Wikileaks: Albania “Too Corrupt” for Substantial Aid

Cables leaked from the U.S. Embassy in Albania written in 2009 reveal that concern about corruption at all levels of Albanian government led officials to withdraw substantial portions of aid money.

A cable penned by US Ambassador in Tirana John Withers warned a U.S. aid agency, the Millenium Challenge Corporation (MCC), that Albania did not have the transparency nor the technical capacity to manage the potential hundreds of millions that could be disbursed under the program.

“Corruption in Albania remains endemic and entrenched at all levels of government and society,” he wrote on November 13, 2009.

Withers acknowledged an increase in trials for corruption, but said those were mainly for lower-level government officials, while Prime Minister Sali Berisha and his family, high level opposition figures, and numerous parliamentarians were perpetrating large scale corruption without punishment.

He said he had serious doubts that the money would be spent according to the MCC’s aid priorities.

“Without a tight oversight mechanism, the Embassy cannot be sure that substantial

amounts of US taxpayer money would not go to wrongful and illegal uses,” he cautioned.

He also warned that the Albanian “lacks the necessary expertise and bureaucratic structures necessary to manage its money in all but the most elementary ways.”

The MCC made two grants to Albania for $13.8 million and $15.7 million in 2006 and 2008 respectively, but becoming a “compact member” would have made it eligible for hundreds of millions of dollars in aid. However, that aid was never extended even though Albania met the criteria, possibly because of Withers’ cable.

The United States expressed their concern for the consequences of the political stalemate in Albania after the May 8th local elections, which are withholding the further reforms that Albania needs to receive the EU candidate status.

The declaration came by the US ambassador at the OSCE, Ian Kelly, during a meeting at the Permanent Council of OSCE in Vienna.

“The United States greets the decision of the Socialist Party for returning in Parliament. Washington appeals the Socialist Party to fulfill its commitment for a complete and active participation in the Parliament, and at the same time appeals the ruling coalition to create a more inclusive political climate”, ambassador Kelly declared.

Kelly expressed the concern of his government regarding corruption in Albania, which according to him is still problematic.

“We have taken some steps in the right decision, such as the accordance of the Albanian legislation with the international one against corruption, and the establishment of the electronic system in tenders. But war against corruption can succeed only if political parties will not use it for their own benefit”, he underlined.

As for the organized crime, Mr. Kelly declared that Albania has reached progress in the war against this phenomenon and the traffic of human beings.

For the US ambassador in Vienna, US and Albania have excellent relations and both countries are committed to strengthen the connections of the governments with other peoples.

The former Foreign Minister, Besnik Mustafaj declared in Top Channel’s program “Top Story” that the materials published by Wikileaks are true and should not be seen as distortion of facts.

He underlined that after he read the cables that mentioned him, all of them resulted true.

“It is an arsenal of materials that should be seen very carefully by everyone. The reports of a diplomat, whether American or Albanian, the diplomatic report has two parts. One that reports facts which he is not allowed inventing. And for his opinions is has his own responsibility”, declared Mustafaj.

“After reading the cables that involved my name, I never saw my speech being distorted. I consider this as a very serious damage for the political class. This is a mirror that is never 100% true to reality, but the essence is always the same”, Mustafaj declared.

“Secret Service law undermines democracy”

The case of the State Secret Service has been a concern not only for the US Embassy in Tirana.

This concern was raised in Brussels, in NATO-s headquarters. A cable shows the dialogue between the US ambassador in NATO and the Albanian ambassador.

The latter was asked to give the message that the passing of this law would undermine democracy in Albania.

US: Berisha wants Secret Service Control

A cable classified as “secret” sent to the US Department of State, expresses the concern of the US Embassy in Tirana for Berisha’s attempts to control the Albanian Secret Service, also including the stance of the President Bamir Topi for this draft law.

The cable sent on 27 January 2010 says that this law turns the Information Service into a political instrument for the Albanian Prime Minister Sali Berisha for intimidating political rivals.

Such amends would change the cooperation with other institutions, including ours, by damaging the international confidence in Albania’s opportunities for monitoring the Guatanamo prisoners that have arrived or that will arrive in the country.

The cable continues with the concern that the US Embassy and EU legal experts have expressed for this law that opens way to abuses.

By analyzing the Berisha’s past relations with the Secret Services, the cable underlines that it is not the first time when the Berisha government tries to control the Secret Service for giving it another role, while the Secret Service is one of the only institutions that has been able to preserve its independence, despite its unpleasant relations with the Prime Minister.

The cable continues to list Berisha’s attempts in 2006, when he proposed the law for merging the Secret Service with the Interior Ministry, but he withdrew this request after an intensive opposition by the international community. In 2006, Berisha orchestrated an unsuccessful campaign for discharging the Secret Service Director, Bahri Shqiri, with whom he didn’t have good relations. According to the consultation law, they are supposed to meet once a year, but they have never faced each other for many years.

Shaqiri has only sent a copy of the yearly report to the Prime Minister.

After failing to discharge Shaqiri, the Prime Minister has tried to weaken the Secret Service by giving more rights and privileges to other agencies and also by decreasing its funds.

The cable also mentions a meeting of Ambassador Withers with the President Bamir Topi, saying that the head of the Albanian state has expressed his deep concern for this law that reminded him the frightening communist institution, the State Security Service.

Quoting many other sources, the US Embassy says that these are clear attempts by Prime Minister Berisha for taking under control the remaining independent institutions.

The same sources have declared that Bahri Shaqiri, a friend of the US government, is a professional figure whose chances are to leave his duty for being replaced by someone handpicked by Berisha. This would create a negative effect to the employees of the Albanian Secret Service, many of whom are trained by the United States and who will be replaced by other inexperienced people.

The cable concludes with the comment:

“For this reason, the international community has only a few days to warn the Albanian government for the danger of this law”.

The promotion of Hysni Burgaj as General Chief of the Albanian Police and the changes he undertook only one week after taking duty, by replacing almost every police chief in Albania, has been treated in a US Embassy cable that was published on Wikileaks.

“The surprising changes in the Police show that he is untouchable”, says the title of the cable sent on 25 November 2009, referring to the promotion of Agron Kulicaj. The sudden changes in the police, even to that of the Albanian Border, have been criticized by international donators, such as PAMECA, which had trained the police agents that were discharged.

Some of the donators believe that the changes were in full accordance with the rules, but they expressed their concern for the Director of Intelligence, Agron Kulicaj, who remained immune to Burgaj’s changes. Quoting other sources, the US Embassy says that Mr. Kulicaj is corrupted and the international donators had refused to help the Albanian Police when he was on charge.

The writer of this cable underlines that Ambassador Withers has expressed his concern for the corruption in the highest ranks of the Albanian Police, including even the Interior Minsiter Lulzim Basha, quoting the concerns of ICITAP regarding Mr. Kulicaj and the Police Chief, Hysni Burgaj. But Burgaj had declared that Kulicaj had strong ties with the Prime Minister Berisha, and every attempt for removing or transferring him should come from the Prime Minister himself.

