Nokia re-organization continues and the next step hits the workforce and operations. Nokia has just announced it will close its factory in Romania by the end of this year and will focus on re-organizing its other factories outside Asia - in Salo, Finland; Komarom, Hungary; and Reynosa, Mexico.

Closing the factory in Cluj, Romania, will leave approximately 2200 people unemployed. Nokia promises to help those people find new jobs though.

Additional 1300 employees from Location & Commerce (NAVTEQ, Social services, etc) Nokia division will be affected by those reorganizations. Those are spread around the world through Berlin and Bonn in Germany; Boston, Chicago and Malvern in USA; and even more cities. Nokia will close the sites in Bonn and Malvern, while the rest will be probably reduced.

So, after reorganizing the R&D departments, Nokia is now targeting the production lines. According to Nokia, the Asian factories are the most productive in making feature phones since lots of suppliers are working on Asian territory. So all Nokia plants outside Asia will continue to manufacture smartphones but the focus will gradually shift to “customer and market-specific software and sales package customization”.

As things are shaping up, this won’t end well for at least 3500 employees.

Ebenso in Rumaenien ist ja der Kinderhandel gut bekannt, wo 15.000 Euro bezahlt werden. Das die Roma Kinder, mit Schlaegen zum Diebstahl angehalten werden und ein Tages Soll erfuellen muessen, ist Geschichte.

Seit Tagen versammeln sich tausende Menschen zu Anti-Roma Protesten in ganz Bulgarien. Auslöser: Der Tod eines 19-Jährigen, der von einem Roma überfahren wurde. Politiker bangen nun um den ethnischen Frieden im Land.

 

Ein Kriminalfall, an dem Roma und Bulgaren beteiligt waren, ließ die seit Jahren angestaute ethnische Spannung in Bulgarien wieder hoch kochen. In dem kleinen Dorf Katunitsa in Süd-Bulgarien wurde am vergangenen Freitag der 19-jährige, slawischstämmige Angel Petrov überfahren. Am Steuer des Minibusses saß ein Mitglied des Roma-Klans um Kiril Raschkov, genannt auch „Zar Kiro“ (König Kiro). Dem Vorfall sei ein Streit zwischen der Familie des getöteten Jungen und dem Roma-Baron vorausgegangen, berichten Augenzeugen.

Kiril Raschkov ist der reichste Mann in Katunitsa und in ganz Bulgarien bekannt. Sein Vermögen verdankt er nach Berichten von Medien und Einwohnern illegalen Geschäften, unter anderem mit schwarz gebranntem Alkohol. Dafür musste er sich aber bislang nie vor Gericht verantworten. Kiril Raschkov habe außerdem unbestraft seit Jahren das Dorf terrorisiert, klagen die Einwohner.

Der Tod von Angel Petrov hat die Menschen von Katunitsa aufgebracht. Sie versammelten sich vor den Häusern der Roma-Familie und zündeten sie an. Fußballhooligans aus dem benachbarten Plovdiv, der zweitgrößten Stadt Bulgariens, schlossen sich den gewaltsamen Ausschreitungen an. Es kam zu Auseinandersetzungen mit den angerückten Polizisten. Dabei starb ein 16-jähriger Junge, angeblich an Herzversagen. Fünf Menschen wurden verletzt, etwa 130 Randalierer festgenommen. Gegen einige davon wurden schnell erste Strafen erlassen.

Damit aber fingen die Spannungen erst an. Menschen aus dem ganzen Land fanden sich auf Facebook zusammen und organisierten Gruppen zur Unterstützung der Einwohner von Katunitsa. Der virtuelle Protest wurde ganz schnell auf die Straße übertragen. Tausende versammeln sich seitdem in den Großstädten. Vor allem Jugendliche, darunter viele Minderjährige, zogen wiederholt mit rassistischen und nationalistischen Parolen wie “Zigeuner zu Seife” und “Alle Zigeuner raus” durch die Straßen und liefern sich Zusammenstöße mit der Polizei. Hunderte von Menschen wurden bisher verhaftet.

1.(S/NF) A front company for Serbian illicit arms dealer Slobodan Tesic (alt. Tezic), XXXXXXXXXXXX, signed a USD 78 million arms contract with the Yemeni Ministry of Defense in early October 2009, to be delivered by early January 2010, according to the Bulgarian Embassy in Sana’a. The 34-page contract, an alleged copy of which was provided to EconOff by XXXXXXXXXXXX on December 7 and subsequently forwarded to State NEA/ARP and Washington analysts, details a package of small arms ammunition, heavy artillery ammunition, sniper rifles, demolition equipment, antiaircraft guns, and howitzers. The Bulgarian Embassy claims that XXXXXXXXXXXX, both named in the contract, are linked to Slobodan Tesic, a Serbian national listed in the travel ban annex to UNSC Resolution 1521. Tesic has made frequent trips to Yemen in the past year in connection to this contract, according to the Bulgarian Embassy.(Note: Sensitive USG reporting corroborates the claim that XXXXXXXXXXXX is a Tesic front company. Prishtina - Der Kronzeuge in einem im Kosovo bevorstehenden Kriegsverbrecherprozess gegen den früheren Verkehrsminister Fatmir Limaj ist tot. Wie die Tageszeitung “Zeri” unter Berufung auf die EU-Rechtsstaatsmission EULEX auf ihrem Internetportal berichtete, sei die Leiche von Agim Zogaj in einem Park in Deutschland aufgefunden worden. Weitere Details waren zunächst nicht bekannt. Die Todesursache soll von den deutschen Behörden untersucht werden. Zogaj war geschützter Zeuge der Anklage und war bisher unter dem Tarnnamen “Zeuge X” bekannt.

