and the public waited two weeks for it to reach the parliament. 

Deputy SRS whip Aleksandar Martinović said that the statement was a drastic trampling of the dignity of MPs and of the interests of the Serbian people, especially in the north of Kosovo and Metohija. 

He added that it is obvious that the government has no policy on Kosovo and that this issue is a burden which they would prefer to get rid of just before December 9, when Serbia should become candidate for membership in the EU.

Die Medien verbreiten Panik und Lügen über ein angebliches Atomwaffenprogramm des Iran. Es wird behauptet, Teheran stehe ein Jahr vor der Vollendung einer Atombombe. Nur, das erzählen sie uns schon seit über 15 Jahren und ihre Prognose ist nicht eingetroffen….

Die Mitgliedstaaten, insbesondere Italien, haben sich bereit erklärt, die bestehende Zusammenarbeit mit Albanien durch Bereitstellung technischer Unterstützung und Konzentration auf eine bessere Beaufsichtigung weiter auszubauen.

The Ministry of Economy, Trade and Energy announced yesterday that will ask the termination of 12 concessionary agreements given in 2008-2009 for the construction of private hydropower plants that promised millions of EUR of investments, which has resulted as a failure. 

The ministry is unable to cancel the agreements immediately, but they must address to the court for canceling them as a contractual party. The 12 companies had promised to invest 56 million EUR for the plants that would produce 74 MW of electrical power, but three years after the concessions, they have not respected the agreements by placing the 10% of the investment total sum, as the agreement provides.

This is a new direction for the history of energetic concessions that were given by the government to many small and unknown companies, presenting it as a major reform but that gave empty results.

The concessionary agreements were given by the government through suspicious tenders, with private companies promising to build small hydropower plants and the government promising to buy their energy with a high price.

There are 400 hydropower plants that were supposed to be built with this scheme. After the concession, it resulted that these companies were unknown and the government had never asked any of them if they possessed the necessary qualifications and financial sources for building the hydropower plants….

Elbasan, 500 small businesses closing

500 small business subjects in the city of Elbasan have filed for bankruptcy for having less buying power and not being able to pay taxes and waterpower bills. 

The Vice Mayor of Elbasan, Serafin Papa, declared that 500 businesses have filed for bankruptcy in the last months, and the number is expected to increase by the end of the year.

The Elbasan Municipality registered 230 new business subjects during 2011, while 500 others are closing. The big difference has created concerns among the businessmen.

The owners of these businesses say that taxes and other bills, such as electricity and water, are constantly growing and this makes their activity impossible to survive.

Most of the closing businesses are those of daily consume, such as minimarkets, clothing and dry-goods shops.

Other businessmen are closing their activities without paying the Tax Office, creating damages to the latter, who have asked the Municipality’s help for collecting the remaining obligations.

The city of Elbasan has 3200 small business, and the entire district counts around 10.000.

Bell: Government predictions, too optimistic

While the Albanian government and the Opposition continue the controversies about the next annual budget, the IMF says that the government’s predictions are too optimistic. 

The former director of the IMF Mission for Albania, Gerwin Bell, declared for Voice of America that in the conditions of an European economic instability, Albania’s economic growth is expected to be even lower.

“IMF calculates that there is a great technical recession danger in more than one big European economy. This will have big consequences for Albania, regardless the economic achievements.

“For giving an example, three months ago we predicted a 2.5% economic growth for this year, and 3.5% for 2012. But based on the current developments, we predict that there will be a growth not lest than 2% in 2011 and 1.5% in 2012. These are real effects that are being transmitted by the main European economies to the new economies and their partners”, Bell declared.

Bell also expressed his concern for the mandate of the Governor of Bank of Albania.

“The Bank of Albania must be an institution independent from politics and politicians. They should be able to take difficult decisions, maybe not popular, such as increasing interest rates or other bank requests for more capital. More than one week has passed, but the Bank Governor is without a mandate. It is not good having an independent institution that is led by people who have no mandate. I don’t want to comment the merits of the chosen candidate, but it is important to select someone who is qualified and that has a clear mandate. Governor Fullani is a qualified person, and he has proved this. But I want to underline that the mandate of the Governor and Board should be respected, so that they can take politically difficult decisions”, Bell underlined.

“1,000 Serbs killed in Kosovo since end of war”

This is according to Assistant Minister for Kosovo Kruna Kaličanin, who spoke in Belgrade on Thursday.

She also noted that “almost nobody” was charged and put on trial for those crimes.

The international community, in the meanwhile, showed a tendency to “minimize” the importance of Serb victims, Kaličanin added.

These statements came a day after a Serb man was shot and killed, while two others were wounded in Kosovska Mitrovica.

Kaličanin also accused the Kosovo Albanian authorities of covering up some of the most grave crimes, such as the murders in Staro Gracko, Goraždevac, Cernica, Obilić, and near Podujevo.

Immediately after NATO deployed its forces in the province in June 1999, 14 Serb harvesters were killed in their fields in Staro Gracko. Their killers were never found, while ethnic Albanian Milazim Bitiqi was arrested, and set free six months later for alleged lack of evidence.

In May 2000, 4-year-old Miki Petrović, 60-year-old Vojin Vasić and 45-year-old Tihomir Simijonović were killed, while Petko Vasić and Zoran Stolić were seriously wounded in Cernica. Several others were also injured when their neighbor, an ethnic Albanian, attacked them with an automatic rifle as they were sitting in front of a local store. No one was held responsible for that crime.

In 2010, the EU mission in Kosovo, EULEX, dropped its investigation into the 2003 murder of two Serb teenagers in the enclave of Goraždevac. Four other children were also wounded when unknown perpetrators opened fire on them.

In the second-degree procedure against Florim Ejupi, EULEX decided to set the defendant free for lack of evidence.

Ejupi was previously found guilty and sentenced to 40 years in prison by the UN mission in Kosovo, UNMIK.

The ethnic Albanian was the only suspect held and put on trial in the case.

He was accused of planting a bomb on a road near the town of Podujevo in 2001, to activate it as a Niš Express bus was driving by.

The attack resulted in the deaths of 12 Serb passengers.

Macedonia Signs Deal to Build Hydro Power Plant
After three decades, Macedonia has finally found the money to go ahead with the Boskov Most hydro power plant, a major infrastructure project near Debar in western Macedonia.

Construction of the dam and plant will start in the first half of next year and will hopefully finish in four years, Macedonian Finance Minister Zoran Stavreski said on Thursday, after signing the deal with the European Bank for Reconstruction and Development, EBRD.

The EBRD is to lend €65 million to Macedonia to construct the power plant that will produce 117 gigawatt of power per year.

The state-owned ELEM Company, in charge for the country’s power production, will provide the rest of the money.

“With this we’ve officially fulfilled all the conditions for the start of this significant investment,” the minister said on Thursday.

Plans to build the Boskov Most power plant date back to 1983 but financial problems have resulted in construction being postponed several times.

Macedonia hopes that the plant, near the western town of Debar, will significantly improve the power supply in western Macedonia.
