| LONDON — London’s Times newspaper writes today that the Marty document has “created panic” inside the EU mission in Kosovo, the BBC reports. The CoE investigator’s report named Kosovo Albanian PM Hashim Thaci as responsible for kidnappings of Serb and other civilians in Kosovo in 1999 and 2000, whose organs were extracted to be sold in the black market.This could lead to the situation where the EU mission will investigate the head of a government that welcomed its presence, said the BBC in its report.Thus EULEX quickly made it know that it “may not have the jurisdiction” - because while perpetrators did come from Kosovo, the body parts were removed in Albania. They also believe that in the case is “pure organized crime” - then Albanian authorities could investigate it.But if there are elements of war crimes, the case could end up with EULEX, whose representatives have up until this point been silent on the accusations leveled against Thaci.Anthony Dworkin of the European Council on Foreign Relations however spoke for the newspaper to say that crimes described in the Marty report could qualify as war crimes, noting that it is necessary for a crime to occur in the context of armed conflict in order to be considered a war crime, and saying that “this was certainly the case in Kosovo in 1999″.Dworkin also said that some accusations in the report concern the treatment of Serb prisoners, and any “mistreatment, let alone killing or harvesting of prisoners’ organs, is a war crime”.
This expert also noted that the report contains allegations of organized crime activities, which fall under the jurisdiction of national courts. Since the Hague Tribunal has stopped issuing new indictments, says Dworkin, that would mean that EULEX, “and the authorities in Tirana”, are now responsible for starting legal proceedings. In case those fail to react appropriately, he mentioned a third, but “less likely alternative”: “The concept of universal jurisdiction allows third countries to start investigations and put on trial persons accused of war crimes or crimes against humanity, for which there is no statute of limitation,” said he, but noted that in the past couple of years these processes have become scarce thanks to “politically problematic and controversial” cases in Belgium, Spain and Britain. Dick Marty also said in his report that international officials deployed in Kosovo knew about the crimes of the so-called Kosovo Liberation Army (KLA), including their involvement in human organ trafficking, but kept quiet - “in the interest of stability”. Dworkin does not believe that these international officials will now be criminally prosecuted, since there would have to be proof that they could have prevented the crimes, or that they were accomplices. |

A report accusing Kosovo’s political leaders of organ-trafficking has sent shockwaves around Europe and, as the BBC’s Central Europe correspondent Nick Thorpe explains, pressure is growing on the author to back up his allegations.
By May this year, Dick Marty’s investigation into alleged organ trafficking and other crimes in Kosovo and Albania was getting nowhere, according to well-placed sources in Kosovo, Serbia, and Strasbourg.
The Swiss politician, working for rights group the Council of Europe, had made several trips through the region, but had been frustrated at every turn.
Constant leaks from the War Crimes Prosecutor’s office in Belgrade damaged Serbia’s own investigations into the allegations, leading some senior figures in Belgrade to despair of ever finding the truth.
The Albanian authorities consistently refused to co-operate with Serbian requests to investigate alleged mass grave sites in Albania.
War-crimes investigators from Eulex (European Union Law and Justice Mission in Kosovo) told Mr Marty that the organ allegations were a gruesome “fairytale”.
They said the claims were distracting attention from the real task of finding some 1,861 people still registered as missing from the conflict in the region - two-thirds of them Kosovar Albanians.
‘Dozens of sources’Mr Marty went from door to door, in a convoy of highly visible vehicles. His report was due to be published as early as June, but its prospects seemed as dark as the sunglasses of his bodyguards.
Kosovo PM Hashim Thaci is named 27 times in the highly critical report
Observers expected a political statement urging all governments to do more and predicted little actual progress. Then something happened.
Mr Marty appears to have discovered enough evidence to delay publication until the Swiss senator felt he had gathered enough to proceed.
Paragraph 23 of Mr Marty’s draft report, published this week, states: “We have obtained testimonial and documentary accounts from several dozen primary sources, notably including: combatants and affiliates of various armed factions that participated in the hostilities in Kosovo; [and] direct victims of violent crimes committed in Kosovo and the surrounding territories.”
Paragraph 44 notes: “According to our insider sources the KLA [Kosovo Liberation Army] fought just as hard, and devoted arguably more of its resources and political capital, to maintain its advantage over its ethnic Albanian rival factions as it did to carry out co-ordinated military actions against the Serbs.”

British troops suffered critical munitions shortage
An official report into Nato’s campaign against Serb troops in Kosovo has revealed that British forces almost ran out of munitions during the conflict.

The National Audit Office report - leaked to BBC Radio Four’s Today programme - also criticises some of the equipment and medicines issued to service personnel.
The Ministry of Defence refused to comment on a leaked report but pointed to the success of the campaign, which it says had met all its objectives.
Last month Kosovo debriefing reports seen by Today revealed criticism by the officers on the ground, of an operation hailed by generals and politicians as a great success.

UN in Kosovo Accused of Coverup of Organ Trade & Press Beating, Silent

UNITED NATIONS, December 27 — Accused of covering up the harvest and sale of organs of prisoners of war in Kosovo, the UN has had nothing to say for the past 11 days. Nor has it commented on reports of the beating of a journalist directly in front of its UNMIK headquarters in Pristina for the past five days.
On December 27, the UN simply ignored the organ question altogether. Back on December 16, Inner City Press asked Secretary General Ban Ki-moon’s acting Deputy Spokesman Farhan Haq:
Inner City Press: I wanted to know if the UN system or UNMIK [United Nations Interim Administration Mission in Kosovo] has any response to this Council of Europe report saying that Kosovo’s Prime Minister [Hashim] Thaci was involved in an organ-trading ring — and that the UN knew that, that’s one of the allegations.
Acting Deputy Spokesperson Haq: We are aware of the report; we’ve seen the reports coming out from the Council of Europe and are studying what they have to say. At this stage, there is nothing further to say by way of response, but obviously we’ll continue to study it and may have a response down the line.
Ten days later, with the UN not having said anything even as the charges grew more specific, Inner City Press asked Haq and Ban’s main spokesman Martin Nesirky, who unilaterally canceled all noon press briefings for this week, the following question in writing:

The question was submitted on December 26, with a deadline of 12:30 pm on December 27. But an hour before that deadline, Haq responded only that “UNHQ is closed on Monday.”

But has UNMIK in Kosovo been closed for the past ten or five days? Given the ten days of non response to the December 16 question, and the five days of non response to the December 23 question about the beaten reporter, the snow (job) is the issue. On December 23, Inner City Press had asked Haq:

A regional press group has put out call saying that, you know, this is a… that attacks on journalists must cease in Kosovo. But I am wondering, particularly given [that] it happened in front of UNMIK, whether UNMIK has had anything to say about that?
Acting Deputy Spokesperson Haq: I am not aware of any recent communications by UNMIK, but we can check with them.
Apparently, in the five days after, Haq never did check with UNMIK. Watch this site.

At UN, As Serbia Complains of Telecom Cut in Kosovo, Few Are Listening

UNITED NATIONS, November 12 — While the UN’s reports on Kosovo and the resulting public Security Council sessions, 18 speeches and out, have become routinized, there are still interesting factoids which emerge. In the meeting of November 12, Serbian Foreign Minister Vuk Jeremic complained that in late September
“armed teams of ethnic Albanians brought down Serbia Telecom’s mobile and fixed telephony network in South Kosovo… immediately affect[ing] approximately 100,000 South Kosovo Serbs, disrupting their ability to communicate beyond their enclaves - a serious breach of contemporary humanitarian norms… with hospital officials in Gracanica ascribing several fatalities to the inability of patients to call for help.”
When the meeting was over, Inner City Press asked Jeremic to go to the stakeout area on camera and take questions on this and other matters. He declined, indicating that the session was routine.
When another journalist asked him to respond to the charge by US Deputy Permanent Representative Rosemany DiCarlo that Serbia is calling for boycotting elections in Kosovo, he quipped, how can one call for a boycott of a country which doesn’t exist?
DiCarlo, on the other hand, said that 71 countries have now recognized Kosovo, and that its sovereignty and borders can no longer be questioned.