A European Union official said on September 28 that a key witness in a war crimes trial in Kosovo has been found dead in a park in Germany.

EU rule of law mission spokesman Nicholas Hawton said German police are investigating the death of Agim Zogaj, known as “protected witness X” in the war crimes trial against a former ethnic Albanian rebel commander who is now a senior politician — Fatmir Limaj.

Hawton gave no further details.

Zogaj had been granted protected witness status in return for his testimony in the Limaj trial.

Key Witness in Kosovo War Crimes Trial Found Dead

Agim Zogaj, a key witness in the Klecka war crime case against former Kosovo Liberation Army, KLA, Commander Fatmir Limaj and nine others, has been found dead in a park in Germany.

Blerim Krasniqi , a spokesman for the European Union rule-of-law mission in Kosovo, EULEX, told Balkan Insight: “EULEX can confirm that Agim Zogaj, known as the Witness X, in the Klecka case, is found dead in a park in Germany”.

Agim Zogaj is understood to have been a former KLA fighter who was under the command of Fatmir Limaj, the ruling Democratic Party’s of Kosovo, vice-president and a member of the Parliament. Codenamed “Witness X” while alive, it is not clear whether he was afforded any special witness protection programme.

Former government transport minister Fatmir Limaj was placed under house arrest for one month on September 22.

Last month, an indictment against Mr Limaj and nine other defendants in the in the so-called Kleçkë/Klečka case was confirmed and a main trial is expected to follow. The indictment charged the defendants with various counts of war crimes allegedly committed in 1999 at an improvised detention center located in the village of Kleçkë/Klečka.

Limaj handed himself in to the District court last week to attend a detention hearing.
The hearing took place after Kosovo’s Constitutional Court ruled earlier in September that parliamentarians are not immune from prosecution if sought by the law. The ruling came into effect two days later and made it possible for the former minister to be arrested.

EULEX prosecutors questioned Limaj in March but did not arrest him. Limaj is currently a member of parliament for the ruling Democratic Party of Kosovo, PDK, which is led by Prime Minister Hashim Thaci.

Limaj, who remains a popular figure in Kosovo, has already faced a war crimes trial before the International Criminal Tribunal for former Yugoslavia, ICTY. He was charged, along with Isak Musliu and Haradin Bala, with committing war crimes against Serbs and Albanians suspected of collaborating with Serbia during the Kosovo war.

But in November 2005 the ICTY acquitted him and he returned home to a hero’s welcome, with street celebrations in Kosovo’s capital, Pristina.

Serbian police on September 20th arrested four former members of a special operations unit that organised a November 2001 rebellion against the government. The fifth suspect, belonging to a unit known as the Red Berets, avoided arrest as he is out of the country.

Deputy Prime Minister Bozidar Djelic said after the arrests that it was “of state importance” to reveal the possible political background of their rebellion. “I expect the investigation to provide answers, as does Zoran Djindjic’s family and all Serbian citizens,” Djelic said.

The Red Berets were a special unit of the Serbian secret police, formed during the former Yugoslav conflicts. The unit’s former commander, Milorad “Legija” Ulemek, was sentenced to 40 years in prison for the 2003 assassination of Prime Minister Zoran Djindjic in Belgrade.

For some Belgrade politicians and analysts, the latest arrests show that light is finally being shed on the political connections behind Djindjic’s murder. Others, though, see it as part of the pre-election campaign in Serbia, and doubt that it will deliver results.

All agree on the necessity of finding those who ordered the killing. There is widespread doubt among the Serbian public that it was organised solely by Ulemek and his “Zemun Clan”.

Lawyer Bozo Prelevic, who was the assistant interior minister in Djindjic’s cabinet, said it is good that such an investigation is taking place. However, he said, the probe should have been launched much earlier.

Coming a decade after the 2001 rebellion, he said, there is a strong likelihood that the trail will have gone cold.

Zemun gang member Milos Simovic, arrested in Croatia after years of hiding, said at the trial that he knew who had ordered Djindjic’s murder and who among the politicians had known he would be killed.

Milos Simovic, member of the Zemun gang arrested in June last year said in pre-
criminal proceedings for assassination of Curuvija that he did not have direct
knowledge over the crime committed on the Easter Day in 1999.

‘A month after Curuvija’s murder, I was in a discotheque with Milorad Ulemek
Legija. He was then approached by a man whom I saw for the first time. I did not
know who he was. They talked for several minutes, had a glass of drink and the man left. Legija turned to me and said: He killed Curuvija’’, Simovic testified.

He further said that Legija had not told him the man’s name. ‘Later I saw Miki
Kurak’s photographs in newspapers and recognized him’, Simovic testified.

However, Simovic’s testifying has not led to crucial progress in the investigation
revealing who ordered, who organized and who committed assassination of Slavko Curuvija. Simovic’s knowledge over the murder is indirect and can be of use only if some other witness would confirm or substantiate it by evidence.

Serbian Attorney General Zagorka Dolovac said for ‘Blic’ yesterday that Milos
Simovic had been questioned, that certain progress had been made, that a huge
number of proofs had been provided and that more than a hundred witnesses
had been heard. Among those witnesses there are also former members of the 9th Administration of the State Security. According to Dolovac’s words ‘there are
indications that the secret service has been responsible for the crime’ and that ‘in spite of omissions made at the crime scene, Curuvija’s murder shall not remain unsolved’.

Miroslav Kurak was arrested over Curuvija’s murder in the ‘Sward’ police action but was released two months later without a single account of charge which would bring him in connection with the crime.