The cable has other scandalous details, if they are true, for high rank police leaders such as Mr. Kulicaj.

“We have reasons to believe, same as other US Intelligence Agencies, that Kulicaj’s corruptive practices are known by now, but there are voices in the Police who say that Kulicaj himself has helped Dritan Dajti to escape from the Police operations that aimed to arrest him.”

Quoting sources from the Albanian Police, the US Embassy has transmitted their concern for Kulicaj to the US State Department, saying that the police undertook the operation for arresting Dritan Dajti in August, exactly when Kulicaj were outside Albania, leaving him no chances to help him escape”.

The concluding comment of ambassador Withers in this cable shows the difficult position of the Police Chief in front of his dependent Agron Kulicaj:

“Burgaj declared that he has his own problems with Kulicaj and others who have been suspected for corruption and connections with the organized crime. Mr. Burgaj has been intimidated by Kulicaj, since he has close relations to the Prime Minister, as his former bodyguard. Burgaj suggested that the concerns of the US Embassy for Kulicaj should be presented to the Prime Minister Berisha, who is the only one who can decide where his former bodyguard should work”.

Es wurden weitere Dokumente und Beweise übergeben, wo bereits Etliches an Unterlagen beschlagnahmt wurde. Normal Geschäft von kriminellen Banden, welche im Polizei Dienst sind und eine Art Tradition! Und weil die Staatsanwaltschaft, in die Regierung hinein ebenso ermittelt, boykottierte die DP Partei, in Fiere den Besuch des Staats Präsidenten Bamir Topi. Im Geiste der Parlaments Präsidentin Topalli eben, welche eine stroh dumme Betrügerin ist, wie Andere ebenso im Klientel Apparat der PD!

Unsere Meinung zu dem Fall Dritan Prifti und Agron Kulicaj! Dritan Prifti ist ein kluger Mensch, einer der wenigen klugen Politiker sogar, aber auch so eine Art Berufs Betrüger. In diesen Kreisen erfährt man ungeheuer Viel, so das die Sache mit Agron Kulicaj, sogar sehr typisch ist, weil ja auch die Firmen ARMO usw.. wie bekannt in diese Betrugs Schmuggel Ringe um das Albanische Öl, Auslands Importe seit 20 Jahren verwickelt ist und es eine Politische Tradition ist, was auch der Weltbank gut bekannt ist, wie das läuft. Es gehört zu den Standard Betrugs Geschäften der Albaner Politischen Mafia.

BELGRADE — Oman and Guinea Bissau have withdrawn their decisions to recognize Kosovo’s independence, daily Blic writes.

 

This is the first time since Kosovo unilaterally declared independence that some country has decided to make such a move.

Serbian officials were informed about the decision during bilateral meetings at the Non-Aligned Movement summit in Belgrade.

According to Blic, Oman delegation head informed the Serbian officials that Oman had never recognized Kosovo even though Priština had celebrated it.

“(Serbian Foreign Minister) Vuk Jeremić told Oman’s delegation chief that he was dissappointed with the country’s decision to recongnize the independence despite the promise he was given earlier that it would not happen. His interlocutor was surprised and convinced the minister that it had never happened. Also, Guinea Bissau started the recongnition process, but the MPs were against it so the procedure was suspended,“ the daily quoted a source from the Non-Aligned Movement summit organizing committee.

The daily’s source assessed there would be more such decisions.

“Two more countries have annnounced withdrawal of their decisions and it should be announced soon, and there is an investigation in an African country against a top official who took money from an Albanian businessman to push for the decision about the recognition,“ Blic pointed out.

The WikiLeaks site of Julian Assange posted new series of secret messages from embassies worldwide. Messages with the latest dates until so far, partially refer to Serbia.

In September of 2009 Josip Broz Tito’s widow had an hour and a half long conversation with an official of American Embassy in Belgrade in which she attacked the Russians and insisted that ‘Tito have never liked them’.
The meeting at the embassy was organized at the initiative of Minister Rasim Ljajic the only person, as Jovanka Broz thinks ‘capable to lead Serbia’. That was the first meeting of Tito’s widow with a foreign official since 1977 when she was placed in home detention. During conversation at the embassy she said that the conspiracy for putting her in home detention was elaborated by Slovenian communist Stane Dolanc, then Presidency member because ‘he and then General Ljubicic were afraid that she might take advantage of Tito’s success for her own positioning’.
The interesting part of her conversation was a story that she, during the WWII had organized two meetings between Tito and General Draza Mihajlovic, one in her native village in Knin.
‘Next morning, however, almost all of Tito’s associates were killed when a bridge they were crossing exploded. It was clear that Mihajlovic and the chetniks wanted to eliminate Tito. After that there were no negotiations any more’, Jovanka Broz said.

Menjëherë qeveria e përfaqësuar nga njerëz me lidhje të trefishta ndërmori rrjedhjen e informacioneve sekrete dhe shitjen e tyre tek vende të klasifikuara jo mike. Më problematike, shitja tek serbët dhe islamikët, këto të konfirmuara nga NATO. Aleanca hetoi skandalin dhe zbuloi përgjegjësit, megjithëse u mbajt gjithçka sekrete. Hetimet u drejtuan nga përfaqësues të Komandës Turke, madje pati dhe një intervistë të drejtorit të Informacionit të Klasifikuar në Kryeministri disa muaj pas skandalit. Rrjedhja e informacioneve u bë diku nga mesi i vitit 2010, intervista është dhënë në fund të vitit në një media turke. Menjëherë erdhi penalizmi, ku gjeneralët shqiptarë nuk lejoheshin në diskutime për operacionet në Lindjen e Largët, Afganistan dhe Irak, megjithëse ishim vend anëtar dhe kishim forca paqeruajtëse. Por më tej na kushtoi shtrenjtë një vizitë, shumë sekrete nga ana zyrtare, por jo mediatike.

Ahmedinexhadi

Në janar të këtij viti, pas dy vitesh negociatash miqësie e takimesh të ambasadorëve të Iranit me qeveritarë, deputetë dhe ministra, vjen për vizitë dy ditore shefi i kabinetit të Ahmedinexhad, presidentit të Iranit. Mashayee u përpoq ta mbante sekret vizitën jo zyrtare, pasi ishte pa protokoll, por media e zbuloi dhe publikoi në Teheran. Mashayee pranoi se ishte për vizitë private dhe mësohet se ka udhëtuar përsëri në Tiranë për ta shuar skandalin, që të mos bëhej më i madh. Takoi presidentin Bamir Topi, kryeministrin Sali Berisha dhe ish-zëvendëskryeministrin Ilir Meta. Vizita u mbajt përsëri sekrete nga autoritetet tona, megjithëse kur u kthye Mashayee e deklaroi publikisht dhe shpjegoi se bëri ftesa për shqiptarët me rastin e festës kombëtare iraniane të 24 marsit. Vizita e tij u bë vetëm nëntë ditë para masakrës së 21 janarit. Çfarë kanë diskutuar mes tyre, ende nuk dihet, por sigurisht që janë mësuar nga ambasadat e BE-së dhe SHBA-së, të cilat më vonë i kanë transmetuar në qendër. Po gjatë vitit 2009, Tirana atashoi në Iran si ambasador kunatin e botuesit Fahri Balliu, (konsullatë shqiptare në Teheran), i akuzuar disa herë për korrupsion. NATO dhe SHBA rritën dyshimet e tyre për shkak të informacioneve sekrete që shiteshin nga Shqipëria.

