Für Touristische Planungen, sind die Albaner einfach unfähig. Alles Denken und Handeln dreht sich nur wieviele Verwandte man in einem Projekt unterbringen kann, bzw. wieviel Geld man erpressen kann. Interesse ist am Tourismus absolut Null, was man an Albanien und der kriminellen und korrupten Idioten Regierung sieht, wie dort der Tourismus zerstört wurde.  Ein gemeinsames Unternehmen, zwischen Albaner Clans, oder hier auch mit jemand in Montenegro, dazu sind diese primitiven Clans, noch lange nicht in der Lage.

The project that was promised 6 years ago for the ferry line that would go accross three cities, Pogradec, Struga and Oher, for evolving tourism in the area, is far from being realized.

The initiatl talks started between the mayors of the three cities, and the desire for this project was big, but it is still in a discussion phase, without brining anything positive about the economy of these cities, which are mainly based on tourism.

The agreement and the initial approval by the three mayors made the town of Pogradec build the quay for the ferry, but the Albanian and Macedonian ministries have dragged their feet with the project and the quay is unused.

The realization of the ferry line would increase the number of tourists who would be able to know all three cities, regardless the one that they had chosen to lodge.

Passing through Pogradec and two most well known Macedonian cities would create the opportunities to make it more visitable by foreign tourists and Macedonians, increasing this way the cultural exchange among the countries.

As the EU struggles to bolster its common currency, Macedonia has put in place measures to keep its economy on track.

With the financial turmoil in Greece threatening the stability of the banking sector across the region, policymakers in Macedonia say the country must take steps to contain the risk.

Greek banks play a significant role in regional markets, including in Bulgaria and Serbia as well as Macedonia.

To minimise the danger, the economy must maintain its liquidity and creditworthiness, former Deputy Economy Minister Zoran Vitanov told SETimes. A growing problem, he said, is the practice of investing in little-to-no risk projects where the payback is ensured.

„Even though their liquidity will remain unthreatened for a certain period of time,“ Vitanov explained, „only those banks which will become more proactive will remain profitable.“

Macedonian companies are undertaking precautionary measures to guard against the effects of the financial crisis. They remain cautious about obtaining credit.

„They are aware the [EU] stagnation and financial turmoil is bringing reduced demand for goods and services in the region, which translates into less work,“ Union of Chambers of Commerce Executive Director Mitko Aleksov told SETimes. „If the stagnation turns into full-blown recession or worse, they know they will have a harder time paying off interest rates.“

Given the potential risks, the 18 commercial banks in Macedonia adopted high liquidity rates to withstand potential negative effects and promote market stability, while the government follows a restrictive monetary policy.

Experts argue that even though banking liquidity is not threatened, the liquidity of the overall economy is.

ProCredit Bank officials told SETimes they expect a slowdown of Macedonia’s growth, which was 5.2% in the last quarter, given the country’s interconnection with regional and European economies.

„A slowdown would reduce the economy’s ability to service its obligations toward the banks which would put additional burden on them and negatively influence their policies to offer credit,“ they said.

„In addition to the debt crisis, the announced changes in banking regulations within the EU can additionally limit — or make more expensive — the sources for funds for Macedonian banks,“ they added.

„We see no big threat to Macedonia’s banking sector, which is stable and highly liquid,“ Eurostandard bank head Nikola Petkoski told SETimes.

„But we do expect challenges at the beginning of next year due to reduced demand from troubled EU economies and thus reduced Macedonian exports and amounts of money entering the country,“ he explained. „This can cause problems in paying off credit taken from domestic banks.“

„Still, the expected challenges will not be of such magnitude to get the banking system off balance. The guarantees for all banking activities are more than double than for the state, which additionally guarantees stability,“ Petkoski said.

Regional economists point to the European Central Bank (ECB) as the only institution able to rectify the situation.

