Global Village: Wie ein serbischer Bäcker seinen größten Triumph verarbeitet

Der Teigfladen wirbelt in die Höhe, kreist in der Luft und wird von flinken Händen wieder aufgefangen. Bäcker Zoltan Dani beherrscht sein Handwerk. Aus einer weißgefliesten kleinen Backstube im Hinterhof seines Elternhauses in Kovin, etwa 35 Kilometer östlich von Belgrad, beliefert er seine Kunden. In dem kleinen Städtchen mit den blitzsauberen Straßen und schnurgeraden Kastanienalleen wird fast nur Ungarisch gesprochen. Hier gehören neun von zehn Einwohnern der ungarischen Minderheit an, auch Bäcker Dani.

Marija, die Gehilfin, hat am Telefon eine Sonderbestellung angenommen. “Eine F-117A-Torte bis Samstag”, ruft sie dem Chef zu. “Da feiert wohl mal wieder ein General seinen Geburtstag”, lacht Dani und packt sich einen Mehlsack auf die Schulter, “schließlich bin ich Spezialist für Jagdbomber vom Typ F-117A.”

Das stimmt, aber dass der ehemalige Kommandeur einer Luftabwehrbatterie der serbischen Armee sich eines Tages seinen Lebensunterhalt damit verdient, dass er den geheimnisumwitterten “Stealth”-Jet der U. S. Air Force als Torte nachbackt und mit Schokoladenguss überzieht, hätte Dani sich nicht in seinen schlimmsten Alpträumen vorstellen können.

Damals, bei Belgrads Luftabwehr, galt er als ausgefuchster Tüftler am Computer und war gut in seinem Job. Am 27. März 1999, während der Bombardierung Jugoslawiens durch die Nato, hat er dann bewiesen, dass die angeblich von keinem Radar zu erfassenden unsichtbaren “Stealthbomber” eben doch verwundbar waren und sogar abgeschossen werden konnten. Das war die Sternstunde im Leben von Zoltan Dani, und die Erinnerung daran genießt er noch heute.

“Es war der dritte Kriegstag. Für diese Nacht war eigentlich kein Angriff absehbar. Ich ließ dennoch kurz den Radarschirm anschalten - obwohl das dem Feind unsere Stellung verraten konnte. Plötzlich erschien eine dünne Linie auf dem Monitor, etwa 40 Kilometer entfernt, in rund acht Kilometer Höhe. Ich habe geahnt, dass es die F-117A sein musste.”

Schon seit Monaten hatte Dani darüber nachgegrübelt, wie er diesen Supervogel sichtbar machen könnte. Schließlich glaubte er, einen Trick gefunden zu haben: “Es war eigentlich ganz leicht.” Dani informierte die Armeeführung in Belgrad, dass nur eine kleine technische Änderung ihres Luftabwehrnetzes nötig sei, doch seine Vorgesetzten lehnten ab: Zu teuer, zu ungewiss das Ergebnis, hieß es.

Das hat ihn damals mächtig gewurmt, und kurz vor Ausbruch des Kriegs ließ Dani das Abwehrsystem seiner Einheit eigenmächtig umrüsten. Nun, Ende März, war es so weit. Die F-117A müsste in zwei Minuten über ihnen sein - beladen mit ihren lasergesteuerten 1000-Kilogramm-Bomben.

Vier Minuten dauert es normalerweise, bis die beiden Raketen des Luftabwehrsystems vom Typ S-125 startbereit sind. Er schaffte es in zwei Minuten, gab den Zündbefehl, und 18 Sekunden später trafen die beiden Raketen ihr Ziel. Um 20.43 Uhr zerbarst die “Stealth”-Maschine und stürzte auf einen Acker, 45 Kilometer nordwestlich von Belgrad. Der Pilot konnte sich mit dem Schleudersitz retten. Habe man sie erst einmal entdeckt, sagt Dani heute, sei die F-117A leichter zu treffen als andere Militärflugzeuge. Sie fliegt im Unterschallbereich und ist weniger wendig als schnellere Maschinen.

In dieser Nacht wagten sich serbische Truppen nicht bis zur Absturzstelle vor. Sie fürchteten einen Bombenhagel der Amerikaner, die bemüht sein müssten, auch die Trümmer des Fliegers restlos zu zerstören, um dessen geheime Technologie zu schützen. Doch ein Angriff der US-Luftwaffe blieb aus.

Erst sieben Stunden später, im tiefsten Dunkel der Nacht, näherte sich ein Rettungstrupp der Amerikaner in Hubschraubern. Mit einem Seil konnten sie den Piloten an Bord hieven.

Russen und Chinesen boten alsbald dem Belgrader Despoten Slobodan Milosevic Unsummen an für die Auswertung des Bordcomputers und der Tarnkappentechnik der F-117A. Auf welches Angebot der eingegangen ist, will Dani nicht preisgeben. Er erzählt lieber andere Döntjes vom Einsammeln der Wrackteile. So musste er einen Roma zur Herausgabe eines kompletten Flügels der F-117A überreden, der ihn als Abdeckung für seinen Schweinestall benutzte und sich von dem Himmelsgeschenk nicht trennen mochte.

Für ein paar Tage wurde Luftabwehroffizier Dani als Held der Nation gefeiert. Danach geriet seine Karriere ins Schlingern.

Nichts sei schlimmer als der Neid der Armeehierarchie, sagt Dani und versucht, seine Verbitterung zu überspielen. “Ich wurde zum Oberst befördert, aber gleichzeitig als Kommandeur abgesetzt und in den Ausbildungsbereich verbannt.” Er habe sich so gefühlt, als sei er in einen Brunnen geworfen worden, und hin und wieder habe jemand nachgesehen, ob er noch schwimme. Er solle froh sein, dass er nicht bestraft werde, hätten seine Vorgesetzten ihn abgefertigt, schließlich habe er das Abwehrsystem seiner Einheit eigenmächtig verändert.

“Ich fühlte mich sehr krank”, sagt Dani über die folgenden Wochen und Monate. Ein Psychiater gab ihm schließlich den Rat, Frührente zu beantragen und sich künftig mehr um Frau Irene und die drei Kinder zu kümmern.

2004 hängte er seine Uniform in den Schrank und zog den Bäckerkittel über.

Twelve years ago, Colonel Zoltan Dani commanded the 3rd Division air defence missile brigade of the Yugoslav Army. At the same time, US Air Force pilot Lieutenant Colonel Dale Zelko managed the “invisible” aircraft F-117A.

 

 

 

 

 

In March 1999, during the NATO air strikes over Serbia, Dani’s brigade took down Zelko’s plane, the first and only confirmed loss of the so-called stealth technology aircraft.

In October, the US pilot and Serbian missile officer met in response to Serbian film director Zeljko Mirkovic’s initiative. In 2007, Mirkovic filmed a documentary of the event titled 21 seconds.

Mirkovic realised, he says, that both Dani and Zelko are exceptional people, who share some universal values.

“A lot of things coincided that we recognised as the ‘road signs’ — and we all thought — the [Zelko and Dani] story will actually be our story.”

LEAK PROSECUTIONS INCH FORWARD

The three ongoing prosecutions under the Espionage Act of individuals who allegedly “leaked” classified information to the press are slowly moving forward.

Prosecutors will present their opening brief to an appeals court in the case of Jeffrey A. Sterling, a former CIA officer who is accused of leaking classified information to author James Risen, on January 13, 2012, according to a proposed briefing schedule that was filed yesterday.

The prosecution of Sterling has been suspended in lower court while the government appeals several court rulings that it considers unfavorable.

Specifically, the government wants to overturn the court’s finding that Mr. Risen is protected by a “reporter’s privilege” and cannot be compelled to identify his source.  Prosecutors also want to reverse what they described as an order relating to the Classified Information Procedures Act (CIPA) that the identity of certain government witnesses must be disclosed to the defendant and the jury.  Finally, they are appealing an order that eliminated two potential government witnesses because prosecutors failed to disclose adverse information about the witnesses in a timely manner, a November 9 docketing statement said.

Interestingly, defense attorneys deny that the second issue involving disclosure of witness identities is a CIPA issue that can be appealed at this stage.  They point out that “No order has been entered by the District Court allowing the defendant, over the Government’s objection, to disclose any classified information.  No sanctions have been imposed upon the Government for refusing to allow for the disclosure of any classified information by the defendant in any manner.”  Therefore, “Mr. Sterling does not agree that this appeal raises any issues appealable under CIPA.”

It was also announced yesterday that the case of Army Private Bradley Manning, the suspected WikiLeaks source, will proceed to what is called an Article 32 hearing on December 16 at Fort Meade, Maryland.

“The primary purpose of the Article 32 hearing is to evaluate the relative strengths and weaknesses of the government’s case as well as to provide the defense with an opportunity to obtain pretrial discovery,” according to Private Manning’s attorney, David E. Coombs. “The defense is entitled to call witnesses during the hearing and to also cross examine the government’s witnesses.”

The other ongoing leak prosecution under the Espionage Act is that of former State Department contractor Stephen Kim, who is accused of leaking classified information to Fox News reporter James Rosen.  The prosecution of Mr. Kim is still in an early stage of pre-trial discovery, according to a November 15 status report.

Kosovo Security Force Gets New Commander

The Kosovo Security Force has a new commander after Sylejman Selimi handed over to Kadri Kastrati.

Major General Kadri Kastrati assumed command of the KSF in Pristina from Lieutenant General Sylejman Selimi.

In a solemn handover on Tuesday at the “Adem Jashari” military compound, the new commander of the civilian controlled security force inspected the troops.

Kosovo’s President, Atifete Jahjaga, the supreme commander of the KSF, said the force was setting a good standard of international cooperation.

“The Kosovo Security Force is becoming an important mechanism of cooperation with international security and defence structures, in the interest of our homeland, peace and stability in the region,” Jahjaga said.

The Kosovo Security Force is a lightly armed, uniformed force that is subject to democratic, civilian control. Its mission is to conduct crisis response operations throughout Kosovo and the neighbouring countries.

The new Chief of Staff, Major-General Kadri Kastrati, previously served as director of operations of the force. He was appointed on November 17, by a decree signed by the President.

The KSF’s outgoing commander, Lieutenant-General Sylejman Selimi, was awarded the “Goldel Medal for Freedom” for his services.

After taking off his uniform, Selimi, is expected to join the diplomatic corps and be appointed Kosovo’s next ambassador to Albania.

Die KSF sei leicht bewaffnet und solle Aufgaben wie Zivilschutz, Krisenreaktion und Bombenentschärfung übernehmen.
Im Kosovo soll die neu benannte und neu strukturierte und von NATO-Truppen ausgebildete multi-ethnische Sicherheitstruppe nach Angaben der NATO am 21. Januar die bisherigen kosovarischen KPF-Einheiten ablösen.

In Montenegro eröffnete Escor im Juli 2010 enthusiastisch ein Spielcasino. Der Kleinstaat an der adriatischen Küste sei seit Jahren stets stabil und garantiere eine nachhaltige Rechtssicherheit, hiess es damals. Doch das Geschäft brachte nicht den gewünschten Erfolg und die Rückabwicklung gestaltet sich noch schwieriger.

Kriminelle Organisationen würden mögliche Investoren einschüchtern und vertreiben, sagt Wagner auf Anfrage des «Sonntags». Bodyguards hätten angeheuert werden müssen, die Schweizer Botschaft sei informiert. Montenegro habe sich überhaupt nicht als das solide und zukunftsträchtige Land erwiesen, wie erhofft. Das Land sei nicht tauglich, um in die EU aufgenommen zu werden, erklärt der kurzzeitig politisch aktive Wagner.