“We Bombed The Wrong Side” (General Lewis Mackenzie)
In my previous articles I have portrayed Kosovo with quite dark colours. I have summarized Kosovo
“as Serbian province, occupied and now international protectorate administrated by UN Kosovo mission; as quasi-independent pseudo-state has good change to become next “failed” or “captured” state; today’s Kosovo is already safe-heaven for war criminals, drug traffickers, international money laundry and radical Wahhabists – unfortunately all are also allies of western powers”.
This description can naturally be seen as individual biased view without any connection to reality. However the process which began before Xmas may lead similar outcome in western mainstream media too. Investigations conducted by the Swiss diplomat, Dick Marty on behalf of the Parliamentary Assembly of the Council of Europe (PACE) have revealed the true picture of Kosovo’s prime minister Hashim Thaci. In his report to the PACE’s Commission, Thaci is presented as the leader of a criminal gang engaged in the smuggling of weapons, the distribution of illegal drugs throughout Europe and the selling of human organs for unlawful transplantation. The Swiss senator conducted a two-year inquiry into organised crime in Kosovo after the Council of Europe mandated him to investigate claims of organ harvesting by the Kosovo Liberation Army (KLA) after the war with Serbia ended in 1999.
Western intelligence agencies warned that Hashim Thaci ran an organised crime network in the late 1990s, they knew the KLA were criminals running the drug, slave, and weapons rackets throughout Europe, they knew the KLA was supported by Osama bin Laden (with whom Thaci met personally in Tirana in 1998 to plan the jihad in Kosovo. Despite this Western political leaders backed his Kosovo Liberation Army and its members were transformed as “freedom fighters”.
The case related to organ trafficking is now in Pristina court, according Swiss sources PM Thaçi has been prohibited from entering Switzerland “for a certain period of time”, investigations are called for allegations that sums originating from organ trafficking in Kosovo and Albania had been deposited in Swiss bank accounts. Swiss Foreign Minister Micheline Calmy-Rey has reportedly decided not to receive an award given by the Kosovo Embassy and members of the Kosovo diaspora, for her contribution to the recognition of Kosovo’s independence. The award ceremony was planned to be held on 21. December, 2010 for her contribution to the recognition of Kosovo’s independence. (Source: Euractiv )
Organ trafficking case
In April 2008 Madam Carla Del Ponte, the former Chief Prosecutor of the International Criminal Tribunal for the former Yugoslavia (ICTY), published a book “La caccia – Io e i criminali di guerra”. In the book, almost ten years after the end of the war in Kosovo, there appeared revelations of trafficking in human organs taken from Serb prisoners, reportedly carried out by leading commanders of the Kosovo Liberation Army (KLA). Now the report, “Inhuman treatment of people and illicit trafficking in human organs in Kosovo” , for Council of Europe Parliamentary Assembly (PACE), prepared by Swiss prosecutor-turned-politician Dick Marty, expands on allegations made by Mrs. Del Ponte.
The PACE report claims that civilians – Serbian and non-KLA-supporting Kosovan Albanians detained by the KLA in the 1999 hostilities – were shot in northern Albania and their kidneys extracted and sold on the black market. It names Hashim Thaçi, the former leader of the KLA and Kosovo’s prime minister, as the boss of a “mafia-like” group engaged in criminal activity – including heroin trading – since before the 1999 war.
A Council of Europe report into organ trafficking in Kosovo linked the Medicus case to a wider criminal network in the Kosovo Liberation Army (KLA), which began trading in organs in 1999. A faction within the rebel guerilla army loyal to Thaci has been accused of overseeing a racket involving Serb captives. A “handful” were said, in the report, to have been shot in the head, then had their kidneys extracted. It is believed the kidneys were flown to Istanbul in ischemia bags. Thaci has strongly denied the claims. I also touched on a matter in my article New Cannibalism in Europe too? a couple of years ago.
In November 2008 police raided the property of Medicus clinic in a deprived suburb near the Kosovan capital Pristina. Patients from Canada, Germany, Poland and Israel had received organ transplants at the clinic. Victims were promised up to $20,000, while recipients were required to pay between €80,000 and €100,000 euros. But despite promises of payment the donors had left empty-handed; up to 30 victims lost their kidneys in the clinic in just eight months in 2008. The key player of is Dr. Yusuf Ercin Sonmez from Medicus clinic has been a key player in the unscrupulous organ market for more than 10 years.
A Washington-based intelligence source said the kidneys were sold to Dr. Sonmez, a 53-year-old medic. It was then that the Turkish doctor was said to have struck up a relationship with Kosovan Albanians, who, investigators believe, are implicated in the Medicus clinic case which unfolded in the confirmation hearing case on December in Pristina district court. However the present case is limited to Medicus clinic and its links to a wider network of Albanian organised criminals and events a decade ago will hopefully take place in wider trial. EU’s EULEX-operation in Kosovo will from its side examine allegations that the country’s prime minister is the head of a “mafia-like” criminal network linked to organ trafficking. if there is sufficient evidence against Thaçi or the other senior government figures implicated in the report, they could face prosecution even though most crimes are alleged to have taken place in Albanian territory. Whitewashing Organized Crime
War crimes related to organ scandal are only minor by-plot in context of organized crime in Kosovo during last decade. KLA’s transformation from OC-/terrorist group to freedom fighters was an amazing media victory which guaranteed the occupation and later capturing of Kosovo.
Neil Clark in his column Kosovo and the myth of liberal intervention - in the Guardian describes very well this hoax:
It was the KLA’s campaign of violence against Yugoslav state officials, Serbian and Kosovan civilians in 1998, which led to an escalation of the conflict with the government in Belgrade, with atrocities committed on both sides. The report is a damning indictment not only of the KLA but also of western policy. And it also gives lie to the fiction that Nato’s war with Yugoslavia was, in Tony Blair’s words, “a battle between good and evil; between civilisation and barbarity; between democracy and dictatorship”.
On 1999 the Western media was full of stories of mass graves and brutal rapes. U.S. officials claimed that from 100,000 up to 500,000 Albanians had been massacred. In 78 days the Pentagon dropped 35,000 cluster bombs, used thousands of rounds of radioactive depleted-uranium rounds, along with bunker busters and cruise missiles. Expecting to find bodies everywhere, forensic teams from 17 NATO countries organized by the Hague Tribunal on War Crimes searched occupied Kosovo all summer of 1999 but found a total of only 2,108 bodies, of all nationalities. Some had been killed by NATO bombing and some in the war between the UCK and the Serbian police and military.
| Number game as cause of Nato’s attack on SerbiaAccording the Kosovo “Book of the Dead”, the equivalent of the Bosnia “Book of the Dead” by London based Bosnian Institute which finally counted the slain, has since the Kosovo war been able to establish a total about 10,000 dead or “permanently missing” (i.e. dead), of which just under 5000 are Albanians, and the rest Serbian, other minorities, or ethnicity not known. So as Albanians made up around 50% off the dead despite making up 85% of the population, they suffered proportionately much less in terms of deaths than any other group. I would draw following time axis about some core events with this campaign:
- U.S. practising intervention first in the Bosnian War 1992-95 and selecting terrorist/OC-groups to U.S. allies (More e.g. Srebrenica again – Hoax or Massacre? and Krajina – Victory with Ethnic Cleansing )
- Racak fabrication and “humanitarian intervention” aka since WWII first ever full scale bombing operation in center of Europe 1999 ( High pressure to fabricate Racak reports and 10th anniversary of Nato’s attack on Serbia )
- Guaranteeing results with pogroms 1999-2004 creating one of the biggest refugee problem in Europe by complete ethnic cleansing Serbs out of Kosovo ( Forgotten Refugees – WestBalkans and Kosovo March/February 17th: Pogrom with Prize )
- Creating a quasi-independent puppet state for safe haven for terrorists and OC ( e.g. Quadruple Helix – Capturing Kosovo and Balkan Route – Business as usual )
- Today’s outcome a frozen conflict and captured pseudo-state (more e.g. Kosovo: Two years of Pseudo-state );
- As side result U.S. created Bondsteel, one of the biggest U.S. military base in center of Europe – completely outside European/international jurisdiction – to serve also as secret torture/detention/investigation center of CIA.
In the bottom line - so far at least temporary – U.S. State Department and their British lapdogs were responsible for orchestrating or facilitating events mentioned above. For background information I recommend a video “General Lewis Mackenzie: We Bombed The Wrong Side”, anyway the headline of video is not so far from my point of view.
OC-connection well known
Thaçi and other members of his inner circle, Marty avers, were “commonly identified, and cited in secret intelligence reports,” published by the German secret state agency, the Bundesnachrichtendienst or BND “as the most dangerous of the KLA’s ‘criminal bosses’.” Trading on American protection to consolidate political power, thus maintaining control over key narcotics smuggling corridors, the special rapporteur writes that “having succeeded in eliminating, or intimidating into silence, the majority of the potential and actual witnesses against them (both enemies and erstwhile allies), using violence, threats, blackmail, and protection rackets,” Thaçi’s Drenica Group have “exploit[ed] their position in order to accrue personal wealth totally out of proportion with their declared activities.” Indeed, multiple reports prepared by the U.S. DEA, FBI, the BND, Italy’s SISMI, Britain’s MI6 and the Greek EYP intelligence service have stated that Drenica Group members “are consistently named as ‘key players’ in intelligence reports on Kosovo’s mafia-like structures of organised crime.”

Reliable and highly informed sources at the Institute for European Policy based in Germany, in a 2007 report commissioned for the German Armed Forces, indicated that the three leading Kosovo politicians, Ramush Haradinaj, Hashim Thaci and Xhavit Haliti, are “persons protected by the international community although they are deeply involved in all of these affairs.”Already in 2000, according to Interpol Kosovo criminals, illicit profits of 2 billion euros were laundered through more than 200 banks. The current data show much higher earnings, and this without considering the investments in the building sector, the purchase of shares and other activities. In relation to the drugs issue, according to the Italian journalist Roberto Saviano, in an interview in 2009, the Albanian mafia in Kosovo chiefs “dream” about turning the province into “a European Colombia.”
“In order to achieve this, they wish to genetically engineer a type of coca plant that would grow in Kosovo’s climate. In this way, the Albanian mafia would have a monopoly over the cocaine trade. They need 20 years to achieve this,” he said, and added that “then, Kosovo will without a doubt become the new Colombia.”

Bicaj, das UCK Terroristen Camp bei Peskopje, des US Botschafters Josef Limprecht

Was durchaus bekannt ist, weil die KFOR damals mit Ärzten und einem Hubschrauber den US Botschafter retten wollten, starb der US Botschafter Josef Limprecht im Organ Handels Terroristen Camp Bucja, bei Peskopje am 19. Mai 2002. Limprecht, holte persönlich Drogen ab, von Frachtern im Hafen Durres, zur Verteilung über seine UCK Terroristen und Verbrecher und war schon optisch schwer krank, so das er wohl auch ein neue Niere, damals erhielt. Richtig war, wie Insider der US Botschaft berichteten: Im Terroristen Camp, wurden wie der Dick Marty Bericht schreibt, auch Frauen gehandelt und beim Sex mit einer sehr jungen Sex Sklavin, hatte Limprecht, eine Herz Attake und wurde dann umgehend ausserhalb des Todes Camps abgelegt und der Fahrer von Limprecht, verständigte die NATO, welche noch mit einem Hubschrauber und Ärzten kam um das Leben des Botschafters zu retten.