„The role of the ECB is key,“ Vitanov said, „but the measures it undertakes must be radical, especially in Greece, Italy, Spain and Portugal. If the primary goal is salvation from the crisis, it appears the economies of whole states will be sacrificed.“

„However, if EU solidarity is the goal, then the crisis will metastasise in time and the entire EU will suffer tremendous consequences, with radical changes of its often dominant position in the world — and regional — markets,“ Vitanov added.

EU leaders have held that monetary expansion should add fire to propel the economies. They have cooled the overheating economies by issuing bonds, on the assumption this will increase the demand for the euro and maintain or increase its value.

The ECB bonds can only cushion the euro’s fall, not stop the process, economist Viktor Trifunovski told SETimes, expressing a commonly held opinion among economists.

„The euro did not become a globally-accepted currency like the US dollar. Thus, the ECB can never act the way the US Federal Reserve Bank can. Simply, there is no great demand for the euro to absorb the monetary expansion of several thousand billion euros,“ Trifunovski said.

IHS Global Insight has warned that the Greek crisis is affecting the banks‘ ability to ensure liquidity in their field offices in the region, given the weakened required reserves and the reduced level at which they can issue credit.

The warning is particularly important in Macedonia where two big Greek-owned banks — Alfa and Stopanska — operate.

„No bank in Macedonia has a liquidity problem,“ Vitanov said, „including the banks operating with Greek capital.“



World Bank foresees slower growth for Western Balkan countries in 2012


The rate of economic growth in the Western Balkans next year is expected to be lower than 2011, but will be four times higher than that of the EU, the World Bank said in a recent report.

The Western Balkan economies are expected to grow at a slower pace next year, the World Bank (WB) said in a report this month, covering Albania, Bosnia and Herzegovina (BiH), Kosovo, Macedonia, Montenegro and Serbia.

Given their vulnerability to the effects of the eurozone crisis, the six countries, dubbed SEE6 in the paper published on November 15th, should adopt policies to foster stability and long term growth.

The Bank’s projections are that the region will grow by an average of 2.5% this year, and then slow to 2.1% in 2012, well below the 5.9% rate registered in 2008, but four times higher than the 0.5% growth the EU is expected to post next year.

„However, even these modest growth projections assume that the eurozone crisis is solved in an orderly manner,“ cautioned Ron Hood, lead economist in the Bank’s Europe and Central Asia region and lead author of the report. „Should the crisis worsen, economic growth in these countries could be much worse.“

Trade is one of the main areas that will hit SEE6 economies in the event of deeper economic and financial stress in the eurozone, according to the Bank. The financial crisis that started spreading across the globe in late 2008 resulted in a 14.7% drop in the region’s exports to the 27-nation bloc the following year.

Increased demand and higher commodity prices, especially for metals, led to strong growth in the flow of goods from the SEE6 countries to the EU and a return to pre-crisis levels by the third quarter of 2010. Last year, 58.2% of the region’s total exports were to members of the Union, with the lion’s share going to Italy and Germany, the Bank said.

The global downturn led to an even sharper fall in imports for the SEE6 nations in 2009. This, however, led to a roughly 10% of GDP improvement in both their trade balance and current account deficit in 2010, as compared to 2008. Kosovo and Montenegro had the largest current account deficits, at over 20% of GDP last year, according to the report.

A further deepening of the eurozone crisis could also lead to a decline in foreign direct investment (FDI) to the six Western Balkan countries. The EU is the largest aggregate FDI provider to the region, with net FDI inflows worth over 2% of the region’s GDP, the Bank said.

Although SEE6 workers‘ remittances have not been seriously affected by the last crisis, their level could decline, particularly in countries like Albania, whose diaspora is concentrated in Greece and Italy.

„Nothing could surprise us,“ asserted Miletić in an interview for Belgrade’s Večernje Novosti newspaper, and added that constant contacts were being maintained „with our people, and KFOR“.

The general appraised the current security situation in Serbia and the region as „relatively stable“. 