Die Schwierigkeiten mit Montenegro brachten Wagner auch Schwierigkeiten mit der Aufsicht der Schweizer Börse. Diese verhängte gegen die Escor eine Busse von 20 000 Franken, weil die Geldflüsse aus diesem Casinogeschäft im aktuellen Halbjahresabschluss nicht korrekt abgebildet worden seien. Dies sei Auslegungssache und dagegen werde die Escor Rekurs einlegen, sagt Wagner.
Sollten die Altlasten eines Tages bereinigt sein, soll die börsenkotierte Escor im Event- und Sportmarketing aktiv werden.

 Villagers near Serbian border say some 400 illegal migrants from the Middle East, Africa and Asia are loitering in Lojane, apparently waiting to travel on to Western Europe.

Residents of an ethnic Albanian mountain village on the northern border with Serbia say they are scared of the large number of migrants that have been roaming their village for several months.

Last week local Lojane authorities told media they had counted around 400 migrants in the village of some 2,200 residents.

Macedonian police, who have yet to conduct any major action in response, say they suspect local people are involved in the illegal trafficking of migrants.

“These migrants are mostly entering the country illegally from neighbouring Greece and they use Macedonia only as a transit route, hoping to move on to countries in Western Europe,” police spokesperson Ivo Kotevski said.

For now, however, the migrants seem stuck in Macedonia, as the Serbian authorities are stopping them from crossing the border and reaching their destination. Unwilling to go back, they have chosen to stay in the village.

Police say the migrants have chosen particularly this village because some locals may have offered them accommodation and are involved in people trafficking.

“We get complaints from one group of villagers but then another group calls to deny that there are suspicious people stationed nearby,” Kotevski said.

Locals say the migrants have come from Afghanistan, Pakistan, Lybia, Somalia, and India, are live in nearby abandoned shacks and stables. Recently, some residents say they have started breaking in to homes on the outskirts that owners working abroad have left unattended.

“After nightfall, we cannot let our women and children go outside anymore,” one Lojane resident told Balkan Insight.

“They are moving around and inside the village in groups, buy stuff at the market, but so far there have not been any serious incidents,” he added.

Police say the problem began at the beginning of the year. Catching migrants in the harsh mountainous terrain, and the length of deportation procedures, make the job of addressing the problem difficult, they add.
 
In June police charged one Lojane resident with trafficking migrants after they found four Moroccan citizens in his van.

“Each procedure for deportation costs us about 10,000 euros,” Kotevski said, explaining that procedures with most of the countries from which these people come usually last “very long”.

Macedonia stands on a major route for migrants aiming to reach Western Europe. But police have no exact data on how many illegal immigrants have used the route that leads from the Middle East through Macedonia, Serbia, Hungary and Austria.
 
Police minister Gordana Jankulovska last week said the problem with illegal migrants was increasingly serious and required strengthened regional cooperation.
 
In the first nine months of 2011, Frontex, the EU border security agency, noted some 112,000 illegal migrants coming in to the EU, an almost 100 per cent increase on the same period last year.

Macedonia and Serbia found themselves in the EU spotlight last year after the EU lifted visa requirement on their citizens. EU member states, alarmed by the increase in the number of false asylum-seekers from these countries, started deporting them back home.

Lojane suffered significantly in the 2001 armed conflict between the Macedonian authorities and ethnic Albanian rebels, which ended the same year in a peace deal.

Although DM2 million [about $1 million] were earmarked for the purchase of weapons for the so-called Liberation army of Presevo, Medveda and Bujanovac (UCPMB), the arsenal in Lojane, consisting of rifles, ammunition and anti-personnel mines was worth only DM200,000. The NDK demands the “change” from Taso, who is in a hospital, from Ismail Hyseni, who is at the moment in the prison in the American base “Bondsteel” in Kosovo and from the “KLA”, which is sinking into crime…

Taso Bogdanovski, the chief of police in Kumanovo, who is still recovering from wounds inflicted by five bullets “picked up” in an ambush on September 9, is definitely not the victim of revenge for the banned love affair with a 25-year-old Albanian woman Luleta Ajeti. In the absence of the official explanation for the possible motive and perpetrators of the “assassination attempt” on Taso, Start will yet again point out the likely connection between this crime and “Lojane case”, or more specifically the tragicomic “unexpected” Police raid on the abandoned mine and the discovery of a significant amount of weaponry and a local headquarters for the so-called “KLA”, in which no staffers were found. The information obtained by Start in the meantime not only confirms that connection but also reveal the motive for the murder attempt on Taso, and the whole list of individuals with whom he “cooperated” thereby directly harming the security of the state that he was supposed to protect as a policeman, as well as the context in which his attackers should be sought. However, Taso, a loyal soldier of the Dalaverci clan, according to our information, is only a bit player in a much bigger story which indicates the crime in which the “KLA” is sinking and monstrous manipulation with the Albanian population, with its “huge dreams”, as well as its “voluntary” contributions for the so-called national cause, ranging in millions of German Marks.

 

Two Million for UCPMB

The story starts in late 1998 and early 1999 in Switzerland. Leaders of the NDK (Popular Movement for Kosovo), the organization which is at the moment the center of the all-Albanian cause, i.e. the project of “Greater Albania” and which has absorbed all extremist Albanian emigrants groups (both political and criminal in nature) in the West, made at the time the “political decision” to extend the “liberation struggle” of the Albanians to the territory of Bujanovac, Presevo, Medveda and a part of the Skopje Crna Gora [black mountain] (Karadak), and provide support to the “newly founded” UCPMB. With that in mind, a big part of the compulsory three percent of monthly income paid by every Albanian emigrant to the NDK fund was earmarked for the purchase of weaponry for UCPMB. Rashet Imeri from Gnjilane, better known as “Flamur” and Sadik Ademi from the village of Muratovac, the Presevo municipality, showed up as “investors” with DM2 million for the purchase of weaponry. The chief organizer of the purchase, transport and storage of the weaponry was Ismail Hyseni from the village of Lojane.

The weapons arrived to Macedonia via Albania. In Debar the shipments were taken over by Flamur Ame, the brother of the missing Petrit Ame, otherwise a member of PDPA-NDP and Mendyh Thaci’s bodyguard. He in turn stored the weapons in a bunker near his house. From there, from time to time, brothers Ridvan and Husrin Arifi from the village of Lojane, moved the weapons and stored them in the abandoned mine.

Up to that point everything went as planned. The NDK believed that its money had been spent as planned. The Macedonian police, especially its part commanded by our Taso, pretended to be blind and deaf while convoys with weapons passed in front of it. It appears that money was responsible for their deafness and blindness.

New concerns over Albanian guerrillas

By Gabriel Partos  BBC South-East Europe analyst The Swiss authorities have announced that they have banned the political chief of ethnic Albanian guerrilla group the Albanian National Army, Gafurr Adili, from living in Switzerland. Friday’s announcement coincided with a continuing stand-off between ethnic Albanian fighters and Macedonian security forces around two northern villages where police have been looking for a fugitive Albanian guerrilla commander. The latest stand-off follows the kidnapping of a police officer But what does the Albanian National Army, known by its Albanian initials as the AKSh, stand for and how much support does it enjoy? The shadowy AKSh emerged into the open at the time of the conflict between ethnic Albanian guerrillas and security forces in the former Yugoslav republic of Macedonia during 2001. In the course of that confrontation, the vast majority of ethnic Albanian guerrillas were fighting in the ranks of the National Liberation Army, or UCK, and their goal was to secure more extensive collective rights for Macedonia’s large ethnic Albanian community. With many of those objectives adopted in the Ohrid accords of August 2001, the UCK under its leader, Ali Ahmeti, transformed itself into a political party, the Democratic Union for Integration. It has since joined Macedonia’s coalition government. Upsurge in violence The former UCK’s partial integration into Macedonia’s political structures has opened the way for the AKSh to present itself as the new representative of ethnic Albanian interests, untainted by the benefits of sharing power.    Their fears and suspicions over the presence of the security forces may, in future, drive some ethnic Albanians into the arms of the AKSh  But the AKSh goes well beyond pursuing equal rights for ethnic Albanians. Instead, it stands for the creation of a greater Albania which would unite ethnic Albanian-inhabited regions of Macedonia, southern Serbia and Montenegro with Kosovo and the mother country, Albania, itself. Indeed, AKSh groups have been active not just in Macedonia but also in Kosovo and in the Presevo valley in southern Serbia which has a substantial ethnic Albanian population. This year, in particular, has seen an upsurge in violence in all these three regions. Und Ali Ahmeti bezog in der Schweiz “schizo Rente” und hat in den USA wegen den Terroristischen Umtrieben u.a. direkt mit den Bin Laden Leuten Einreise Verbot und in der Schweiz sowieso.

Javier Solana, macht sich ganz einfach zum Affen, wie Joschka Fischer, Erler, Steinmeier der Albanischen Verbrecher Clans auf dem Balkan. Nicht umsonst geht durch das Einfluss Gebiet des Ali Ahmeti in Mazedonien, die Haupt Drogen Route nach Europa und das muss natürlich von den Steinmeier und Javier Solana Banden gefördert werden.

Javier Solana gibt Rückendeckung für den Schizo Ali, damit er den die Namens Probleme endlich mal beendet und die Mazedonische Regierung unter Druck setzt. Griechenland blockiert bekanntlich den NATO Beitritt, weil es nicht mit dem Name “Mazedonien” einverstanden ist.

The preparation of the terrain for “thermal” treatment has been done by the
Kosovo intelligence service SHIK, which is also active in north-western
Macedonia. Start has already on several occasions written that the task of that
service is to locate and recruit radicals among Albanians in Macedonia, and
prepare logistic support centers. Therefore, the most recent report by the
agents concludes that in Macedonia there are already secret cashes of weapons,
ammunition, food and first aid material. On this occasion Kosteski reminded his
boss Georgievski that his service had “located secret cashes in the villages of
Lojane, Crn Vrv, and nearby villages Vejce, Vesala and Bozovce,” all of them on
the Sar Mountain, recently renamed by Albanians as “sunny slope”. This is
probably the source of the resistance of the political elite of PDPA-NDP and PDP [ethnic Albanian political parties in Macedonia] to the idea of converting the
Sar Mountain into a national park. They obviously prefer that the mountain
become a storage depot for weapons and soldiers of the “KLA” until they realize
their idea of a pan-Albanian state.

Colonel Kosteski informed his Prime Minister that his service had information
that similar intensified preparations are under way in the region of Struga. The
Macedonian government was informed that the service had confirmed reports about
the founding of “The Albanian National Army” (AKSH) with only one goal - “the
liberation of Albanian territories under Slav domination”. AKSH was founded by

the former members of the “KLA”, both citizens of Macedonia,  or those who are temporarily in our state. Among them, notes Kosteski, are also former members of the Macedonian Army, such as Abdul Shasivari and Gola Shala, both of them with the rank of captain.