Srdja Popovic, Djindjic family lawyer, has said that the man mentioned by Milos Simovic, convicted of assassinating then Serbian Prime Minister Zoran Djindjic, under the nickname ‘Coki’ as allegedly ordering the assassination of Djindjic was then deputy prime minister Nebojsa Covic.

Such a statement represents Simovic’s attempt to gain the status of protected witness, though the Prosecution for organised crime believes that he is doing so through claims already heard earlier during the original trial.

According to our source Slovenian citizenship is protecting Zlender from extradition to Serbia. However, it is not clear to anyone why during sixteen years since issuance of the wanted list no agreement has been reached between Serbia and Slovenia so that charges are raised against Zlender by a criminal court in Ljubljana.

On October 9, 1993 during robbery of a flat in Belgrade Zlender killed a businessman Nebojsa Salatic, his girlfriend Slavica Kovacevic and Salatic’s underage nephew.

L’intero territorio è conteso dalle faide sanguinose di 20 mila famiglie - l’una contro l’altra armate - che dal 91 ad oggi hanno causato la morte di quasi 10 mila persone e impedito a più di mille bambini di imparare l’alfabeto. La carneficina è cominciata una notte d’estate del duemila in un villaggio di montagna con una rissa d’osteria quando, secondo la testimonianza di un giornalista inglese, un ubriaco - certo Pellumb Morevataj - sparò a un compagno di bisboccia che aveva insultato la sua famiglia, uccidendolo. Negli anni successivi una serie di vendette e controvendette fece altre vittime, tra cui lo stesso Pellumb e i suoi fratelli poiché sta scritto nel Kanun (il codice del 1400 che copre e regola, in Albania, tutti gli aspetti dell’esistenza) «il sangue deve essere pagato col sangue»……………….

The U.S. Embassy in Belgrade wrote about ties between mafia and football hooligans in a cable sent in October 2009, WikiLeaks has released.

The cable was written soon after Frenchman Brice Taton was killed by football hooligans in Belgrade.

The cable describes ownership structure of the biggest Serbian football clubs.

“The ownership structure for Serbia’s largest soccer clubs is cumbersome and outdated. They are classified as publicly-owned “community organizations”, governed under a 1945 law from the Socialist Federative Republic of Yugoslavia that theoretically allows all fans a voice in ownership through electing representatives to a club assembly. This assembly then elects a Managing Board President, who then appoints the rest of the board. Neither club has effective structures to keep track of its membership, creating opaque consortiums of individuals, businesses, and fan clubs to control elections to the fan assembly and managing board, hamstringing management’s ability to act independently,” the cable reads.

It adds that “there have been long-standing allegations that representatives in the assemblies of both teams are fronts for mob figures. As a result of these murky ties, individuals from fan clubs have been connected with mob figures and war criminals”.

“Authorities have done little to investigate these allegations and combat corruption in the teams or the fan clubs,” it is said in the cable published by WikiLeaks.

“Accompanying the violence, organized crime syndicates often act as ‘managers’ for players, siphoning off money from the team and the player when a player’s contract is sold between teams,” it is written in the cable.

“According to Embassy sources with police contacts investigating the matter, the usual process is for a selling club - on the orders of a ‘manager’ - to conspire with the buying club to pay a given (higher) price for a player’s salary and then report another (lower) price to the player,” the cable reveals, adding that “police also said they were very suspicious of the financial backing of some investors in both teams, who had somehow managed to quickly amass great fortunes in recent years from unexplained sources.”

It also points out that “Deputy Prosecutor General Jovan Krsti told us on October 22 that he had asked the Serbian Constitutional Court to ban several football fan groups on the grounds that they were hate groups.”

Alle angeblichen Treffen und Meetings, zwischen Salih Berisha, mit Obama und seiner Frau, ebenso des Aussenministers Haxhinasto mit Hillary Clinton (Fotos in der Albanischen Presse), sind zusammen gefaelscht, bzw, es sind alte Fotos, von frueheren Treffen. Die Fotos tauchten gestern erstmalig in der Albaner Presse auf u.a. Panorama.com.al /Es gab kein Haende schuetteln etc.. und Nichts ist in den Protokollen des Weissen Hauses erwaehnt. Ebenso Fotos von der Ehefrau von Obama, mit Ilir Berish, was vor Jahren einmal statt gefunden hat.

Das war sowieso jedem im voraus klar, weil solche Treffen mit Profi Gangstern (im Null Funktion Staat) zu peinlich waere. Der Luegner Haxhinasto, einem uralt Partner des Super Verbrechers Ilir Meta und seiner Bande, behauptet er haette ein Treffen mit Hillary Clinton gehabt! Eine Luege, es gibt ebenso, keinen Vermerk, um US Statedepartment hierueber.

Haxhinasto pretendon se ka takuar Klinton, mirëpo kjo nuk mund të ketë ndodhur në ministerialin e Antiterrorizmit të mbajtur sot, për shkak se ka qenë thjesht një drekë ku mund të ketë pasur vetëm shtrëngim duarsh. Edhe në axhendën personale të Klinton, që mund ta lexoni më poshtë të ploitë, nuk përmendet Haxhinasto, por shumë ministra dhe lider të tjerë.

