200 Kilos of Cocaine Seized in Albania

An international investigation by prosecutors in Belgium, Spain and Albania has led to the arrest of several suspects and the confiscation of 200 kilograms of cocaine in Albania.

Sources inside the office of Albanian General Prosecutor Ina Rama told Balkan Insight that the arrests made in southern Albania came “after the controlled delivery of the drugs, which were intercepted in Spain.”
Police put a GPS device on the truck in Spain to track the transport of the drugs and their delivery in Albania, where they were seized in the largest cocaine bust ever seen in the country.
The police operation and the seizure of the record quantity of cocaine comes amid growing cooperation between Albania’s general prosecutor’s office and counterparts in several EU countries, which has led to the seizure of several shipments of cocaine from South America in the past year.
In November eight kilos of cocaine from Bolivia were intercepted in the port of Durres, and five suspects were arrested.
The United Nations Office on Drug and Crimes, UNODC, in its 2011 report expressed increased concern about the passage of cocaine along Balkan smuggling routes.
According to the report, while most cocaine shipments from South America continue to be directed towards Western Europe, shipments to East European and Balkan countries are now being detected.
“This raises concerns about the development of new trafficking routes and/or the incorporation of cocaine into the range of products offered by traditional heroin trafficking groups operating along the Balkan route,” the report says.
Cocaine shipments via the Black Sea to Romania and via the Adriatic Sea to Montenegro have been observed in particular.
“The smugglers knowingly use the corruption, instability and institutional problems of some Balkan states,” says the report. “The best way to fight this phenomenon is improving the legal system and fight against corruption,” it added.

Der italienische 8.000-Tonner “Rosandra” wurde im Juni 1943 versenkt - Expedition präsentiert Aufnahmen vom Meeresgrund
Tirana - Eine von US-Amerikanern und Albanern gemeinsam durchgeführte Tauchexpedition ist vor der südalbanischen Küste erneut fündig geworden. Im Rahmen einer vierjährigen Mission entlang der Balkan-Küsten konnten bereits 18 Schiffswracks aufgespürt werden, die aus einem Zeitraum von der römischen Antike über das Mittelalter bis zum 20. Jahrhundert stammen. Der aktuelle Fund, den die RPM Nautical Foundation aus Florida nun präsentierte, stammt aus der Zeit des Zweiten Weltkriegs.
Die Unterwasserarchäologen vermuten, dass es sich dabei um das Wrack der “Rosandra” handelt, eines 8.000 Tonnen schweren Handelsschiffs, das unter italienischer Flagge fuhr. Das faschistische Italien, damals Besatzungsmacht in Albanien, wollte mit der “Rosandra” Versorgungsgüter zu Truppen in Griechenland transportieren. Im Juni 1943 wurde das Schiff jedoch vom britischen U-Boot “HMS Tactician” torpediert. Ehe sie sank, konnte die “Rosandra” noch bis auf 400 Meter an die Küste herangesteuert werden. Sechs Besatzungsmitglieder kamen bei dem Angriff ums Leben, die übrigen 173 konnten sich an Land retten. (red)

The e-mail confirmed it: everything was finally back on schedule after weeks of maddening, inexplicable delay. A 747 cargo plane had just lifted off from an airport in Hungary and was banking over the Black Sea toward Kyrgyzstan, some 3,000 miles to the east. After stopping to refuel there, the flight would carry on to Kabul, the capital of Afghanistan. Aboard the plane were 80 pallets loaded with nearly 5 million rounds of ammunition for AK-47s, the Soviet-era assault rifle favored by the Afghan National Army.

Reading the e-mail back in Miami Beach, David Packouz breathed a sigh of relief. The shipment was part of a $300 million contract that Packouz and his partner, Efraim Diveroli, had won from the Pentagon to arm America’s allies in Afghanistan. It was May 2007, and the war was going badly. After six years of fighting, Al Qaeda remained a menace, the Taliban were resurgent, and NATO casualties were rising sharply. For the Bush administration, the ammunition was part of a desperate, last-ditch push to turn the war around before the U.S. presidential election the following year. To Packouz and Diveroli, the shipment was part of a major arms deal that promised to make them seriously rich.