Gadafi

Në muajin Mars, gjatë “Pranverës arabe”, kapet një anije me armë e municion drejt Tripolit. Zbulohet se u dërgua nga Durrësi dhe së fundmi ka qarkulluar sërish emri i një botuesi si ndërmjetës. Alarmi në Aleancë është bërë i madh, aq sa janë kërkuar hetime dhe sqarime zyrtare. Në muajin Maj, Arben Imami udhëton në zyrat e NATO-s për sqarime, por nuk shpjegon dot asgjë. Faji i mbetet kinezëve, dyshime të forcuara së fundmi nga dokumentet e gjetura në zyrat e Gadafit, por në Tripoli apo Bengazi qarkullojnë municione dhe armatim shqiptar në duart e mbështetësve të diktatorit. Menjëherë pas zgjedhjeve lokale të 8 majit dhe përkeqësimit të klimës politike, pas përjashtimit të gjeneralëve nga mbledhjet operacionale në Libi, u komunikohet edhe përjashtimi nga hyrja në rrjet për sekretet e energjisë nukleare. Dhe pak kohë më pas marrëdhëniet mes Iranit dhe NATO përkeqësohen ndjeshëm.

Rusia

Rusia nga ana tjetër irritohet për lëvizjet e SHBA dhe NATO që operojnë në sekret të plotë dhe i afrohen çdo ditë e më shumë Lindjes dhe kufijve të tyre. Ka dyshime të forta se Rusia furnizon me armë të rënda, raketa, Iranin dhe ndihmon në energjinë nukleare, programin e saj. Pak ditë më parë Teherani njoftoi se po prodhon bombën bërthamore, duke alarmuar sërish perëndimorët. Nëse dyshimet e shitjes së informacioneve kaq sekrete do provohen më tej, (kujtojmë se hetimet nuk kanë përfunduar ende), atëherë nuk dihet se çfarë gjëme e pret qeverinë aktuale shqiptare, në mos “furtuna” ka nisur. Ardhja e kreut të Antidroges, Ivanov, nje ish anetar i fuqishem i KGB-se ne ish-Bashkimin Sovjetik, ka terbuar Uashingtonin me marrëveshjen ruso-shqiptare.

Kabllogramet

Po t’i referohesh kabllogrameve të ambasadës së SHBA-së në Tiranë gjatë 2009, por edhe më pas, ndihet frika e forcimit të lidhjeve të Shqipërisë me Iranin dhe politikanëve për përfitime të caktuara. Ish ambasadori Uidhers e transmetonte këtë shqetësim, sidomos hapjen e një linje ajrore Teheran-Tiranë të propozuar nga ambasadori iranian. Kërkesa u pranua nga ish-ministri i Jashtëm Ilir Meta, por u refuzua nga SHBA. Po kështu përmenden tentativat për të emëruar në ambasada persona të lidhur në të kaluarën me elementë terroristë, që kanë afinitet me ta, njohin kulturën, zakonet dhe janë miq. Së fundmi ambasada njeh dhe shqetësimin e rrymave ekstremiste në vend, të pa aktivizuara, që në çdo rast do të ishin kundërshtarë të SHBA-ve, si dhe forcimin e relacioneve iraniane në fushën e fesë, kulturës dhe të tjera (kabllogrami më i fundit).

Shpërblimi islamik

Një tjetër çështje dyshuese ka qenë kredia nga Banka Islamike, ku Irani ka aksione të mëdha dhe mund të ketë ndikuar menjëherë pas vizitës së shefit të kabinetit të Ahmedinexhad në Tiranë, në muajin janar 2010. Kredia 350 milionë dollarë kujtojmë se u aprovua pas masakrës së 21 janarit, për ndërtimin e rrugës Tiranë-Elbasan. Kuvajti fali 50 milionë euro për këtë rrugë, ndërtimi i tunelit. Çështje këto ende të pa sqaruara nga qeveritarët dhe me mungesë të plotë transparence. Ngërçi politik solli një tjetër lëvizje qeveritare drejt vendeve arabe, si për t’i bërë presion BE dhe SHBA se ata mund ta destabilizojnë rajonin dhe se janë faktor. Ndërkombëtarët zbutën tonet, por Berisha mësyu drejt Emirateve Arabe me Shrefedin Shehun.

U pranua në parim një kredi me interesa të kënaqshme prej 120 milionë dollarësh, për ndërtimin e parlamentit të ri, por së fundmi është thënë se u bllokua. Ky bllokim ka ardhur menjëherë pas arrestimit në Spanjë të bosit të Albanian Airlines dhe aksioner në disa kompani turke, Ali Evsen. Turku me pasaportë shqiptare u akuzua për lidhje me terrorizmin së bashku me një mikun e tij rezident në Madrid dhe u kap gjatë muajit qershor, teksa pastronte paratë e diktatorit egjiptian Mubarak. Por Evsen njihet nga agjencitë ligjzbatuese edhe si mik i familjes qeveritare.Misteri

Tashmë qeveria shqiptare ka mbetur mes dy zjarresh, borxheve të mëdha të mara me pamundësi për t’i shlyer, investimeve nga bota arabe me kushte për të kthyer timonin, ngërçit politik në vend dhe frikës për të humbur pushtetin, me abuzimin për të cilin mund të përgjigjen një ditë, pasi të bien nga pushteti. Lajmet e fundit nga Tripoli i Libisë flasin për dokumente sekrete të gjetura në zyrën e Gadafit për marrëveshje të ndryshme, se si CIA dhe shërbime të tjera sekrete e ndihmonin në vite diktatorin, por ishte pikërisht SHBA që i dha shkelmin e fundit njeriut që qëndroi 40 vite në pushtet. “Law Breakers Turned Law Makers”. This is the title of the cable with which the US Embassy has made a list of DP, SP and SMI politicians who have connections with the crime world.

The three greatest political forces in the country have MPs connected with organized crime, but the embassy cannot prove it through legal ways.

The new Parliament of 2009 has among the MPs drug traffickers and others involved in money sliding.

The promotion of Hysni Burgaj as General Chief of the Albanian Police and the changes he undertook only one week after taking duty, by replacing almost every police chief in Albania, has been treated in a US Embassy cable that was published on Wikileaks.