„There are still some risks, especially in Kosovo and Metohija, and also to some extent in the south of Serbia and the Raška District (Sandžak), but they are not of a nature that would require military solutions,“ he stated, and added: 

„The army has plans to prevent any crisis in all the areas it believes could potentially be sources of some instability. We have such a plan for Kosovo and Metohija as well. The VS will engage and act exclusively in line with decisions made by the state organs, and the Constitution and laws.“ 

Miletić also said that the cooperation between the army and the NATO troops in Kosovo, KFOR, was based on the military-technical agreement. 

„It is not a framework to solve the issue of Kosovo and Metohija, but it provides good conditions for political dialogue. In all talks we always insist on KFOR’s impartiality. Their representatives are always convincing us that they are acting exclusively in line with UN Security Council Resolution 1244,“ he revealed. 

The army chief also told the daily that he had no information that the remaining Serbs in Kosovo could be leaving their homes. 

„I sincerely believe that the dialogue between Belgrade and Priština, and the talks that we have with the local self-government organs in Kosovo, will lead to a solution and that we will not find ourselves in a situation to solve it militarily. Especially given the fact that it is not likely that any military solution could be long-term and stable,“ said the general. 

He noted that currently, some 6,000 KFOR troops were deployed in Kosovo. 

„This number was reduced over the past two years and fell down to just around 5,000. After the crisis broke out in the north, they brought in a German-Austrian battalion from operative reserves and currently there are some 6,000 KFOR members deployed in Kosovo and Metohija. We have been constantly pointing out that it would detrimental and with consequences for security to further cut this number. We have received assurances that the number of troops will depend on the situation,“ concluded Miletić.

In a significant failure for the United States in the Mideast, more than a dozen spies working for the CIA in Iran and Lebanon have been caught and the U.S. government fears they will be or have been executed, according to four current and former U.S. officials with connections to the intelligence community.

The spies were paid informants recruited by the CIA for two distinct espionage rings targeting Iran and the Beirut-based Hezbollah organization, considered by the U.S. to be a terror group backed by Iran.

„Espionage is a risky business,“ a U.S. official briefed on the developments told ABC News, confirming the loss of the unspecified number of spies over the last six months.

„Many risks lead to wins, but some result in occasional setbacks,“ the official said.

Robert Baer, a former senior CIA officer who worked against Hezbollah while stationed in Beirut in the 1980’s, said Hezbollah typically executes individuals suspected of or caught spying.

„If they were genuine spies, spying against Hezbollah, I don’t think we’ll ever see them again,“ he said. „These guys are very, very vicious and unforgiving.“

Other current and former officials said the discovery of the two U.S. spy rings occurred separately, but amounted to a setback of significant proportions in efforts to track the activities of the Iranian nuclear program and the intentions of Hezbollah against Israel.

„Remember, this group was responsible for killing more Americans than any other terrorist group before 9/11,“ said a U.S. official. Attacks on the U.S. embassy and Marine barracks in Beirut in 1983 killed more than 300 people, including almost 260 Americans.

The U.S. official, speaking for the record but without attribution, gave grudging credit to the efforts of Iran and Hezbollah to detect and expose U.S. and Israeli espionage.

„Collecting sensitive information on adversaries who are aggressively trying to uncover spies in their midst will always be fraught with risk,“ said the U.S. official briefed on the spy ring bust.

But others inside the American intelligence community say sloppy „tradecraft“ — the method of covert operations — by the CIA is also to blame for the disruption of the vital spy networks.

In Beirut, two Hezbollah double agents pretended to go to work for the CIA. Hezbollah then learned of the restaurant where multiple CIA officers were meeting with several agents, according to the four current and former officials briefed on the case. The CIA used the codeword „PIZZA“ when discussing where to meet with the agents, according to U.S. officials. Two former officials describe the location as a Beirut Pizza Hut. A current US official denied that CIA officers met their agents at Pizza Hut.

From there, Hezbollah’s internal security arm identified at least a dozen informants, and the identities of several CIA case officers.

Hezbollah then began to „roll up“ much of the CIA’s network against the terror group, the officials said.

