Gallery: Soviet army monument in Sofia gets touch of colour
The monument to the Soviet army in central Sofia is no stranger to graffiti, which pops right back up as soon as the monument is washed every spring.

But on the morning of June 18 2011, passers-by were treated to more than just the usual graffiti tags and anti-communist slogans. The sculpture composition at the base of the monument was painted overnight to turn the metal soldiers into well-known pop culture icons; the inscription below the composition proclaimed it to be “in step with the times”.

Comic book characters led the way, with The Mask, Batman’s nemesis the Joker, Wolverine of X-Men fame, Superman and Captain America all featured, joined by Santa Claus and Ronald McDonald, among others. The flag held by the soldiers was painted in the stars and stripes of the US flag.

The artists behind the colourful re-imagining of the monument did not leave a clue to their identity and no one had stepped forward to claim responsibility, but speculation in social media and internet noticeboards connected the paint job to the Sofia Design Week 2011, which ends on June 19.

An unnamed Sofia city hall official, quoted by Sega daily, said that authorities would try to find the culprits and would seek to clean up the monument, but it was unlikely to happen right away.

Serbia-China Business Forum in Belgrade

BELGRADE — The Serbia-China Business Forum will take place at the Serbian Chamber of Commerce (PKS) in Belgrade on Monday.

The gahtering will be opened by PKS President Miloš Bugarin, China Council for the Promotion of International Trade (CCPIT) Secretary-general Wang Yufu, Serbian Ambassador in Beijing Miomir Udovički and Chinese Ambassador to Serbia Wei Jinghua.

The Chinese delegation, which includes about 120 members, representatives of 55 companies, is staying in Serbia until Tuesday.

Serbian Foreign Minister Vuk Jeremić stated on Sunday that the Serbia-China relations are almost extraordinary, adding that the possibilities for cooperation between the two countries are limitless.

Jeremić and Wang discussed the possibilities to expand Serbia-China economic cooperation in the area of infrastructure, energy and industrial production.

Wang, who is heading the Chinese delegation to Serbia, said that the main motive of businessmen from China is to get acquainted with the possibilities of investing, and political conditions in Serbia.

Jetzt berichtete mir ein Mitarbeiter des damaligen Bundesfinanzministers, der amerikanische Finanzminister habe dann am Rande des Geschehens gegenüber seinem deutschen Kollegen angemerkt, er, Lafontaine, werde doch wohl nicht annehmen, dass diese neuen Regeln die Zustimmung des amerikanischen Präsidenten bekämen. Schließlich habe Wall Street den Wahlkampf des amtierenden Präsidenten Clinton bezahlt. – Die Verhältnisse bei uns sind nicht anders. Merkel achtet wie schon Schröder auf die Interessen der Finanzwirtschaft und hat uns Steuerzahler schon mit weit über 100 Milliarden € zu Gunsten der Finanzwirtschaft in Haftung genommen. Und jetzt, in diesen Tagen kümmert sich die umsichtige Finanzwirtschaft vorsorglich auch um die Nominierung des SPD-Kanzlerkandidaten. Man kann ja nie wissen. Albrecht Müller.

Why everyone is sick of Albania

RUNNING into a senior European Union official recently, I mentioned I was going to Albania. He muttered something I cannot repeat here and walked off, apparently irritated even by the mention of the country’s name. You can understand why. On May 8^th the country voted in municipal elections. Over a month later we still don’t know who the mayor of Tirana is. If Albanians can’t even hold a local vote without the risk of violent disruption, think Eurocrats, they should not expect any love from Brussels.

Edith Harxhi, Albania’s deputy foreign minister, concurs. “For me it is extremely depressing,” she says. “The election was the best we have had so far, and there were only minor problems.” (The opposition Socialists would not agree with this rosy assessment.) The net result, says Ms Harxhi, is that “EU integration has stopped for now.”

Here is a simplified summary of what happened in Tirana. People in the Albanian capital voted in four separate elections: city mayor, city council, and the same again for their own part of town. Edi Rama, leader of the Socialists, has been mayor of Tirana since 2000 and was seeking re-election to the town hall (pictured on the right of the image above).

As the counting neared its end, it became clear that the result was extrmely close. In the end Mr Rama emerged ten votes ahead of his rival, Lulzim Basha, from Albania’s governing Democratic Party.

The Democrats said that several votes in the ballot for mayor had been cast in the wrong box; if those votes had been counted, they said, their man would have won by 81 votes. The rules seemed unclear. Ballot-counters had been told not to count voting papers placed into the wrong box, but there are no rules in the electoral code covering such cases. Yet the election authorities indicated that Mr Basha was the winner.

The Socialists appealed to the Electoral College, the highest electoral court in Albania. Their case was rejected, but last night another was, partially, successful. Their case rests on the claim that the election authorities changed the rules during the counting, and that under the new court there appear to be more votes in some boxes than there were voters.

Aldo Bumci, chairman of the Democratic Party, describes the Socialist manoeuvring as “artificial manipulation”. If the authorities decide in favour of Mr Rama, says Mr Bumci, “we will accept it,” but he says the party will not concede victory otherwise. “We want every vote to count and Mr Rama does not. That is the difference.”

Mr Rama, for his part, thinks the Democrats are indulging a habit of stealing elections last seen in the 2009 parliamentary vote. “It is daylight robbery,” he says. Albania is stuck because “it does not have free and fair elections.”