However, suddenly one of the political-mafia rings in the chain broke and the police discovered in April 1999 the weapons cache in Lojane which, based on the amount of discovered weaponry, iconography and the time of discovery (bombardment of FRY) was impressively terrifying. Then, Taso Bogdanovski stepped on the stage. Certainly not without knowledge of at least some of his superiors, political appointees from VMRO-DPMNE, he did everything to sweep the whole affair under the rug as soon as possible. The reasons are clear: if the “investors” from Switzerland found out that someone in Macedonia had stolen most of their money, heads could have been lost! Taso obstructed the complete police investigation of the case and released the information that the “arsenal discovered in the abandoned mine in Lojane is worth roughly DM2 million”. However, the truth is that all the weaponry found in the mine in Lojane can be bought on the black market for roughly one tenth of that sum. Where is the difference? Hyseni must have spent some of the money for the bribes but that cannot explain the enormous deficit. Beim Krieg gegen Mazedonien geht es um die Schaffung eines 
Grossalbaniens - und um die Kontrolle der Heroin- und 
Erdoelrouten. Die albanischen Terroristen dringen aus dem Kosovo ein, besetzen einen Teil des
mazedonischen Territoriums im Norden des Landes, … 
versuchen ein weiteres Racak zu provozieren, sagte der britische 
Botschafter in Skopje. Mark Dickinson meinte gegenueber der 
Skopjer Tageszeitung “Jutarnji Vesnik”, die Terroristen wuerden 
Beweise praesentieren, auch wenn es kein Massaker gegeben habe

Zum zweiten Jahrestag des Nato-Krieges gegen Jugoslawien ist das 
Jubeln der Apologeten in Katzenjammer uebergegangen. “Die 
balkanischen Alptraeume haetten eigentlich mit dem Sturz von 
Milosevic zu Ende sein sollen. Aber nun schueren albanische 
Nationalisten ethnische Unruhen und wollen ein Grosskosovo 
erobern … In Washington und London und in den Bueros von Nato 
und Uno in Pristina ist eine Frage allgegenwaertig: Haben wir ein 
Monster geschaffen?”, kommentierte der britische “Guardian” 
Mitte Maerz. 

Die Verwirrung ist verstaendlich: Wer immer gedacht hatte, die 
UCK sei lediglich eine Selbstschutzorganisation der geknechteten 
Albaner gegen die angeblich Apartheid-Politik des “Milosevic- 
Regimes” gewesen, kann sich nicht erklaeren, warum sich der 
blutige Aufstieg der UCK, der im Kosovo 1998 begann, drei Jahre 
spaeter wiederholt - nun aber in Mazedonien. Denn dort, das 
muessen selbst Experten der Bundesregierung zugeben, ist die Lage 
ganz anders: “Die dortige albanische Minderheit zeigt seit 
Jahren die Neigung, Konflikte mit der mazedonischen Regierung zu 
suchen, obwohl die Albaner alle Menschen- und Minderheitsrechte 
geniessen und ihre Partei … sogar Mitglied der 
Regierungskoalition ist und fuenf Ministerien haelt. … Eingangs 
der 90er Jahre organisierten die mazedonischen Albaner ein 
eigenes Referendum und proklamierten eine ‘Republik Ilirda’ 
innerhalb Mazedoniens. Die Idee einer ‘Republik Ilirda’ wurde 
inzwischen ‘eingefroren’, … und durch neue Forderungen … 
ersetzt: Aenderung der Verfassung, ‘Dezentralisierung des 
Staates’, Institutionalisierung eines (albanischen?) 
Vizepraesidenten und Legitimierung der albanischen ‘Universitaet 
Tetovo’. Im Dezember 1994 startete der Versuch, im 
westmazedonischen Tetovo eine parallele ‘Albanische Universitaet’ 
einzurichten - auf makedonische Kosten und ungeachtet der 
Tatsache, dass Albaner an allen Hochschulen des Landes eine 
zehnprozentige Quote haben (die sie noch nie ausschoepften). Es 
handelte sich also offenkundig um ein durchsichtiges politisches 
Manoever, allein angelegt auf die absehbare Gegenwehr 
mazedonischer Behoerden, die sich dann als Beweis albanischer 
‘Diskriminierung’ in Mazedonien nutzen liessen”, schrieb selbst 
Wolf Oschlies vom Bundesinstitut fuer ostwissenschaftliche und 
internationale Studien 1998. Oschlies weiter: “Hoert man indessen 
albanische Extremisten wie Arben Xhaferi, Fuehrer der 
Demokratischen Partei der Albaner (PDSH) in Makedonien, dann 
ergibt sich ein ganz anderes Bild.” Oschlies zitiert Xhaferi 
(”Die Albaner sind heute in Makedonien ghettoisiert und 
marginalisiert …) und kommentiert dies als “albanische 
Verweigerung von Realitaetsbezug und interethnischer 
Kooperation”. 

Die toedliche Gefahr fuer Mazedonien ergibt sich aus dem Umstand, 
dass dieser von Oschlies zurecht als Extremist bezeichnete 
Politiker mittlerweile Regierungsmitglied in Skopje geworden 
ist: Bei den Parlamentswahlen 1998 wurde die bis dahin 
regierende Koalition aus mazedonischen Sozialisten und der etwas 
gemaessigteren albanischen PDP abgeloest durch die konservativ- 
mazedonische VRMO und die PDSH von Xhaferi. Auch der im 
folgenden Jahr direkt gewaehlte Praesident Trajkovski konnte 
seinen linken Konkurrenten Tito Petkovski nur mit Unterstuetzung 
der PDSH im zweiten Wahlgang schlagen - im ersten war er noch 
deutlich zurueckgelegen. Die unterlegenen Sozialisten sprach in 
beiden Faellen von massiven Manipulationen und von Stimmenklau. 

Es ist bezeichnend fuer die westlichen Medien, dass sie Xhaferi 
mittlerweile als Gemaessigten bezeichnen, weil er sich vom UCK- 
Terror in Mazedonien distanziert habe. Doch haben sie das? Die 
PDSH-Demonstration in Skopje Mitte Maerz wurde als “Demonstration 
fuer den Frieden” gelobt, obwohl Xhaferi das Demo-Motto “Fuer 
Frieden und Gerechtigkeit” ganz anders interpretierte: Es koenne 
keinen Frieden ohne Gerechtigkeit geben. Unter Gerechtigkeit 
zaehlt er dann wieder alle jene Forderungen, in denen Oschlies 
Surrogate der bloss “eingefrorenen” Parole nach einer ‘Republik 
Ilirda’ karikiert hatte. 


_Die grossalbanische Mafia_ 

Dass die Entstehung des albanischen Terrorismus keine Reaktion 
auf die serbische (oder mazedonische) Politik ist, zeigte sich 
schon bei den gewalttaetigen Unruhen in Pristina 1981. Selbst in 
Dunja Melcics Handbuch Der Jugoslawien-Krieg (Opladen 1999) 
heisst es dazu: “Objektive Gruende fuer Proteste bestanden aber 
kaum. Das albanische Element hatte sich im Kosovo durchgesetzt, 
die Autonomie war gesichert…” Die wirklichen Ziele des 
Aufstandes konnte man schon 1982 in der “New York Times” 
nachlesen: “Die Nationalisten haben ein Zwei-Punkte-Programm: 
Zum einen die Errichtung einer - wie sie es nennen - ethnisch 
reinen albanischen Republik und sodann die Verbindung mit 
Albanien, um ein Grossalbanien zu bilden. 

“Nachdem mit Hilfe der Nato das ethnisch reine Kosovo Realitaet 
geworden ist, geht es jetzt um das zweite Ziel. Der fruehere UCK- 
Chef Hashim Thaci sagte zum Beginn der aktuellen 
Fruehjahrsoffensive, Ziel der “Freiheitskaempfer” sei es, die 
suedserbische Region sowie mazedonische Territorien jenseits der 
Kosovo-Grenze “einzugemeinden”. Ob Thaci von ethnischem 
Sauberkeitswahn getrieben wird oder nicht eher von schmutzigen 
Geschaeftsinteressen, bleibt allerdings unklar. Tatsache ist 
naemlich, dass die sich die jetzigen Kaempfe in Suedserbien und 
Westmazedonien entlang der von Thacis Mafia kontrollierten 
Schmuggelroute abspielen. 40 Prozent des Heroins fuer Europa 
laufen mittlerweile ueber Thacis Gang, vermuteten deutsche Unmik- 
Polizisten bereits Ende 1999. Der ORF-Journalist Malte 
Olschewski referiert in seinem neuen Buch »Von den Karawanken 
bis zum Kosovo«, (Wien 2000) einen Vortrag, den der damalige 
griechische Aussenminister Karolos Papoulias aufgrund von 
Geheimdiensterkenntnissen 1995 vor der Parlament in Athen 
gehalten hat: “Demnach hatten die Kosovo-Albaner die tuerkische 
Mafia aus der suedlichen Route verdraengt. Ihr Narco-Kartell wuerde 
unter dem Namen ‘Kamila’ (Kamel) operieren. Fuer seine Vertreter 
sei ein ganzes Stockwerk im ‘Grand Hotel’ in Skopje reserviert 
…. ‘Kamila’ wuerde sich nicht damit zufrieden geben, woanders 
hergestelltes Heroin lediglich zu transportieren. Man habe in 
Mazedonien eigene Produktionsstaetten eroeffnet. Ein Heroinlabor 
liege in einer Fabrik am Stadtrand von Kumanovo. Ein zweites 
Labor sei in einer frueheren Kaserne der ‘Jugoslawischen 
Volksarmee’ in Krivolak installiert worden. Die staatliche 
Chemiefirma ‘Alkaloid’ wuerde die fuer die Raffinierung des 
Rohmaterials notwendigen Substanzen liefern. Ausserdem habe 
‘Kamila’ bei Novo Solo grosse Hanffelder angelegt, um regelmaessig 
Marihuana und Haschisch zu produzieren.” Olschewski fasst weitere 
Erkenntnisse zusammen: “Von Skopje gelangten die Transporte ueber 
Tetovo und ueber die Grenzuebergaenge von Debar und Struga an die 
Kueste … Die Drogenbarone waehlten einen strategisch guenstigen 
Punkt als Umlade- und Packstation: Veliki Trnovac ist ein 
albanisches Dorf innerhalb Serbiens, aber in der Naehe der 
bulgarischen, kosovarischen und mazedonischen Grenzen … Da der 
Transport mit Lastwagen zu riskant geworden war, wurden die 
Drogen in Veliki Trnovac umgepackt. Man verstaute kleinere 
Ladungen in PKWs, Minibussen., Wohnwagen oder Taxis. Die Drogen 
kamen mit diesen Fahrzeugen nach Durres und Vlora. Von dort 
wurden sie mit Schnellbooten ueber die Adria gebracht.” Der 
erwaehnte Umschlagplatz Veliki Trnovac liegt in dem fuenf 
Kilometer breiten Streifen, der seit Kriegsende als Pufferzone 
in Suedserbien an der Grenze zum Kosovo eingerichtet wurde. Dort 
darf serbisches Militaer nicht operieren, nur aermlich bewaffneten 
Dorfpolizisten ist der Zutritt gestattet - ein veritables 
Paradies fuer die Schmuggler. Vor diesem Hintergrund nimmt es 
nicht Wunder, dass Thaci erbitterten Widerstand angekuendigt hat, 
sollte die Pufferzone aufgehoben oder auch nur weiter 
verkleinert werden. 