One former senior intelligence official told ABC News that CIA officers ignored warnings that the operation could be compromised by using the same location for meetings with multiple assets.

„We were lazy and the CIA is now flying blind against Hezbollah,“ the former official said.

Bin Laden visits Albania as a member of a Saudi government delegation. He is introduced as a friend of the Saudi government who could finance humanitarian projects. One former US intelligence officer will complain in 1999, “Why was he a member of that delegation? The Saudis are supposed to be our allies. According to a report in Jane’s Intelligence Review, Albanian narco-terrorism, gun-running, and smuggling organizations are becoming a dominant economic, political, and military force in the Balkans. Jane’s expresses the concern that if left unchecked, the Albanian mafia will become powerful enough to control one or more states in the region. This leads to the looting of 10,000 heavy weapons from government armories and 100,000 passports. Many of these are taken by al-Qaeda. January 17, 1999: Large Number of Mujaheddin Entering Albania

The Greek press reports that Afghan mujaheddin are entering Albania in large numbers. Osama bin Laden is named as one of those who have organized groups to fight in Kosovo to fight alongside the Albanians. According to the Arab-language news service Al-Hayat, an Albanian commander in Kosovo code named Monia is directly linked to bin Laden, and commands a force that includes at least 100 mujaheddin. An Interpol report released on October 23, 2001 also reveals that a senior bin Laden associate led an elite KLA fighting unit in Kosovo. According to the report, bin Laden also maintained extensive ties with the Albanian mafia. [Ottawa Citizen, 12/15/2001]

Irani arreston 12 agjentë të CIA-s që shërbenin si informatorë dhe që zbuluan informacionet se Teherani po zhvillon programin bërthamor dhe njëkohësisht kryen trafiqe në ngarkesa të mëdha droge nga Afganistani me avionë, anije e nëndetëse në drejtim të Shqipërisë, Rumanisë dhe Bullgarisë, me qëllim shitjen dhe financimin e organizatave terroriste dhe atentateve ndaj perëndimit dhe SHBA-ve.

Iran has arrested 12 people it claims were working undercover for the CIA inside the Islamic republic, further raising tensions in its already strained relationship with the US.

On Wednesday, the Irna state news agency quoted a senior Iranian official as saying that the spies it claimed to have arrested had been gathering intelligence from Iran’s security and military units as well as its highly sensitive nuclear programme.

„The main mission of this act of espionage was related to Iran’s progress in the fields of nuclear technology and also military and security activities,“ said Parviz Sorouri, a member of the parliamentary committee on national security and foreign policy, in quotes carried by Irna.

Sorouri told the agency that the network had been uncovered by an operation involving the Iranian ministry of intelligence. „The US and Zionist regime’s espionage apparatuses were trying to damage Iran both from inside and outside with a heavy blow, using regional intelligence services,“ he said. „Fortunately, with swift reaction by the Iranian intelligence department, the actions failed to bear fruit.“

Sorouri’s comments follow reports on Monday that Iran and the Lebanese Shia militia, Hezbollah had identified alleged CIA informants.

The leader of Hezbollah, Hassan Nasrallah, said in June that his group had uncovered at least two CIA informants within its ranks but his claims were met with scepticism at the time. But former US officials told Reuters this week that those arrested were indeed working for the CIA. The officials claimed the agents were „believed to be local recruits“ working for the CIA rather than US citizens.

Iran did not specify the nationality of the individuals it has arrested and the CIA has declined to comment on the recent reports, saying „it does not, as a rule discuss allegations of operational activities“.

In October, tensions between Tehran and Washington escalated after US authorities said military factions inside the regime have conspired to kill the Saudi ambassador to Washington. Iran denied the allegations and one Iranian diplomat told the Guardian that the US had resorted to a so-called „entrapment technique“ in order to smear Tehran in the eyes of the international community. US allegations were met with widespread scepticism because of the sloppy nature of the alleged assassination plot and the limited evidence provided by the US.