As the Tirana vote suggests, Albanians are split down the middle on the issue. Whoever becomes mayor of Tirana will be seen as illegitimate by half the city’s population. And Albania’s stalemate will continue. http://www.economist.com/blogs

EC: Albania in a crossroad

Albania is standing in a crossroad, and its fate will be decided by the way the Albanian politicians will chose to follow. The European Commission cannot do anything more than drawing what they see until October 12th. This is the conclusion of the Head of Unit for Albania and Montenegro at the Directory for Enlargement, Marta Garcia Fidalgo, during the inter-parliamentary meeting that was held yesterday in Brussels. Top Channel secured a part of the final messages that were given out of the public eye. The Albanian representatives were valued for their civilized behavior, despite the prolonged crisis of the two-year debate about free votes.

“The role of the Commission is only to ease the process. But it is not us who will do it. We cannot help you if you don’t help us. We referred the Progress Report during the entire meeting, but we have done this in other meetings too. The Commission has its hands tied. The Progress Report is only a real tableau. The reality is made by you, we only make the tableau. There’s nothing more than this. If you want another tableau, change the reality. My direct comment for you would be: try to be politically generous with your self, your parliamentary group and for the generations to come. Make real the dream of being full EU members. This is up to you. You are in a key moment, at a crossroad, and it is up to you to chose the way that you will be following”, Fidalgo declared.

“My personal thanks go to all of you. You kept your word. As you know, I asked you to not be harsh and to not hurt anyone, but to be civilized, to avoid personal offences. And I thank you for this. I wish you all the best. You do not return in Tirana with a pre-made receipt to solve the problems, because that would be too much. But at least I think that this is useful”, underlined Eduard Kukan, head of the European Parliament delegation for Balkan.

The next meeting between the Albanian Parliament members and those of the European Union is set in 24 and 25 November, in Tirana.

BRACE yourselves. As I noted last week, Skopje, the capital of Macedonia, boasts a giant plinth destined to support a yet-more giant equestrian statue of Alexander the Great. Today residents of Skopje got their first glimpse of the statue, which is currently lying in pieces around the plinth. According to our colleagues at Balkan Insight, the 12m-high bronze was cast in an Italian foundry and will take ten days to assemble.

For two decades Macedonia has been in dispute with Greece over its name. Greece contends that the name “Macedonia” implies territorial ambitions over that part of historic Macedonia which is now part of Greece. The Greeks also say that the Macedonians want to steal their Hellenic identity for themselves—exhibit A, the “appropriation” of Alexander.

The name issue, which has halted Macedonia’s accession to both the European Union and NATO, has caused much vexation for friends of the two countries. In many international fora, such as the EU, Greece has been able to impose the use of the clunky formulation “the Former Yugoslav Republic of Macedonia” (FYROM). Plenty of Greece’s friends regarded this as unreasonable.

Now, with Greece caught up in a debt crisis, you might expect the Macedonians to attempt to gain the upper hand by striking a more mature attitude. But no. Not only are they in the midst of renaming airports, motorways and other structures after Alexander or his father, they are now about to erect what amounts to a giant bronze middle finger aimed at Greece. The Alexander statue has undermined friends of Macedonia who have previously sought to defend the country against the Greeks. (The monument is part of the grandiose Skopje 2014 project, which we wrote about here.)

Macedonians are split over the issue. But most agree that it has done Nikola Gruevski, the newly re-elected populist prime minister, no harm at all to be seen as standing firm against the Greeks. It will be interesting to see now whether the Greeks go apoplectic or decide to play it cool. (The government does, after all, have one or two other things to worry about.) As for the Macedonians, they will no doubt respond to any whiff of Greek anger by pointing to an equestrian statue of Alexander in Edinburgh.

Incidentally, this silly row does at least underline one thing. Just as the western Balkans, following the accession to the EU of Romania and Bulgaria in 2007, are gradually being reabsorbed into Europe, Greece, which was separated from the Balkan mainstream after the second world war, is being reintegrated into it. http://www.economist.com/blogs/easternapproaches/2011/06/balkan-culture-wars

Der OSCE Chef in Albanien, gilt heute als angesehnster ausländischer Diplomat, der ein Nachfolger des US Botschafters John Withers wurde, der auch hohes Ansehen genossen hatte.Der jetzige US Botschafter Alexander Arvizu, machte sich zum Popanz, der Dumm Albaner Mafia, welche sich Politiker nennt, vor allem der Salih Berisha Mafia Zirkel mit Lulzim Basha.

Albania Blast Case Delays Worry OSCE

“I am concerned that this process does not appear to be progressing in full compliance with fair trial principles as enshrined in the constitution and relevant domestic legislation,” Wolfarth said on Thursday.

“While a defendant has the fundamental right to legal defence, the repeated non-appearance of the defence lawyers at the hearings is an abuse of any justice system,” he added.

The explosion ripped through a former army barracks, used as a collection point for old Chinese and Soviet-made shells that a local company was demilitarizing to extract the metal. The blast killed 26 and wounded more than 300. Over 3,000 were left homeless.

According to prosecutors, the explosion occurred after workers, often untrained and low-paid women and children, tried to weld several metal carriages used to transport heavy munitions, close to containers filled with explosives.

Immediately after the explosion, it emerged that the company that ran the factory had blatantly disregarded safety rules.

The investigation led to criminal charges being filed against 29 people, ranging from abuse of power to murder.

They included a former defence minister, Fatmir Mediu, other then senior defence ministry officials and members of the army top brass. Aside from Mediu, the indicted include the former chief of staff, Luan Hoxha, General Shpetim Spahiu, and General Zija Bahja. All denied wrongdoing.

Er war Bericht Erstatter, über Waffen aller Art im Balkan und über den Waffenschmuggel im Balkan und arbeitete eng mit der bekannten Politischen Albaner Mafia im Waffenschmuggel und Betrug zusammen. Es sollen dabei 100 Millionen $ Bestechungs Geld an Albanische Politiker geflossen sein im Laufe von 3 Jahren.