I themi liderëve tanë që të mos bëhen bozë para popullit të tyre dhe të gjejnë mashtrime më të këndshme dhe bindëse se këto që japin nga zyrat e shtypit apatike. Edhe një herë të plota katër ditët e axhendës së Klinton e Obama me datë dhe orë;

Desperate to declare NATO’s mission in Libya a victory ahead of the September 19, 2011 deadline on their contrived UN Security Council resolution, already violated in every conceivable manner possible, NATO planes in tandem with NATO special forces obliterated Tripoli ahead of swarms of Libyan rebel troops led by notorious Al Qaeda thug Abdulhakim Hasadi (aka Balhaj.) Three weeks later, NATO’s proxy Libyan representative, long-time globalist and servant of the West Mahmoud Gibril Elwarfally, touched down at Tripoli’s airport, one of the few enclaves held by rebels in the city, to give the impression that his “National Transitional Council” (NTC) actually controls the capital and therefore the country. In reality, Gibril (also spelled Jabril) is in control of nothing, apparently not even his own rebel forces, and stunts such as landing in Tripoli are desperate ploys to portray a sense of strength and resolve to garner continued “international support” as NATO’s deadline quickly approaches. Libya’s rebellion, despite the corporate-media’s disingenuous presentation, is divided along tribal and ethnic lines, with most of Libya’s rebels being motivated, not by aspirations for liberal-democracy, but rather by ideological extremism cultivated over the last 30 years by US and British intelligence in the eastern cities of Darnah and Benghazi. As NATO enables these violent ideologues to expand their control over the country, they are systematically committing war crimes including large-scale theft and looting, exiling entire civilian populations from cities, and wholesale genocide. They are also reportedly turning their weapons on one another. To compound Gibril’s precarious situation, the few fighters he has that are following orders are stretched thin between attempting to hold parts of Tripoli, holding other towns and cities beyond their Benghazi stronghold, and attempting to siege entire cities still standing defiantly against NATO and rebel conquest. The cities of Bani Walid and Sirte, both claimed by rebels as ripe to fall “within hours” have now entirely balked rebel advances, causing many forces to flee with reports that fighters coming back from the front lines are overwhelmed and demoralized. Despite heavy, and quite obviously indiscriminate bombing by NATO for the better part of two weeks, resistance in these two cities is still fierce enough to keep the rebels well at bay. It is quite apparent that initial reports by Gabril’s “NTC” that only 60-150 Qaddafi fighters remained in Bani Walid, were yet another lie and that the entire city’s civilian population is putting up resistance. The number of “resisters” has gone up piecemeal as the rebel operation drags on, with the number of “Qaddafi soldiers” fighting in Bani Walid well past 1,000 now. Bani Walid is predominately made of members of Libya’s one-million strong Warfalla tribe, and is decidedly not interested in NATO’s sponsored “Benghazi liberation.” In the wake of NATO’s bombing campaign and special forces entering Tripoli and their setting the stage for looting, torture, and genocide, and after months of reporting on the Libyan rebels’ penchant for war crimes, the London Telegraph has finally admitted in short that the rebels are in fact genocidal racists. In the Telegraph’s article “Gaddafi’s ghost town after the loyalists retreat,” it is reported that rebels have taken the city of Tawarga, where the entire civilian population was either killed, rounded up, or exiled. The article notes “racist undercurrents” within the Libyan rebellion, a factor independent analysts have been warning about since NATO intervened in March. The report also quotes rebel leaders as saying in regards to the vast amount of property left behind by the exiled population, “the military council will decide what will happen to the buildings. But over our dead bodies will the Tawargas return.” Another rebel commender concluded, “Tawarga no longer exists.” Of course, exiling an entire civilian population from their homes and arbitrarily seizing their property is a grievous war crime, and in this particular case, a war crime done under NATO cover, with US and British diplomatic recognition of the war criminals remaining steadfast, and even many of the arms and the training used to carry out such war crimes courtesy of NATO. With the fate of Tawarga befalling an increasingly larger number of cities and towns amidst NATO’s campaign of “liberation,” increasingly fierce resistance throughout Libya, including by the entire populations of both Sirte and Bani Walid, is not unexpected. They indeed face NATO sanctioned door-to-door genocide, exile, theft, looting, torture, and in essence everything in reality that NATO falsely accused Qaddafi of doing to justify their military intervention in the first place. Libya is turning out to be a NATO-led Hitlerian campaign of conquest, complete with collective punishment and ground troops carrying out appalling atrocities. The rebels are literally led by a US State Department and UK Home Office listed terror organization, the Libyan Islamic Fighting Group (LIFG), who’s commander Abdulhakim Hasadi has openly admitted to fighting NATO troops in Afghanistan. What’s worse is that these facts are not revelations, but well-known inconvenient truths NATO, with the help of the corporate-media, has tried to bury, spin, or otherwise obfuscate until the point of no return in their Libyan intervention had been reached. As NATO races to dress up their failed operation in Libya as a success so that they can escape an upcoming September 19 vote on continuing the UN mandate under which this crime against humanity is being committed, the lies will become more acute and the atrocities infinitely more brutal and widespread. Now more than ever do Libyan’s require a robust alternative media to cover the truth, “read between the lies” of the corporate-news networks, and ensure that this nation of 6 million is not buried by NATO in deception or the stark silence of public apathy.

Kabllogrami “Basha-Olldashi-Alibeaj”: Emrat e 8 vrasësve të liruar për fushatën elektorale

Disa ditë më parë në valën e botimeve të kabllogrameve të Ambasadës Amerikane të Tiranës, bëri përshtypje të thellë në publik një nga kabllogramet, ku renditeshin 7 politikanë të lartë nga partitë kryesore në vend, të cilët Ambasada i rendiste si të lidhur me botën e krimit.

Për tre nga këta politikanë të kësaj liste të Ambasadës, thuhej se janë përfshirë në lirimin e të burgosurve në prag të fushatës elektorale të zgjedhjeve të vitit 2009 në formë shpërblimesh për ndihmën që këta të dënuar apo familjet e tyre dhanë në fushatën elektorale të PD-së.