In a tit for tat reaction in November, Iranian officials accused the US of committing acts of terrorism in the Islamic republic. Iran said at the time that it had evidence showing the US had been behind „terror“ operations in Iran, including the assassination of its nuclear scientists.

„We have 100 unbeatable documents on the US role in directing terror and terrorists in Iran and the region,“ the supreme leader, Ayatollah Ali Khamenei claimed. „By releasing these documents, we will dishonour the US and those who claim to be the advocates of human rights and campaign against terrorism among the world public opinion.“ Iran claimed it had sent the documents to the UN but has so far not provided them to the media.

In recent years, Iran’s nuclear programme has experienced a series of dramatic setbacks after the assassinations of its scientists and the Stuxnet computer worm, which was designed to sabotage its atomic facilities and halt its uranium-enrichment programme. This month, an explosion at a military base near Tehran killed the architect of Iran’s missile programme. Iran has pointed the finger at the US and Israel for what has been widely seen as a covert war against the country’s nuclear programme and military capabilities.

 Herbe Niederlage für den CIA in Nahost: Mehr als ein Dutzend CIA-Informanten sind in Iran und Libanon enttarnt worden, berichtet der amerikanische Fernseh-Sender ABC. Die US-Regierung befürchtet nicht ganz zu Unrecht, dass die Festgenommen hingerichtet werden – oder schon tot sind.

(Washington)     Ein schwerer Rückschlag für die USA: Nach Informationen des amerikanischen TV-Senders ABC sind mehr als ein Dutzend CIA-Agenten in Nahost enttarnt worden. Bei den Festgenommen soll es ich um „ausländische Spione“ handeln, die vom US-Geheimdienst im Iran und in der libanesischen Hisbollah angeworben wurden. Diese sollen zu zwei Spionageringen gehört haben.

Ausserdem befürchte die amerikanische Regierung, dass die Festgenommenen hingerichtet werden könnten oder schon tot sind. Der Sender beruft sich auf anonyme, derzeitige und frühere Regierungsbeamte und Geheimdienstler. „Spionage ist ein riskantes Geschäft“, kommentierte mitleidslos ein namentlich nicht genannter Regierungsbeamter. Die Aushebung der beiden Spionagenetze erschwere nun die Kontrolle über das iranische Atomprogramm und über die Pläne der radikalislamischen Hisbollah.

Noch liegen die Einzelheiten der Affäre im Dunklen. Die Behörden in Washington halten sich mit Informationen zurück: Sowohl die CIA als auch der Sprecher des Weißen Hauses weigerten sich, zu den Berichten Stellung zu nehmen.

Enttarnt wurden die US-Informanten durch zwei Hisbollah-Geheimagenten in Beirut. Diese hätten sich als potentielle Mitarbeiter ausgegeben, berichtete der Sender. Dabei sollen sie erfahren haben, in welchem Restaurant in Beirut sich die CIA-Agenten mit ihren Informanten trafen. Über die Doppelagenten erfuhr der Sicherheitsdienst der Hisbollah die Namen von etwa einem Dutzend CIA-Informanten.

Unklar war allerdings zunächst, wann die CIA-Informanten festgenommen worden sein sollen. Hisbollah-Chef Scheich Hassan Nasrallah hatte bereits im Juni behauptet, zwei CIA-Spione enttarnt zu haben, die in seiner Organisation gearbeitet haben sollen.

Iran leads a drug trafficking ring that also brings narcotics to Romania

The Iranian Revolutionary Guard, the regime’s elite force, is leading a global drug trafficking network which also crosses Romania, in order to support terrorist organizations that act against the West, Mediafax writes.

According to former officials of the Revolutionary Guard, quoted by The Times on Friday, members of the elite guard took over the Iran drug trafficking industry and are using the incomes, estimated at tens of billions of dollars, to finance global criminal networks and terror cells.

The article notes that hundreds of people are executed every year for drug traffic or possession, as part of the authorities’ tough policies against narcotics, while the Revolutionary Guards are secretly involved in a profitable business with heroin, opium and methamphetamines.