Reassured by the e-mail, Packouz got into his brand-new blue Audi A4 and headed home for the evening, windows open, the stereo blasting. At 25, he wasn’t exactly used to the pressures of being an international arms dealer. Only months earlier, he had been making his living as a massage therapist; his studies at the Educating Hands School of Massage had not included classes in military contracting or geopolitical brinkmanship. But Packouz hadn’t been able to resist the temptation when Diveroli, his 21-year-old friend from high school, had offered to cut him in on his burgeoning arms business. Working with nothing but an Internet connection, a couple of cellphones and a steady supply of weed, the two friends — one with a few college credits, the other a high school dropout — had beaten out Fortune 500 giants like General Dynamics to score the huge arms contract. With a single deal, two stoners from Miami Beach had turned themselves into the least likely merchants of death in history.

Dinner was at Sushi Samba, a hipster Asian-Latino fusion joint. Packouz was in excellent spirits. He couldn’t believe that he and Diveroli were actually pulling it off: Planes from all over Eastern Europe were now flying into Kabul, laden with millions of dollars worth of grenades and mortars and surface-to-air missiles. But as Packouz’s miso-marinated Chilean sea bass arrived, his cellphone rang. It was the freight forwarder he had employed to make sure the ammunition made it from Hungary to Kabul. The man sounded panicked.

“We’ve got a problem,” he told Packouz, shouting to be heard over the restaurant’s thumping music. “The plane has been seized on the runway in Kyrgyzstan.”
The arms shipment, it appeared, was being used as a bargaining chip in a high-stakes standoff between George W. Bush and Vladimir Putin. The Russian president didn’t like NATO expanding into Kyrgyzstan, and the Kyrgyzs wanted the U.S. government to pay more rent to use their airport as a crucial supply line for the war in Afghanistan. Putin’s allies in the Kyrgyz KGB, it seemed, were holding the plane hostage — and Packouz was going to be charged a $300,000 fine for every day it sat on the runway. Word of the seizure quickly reached Washington, and Defense Secretary Robert Gates himself was soon on his way to Kyrgyzstan to defuse the mounting tensions.