_Alte und neue UCK_ 

Mittlerweile tummeln sich mindestens drei Guerillagruppen im 
Kampfgebiet: In Suedserbien die UCPMB (Befreiungsarmee fuer 
Presevo, Medvedja und Bujanovac) und in Westmazedonien zwei 
Versionen der UCK (in einem Fall steht das K fuer Kosoves, im 
anderen fuer Kombetare, dem albanischen Wort fuer national, also 
Nationale Befreiungsarmee). Da die Grenzen in dem Gebiet meist 
nicht markiert sind und man sie, auch dank der laxen Kontrollen 
durch die Kfor, leicht ueberqueren kann, gehen viele Beobachter 
davon aus, dass es sich in allen drei Faellen nur um Ableger der 
alten UCK handelt, die von Hashim Thaci gefuehrt wurde und nur 
nominell aufgeloest ist. 

So schreibt etwa der gewoehnlich gut informierte Franz-Josef 
Hutsch vom “Hamburger Abendblatt”: “Die … UCPMB hoert auf das 
Kommando seiner (Thacis, Anm. KONKRET) engen Weggefaehrten 
Shefket Musliu und Muhamet Xhemali. Sie sollen auch den in 
Mazedonien kaempfenden Guerilleros … Befehle erteilen. Die 
Spuren mehrerer Morde fuehren direkt in das Umfeld Thacis. Der 
unterhaelt intensive Kontakte zur albanischen Minderheit in 
Mazedonien. Der dortige Albanerfuehrer Arben Xhaferi gilt als 
enger Freund des frueheren Chefguerilleros.” Das mazedonische 
Grenzdorf Tanusevci, wo die Kaempfe Anfang Maerz begonnen haben, 
sei schon waehrend des Kosovo-Krieges Gefechtsstand der 7. UCK- 
Operationsabteilung gewesen. 

Eine etwas andere Version wird von der groessten kosovo- 
albanischen Tageszeitung “Koha Ditore” verbreitet. Demnach 
steckt ein Rivale von Thaci, naemlich Ramush Haradinaj, zumindest 
hinter den Kaempfen in Mazedonien. Der fruehere UCK-Kommandeur 
hatte sich im Sommer 2000 mit Thaci ueberworfen und seine eigene 
Partei Zukunftsallianz gegruendet, die sich bei den 
Kommunalwahlen im Herbst 2000 als dritte Kraft (hinter Rugovas 
LDK und Thacis PPDK) etablieren konnte. Der britische “Observer” 
beschreibt Haradinaj als “Schluesselfigur des US-Militaers und US- 
Geheimdienstes waehrend des Buergerkrieges und des folgenden 
Luftkrieges.” Dafuer spricht auch, dass US-Soldaten Haradinaj, 
als er nach einer Schiesserei im letzten Sommer von der UN- 
Polizei gesucht wurde, in die US-Basis Camp Bondsteel in 
Sicherheit brachten, nicht ohne zuvor den Tatort gesaeubert und 
Beweismittel beiseite geschafft zu haben. Jedenfalls sind die 
Connections dieses Herrn vielfaeltig. “Ein (UN)-Helfer behauptet, 
Haradinaj wird jetzt von zwei Maennern finanziert, Naser Kelmendi 
und Ekrem lluka, beide stehen unter dem Verdacht, in 
Schmuggelgeschaefte verwickelt zu sein.” Haradinaj und Thaci als 
Rivalen, im Kampf um das groesste Stueck vom mazedonischen Kuchen? 

Eine dritte Hypothese wird von Paul Beaver, einem Experten des 
britischen Fachblattes “Jane’s Defence Weekly” vertreten. 
Demnach wird die UCPMB von Bujor Bukoshi finanziert, der die 
Spenden verwaltet, die in der albanischen Diaspora in 
Deutschland und in der Schweiz eingetrieben werden - nach 
Bukoshis eigenen Angaben waren das in den letzten zehn Jahren 
217 Millionen Mark. Dies wird durch die den Kommandeur des 
britischen Kfor-Kontingents, Robert Fry, bestaetigt, wonach die 
UCPMB “Waffen erhaelt, die in Westeuropa gekauft und durch 
Mazedonien geschmuggelt werden”, demnach nicht aus Thacis 
Waffenlagern im Kosovo kommen. Im Unterschied zu Haradinaj ist 
Bukoshi eher ein Mann der Deutschen: Als angeblicher 
Ministerpraesident der Kosovo-Albaner hat er von 1992 bis zum 
Krieg in Bonn residiert und wurde von Aussenminister Kinkel 
protegiert. Im albanischen Mutterland arbeitete er mit dem 
frueheren Praesidenten Berisha zusammen, der seinerseits Geld fuer 
seine Wahlkaempfe von der Konrad-Adenauer-Stiftung bekommen 
hatte. Im Sommer 1998 scheiterte der Versuch von Bukoshi und 
Berisha, eine eigene Kosovo-Armee namens FARK neben der UCK zu 
etablieren: Die wichtigsten Kommandeure der FARK wurden von 
Killern Thacis liquidiert. 

***Allerdings scheint es bei der Uebergabe der Bukoshi-Gelder zu 
Streitigkeiten mit anderen Gangs gekommen zu sein. Ein 
interessantes Detail berichtete die mazedonische Tageszeitung 
“Start” letzten Oktober: Demnach flog in dem Ort Lojane ein 
Versteck mit Waffen auf. Die Behoerden schaetzten ihren Wert 
anschliessend auf 200.000 DM. Das Problem: Von der Bukoshi- 
Zentrale hatten die Verhafteten den Auftrag gehabt, nicht fuer 
200.000 DM, sondern fuer zwei Millionen Mark Militaergeraet zu 
kaufen. Die restlichen 1. 800 000 DM hatten sie offensichtlich 
abgezweigt - entweder in die eigene Tasche oder fuer eine andere 
Terror-Fraktion. Die Rache folgte auf dem Fuss: Das Auto eines am 
Schmuggel beteiligten mazedonischen Polizisten wurde von Kugeln 
durchsiebt, er ueberlebte schwer verletzt. Der Hauptdrahtzieher 
der Aktion, Ismail Hyseni, wurde von den US-Amerikanern in Camp 
Bondsteel in Sicherheit gebracht - eine Parallele zum Fall 
Haradinaj.*** 


_Das schwarze Gold_ 

Hintergrund des Krieges in Mazedonien duerften auch 
Rohstoffinteressen sein. So sagte der Brite Michael Jackson, der 
erste Kommandeur der Kfor: “Sicherlich werden wir lange 
hierbleiben, um die Sicherheit der Energiekorridore zu 
gewaehrleisten, die durch Mazedonien fuehren.” Vor kurzem konnte 
man aus dem britischen “Guardian” Details ueber ein Projekt 
namens Trans-Balkan-Pipeline erfahren: “Diese Route wird am 
Hafen von Burgas (Schwarzes Meer) beginnen, Bulgarien, 
Mazedonien und Albanien durchqueren und und in Vlora die Adria 
erreichen. Fuer den Westen waere das wahrscheinlich die wichtigste 
Route zu dem Oel und Gas, das jetzt in Mittelasien gefoerdert 
wird. 750.000 Barrel pro Tag. Ein notwendiges Projekt, so die US- 
Agentur fuer Handel und Entwicklung, weil es … US-Unternehmen 
in eine Schluesselrolle bei der Entwicklung dieses 
lebenswichtigen Ost-West-Korridors bringen wird. 

“Der belgische Journalist Michel Collon schlussfolgert daraus, 
dass Washington hinter dem Krieg gegen Mazedonien stecke. Doch 
das erscheint nicht plausibel: Gerade weil die US-Amerikaner 
eine solche Pipeline planen, muessten sie ein Interesse daran 
haben, dass die Gegend nicht in einem Buergerkrieg versinkt und 
sie ihre schoene Erdoeltrasse abschreiben muessen. Beide 
Puzzlestuecke passen nur dann zusammen, wuerden die USA eine 
Strategie der Spannung verfolgen - also kurzfristig den 
albanischen Terror anheizen, um daraus eine Legitimation fuer ein 
eigenes Eingreifen zu ziehen, moeglicherweise sogar gegen die 
UCK, um schliesslich auch in Mazedonien ein Protektorat zu 
errichten und so die Sicherheit ihrer Pipeline ganz direkt zu 
ueberwachen. Dieser Ansatz ist zwar in sich schluessig - aber 
alles andere als wahrscheinlich. Denn obwohl die Balkan-Experten 
der neuen Bush-Administration noch nicht mit einer Stimme 
sprechen und unklar bleibt, ob das US-Kontingent im Kosovo in 
der bisherigen Staerke beibehalten oder reduziert wird, so hat 
doch bisher noch kein einziger US-Politiker fuer eine Ausweitung 
des US-Engagements plaediert. Ausserdem: Die Regierungen entlang 
der geplanten Erdoeltrasse sind dem Westen so vollkommen hoerig, 
dass die Sieben Schwestern darauf vertrauen koennen, dass sie ihre 
Tributpflichten erfuellen werden, auch ohne dass dort Nato-Truppen 
stationiert werden. 

Wenn jemand ein Interesse hat, einen Krieg um die Kontrolle der 
mazedonischen Trasse zu fuehren, dann ist es nicht die USA - 
sondern die albanische Mafia. Wuerde der Weg des kaspischen Oels 
durch ein von ihr kontrolliertes Gebiet fuehren - das muss keine 
international annerkannte Republik Illirda sein, es genuegt eine 
national befreite Zone wie aktuell im Kosovo -, haette sie die 
Moeglichkeit, das Oel illegal abzuzapfen und weiterzuverkaufen 
oder, im Tausch gegen Sicherheit, den Multis hohe 
Transitgebuehren abzupressen. Diese lukrative Modell wurde 
bereits ausprobiert: Als zwischen 1991 und 2000 Warlords und 
Mullahs Tschetschenien beherrschten und die russische 
Zentralmacht die dortigen Pipelines nicht schuetzen konnte.

Obwohl also sehr fraglich ist, ob die USA und die Nato insgesamt 
den Krieg gegen Mazedonien angezettelt haben, so steht doch 
zweifelsfrei fest, dass sie dafuer verantwortlich sind. Zum einen 
deshalb, weil die Nato die UCK - entgegen den Zusagen gegenueber 
der Uno - nicht entwaffnet hat und ihre Militaertransporte ueber 
die Grenzen nicht unterbindet. Ein Beispiel: Als die GIs Anfang 
Maerz zum ersten Mal gegen UCK-Rebellen losschlugen, blickten sie 
grimmig in die werbewirksam aufgestellten CNN-Kameras und liessen 
die Panzer rattern. Was dann geschah, war allerdings nicht mehr 
im Fernsehen zu sehen: Zuerst wurden 150 Guerillas eingekesselt. 
“Da es aber keinen Befehl gab, diese festzunehmen, zogen die 
Kfor-Soldaten wieder ab … und liessen die albanischen 
Terroristen laufen. Diese zogen sich weiter auf mazedonisches 
Gebiet zurueck - und griffen sogleich einen Konvoi der 
mazedonischen Regierung an, wobei ein Polizist getoetet wurde.” 
(”FAZ” Noch wichtiger ist, was der britische Guardian unter 
anderem von europaeischen Kfor-Offizieren erfahren hat: “Die CIA 
hatte freie Hand, im Kosovo mit einer Privatarmee Amok zu 
laufen, um so den Sturz von Milosevic zu befoerdern. Jetzt wo er 
(Milosevic) weg ist, scheint das US-Aussenministerium unfaehig, 
die Armee von Bastarden wieder zurueckzupfeifen.” Trifft das nur 
auf die CIA und Thaci bzw. Haradinaj zu, oder auch auf den BND 
und Bukoshi? 