The CIA has identified at least one unnamed commander of the Revolutionary Guard directly involved in smuggling narcotics out of Afghanistan via Iran, sources quoted by The Times said. The sources named two senior figures within the Guard involved in the drug trade, including Abdullah Araghi, the Guard’s commander for Tehran, alleged to have extensive connections with gangs in Eastern Europe.

According to The Times, Iranians use ships and planes to transport drugs to Albania, Bulgaria and Romania and from there, to Western Europe.

    Liquidierung von Atomexperten

    Während die iranische Regierung durch die Rekrutierung von ausländischen Atomexperten versucht, ihr Nuklearprogramm zu beschleunigen, stehen umgekehrt der israelische Geheimdienst Mossad und die amerikanische CIA im Verdacht, das Nuklearprogramm durch Sabotagemaßnahmen (Stuxnet- und Duqu-Virus) und die Liquidierung von iranischen Atomexperten zu sabotieren.

    Bereits mehrere iranische Atomwissenschaftler wurden durch Killerkommandos liquidiert: Dr. Ardeshir Hosseinpour, ein Experte für Elektrodynamik von der Malik Ashtar Universität in Isfahan, starb im Januar 2007 durch eine Gasvergiftung. Physik-Prof. Massud Ali Mohammadi starb im Januar 2010 in Teheran durch eine ferngezündete Bombe. Physik-Prof. Madschid Schariari von der Schahid-Beheschti-Universität in Teheran wurde im November 2010 ebenfalls durch eine Bombe getötet. Außerdem wurde der Elektronikexperte Dariusch Resaei im Juli 2011 in Teheran erschossen.

    Fereydoun Abbasi-Davani von der Imam-Hossein-Universität in Teheran, ein Experte für die Isotopentrennung und Lasertechnologie, wurde bei einem Anschlag im November 2010 schwer verletzt. Der Atomwissenschaftler Sharam Amiri verschwand im Juni 2009 während einer Pilgerfahrt nach Mekka, tauchte ein Jahr später in den USA wieder auf und kehrte schließlich in sein Heimatland zurück. Außerdem wurde der iranische Luftfahringenieur Reza Baruni, ein Spezialist für den Bau von Drohnen, im August 2010 durch eine Bombe getötet. Zuletzt kam der iranische Raketenexperte Brigadegeneral Hassan Tehrani Moqadam von der Imam-Hussein-Universität ums Leben, als sich am 12. November 2011 eine Explosion auf dem Militärstützpunkt in Bidganeh ereignete. Ob es sich um einen Sabotagakte oder einen bloßen Transportunfall handelte blieb zunächst unklar (Große Explosion bei Pasdaran-Stützpunkt).

    Außerdem kamen fünf russische Atomexperten, die in Buschehr arbeiteten, am 20. Juni 2011 bei einem Flugzeugabsturz ums Leben, als ihre Tu-134 der „RusAir“ in Petrozadowsk eine Landung versuchte: Banjuk Gennadi Fedorowitsch, Valeri Lyalin, Sergei Rizhow, Nikolai Trunow und Andrei Tropinow. In der Presse tauchten anschließend Spekulationen über eine Verwicklung des israelischen Geheimdienstes Mossad in den Flugzeugabsturz auf, allerdings gibt es dafür keine Beweise, zumal das Atomkraftwerk in Buschehr ein Leichtwasserreaktor ist, der ausschließlich zivilen Zwecken dient.

    Der iranische Vertreter bei der IAEO, Ali Asghar Soltanieh, beschwerte sich über die Veröffentlichung von Detailinformationen über das iranische Atomprogramm durch die IAEO. Dadurch würden die iranischen Atomwissenschaftler zu „targets for physical elimination by Israel and US intelligence services“.

Jemi të ndërgjegjshëm që hetimet kanë kohën e tyre, por megjithatë pas çdo dite që kalon na duket sikur largohemi nga e vërteta.