Packouz’s heart sank. There was not only an embargo against selling weapons manufactured in China: The Afghan contract specifically stipulated that Chinese ammo was not permitted. Then again, maybe AEY could argue that the ammunition didn’t violate the ban, since it had been imported to Albania decades before the embargo was imposed, back when Albania’s communist government had forged an alliance with Mao. There was precedent for such an argument: Only the year before, the Army had been delighted with Chinese ammo that AEY had shipped from Albania. But this time, when Diveroli wrote the State Department’s legal advisory desk to ask if he could use Chinese rounds made prior to the embargo, he received a curt and unequivocal reply: not without a presidential decree.
Given the deadline on the contract, there was no time to find another supplier. The Hungarians could fill half the deal, but the ammunition would not be ready for shipment until the fall; the Czechs could fill the entire order, but they wanted $1 million. Any delay would risk losing the entire contract. “The Army was pushing us for the ammo,” says Packouz. “They needed it ASAP.”
So the two friends chose a third option. As arms dealers, subverting the law wasn’t some sort of extreme scenario — it was a routine part of the business. There was even a term of art for it: circumvention. Packouz e-mailed Podrizki in Albania and instructed him to have the rounds repackaged to get rid of any Chinese markings. It was time to circumvent.
Alone in a strange city, Podrizki improvised. He picked up a phone book and found a cardboard-box manufacturer named Kosta Trebicka. The two men met at a bar near the Sky Tower in the center of town. Trebicka was in his late forties, a wiry and intense man with thick worker’s hands. He told Podrizki that he could supply cardboard boxes strong enough to hold the ammunition, as well as the labor to transfer the rounds to new pallets. A week later, Podrizki called to ask if Trebicka could hire enough men to repack 100 million rounds of ammunition by taking them out of metal sardine cans and placing them in cardboard boxes. Trebicka thought the request exceedingly odd. Why go to all that trouble? Podrizki fibbed, saying it was to lighten the load and save money on air freight. After extended haggling with Diveroli back in Miami, Trebicka agreed to do the job for $280,000 and hired a team of men to begin repackaging the rounds.
As he worked at the warehouse, however, Trebicka grew even more suspicious. Concerned that something nefarious was happening, he called the U.S. Embassy and met with the economic attache. Over coffee at a cafe called Chocolate, Trebicka confided that the ammunition was covered in Chinese markings. Was that a problem? Not at all, the U.S. official replied. The embassy had been trying to find the money to pay for demolishing the ammunition, so sending the rounds to Afghanistan would actually do them a favor. AEY appeared to be in the clear.
But greed got the better of Diveroli. In a phone call from Miami, he asked Trebicka to use his contacts in the Albanian government to find out how much Thomet was paying the Albanians for the ammunition. AEY was giving the Swiss arms broker just over four cents per round and reselling them to the Pentagon for 10 cents. But Diveroli suspected that Thomet was ripping him off.
He turned out to be right. A few days later, Trebicka reported that Thomet was paying the Albanians only two cents per round — meaning that he was charging AEY double the asking price, just for serving as a broker. Diveroli was enraged. He asked Trebicka to meet with his Albanian connections and find a way to cut Thomet out of the deal entirely.
Trebicka was happy to help. The Albanians, he thought, would be glad to deal with AEY directly. After all, by doing an end run around Thomet, there would be more money for everyone else. But when Trebicka met with the Albanian defense minister, his intervention had the opposite effect: The Albanians cut him out of the deal, informing AEY that the repackaging job would be completed instead by a friend of the prime minister’s son. What Trebicka had failed to grasp was that Thomet was paying a kickback to the Albanians from the large margin he was making on the deal. Getting rid of Thomet was impossible, because that was how the Albanians were being paid off the books.
Diveroli flew to Albania and tried to intervene to help Trebicka keep the job, but he didn’t have enough clout to get the decision reversed. Trebicka was stuck with the tab for the workers he had hired to repackage the rounds, along with a warehouse full of useless cardboard boxes he had printed to hold the ammo. Furious at being frozen out, he called Diveroli and secretly recorded the conversation, threatening to tell the CIA what he knew about the deal. “If the Albanians want to still work with me, I will not open my mouth,” he promised. “I will do whatever you tell me to do.”
Diveroli suggested that Trebicka try bribing Ylli Pinari, the head of the Albanian arms-exporting agency that was supplying the ammunition. “Why don’t you kiss Pinari’s ass one more time,” Diveroli said. “Call him up. Beg. Kiss him. Send one of your girls to fuck him. Let’s get him happy. Maybe we can play on his fears. Or give him a little money, something in his pocket. And he’s not going to get much — $20,000 from you.”
When Trebicka complained about being muscled out of the deal, Diveroli said there was nothing he could do about it. There were too many thugs involved on the Albanian end of the deal, and it was just too dangerous. “It went up higher, to the prime minister and his son,” Diveroli said. “This mafia is too strong for me. I can’t fight this mafia. It got too big. The animals just got too out of control.”
With things up in the air in Albania, Packouz was starting to feel the pressure. He was stressed out, working around the clock, negotiating multimillion-dollar purchases and arranging for transportation. It felt like AEY was under siege from all directions. So when the cargo plane had finally taken off from Hungary on its way to Kabul loaded with 5 million rounds of ammunition, Packouz had breathed a sigh of relief. Then the plane had been abruptly seized in Kyrgyzstan — and Packouz had been forced to swing into action once more, working the phones for weeks to get the ammo released. Fortunately, AEY had friends in high places. When Packouz contacted the U.S. Embassy in Kyrgyzstan, the military attache immediately wrote to the Kyrgyz government, explaining that the cargo was “urgently needed for the war on terrorism being fought by your neighboring Afghan forces.” Two weeks later, Defense Secretary Robert Gates traveled to Kyrgyzstan on a mission to keep supplies flowing through the airport there. Under pressure from top U.S. officials, the ammo was eventually released.
“I never did find out what really happened, or why the plane was seized,” says Packouz. “It was how things were done in international arms dealing. The defense industry and politics were extremely intertwined — you couldn’t do business in one without dealing with the other. Your fate depended on political machinations behind the scenes. You don’t even know whose side you were on — who you were helping and who you were hurting.”
With the plane released and the Albanian supply line secured, Packouz and Diveroli thought they finally had everything under control. Cargo planes filled with ammunition were taking off from airports across Eastern Europe. The military officials receiving the ammo in Kabul had to know it was Chinese: Every round is stamped with the place of manufacture, as any soldier knows. But the shipments were routinely approved, and there were no complaints from the Afghans about the quality of the rounds. The ammo worked, and that was all that mattered. Millions of dollars were being transferred via wire from the Pentagon into AEY’s accounts, and the $300 million contract was moving along smoothly. Diveroli was rich. Packouz was going to be rich. They had it made.