Der mazedonische Premier Georgievski duerfte jedenfalls gute 
Gruende gehabt haben, neben den USA explizit auch Deutschland 
vorzuwerfen, “zu wenig” gegen den Terror zu unternehmen. Kurz 
vorher war Georgievski mit Fischer in Tetovo zusammengetroffen. 
Bei dem Treffen hatte Fischer die Kriegshandlungen zu 
“Ausschreitungen” verniedlicht, als ginge es um Fussball-Randale. 
Scharping bezeichnete den Terror am selben Tag als 
“innerstaatliche Angelegenheit” Mazedoniens, obwohl selbst der 
Generalinspekteur der Bundeswehr Kujat zugibt, dass die 
Instrukteure der UCK und zumindest ein Teil der Waffen aus dem 
Kosovo kommen. 

Erinnerungen werden wach: Hatte nicht Genscher noch im Fruehjahr 
1991 ganz auf EG-Linie Kroatien und Slowenien vor einer 
Abspaltung von Jugoslawien gewarnt? Hatten nicht das State 
Department die UCK noch im Fruehjahr 1998 als terroristische 
Organisation abgelehnt? In beiden Faellen wurde die Position kurz 
darauf revidiert - sobald die Terroristen eine schlagkraeftige 
Armee gebildet hatten, die vor Ort die Machtfrage stellen 

konnte. So wird es auch in Mazedonien kommen.

 ca. 200.000 Kriminelle wanderten auch teilweise aus Albanien direkt nach Mazedonien so ein und terrorisierten das Land.

Aber lassen wir den prominenten Fachmann und Wissenschaftler hier ein paar Worte finden.

Stiftung Wissenschaft Professor Wolf Oschlies, Stiftung Wissenschaft: “Mit Mazedonien geschieht etwas, was es in der Menschheitsgeschichte noch nie gegeben hat, nämlich ein souveränes, demokratisches Land sieht sich einer Aggression vom Territorium eines internationalen Protektorats aus ausgesetzt. Das ist die Lage, dem ist nichts hinzu zu fügen. Und das ist eine gewaltige Rüge an die internationale Gemeinschaft, deren Teil ja auch Deutschland ist.” UCK-Kämpfer in Mazedonien. Früher nannte man sie “Freiheitskämpfer”, heute “Terroristen”, denn - so glaubt man in den USA inzwischen - diesen schwer bewaffneten Banden gehe es nicht um den Schutz albanischer Minderheiten auf dem Balkan, sondern schlicht um Geld: Profit aus dem Drogen- und Waffenschmuggel. Und hier werden die Nachschubwege gesichert. Auch deshalb hat US-Präsident George Bush am 27. Juni diese so genannte “Executive Order” erlassen, über das “Einfrieren des Vermögens von Personen, die die Friedensbemühungen auf dem Balkan gefährden.” Jede finanzielle Unterstützung für die hier aufgeführten Organisationen steht in den USA ab sofort unter Strafe. Mit auf der Liste: die UCK und ihr Ableger UCPMB. In den USA inzwischen verboten, in Deutschland nach wie vor Alltag. Spendensammeln für die UCK. Das Zentrum für die albanischen Muslime in Düsseldorf. Das unscheinbare Haus im Hinterhof gilt als eine der Spendenzentralen der UCK in Deutschland.

Taso Bogdanovski, the chief of police in Kumanovo, who is still recovering from wounds inflicted by five bullets “picked up” in an ambush on September 9, is definitely not the victim of revenge for the banned love affair with a 25-year-old Albanian woman Luleta Ajeti. In the absence of the official explanation for the possible motive and perpetrators of the “assassination attempt” on Taso, Start will yet again point out the likely connection between this crime and “Lojane case”, or more specifically the tragicomic “unexpected” Police raid on the abandoned mine and the discovery of a significant amount of weaponry and a local headquarters for the so-called “KLA”, in which no staffers were found. The information obtained by Start in the meantime not only confirms that connection but also reveal the motive for the murder attempt on Taso, and the whole list of individuals with whom he “cooperated” thereby directly harming the security of the state that he was supposed to protect as a policeman, as well as the context in which his attackers should be sought. However, Taso, a loyal soldier of the Dalaverci clan, according to our information, is only a bit player in a much bigger story which indicates the crime in which the “KLA” is sinking and monstrous manipulation with the Albanian population, with its “huge dreams”, as well as its “voluntary” contributions for the so-called national cause, ranging in millions of German Marks.

Kosovo Tax Dodgers Flourish in Corridors of Power

 

A café in parliament, a restaurant owned by the Deputy Prime Minister Behgjet Pacolli’s family and another owned by the family of a senior figure in the governing party, Shaip Muja, are among the thousands of companies that are breaking the law by not properly declaring taxes.

An investigation by Balkan Insight has uncovered proof of what many Kosovars have long believed – that their assembly is full of tax-dodgers.

Kosovo’s lawmakers, we can reveal, appear relaxed about breaking the law when it comes to protecting the country’s tax revenues.

Under the law on tax administration, introduced last summer, both businesses and consumers are required to tackle the black economy - all customer-focused firms were required to install fiscal cash registers, and consumers are legally obliged to ask for a receipt, or face a 20 euro fine.

But the Shqiponja restaurant in the middle of parliament has yet to install a fiscal cash register, making every assembly member who has enjoyed a coffee there a lawbreaker. 
All businesses were legally obliged to install fiscal cash registers by last September or face penalties ranging from 150 euro to 1,000 euro each.

The machines record each purchase and supply data directly to the Kosovo Tax Administration, ATK. They are being introduced as part of a drive against Kosovo’s black economy, estimated to be worth about 700 million euro a year.

Balkan Insight has discovered that only one in five businesses, or 12,000 out of 60,000 firms, have heeded repeated warnings to install the equipment.

And only 1,145 businesses have been fined since the deadline of last September, according to the latest figures.

The Shqiponja has a string of contracts with government institutions and is owned by a leading trade unionist, Fehmi Nika, head of the union at the Ferronikeli metal plant.

Despite his role fighting for workers’ rights and the café’s position at the heart of political power, Nika’s outlet is breaking the law and, as a result, the ATK is unable to know whether tax is being paid on the hundreds of macchiato and other drinks purchased every day by parliamentarians.

This newspaper also paid three visits to the restaurant of the Pacolli family, the Diamond Diplomatik Bar, on UCK Street, in central Pristina, and two visits to Ariu, a restaurant owned by the brother of assembly member and senior PDK figure Shaip Muja.

Neither was able to issue a legal receipt on these visits. On a third visit to both, and having confronted the owners about their breaking of the law, a fiscal cash machine was in use and the correct receipt issued.

On our first trip the Diamond, it was unable to provide any sort of receipt. “Sorry, but we don’t have one to give you,” a waiter said.

On the second visit, Diamond Diplomatik also could not issue a proper bill for our cake and coffee, but did issue a printed bill typed on a computer. The cash till would be “fixed soon”, they said on this occasion.

On the third visit, the eatery provided a proper receipt – but the receipt also suggested that the bar had issued just six of these in total.

According to the official business register, the owner of Diamond Diplomatik is Islam Pacolli, brother of Behgjet, Kosovo’s Deputy Prime Minister.

Rrahim Pacolli, Behgjet’s first cousin, is also involved with the business, and Behgjet is a regular diner there.

Behgjet Pacolli is the owner of dozens of companies across the world, many of which are run or part owned by his brothers and other relatives.

Perhaps his best-known company is Mabetex, which made a fortune building palatial structures in the ex-Soviet Union and renovating the Kremlin.

He also owns a string of hotels and restaurants under the Swiss Diamond label and formerly owned a newspaper, Lajm, which was in the same building as Diamond Diplomatik.

As well as owning Diamond Diplomatik, Islam Pacolli is a manager of Mabetex, which has also been involved in major projects in Kosovo, including work on the Rilindja government building and the Iliria Hotel.

A spokesman for Behgjet Paciolli, the former president and leader of the New Kosovo Alliance, AKR, told Balkan Insight that he was not in any way connected to the bar.

“Diplomatik restaurant is not managed nor owned by Mr Pacolli,” he said, adding that he had “nothing to do with that restaurant”.

Islam Pacolli told Balkan Insight that the failure of his staff to issue a receipt in Diplomatik was an error on the waiter’s part.

“The bar does issue bills but if the waiter didn’t do that, he probably wanted to get away with it [not using the register], and what can I do about that?” he asked.

“I am very interested to know if that happens and how and I’m also planning to install programs to avoid anything being done manually,” he added.

“It is absolutely not a question of trying to avoid taxes as that is not how the state is built.”
Similarly, Naim Muja also claimed that he had a fiscal cash register but that it was the waiter’s fault that no receipt was given, despite repeated requests.

He said: “I bought the machine two weeks after the law was adopted. It works perfectly well, so it’s not true that it doesn’t function.

“It is the responsibility of the client to ask for a receipt, but the waiters can also hide it from them because they tend to steal. We have had cases when we needed to dismiss waiters.

“You can come at anytime, and we can verify that we have it.”

When it was pointed out that we had visited twice and on both occasions had been told be the waiter that no receipt was available, he blamed the waiters.

His brother, Shaip, a senior figure in the governing PDK and an assembly member, is not listed as an owner of the business, although he is a business partner of Naim’s in other ventures.

“I have five brothers and many cousins, and they are adults, and I don’t know why I should be taken as a reference for what is their business.

“It might happen that the waiters steal as well. It happened to me. What can you do about that? Go check with the waiter’s school, those who issue their certificates. Deal with the origin of the problem, not its effect.

“Kosovo is growing and the implementation of law is getting better. Things cannot be done in a day.”

Balkan Insight visited dozens of other restaurants, bars and shops in Pristina, many frequented by Kosovo’s top politicians.

Most of these also appear to be breaking the law although we have not printed their names as the practice is so widespread.

One café owned by a senior politician and - unusually – using the correct equipment is the Strip Depot, owned by Deputy Foreign Minister Petrit Selimi.

Our reporter was not immediately offered a receipt when paying, which is an offence in itself, but the waiter was able to provide a fiscal receipt when asked to.

The manager of Shqiponja, Bedri Nika, brother to Fehmi, said his firm ran two restaurants in parliament and both now had fiscal tax registers, though he admitted one was only installed recently.

He could not explain why our reporter was unable to get a proper receipt at one of the venues, despite asking for it.

Officials in parliament declined to answer Balkan Insight’s questions on this issue.

Black hole in the economy:

Strip Depot remains in the minority in its use of fiscal cash register, despite a high profile campaign by the ATK since last year and the threat of fines.

ATK officials said they did not wish to comment on specific cases, but their inspectors were continuously checking businesses and handing out fines.

“This includes all businesses, also those that conduct activities inside the government, parliament or the municipalities,” spokeswoman Hava Ademi said.

Ademi told Balkan Insight that the results of their campaign were satisfactory, even if only one in five firms had now installed the correct equipment.

“During 2011 alone, the ATK issued 1,145 fines to businesses that are not equipped with fiscal cash, or do not issue tax receipts,” she said.

“The point of the fiscal cash register is: fair competition in the market, payment of taxes, examination of the origin of goods, and so on,” Ademi explained.

Three companies are licensed in Kosovo to sell the tills, which cost around 700 euro each, although many businesses have complained that the firms act as a cartel and have artificially inflated the price of the tills. This issue is under investigation.