Greece will begin oil research in Ionian Sea

Greece has announced that will start a research program of oil and gas in the Ionian Sea, the marine area of Corfu, Albania′s neighboring city. Voice of America “in Albanian announces today that the program is expected to start next year and may include foreign companies for research in this area. Meanwhile, Greece and Albania have yet to finalize an agreement on maritime borders between the two countries.

According to Greek media sources, which refer to Greek officials of the Ministry of Environment and Energy, the oil and gas research program is expected to include international companies engaging in research in this marine area. Research, according to one of the main Greek newspaper “To Vima”, is based on the principle of “middle line”, or equal-distance away in the middle of all territories of the countries concerned to set the boundaries of marine area of the Ionian Sea.

Sources from the Greek press claim that the Greek government will not participate in costs for seismic studies.

Sipas kësaj medie të rëndësishme greke, këto hapa vijnë pas një serie reformash në privatizime dhe koncesione që qeveria e Jorgo Papandreut ka ndërmarrë kohët e fundit për të zbutur efektet e krizës së rëndë ekonomike që ka mbërthyer vendin. Por ajo çfarë e bën interesant lajmin lidhet me faktin se mes Shqipërisë dhe Greqisë ende nuk janë ndarë në mënyrë zyrtare ujërat territoriale që lidhin dy vendet. Marrëveshja, e cila ishte planifikuar të bënte këtë ndarje e quajtur, “Për delimitimin e zonave të tyre përkatësee, të shelfit kontinental dhe zonave të tjera detare, që u përkasin në bazë të së drejtës ndërkombëtare”, u rrëzua nga Gjykata Kushtetuese shqiptare. Kjo masë u mor nga Kushtetuesja në prill të vitit të kaluar, pasi kjo marrëveshje ishte negociuar nga pala shqiptare pa marrë parasysh një sërë procedurash që duheshin kryer me këtë rast. Kjo marrëveshje nuk kishte marrë parasysh edhe përfshirjen e Presidentit të Republikës në këtë proces. Në hartimin e saj kishte edhe disa mangësi dhe kundërshtime me nene të caktuara të Kushtetutës së Shqipërisë. Por ndonëse mediat greke kanë dhënë shumë detaje për kërkimin e naftës dhe të gazit nga pala greke në hapësirën mes Korfuzit dhe Sarandës, zyrtarë të Ministrisë së Jashtme shqiptare, shprehen në një prononcim për “Shqip” se nuk ka asnjë njoftim zyrtar për ndonjë veprim nga pala greke në territorin ujor mes dy vendeve. “Nuk ka asnjë veprim dhe njoftim zyrtar në komunikimin mes dy ministrive për këtë çështje”, shprehet për gazetën “Shqip” një zyrtar i lartë i Ministrisë së Punëve të Jashtme. Të tjera detaje të kësaj çështjeje pritet të bëhen publike në ditët e ardhshme, por duket se ajo del në sipërfaqe sa herë që pala greke reagon në lidhje me mospërfundimin e marrëveshjes së ujërave mes dy vendeve tona. Ende nuk dihet se kur Ministria jonë e Jashtme së bashku me atë të Greqisë do të nisin rinegocimin e kësaj marrëveshjeje, por duket se rifillimi i këtij procesi do të zgjasë në kohë.

In Greece, Some See a New Lehman

LONDON — Bond traders and officials at the European Central Bank have been unified in their warnings that a restructuring of Greece’s debt would set off an investor panic similar to the one that followed the bankruptcy of Lehman Brothers.

Others, however, have argued that Greece’s debt of 330 billion euros, or $473 billion, while too large for the country to bear, is small enough to allow banks and other institutions to take a loss without bringing the world financial system to its knees.

But the comparisons between Greece and Lehman grew more frequent last week as global markets reeled, spurred in part by the view that Germany’s insistence that private investors participate in a second rescue package for Athens would overcome the objections of the European Central Bank.

“It is a valid concern,” said David Riley, head of sovereign ratings at Fitch. “The Rubicon would be crossed — we would have a sovereign default event and that can be quite a shock, not just for the peripheral countries but for Spain and beyond.”

The thinking goes like this: though banks and other investors have done much to pare their Greek holdings in the last year, if they are forced to take a loss, and the ratings agencies declare Greece in default, investors would start selling in a panic. And they would not sell just the bonds of countries struggling with debt — Portugal, Ireland, Spain and Italy. In a hasty retreat into cash, traders would unload more liquid assets as well, everything from high-grade corporate bonds to American and emerging market equities — as occurred in 2008 after Lehman failed.

To be sure, much has to be wrong for the European debt crisis to approximate what happened after Lehman failed in 2008. Not only did banks, hedge funds and insurance companies immediately seize up, but the effect on the broader global economy was also striking as trade flows nearly ground to a halt.

Analysts point out that the global financial system has survived sovereign defaults in the past, including Russia’s in 1998 and Argentina’s in 2001.

Also, since the prospect of a Greek default has been foreshadowed for so long, financial institutions have had sufficient opportunity to reduce their holdings of Greek debt. But in doing that, the private sector has passed much of the exposure to Greece and other troubled economies in Europe to public sector entities like the European Central Bank and the International Monetary Fund. That means that if a restructuring comes, the taxpayer — more than the private investor — will pay.

Lending weight to the fears of another Lehman crisis, regulators are warning that in such a situation, even super-safe money market funds may not provide the risk-free refuge they proclaim to offer.

According to a recent report by Fitch, as of February, 44.3 percent of prime money market funds in the United States were invested in the short-term debt of European banks. Some of those institutions, like Deutsche Bank and Barclays, do not have dangerous Greek exposure. But some of those funds also hold shares of French banks like Société Générale, Crédit Agricole and BNP Paribas, which do have significant Greek bond holdings — about 8.5 billion euros, or, in the case of BNP and Société Générale, about 10 percent of their Tier 1 capital.