Bankkonten auch in der Schweiz
Serbiens Staatsanwaltschaft soll Bankkonten im Ausland ausgemacht haben,wo Gelder aus dem illegalen Organhandel in Kosovo und in Albanien gelagert wurden. Laut der Belgrader Zeitung «Blic» führt eine Spur in die Schweiz.
Bankkonten in der Schweiz, in Albanien, Deutschland und in einigen anderen europäischen Staaten, auf die das Geld aus dem Organhandel überwiesen wurde, dürften Beweise liefern, die auch zum aktuellen kosovarischen Premier Hashim Thaci führen könnten, berichtete «Blic» am Freitag. Den Bankkonten seien sowohl die serbische Sonderstaatsanwaltschaft für Kriegsverbrechen als auch die US-Bundespolizei FBI auf die Spur gekommen, die nach den Terrorangriffen vom 11. September 2001 Ermittlungen über die Finanzierung von extremen islamischen Gruppen einleitete.
Die Konten wurden laut der Zeitung manchmal auf Personennamen, häufig aber auch auf Namen falscher Hilfsorganisationen geführt, die als Deckung für kriminelle Aktivitäten dienten.
Die serbische Sonderstaatsanwaltschaft, die seit 2008 den Organhandel in Kosovo untersucht, wollte sich am Freitag nicht zu den Konten äussern. «Wir werden keinen Kommentar über eine laufende Untersuchung machen», sagte ein Sprecher von Sonderstaatsanwalt Vladmir Vukcevic. Eine anonyme Quelle im Umfeld der serbischen Ermittler bestätigte der Nachrichtenagentur AFP jedoch die Informationen von «Blic».
Der Fall machte in Rumänien Schlagzeilen: Im März 2009 verhaftete die Polizei in der Provinzstadt Bacau zwei Männer, die gerade im Begriff waren, die Nieren ihrer Kinder zu verkaufen. Die Organe sollten nach Italien verkauft werden – für 12′000 Euro. Vor Gericht zeigten die beiden Väter wenig Schuldbewusstsein, und auch in ihrem Dorf hatten manche Bewohner Verständnis. Hier seien alle bitterarm, sagte ein Mann dem Reporter der «Deutschen Welle»: Für 12′000 Euro würde jeder sein Kind hergeben.Die rumänische Regierung hat dem illegalen Organhandel zwar den Kampf angesagt, doch die Verlockungen des Geldes sind zu gross. Dass fünfstellige Beträge für Organe geboten werden, ist allerdings selten. Für gewöhnlich werden zwischen 1500 und 2000 Euro versprochen, und oft bekommen die Spender nur einen Bruchteil davon. Die gesundheitlichen Folgen einer fehlenden Niere oder einer schlecht durchgeführten Operation bemerken sie viel zu spät.
Bis zu 150′000 Dollar
Der Bericht von Ständerat Dick Marty an den Europarat hat den illegalen Handel mit menschlichen Organen wieder ins Rampenlicht gerückt. Dass Menschen bei diesem Handel gefangen, getötet und ausgeweidet werden, ist in Europa (anders als in China) neu. Anderseits war es für die Beteiligten offenbar nur die logische letzte Konsequenz ihres perversen Geschäfts. Nachdem sich die Lage in Kosovo so weit normalisiert hatte, dass man Menschen nicht einfach verschwinden lassen konnte, machten sie mit dem «normalen» bezahlten Organhandel weiter.
Immer wieder und seit vielen Jahren taucht in Berichten über illegale Transplantationen der Name des türkischen Arztes Yusuf Ercin Sönmez auf. Der Chirurg betrieb im Istanbuler Stadtteil Bostanci eine Klinik, in der illegal Organe transplantiert wurden. Die Spender kamen aus Rumänien, Bulgarien, der Ukraine, aus Weissrussland oder Moldau. Die Empfänger aus Israel, Grossbritannien, Frankreich. Für eine Niere zahlten sie bis zu 150′000 Dollar, die Spender bekamen höchstens ein Hundertstel davon. Die Gewinnspanne für Ärzte und Mittelsmänner war enorm. 2005 stürmte die Polizei Sönmez’ Klinik und verhaftete ihn am Operationstisch. Er wurde zu einer Gefängnisstrafe auf Bewährung verurteilt. Zeitungen schrieben damals vom «türkischen Doktor Frankenstein».Ein Jahr danach soll Sönmez in Istanbul den kosovarischen Chirurgen Lutfi Dervishi getroffen und daraufhin seine Aktivitäten nach Pristina verlegt haben. Im November 2008 stürmte die Polizei die Medicus-Klinik am Stadtrand der kosovarischen Hauptstadt. Sowohl ein Spender (ein 23-jähriger Albaner, dessen Verhaftung auf dem Flughafen den Fall ins Rollen brachte) als auch der Empfänger der Spenderniere (ein 74-jähriger Israeli) identifizierten Sönmez als den operierenden Arzt.
Kaum Kontrollen in Kliniken
Laut der EU-Justizmission Eulex mussten die Empfänger aus Israel oder Kanada bis zu 100′000 Euro zahlen. Mindestens 20 Spendern wurden je 14′000 Euro versprochen, aber nie bezahlt. Seit Anfang dieser Woche läuft in Pristina das Verfahren gegen Dervishi und weitere sechs Angeklagte. Sönmez und ein israelischer Arzt werden von Interpol gesucht. Die britische Zeitung «Guardian» behauptet, dass auch die Organe der von der Untergrundarmee UCK im Jahr 1999 gefangenen und getöteten Serben und Albaner von Tirana aus in eine Istanbuler Klinik geflogen wurden.
Warum finden Transplantationen meistens in der Türkei statt? «Bei unseren Recherchen bekamen wir die Erklärung, dass die Privatkliniken dort überhaupt nicht kontrolliert werden», sagt die ehemalige Nationalrätin Ruth-Gaby Vermot. Sie schrieb 2004 für den Europarat einen Bericht über den illegalen Organhandel in Europa anhand eines Beispiels aus Moldau. Bei ihren Recherchen vor Ort traf sie junge Männer zwischen 18 und 28 Jahren, die nach Istanbul gelockt und denen dort ohne Information über den Eingriff und die Folgen eine Niere entfernt worden war. Die Klinik gehörte Yusuf Ercin Sönmez.
Vermots Bericht wirbelte viel Staub auf, einige westeuropäische Länder verschärften ihre Transplantationsgesetze; in Moldau wurden zwei Frauen verhaftet und verurteilt, die als Drahtzieherinnen des Organhandels galten. Moldau sei aber keineswegs ein Zentrum des europäischen Organhandels, sagt Vermot, «hier wurde nie transplantiert. Und die Spender kommen auch aus anderen Ländern, in denen Armut herrscht.» (Tages-Anzeiger)

A report accusing Kosovo’s political leaders of organ-trafficking has sent shockwaves around Europe and, as the BBC’s Central Europe correspondent Nick Thorpe explains, pressure is growing on the author to back up his allegations.
By May this year, Dick Marty’s investigation into alleged organ trafficking and other crimes in Kosovo and Albania was getting nowhere, according to well-placed sources in Kosovo, Serbia, and Strasbourg.
The Swiss politician, working for rights group the Council of Europe, had made several trips through the region, but had been frustrated at every turn.
Constant leaks from the War Crimes Prosecutor’s office in Belgrade damaged Serbia’s own investigations into the allegations, leading some senior figures in Belgrade to despair of ever finding the truth.
The Albanian authorities consistently refused to co-operate with Serbian requests to investigate alleged mass grave sites in Albania.
War-crimes investigators from Eulex (European Union Law and Justice Mission in Kosovo) told Mr Marty that the organ allegations were a gruesome “fairytale”.
They said the claims were distracting attention from the real task of finding some 1,861 people still registered as missing from the conflict in the region - two-thirds of them Kosovar Albanians.
‘Dozens of sources’Mr Marty went from door to door, in a convoy of highly visible vehicles. His report was due to be published as early as June, but its prospects seemed as dark as the sunglasses of his bodyguards.

Observers expected a political statement urging all governments to do more and predicted little actual progress. Then something happened.
Mr Marty appears to have discovered enough evidence to delay publication until the Swiss senator felt he had gathered enough to proceed.
Paragraph 23 of Mr Marty’s draft report, published this week, states: “We have obtained testimonial and documentary accounts from several dozen primary sources, notably including: combatants and affiliates of various armed factions that participated in the hostilities in Kosovo; [and] direct victims of violent crimes committed in Kosovo and the surrounding territories.”
Paragraph 44 notes: “According to our insider sources the KLA [Kosovo Liberation Army] fought just as hard, and devoted arguably more of its resources and political capital, to maintain its advantage over its ethnic Albanian rival factions as it did to carry out co-ordinated military actions against the Serbs.”
EU linkSo who talked to Mr Marty? It is common knowledge among investigative reporters in Serbia that the leads ran out there long ago, and in Kosovo itself a mixture of clan loyalty and intimidation makes investigation very difficult.
Kosovo fighters operated inside Albania during the war
Many pages in the draft report are devoted to an analysis of KLA operations inside Albania. It seems only logical to conclude that Mr Marty’s new sources should be found in Albania, probably in intelligence services which once co-operated closely with the KLA.
This would also make sense from a geo-political perspective. As a member of Nato, Albania has had to break down some of the barriers between its own intelligence services, and those of other member countries. As it edges towards eventual European Union membership, it is also urgently seeking allies in Europe.
There are new details in the report of alleged organ-trafficking, this time focused less on the infamous “yellow house” in the village of Rripe in central Albania, which was the subject of an international war-crimes investigation in 2004, but on another facility in Fushe Kruje, just north of Tirana.
Conspiracy theoriesKidneys were allegedly extracted from captives immediately after they were killed there. The report also suggests links to a much more recent case of organ trafficking in Pristina, the trial of which has just begun.
In Pristina, the authorities continue to deny, both in public and private, that there is any evidence whatsoever behind the Council of Europe’s allegations.

Mr Marty is identified as a man who has always opposed Kosovan independence, and is now collaborating with Serbia in a conspiracy to discourage any more countries from recognising Kosovo.
Only 72 of the 192 members of the UN have so far done so. The first task of the new government elected last Sunday will be to begin the much delayed discussions with Serbia on normalising relations, and officials in Pristina fear the ground is being prepared to make them more pliable.
A string of other “coincidences” are being put forward in the Kosovan capital, to explain the exact timing of Mr Marty’s report. One idea doing the rounds in Pristina, is that if the government remains in firm denial, it has no choice but to sue Mr Marty for slander.
The European Union officials in both Brussels and Pristina have challenged the author of the report to come up with his evidence.
“The ball is in Mr Marty’s court now,” said one Pristina source.

Noch im Mai steckten Martys Ermittlungen über kriminelle Machenschaften im Kosovo in einer Sackgasse. Dies schreibt Nick Thorpe, Zentraleuropakorrespondent der BBC, mit Berufung auf «gut platzierte Quellen» in Kosovo, Serbien und Strassburg. Der Tessiner FDP-Ständerat habe mehrere Reisen in die Region unternommen und sei jedes Mal «frustriert» zurückgekehrt. Selbst Ermittler der EULEX-Mission, die Kriegsverbrechen untersuchen, hätten ihm gesagt, beim angeblichen Organhandel handle es sich um «ein Schauermärchen».