Burime të pakonfirmuara i thanë Koha. net se ndër të arrestuarit nga EULEX-i, përveç Nexhmi Krasniqit, janë edhe Refki Mazreku – Vandami, i vëllai i dëshmorit nga Malisheva, Ibrahim Mazreku, pastaj Besim Shurdhaj e Behlul Limaj, si dhe katër të tjerë. Arrestimin e Refki Mazrekut e konfirmoi edhe avokati i tij, Haxhi Millaku.
Ndërkohë agjencia Kosovapress shkruan se urdhër-arresti është lëshuar për 11 ushtarë të brigadës 121 - “Kumanova”, të Ushtrisë Çlirimtare të Kosovës, ndërsa thuhet se janë arrestuar katër prej tyre.
Policia e EULEX-it ka arrestuar disa zyrtarë të lartë të Policisë së Kosovës në rajonin e Prizrenit, në mesin e të cilëve edhe komandantin rajonal Nexhmi Krasniqi. Lajmi është konfirmuar edhe nga zyrtarë të lartë të EULEX-it. Të arrestuarit, sipas EULEX-it, akuzohen për krime të luftës. Arrestimet janë kryer me urdhër të gjykatësit të EULEX-it të procedurës paraprake nga gjykata e Qarkut të Prishtinës. Hetimet janë duke u kryer nën mbikëqyrjen e një prokurori të Prokurorisë Speciale të Kosovës.
Tre persona janë arrestuar nga policia e EULEX-it në rajonin e Prizrenit. Në komunikatën e shkurtër të EULEX-it, thuhet se personat e arrestuar dyshohen për krime të luftës në Kosovë. EULEX-i, njofton se ka pasur bastisje, por nuk ka cekur vendin se ku kanë ndodhur bastisjet.

Top entertainer Ibrahim Tatlises was fighting for his life Monday (March 14th) after being shot in the head at the weekend by an unidentified gunman. Tatlises’ assistant, Buket Cakici, who was accompanying him, was shot in the shoulder.
The 59-year-old singer was leaving the Beyaz TV Channel studio building in Maslak Nurol Plaza after performing in his music show when five men in a black car opened fire.
“Eleven shots were fired,” Mehmet Guclu, Tatlises’ long-time manager and close friend, told SETimes. “Two bullets hit Tatlises, and another two hit his assistant.”
“Ibo’s life is still in danger,” he added.
Nicknamed “Emperor” and “Ibo”, Tatlises has more than 30 albums to his credit, and his sales have reportedly surpassed 100 million records. He is also a producer, movie director, songwriter and businessman, and has been involved in construction projects in northern Iraq.
Turkish leaders expressed their shock and concern. President Abdullah Gul called on officials “to do everything necessary” to find the gunmen, while Prime Minister Recep Tayyip Erdogan issued a statement urging doctors to do whatever they can to save the singer’s life.
No group has claimed responsibility for the attack, but Turkish media have speculated about possible culprits and motives.

BERLIN taz | Das oberste Kassationsgericht Rumäniens hat bestätigt, dass der Vizepräsident des Senats, Dan Voiculescu, ein inoffizieller Mitarbeiter der politischen Geheimpolizei Securitate war. Bereits vor fünf Jahren hatte der Landesrat für das Studium der Securitate-Archive, wie die rumänische Gauck-Behörde offiziell heißt, eine Mitteilung erlassen, in der Voiculescu als IM bezeichnet wurde.
Der Fall stieß in der rumänischen Öffentlichkeit auf ein breites Interesse. Zahlreiche Zeitungen zitierten aus den unter dem Decknamen “Felix” verfassten Berichten Voiculescus, in denen er politisch verfängliche Details über Verwandte, Bekannte und Ausländer an den Geheimdienst des Ceausescu-Regimes übermittelt hatte. Voiculescu setzte sich zur Wehr. Seine Anwälte klagten gegen die von der rumänischen Gauck-Behörde vorgelegte Bestätigung seiner Agententätigkeit. Hinzu kam ein Heer von Journalisten seines Medienimperiums, die den Auftrag erhielten, eine Verharmlosungsschlacht im Sinne ihres Brotgebers vom Zaun zu brechen.