“The surprising changes in the Police show that he is untouchable”, says the title of the cable sent on 25 November 2009, referring to the promotion of Agron Kulicaj. The sudden changes in the police, even to that of the Albanian Border, have been criticized by international donators, such as PAMECA, which had trained the police agents that were discharged.

Some of the donators believe that the changes were in full accordance with the rules, but they expressed their concern for the Director of Intelligence, Agron Kulicaj, who remained immune to Burgaj’s changes. Quoting other sources, the US Embassy says that Mr. Kulicaj is corrupted and the international donators had refused to help the Albanian Police when he was on charge.

The writer of this cable underlines that Ambassador Withers has expressed his concern for the corruption in the highest ranks of the Albanian Police, including even the Interior Minsiter Lulzim Basha, quoting the concerns of ICITAP regarding Mr. Kulicaj and the Police Chief, Hysni Burgaj. But Burgaj had declared that Kulicaj had strong ties with the Prime Minister Berisha, and every attempt for removing or transferring him should come from the Prime Minister himself.

The cable has other scandalous details, if they are true, for high rank police leaders such as Mr. Kulicaj.

“We have reasons to believe, same as other US Intelligence Agencies, that Kulicaj’s corruptive practices are known by now, but there are voices in the Police who say that Kulicaj himself has helped Dritan Dajti to escape from the Police operations that aimed to arrest him.”

Quoting sources from the Albanian Police, the US Embassy has transmitted their concern for Kulicaj to the US State Department, saying that the police undertook the operation for arresting Dritan Dajti in August, exactly when Kulicaj were outside Albania, leaving him no chances to help him escape”.

The concluding comment of ambassador Withers in this cable shows the difficult position of the Police Chief in front of his dependent Agron Kulicaj:

“Burgaj declared that he has his own problems with Kulicaj and others who have been suspected for corruption and connections with the organized crime. Mr. Burgaj has been intimidated by Kulicaj, since he has close relations to the Prime Minister, as his former bodyguard. Burgaj suggested that the concerns of the US Embassy for Kulicaj should be presented to the Prime Minister Berisha, who is the only one who can decide where his former bodyguard should work”.

¶1. (C) Despite the relative calm on Election Day, it has
very much come to our attention that there is a strong
undercurrent of people tied to organized crime that
participated and/or were involved in possibly manipulating
the June 28 elections. The three major parties, the
Democratic Party (DP), the Socialist Party (SP) and the
Movement for Social Integration (LSI) all have MPs with links
to organized crime. While Post cannot legally prove these
links, the conventional wisdom, backed by other reporting, is
that the new parliament has quite a few drug traffickers and
money launderers. During the electoral campaign, one
politician, Alex Keka, a local head of the Christian
Democratic Party (CDP) in northern Albania, was even killed
by a car bomb. Keka was suspected of being involved in the
trafficking of arms and narcotics. (NOTE: Keka was not
running for Parliament, although other members of his party
were. END NOTE).

¶2. (C) Some of the more noteworthy MPs with ties to organized
crime are:

– Tom Doshi: An SP MP from Shkoder, Doshi, singled out in
the Human Rights Report for physically assaulting a
journalist in the Sheraton Hotel, was a key figure in
financing SP electoral efforts. He is known as the richest
MP, with a declared fortune of more than $15 million and is
also suspected of trafficking narcotics. Doshi served in the
previous parliament as a DP MP, before switching sides to the
SP shortly before the election.

– Lefter Koka: Representing LSI from Durres, Koka is a
member of perhaps the most notorious organized crime family
in Albania, with ties to narcotics and human trafficking and
other illicit activities.

– Sokol Oldashi: Olldashi, the current Minister of Public
Works, Transport, and Telecommunication and DP MP from Fier,
is suspected of smuggling goods and narcotics.
Circumstantial evidence links Olldashi and Fatmir Kajolli in
Fier to Minister of Justice Enkelejd Alibeaj in a scheme to
release prisoners from jails to act as electoral bullies.

– Lulzim Basha: According to one SP source, FM Basha, who
represents the DP in Elbasan, was involved in facilitating
the release from prison of a notorious criminal in Elbasan in
return for support from the criminal’s family. Relatives of
the criminal promised to „organize“ people in Elbasan to
support Basha. The criminal was released on June 29, the day
after the elections.

– Paulin Sterkaj: The 48 year old DP MP from Shkoder is a
former professional wrestler with little to no formal
education. Sterkaj was previously in the SP and has been
accused by a former friend of murdering a politician in
Shkoder a few years ago. Sterkaj claims to have business
interests in oil, restaurants, and construction, but little
is known about his activities.

– Gramoz Ruci: SP MP and party General Secretary, Ruci has
long-standing ties to narcotics traffickers and organized
crime. Ruci has also been banned from entering the U.S.
since 2005 due to a permanent visa ineligibility.

¶3. (C) Comment: Post is not sure which tack the ODIHR report
on the Albanian elections will take once released, but it is
widely accepted locally that many MPs posing as „businessmen“
are in fact strongly suspected of having ties to organized
crime. These individuals are now MPs, have immunity under
the law, and are responsible for making the laws that will
propel Albania toward further Euro-Atlantic integration. The
seedy, possibly criminal, behavior of many of Albania’s MPs
is disturbing and does not bode well for democratic
development. It is a widely held view throughout Albania
that all parties have MPs with links to organized crime and
accept money from organized crime. This is a very troubling
phenomenon that we and the international community will have
to address at some point in the future. One bright spot,
however, is that there are a few MPs who have begun to
recognize that Albania should not have such
characters represented in its parliament. How long it will
take though to remove these ruffians from power though is
another question. After all, money is the lifeblood of
politics, and in a poor country with no campaign finance

Zu blöde zum arbeiten: Albin Kurti’s militante Schläger Truppen der “Vetevendosje”, machten wieder Randale in Kosovo

Das die Albaner, ganz speziell die Kosovaren nur eine sehr geringe Bildung haben, sieht man an der Unfähigkeit, sich kundig zumachen, u.a. in der echten Geschichte des Balkan. Statt dessen faselt man etwas von Iyllrier Abstammung, was nur eine Enver Hoxha Erfindung ist und war.
Gen technisch, sind die Albaner, kein altes Mittelmeer Volk, sondern haben ziemlich identiche Gene, wie die Serben und ziemlich durchgemischt. Urspungs Gegend ab dem 11. Jahrhundert, ist das MAT Tal, und die Osmanen, siedelten ab dem 14. Jahrhundert, die wilden Bergvölker der Albaner im Kosovo an.