Nun liegt er vor, und Dick Marty liefert mit Berufung auf «Insiderquellen» detaillierte Beschreibungen von zahlreichen Verbrechen, etwa wie Gefangenen Organe entnommen wurden. Verantwortlich sei die kosovarische Befreiungsarmee UCK gewesen, zu deren Kommandanten der heutige Ministerpräsident Hashim Thaci gehörte. Woher aber hatte Marty diese Informationen, nachdem er zuvor nichts erreicht hatte?
Geheimdienste unter Verdacht
Nick Thorpe verweist darauf, dass viele Seiten im Bericht die Aktivitäten der UCK im Nachbarland Albanien schildern. Die einzige logische Schlussfolgerung sei, dass Martys neue Quellen «in Albanien gefunden werden können, vermutlich bei Geheimdiensten, die einst eng mit der UCK zusammengearbeitet hatten». Wieso aber sollten diese den «Brüdern» im Kosovo in den Rücken fallen? Der BBC-Korrespondent glaubt, dass Albanien im Hinblick auf eine EU-Mitgliedschaft «dringend Verbündete in Europa sucht».
Zweifel an dieser Version bleiben, dafür blühen Verschwörungstheorien…

Trotz der durch den Europarats-Bericht gefestigten Erkenntnisse zu Menschenschlachtungen, Organhandel und der Kontrolle des Kosovo durch das Organisierte Verbrechen weigert sich die EU-Außenbeauftragte, strafrechtliche Ermittlungen einzuleiten

vorstellte, ist
größtenteils nicht neu: Whistleblower, NGOs und kritische Medien berichteten seit Langem davon, dass in dem Gebiet mit völkerrechtlich umstrittenen Status das Organisierte Verbrechen herrscht. Neu ist, dass diese Erkenntnis nun auch von offizieller Stelle so formuliert wurde, dass sich die Partei des Ministerpräsidenten Hashim Thaci bemüßigt fühlte, zu drohen, man werde “alle möglichen und notwendigen Schritte” gegen die “Verleumdung” einleiten.
Allerdings ist wahrscheinlicher, dass Thaci eine Anwaltskanzlei mit besten Kontakten zu deutschen Politikern und zu Albanerclans beauftragt, als dass er Marty enden lässt wie die serbischen Kriegsgefangenen und Zivilisten, die man zum Zwecke des Organverkaufs wie Schlachtvieh tötete und ausnahm, was der ehemalige Staatsanwalt in seinem Bericht jetzt offiziell bestätigte. Einer der Köpfe, die die Verbrechen zu verantworten haben, ist dem Berichtsentwurf nach der Ministerpräsident des Kosovo, der sich vor wenigen Tagen zum Sieger der am 12. Dezember abgehaltenen Parlamentswahl erklärte.

Josef Limprecht gehört zur Abteilung Kriegs Inzenierung, Koordinierung von Terroristen (inklusive der Afghanistanischen Terroristen in den Nord Albanischen Camps) und deren Ausbildung inklusive der Finanzierung über den Drogen- und Waffenhandel. Deshalb war Azem Hajdari auch so wichtig für diese Leute, weil er aus Nord Albanien stammte, wo man dann umgehend Anfang 1998 die Camps der islamischen Terroristen einrichtete.
Josef Limprecht war der Coordinator der Nord Albanischen Terroristen Camps des CIA um durch Terror Anschläge den Kosovo zu destabilisieren um durch die Gegenreaktion des Serbischen Staates, einen erfundenen Kriegs Grund zu erlangen. Um das Ganze noch zu finanzieren, wurde die Iran Contra Affäre Nr. 2 für den Balkan, bereits von Reagon sehr früh in 1985 genehmigt und Josef Limprecht holte lt. Lademeister des Hafens von Durres, sogar selbst Drogen Lieferungen im Hafen ab Mitte 1999 ab.
Zerschlagung Jugoslawiens: Die CIA Operation “Roots”
Josef Limprecht verstarb direkt in einem seiner Nord Albanischen Terroristen Camps in Peskopje in Nord-West Albanien, nachdem er sich bei der sehr jungen und extrem hübschen Sex Sklavin bedient hatte, welche ihm die Albanische Terroristen Mafia zur Verfügung gestellt hatte.
Der Rettungs Versuch mit Ärzten, welche eilends mit KFOR Hubschraubern eingeflogen wurden, war bei diesem (wie so oft) Herz Infarkt umsonst. Josef Limprecht hatte die Amerikaner unmöglich in Albanien gemacht, durch seine überall sichtbaren kriminellen Handlungen, welche dann den Höhepunkt fanden, als er auch noch am 12.9.2001 im TV und in den Medien verbreitete: In Albanien gibt es keine Terroristen, noch Islamisten. siehe die Hochhäuser des Bin Laden Finaciers: Yassin Kadi, direkt gegenüber dem Sitz des PM in Tirana.
Kommentar: Wie bewiesen, behauptete Limprecht: In Albanien gibt es keine Islamischen Terroristen, was eine Standard Lüge ist, wie wikileaks heute beweist, was US Profi Verbrecher mit Diplomaten Status von sich geben.
Unter Bush, waren solche Gestalten, wie Josef Limprecht unerwünscht mit ihren Terroristen Freunden und der Tod, war ein Balkan Tod. Herz Attake durch die Israel Tablette, denn Josef Limprecht, war in Pakistan, für den Bekämpfung der Drogen zuständig, was in der Realität bedeutet. Er baute im Auftrage des CIA, die Drogen Küchen auf, wo das Afghanische Opium in Heroin umgewandelt wurde, was eine durchaus bekannte CIA Operation, rund um Arbitrage, Frank Wisner, Daniel Fried und Co. war.
Eine der diversen Statements von Marisa Lino damals bei den Unruhen in Albanien, Vorgängerin des Josef Limprecht, wo die Mutter Mitte Mai 1999 anreiste, um 2 grosse Koffer mit Bar Geld mitzunehmen, was die CIA Tussi Marisa Lino in Albanien privat verdiente mit Waffen und Drogen etc..!
Schon damals wusste man das die Unruhen und Terroristischen Aktionen von aussen gesteuert wurden und das Pyramid Spiel und die Aufheizung der Volks Seele die Grundlage waren, für die Plünderung von Albanien!
Damals war die Plünderung der Militär Lager nur ein Vorwand, denn in Wahrheit hatten die mit den Amerikanern verbundenen kriminellen Gruppen des Staates, die Plünderung der Militär Lager organisiert und dem Volk dann den Rest der Waffen plündern lassen zur TV Show!
Vor allem waren Islamische Terroristen auch aus Mailand, welche mit der US Albaner Mafia u.a. durch die Hasanis eng verbunden waren aktiv an den Plünderungen teil genommen und ebenso Extremisten aus dem Lager der Kosovo Gangster, welche auch wesentliche Teile von Tirana wie das Militär Hospital übernahmen.
Mariza Lino traf sich täglich mit diesen Verbrechern u.a. im Rogner Hotel und vor aller Augen. Diese Kosovaren Verbrecher, welche sich nun plötzlich UCK nannten, bevölkerten täglich die Bar des Rogner Hotels.

Das ZDF strahlt am 13.07.2011 um 23:45 Uhr eine Reportage des Frontal 21-Teams über Kriegsverbrechen, Organhandel und die Verstrickung Deutschlands in Verbrechen im Kosovo aus.
Sevim Dadelen, Mitglied im Auswärtigen Ausschuss des Deutschen Bundestages und Sprecherin der Fraktion DIE LINKE. für Internationale Beziehungen kritisiert seit langem die Kontinuitäten der deutschen Balkanpolitik, welche Verbrechen wie den illegalen Organhandel erst möglich gemacht hat. Hintergrund ist die Antwort der Bundesregierung auf ihre Kleine Anfrage „Verstrickungen hochrangiger kosovarischer Politiker und Beamter in illegale Handlungen” (17/6036) über die Komplizenschaft hochrangiger kosovarischer Politiker wie dem sog. Premierminister Hashim Thaçi, der von der Bundesregierung hofiert wird, in Verbrechen gegen die Menschlichkeit sowie die am 9.06.2011 im Deutschen Bundestag gehaltene Plenarrede „KFOR beenden - Bundeswehr raus aus dem Kosovo”.

Zwölf Jahre nach dem Ende des Kosovokrieges verdichtet sich ein fürchterlicher Verdacht. Im Sommer 1999 könnte ein unglaubliches Kriegsverbrechen statt gefunden haben, das bis heute nicht aufgeklärt wurde.
Der Sonderberichterstatter des Europarats, Dick Marty, wirft der Befreiungsarmee des Kosovo, der UCK vor, damals Hunderte serbischer Zivilisten entführt zu haben, um sie zu töten und ihre Organe zu verkaufen.
Spurensuche ins Kosovo
Die Zoom-Reporter begeben sich auf eine Spurensuche ins Kosovo und nach Albanien. Sie treffen Menschen, deren Angehörige vor Jahren verschwanden. Sie finden Dokumente und Zeugen, die die Verschleppung der Zivilisten nach Albanien bestätigen. Die Reporter entdecken ehemalige Geheimgefängnisse und provisorische Kliniken, in denen die tödlichen Organentnahmem abgelaufen sein sollen. Die Organe wurden laut Zeugenaussagen nach Istanbul transportiert.
Die Vereinten Nationen stoppten vor Jahren die Untersuchungen in diesem Fall. Die bis dahin gesammelten Beweismittel wurden vernichtet. Jetzt hat die Justizverwaltung für den Kosovo (EULEX) die Ermittlungen zum Organhandel wieder aufgenommen.
Sechsstellige Euro-Beträge
Die Fahnder stießen dabei auch auf einen aktuellen Fall: Im Jahr 2008 fanden mehrere Dutzend illegale Organtransplantationen in einer Klinik in Pristina statt, der Hauptstadt des Kosovo. In der von einem deutschen Urologen finanzierten “Medicus”-Klinik verpflanzten Ärzte aus dem Kosovo und der Türkei die Nieren mittelloser “Spender” aus Osteuropa. Die Organempfänger zahlten sechsstellige Euro-Beträge für die verbotenen Operationen.
Experten wie Professor Nancy Scheper-Hughes von der Universität Berkeley halten es für möglich, dass ein internationaler Organhändlerring vom Kosovo-Krieg bis heute den Handel mit menschlichen Nieren in der Balkanregion betreibt.