Tre politikanët në fjalë, me të cilët lidhej kjo akuzë, janë Lulzim Basha, kryetari me procedurë i Bashkisë së Tiranës, ministri Olldashi dhe ish-ministri Alibeaj. “Shekulli” ka mundur të sigurojë një raport, nga i cili është furnizuar me informacion Ambasada për të hartuar kabllogramin në fjalë. Në këtë raport hetues që është dorëzuar asokohe në disa ambasada të rëndësishme të Tiranës, bie në sy që të gjithë të burgosurit e listës janë të dënuar për krime shumë të rënda (8 për vrasje) dhe ata të gjithë janë liruar në kundërshtim me ligjin në të njëjtën datë: 19 qershor 2009, 9 ditë para zgjedhjeve të 28 qershorit. Më poshtë pjesë nga ky raport. Personat e renditur në të janë vetëm ata për të cilët hartuesit e raportit kanë paraqitur prova që kanë lidhje me akuzën e lirimit, me qëllim fushatën elektorale. Raporti përmban edhe një listë të dytë me 33 të burgosur të tjerë (6 nga burgu i Lezhës, 5 nga burgu i Peqinit dhe 21 nga burgu i Rrogozhinës), për të cilët autorët e raportit, shprehen me rezerva për qëllimin e lirimit. Më poshtë, pjesë nga raporti ku është mbështetur raportimi i Ambasadës për Uashingtonin:

8.1     ANEKSI I

PËRDORIMI I TË DËNUARVE ME RREZIKSHMËRI TË LARTË SHOQËRORE PËR FUSHATË DHE PRESIONE MBI ZGJEDHËSIT

“…Në zgjedhjet e 28 qershorit 2008, gjatë periudhës elektorale është konstatuar një fenomen shumë i rrezikshëm, siç është përdorimi nga ana e institucioneve qeveritare i personave të dënuar me heqje lirie në funksion të betejës elektorale. Disa informacione të siguruara në rrugë konfidenciale (vetëm për datat 12, 15, 16, 17) tregojnë për një rritje të ndjeshme të lejeve të dhëna për të dënuarit gjatë periudhës zgjedhore, shumica e të cilave në kundërshtim të hapur me ligjin dhe aktet nënligjore përkatëse. Nga informacionet tona në terren një pjesë e mirë e tyre janë përdorur për të bërë fushatë në favor të qeverisë tek familjarët e tyre apo për të riaktivizuar lidhjet kriminale në mbështetje të fushatës pro qeveritare.

I. Leje shpërblyese.

Ligji nr. 8328 date 16.04.1998, ndryshuar me ligjin Nr. 9888 datë 10.03.2008 “Për të drejtat dhe trajtimin e të dënuarve me burgim dhe paraburgosurve” në nenin 5 (paragrafi i 4, shkronjat b dhe c të tij) ka parashikuar shprehimisht: “Të dënuarve, të cilët respektojnë rregulloren e brendshme të institucionit, kanë sjellje të mirë dhe nuk paraqesin rrezikshmëri shoqërore, për realizimin e interesave të tyre emocionale, personale, ekonomike dhe kulturore, drejtori i institucionit mund t’ju japë leje shpërblyese, kohëzgjatja e të cilave, në total nuk mund të jetë më shumë se 20 ditë në vit.

Në kundërshtim me kriteret e përcaktuara në ligj, janë dhënë lejet shpërblyese për të dënuarit, madje edhe atyre që vuajnë dënimin në burgje të sigurisë së lartë. Shembujt e poshtëshënuar përbëjnë disa nga shembujt më tipikë të këtij fenomeni negativ. Personat e poshtëshënuar vuajnë dënimin me heqje lirie, janë të dënuar për vepra penale me rrezikshmëri të lartë shoqërore e me masa dënimi shumë të larta dhe për rrjedhojë nuk plotësojnë kushtet për të përfituar leje shpërblyese sipas parashikimit të ligjit të përshkruar më sipër.

Konkretisht:

Leje shpërblyese të dhëna nga institucioni i ekzekutimit të dënimit me burgim ne Lezhë:

- Isa Doçi është dënuar me 6 vjet e 8 muaj heqje lirie për veprën penale të trafikimit të armëve dhe municioneve, parashikuar nga neni 278/a/1 i Kodit Penal.

Me datën 19.06.2009 këtij të dënuari i është dhënë leje 5 ditore, në shkelje të ligjit Nr. 8328 datë 16.04.1998, ndryshuar me ligjin Nr. 9888 datë 10.03.2008 “Për te drejtat dhe trajtimin e të dënuarve me burgim”, pasi persona të dënuar nga 3-10 vjet u lind e drejta për leje, së pari vetëm nëse kanë vuajtur jo më pak se ½ e dënimit. Personi është dënuar me burgim 6 vjet e 8 muaj. Deri ditën kur i është dhënë leje, ai rezulton të ketë vuajtur vetëm 3 muaj e 8 ditë burg.

- Marjan Lukaj është dënuar me 13 vjet burg për veprën penale të vrasjes.

Me datë 19.06.2009 këtij të dënuari i është dhënë leje 5 ditore në shkelje të ligjit, pasi personave të dënuar mbi 10 vjet burg u lind e drejta për leje, së pari vetëm nëse kanë vuajtur jo më pak se 2/3 e dënimit. I dënuari ka marrë si masë dënimi 13 vjet burgim dhe deri ditën kur i është dhënë leje rezulton se ai të ketë vuajtur vetëm 6 vjet e 3 muaj e 22 ditë burg, ndërkohë që për të fituar të drejtën e lejes ai duhet të kishte vuajtur jo më pak se 8 vjet e 8 muaj.

- Shpëtim Beqiri është dënuar më 13 vjet burg për veprën penale të vrasjes.