Die gesamte Politische Klasse, ist sowieso mit ihrer Nonsens Bildung und Verstand ein Schandfleck jeder Kultur, wie man an Hashim Thaci, Ramuz Haradinaj usw. am schnellsten erkennt. Den Gipfel an dummer Dekadenz und Null Bildung, ist der Nix Kapiererer Albin Kurti, mit dem militanten Verbrecher Verein, der UCK Veteranen im Hintergrund. Zu blöde zum Arbeiten, aber ständig Randale machen und einfachste Regeln im Zusammenleben missachten. Randale und nochmal Randale inklusive Sachschäden in Millionen Höhe inzwischen von diesen dummen Gestalten, welche Null Hirn haben und jede Verantwortung ablehnen. Man gibt sich als Politker, wie in Albanien, ist aber ein dummer Profi Verbrecher, der wohl dümmste Mafia Club der Welt, die : “Vetevendosje” :: noch dümmer wie Albaner Parteien, wo man sich mal je nach Haus Gerbraucht auch christliche Partei nennt.

Kosovo Einwanderer in der Schweiz: Bildungsstand: gering, primitiv, kriminell und dumm! 

Gestern machten die Suppen Kaspar des Kosovo mit Null Bildung, wieder mal Randale am Flugplatz, wo dann 3 Gestalten festgenommen wurden.

Hintergrund solcher Randale ist dann: man versucht so als Politisch Verfolgter eingestuft zu werden, damit man seinen Mafiösen Neigungen auf Kosten der EU und mit Hilfe dummer Verwaltungs Beamter auch in Deutschland frönen kann. So sponsert man Verbrecher Strukturen und die Kosovaren lachen sich tod, wie dumm die Europäer sind und ihnen Wohnung, Geld, Bildung, kostenlosen Arzt bezahlen für ganze Familien Verbände.

Kosovo Hardliners Protest Serbia Customs Deal

Police arrested more than 30 activists of the nationalist Self-determination movement on Saturday, including two MPs, protesting against a customs agreement reached in Brussels between Belgrade and Pristina.

PristinaProtesters of the nationalist Self-determination movement on Saturday ambushed Edita Tahiri, Kosovo’s head of dialogue with Serbia, at the airport after she arrived back from Brussels.

Protesters threw tomatoes and flattened one of the tyres of the vehicle transporting Tahiri after she ended a press conference, at which she presented details of Kosovo’s EU-mediated agreement with Serbia on custom stamps and cadastral documents.

On Friday, after the end of the sixth round of Kosovo-Serbia negotiations, the two sides agreed to a wording for Kosovo customs stamps that will allow Kosovo to export goods to Serbia for the first time since it declared independence in February 2008.

Serbia has now agreed to accept goods marked “Kosovo Customs”, while Kosovo has  agreed to abandon labels including state emblems, coats of arms, the Kosovo flag, or use of the word “republic”.

Special police moved in an arrested the activists after they tried to block the road from Pristina airport.

The movement, known in Albanian as Vetevendosje, said the rotten tomatoes hurled at Tahiri’s vehicle symbolized the quality of the deal she had reached with Serbia.

“The agreement is rotten and is gradually destroying the Republic of Kosovo,” the website of Self-determination reads.

The movement also claimed that police acted brutally during the arrests. More than 30 activists continue to be held. Two of them, both MPs, were released later that day.

Kosovo’s second biggest opposition party, Self-determination opposed dialogue with Serbia from the start, arguing that dialogue could only harm the new country.

Er hat es vom Studentenführer in Prishtina zum Chef der terroristischen „Vetevensdosje“ gebracht. Diese Organisation bläst nun im Kosovo zum letzten Gefecht für einen völlig souveränen und serbenfreien Albanerstaat. Es gibt bereits Evakuierungspläne für 70.000 noch im Kosovo lebende Serben. Fernziel für Kurti und seine Mitstreiter ist die Ausdehnung Albaniens weit in die Territorien seiner Nachbarländer hinein und die Bildung eines ethnisch reinen Groß-Albaniens..

Kosovo-Kurti ist der Führer

Albin Kurti, Führer der serbenfeindlichen Organisation „Vetëvendosje“.

Führer von „Vetëvendosje“ ist Albin Kurti, geboren am 24. März 1975 in Prishtina. 1993 begann er angeblich ein Studium an der Elektrotechnischen Fakultät der Universität Prishtina – die es für Albaner damals gar nicht gab. Der Literaturkritiker Ibrahim Rugova, „Präsident“ der selbstproklamierten „Republik Kosova“, hatte alle „serbischen“ Schulen, Krankenhäuser etc. mit einem Boykott belegt und die gesamte albanische Schuljugend in schulische „Parallelstrukturen“ geschickt: In irgendwelchen Privatunterunterkünften wurde ihnen Unterricht erteilt – was letztlich nur einen enormen Anstieg des Analphabetismus, der im Kosovo immer sehr hoch war, zur Folge hatte. Bis heute werden Zeugnisse, ausgestellt im Kosovo, nur in Albanien anerkannt, sonst nirgendwo.

Ideen- und Geldgeber im Hintergrund

Hinweise auf Analphabetismus: Die Anhänger der „Vetëvendosje“ haben Probleme damit, den eigenen Vereinsnamen orthographisch korrekt an die Wand zu sprühen.

„Vetëvendosje“ könnte man als wenig bedeutsame Gruppe halbanalphabetischer Krakeeler ansehen, die nicht einmal in der Lage sind, den eigenen Vereinsnamen orthographisch korrekt an Wände zu sprayen (siehe Foto). Aber hinter diesem Mob stehen gefährliche Ideen- und Geldgeber

…………….Ein besonders enges Verhältnis unterhält Kurti zu „Oberst“ Avdyl Mushkolaj (siehe Foto), „kryetar“ (Führer) der Organisation der UÇK-Veteranen und einer der Organisatoren des Pogroms vom März 2004. Deswegen war Mushkolaj kurzfristig von der UNMIK-Polizei verhaftet worden, ist aber längst wieder frei – ausweislich seiner ständigen Präsenz bei Aufläufen von „Vetëvendosje“. Deren Sprachrohr ist das von Muhamed Mavraj geleitete Chauvinisten-Blatt „Epoke ere“ (Neues Zeitalter) – insbesondere dessen Kolumnist Reshat Sahitaj, der eigentliche Chefideologe der kosovarischen Serbenfeindschaft. Seit Juli 2005 betreibt  „Vetëvendosje“ zudem den Radiosender „Përballja“ (Konfrontation), über den sie ihre Hetzparolen verbreitet – von ihr selber als „Forum für unabhängige und nonkonformistische Debatten über das Kosovo“ angepriesen. Zum Umfeld der Organisation und den Akteuren im Hintergrund gehören schließlich noch die Veteranen von „Balli Kombëtar“ (Nationale Front), einer terroristischen Organisation aus dem Zweiten Weltkrieg, als das faschistische Italien auf dem West-Balkan sein eigenes „Groß-Albanien“ schuf.