Der Bericht, belegt deutlich, das damals das Militär Krankenhaus in Tirana, eine besonders wichtige Rolle, bei den kriminellen Operationen der Kosovo Mafia war! Bereits ab 1992, durften Kosovo Albaner, Militär Krankenhäuser in Nord Albanien, wie Tropoje und Kukes benutzen und hatten ab 1998, dann 1 komplettes Stockwerk im Militär Krankenhaus in Tirana, ohne Zugangs Möglichkeiten für Albaner und unter Leitung von Shaip Muja, einem Adviser von Hashim Thaci usw.. Shaip Muja, spielte auch 2010, rund um das illegale Organ Krankenhaus in Phristina: Medicus, die Schlüsselrolle im Gesundheits Ministerium des Hashim Thaci.
“[32] Muja was the overall “Medical Co-ordinator” for the KLA General Staff, a post in which he oversaw the provision of medical treatment for wounded KLA soldiers, as well as other emergency cases in KLA operational zones. Muja notably made use of the Military Hospital in Tirana, Albania, and administered extensive supplies and equipment acquired by the KLA through foreign donations. During 1998 and 1999, as the official representative of the KLA, supported by elements in the Albanian Army and the Albanian secret services, Muja also administered a diverse array of other infrastructure: at least one helicopter; several well-funded construction projects; and makeshift accommodation arrangements – including private houses and apartments – for KLA commanders, recruits and affiliates who travelled into Albania from overseas, including those en route to Kosovo.”

Hashim Thaçi is identified as “the boss” of a network that began operating criminal rackets in the run-up to the 1999 Kosovo war, and has held powerful sway over the country’s government since.
The report of the two-year inquiry, which cites FBI and other intelligence sources, has been obtained by the Guardian. It names Thaçi as having over the last decade exerted “violent control” over the heroin trade.
Figures from Thaçi’s inner circle are accused of secretly taking captives across the border into Albania after the war, where a few Serbs are said to have been murdered for their kidneys, which were sold on the black market.
Legal proceedings began in a Pristina district court today into a case of alleged organ trafficking discovered by police in 2008. That case – in which organs are said to have been taken from impoverished victims at a clinic known as Medicus – is said by the report to be linked to Kosovo Liberation Army (KLA) organ harvesting in 2000.
It comes at a crucial period for Kosovo, which on Sunday held its first elections since declaring independence from Serbia in 2008. Thaçi claimed victory in the election and has been seeking to form a coalition with opposition parties.
Dick Marty, the human rights investigator behind the inquiry, will present his report to European diplomats from all 47 member states at a meeting in Paris on Thursday.
His report suggests Thaçi’s links with organised crime date back more than a decade, when those loyal to his Drenica Group became the dominant faction within the KLA.
It says the group’s supremacy over splinter groups in the guerrilla movement enabled them, from 1998, to seize control of “most of the illicit criminal enterprises” in which Kosovans were involved south of the border, in Albania.
During the Kosovo conflict, Slobodan Milošević’s troops responded to attacks by the KLA by orchestrating a horrific campaign of ethnic cleansing against ethnic Albanians in the territory. As many as 10,000 are estimated to have died at the hands of Serbian troops.
While deploring Serb atrocities, Marty said the international community chose to ignore suspected war crimes by the KLA, “placing a premium instead on achieving some degree of short-term stability”.
He concludes that during the Kosovo war and for almost a year after, Thaçi’s forces meted out revenge against Serbs, Roma and ethnic-Albanians accused of “collaborating” with the enemy.
Thaçi and four other members of the Drenica Group are named in the report as having carried out “assassinations, detentions, beatings and interrogations”. This same hardline KLA faction has held considerable power in Kosovo’s government over the last decade, with the support of western powers keen to ensure stability in the fledgling state.
The report paints a picture in which ex-KLA commanders have played a crucial role in the region’s criminal activity over the last decade.
It says: “In confidential reports spanning more than a decade, agencies dedicated to combating drug smuggling in at least five countries have named Hashim Thaçi and other members of his Drenica Group as having exerted violent control over the trade in heroin and other narcotics.”
Marty adds: “Thaçi and these other Drenica Group members are consistently named as “key players” in intelligence reports on Kosovo’s mafia-like structures of organised crime. I have examined these diverse, voluminous reports with consternation and a sense of moral outrage.”
His inquiry was commissioned after the former chief prosecutor for war crimes at The Hague, Carla Del Ponte, said she had been prevented from investigating senior KLA officials.
Her most shocking claim, which she said required further investigation, was that the KLA smuggled captive Serbs across the border into Albania, where their organs were harvested.
The report, which states that it is not a criminal investigation and unable to pronounce judgments of guilt or innocence, gives some credence to Del Ponte’s claims. It finds the KLA did hold mostly Serb captives in a secret network of six detention facilities in northern Albania.
Thaçi’s Drenica Group “bear the greatest responsibility” for the ad-hoc prisons and the fate of those held in them.
They include a “handful” of prisoners said to have been transferred to a makeshift prison just north of Tirana, where they were killed for their kidneys.
The report states: “As and when the transplant surgeons were confirmed to be in position and ready to operate, the captives were brought out of the ’safe house’ individually, summarily executed by a KLA gunman, and their corpses transported swiftly to the operating clinic.”
The same Kosovan and foreign individuals involved in the macabre killings are linked to the Medicus case, the report finds.
Marty is critical of the western powers which have provided a supervisory role in Kosovo’s emergence as a state for failing to hold senior figures, including Thaçi, to account. It criticises “faltering political will on the part of the international community to effectively prosecute the former leaders of the KLA.”
It concludes: “The signs of collusion between the criminal class and the highest political and institutional office holders are too numerous and too serious to be ignored.
“It is a fundamental right of Kosovo’s citizens to know the truth, the whole truth, and also an indispensable condition for reconciliation between the communities and the country’s prosperous future.”
“If as expected the report is formally adopted by the committee this week, the findings will go before the parliamentary assembly next year.

March 2008 report by the United Nations Office on Drugs and Crime which went conveniently unnoticed and uncovered by the western mainstream media, though generally upbeat, bringing the good news of the crime rates dropping in the Balkan region as a whole, and announcing Balkans as “much safer than previously thought”, underlines, once again, the growing concern over the flourishing Albanian mafia, which is now, thanks to the Western power centers, ruling over the Serbian province of Kosovo and Metohija.
Beyond the fancy charts and maps, behind the joy over the “improving trends”, the UN report titled Crime and its Impact on the Balkans [.pdf file], hides a very grim reality of the far-reaching deadly tentacles of Albanian organized crime, exasperated and turned into a malignant disease by the western backing of severing Kosovo-Metohija province from Serbia.

[pg 61] From the mid-1980s to the mid-1990s, Turkish organized crime groups dominated European heroin markets. During the 1990s, however, a new ethnic group began to emerge in heroin trafficking: ethnic Albanians. As noted above, until 1991, the nation of Albania was one of the most isolated in the world. Albanians living in former Yugoslavia [in Serbia, Kosovo-Metohija province], however, moved with great freedom to the east and west, and there are reports of ethnic Albanian involvement in Italian organized crime groups from the mid-1980s.

[pg 65] Arguably, Albanian heroin dealers are the single most notorious Balkan organized crime phenomenon. For example, a decade ago the Council of Europe noted in its organized crime situation report:
“While in former years the [heroin] trade [in Austria] was dominated by Turkish organizations, it was noted in 1998 that ethnic Albanians have now taken over… ethnic Albanian criminal organizations managed to build a Europe-wide network and hold monopolies in urban areas. They maintain operational bases in Austria, Bulgaria, Czech Republic, Germany, Hungary, Poland, Romania, Slovakia, Switzerland, United Kingdom, and in the Nordic countires…”
And in its 2005 situation report, the Council of Europe said:
“Ethnic Albanian criminal groups are reportedly responsible for a large part of the wholesale distribution of heroin in Europe… Ethnic Albanian criminal groups pose a significant threat to the EU because of their involvement in drug trafficking, THB [trafficking in human beings] and money laundering.”
“Ethnic Albanian Criminal Groups” are the only national group discussed in the 2006 Europol [European department of Interpol] publication The Threat from Organized Crime:
“Ethnic Albanian organized crime groups have established themselves in many European Union Member States and beyond… ethnic Albanian crime groups are found to extend their role from facilitators to achieving full control in certain crime areas. They adapt without difficulties to local or changing situations.”
No “Freedom Fighters”, Just Criminals and Thugs
On the preceding pages, the latest Drugs & Crime UN report offers a rarely accurate analysis of the situation among the ethnic Albanians (both next door to Serbia, in neighboring Albania, and in Serbia itself, mainly in the southern Kosovo province), which led to formation of the Albanian terrorist KLA (UCK) and to the terrorist attacks in Serbia — an unusually honest glimpse at the root-causes of Albanian insurrection and occupation of part of Serbia, impossible to find in the tons of worthless junk produced daily by the Western mainstream media.
The following excerpt effectively dismantles the pompous claims of heroic “struggle for freedom and independence” and disingenuous references to the “self-determination” of an ethnic group which has already exercised its right to self-determination with the formation of state of Albania.

Durres is a popular holiday spot, but is implicated in a dark chapter of history
The Hotel Drenica still graces the sea-front in Durres, on Albania’s Adriatic coast - one of a long line of hotels and restaurants waiting for the summer influx of tourists.
Children take their first dip of the season in the warming sea, while their parents sip coffee and watch them from the terraces, and boys play football on the sand.
Ties to neighbouring Kosovo run deep. Tens of thousands of refugees found shelter here during the war, and local people are proud of their role in helping their ethnic-Albanian brethren in their hour of need.
Many bars incorporate Kosovo in their names. In the 1998-99 conflict, the Hotel Drenica was at the centre of everything - it was the local headquarters of the Kosovo Liberation Army.
There is still an engraving on a red marble block at the back of the hotel, of a soldier and the initials UCK - the KLA.
But the arrest of Sabit Geci in Pristina on 6 May, and an ongoing investigation by the War Crimes Unit of Eulex - the European Union Law and Justice Mission in Kosovo - look set to show the role of Durres in a different light.