In a bid to increase the number of businesses equipped with fiscal cash registers, the ATK has held seminars across Kosovo in recent months, in Ferizaj, Gjilan, Gjakova, Pristina, Peja, Mitrovica, Prizren and elsewhere.

“The seminars have gone well, and we hope they were useful for businesses which have not ‘fiscalised’ yet,” Ademi continued.

But some economists say the take-up rate remains scandalously low.

“Not using fiscal cash boxes inside [public] institutions shows how this process has failed,” economic expert Isa Mulaj said.

“I’m sure the Ministry of Economy [which has overall responsibility for taxes] is aware that this coffee bar [could be] evading taxes, yet they do nothing – for who knows what reason?” 
Another economist, Musa Limani, also questioned whether the government drive was serious.

“Not using fiscal cash registers in bars that are inside [public] institutions sets a bad example to other businesses,” Limani noted.

Agim Shahini, head of the Kosovo Business Alliance, said the huge size of the black market seriously undermined Kosovo’s budget.

He said research carried out by his alliance and other international organization estimated the annual value of this illicit trade at 700 million euro.

Economist Muhamet Sadiku said he believed about 40 per cent of all economic transactions in Kosovo was illegal.

Taxpayers, meanwhile, are angered by the apparent unwillingness of the private sector to pay its dues to the state.

“All strong states are built on taxes,” Bedri Gola, a resident of Pristina, said. “There is no state without taxes, but illegal businesses will continue to operate freely while Kosovo does not have functioning laws, judiciary and police.”

Adrian Lima, another resident of the capital, said he doubted the wrong will be rectified any time soon. “Whenever I buy something, I never receive a proper invoice,” he noted.

Kosovo Lawmaker Testifies in Medicus Organ Trafficking Case
A former health adviser to Kosovo’s prime minister testified on Monday in the so-called Medicus case, which centres on allegations of organ trafficking and organised crime.

Shaip Muja, who is now a member of the Kosovo parliament, told the court that the Medicus Clinic near Pristina did not have a proper operating licence and was not licensed to carry out organ transplants.

Seven Medicus-linked suspects appeared in court in mid-December in Pristina accused of bringing up to 30 people, plucked from the poorest corners of the world, to Kosovo under the false promise that they would be paid for their kidneys.

Muja, a member of the ruling Democratic Party of Kosovo, also said he had met one of the defendants in the case, Turkish doctor Yusuf Sonmez.

Sonmez, dubbed “Doctor Vampire” by the Turkish media, was arrested in Istanbul at the beginning of January and later released on bail.

Muja said that he was introduced to the suspect by the owner of the Medicus Clinic, Lutfi Dervishi.

“We met at the wedding of Lutfi Dervishi’s son. There were plenty of guests at the wedding, personalities from political life and doctors…it is part of our customs that you meet with the rest of the guests at a wedding,” Muja said.

The case involves allegations that a group of people brought poor donors and rich recipients to the Medicus clinic and organised and carried out the harvesting and transplant of kidneys.

Nine people in total have been charged with human trafficking, organised crime and the unlawful exercise of medical activities, including university professor Dervishi, who is accused of being the ringleader of the alleged activities during 2008.

The Kosovo men named in the indictment were allegedly aided by Sonmez, who is wanted on organ trafficking charges in several countries, and Moshe Harel, an Israeli of Turkish origin who the prosecution says acted as the gang’s fixer, finding both donors and recipients and handling funds.

Mirëpo prej një muaji Meta ndihet vërtetë në vështirësi pasi çdo ditë jashtë qeverisë i dobëson pozitat e pushtetit në parti dhe jashtë saj. Për më tepër që gjendet në një proces ku dënimin për korrupsion e ka të garantuar dhe as procedura nuk e shpëton. Por një tjetër lajm i bujshëm vjen nga SHBA-të. Dy javë më parë FBI njoftonte në mediat amerikane se dy agjentë të saj vizituan Shqipërinë për të verifikuar pasuritë e Almir Rrapos, anëtarit të klanit mafioz “Krasniqi” të pastrimit të parave, trafikut ndërkombëtarë të drogave kokainë dhe marihuanë dhe grabitje apo vrasje të bujshme.

Mirëpo Rrapo ishte punësuar nga Ilir Meta në Ministrinë e Jashtme kur ky i fundit ishte ministër dhe zëvendëskryeministër. Edhe pse e dinte se prej vitit 2006 Rrapo kërkohej në SHBA, Meta e ka punësuar sekretar. FBI ia njeh zyrtarisht këtë “meritë” Metës dhe e ka publikuar në faqen e saj, ku vetëm emri nuk i përmendet, por i citohet posti në qeveri. Burime të sigurta thonë se agjentët e FBI-së kanë sjellë një formular të mbushur me pyetje për Ilir Metën dhe ia kanë dorëzuar prokurorisë shqiptare. Ky është shpjegimi i vetëm pse Meta sulmoi organin e akuzës dhe Ina Ramën si celulë politike, jo gjyqi për videon e Dritan Priftit. Ina Rama i ka kërkuar që ai të japë përgjigje pyetjeve të FBI-së në lidhje me Rrapon. Mirëpo Meta gjendet në siklet, pasi nuk e di se çfarë ka rrëfyer ish-sekretari për aktivitetin mafioz dhe se ku ka fshehur pasuritë e për kë punonte. Po këto burime thonë se pyetja më e rëndësishme është “Përse e punësuat Almir Rrapon pa verifikuar CV-në e tij dhe se ishte i super kërkuar ndërkombëtar?”.

Mësohet se Rrapo ka rrëfyer gjithçka dhe tani konsiderohet i penduar i drejtësisë amerikane, duke treguar përtë gjithë aktivitetin kriminal dhe VIP-at e krimit. Rreth një muaj më parë një superoperacion në SHBA zbuloi trafikun e drogës dhe makinave luksoze me anije. Bëhet fjalë edhe për sasi të mëdha kokaine të fshehuraqë transportoheshin me anije të kompanive gjigante që nuk mund të kontrolloheshin. Thuhetse kjo drogë vinte nga Amerika e Jugut, kalonte në Honduras dhe më tej transportohej drejt Evropës dhe Shqipërisë. Numri i të arrestuarve shloi në 37 persona, të gjithë të rrëfyer nga Rrapo, që akuzohet për vrasje e rrëmbim të Erjon Shehut, në 2005, përveç trafiqeve të bujshme, duke rrezikuar dënimin me vdekje. Mirëpo njohja me Metën është dhe çelësi i hetimit, ndaj FBI i kërkon politikanit shqiptar të shpjegojë lidhjet me mafian dhe pasuritë. O dënojeni ju për videon e skandalit dhe më pas të vijojmë ne hetimet tona, ose do e arrestojnë vetë këtu në Tiranë duke e bërë publik lajmin në të gjithë botën dhe dosjen e plotë, duke fundosur edhe kryeministrin Berisha.

Ky i fundit gjendet në ditët e fundit të karrierës së tij të përdhosur së fundmi nga Meta, ndaj dhe gjendet mes dy zjarreve që në fund do e djegin. Ndaj mësohet se kërcënimi shihet si bllof. Por edhe nëse është i vërtetë, kërkohet nga kjo mafie ku ai është përzier për ta hequr qafe, pasi nesër mund të kthehet në një dëshmitar të rëndësishëm për të shkatërruar një super-kartel droge e trafiqesh në Ballkan, Evropë dhe në SHBA.

Ministria “METE” e kthyer në “Pashallëku META”

Dy ditë më parë u fut në pranga një drejtori e LSI në ministrinë e LSI, ku 80% e drejtuesve ishin me origjinë nga Skrapari.

Faktet e shumta me video rryshfetesh e blloqe tenderash të kryetarit META, me ekspertiza false e gjyqe të blera për të shpëtuar kryetarin META nga prangat, me emërime klienteliste në ambasada, me tendera ilaçesh, me heqje e dhënie koncensionesh, me emërime familjare deri tek portat e ministrive, me skandale korrupsioni deri me vjedhje edhe tek peshoret e bukës së fukarenjve, dëshmojnë përfundimisht e qartë, se LSI nuk është krijuar për të shërbyer si parti politike, por si çetë hajdutësh, si principatë ekonomike, si pashallëk pronash, për të zotëruar pushtet politiko-ekonomik për përfitime të familjes, fisit, ortakëve e klaneve “META”. Këtë të vërtetë e konfirmoi vetë kreu i “Pashallëkut LSI”, bllokisti ILIR META, kur në 29 qershor 2009, “ngarkoi në krahë” 30 mijë votat e të majtëve dhe i çoi tek dora e shkatërruesit të Shqipërisë SALI BERISHA, duke i konvertuar në 3 ministri, në 1 kolltuk zv/kryeministri e në 20% pushtet deri tek rojet e çerdheve.  

 

Ministria e Ekonomisë, shpellë hajdutësh e fisit “META”

Edhe pse del përditë dhe “qan” e “përbetohet” për fatin e të majtës dhe integrimin e vendit, në fakt Ilir Meta “bluan” në mendje këto pyetje: Sa do fitoj sot, nesër, pasnesër? Cilët duhet të vendos si drejtues zyrash e si sekserë pazaresh? Si ta ndërtoj skemën, për t’i zhvatur SALIUT sa më shumë zyra pushteti ku bëhen lekë? Për këto synime e nisi luftën dhe u nda egërsisht me Nanon. Me këtë “mëndje” e krijoi partiçkëzën LSI, pasi e pa që në pushtetin e PS nuk “kulloste” dot më miliona e prona aq sa donte dhe siç donte. Me këtë skemë vodhi votat e të majtës dhe u bë palë në pushtet me Sali Berishën, duke i krijuar mundësinë të krijonte mazhorancën. Me këtë objektiv pasurimi personal e morri postin si Minsitër i Jashtëm dhe zv/kryeminsitër. Vetëm e vetëm për të shtuar pasuritë pronësore e financiare, u vetë-vendos në krye të Ministrisë së Ekonomisë. Si ministër pazarxhi, tenderxhi e rryshfetxhi u vetëlargua ILI META dhe nga kjo ministri. Edhe pse ILIR META nuk është ministër, Ministrinë e Ekonomisë e kontrollon dhe e shfrytëzon vetëm kreu i LSI, Ilir Meta. Veçanërisht ministria METE, dihet që është ministria “pronë” e familjes “META”, ose siç i thonë shqiptarët: Ministria “METE” është kthyer në “Pashallaku META”. Pa bërë komente, po publikojmë një pasqyrë konkrete, që nga ora e parë e kur këtë “pashallëk” e morri në duar familja “LSI-META”:

 

KUR MINISTER ISHTE PRIFTI

Me urdhrin e  “pashait” Ilir Meta, brenda 24 orëve doli urdhri zyrtar, me të cilin njoftoheshin të jepnin “dorëheqjen” gjithë drejtorët e drejtorive në ministri dhe të strukturës së saj në rrethe e rajone. Në ministri u shkarkuan nga postet, të gjithë specialistët, ekspertët dhe komisionet e tender-privatizimeve, duke u zëvendësuar vetëm më familjarë, të afërt, shokë, ortakë biznesesh e anëtar të besuar të kupolës LSI. Personazhi i vetëm drejtues i lartë, që ka mbetur nga pushteti “SALI” në këtë ministri është zv/ministri Eno Bozdo, të cilin nuk e pyet askush, por që i kanë lënë pak pushtet, sa për të mos mbetur “bosh” dhe natyrisht pa e shqetësuar. Në krye erdhën 80% drejtorë drejtorie dhe 50% zv/drejtora, anëtar të LSI, me origjinë nga Skrapari, Berati, Fieri, Lushnja, Kuçova. Ndër 13 drejtorë rajonalë të kësaj ministrie dhe 375 likuididatorë ndërmarrjesh kryesore në privatizim, 8 drejtorë dhe 213 likudidatorë u vendosën nga Skrapari e Berati.