Me datë 19.06.2009 këtij të dënuari i është dhënë leje 5 ditore në shkelje të ligjit, pasi personave të dënuar mbi 10 vjet burg u lind e drejta për leje, së pari vetëm nëse kanë vuajtur jo më pak se 2/3 e dënimit. I dënuari ka marrë si masë dënimi 13 vjet burgim dhe deri ditën kur i është dhënë lej , rezulton se ai të ketë vuajtur vetëm 6 vjet 3 muaj e 22 ditë burg, ndërkohë që për të përfituar të drejtën e lejes ai duhet të kishte vuajtur jo më pak se 8 vjet e 8 muaj burg.

Institucioni i ekzekutimit të dënimit me burgim, Peqin:

- Emiljano Domi është dënuar me 15 vjet burg për veprën penale të vrasjes.

Me datë 19.06.2009 këtij të dënuari i është dhënë leje 4 ditore në shkelje të ligjit, pasi personave të dënuar mbi 10 vjet u lind e drejta për leje, së pari vetëm nëse kanë vuajtur jo më pak se 2/3 e dënimit. I dënuari ka marrë si masë dënimi 15 vite burgim dhe deri ditën kur i është dhënë leje, rezulton të ketë vuajtur vetëm 4 vjet e 1 muaj, ndërkohë që për të përfituar të drejtën e lejes ai duhet të kishte kryer mbi 10 vjet burg.

Institucioni i ekzekutimit të dënimit me burgim, Lushnjë:

- Artan Goxhaj, dënuar me 25 vjet burg për veprën penale të vrasjes.

Me datë 19.06.2009 këtij të dënuari i është dhënë leje 4 ditore në shkelje të ligjit, pasi personave të dënuar mbi 10 vjet u lind e drejta për leje, së pari vetëm nëse kanë vuajtur jo më pak se 2/3 e dënimit. I dënuari deri ditën kur i është dhënë leja rezultonte ketë vuajtur vetëm 14 vjet e 4 muaj e 12 ditë, ndërkohë që për të përfituar drejtën e lejes ai duhet të kishte vuajtur jo më pak se 16 vjet e 8 muaj burg.

Institucioni i ekzekutimit të dënimit me burgim, Tepelenë:

- Arjan Sina, dënuar me 18 vjet burg për veprën penale të vrasjes.

Me datë 19.06.2009 këtij të dënuari i është dhënë leje 3 ditore në shkelje të ligjit, pasi personave të dënuar mbi 10 vjet u lind e drejta për leje, së pari vetëm nëse kanë vuajtur jo më pak se 2/3 e dënimit. I dënuari deri ditën kur i është dhënë leja rezulton të ketë vuajtur vetëm 9 vjet e 28 ditë, ndërkohë që për të përfituar drejtën e lejes ai duhet të kishte vuajtur jo më pak se 12 vjet burg.

Institucioni i ekzekutimit të dënimit me burgim, Rrogozhinë:

- Bujar Sinjari është dënuar 17 vjet për shfrytëzim prostitucioni. Ka vuajtur vetëm 6 vjet e 10 muaj dhe i kanë mbetur 10 vjet, 2 muaj e 16 ditë. Për të përfituar leje shpërblyese duhet të vuante 2/3 të dënimit, pra 11 vjet e 4 muaj!

- Altin Patoku i dënuar 8 vjet për prodhim dhe shitje narkotikësh. Ka vuajtur vetëm 3 vjet e 1 muaj dhe i kanë mbetur 4 vjet e 11 muaj. Për të përfituar leje shpërblyese duhet të vuante ½ e dënimit pra të paktën 4 vjet.

- Spartak Kazazi i dënuar 20 vjet për vrasje me dashje. Ka vuajtur vetëm 3 vjet e 11 muaj dhe i kanë mbetur 16 vjet e 1 muaj. Për të përfituar leje shpërblyese duhet të kryente 2/3 e dënimit, pra jo më pak se 13 vjet !!!.

- Skënder Kulla i dënuar 12 vjet për vrasje me paramendim të mbetur në tentativë dhe armëmbajtje pa leje. Ka vuajtur vetëm 7 vjet e 1 muaj dhe i kanë mbetur 4 vjet e 11 muaj. Faktikisht, duhet të kryente 2/3 e dënimit, pra 8 vjet për të përfituar lejen shpërblyese!

- Ilir Tosku i dënuar me 5 vjet për vrasje të mbetur në tentativë. Ka vuajtur vetëm 1 vit e 2 muaj dhe i kanë mbetur 3 vjet e 10 muaj. Për të përfituar të drejtën e lejes duhet të kryente ½ e dënimit, pra jo më pak se 2 vjet e 6 muaj.

- Sokol Genica i dënuar 10 vjet heqje lirie për trafik ndërkombëtar narkotikësh. Vuajtja e dënimit i ka filluar më 14.04.2009. Ky i dënuar është me ndikim të madh në elementët kriminalë të rrethit Fier. Para 2 muajsh ky person është transferuar në burgun e Rrogozhinës dhe brenda kësaj periudhe i është dhënë 3 herë (!!!) leje shpërblyese (përkatësisht 7 ditë, 5 ditë dhe 14 ditë leje). Konkretisht më datë 01.06.09 është kthyer nga leja dhe me datë 04.06.09 është rinxjerrë përsëri me 14 ditë leje dhe është aktivizuar për fushatë proqeverisë në zonën e Fierit ku janë në listën e kandidatëve ministrat Olldashi (ish-ministër i Brendshëm, aktualisht ministër i Transporteve) dhe Alibeaj (Ministër i Drejtësisë).