New Details Emerge in Kosovo Organ Trafficking Case
The trial of seven Kosovo residents suspected of involvement in a massive human trafficking ring in 2008 is being linked to allegations that members of the Kosovo Liberation Army sold the organs of prisoners during the 1999 conflict.

According to the Guardian, the Medicus clinic, just outside of Pristina, is linked in a Council of Europe report, to be published on Thursday, to allegations that the elements of the Kosovo Liberation Army traded the organs of prisoners during the 1999 conflict.
The council’s human rights rapporteur Dick Marty reports that there is “credible, convergent indications” that the removal of organs from prisoners in Albania by the KLA is “closely related to the contemporary case of the Medicus clinic”.
The report states: “As and when the transplant surgeons were confirmed to be in position and ready to operate, the captives were brought out of the ’safe house’ individually, summarily executed by a KLA gunman, and their corpses transported swiftly to the operating clinic.”
Marty’s report suggests the KLA held Serbs and other captives in secret detention centres in Albania and a small number of prisoners were then transferred to a makeshift clinic in Fushe Kruja, just north Tirana, where they were shot in the head before their kidneys were removed.
Seven Medicus-linked suspects appeared in court on Tuesday in Pristina accused of bringing up to 30 people, plucked from the poorest corners of the world, to Kosovo under the false promise that they would be paid for their kidneys.
Among the accused is Dr Lutfi Dervishi, a well known urologist, who is believed to be the ringleader, and his son Arban, who managed the clinic.
Driton Jilta, a former doctor with the OSCE in Kosovo, and Ilir Rrecaj, a former senior health ministry official, are also suspected of misusing their public positions.
Rrecaj is alleged to have issued a letter in 2008 giving Medicus the right to carry out organ transplants, despite a ban in Kosovo on private clinics carrying out these operations. Three other doctors are also suspected of involvement.
Five of the men pleaded not guilty, while doctors Islam Bytyqi and Sylejman Dulla did not enter a plea.
The charges range from people trafficking to the unlawful exercise of medical activity.
According to the indictment, read out in court, the men brought up to 30 organ donors to Kosovo from countries such as Kazakhstan, Moldova and Turkey in 2008, promising them around $20,000 in exchange for their kidney.
The seven Kosovars were allegedly aided by Dr Yusuf Sonmez, wanted for organ trafficking charges in a series of other countries, and Moshe Harel, an Israeli of Turkish origin who the prosecution says acted as the gang’s fixer, finding both donors and recipients and handling funds. Both men are currently on the run and Interpol notices have been issued for their arrest.
The organ recipients travelled to Kosovo from countries such as Israel, Canada and Poland to receive the kidneys.
The indictment said the gang preyed on the donors’ “extreme poverty” to lure them to Pristina, where they had their organs removed but were never paid.
The gang was uncovered after a 24-year-old Turkish man, Yiman Altun, was stopped at the airport in November 2008 as he was about to board a plane to Istanbul.
He had been questioned on arrival and had presented a letter from Medicus claiming that he was in Kosovo for medical treatment.
On his departure, however, he admitted that he had donated a kidney and, after a medical inspection, was sent to hospital.
Kosovo Police and the UN Mission in Kosovo officers then raided Medicus, discovering the elderly Israeli recipient in bed as well as expired medicine.
The recipients, according to the indictment, paid around $90,000 for the operation.
Another doctor named in the indictment, Israeli national Zaki Shapira, is described as an unindicted co-conspirator.
Along with Sonmez, Shapira has been connected to a string of organ trafficking cases across the world.
The confirmation hearing was delayed by legal arguments and will be reconvened in January before the EU rule-of-law mission judge. His decision on whether to hold a full trial will be made within 15 days.

Im Jahr 2008 wurde die private Klinik “Medicus” in Prishtina, Kosovo geschlossen. In der Klinik wurden za. 20 Personen Organe entnommen. Die Patienten die ihre Niere verkauften erhielten zwischen 5.000 und 14.000 Euro. Anschließend wurden die Nieren für bis zu 100.000 Euro verkauft . Jetzt erst hat die Staatsanwaltschaft Anklage erhoben. Die Chefs des Unternehmens der türkische Arzt Yusuf Sönmez und der israelische Arzt und Geschäftsmann
Moshe Harel reisten damals problemlos aus Kosova aus. Die missbrauchten Patienten kamen hauptsächlich mittels gefälschter Papiere aus der Republik Moldawien , Kasachstan, Russland und der Türkei. Das versprochene Geld bekamen die Patienten nur teilweise ausbezahlt. Nach Angaben der Staatsanwaltschaft waren fünf Kosovaren in den Fall verwickelt. Die Chefs des kriminellen Unternehmens waren der Chirurg Lutfi Dervishi aus Kosova , zusammen mit Sönmez und Harel. Keiner der Verdächtigen ist bis dato in Untersuchungshaft.Der EU Staatsanwalt erklärte, „Dervishi hatte eine Konferenz in Istanbul im Jahre 2006 besucht und gefragt, welche Person Organtransplantationen macht.“ Dervishi wurde sechs Monate später von Yusuf Sönmez kontaktiert. Lutfi Dervishi leitete dann die Operationen in der Klinik “Medicus”. Die Geschäfte führte sein Sohn Arban Dervishi Zwei weitere Ärzte, Sokol Jilta, Hajdini Bruno führten ebenfalls Operationen durch. Auch sie befinden sich nicht in Untersuchungshaft. Die Menschen nach Kosova lieferten im Yusuf Sönmez und Moshe Harel. Auf den Prozess darf man gespannt sein. Angeblich wurde gegen Yusuf Sönmez und Moshe Harel ein internationaler Haftbefehl erlassen. Der Fall zeigt auch wohin die Privatisierung gerade auch im Gesundheitswesen geführt hat.In Prishtina gibt es eine Menge Privatkliniken. Die Gesundheit der Menschen Kosovas ist eine kostenpflichtige Ware geworden. Die Meisten Menschen können sich Gesundheit nicht mehr leisten. Letzteres verteidigt die EULEX vehement. Im Fall Medicus bekämpft sie nur bizarre und barbarische Formen dieser Entwicklung.
Um den Arzt Lutfi Dervishi (verwandt mit dem Minister Ilir Meta natürlich), dem Ex-Direktor des Gesundheits Ministerium: Ilir Rrecaj und um den Israeli Moshe Harel, wird nun gegen 7 Personen im Kosovo Anklage gemacht, wegen Organ Handel, wobei die Opfer auch noch mit falschen Versprechungen in die Mafia Republik Kosovo gelockt wurden.
Deshalb musste schon der frühere Gesundheits Minister Alush Gashi gehen, aus der berüchtigten Verbrecher Clan Familie der Gashi’s, die auch mit dem korrupten Michael Steinmeier verwandt ist, weil man erfolgreiche eine junge Frau auf den Profil Neurothiker ansetzte.
Update on Medicus case 12 November , 2010 EULEX can confirm that indictments relating to the ‘Medicus’ case is currently before the District Court of Pristina awaiting the confirmation hearing. EULEX makes the following comments: The Indictments have been filed on 15th and 20th October 2010, respectively. Five persons have been charged with offences of trafficking in human organs, organised crime and abusing official authority and two are charged with unlawful exercise of medical activities. The defendants include a number of doctors and one individual who previously worked at a senior level in the Ministry of Health. The Kosovo Special Prosecution Office (SPRK) has filed an application with the court to join these two indictments. This case concerns, the international trafficking of organs at the ‘Medicus’ clinic in Pristina. The ‘donors’ and recipients of the organs were of different nationalities. Two more suspects are the subject of Interpol arrest warrants. The case was initiated by Kosovo and UNMIK police officers in November 2008. AFP raporton se e ka siguruar aktpadinë, në të cilën prokurori Xhonatan Ratel ka thënë se “grupi i organizuar kriminal” ka trafikuar njerëz në Kosovë, me qëllim të heqjes së organeve, përfshirë veshkat dhe për t’i “transplantuar te personat tjerë”.
Agjencia tha se hetimet kanë treguar se rreth 20 shtetas të huaj “ishin rekrutuar me premtime të rreme për pagesa” në vitin 2008.
“Këto viktimat janë rekrutuar në vendet tjera, pastaj janë transportuar dhe janë pritur në Aeroportin e Prishtinës me premtime të rreme për pagesa për t’ua hequr veshkat”, ka thënë Ratel. Sipas tij, viktimave u ishin premtuar deri 20 mijë dollarë, ndërsa nga pranuesit e organeve është kërkuar të paguajnë prej 80 mijë euro deri në 100 mijë euro.
Sipas aktakuzës, viktimat kanë ardhur nga Moldavia, Kazakistani, Rusia e Turqia dhe kanë jetuar në “varfëri të skajshme apo me shqetësime akute financiare”.
Raporti thotë se rrjeti i shtatë të dyshuarve përfshin pesë kosovarë, një turk dhe një izraelit.

George Soros is back. The leftist billionaire wrote a column this week calling for the legalization of marijuana. In the Wall Street Journal’s op-ed pages, Mr. Soros supports California’s Proposition 19, the ballot initiative that would legalize the possession of small amounts of marijuana and its domestic cultivation.
Proposition 19 is a major step toward Mr. Soros‘ ultimate goal: the legalization of almost all hard drugs - including cocaine and heroin. This is a cause Mr. Soros has pushed - and bankrolled - for decades. It would take America closer to his vision of a European-style permissive social democracy.