 

KUR MINISTER ISHTE ILIR META

Brenda 24 orëve u spastruan 90%  drejtorët, nëpunësit, specialistët e deri rojet që konsideroheshin “të besuarit e Priftit”. Në vend të tyre u emëruan përsëri “ushtarë” nga familja, nga kupola e partisë, nga zona, nga klanet, nga ortakët e rinj e të vjetër, nga familjet e ministrave e deputetëve të LSI. Me urdhër të Ilir Metës, u kaluan në filtër të gjithë punësimet në ministri e në drejtoritë rajonale në varësi të saj. Në 12 zyrat rajonale ekonomike dhe në 6 kompanive të mëdha, u vendosën drejtorë familjarë. Ministria u “blindua” me drejtor e strukturë financiare dhe arkivë të besuar. U spastruan 104 specialistë kromi, bakri, qymyresh, tekstilesh, hidrokarburesh, nafte, gazi etj dhe u zëvendësuan brebda 3 ditëve me drejtorë e “ekspert” të besuar.  Të 12 specialistët dhe krejt drejtoria e vlerësimit të tenderave e privatizimive, deri tek komisioni prej 7 vetësh, u zëvendësua urgjent. U pezulluan 197 leje koncensionare hidorocentralesh, të cilat sipas “Skemës META”,  pas presionesh banditeske si ato të videos, u rikthyen përsëri. U bënë 76 “rifreskime” me drejtues e deri magazinierë të besuar të “Pashallëkut META”, në kompaninë “Albpetrol”, OST dhe KESH. U bë listë e re për 52 shoqëri që kishin të drejtë të lidhin kontrata blerje, shitje e transporti karburantesh, duke licensuar njerëz të familjes, klanit e kupolës LSI. U falën 50% e detyrimeve fiskale firmave koncensionare në naftë, gaz, në shpim-kërkime pusesh, në krom e bakër, duke deklaruar 57 milion euro financa kombëtare, si “humbje teknike” për shkak të motit, të revoltave të banorëve të zonave e punëtorëve dhe terrenit të vështirë. U bënë 23 tendera import-eksporti energjie, me 35% ulje çmimi në shitje (import) dhe me 46% rritje çmimi në blerje (eksport) energjie. Me firmën e Ilir Metës, nuk i janë marrë kompanisë CEZ-it 28% e detyrimeve fiskale taksa e tatime. Me urdhër të Ilir Metës, duke shpërfillur urdhrin e ERE (Entit Rregullator të Energjisë) nuk janë vendosur 754 mijë sahatë matës në konsumatorët familjarë e privatë, duke mbajtur në veprim faturat afrofe me 2 herë çmime më të larta se konsumi real. Me urdhër të Ilir Metës, nuk janë kalibruar teknikisht 1.9 milion sahatë të matjes së energjisë për familjarë e privatë, duke lejuar një “gabim-vjedhje” në favor të CEZ deri në masën 29% të sasisë së konsumuar. Me urdhër të “pashait” ILIR META, u zhvatën për skrap 9 qendra të mëdha ekonomike si uzina, fabrika, kombinate, miniera. Etj, etj, etj, etj… 

 

TANI QË MINISTER ESHTE NASIP NAÇO:

Nasipi është veçse një ministër kukull. Ai ka në dorë vetëm 5 gjëra: Çelësin e zyrës, stilolapsin që firmos urdhrat që i jep Ilir Meta, çelësin e makinës, listën e apelit të punonjësve dhe kartën bankare që tërheq pagën mujore. Gjithçka tjetër në ministrinë METE e komandon dhe e shfrytëzon lirisht META. Në METE nuk pyetet as LIGJI, as SALIU e as Nasipi, por vetëm ILIR META. Siç dihet, ministri Naço është emëruar si “manekin” vetëm për “besnikëri”, si anëtar i kupolës LSI, si skrapali dhe si “ushtar” i familjes META. Natyrisht, si shpërblim, Nasipit i janë disa firma e vula të vogla mbi të cilat ai ka “fuqi” e që “zgjidh” punë që shkojnë në xhepin e tij.

 

Kujtesë votuesve të LSI

Katër mandatet e LSI, që dolën nga 30 mijë votat e të majtës, nuk po i shërbejnë idealit integrues të së majtës, por klikës politike-ekonomike-financiare të LSI, të grumbulluar rreth familjes “META”. Pazari META-BERISHA, u mbyll me 3 ministri dhe një kolltuk zv/kryeministri dhe qindra poste zv/ministrash, drejtorësh, zv/drejtorësh, ambasadorësh e vendesh pune në të gjithë vijën vertikale e horizontale të pushtetit qendror dhe lokal. Sipas statistikave aktuale, rezulton se në Ministrinë e Ekonomisë 70% e të punësuarave janë skrapalinj e beratas, militantë të partisë, anëtarë të fisit dhe krahinës “META”. Ndërsa 20% janë nga familjet, fiset, krushqitë dhe fshatrat e deputetëve të LSI. Pjesa 10% janë të punësuar me ryshfete, që kanë përfunduar në xhepat e kupolës së LSI. Kjo përbërje shkon deri në drejtoritë rajonale në qarqe. Në ministrinë e Shëndetësisë, 60% janë të punësuar prej familjes, fiseve, krahinave e krushqive “VASILI-META”. Në zyrat e principatës “VASILI” afro 30% janë gra, motra, mbesa, kunata, dashnore, shokë, ortakë biznesi, fëmijë, vjehrra dhe krushq deputetësh të klikës LSI. Pjesa 10% janë të punësuar me rryshfete. Në Ministrinë e Jashtme, 55% e ambasadorëve janë familjarë, të afërm, shok e krushq të familjes dhe fisit “META”, 30% janë pjesë e kupolës së PD, ndërsa 15% janë të futur me rryshfete. Kaq mjafton, për të kuptuar qartë, se cili është “profili” i LSI si pjesë e pushtetit të SALIUT dhe cilat kanë qenë e janë interesat e ILIR METËS me futjen dhe qëndrimin në këtë koalicion qeverisës.

Kryqëzata e Saliut kundër pavarësisë së medias. Djegia e një gazete dhe rrahja barbare e gazetarëve kur Berisha ishte president, është vetëm nisja e historisë së një diktatori që nuk ka reshtur akoma në sulmet ndaj medias. Përkundrazi, tani është bërë edhe më i egër, më i sofistikuar rrallë dhe më shpesh i drejtpërdrejtë dhe gjakatar. Nëse nuk i blen dot për t’i nënshtruar, i godet. Me sharje publike, gjoba, polici dhe deri te eksplozivi. Shënjestron gazeta, televizione, pronarë mediesh dhe gazetarë, duke u kthyer tashmë në satrapin e medies së lirë. Njësoj si diktatorët e tjerë, prej të cilëve ka mbetur i fundit akoma në karrige…

Goditje biznesit të Kokëdhimës

Sulmi më i fundit ndaj “Shekulli” u ekzekutua pak ditë më parë, kur policë të pushtetit u turrën në dyert e redaksisë për të mbyllur “Shekulli News kafe”. Për të lëshuar sinjalin se herën tjetër radhën e ka vetë media. Pa asnjë tërheqje prapa për hir të standardeve që duhet të plotësojmë dhe as të raporteve që kanë në dorë fatin tonë evropian. Njësoj siç u bë me 22 biznese në emrin e Koço Kokëdhimës, të goditura egërsisht dhe vetëm politikisht. Reagimi i kompanisë nuk tuti aspak diktatorin. Vetëm sa e egërsoi më keq, për të bërë planin për sulmin e radhës që nuk dihet kë media tjetër, jashtë rrethit të pushtetit, do të shënjestrojë.

 

Baze i gjobitur dhe i dhunuar

Mbyllja e gazetës “Tema” ishte vetëm nisja e një sërë sulmesh të tjera, edhe fizike, ndaj gazetarit Mero Baze. Mësymjet e tatimorëve, deri kur mbyllën me shirita dyert e medias, morën vendin kryesor në raportet ndërkombëtare, por as këtë herë Berisha nuk u ndal. E përndoqi edhe në televizionin “Vizion+”, sepse emisioni investigativ i Bazes e kishte shqetësuar në aktivitetet e tij të jashtëligjshme si për shembull rruga Rrëshen- Kalimash, gropa që thithi miliona euro të taksapaguesve. Apo shpërthimi i Gërdecit dhe përfshirja familjare në biznesin vdekjeprurës të demontimit amator të armëve, si dhe shumë skandale të tjetra. Pas dhunës fizike në hundën e policisë, gazetari mori sinjalin tjetër kur një sasi eksplozivi i hodhi në erë automjetin poshtë banesës së tij, nga bandat e Berishës.

 

Media e Bolinos, një histori pushtimi

Do të kishte qenë plot me episode kërcënimesh dhe dhune edhe historia e grupit “Edisud” ku përfshihet televizioni dhe gazeta, nëse biznese pranë qeverisë nuk do ta kishin blerë me para dhe presion. Kjo blerje në fakt nuk nënkupton vetëm vënien e kësaj kompanie mediatike në përdorimin e pushtetit por edhe nxjerrjen jashtë të Karlo Bolinos, njeriut që përfaqëson gazetarin e lirë dhe të pavarur, të guximshëm edhe pse u përball me grupe të rrezikshme në pushtet. Që ditën e dytë të blerjes, ndryshimi i linjës editoriale ishte vetëm hapi i vogël. Sepse pas kësaj nisi “spastrimi”, me largimin e drejtoreshës së “GSH”, Anila Basha.

 

Artan Hoxha, kërcënim për jetën

Gazetari që detyroi kryeministrin të ndryshonte gjithë përrallën e tij me puç dhe vrasje brenda turmës në demonstratën e 21 janarit, u kërcënua për jetën, menjëherë pas publikimit të videos ku dukej qartë si plumbat e Gardës kishin marrë jetën e protestuesve. Një zarf me dy plumba u dërgua në derën e banesës së gazetarit të guximshëm, ikona e gazetarisë investigative sot në Shqipëri, që denoncoi vrasjet shtetërore të 21 janarit, me zë dhe figurë. Ndërsa një tjetër gazetar, Fatos Mahmutaj, dëshmitar i plumbave që vinin nga Garda dhe që e plagosën edhe atë në dorë, u detyrua të largohej nga vendi për shkak të përndjekjes nga pushteti.