Kampf für ein „ethnisch reines Groß-Albanien“

„Vetëvendosje“ verbreitet ein „Manifesto“, in dem die eigenen Grundsätze und Ziele langatmig ausgeführt werden. Diese lassen sich auf wenige Essentials komprimieren. Zum einen sind für diese Radikalen alle Serben ein riesiges Übel – je mehr Schaden man ihnen zufügt, desto besser für die Albaner, für den Balkan, für Europa. Zum zweiten ist die UNMIK „undemokratisch“, „kolonialistisch“, „unerträglich“ – die Kosovaren werden erst aufatmen, wenn sie und alle internationalen „Pseudo-Institutionen“ das Kosovo verlassen. Zum dritten braucht das Kosovo weder „Standards“ noch international geleitete „Status-Verhandlungen“, sondern allein ein „Referendum des Volks von Kosovo“, das der Rest der Welt gefälligst zu respektieren habe. Was dann geschieht, wird nicht erwähnt, ist aber leicht vorstellbar.
Seit etwa 130 Jahren verfolgen die Albaner ihr großes Ziel, das „ethnisch reine “Groß-Albanien“, bestehend aus dem heutigen Albanien, dem Kosovo, den südlichen Regionen Montenegros („Dukagjin“) und Serbiens („Ost-Kosovo“), zwei Dritteln Makedoniens („Ilirida“) und dem ganzen Nordwesten Griechenlands („Camerija“). Fast ebenso lange wird der „internationale Faktor“ gesucht, der den Albanern ihr ersehntes „Groß-Albanien“ als Morgengabe überreicht. Die 1878 entstandene „Liga von Prizren“ erwartete vom Osmanischen Imperium, dass es seine „albanischen Vilajets“ – wie die westbalkanischen Reichsteile bis heute in albanischer Propaganda genannt werden – zu diesem Gebilde zusammenfügen und in die „Freiheit“ entlassen würde. Die Osmanen wurden aber 1912 im Ersten Balkankrieg von den vereinten Balkanvölkern fast völlig aus Europa herausgedrängt. Albaner hatten an dem Krieg nicht teilgenommen, verlangten von der Londoner Friedenskonferenz aber erneut ihr „Groß-Albanien“.

Der Mythos der „Konferenz von Bujan“

Bekommen haben sie zumindest die Hälfte davon, eben den kleinen Staat Albanien, der damals wie heute dieselbe Gestalt aufweist. Etwas mehr Glück hatten sie im Zweiten Weltkrieg, als Mussolini ihnen ein (wörtlich so) „Groß-Albanien“ verschaffte, in dem sie zwar nicht viel zu sagen hatten, aber doch mit Waffen Nicht-Albaner drangsalieren durften. Als Italien 1943 kapitulierte, richteten sich albanische Hoffnungen auf Hitler……………………Kommentar:

“Wo es Albaner gibt, dort ist unser Land”, lautet die im Kosovo weit verbreitete Auffassung, die nicht nur der Gesprächspartner Faton Klinaku, Vizepräsident der UCK-Veteranenorganisation OVL-UCK, vertritt. Auf einer in Großbritannien gefertigten Homepage der Bürgerinitiative “Vetevendosje” (“Selbstbestimmung”) fügen sich sieben Landesteile aus Serbien, Makedonien, Montenegro und Griechenland und der gesamte Kosovo gemeinsam mit dem “Mutterland” Albanien zur Vision eines Großalbanien zusammen.

CHICAGO — A Chicago court has accepted Serb organizations’ lawsuit against U.S. company Military Professional Resources Inc (MPRI) for involvement in the Operation Storm.

The U.S. company is accused of “involvement in genocide and persecution of 200,000 Serbs from Croatia”.

Serbs from the Republic of Serb Krajina have accused the U.S. company of instructing the Croat Army during the Operation Storm and participating in the operation and in the expulsion of 200,000 Serbs.

“This is an American firm that does ‘dirty work’ for the U.S. administration. In places where the U.S. cannot legally wage wars, the MPRI agency wages them legally with the help from retired generals,” said Veritas Documentation Center Director Savo Štrbac.

Chicago Federal Court Judge Ruben Castillo has determined that the state of Illinois is competent to try the retired U.S. generals accused by the Serbs who were expelled from the Republic of Serb Krajina.

MPRI has filed an appeal and requested that the trial be held in Washington.

“The court believes that the Washington would be biased and that it would rule in MPRI agency’s favor,” Castillo stressed.

(17) Im Kosovo verwandelt diese sogenannte “Verteidigungsdoktrin” die UCK in eine moderne Armee, die dabei jedoch nicht ihr terroristisches Make-up verliert. Kanadas grösste militärische Auseinandersetzung seit dem Korea-Krieg

Während der kroatischen Erstürmung des Medak-Tales, das Ende 1993 noch von den Serben gehalten wurde, waren die Kanadier wohl die am intensivsten in den Krieg involvierte UN-Truppe. Aber immer noch wird aus politischen Gründen diesem Ereignis kaum Beachtung geschenkt.

Ungeachtet der Intensität dieses Kampfes war er (UN Offizier Stopford) mehr über die kroatischen Truppen an der unmittelbaren Front besorgt. Sie schienen eine Spezial-Einheit zu sein, die sich zu allen, was er bisher am Balkan gesehen hatte, total unterschied. Gut ausgerüstet mit einer Auswahl modernster Waffen, die Mitglieder waren alle jung, fit und vor Kraft protzend. Die Männer von Stopford haben beobachtet, wie ein Teil der kroatischen Truppen durch US-Helfer ausgebildet und trainiert wurden.

Die Kroaten liesen sich durch die Präsenz der kanadischen UN-Truppen nicht beeindrucken. Im Tal von Medak konnte man dumpfe Explosionen hören und man hörte gelegentlich vereinzelte Schüsse. Gleich vorne bei einer Gruppe von Gebäuden hörte Stopford plötzlich laute Schreie, die begleitet wurden von Maschinengewehr-Salven. Kurz auf einen Augeblick der Stille folgte ein heiseres Gelächter. Einen kurzen Moment später lies eine Explosion die Erde erbeben und ein Gebäude auf einem Bauernhof ging in Flammen auf. Stopford rannte umgehend zurück zu seinen APC und nahm per Funk Kontakt zu seinem Hauptquartier auf. Mit einer emotionell beladenen Stimme versuchte Stopford zu erklären dass die Kroaten “ethnische Säuberungen” im Medak-Tal begonnen hätten. “Sie müssen einschreiten”, schrie er, “Sie bringen Menschen um! wir können nicht warten!”.

Lt. Col Celvin, der sich vier Kilometer weiter hinter befand, brauchte Stopfords Report nicht, um zu wissen, was vor sich ging. Im Tal war überall Feuer zu sehen. Er nahm per Funk Kontakt mit dem UN-Hauptquartiwer in Zagreb auf und verlangte die Erlaubnis sofort einzugreifen. Er erhielt den Befehl seine Position nicht zu verlassen und Beweise für einen späteren UN-Kriegsverbrecher-Prozess zu sammeln. Stopford war ausser sich.