The billionaire is fostering greater financial chaos to devalue our currency. Mr. Soros is betting against the U.S. dollar, attempting to undermine its value on the global markets. Destroy the dollar, and America’s economic might goes with it. Mr. Soros wants to repeat his legendary 1992 assault on Britain’s pound sterling, in which he nearly bankrupted London’s central bank and caused an economic crisis - forcing English taxpayers to pick up the costly tab. Mr. Soros made out like a bandit, pocketing about $1 billion from his currency-manipulation scheme.
He is a shrewd student of history. Like Leon Trotsky, one of the founders of the 1917 Bolshevik Revolution, Mr. Soros believes in fomenting permanent crisis in the service of permanent revolution. A protracted economic crisis will decimate the middle class - and bring with it the acceptance of unprecedented government intervention. This is what he hoped would happen over the past several years.
Mr. Soros is a hypocrite. He claims to want higher taxes on the wealthy and stricter corporate regulations. But his investment fund is registered in the Netherlands Antilles, enabling him to dodge income and dividend taxes to Uncle Sam. His investments and money are sheltered in offshore accounts - away from the clutches of the Internal Revenue Service or the watchful eye of the Securities and Exchange Commission. In 2002, he was convicted in France of insider trading. He has financial interests tied to Latin American drug cartels. For example, he reportedly has a major stake in Banco de Colombia, a bank known to be laundering money for drug kingpins. In short, he thinks the rules do not apply to him.
Mr. Soros is ultimately an amoral megalomaniac who is detached from reality. He refers to himself as “the pope’s boss.” He has admitted to having messianic impulses. “I fancied myself as some kind of god,” he once said. He went on to emphasize that “truth be known, I carried some rather potent messianic fantasies with me from childhood, which I felt I had to control, otherwise they might get me in trouble.” Yet Mr. Soros claims he has learned to deal with them - by embracing his world historical destiny. “It is a sort of disease when you consider yourself some kind of god, the creator of everything, but I feel comfortable about it now since I began to live it out.”
The fact that Mr. Soros is the power behind the Obama regime reveals its moral and intellectual bankruptcy - and the depths to which liberalism has fallen. Rather than being a hero and benefactor, he should be an embarrassment to liberals everywhere. Moreover, he poses a clear and present danger to the republic and its founding values.
If Republicans regain control of Congress, they should launch an investigation into Mr. Soros‘ nefarious political activities and shady financial dealings. He has declared war on conservatives; it is time we declare war on him.

Er hatte Kroatien heute fluchtartig verlassen, nachdem gestern seine Immunität als Parlamentsabgeordneter auf Antrag der Staatsanwaltschaft aufgehoben worden war.

Rücktritt wegen Korruptionsvorwürfen
Ivo Sanader war letztes Jahr ohne Angabe von Gründen plötzlich zurückgetreten. Bereits damals gab es massive Korruptionsvorwürfe gegen ihn, die offenbar in der Zwischenzeit durch eine Reihe von Zeugenaussagen erhärtet wurden.
Bereits gestern wurde der Sanader-Vertraute , Robert Jezic verhaftet, Honorarkonsul für Deutschland seit Oktober 2009.
Tudman und seine Berater
Sanader gehörte seinerzeit zu der Gruppe um den kroatischen Präsidenten Franjo Tudman. Zu dieser Gruppe gehörten auch die wegen wirtschaftskrimineller Handlungen, wie Unterschlagung, und Geldwäsche, Angeschuldigten bzw. bereits Verurteilten Ivic Pasalic, Miroslav Kutle, und Vladimir Zagorec.
Sie sollen angeblich Kroatien nach Strich und Faden geplündert und alles für sie greifbare Geld ins Ausland, insbesondere nach Österreich, geschafft haben, um es anschließend als Kredit getarnt wieder ins Land gebracht, und in Immobilien lukrativ investiert haben. Es geht dabei um hunderte Millionen Euro.
Hypo-Alpe Skandalbank als Geld-Waschmaschine
Eine zentrale Rolle bei diesen Geldtransaktionen spielte dabei ganz offensichtlich die österreichische Skandalbank Hypo-Alpe Adria (Skandalpe), vor Jahresfrist noch Tochter der Bayerischen Landesbank (BayernLB).
Auch Sanader war offenbar Großkunde bei der Hypo-Alpe.
Unter anderem soll die Hypo Alpe ihm 400.000 Euro Provision “geschenkt” haben, weil er der Hypo, beziehungsweise der Bayern LB, den Einstieg auf den kroatischen Markt “geebnet” habe.
Sanader führte, zusammen mit seinem Vertrauten Robert Jezic, der austrischen Skandalbank kroatische Kreditkunden zu, darunter natürlich auch dubiose.
Sanader wurde als .”Spezialkunde” im Schloss Freyenthurn bedient. Am Bankschalter stand angeblich der damalige Vorstand Wolfgang Kulterer. Der ist bereits wegen Bilanzfälschung rechtskräftig verurteilt, und kam jüngst wegen angeblicher weiterer Delikte in Untersuchungshaft, aus der er mittlerweile gegen Kaution wieder auf freien Fuß gesetzt wurde.
Ein Journalist muss sterben
Hart auf den Fersen dieser dubiosen kroatischen Mafia war (und ist) die investigative Zeitung Nacional, mit ihrem Chefredakteur Ivo Pukanic, der vor zwei Jahren durch einen Auftragsmord mittels einer Bombe getötet wurde.
Der Auftragsmord wurde angeblich von acht Mitgliedern einer serbischen Mafiagruppierung gegen 1,5 Millionen Euro ausgeführt. Sechs dieser Bandenmitglieder wurden im vergangenen Monat wegen Mordes, bzw. Beihilfe zum Mord, zu Freiheitsstrafen bis zu 30 Jahren verurteilt.
Der Kopf der Mörderbande soll der serbische Großgangster Sreten Jocic sein, dessen Strafprozeß aber noch nicht abgeschlossen ist.
Sreten Jocic, über dessen Mafiakarriere wir ausführlich berichteten, erklärte in seinem Verfahren, der Auftragsmord habe etwas mit den Vorgängen bei der Hypo-Alpe Skandalbank zu tun.Damit stellt sich gleichzeitig die Frage: War nicht nur die Hypo Alpe-Adria-Bank, sondern auch Ivo Sanader direkt oder indirekt in den Journalistenmord verwickelt? An Motiven würde jedenfalls auf Sanaders Seite kein Mangel bestehen.
Nachdem Sanader nun verhaftet ist, könnte vielleicht doch - endlich - der Stein ins Rollen kommen.

DynCorps: mit dem Sex Kinder Sklaven Bordells, Kinder Handel in Bosnien und Afghanistan

Das ist eine ziemlich heftige Geschichte, welche von der Mainstream Presse bis heute unter dem Tisch gehalten wird. DynCorps ist erneut, wie zuvor in Bosnien, in den besonders üblen Kinder Prostitutions Handel verwickelt in 2009 und wohl davor in Afghanistan.
Afghanistan, war wohl der letzte Abschiebe Bahnhof, nach Albanien und Bosnien auch für die Deutschen Profi Verbrecher der Hilfs Organisationen, wenn man Alfred Horn, rund um die Kinderhilfe, der Steinmeier-Schröder Bande sieht, mit Bodo Hombach, was da so in Albanien auch mit dem Top Drogen Boss: Sokol Kociu lief, rund ums Kinderhaus Tirana, was unter der Schirmherrschaft von Doris Schröder-Köpf stand.

In Filmen sind die grausamen Männer, die arme hilflose Frauen zur Prostitution zwingen, meist zwielichtige Gestalten mit vorzugsweise ausländischer Herkunft.
Dass auch Angestellte der Regierungen von unseren westlichen zivilisierten Demokratien solchem Zeitvertreib frönen, zeigte damals die Besetzung Bosniens.
Die amerikanische Söldnerfirma DynCorp wurde von der amerikanischen Armee und von der UNO in Bosnien als zivile Hilfskraft verpflichtet.
Dort beteiligten sich alsbald Mitarbeiter von Dyncorp am florierenden Mädchenhandel. Die Männer kauften sich junge Prostituierte aus den örtlichen Bordells, und hielten sie dann wie Sklaven:
“Das Gespräch unter den Mitarbeitern drehte sich um die Prostituierten, die man besaß - wie jung sie waren, wie gut sie im Bett waren, und was sie gekostet hätten.”
Dies hört DynCorp-Mitarbeiter Ben Johnston mit, und als er dann mithört wie ein besonders perverser Kollege prahlt, “mein Mädchen ist noch nicht mal 12″, beschließt er dagegen vorzugehen.
Johnston beschwerte sich in der Chefetage von DynCorp und bei der zuständigen Aufsichtsbehörde der US Army, aber ohne Erfolg. Stettdessen wird er von DynCorp gefeuert. Kathryn Bolkovac, eine andere Angestellte der Söldnerfirma, beschwert sich ebenfalls und wird auch gefeuert.
Beide gingen dann vor Gericht, und beide gewannen. Daraufhin feuerte DynCorp mindestens sieben in Bosnien stationierte Mitarbeiter, unter ihnen den Vorgesetzten des dortigen Lagers wegen der Vorwürfe des Frauenhandels.
Aber trotz der klaren Beweislage wurde bislang keiner der pädophilen Sklavenhalter vor Gericht gestellt:
“Wegen einer Kombination aus internationalen Verträgen, jurisdiktiven Schlupflöchern und bürokratischem Wirrwar können Mitarbeiter von privaten Söldnerfirmen wie DynCorp der Strafverfolgung entgehen, wenn sie die Verbrechen im Ausland begangen haben.”
Zum generellen Problem des Mädchenhandels in kriegsversehrten Gebieten sagt Human Rights Watch:
“Zwangsprostitution ist in Ländern, die sich im Wiederaufbau befinden, allgegenwärtig. Hauptgrund ist das massive Kontingent an unbegleiteten, hochbezahlten und männlichen Mitarbeitern aller möglicher internationaler Organisationen.”
Die eifrig geschickten Helfer sind also genau die, die den boomenden Mädchenhandel erst ermöglichen. Dies stellt Amnesty International auch in einem Report fest:
“Die Menge an NATO-geführten Friedenstruppen führte dazu, dass der Kosovo sich mit zwangsprostituierten Frauen füllte. Ein zuvor eher kleiner ‘Markt’ für Prostitution wurde so in eine große menschenhandelbasierte Industrie umgewandelt.
Die stationierten Friedenstruppen sorgen weiterhin für 80% des Umsatzes der Zuhälter, Bordellbesitzer und Mafiosi, die einheimische Mädchen entführen oder Frauen aus (anderen Ländern) einschleußen.”
Dem Report zufolge sind an den Geschäften Soldaten aus Amerika, Frankreich, Deutschland und Italien beteiligt.
Anfang 2004 gab die Abteilung der UN für Friedenssicherung zu, dass “die friedenssichernden Truppen zunehmend als Teil des Problems des Menschenhandels gesehen werden, und nicht als Lösung.”