Kjo ide përforcohet edhe më shumë ndërsa përballemi me vështirësi të shumëllojshme dhe të panatyrshme në përpjekjet tona për të hipotekuar pronat që na përkasin me ligj, procedura të cilat zvarriten deri në pikën e skadencës së çdo afati ligjor. Si është e mundur që në Shqipëri nuk zbatohet as vendimi i Gjykatës së Lartë? Nuk e kuptojmë psenë?  Kush fshihet pas kësaj? Pse shteti vetë na nxjerr pengesa? Nuk e kuptojmë pse Drejtoria Rajonale e Hipotekave në Durrës dhe Drejtoria e Përgjithshme e Hipotekave nuk duan të firmosin dokumentet të cilat janë të rregullta ligjërisht dhe të njohura edhe nga Gjykata e Lartë. A nuk është ky një shembull i pashoq i abuzimit me pushtetin, në një kohë që dokumentet e palës kundërshtuese rezultuan se ishin totalisht të falsifikuara, ndonëse të regjistruara edhe në institucione si Arkiva e Shtetit? Avokatura e shtetit dhe gjykatat vazhdojnë gjyqe mbi këto dokumente false të palës kundërshtare, ndërsa përpjekjet tona për hipotekim kanë dështuar dy here deri tani.

Të thyer nga dhimbja e humbjes së njeriut tonë të dashur, por edhe të indinjuar nga mungesa e seriozitetit dhe transparencës së organeve kompetente, familja Konomi e ka çdo ditë e më të vështirë të besojë që jetojmë në një vend ku mbretëron e vërteta dhe ligji e jo mashtrimi dhe mafia. Once an isolationist communist state, over the last 20 years China has become the world’s biggest exporter of consumer goods. But behind this apparent success story is a dark secret – millions of men and women locked up in prisons and forced into intensive manual labour.

„We were not paid at all, we were forced. If anyone refused to work, they would be beaten, some people were beaten to death.“Charles Lee, former prison inmate

China has the biggest penal colony in the world – a top secret network of more than 1,000 slave labour prisons and camps known collectively as „The Laogai“. And the use of the inmates of these prisons – in what some experts call „state sponsored slavery“ – has been credited with contributing to the country’s economic boom.

In this episode, former inmates, many of whom were imprisoned for political or religious dissidence without trial, recount their daily struggles and suffering in the „dark and bitter“ factories where sleep was a privilege.

Charles Lee spent three years imprisoned for religious dissidence. He says: „For a year they tried to brainwash me, trying to force me to give up my practice of Falun Gong. They figured me out … so they changed their strategy to force me to feel like a criminal … because, according to their theory, a prisoner should be reformed through labour …. So they forced me to do slave labour.“

Kosovo: Quint Brinksmanship

In the early morning hours of November 24, NATO troops from its Kosovo force (KFOR) again tried to change facts on the ground through stealth and use of force.  They drove a group of local Kosovo Serbs off a road barricade they had been peacefully manning and then set up barbed wire to stop the Serbs from retaking the barricade.  Sirens and social media alerted the locals and hundreds of them went to the barricade.  They reportedly removed the barbed wire and as they sought to reinforce the barricade, clashed with KFOR troops from Hungary and Portugal.  The Serbs reportedly threw stones and used trucks to back the soldiers off while KFOR used teargas before backing off.  Neither side used firearms but KFOR reported 21 of its soldiers were injured, including one seriously by a truck.  KFOR broke off the effort and the Serbs rebuilt their barricadeMeanwhile, a grenade was reportedly thrown near the North Mitrovica University and shots were heard in the area.  (No injuries reported in those incidents.)

NATO has tried three or four times in the past weeks to remove barricades in the dead of night.  This latest came two days after the recent talks between Belgrade and Pristina failed to resolve the issue of the northern crossing points and just days before the EU is to decide whether or not to grant Serbia member candidacy on December 9.  The EU continues to threaten Serbia with not receiving a favorable outcome unless it allows Kosovo customs on the boundary and begins ending support for the northern Kosovo Serbs and their barricades.  The effect of the EU pressures has led to some apparent loss of interest in getting candidacy.