Die beiden Söhne des gestürzten ägyptischen Präsidenten Hosni Mubarak erhielten eine stattliche Provision, für die Unterstützung eines kontroversen Gasgeschäftes zwischen Ägypten und Israel. Eine kuwaitische Zeitung berichtet, sie hat geheime Dokumente über Gamal und Alaa Mubarak vom ägyptischen Innenministerium zugespielt bekommen, welche die Geschäfte der Mubarak-Familie genauer beleuchtet. Weitere Dokumente zeigen, Gamal befahl dann einen Bombenanschlag aus Rache.

Aus den Dokumenten geht hervor, es fanden Verhandlungen zwischen israelischen Offiziellen, dem ehemaligen Ölminister Sameh Fahmi und Hussein Salem, eine enger Geschäftsfreund der Mubarak-Familie, im Januar 2005 statt.
Gamal Mubarak verlangte anfänglich 10 Prozent Kommission, aber er willigte dann auf die Hälfte ein, während sein älterer Bruder und Salem 2,5 Prozent akzeptierten. Bei dem Geschäft, das im Mai dann unterzeichnet wurde, ging es um ein Volumen von 2,5 Milliarden Dollar! Insgesamt 7,5 Prozent wären 187,5 Millionen Dollar Schmiergeld.

Bei dem Vertrag geht es um die Lieferung von jährlich 1,7 Milliarden Kubikmeter Erdgas an Israel, über eine Laufzeit von 15 Jahren, die von einem israelisch-ägyptischen Konsortium, die East Mediterranean Gas (EMG) mit der Israeli Electric Company (IEC) vereinbart wurde. Das Gas wird für die Stromerzeugung in Israel benutzt.
Am vergangenen Dezember haben vier israelische Firmen einen Liefervertrag über 20 Jahre unterschrieben, im Wert von 10 Milliarden Dollar, um ägyptisches Erdgas zu importieren.
Aber bei dieser Geschichte geht es nicht nur um das Absahnen von einer gigantischen Summe durch die Söhne von Mubarak, sondern es kamen noch viel skandalösere Informationen zu Tage.

Aus einer geopolitischen Betrachtung gesehen, sind die Ereignisse auf der arabischen Halbinsel viel wichtiger, als was in Libyen gerade passiert. Der Fokus der Weltöffentlichkeit ist jetzt auf Libyen gerichtet, aber der Ausgang der Demonstrationen in den Ländern am Persischen Golf ist eigentlich entscheidend. Die Unzufriedenheit in Bahrain, Saudi Arabien, Oman, Jemen und auch neu in Kuwait, darf nicht ausser Acht gelassen werden und was dort passiert ist massgebend für die Region und für die Welt. Die grosse Frage lautet, wird Washington dadurch seinen Einfluss dort verlieren und der Iran seinen erweitern?
Seit dem Fall des Osmanischen Reich, hat der Westen versucht den Einfluss des Iran auf die Golfregion einzudämmen. Zuerst Gross- britannien und dann die Vereinigten Staaten, die kontinuierlich die Länder auf der arabischen Halbinsel beeinflusst und deren Machthaber am Ruder gehalten haben. Es ging nicht nur um die wichtigen Ölressourcen, sondern auch um eine vermeintliche Dominanz des Iran zu verhindern. Das gipfelte in der Entfernung der demokratisch gewählten iranischen Mossadeq-Regierung und Einsatz des prowestlichen Diktators Schah Mohammad Reza Pahlavi, ein Umsturz bekannt unter dem Namen „Operation Ajax“ der CIA.
Es war immer schon die Politik der Westmächte, die Region aufzuspalten und gegeneinander aufzuhetzen. Deshalb wurde auch die Marionette des Westens, Saddam Hussein, dazu animiert, einen Krieg gegen den Iran anzuzetteln. Es ging darum, den Iran mit einem Krieg zu schwächen. Sie lieferten dem Irak alle erdenkliche Unterstützung, mit Waffen, Logistik und Beratung, um den Krieg der acht Jahre andauernde zu führen, der Millionen von Opfern auf beiden Seiten kostete.

Vandalism of Kosovo Public Property Condemned
Officials in Pristina complain that a lack of civic pride is resulting in widespread damage to, and theft of, public property.