Er verlies seinen APC, lief in die Richtung der kroatischen Positionen, wo ein kleines Dorf in Flammen stand. Immer noch waren Schüsse zu hören, die von betrunkenen Gelächter begleitet wurden. Ein betrunkener kroatischer Soldat kam aus einem Gebäude heraus und torkelte geradewegs auf Stopford zu. Im Gebäude konnte man die Schreie eines Mädchens hören. Auf dem Kopf des kroatischen Soldaten befand sich eine blutverschmierte Unterhose. Der Kanadier trat vor, setzte ein Magazin in seine Waffe und löste den Hebel der Sicherung. Stopford wollte, mitgerissen von Entsetzen und Wut, den Kroaten an Ort und Stelle umbringen. Der Kroate grinste, schmiss sein Gewehr auf den Boden und hob seine Hände in die Höhe. Er war nun unbewaffnet. Es wäre kaltblütiger Mord gewesen, ihn jetzt zu erschiessen. Stopford konnte es nicht tun. Als er zurück zu seinen Posten lief, konnte er die betrunkenen Vergewaltiger lachen hören.

Als die Sonne am Horizont zu sehen war, konnte man ein Medak-Tal sehen, dass erfüllt war von Rauchschwaden und Flammen. Während die frustrierten Soldaten von 2PPCLI auf den Befehl warteten in das Tal zu marschieren, wurde die ethnische Säuberung fortgesetzt, die begleitet wurde von Schüssen und Schreien.

Die Kroaten begannen sich auf ihre vorherigen Linien zurückzuziehen, wobei sie alles mitnahmen, was sie bei ihren Brandschatzungen nicht zerstören konnten. Der gesamte Viehbestand wurde quasi standrechltich erschossen, und Häuser wurden in Brand gesteckt.

Französische Aufklärungstruppen und Mitglieder des kanadischen Kommandos marschierten in das Tal ein und fanden schnell Leichen von serbischen Zivilisten, einige fingen bereits an zu verwesen, andere wurden erst vor kurzem niedergemetzelt. In einem Dorf sah Celvin die Leichen zweier junger Mädchen, die wiederholt vergewaltigt wurden und die danach - an Stühlen gefesselt - angezündet wurden.

Beständig fiel der Regen die ganze Nacht lang. Kanadische Soldaten waren im “Niemandsland” stationiert und sie erwarteten einen möglichen Gegenangriff, entweder von der Serben oder von den Kroaten. Schliesslich sind in den frühen Morgenstunden Teams der UN-Zivilpolizei angekommen um die ermordeten Opfer und die abgebrannten Ruinen in Augenschein zu nehmen. Die verwesenden Leichen die im freien herumlagen wurden katalogisiert und dann der Friedensmission zur Bestattung übergeben. Die emotionalen Auswirkungen auf die Kanadier waren unkalkulierbar. Sie haben verwesende Leichen gesehen und sie lebten mit dem immerwährenden Gestank des Todes. Sie haben hilflos mitansehen müssen, wie Leute gestorben sind oder ermordet wurden.

Als jedoch die Verluste bekanntgegeben wurden, die von den kanadischen Truppen den kroatischen Kräften zugefügt wurden, wuchs ihre Moral wieder an. Offiziell gaben die Kroaten zu, dass 20 ihrer Soldaten durch die UN Truppen im Medak-Tal aufgerieben wurden. Inoffiziell hat man den Verlust auf 30 Tote und 100 Verletzte beziffert.

Es war die schwerste Operation, in der die kanadischen Truppen seit dem Korea-Krieg involviert waren. Und trotzdem hatten sie nur vier verwundete und einen Toten zu beklagen.

The promotion of Hysni Burgaj as General Chief of the Albanian Police and the changes he undertook only one week after taking duty, by replacing almost every police chief in Albania, has been treated in a US Embassy cable that was published on Wikileaks.

“The surprising changes in the Police show that he is untouchable”, says the title of the cable sent on 25 November 2009, referring to the promotion of Agron Kulicaj. The sudden changes in the police, even to that of the Albanian Border, have been criticized by international donators, such as PAMECA, which had trained the police agents that were discharged.

Some of the donators believe that the changes were in full accordance with the rules, but they expressed their concern for the Director of Intelligence, Agron Kulicaj, who remained immune to Burgaj’s changes. Quoting other sources, the US Embassy says that Mr. Kulicaj is corrupted and the international donators had refused to help the Albanian Police when he was on charge.

The writer of this cable underlines that Ambassador Withers has expressed his concern for the corruption in the highest ranks of the Albanian Police, including even the Interior Minsiter Lulzim Basha, quoting the concerns of ICITAP regarding Mr. Kulicaj and the Police Chief, Hysni Burgaj. But Burgaj had declared that Kulicaj had strong ties with the Prime Minister Berisha, and every attempt for removing or transferring him should come from the Prime Minister himself.

The cable has other scandalous details, if they are true, for high rank police leaders such as Mr. Kulicaj.

“We have reasons to believe, same as other US Intelligence Agencies, that Kulicaj’s corruptive practices are known by now, but there are voices in the Police who say that Kulicaj himself has helped Dritan Dajti to escape from the Police operations that aimed to arrest him.”

Quoting sources from the Albanian Police, the US Embassy has transmitted their concern for Kulicaj to the US State Department, saying that the police undertook the operation for arresting Dritan Dajti in August, exactly when Kulicaj were outside Albania, leaving him no chances to help him escape”.

The concluding comment of ambassador Withers in this cable shows the difficult position of the Police Chief in front of his dependent Agron Kulicaj:

“Burgaj declared that he has his own problems with Kulicaj and others who have been suspected for corruption and connections with the organized crime. Mr. Burgaj has been intimidated by Kulicaj, since he has close relations to the Prime Minister, as his former bodyguard. Burgaj suggested that the concerns of the US Embassy for Kulicaj should be presented to the Prime Minister Berisha, who is the only one who can decide where his former bodyguard should work”.

¶1. (C) Despite the relative calm on Election Day, it has
very much come to our attention that there is a strong
undercurrent of people tied to organized crime that
participated and/or were involved in possibly manipulating
the June 28 elections. The three major parties, the
Democratic Party (DP), the Socialist Party (SP) and the
Movement for Social Integration (LSI) all have MPs with links
to organized crime. While Post cannot legally prove these
links, the conventional wisdom, backed by other reporting, is
that the new parliament has quite a few drug traffickers and
money launderers. During the electoral campaign, one
politician, Alex Keka, a local head of the Christian
Democratic Party (CDP) in northern Albania, was even killed
by a car bomb. Keka was suspected of being involved in the
trafficking of arms and narcotics. (NOTE: Keka was not
running for Parliament, although other members of his party
were. END NOTE).