Kabllogrami amerikan i 13 gushtit 2009:

Kabllogrami në fjalë ka titullin “Kriminelët bëjnë ligjin në parlamentin shqiptar” dhe mban datën

13 gusht 2009. Është firmosur nga ish-ambasadori Uidhers dhe marrësi është Departamenti i Shtetit Amerikan. Statusi i kabllogramit është “material i klasifikuar”. Kabllogrami nis me fjalët:

“Përveç qetësisë në ditën e zgjedhjeve, në vëmendjen tonë kanë ardhur sinjale të forta njerëzish që kanë marrë pjesë ose janë përfshirë në krimin e organizuar që janë përfshirë në manipulimin e mundshëm të zgjedhjeve të 28 qershorit. PD, PS dhe LSI, kanë lidhje me krimin e organizuar…”.

Më pas pasi flet për rastin Keka, (Aleks Keka), Ambasadori rendit nën okelion “shkelësit e ligjit bëhen ligjbërës”, 7 politikanët më të rëndësishëm të lidhur me krimin e organizuar.

Për Lulzim Bashën, Olldashin dhe Alibeajn, kabllogrami thotë:

“..Ministri i Jashtëm Basha, i cili përfaqësoi PD-në në Elbasan, është përfshirë në lirimin e një krimineli të famshëm në Elbasan në këmbim të mbështetjes së familjes së tij…”

Për Olldashin dhe Alibeajn, kabllogrami thotë:

“…Rrethanat lidhin Olldashin dhe F.K. në Fier me ministrin e Drejtësisë, Enkelejd Alibeaj në një skemë për të liruar të burgosur nga burgu për të vepruar si “të fortë” në zgjedhje…”

Më poshtë, ambasadori bën një detajim të zymtë të situatës duke shkruar:

“…Këta individë janë sot deputetë, kanë imunitet nga ligji dhe janë përgjegjës në bërjen e ligjeve që do të shtyjnë Shqipërinë përpara në integrimin Euro-Atlantik. Sjellja e sëmurë, ndoshta kriminale, e shumë prej deputetëve shqiptarë është shqetësuese dhe nuk premton për zhvillim demokratik. Ky është një fenomen shumë shqetësues, të cilin ne, komuniteti ndërkombëtar, duhet ta adresojmë në një farë mënyre në të ardhmen. Sa kohë do të ruhet për të larguar këta nga pushteti, është një tjetër pyetje. Në fund të fundit, paraja i jep jetë politikës dhe në një vend të varfër pa transparencë financiare ose traditë donatorësh të vegjël që mbështesin kandidatin e preferuar, kriminelët janë një burim i lehtë për fondet e fushatës..”

¶2. © Some of the more noteworthy MPs with ties to organized
crime are:

– Tom Doshi: An SP MP from Shkoder, Doshi, singled out in
the Human Rights Report for physically assaulting a
journalist in the Sheraton Hotel, was a key figure in
financing SP electoral efforts. He is known as the richest
MP, with a declared fortune of more than $15 million and is
also suspected of trafficking narcotics. Doshi served in the
previous parliament as a DP MP, before switching sides to the
SP shortly before the election.

– Lefter Koka: Representing LSI from Durres, Koka is a
member of perhaps the most notorious organized crime family
in Albania, with ties to narcotics and human trafficking and
other illicit activities.

– Sokol Oldashi: Olldashi, the current Minister of Public
Works, Transport, and Telecommunication and DP MP from Fier,
is suspected of smuggling goods and narcotics.
Circumstantial evidence links Olldashi and Fatmir Kajolli in
Fier to Minister of Justice Enkelejd Alibeaj in a scheme to
release prisoners from jails to act as electoral bullies.

– Lulzim Basha: According to one SP source, FM Basha, who
represents the DP in Elbasan, was involved in facilitating
the release from prison of a notorious criminal in Elbasan in
return for support from the criminal’s family. Relatives of
the criminal promised to „organize“ people in Elbasan to
support Basha. The criminal was released on June 29, the day
after the elections.

– Paulin Sterkaj: The 48 year old DP MP from Shkoder is a
former professional wrestler with little to no formal
education. Sterkaj was previously in the SP and has been
accused by a former friend of murdering a politician in
Shkoder a few years ago. Sterkaj claims to have business
interests in oil, restaurants, and construction, but little
is known about his activities.

– Gramoz Ruci: SP MP and party General Secretary, Ruci has
long-standing ties to narcotics traffickers and organized
crime. Ruci has also been banned from entering the U.S.
since 2005 due to a permanent visa ineligibility.

Instituti i Statistikave publikoi për herë të parë një anketë që përpiqet të masë nivelin real të korrupsionit Shqipëri, duke pyetur 5700 qytetarë në të gjithë vendin. Rezultatet tregojnë se 1 në 3 qytetarë, që troket në zyrat e shtetit ose paguan, ose i kërkohet rryshfet.

“Mesatarisht 28.3 perqind e qytetarëve shqiptarë te moshes 18-64 vjec kane qene te ekspozuar direkt ose jo ndaj nje eksperience te rryshfetdhenies me nje zyrtar publik, 19.3 perqind prej tyre kane deklaruar se kane paguar nje te tille ne 12 muajt e fundit”, thotë Anisa Omuri, nga INSTAT.

Dukuria më tronditëse është ajo se qytetarët në Shqipëri paguajnë rryshfet për të marrë një shërbim publik që u takon me ligj dhe anketa tregon se pjesa dërrmuese e

 

Në 30 përqind të rasteve rryshfetin e paguajnë në mënyrë të vullnetshme vetë qytetarët. Në 50 përqind ai u nënkuptohet atyre nga zyrtarët. Në 10 përqind u kërkohet në mënyrë eksplicite nga zyrtari apo personi tjetër ndërmjetës

rryshfeteve paguhen në spitale për mjekët dhe infermierët.