This month, the president of the Federal Reserve Bank of Boston, Eric S. Rosengren, warned that the large share of European banks in American money market fund portfolios posed a Lehman-like risk if, in the wake of a default in Europe, panicky investors took their money out all at once.

“Money market mutual funds have the potential to be impacted should there be unexpected international financial problems emanating from Europe,” he said in a speech at Stanford.

The idea that European banks, not those in the United States, would take a hit if Greece defaulted, has sustained a view that such a crisis might be containable. But according to a recent analysis by The Street Light financial blog, this misses the point. It will be American banks and insurance companies that will have to make the lion’s share of default insurance payments to European institutions if Greece fails.

Citing recent data from the Bank for International Settlements, the blog points out that in the event of a Greek default, direct creditors would be on the hook for 70 percent of the losses, with credit default insurance picking up the rest. Thus, if one includes credit default exposure, American exposure to Greece increases from $7.3 billion to $41.4 billion.

Again, a pinch of salt: such numbers in no way approach the wild bet that the American International Group made on the United States housing market, a wager that led to the company’s collapse. But they are a reminder that, as was the case with Lehman Brothers, the links that directly or indirectly bind investors to Greece extend far beyond Europe.

It is still unclear what type of loss private sector banks would suffer if the Germans overcame the central bank’s objections and got acceptance for their proposal for “reprofiling,”which would have investors exchange their shorter-term Greek debt for longer-term paper.

The ratings agencies have already determined that if there is any indication that banks are being forced to participate in such a reprofiling, that would constitute a “distressed debt exchange” and violate the terms of the original contract between Greece and its creditors.

But for many investors, such contractual niceties are largely irrelevant. In their view, it is only a question of when, not if, Greece defaults. They are already preparing for the Lehman-style panic that they believe will follow.

“This is not just about Greece,” said Steffen Gruschka of SG Alpha, a hedge fund focused on emerging markets in Europe. ”It is about the effect that a default will have on credit default swaps in Spain and Italy. You could see a situation where there is a domino effect.”

Mr. Gruschka said he had been broadly reducing his equity positions and he now has 70 percent of his portfolio in cash.

The stock market sell-off Friday, in which the Dow Jones industrial average fell below 12,000 for the first time in three months, suggested that Mr. Gruschka was not alone in adopting a “risk-off approach,” as investors now term a bias against higher-returning but riskier assets like stocks, commodities and richer-yielding bonds.

Indeed, the data has been suggesting just such a dynamic for a while now.

According to EPFR, a provider of fund flow data, American and emerging market equity funds experienced continued outflows in the first week of June, with investors redeeming $7.74 billion from equity funds and putting $5.98 billion into less-risky bond funds — a 47-week high.

To some, such a material shift suggests that the real worry should be the question of how larger indebted countries outside the euro zone — like Britain, Japan and even the United States — face the challenge of reducing deficits as their economies stagnate.

“We are too fixated on Greece,” said Stephen Jen, a widely followed currency expert who is now in the process of setting up his own hedge fund. “You can bail out Greece, but how much is it going to cost to bail out the United States and Japan?”

Kosova e vuajtjeve ,Kosova e përçarjeve, Kosova e gjakosur mbas shumë shekujve, Këto tmerre Kosova dhe ai popull i përjetoj në palcë, pasojat e sajë po i ndien akoma. Ky popull po i ndien dhe plagët e shekujve, deri me ditët e sotme nga pushtuesit e racave te huaja,në fushën ekonomike,sociale, kulturore, integruese etj. Ne shqiptaret ju gëzuam “Pavarësisë se Kosovës” me këtë nocion menduam se do ti hiqen barrierat dhe ndërskamsat këtij populli të shumë vuajtur. Të keqen ta bënë vetëm i huaj të vret, të përdhunon, te nënçmon por edhe të zhduk ,se edhe për atë ka ardhur që të pushtoj ,të masakrojë të degjenerojë dhe të shfrytëzojë. Një gjë e tillë sikur po na ndodhë edhe me pushtetarët tanë shqiptar ,flasin shqip, bisedojnë shqip,polemizojnë shqip dhe udhëheqin politikë shqip,komunikojnë edhe me popullin shqip , e jo siç ishin gjuhët e pushtuesve deri me tash romake,turke,italishte bullgare,hungarishte ,gjermanishte dhe serbishte por me një politikë te mbrapsht . Pamje e një abuzimi skandaloze në “Autostradën Morinë -Merdare” cepi i djatht zhavorr dhe rërë, parapërgatitje përfundimtare e shtresës së fundi nga 5-6 cm” kësaj nuk i thuhet burrëri” !po korrupsion ,vjedhje e djersës se popullit.

Nga kureshtja ,gëzimi,malli që ta shohë autostradën e Kombit qe mund te quhet kryevepër, u shndërrua në mllef,revoltë dhe zhgënjim?

Ishte një ditë e bukur dhe me vapë, vendosa që nga kureshtja ta vizitoj këtë gjigante “autostrade”për Kosovën akoma të varfër dhe me një ekonomi, shumë të pa perspektivë, por megjithatë u nise një rrugë e domosdoshme që i nevojitet kombit shqiptar ma shumë se çdo gjë. Zhurma e here pas hershme polemizuese për këtë rrugë, përplasjet dhe debatet në institucionet e Kosovës, nuk lenin përshtypje të populli as pak dhe shpesh është irrituar masa. Shpesh janë dhënë shifra marramendëse për këtë projekt, milionëshe e milionëshe,janë etiketuar edhe figura te mëdha politike,janë shkruar me qindra artikuj , me dhjetëra emisione televizive duke i shpalosur se kush ma shumë meritat e veta,por edhe kritikat kundër njeri tjetrit, mbi korrupsionin, hajninë dhe keq menaxhimin ekzistues në teren! Arritja në vendin e ngjarjes, sikur nuk ju pëlqej disa nëpunësve qe të hyj në territorin ku zhvillohen punimet nga firma Bechtel&Enka amerikano-turke, fituesja e tenderit për këtë autostradë. Ata theksuan që të marre ndonjë konfirmim apo leje nga të” mëdhenjtë e famshëm” të tyre për ta vizituar apo fotografuar këtë projekt që po i zhvillon punimet.