To again be clear, KFOR and EULEX actions to enforce Kosovo customs are illegal.  Everything they do to further Pristina’s political agenda is illegal.  Their efforts to remove barricades provoke legitimate peaceful response.  Use of force in the dead of night invites zealous response.  Things can get out of hand.  And the fault of that can be placed squarely on KFOR’s doorstep.

Does Kosovo have to go over the brink for the Quint to look at compromise solutions for north Kosovo? 


  • for the northern Serbs, to be allowed to live in their own communities without political interference in local matters from Kosovo central institutions and with continued linkages to Serbia.
  • for the Kosovo Albanians that the north remain part of Kosovo and function in significant ways as part of the Kosovo political system.

In the current context, any compromise approach would need to leave aside the question of the status of Kosovo and – for the purposes of any agreement over the north – the status of any Kosovo institutions in which the northern Serbs might participate.

NATO clashes with Serbs in northern Kosovo

NATO peacekeepers have clashed with Serbs in northern Kosovo amid an ongoing dispute over border management.

The incidents occurred around midnight local time on Thursday when dozens of troops from NATO’s Kosovo Force (KFOR) attempted to dismantle a Serb-manned roadblock at Dudin Krs, near the town of Zvecan.

A few hundred Serbs were summoned by sirens to defend the barricade and threw stones at the peacekeepers, who eventually responded with tear gas.

No injuries were reported.

String of clashes

KFOR troops and Serbs have clashed at the roadblocks several times over the past few months.

Serbia is under pressure to have the barricades removed and normalize ties with Kosovo if it is to attain European Union candidate status at a bloc summit on December 9.

No breakthrough on borders

Talks between the two sides resumed in Brussels on Tuesday after months of stalemate caused by the border disputes.

Although no progress was made on the subject of border management at the EU-mediated talks, diplomats said there had been steps toward improving cooperation in other areas. These included an agreement by both sides to recognize each others‘ university diplomas and meet again by the end of November.

Belgrade’s key negotiator at the talks, Borko Stefanovic, told the Serbian daily Politika that Serbia would do „everything“ to make progress in the talks.

Serbia lost control of Kosovo in 1999 after NATO carried out a 78-day bombing campaign to stop the killing and expulsion of ethnic Albanians in a two-year Serb counter-insurgency war.

Kosovo’s 90-percent Albanian majority unilaterally proclaimed independence from Serbia in 2008. However, Belgrade does not recognize the move and still considers the region as its southern province.

21 NATO Soldiers Hurt in Kosovo Serb Violence

Serbs in volatile North Kosovo attacked NATO peacekeepers in KFOR, injuring 21, after they moved to dismantle a Serb barricade.

It is not clear how many Kosovo Serbs were injured, but local media reported that many had been admitted in the hospital with injuries.

A KFOR spokesperson, Frank Martin, told Balkan Insight that violence erupted shortly after midnight on Wednesday when angry Serbs massed to stop peacekeepers from removing a roadblock on the road from Mitrovica to the Serbian border at Jarinje.

KFOR began the operation shortly after 11pm, seizing the barricade, but at midnight more Serb protesters gathered, supported by trucks.

“The demonstrators used force, including the throwing of stones, and pushed back KFOR troops by attacking them with trucks loaded with gravel.

„KFOR troops were forced to fire warning shots into the air in addition to which KFOR also used teargas and batons for self-protection against the protesters”, Martin told Balkan Insight.

To prevent further escalation of the dispute, KFOR halted the military operation and abandoned the barricade to the protesters.

The KFOR spokesperson said that this decision was taken “not to risk serious casualties on both sides, therefore KFOR took the responsible decision to stop the operation.

„KFOR can confirm that 21 soldiers suffered injuries,” he added.

Serbs have been manning barricades in North Kosovo for months, protesting against the deployment of Kosovo government officials on border crossings with Serbia.