Within months of installing 500 garbage bins across Pristina, the municipality has been forced to replace 50 of them after they were destroyed by vandals.
Agim Gashi, director of the city’s public services, said it was a symptom of the lack of civic sense in the city, which is also suffering from a spate of manhole cover thefts. “Those responsible for damaging public property are hooligans,” he said.
The Daqa company from Ferizaj is obliged to replace the manholes and maintain them for 12 months, according contract.
Gashi said he was disappointed that a project which had been demanded by citizens is proving so problematic. “This is a larger problem,” said Gashi, adding that the capital faced similar problems with a range of public property.
“How many manhole covers have we replaced in town and how many continue to be stolen?” Gashi asked. “I am just angry that we have to go back to the same projects and spend the money again.”
Gashi said he feared some people in the community were clearly not interested in protecting their own surroundings “Everything starts from your home,” he said, noting that the municipality has been trying in vain to create community groups across the capital that would take care of their areas.
“You can’t even find someone from a building where some 40 families live who is willing to protect their environment and the building,” Gashi complained.

Here in Montenegro, I am sitting in a little place called Petrovats, a thin strip of beach densely thatched with bodies – old and young, fit and fat. People have come here to get their salt and sunshine intake for the coming year. The mountains really are dark, the sea is blue-green. The fact that it’s a little bit dirty and there’s garbage lying in every convenient cleft as if I’m back in Moscow can be explained by the fact that these are the last traces of communism: Almost everywhere the Communists were in power for a long period of time, the habit of fouling nature remains. In any event, Montenegro is no dirtier than Croatia and significantly cleaner than Albania where the coastal zones look like industrial tips. The little houses in Montenegro are cozy and well furnished; the restaurants aren’t terribly expensive and the quality is good. This is still a territory that very recently was involved in a full-scale war, but Montenegro is already in the Euro-zone; its borders with Croatia and Bosnia – not so long ago enemies – are entirely open and there’s a railway link to Belgrade.

Kosovo, Serbia to Begin Talks in Brussels
Belgrade and Pristina are set to commence direct talks in Brussels on Tuesday, the first such dialogue since Kosovo declared its independence from Serbia in February 2008.

Under the aegis of the EU, the two sides will focus on solving practical problems and improving the everyday life of people living in Kosovo, and will avoid the big questions such as status and official apologies.
The precise agenda, however, has still not been made public, with negotiators from both sides citing missing persons, telecommunications, land, and aviation as potential topics.
While the international community has repeated many times that Kosovo’s status is final and not up for negotiation, Serbian officials still hope that the initial so-called light topics will re-open the issue of status at one of the later rounds.
Kosovo, meanwhile, is firm in its stance that talks can only cover technical matters. Speaking at a parliament session in Pristina on Monday, Deputy Prime Minister Edita Tahiri, who will lead the Kosovo delegation, said that she would not drop her 20 years of experience in politics by going to Brussels and endangering Kosovo’s independence.
“I am going there to further strengthen the independence and our relations with USA and EU,” said Tahiri.
The Serbian team will be led by Borislav Stefanovic, political director of Serbia’s Foreign Ministry.
The EU has committed itself to facilitating the dialogue, but says it won’t intrude on the content and agenda, which Belgrade and Pristina are expected to agree upon. Senior British diplomat Robert Cooper is the EU facilitator who will chair the meetings based on the agreed agenda.
The first round of talks will last for the two days in Brussels, with officials from all sides saying that the negotiations will continue as long as is necessary.
“The sessions will most likely take place every two or three weeks,” Stefanovic told reporters in Belgrade.
EU foreign policy chief Catherine Ashton told Serbian daily Politika on Monday that solving problems through dialogue and negotiations is the European way.
“One of the objectives of the negotiations is to bring Pristina and Belgrade closer to Europe,” the daily quoted Ashton as saying.
As both Pristina and Belgrade are keen to join the EU, the bloc has been pushing the two sides to talk since September, after the UN General Assembly adopted its latest resolution on Kosovo, on which the dialogue will be based.
Talks were put on hold, however, as political turmoil worsened in Kosovo following the resignation of President Fatmir Sejdiu and the calling of early elections. The two sides have been waiting for a new government to be formed in Kosovo following December 12 polls, which happened in late February.
The talks come several months after Council of Europe human rights rapporteur Dick Marty released a report alleging that abductions, disappearances, executions, organ trafficking, and other serious crimes were coordinated by leading members of the Kosovo Liberation Army, including current Prime Minister Hashim Thaci.
Some observers expect the harvesting will overshadow the start of talks, with the Serbian delegation expected to insist on an investigation as an immediate priority.