Pamje e punëtorëve shqiptarë në kohën e drekës, të firmës Bechtel&Enka duke punuar në kushte të jashtëzakonshme , me një orar të stërzgjatur, nga 320 deri në 350 orë!

Ma tutje shprehet një burrë i shtyrë në moshë me të ardhura mujore deri ne 200 euro në muaj, gjysma po me shkon për udhëtim nga fshati Zhuri i Prizrenit , pa sigurime dhe pa të drejtë reagimi apo ankese, siç ndodhi para disa muajsh, akoma pa u organizua një protestë u shua me presione ,shpërndarje dhe largime nga puna , kush i ka bërë këto marifetlleqe nuk guxuan të prononcohen me emër, por thanë se i din qeveria e Thaqit në muajin mars, se kenë e kanë larguar dhe pse i kane larguar nga puna !?…Këta punëtorë deklaruan shumë te dhëna rrëqethëse por u lutën që mos ti publikojmë emrat e tyre se na hakmerren dhe na largojnë nga puna!

Vet me vete thash se deri sa këta janë kritik ndaj medieve qe mos të lejohen njerëzit e tjerë ta vizitojnë këtë vepër kapitale për Kosovën, përfitova bindjen se diçka është duke u “fshehur ose zier ” dhe pa pritë mas vazhdova ti afrohem vend punimeve të rrugës. Ishte vërtet një kënaqësi sikur te ishte puna në rregull e këtij sejmeni rrugor shumë e rëndësishme për zhvillimin e Kosovës dhe rajonit ,por me kalimin e një pjese te rrugës shihej se vërtet ka hile , pikërisht diku në kilometrin e 7-të në drejtim të Prizrenit nga Morina hasa në rrugë të përfunduar edhe me shtresën e dytë , sipas asaj qe shihet ne praktikë aty kryhen dy shtresa të asfaltit dhe e treta është finalja me nga 5-6 centimetra trashësi . Ishte thjesht rërë e trash zhavorr i shtrirë ne cepin e djatht të rrugës i ngjeshur ,i përgatitur për shtresën e fundit ku njeriu i ndërgjegjësohem vërtet tmerrohet nga një veprim skandaloz, ishte një trishtim rrëqethës për popullin shqiptar në këto kushte të mjerueshme, që janë duke e nda edhe kafshatën e bukës nga goja për me investua këtë projekti në ndërtim. Populli i ka sytë nga ky projekt i mirëpritur po i kushtueshëm, deri në palcë, në këtë kohë me një ekonomi shumë të dobët në Kosovë! Ky projekt si pore kryesore për rajonin e Kosovës, Shqipërisë dhe të Evropës që do të lidhet kombi ynë, është mëkat qe pas gjashte muajsh të gropohet siç po ndodh me rrugët e tjera në Kosovë.

Sido qe ta analizosh, paragjykosh ,vlerësosh këtu ka te bëjë me një abuzim skandaloz. Ky projekt të sakatohet nga njerëz, të pa përgjegjshëm ,nga njerëz të korruptuar nga njerëz të pa vizion , në politikë ,ekonomi dhe fusha tjera në interesin e popullit është vërtet një vepër skandaloze edhe me përmasa ma te gjera jashtë kufijve të Kosovës. Ky është një skandal i pa parë ne valën e një teme aktuale nga te gjitha institucionet e Kosovës që mos të ketë korrupsion lidhur me këtë rrugë ,kjo prapë po ndodhë s’mundet njeriu të thotë qe nuk po ndodhë kur paraja po derdhet për këtë projekt ndërsa ne anën tjetër të mbushet rruga me dhe gur e zhavorr s’ka koment? Me tu kthyer nga ajo rrugë isha shumë i zhgënjyer vendosa ta shkruaj këtë pamje shume tragjike për kombin ,për investimin dhe paratë e derdhura për një rrugë që te jetë rrugë e ardhmërisë edhe për brezin e ardhshëm e jo për një kohë te shkurt te jetë rrugë e gropave dhe kalldrëmeve . Duke e pare këtë rruge ne praktike aty përfiton njeriu përshtypjen se dikush ka gisht në duke abuzuar në menaxhimin e sajë me sa vijon:

Cepi i djathtë i rrugës duke e pritur zhavorrin ne vazhdim si fazë e parafundit! Pamje e pastër nga e djathta pa asfalt ,ndoshta e lënë qeveritarët edhe për veti nëse nuk ju shkon te gjithëve rreth arave dhe katundeve të tyre?

1.”Firma kontraktuese”,

2.”Njerëzit mbikëqyrës” te objektit në fjalë ,

3.”Qeveritarët në pushtet”,

4. Apo koalicioni i te gjithave “punën shkel e shko” qe ta ngjyrosi rërën me ngjyrë sa për ta bërë përurimin, prerjen e shiritit dhe përfitimet e poenave politike por edhe duke i mbushur gjepat me paranë dhe djersen e popullit!

Autostrada e Kosovës Morinë- Merdare projekt i gabuar në destinacion !