“70 përqind e qytetareve paguajnë rryshfet për një trajtim më të mirë, 9 përqind për të përshpejtuar procedurën, 9 perqind per te shmangur pagesen e gjobes dhe 12 përqind për të finalizuar procedurat, apo për te shprehur mirënjohjen”, tha Omuri.

Por si funksionon makineria e korrupsionit në Shqipëri? “Në 30 përqind të rasteve rryshfetin e paguajnë në mënyrë të vullnetshme vetë qytetarët. Në 50 përqind ai u nënkuptohet atyre nga zyrtarët. 10 përqind e te intervistuarve deklarojne se kerkesa u eshte bere në mënyrë eksplicite nga zyrtari apo personi tjetër ndërmjetës”, tha Omuri.

Të nënshtruarit e rryshfetit

Që administrata shqiptare është më e korruptuara në rajon, kjo nuk është më një risi për publikun dhe pak ditë më parë e konfirmoi zyrtarisht edhe Banka Botërore. Por anketa e fundit e INSTAT nxjerr në pah një dukuri tronditëse. Atë që korrupsioni në Shqipëri është shndërruar në institucion dhe shoqëria jo vetëm që nuk e denoncon, por duket e dorëzuar dhe nënshtruar para tij, aq sa pjesa dërrmuese e qytetarëve e konsiderojnë si fenomen normal dhe një mundësi reale për të zgjidhur problemet.

“Me pak se 1 përqind e qytetareve shqiptare qe kane perjetuar eksperience te rryshfetdhenies e raportojne incidentin, pjesa tjeter nuk e raportojne per shkak te ketyre arsyeve: 45 perqind e tyre e konsiderojne rryshfetdhenien si praktike e zakonshme, 13 perqind e tyre deklarojne se paguajne ne shenje mirenjohje dhe 29 perqind e qytetareve nuk raportojne, pasi mendojne se nuk do te behet ndonje gje e dobishme per ta”, tha Omuri.

Strategjia e qeverisë për të nxjerrë administratën nga korrupsioni, sipas kryeministrit, është përqëndruar në dy shtylla. Së pari lufta e korrupsionit nis nga vetë qeveria dhe së dyti reduktimi maksimal i kontakteve të qytetarit me zyrtarët përmes procedurave elektronike.

Anketa e INSTAT tregon se të dyja këto rrugë, në sytë e qytetarëve janë të dështuara. Më shumë se 60 për qind e shqiptarëve mendojnë se institucioni më i korruptuar në vend është vetë qeveria dhe 8 në 10 qytetarë, pavarësisht procedurave elektronike, detyrohen që të paktën njëherë në vit të shkojnë në zyrën e një titullari publik, ku gjasat që të bëhen pre e rryshfetit janë të larta. Beteja me korrupsionin, ashtu sic thotë edhe vetë kryeministri, nuk mbaron asnjehërë. Por sot sic tregoi anketa e INSTAT qytetarët perceptojnë gje tjetër, atë se beteja me korrupsionin në Shqipëri nuk ka filluar asnjëherë dhe se më të korruptuar janë ata që duhet ta luftojnë.

Grund: Alibeaj ist ein enger Studien Freund von Shkëlzen Berisha, Sohn des PM von Albanien. Alibeaj ist einfach zu dumm und unfähig und hier liegt das Problem. Nur durch Beziehungen Minister zu werden ist peinlich. Der letzte richtige Justiz Minister in Albanien der fähig war: Fatmir Yhafai, der sich aber weder als Bau Minister noch als Justiz Minister bis September 2005) gegen verbrecherische Ministerpräsidenten wie Fatos Nano und Ilir Meta durchsetzen konnte. Ansonsten hat die Opposition (von der Steinmeier und FES Bande illegal finanziert) nur Verbrecher als Politiker zu bieten.

Man muss das einfach so sehen, das man sich eher nach dem geringerem Übel umsehen muss und wer wirklich in vielen Bereichen Fortschritte vorzeigen kann. Und das ist die jetzige Regierung eben, welche sogar eine unabhängige Staatsanwaltschaft um Ina Rama installierte.

Der Anti-Demokrat und Häuptling der Tropoje Banditen Clans, fordert nun auch die Absetzung des Staats Präsidenten Bamir Topi

Neuer Höhepunkt ist ohne Zweifel, das die Nonsens selbst ernannte Untersuchungs Kommission unter Alibeaj, gegen die Prominenz der Albanischen Journalisten vorgeht und ermittelt, obwohl die Mafiösen Salih Berisha Zirkel, nicht einmal eine einzigen erfahrenen Ermittler aus Staatsanwaltschaft, oder Polizei Behörden in der Kommission sitzen hat. Der normals Club der Idioten, soll also nun gegen Journalisten, Staatspräsidenten, Generalstaatsanwaltschaft, Geheimdienst Chef ermitteln.
Enkeled Alibeja, konnte mal Justizminister werden, weil man einen Familien Lakaien brauchte, der die dubiosen Vorstellungen des Salih Berisha umsetzt und Ermittlungen in dem eigenen Familien Kreis verhindert. Lachkrampf war vor allem sein Anti-Rauch Gesetz, denn trotz eigenem Gesetz, raucht vor aller Augen ein amtierender Justiz Minister Alibeaj, vor 2 Jahren vor aller Augen in Regierungs Gebäuden, weil er sein eigenes Gesetz nicht kapiert.

Hintergrund, der Krise, sind Beschlagnahme von grossen Grundstücks Vermögen, was man mit gefälschten Urkunden in der Politik erworben hat usw..