 

Top Channel, “armiku” i përhershëm

Me mbërritjen në pushtet dhe me etjen për hakmarrje, Berisha “fshiu” kontratat ligjore që kompania “Top Media” kishte nënshkruar me shtetin për ambientet me qera te ish piramida. Sulmi nisi krejt hapur, pas kërcënimeve që kreu i qeverisë kishte lëshuar që kur ishte në opozitë. Goditje biznesit me gjoba në shifra marramendëse, të akuzuar publikisht nga vetë kryeministri me kërcënime të rënda ndaj presidentit të kompanisë, themeluesit të gjigantit mediatik, të ndjerit Dritan Hoxha. Atentatet ndaj antenave të transmetimit në Tiranë dhe nëpër Shqipëri, ishin të vogla krahasuar me kërcënimin e madh, që tashmë ka marrë edhe formën e ligjit me votat e mazhorancës. Dëbimin nga ambientet e ish piramidës. Pa pritur vendim gjykate dhe pa pyetur për apelet e ndërkombëtarëve, gjoja nën zbatimin e një projekti tejet të dyshimtë për të ndërtuar në vend të qendrës kulturore, një parlament të ri për Topallin. Ndërkohë, sharjet dhe ofendimet publike i kanë shkuar për “dekor” gjithë këtij sulmi ndaj kompanisë mediatike. Gazetari Sokol Balla dhe bashkëshortja e tij janë vënë në shënjestër në mënyrë të përsëritur, përmes akuzave si “telebelinda”. Turp për kryeministrin! Me siguri këtu nuk ka mbaruar. Kompanisë do t’i duhet të paguajë akoma për pavarësinë e saj dhe refuzimin për t’u “blerë” nga Berisha.

 

Çakuli, Balla, Bushati edhe puçistë

Thirrja e gazetarëve të njohur për dëshmitarë të “show”-t gjakatar të Berishës në 21 janar, në bulevardin “Dëshmorët e Kombit” erdhi pasi vetë kryeministri i kishte etiketuar më parë si “puçistë”. Dhe pasi kishte ngritur në një votim natën në Kuvend, vetëm me votat e mazhorancës, një komision turpi parlamentar për të deformuar gjithë atë që shqiptarët panë “live” në televizionet ende të pavarura. Komisioni “Halimi” bëri mandej edhe kërkesën për të marrë tabulatet telefonike të Mero Bazes, Sokol Ballës, Andi Bushatit, Filip Çakulit, duke pretenduar se që aty mund të zbardhej puçi imagjinar në kokën e kryeministrit. Berisha u detyrua të tërhiqej nga ky hap vetëm pas presioneve ndërkombëtare që e cilësuan si shkelje të rëndë të të drejtave të njeriut dhe lirisë së medias. Por nuk u tërhoq as edhe një milimetër nga akuzat monstruoze ndaj këtyre përfaqësuesve të medias. Të paktën deri kur e harroi edhe vetë “puçin” me të cilin bëri alibi për vrasjen e katër shqiptarëve nga plumbat e Gardës dhe me urdhër të tij, në mes të ditës dhe në mes të bulevardit. Nën dritaret e zyrës së tij.

 

Vizion+

Nga jashtë, në dukje një kontroll rutinë në brigjet e Vlorës në jahtet e pronarëve të kompanisë “Vizion+” ishte sinjali i fortë që edhe kjo media ishte futur në shënjestrën e pushtetit. Më parë, të njëjtët emra ishin akuzuar pa fakte për bizneset e tyre për të bërë alibinë e gjobave të firmosura dhe të ekzekutuara nga policët e pushtetit. Akuza që nuk u ndalën as kur kompania u ble nga të huajt.

 

“Korrieri”, mësymje policore dhe gjoba deri në mbyllje me dryn. Mbyllet edhe “Albania”

Gazeta “Korrieri” ishte e para që u detyrua të vërë “drynin” përballë presionit dhe gjobave me shumë zero që pushteti i faturonte për pavarësinë e saj. Pas saj edhe gazeta “Albania” po për të njëjtën arsye. Edhe pse nuk ia arriti dot të njëjtit qëllim edhe me gazetën “Tema”, Berisha nuk nguron të përdorë presionin edhe për mediat e tjera që nuk janë rreshtuar në Oborrin e tij.

 

Revista “Mapo”, gjoba ndaj Agim Shenedielles

Në të njëjtën shënjestër është edhe revista “Mapo”, artikujt e së cilës kryeministri i ka interpretuar si goditje ndaj tij. Dhe për këtë arsye ka ndërmarrë sulmin e zakonshëm ndaj biznesit të botuesit të revistës, Agim Shenediella, i cili zotëron 50 për qind të aksioneve, duke gjobitur dhe madje edhe duke i grabitur prona në emër të tij. Në një treg ku mediat, jo për rastësi ato që dalin si fryte të çiftëzimeve biznes- pushtet, lulëzojnë përditë mbase nuk duken kaq fatale mbyllja e ca të tjerave. Por në një vend demokratik, siç pretendohet se është Shqipëria ku akoma vota mbetet mall në duart e pushtetit, ky fakt është më tepër se i rëndë dhe skandaloz. Për më tepër kur të gjitha falimentet, mbylljet, blerjet vijnë si rrjedhojë e një lufte të hapur që kryeministri u ka shpallur sepse nuk i nënshtroi dot. Tashmë, nuk mbetet vetëm një zgjedhje e qytetarëve se tek cili stacion televiziv do të dëgjojnë lajmet apo cilën gazetë do të marrin në mëngjes. E vërteta dhe liria, nuk po i rezistojnë dot më diktaturës. Edhe pak mbetet deri kur Berisha t’i blejë edhe ato për të na i shitur të shtrembra dhe gënjeshtra. Deri atëherë do të vazhdojë akoma të godasë, djegë, gjobisë, dhunojë, kafshojë, rrëmbejë dhe vjedhë…

New EU website on information for foreigners interested in immigration

A website with hands-on information for foreign nationals interested in moving to the European Union, ec.europa.eu/immigration , has been launched.

The site is also directed at migrants who are already living in the EU and would like to move from one EU member state to another.

It provides specific information for each category of migrants about migration procedures in all 27 Member States.

European Home Affairs Commissioner Malmström said: ”Many people who want to move to the European Union do not know what possibilities exist, how to apply for a resident permit or the risks related to irregular migration. And migrants who are already in the EU are not always aware of their rights. We need to provide solid, easily accessible information about these sometimes complicated procedures.”

Workers, researchers, students and those looking to join their families already in the EU can find information adapted to their needs, about the member state they are interested in moving to.

The portal also links directly to the websites of national authorities dealing with immigration.

Users can also find straightforward information about their rights and whether they need a visa to come to the EU.

The EU Immigration Portal explains how to enter EU borders legally and describes the risks related to irregular migration, such as trafficking and smuggling.

Migrants and potential migrants will also find a vast contact directory of governmental and non-governmental organisations which can help them.

Migrants’ support organisations, as well as immigration authorities, employment services and scholars, can also make use of the in-depth information accessible through the website.

The EU Immigration Portal is available in English and French. Arabic and Spanish versions of the site are underway, as are improvements to make it more accessible from different technical platforms.

About 20.1 million people in the EU are citizens of third countries, representing about four per cent of the total EU population.

In 2010, EU member states and the countries participating in the Schengen visa zone issued more than 11 million visas.

Serbian Police Arrest Two Kosovo Serb EU Staffers

 

Two employees of the EU who are NGO activists in northern Mitrovica were arrested near Negotin, eastern Serbia, after police found illegal weapons in their vehicles.

Serbian police have arested two NGO activists from the northern, Serb-run part of Mitrovica in Kosovo, who were traveling to Belgrade with illegal weapons in their vehicle.

Momcilo Arlov and Vuk Mitrovic were arrested near Negotin, eastern Serbia, in the night between November 2 and 3, an official from Serbia’s Interior Ministry told Balkan Insight. The two are now detained in Belgrade.

Police said they found a number of short and long guns, ammunition, and explosives in the car.

Arlov, director of the Centre for Civil Society Development, CCSD, and Vuk Mitrovic, were arrested on their way to the Serbian capital.

The two men are also employees of the European Union in northern Kosovo, which has difficulties in employing people there because most local politicians refuse to have any links to the EU presence.

A source from Serbia’s Department for Fighting Organized Crime, UBPOK, said the police suspected that the illicit weapons were bought in Negotin. 

In Pristina sources in the EU rule-of-law mission, EULEX, and the International Civilian Office, ICO, expressed concern about the reports.

But officials in Pristina were reluctant to talk further about the arrests of the NGO activists who are seen as a “bridge” between the EU and the alienated Serbs of northern Kosovo.

Local media saw Arlov as a favourite of the international officials in the north, which has been troubled by months of unrest.

Arlov and Mitrovic are officially employees of the EU Information and Cultural Center in Kosovo. They both act as EU Information Officers in North Mitrovica.

Momcilo Arlov (Center for Civil Society Development)

Momcilo Arlov was born in Glina, Republic of Croatia. He is a student of Social Work and Social Policy, University of Mitrovica north, and he is enrolled at the London School of Economics and Political Sciences (online.) Since July 1999 he has been a resident of Mitrovica north. He has worked with the Norwegian Church Aid (NCA) responsible for administration and distribution of humanitarian aid and he managed communications and assistance to the so-called “enclave settlements” within Mitrovica. From March 2000 to August 2006, Arlov was a programme officer with the United Nations Children’s Fund (UNICEF) Kosovo Office. In September 2006, he became Programme Director within the Center for Civil Society Development (CCSD), where he manages programmes and projects that promote community stabilization and promote interethnic dialogue and reconciliation.

Back in May 2010, on behalf of the Northern Ireland Foundation, I presented a Citizenship Award to Vuk Mitrovic and Sanja Mrkic, youth programme workers at the Centre for Civil Society Development (CCSD), in Kosovska Mitrovica.

As part of the award, we sponsored a study visit to Northern Ireland, which happened from 15-27 May 2011.

By all accounts, Vuk and Sanja enjoyed their visit and remarked how much they benefitted from their learning experiences here.

The Center for Civil Society Development

The Center for Civil Society Development (CCSD) works primarily in the Serbian Kosovar areas of northern Kosovo to encourage young people’s full participation in the cultural, political, social and economic development of their communities. The center has researched young people’s attitudes toward their present conditions in the predominantly Serbian Kosovar areas, developed environmental projects, and established a youth center in northern Kosovo. CCSD has partnered with CRS since 2002 in creating and training student councils in north Mitrovica. In their work, they have also established similar expertise in Participatory Learning in Action, networking, and conflict transformation.

The Kosovo Population Foundation

The Kosovo Population Foundation (KOPF), under the CRS Partnership Against Trafficking in Human Beings project, contributes its social research expertise. It uses the findings to design anti-trafficking public service announcements and reach out to thousands of young people. Previously, it focused its efforts on HIV and AIDS awareness through public service announcements and peer-to-peer outreach to youth throughout Kosovo.

GLOCAL SEMINAR 28.05.08 Time  11:15 Transitional justice - the way towards a common future for all communities in Kosovo On Tuesday 27 May the Kosovo Institute of Journalism & Communication in close cooperation with OSCE organized the follow-up glocal seminar on Transitional justice followed by panel and audience discussions. The keynote addresses were delivered by Mr. Hashim Thaçi, Prime Minister of the Republic of Kosovo, and Ambassador Knut Vollebæk, High Commissioner on National Minorities of the Organization for Security and Co-operation in Europe (OSCE, The Hague). Kosovo premiere of the documentary RULE OF LAW- Justice in Kosovo was also screened followed by a panel discussion with Susanne Brandstaetter, director, Momčilo Arlov – Programme Coordinator / Centre for Civil Society and Albin Kurti, Self-deter mination movement. In Rule of Law, Susanne Brandstätter accompanies Claudia Fenz, an international UN judge appointed to Kosovo, into a local courtroom, where she has to get to the bottom of what happened in a brutal case: six Kosovo-Albanian men are accused of stoning a Serb man and his elderly mother to death.