Ky projekt është përcaktuar nga “qeveritarët e famshëm kosovar ” që të përfundoj në Mendare drejtimi i Prokuples në Serbi qe interesat e kombit tonë janë shumë ma te vogla kur ka mundësi të ndërrohet destinacioni i sajë nga Merdare në drejtim të Kosovës lindore Preshevë ,Bujanovc e Medvegjë, qe së paku të kenë dobi vëllezërit tanë që na kanë mbetur nën pushtimin serb.

Pamje e pa koment e këtij kamioni, punëtor i firmës së lartpërmendur, pa kurrfarë mbrojtje dhe sigurie nga punimet që bëhen në urë sipas fotos ” jeta në rrezik” .

Ti ndihmojmë vëllezërit tanë atje, e jo serbët e Shumadisë për Prokuple e Krushevc. Ta shfrytëzojmë rastin mor të mjerë “pushtetar shqiptarë” përmes këtij projekti pozitën gjeografike, qe ta përforcojmë interesin e kombit ne strategji, ekonomi, me një politikë afatgjate dhe të qëndrueshme për popullin shqiptar, në këtë rast për shqiptarët e Kosovës lindore, e qe gjeografikisht ma shpejt dalim ne autostradën e Beogradit që të vazhdohet për në shtetet e Evropës. Ky projekt në bazë të veprimeve praktike, po që vazhdon edhe ma tutje mund të quhet projekt i gabuar në destinacion me një kosto të pa llogaritshme për popullin e Kosovës në këtë kohë me një ekonomi të dobët.

Punimet në Autostradën Morinë- Merdare qe e lidh serbet e Shumadisë duke i anashkaluar vëllezërit e “Kosovës lindore” Ky projekt është përcaktuar nga “qeveritarët e famshëm kosovar ” që të përfundoj në Mendare drejtimi i Prokuples në Serbi qe interesat e kombit tonë janë shumë ma te vogla kur ka mundësi të ndërrohet destinacioni i saj nga Merdare në drejtim të Kosovës lindore Preshevë ,Bujanovc e Medvegjë, qe së paku të kenë dobi vëllezërit tanë që na kanë mbetur nën pushtimin serb.

Këtu po shihet se për një arsye apo një tjetër,qeveritarët aktual janë duke e gabuar destinimin e kësaj (Autostrade) duke i anashkaluar vëllezërit tanë në “Kosovën lindore” që të lidhen me këtë rrugë dhe trungun e Kombit!…

Nga gjendja aktuale thërras të gjitha institucionet, organet kompetente , tekniket e mbikëqyrjes dhe pjesëtarët e ndërgjegjësohem, të qeverisë që të reagojnë rreth këtij projekti të shkojnë në vendin e ngjarjes dhe ta vërtetojnë me qëllim që të shpëtojnë djersen e popullit shqiptar ,që mos të varroset në gropa dhe kalldrëme nga njerëz abuzues dhe të korruptuar. Kombi ju thërret, o sot o kurrë, që tu themi “stop” qyqarëve,abuzuesve, të korruptuarve,shpirtshiturve,hipokritëve, zuzarëve, injoranteve ,tradhtarëve,intrigantëve ,demagogëve,mafiozëve dhe antikombëtarëve. Ta shpëtojmë kombin, token e shenjte të Kosovës pa u copëtua dhe cenua, territori ynë, nga armiqtë shekullor. Shpresojmë se të gjithë intelektualët janë të vetëdijshëm si në Kosovë ashtu edhe në Diasporë që ta kuptojnë situatën dramatike në te gjitha segmentet dhe i ftoj që të jenë ma afër ngjarjeve dhe ta japin kontributin e vet për çështjen e atdheut !?…

Greek officials have condemned Macedonia’s move to erect a giant statue of Alexander the Great in the heart of the capital, Skopje, as provocative and retrograde.

The equestrian monument was “an attempt to usurp Greek history”, Greek Foreign Ministry spokesman Gregory Delavekouras said, in a statement.

Delavekouras said that in the light of the ongoing dispute between the two countries over Macedonia’s name, the move “undermines our bilateral relations and hampers the negotiations under the UN” aimed at reaching a compromise solution.

Dalavekouras warned that the move might have additional negative repercussions for Macedonia’s already stalled Euro-Atlantic integration prospects.

In 2008 Greece prevented Macedonia’s accession to NATO over the unresolved “name” dispute. In 2009 Greece also prevented the EU from extending a date for a start to Macedonia’s EU accession talks.

“While Greece is pursuing a solution consistently and in a constructive spirit, [Macedonian Prime Minister Nikola] Gruevski is making provocations to avoid reality, undercutting his fellow citizens’ European future,” the Greek spokesman said.

“He needs to get back to reality right now and work sincerely and seriously towards achieving a solution.”

Greek officials spoke out after parts of the huge equestrian statue arrived on Tuesday in Skopje’s central square, ready for assembly over the coming days. The bronze equestrian statue of the ancient king will be some 24 metres high when erected.

Gruevski’s centre-right government, which is funding the erection of the statue, has been secretive about the total cost of the statue and the big fountain that will serve as a base.

The controversial statue is the hub of a massive government-funded revamp of the capital, dubbed “Skopje 2014”, which the government says will dignify the shabby-looking city.

Not all Macedonians have expressed enthusiasm about this very substantial addition to the city’s landscape.

Prime Minister Gruevski had “worsened Macedonia’s record poverty levels with yet another megalomaniacal statue that is costing citizens an unbelievable 10 million euros,” Kalinka Sentic Gaber, from the opposition Social Democrats, said on Tuesday.

The statue would “additionally complicate the already damaged international position of the country”, she added.

Macedonia’s relations with Athens are already strained by the two-decade-long row over Macedonia’s name, to which Greece objects.