Eksperti për Ballkanin, Franz Lottar Altmann, vlerëson se “shqiptarët kanë një raport shumë pozitiv me SHBA-në”, por, sipas tij, dikush edhe mund të shkëputet fare qartë prej kësaj, “preket prej propagandës islamiste dhe vendos të ndërmarrë aksione të tilla kundër amerikanëve”.
Ndërsa duke folur për rastin e vrasjes së dy ushtarëve amerikanë në Aeroportin e Frankfurtit, Altmann thotë se vetëm fakti që një i ri nga Kosova, i cili ishte marrë intensivisht me përmbajtje islamiste në internet, shkaktoi “njëfarë tronditjeje”, sepse dëgjon vazhdimisht të flitet për lidhje të karakterit mafioz nga Kosova në vendet e Bashkimit Evropian.
“Kjo ishte një lidhje shumë e mbrapshtë, që u vendos në publik”, tha ai në një intervistë për “Deutsche Welle”.
“Pati irritime, por nga organet hetuese u konstatua: nuk ka lidhje me Kosovën apo me Shqipërinë. Kjo u prit shumë pozitivisht para së gjithash prej politikanëve, sepse kjo do ta kishte shtyrë gjithë diskutimin për Ballkanin dhe para së gjithash për Shqipërinë dhe për Kosovën në një drejtim shumë të keq”, theksoi Altmann.
Sipas tij, deri tani ishte përshtypja se ndër shqiptarët mbizotëronte mendimi, se miqtë më të mirë të Shqipërisë apo të Kosovës janë amerikanët. Ky i ri, Arid Uka, shtoi Altman, me sa duket është çuar në udhë të gabuar nga propaganda islamiste, jo nga Kosova a Shqipëria, po nga drejtime shumë antiperëndimore, dhe, siç thotë profesori Altman, duket se i riu ka qenë fort i impresionuar prej saj.
Ai thotë se në këtë kuptim është një rastësi jofatlume, që i riu ishte nga Kosova, i cili është nxitur në udhë të gabuar nga propaganda islamiste.
Sa i përket mundësisë që të ketë njerëz me të njëjtat karakteristika të cilët duan ta imitojnë veprën, Altmann thotë se “kjo është e mundshme”, por ata nuk duhet të jenë detyrimisht persona nga hapësira shqiptare.
“Këtë nuk e besoj, pasi, sikurse thatë me të drejtë, në fakt shqiptarët kanë një raport shumë pozitiv me SHBA në”, tha Altmann, duke shtuar se mund të ketë kopjime të kësaj vepre, por kjo nuk ka të bëjë me atë, që këta persona mund të jenë nga Kosova ose nga Shqipëria.