¶2. (C) Some of the more noteworthy MPs with ties to organized
crime are:

– Tom Doshi: An SP MP from Shkoder, Doshi, singled out in
the Human Rights Report for physically assaulting a
journalist in the Sheraton Hotel, was a key figure in
financing SP electoral efforts. He is known as the richest
MP, with a declared fortune of more than $15 million and is
also suspected of trafficking narcotics. Doshi served in the
previous parliament as a DP MP, before switching sides to the
SP shortly before the election.

– Lefter Koka: Representing LSI from Durres, Koka is a
member of perhaps the most notorious organized crime family
in Albania, with ties to narcotics and human trafficking and
other illicit activities.

– Sokol Oldashi: Olldashi, the current Minister of Public
Works, Transport, and Telecommunication and DP MP from Fier,
is suspected of smuggling goods and narcotics.
Circumstantial evidence links Olldashi and Fatmir Kajolli in
Fier to Minister of Justice Enkelejd Alibeaj in a scheme to
release prisoners from jails to act as electoral bullies.

– Lulzim Basha: According to one SP source, FM Basha, who
represents the DP in Elbasan, was involved in facilitating
the release from prison of a notorious criminal in Elbasan in
return for support from the criminal’s family. Relatives of
the criminal promised to „organize“ people in Elbasan to
support Basha. The criminal was released on June 29, the day
after the elections.

– Paulin Sterkaj: The 48 year old DP MP from Shkoder is a
former professional wrestler with little to no formal
education. Sterkaj was previously in the SP and has been
accused by a former friend of murdering a politician in
Shkoder a few years ago. Sterkaj claims to have business
interests in oil, restaurants, and construction, but little
is known about his activities.

– Gramoz Ruci: SP MP and party General Secretary, Ruci has
long-standing ties to narcotics traffickers and organized
crime. Ruci has also been banned from entering the U.S.
since 2005 due to a permanent visa ineligibility.

¶3. (C) Comment: Post is not sure which tack the ODIHR report
on the Albanian elections will take once released, but it is
widely accepted locally that many MPs posing as „businessmen“
are in fact strongly suspected of having ties to organized
crime. These individuals are now MPs, have immunity under
the law, and are responsible for making the laws that will
propel Albania toward further Euro-Atlantic integration. The
seedy, possibly criminal, behavior of many of Albania’s MPs
is disturbing and does not bode well for democratic
development. It is a widely held view throughout Albania
that all parties have MPs with links to organized crime and
accept money from organized crime. This is a very troubling
phenomenon that we and the international community will have
to address at some point in the future. One bright spot,
however, is that there are a few MPs who have begun to
recognize that Albania should not have such
characters represented in its parliament. How long it will
take though to remove these ruffians from power though is
another question. After all, money is the lifeblood of
politics, and in a poor country with no campaign finance

transparency or tradition of small donors supporting their
favorite candidates, criminals are an easy source of campaign
funds.

Trade in shares of Italy’s largest bank has been suspended - as it emerges that events in Libya have helped prevent a collapse of the Italian banking system.

UniCredit’s share price tumbled as a solution for eurozone debt appeared distant

UniCredit’s share price has plunged in the past month because of market fears over eurozone debt - and now share dealing has been halted due to volatility.

Although it may sound far-fetched, the Libyan revolution of the past six months may have saved it and other Italian banks amid the crisis.

The tale of Libya and its Italian bank investment adventure underlines just how far the Gaddafi clan’s influence reached in financial markets throughout the world.

Libya’s wealth comprised a range of assets, including gold, oil and sovereign wealth fund investments.

The Libyan Central Bank was one of three Libyan sovereign wealth funds

Just how much of these are returned to any future government remains to be seen - but if you look at the extensive investments in Italy, you can find a prime example of where the Libyans have already lost out.

According to documents uncovered by Global Witness, the Libyan Investment Authority’s biggest investment was in Italian bank Unicredit.

The choice is not accidental - Italy was Libya’s colonial parent, the legacy of which is extensive financial and political connections.

Through three of its sovereign wealth funds - the LIA (the most above-board), the Central Bank of Libya and the Libya Foreign Bank (these two were able to invest slightly more secretively) - the regime amassed some 1.4 billion shares in UniCredit.

The Libyan sovereign funds brought their investment in the Italian bank to their current level in early 2010.

Then the second wave of the financial crisis struck, just as the Libyan investments were frozen throughout Europe, preventing Tripoli’s investment officers from pulling out their cash.

In February, the combined stake was worth 2.8bn euros. Today, it is worth a mere 1.2bn euros.

That is a collapse of almost 60% - and the fall is sharper still if you go back to early 2010, when the investments reached their current volume.

Had the Libyan assets not been frozen, one suspects the Gaddafi family might have sold their Unicredit investment, whether because of the bank’s deep troubles or because of their need to free up resources for their fight against rebels.

However, the upshot of the freeze was that Unicredit (which, when the European authorities performed stress tests on their banks had one of the worst balance sheets in the area) was able to rely on its biggest aggregate shareholder not selling its stake and pushing its share price down further.

It is impossible to know how much impact this had on the Italian bank - even a 7.2% stake cannot prevent the remaining 92.8% of shareholders selling out if they so choose.

But the unintended consequence was at least a small relief for the Italian bank as it battled the second wave of the financial crisis. Not to mention a crippling loss for the Libyan sovereign wealth funds.

Between June and September 2010 the Libyan state oil fund deposited over $1bn with HSBC, according to a document leaked to Global Witness and published today. The deposit brought the balance with the British bank to $1.42bn, up from $292.7m three months earlier. The document also reveals the total assets managed by the state oil fund – Libyan Investment Authority (LIA) – swelled from $54bn to $64bn in the space of three months.

The information, contained in a Management Information Report for the LIA dated 30 September 2010, follows a report for the previous quarter, dated 30 June 2010, that Global Witness published earlier this year. On releasing the document, Global Witness called for new laws requiring banks and investment funds to disclose all state funds they manage.

“Banking secrecy laws still mean that citizens are left in the dark about how their own state’s funds are managed,” said Robert Palmer, a campaigner at Global Witness. “We can’t continue with a situation where information about how a state handles its assets is only made available once a dictator turns violently on his own people and information is leaked,” continued Palmer.

According to the document, the LIA held $1bn in an “HSBC Liquidity Acct.”, $395m in HSBC Luxembourg, and a final $2.9m in an unidentified account.

In addition to detailing the LIA’s cash deposits, the September document includes a damning assessment of the performance of six of the externally managed funds with which the LIA had invested $1.7bn. The LIA was unhappy with the high fees and weak performance of NotzStucki, Permal, Palladyne, BNP, Credit-Suisse and Millennium Global Investments funds, which all performed badly against an industry benchmark of world stock prices.  According to the document, the accounting firm KPMG advised that the LIA’s investment in ‘alternative funds’ – such as those listed above – was too high relative to other investments.

The LIA, for example, had invested $300m with a fund called Palladyne, which the Wall Street Journal has reported was managed by the son-in-law of the head of Libya’s state-owned oil company.