Kriza e klientokracisë shqiptare

Në thelb të krizës aktuale politike që po zhvillohet sot në Tiranë, por që kërcënon të gjithë sistemin tonë politik, është fakti që zgjedhjet tashmë nuk prodhojnë rezultat. E thënë ndryshe, zgjedhjet nuk prodhojnë më shumicë të qartë. Kjo ndodhi pak a shumë në zgjedhjet parlamentare të vitit 2009, kjo u përsërit në zgjedhjet lokale për Bashkinë e Tiranës, dhe ka shumë gjasa që po ky skenar të përsëritet në zgjedhjet parlamentare të vitit 2013. Gjithnjë e më tepër zgjedhjet në Shqipëri tregojnë se të dyja kampet kanë pak a shumë të njëjtën mbështetje elektorale. Për pasojë, zgjedhjet, si instrument themelor i demokracisë për të përcaktuar vullnetin e shumicës, e humbasin kuptimin.

Ndaj ato prodhojnë gjithnjë e më pak zgjidhje dhe gjithnjë e më shumë tension.

Mendoj se ndarja e elektoratit në mënyrë të barabartë mes palëve është pasojë e sistemit tonë politik klientokratik. Partitë politike gjithnjë e më pak i mobilizojnë votuesit nëpërmjet programeve politike apo politikave shtetërore dhe gjithnjë e më shumë në shkëmbim të përfitimeve konkrete dhe individuale. Mediat mbështesin njërën apo tjetrën palë në shkëmbim të reklamës, bizneset në shkëmbim të kontratave apo tenderëve dhe militantët në shkëmbim të një vendi pune. Në këtë mënyrë, partitë janë kthyer në klientelë që kënaqin interesa individuale më shumë sesa përfaqësuese të shtresave të caktuara sociale.

Ky fenomen është rezultat i modelit neoliberal të zhvillimit, që është përqafuar fort si nga pozita, ashtu dhe nga opozita. Ky model ka prodhuar dy pasoja perverse që e kanë forcuar sistemin klientelist. Së pari, modeli neoliberal i zhvillimit, duke hapur tërësisht tregun lokal dhe duke eliminuar politikat mbrojtëse dhe subvencionet shtetërore, ka dëmtuar prodhimin vendas, si atë bujqësor, edhe atë industrial. Sot ne importojmë edhe produkte bazë si bulmetet dhe duhani, që dikur i prodhonim vetë, ndërkohë që edhe industri bazë, si ajo minerare, tashmë kanë marrë fund. Pra, ekonomia shqiptare, nga ekonomi prodhuese është transformuar në ekonomi konsumuese, ku jo vetëm industria, por edhe bujqësia mezi merr frymë. Për pasojë, ekonomia shqiptare nuk prodhon dot punësim dhe të ardhura për buxhetin e shtetit. Ndaj, rritja e prodhimit të përgjithshëm bruto këto 20 vitet e fundit ka ardhur kryesisht si pasojë e remitancave ose duke shitur vazhdimisht asete kombëtare.

Së dyti, modeli neoliberal nëpërmjet privatizimit total, nëpërmjet tregtisë së lirë dhe nëpërmjet kontrollit të sektorëve strategjikë si telekomunikacioni dhe sistemi bankar, nga kapitali i huaj, e ka reduktuar rolin e shtetit shqiptar në një arbitër pa brekë. Kështu, si pasojë e përqafimit të dogmës së tregtisë së lirë në kuadrin e integrimit europian, shteti shqiptar nuk mbron dot prodhimin vendas. Ndërkohë që çdo vit Shqipëria humbet qindra milionë euro nga tregtia e lirë me BE-në. Deficiti ynë tregtar dhe deficiti i llogarisë korrente janë të frikshme! Si pasojë e kontrollit total të sistemit shqiptar bankar nga kapitali i huaj, shteti shqiptar e ka të vështirë ta kanalizojë financimin bankar drejt investimeve afatgjata industriale (vini re, asnjë shtet i zhvilluar, që nga Azia deri tek Amerika, nuk ia ka dhuruar sektorin bankar kapitalit të huaj!). Për pasojë, financimi kanalizohet shpesh drejt sektorëve spekulativë dhe afatshkurtër si ndërtimi. Shkurt, shteti shqiptar sot ndërmerr shumë pak ose aspak politika zhvillimore, politika industriale apo politika sociale në favor të shtresave të ndryshme sociale. Hapësira politikëbërëse e shtetit shqiptar është reduktuar ndjeshëm.

Dy pasojat e mësipërme kanë prodhuar një sistem politik klientelist. Reduktimi i rolit të shtetit e ka barazuar shtetin me pushtetin. Në pamundësi për ta mobilizuar elektoratin me politika shtetërore, partitë përdorin pushtetin për të kënaqur nevojat konkrete të mbështetësve të tyre. Si pasojë e nivelit të lartë të papunësisë dhe e paaftësisë së ekonomisë sonë të krijojë vende pune, shteti bëhet gjithnjë e më i rëndësishëm, edhe pse reduktohet gjithnjë e më shumë. Në një ekonomi si kjo e jona, ku mungon një sektor i shëndetshëm industrial dhe ku bujqësia është ende primitive, një vend pune në shtet bëhet tejet i rëndësishëm. Ndaj, forca në pushtet përdor shtetin ose administratën publike për të shpërblyer militantët në bazë, pasi këta kanë gjithnjë e më pak alternativa punësimi.