Guten Abend Deutschland,
gerade ist der erste Teil des Vorabdrucks meiner Memoiren im Spiegel erschienen, da haben sich schon briefkorbweise wohl- und übelmeinende Kritiküsse zu Wort gemeldet.
Leider fand ich darunter auch solche:
- Da sieht man deutlich, was diesem grünen Schleimer und Opportunisten Moral wert war/ist. Er hätte die Bürger wahrscheinlich - genauso wie das Merkel auch wollte - in den Krieg geschickt. Wie gut, daß ich den Grünen längst den Rücken gekehrt habe.
- Fischer ist ein Schleimer, war ein Schleimer, bleibt ein Schleimer. Es gibt kein Spiegel in den er schauen kann, vorher geht dieser. Eine weiche 68 Generation er ist ein nichts.
- Der Taxifahrer wollte Weltpolitiker spielen. Sieben Jahre ist ihm das sogar gelungen. Da er aber komplett von Madame Albright eingesackt war, konnte er nur nach amerikanischer Vorgabe auflaufen.
- Zwei Hasadeure die Deutschland schwer geschadet haben und zwangsvergessen sind. Fischer sollte sein Buch einen Toilettenpapierhersteller anbieten damit sich am Ende zwei gleiche Komponenten vereinigen.
- Jetzt beschmiert er auch noch unschuldiges Papier - abstoßend, der Fischer und Schläger der Nation.
- Muß denn jeder Dödel hier im Land seine Mmoiren schreiben? Ausgerechnet auch noch ein Hausbesetzer übelster Sorte, Polizistenprügler und Steinewerfer. Heute würde man so einen Typen Terroristen nennen. Und übrigens, warum regt er sich darüber eigentlich auf? Wollte er gerne im Irak-Krieg mitmachen dieser Verräter? Ich würde so manchem in diesem Land mal raten, sie sollten besser doch mal die Klappe haltn
Bevor ich auf diese extrem unsachliche und völlig daneben liegende Kritik eingehe, ein paar Vorbemerkungen:
Ich habe es für erforderlich gehalten, nach dem 1. Teil meiner Memoiren, die vor ein paar Jahren unter dem Titel:
„Mein Langlauf zu mir selbst von links nach rechts - Bekenntnisse eines ehemaligen Putzgruppenmitglieds“
erschienen, nun den zweiten Teil meines politisch ach so bedeutungsvollen und Ehe-reichen Lebens einer breiten Öffentlichkeit bekannt zu machen.
Das war insbesondere geboten, weil ich nach meinem Abschied vom Amte des Bundesaußenministers (der beste, den Deutschland je hatte), etwas aus dem Rampenlicht der Öffentlichkeit und der Medien - abgesehen von der Regenbogenpresse - verschwunden war. Ein derartiger Zustand ist natürlich für ein „politisches Alpha Tier“ , wie ich es nun einmal war – und bin - nur schlecht zu verknusen.
In meinem neuen Memoirenband werde ich im Einzelnen darlegen, wie ich zum engen Freund der damaligen US- Außenministerin Madeleine Albright wurde, insbesondere nachdem ich es geschafft hatte, mit dem (an den Haaren herbeigezogenen) Auschwitz-Vergleich den Einsatz der Bundeswehr im Jugoslawienkrieg zu rechtfertigen.

Das führte dazu, dass meine „grüne Kinderschar“ im Bundestag – abgesehen von dem Berufsnörgler Ströbele - sich auf meine US-Seite schlug.
Deutsche Exporte in die USA lagen mir am Herzen
Dabei war natürlich wichtig, dass die USA für viele deutsche Großkonzerne, darunter auch BMW, für die ich jetzt als “Klinkenputzer” unterwegs bin, ein extrem wichtiger Markt ist, und gute Beziehungen mit den USA daher von essentieller Bedeutung sind.
Das wäre auch beim Irakkrieg gutgegangen, wäre mir nicht der Gasprom-Schröder mit seiner voreiligen strikten Ablehnung einer deutschen Teilnahme an einem Irakkrieg auf einer Wahlkampfrede in Goslar in den Rücken gefallen.
Das habe ich ihm bis heute nicht verziehen.
Ich schreibe daher in meinen hochwichtigen, und zum Geschichtsverständnis extrem bedeutsamen Memoiren:
„Damit war unser Spielraum im Sicherheitsrat auf null reduziert worden. Durch die Rede des Kanzlers befanden wir uns in einer Situation des „Alles oder Nichts’, und genau eine solche Lage hatte ich immer vermeiden wollen. Kurzum, ich war bedient, und zwar richtig.“
Es folgten in den Tagen danach verschiedene, längere Vier-Augen-Gespräche mit Schröder, in denen ich meine Furcht vor einer möglichen Isolation der deutschen Regierung im Sicherheitsrat erläuterte. Sollte Frankreich und vielleicht auch Russland und China auf unserer Seite sein, so hätten wir kein Problem. Was aber, wenn wir mit unserem Nein am Ende allein mit Syrien dastünden?
Im Vertrauen: Das ist natürlich nur vorgeschoben, denn wir wussten durch unsere Geheimdienst-Informationen längst, dass weder Frankreich, noch China im Traume daran dachten, ihr Plazet zu geben.
Auch wussten wir natürlich über den BND, dass im Irak keinerlei Massenvernichtungswaffen vorhanden waren, und die USA ein Lügengebäude zurechtzimmerten.
Aber ein bisschen Geschichtsklitterung muss auch bei solchen Memoiren dabei sein, um mich in einem besonders positiven Licht erscheinen zu lassen.
Mehr möchte ich jetzt noch nicht verraten, denn es soll ja ein Bestseller werden.
Ich sage jetzt erst einmal: Gute Nacht Deutschland, Ihr dürft Euch auf meine Memoiren 2. Teil freuen.