Në pamundësi për të ndërtuar politika zhvillimore që stimulojnë prodhimin bujqësor dhe industrial vendas, forca në pushtet përqendrohet te tenderët, koncesionet, kontratat, për klientelat mediatike dhe të biznesit si lokale, edhe ndërkombëtare. Kjo do të thotë që pushteti përdor tenderët, kontratat, licencat apo privatizimin për të shpërblyer mbështetësit e tij. Aq më tepër që bizneset shqiptare, të paafta të konkurrojnë në tregun ndërkombëtar, janë shumë të varura nga pushteti. Shkurt, pushteti përdor atë që i ka mbetur nga shteti në funksion të klientelës së vet. Ky është edhe thelbi i korrupsionit tonë sistemik; përdorimi i pushtetit në funksion të një klientele të caktuar.

Po pse prodhon barazim elektoral ky sistem? Së pari, sepse sistemi klientokratik ka alienuar ose, në shqip, ka të huazuar elektoratin gri, luhatja e të cilit historikisht ka përcaktuar shumicën elektorale. Mungesa e politikave shtetërore, që shkojnë përtej interesave të klientelës partiake, ka bërë që elektorati gri të ketë gjithnjë e më pak interes në zgjedhje, pasi ai nuk preket shumë nga ndryshimi i forcës në pushtet. Kësaj i shtohet edhe pakënaqësia me sistemin klientokratik me korrupsionin sistemik të çdo force në pushtet, si dhe me mungesën e dallimit ideologjik dhe politik mes palëve.

Kjo ka bërë që elektorati gri të marrë pjesë gjithnjë e më pak në zgjedhje. E thënë ndryshe, gara sot zhvillohet gjithnjë e më shumë mes militantëve të secilës palë. Ndaj është një garë elektorale tejet e polarizuar. Ky ishte rasti tipik i Tiranës, ku përplasja mes Edi Ramës dhe Lulzim Bashës ishte, në fakt, një përplasje mes elektoratit të PD-së dhe LSI-së nga njëra anë, dhe PS-së nga ana tjetër. Kjo shpjegon edhe barazimin mes dy kandidatëve.

E, megjithatë, pyetja që mbetet për t’iu përgjigjur është: Përse klientelat ose elektoratet e dy kampeve shkojnë drejt barazimit? Aq më tepër kur dihet se forca në pushtet ka më shumë burime financiare dhe administrative. Arsyeja e konvergjencës në rastin konkret është sepse ndoshta për herë të parë në historinë e tranzicionit shqiptar, edhe opozita është realisht në pushtet. Nuk duhet harruar se bashkitë më të rëndësishme, si Tirana dhe Durrësi, kontrollohen prej kohësh nga opozita. Dhe në një vend si Shqipëria, ku popullsia dhe biznesi janë përqendruar në qendrat urbane, ku decentralizimi është thelluar dhe ku industria kryesore që shpesh financon edhe mediat, është ajo e ndërtimit, ky është një pushtet i rëndësishëm. Nuk është rastësi që lideri i PS-së nuk heq dorë kollaj nga ky pushtet që kërkohet me ngulm edhe nga Berisha. Pas kryeministrit, pozicioni më i rëndësishëm politik dhe elektoral në Shqipëri është kryetari i Bashkisë së Tiranës.

Përdorimi i pushtetit për të zgjeruar dhe mbajtur klientelën ka prodhuar pak a shumë një balancë si në qendër, edhe në bazë. Disa media dhe biznese mbështesin haptas opozitën, disa media dhe biznese mbështesin haptas pozitën. Sot kemi analistë, gazetarë dhe biznesmenë që janë haptas me PD-në, me PS-në dhe LSI-në. Nëse pozita punëson dhe mobilizon militantët e saj në administratën qendrore, opozita përdor administratën lokale. Diçka e tillë shikohet qartë sa herë që palët organizojnë mitingje. PD-ja nxjerr në shesh administratën qendrore dhe PS-ja atë lokale.

Kalimi i LSI-së me PD-në është një tjetër faktor që i ka barazuar të dyja kampet.

Balancimi i klientelave në bazë shikohet qartë edhe në lëvizjet e vazhdueshme të anëtarësisë midis PS-së dhe LSI-së. Ata që janë të pakënaqur nga oferta e PS-së shkojnë te LSI-ja dhe anasjelltas, derisa arrihet një ekuilibër që prishet për t’u vendosur përsëri. LSI-ja, duke shërbyer si një urë lidhëse mes pozitës dhe opozitës, kryen funksionin e një kanali që eventualisht i barazon këto dy rezervuare klienteliste, kuptohet, duke mbledhur edhe ajo ujin e saj. Është kjo konvergjencë mes dy kampeve që prodhon tension, polarizim dhe presion mbi institucionet elektorale.

Por mesa duket perversi Prifti i paska filmuar fshehurazi këto rrëfime dhe tani duke thyer kodin e rëfimit i cili duhet të ishte i shenjtë për cdo Prift.

Kreu i Vatikanit Papa Benedikti i ka shprehur Këshillit të Ministrave.org indinjatën e tij të thellë ndaj ish-ministrit Prifti i cili nuk ka respektuar kodin e ruajtjes së fshehtësisë së rrëfimit.

Ato që fliten brenda zyrave shtetërore, janë punë qeverie dhe nuk duhet të dalin jashtë zyrave.

Publikimi i kësaj videoje rrezikon të trondisë globalisht besimin fetar. Besimtarët kudo në botë ndihen të frikësuar ndaj këtij veprimi të papërgjegjshëm, pasi ata kanë frikë të shkojnë të rrëfehen pasi ndonjë Prift i pandershëm mund ti filmojë dhe ti nxjerrë në YouTube.

Vatikani i ka kërkuar kryeministrit Berisha të marrë masa ndaj autorëve të filmimit pasi në video ishte përmendur edhe fjala “doktor”.

Papa Benedikti këshilloi Këshillin e Ministrave.org të veprojë shpejt para se priftërinj të tjerë të qeverisë të publikojnë edhe filmime nga vizitat tek Doktorët.