She was sacked after disclosing that UN peacekeepers went to nightclubs where girls as young as 15 were forced to dance naked and have sex with customers, and that UN personnel and international aid workers were linked to prostitution rings in the Balkans.
After a two-year battle, an employment tribunal ruled yesterday that Ms Bolkovac was unfairly dismissed by DynCorp, an American company whose branch in Salisbury, Wiltshire, dealt with the contracts of the American officers working for the international police force in Bosnia. Bosnia: The United Nations, human trafficking and prostitution

There is mounting evidence that the United Nations has carried out a cover-up of the role played by its personnel in human trafficking and prostitution in Bosnia—a trade that has grown astronomically since the establishment of the Western protectorate seven years ago.
An American woman who served with the International Police Task Force (IPTF) in Bosnia recently won a case of unfair dismissal against a US State Department sub-contractor, after she was sacked for reporting an alleged prostitution racket involving other serving officers.
Kathryn Bolkovac was an employee of DynCorp Technical Services, one of the US government’s top 25 service providers with 23,000 employees worldwide. In Bosnia DynCorp provides maintenance support for the US military, as well as recruiting American officers for the international police force through its UK subsidiary, DynCorp Aerospace Operations Ltd. DynCorp has earned $1 billion since 1995 for providing maintenance to the US military worldwide. The contract to provide recruitment for the IPTF is valued at $15 million.
The case against DynCorp Aerospace Operations Ltd was brought under the UK Public Interest Disclosure legislation, known as the “whistleblowers charter”, which protects employees who make disclosures about malpractice within their company. Bolkovac had been posted to Sarajevo in 1999 to investigate traffic in young women from Eastern Europe who were forced into prostitution.
“When I started collecting evidence from the victims of sex-trafficking, it was clear that a number of UN officers were involved from several different countries, including quite a few from Britain,” she said. “I was shocked, appalled and disgusted. They were supposed to be over there to help, but they were committing crimes themselves. But when I told the supervisors they didn’t want to know.”
Bolkovac first drew attention to the abuses in October 2000 in an email to DynCorp management. She was first demoted and then six months later sacked. On August 2, in a 21-page judgement, the Southampton Employment Tribunal found in favour of Bolkovac and against DynCorp Aerospace Operations Ltd. The company’s claim that her employment was terminated because of gross misconduct was firmly rejected. Evidence of falsifying time sheets was dismissed as “sketchy to the point of being non-existent”. Charles Twiss, the tribunal chairman stated, “We have considered DynCorp’s explanation of why they dismissed her and find it completely unbelievable. There is no doubt whatever that the reason for her dismissal was that she made a protected disclosure and was unfairly dismissed.”
Bolkovac is not the only employee of DynCorp to seek legal redress for unfair dismissal. An American aircraft maintenance technician, Ben Johnstone, filed a lawsuit against his sacking in 1999 after he also disclosed information about the involvement of co-workers and supervisors in the sex trade at the DynCorp hangar at Comanche Base, one of two US bases in Bosnia. The allegations included sex with minors, rape and buying and selling women for sex.
His allegations led to a raid on the base by the 48th Military Police Detachment on June 2, 2000. The operation by the US Army Criminal Investigation Division (CID) began to uncover evidence supporting the claims made by Johnstone. However, the investigation was wound up after the CID determined that, under the Dayton Agreement, UN officials and contractors enjoyed immunity. Two of the employees named by Johnstone and most heavily implicated in the abuses were sacked, but escaped criminal charges.
Johnstone was sacked the day before the raid for disciplinary reasons that were unsubstantiated—he merely received a letter of discharge for bringing “discredit to the company and the US Army while working in Tuzla, Bosnia-Hercegovina.” Since 1998, eight DynCorp employees have been sent home from Bosnia, three have been dismissed for using prostitutes, and none have been prosecuted.
Bolkovac made disclosures to the UN chief in Bosnia, Jacques Paul Klein, and the UN’s police commissioner in Bosnia in November 2000, but IPTF Deputy Commissioner Mike Steirs described her as “stressed and burned out” and her contact with the UN was terminated following her sacking.

¶4. (C) On June 23, Assistant Ambassador Mussomeli met with MOI Minister Hanif Atmar on a number of issues, beginning with the April 11 Kunduz RTC DynCorp investigation. Amb Mussomeli opened that the incident deeply upset us and we took strong steps in response. An investigation is on-going, disciplinary actions were taken against DynCorp leaders in Afghanistan, we are also aware of proposals for new procedures, such as stationing a military officer at RTCs, that have been introduced for consideration. (Note: Placing military officers to oversee contractor operations at RTCs is not legally possible under the currentDynCorp contract.) Beyond remedial actions taken, we still hope the matter will not be blown out of proportion, an outcome which would not be good for either the U.S. or Afghanistan. A widely-anticipated newspaper article on the Kunduz scandal has not appeared but, if there is too much noise that may prompt the journalist to publish. ¶5. (C) Atmar said he insisted the journalist be told that publication would endanger lives. His request was that the U.S. quash the article and release of the video. Amb Mussomeli responded that going to the journalist would give her the sense that there is a more terrible story to report. Atmar then disclosed the arrest of two Afghan National Police (ANP) and nine other Afghans (including RTC language assistants) as part of an MoI investigation into Afghan “facilitators” of the event. The crime he was pursuing was “purchasing a service from a child,” which in Afghanistan is illegal under both Sharia law and the civil code, and against the ANP Code of Conduct for police officers who might be involved. He said he would use the civil code and that, in this case, the institution of the ANP will be protected, but he worried about the image of foreign mentors. Atmar said that President Karzai had told him that his (Atmar’s) “prestige” was in play in management of the Kunduz DynCorp matter and another recent event in which Blackwater contractors mistakenly killed several Afghan citizens. The President had asked him “Where is the justice?” ¶6. (C) Atmar said there was a larger issue to consider. He was aware that many questions about them go to SRAP Holbrooke and, in Afghanistan, there is increasing public skepticism about contractors. On the other hand, the conduct of the Combined Security Transition Command-Afghanistan (CSTC-A) is disciplined. Looking at these facts, he said, he wanted CSTC-A in charge. He wanted the ANP to become a model security institution just like the Afghan National Army (ANA) and National Directorate for Security (NDS), and the contractors were not producing what was desired. He suggested that the U.S. establish and independent commission to review the mentor situation, an idea he said Ambassador Eikenberry had first raised. Atmar added that he also wanted tighter control over Afghan employees. The Whistleblower

Rachel Weisz shines with grim-faced determination in the brutally important film The Whistleblower, based on the true story of a United Nations peacekeeper who discovers friends and colleagues are involved in sex trafficking in post-War Bosnia. The film is a tough watch, not so much through its violence (much of which is implied), but because the subject matter is so harrowing.

Rachel Weisz is quite superb as the tough but sensitive cop out of her depth in the wilds of post-War Bosnia.
Oscar-winner Weisz will make the film an intriguing option for distribs, and press will be guaranteed given the real-life story aspect. Though extremely well made, The Whistleblower is a little too earnest at times and would have benefited with a greater sense of peril to its forthright lead character. But it is a watchable and provocative film that should attract strong reviews.
The film opens in 1999 with single-mother Nebraska cop Kathryn Bolkovac (Weisz) struggling to make money needed to keep in touch with her daughter, who has moved to another state with her father. She takes a well-paid job with private contractor Democra Security, which hires US police officers to man UN peacekeeping missions around the world.
Arriving in Bosnia she quickly rises through the ranks given her practical policing knowledge and sense of wanting to do right, and is recruited to run the UN’s Gender Office, which investigates sexual assault, domestic abuse and sec trafficking.
She comes into contact with two Ukrainian girls duped into travelling to Bosnia and subsequently kidnapped and forced into sexual slavery. One girl, Raya (Roxana Condurache) agrees to testify against her kidnappers and the UN workers that have abused her and are complicit to the sex trafficking. But she is kidnapped again, and later killed, leaving Kathryn more enraged about the world of sex-trafficking and building evidence against various UN employees.
She has the support of diplomat Madeleine Ross (Vanessa Redgrave), but finds her investigations blocked by both Democra and the UN itself. She manages to escape with the evidence, and in 2000 publically blows the whistle in the media on the UN and US State Department cover-up.
Rachel Weisz is quite superb as the tough but sensitive cop out of her depth in the wilds of post-War Bosnia, while Vanessa Redgrave offers up a nice – virtual cameo – performance as a woman trying to operate using diplomatic solutions, but constantly hampered in her efforts. Monica Belluci, though, is surprisingly muted as Laura Levin, the woman in charge of repatriating those caught up in the conflicts, delivering her lines rather ponderously and lacking her usual charisma.
The Whistleblower is a depressingly fascinating real-life story, and is a film that will stir emotions and focus attention (once again) on an important subject. It is efficiently directed by Larysa Kondracki, who – perhaps appropriately – lets the real fact tell the story rather than resorting to more simplistic movie devices. There are no gun battles or fist fights…merely one woman trying to do what is right.

Sein Lieblings Politiker mit seiner Mafia Partei PTK, Hashim Thaci, brach natürlich massiv und umgehend, dieses Abkommen. Aber irgendeinen Komiker, für dubiose Geschäfte, müssen halt die USA in den Kosovo entsenden.

Political parties in Kosovo breach campaign rules

PRISTINA, Kosovo — Political parties have violated the Code of Conduct in the first days of official campaigning, the coalition of monitoring NGOs Democracy in Action said on Sunday (December 5th). Violations include putting posters in public buildings, bringing children to campaign appearances and obstructing regular school hours in some cases. In the same statement, Democracy in Action noted that more than 60,000 euros have been spent by main political parties on newspaper ads alone. More than half of that was spent by outgoing Prime Minister Hashim Thaci’s ruling Democratic Party. Campaigning for the December 12th snap elections started on December 1st and will last ten days. Daily: No aid for Kosovo due to IMF deal violation

PRIŠTINA — Kosovo will lose EUR 20mn of the European Union aid for its non-compliance with an agreement Priština has with the IMF, say reports.
Albanian language daily Koha Ditore writes today that the withdrawal of aid also comes due to “big pre-election promises”.
The daily’s correspondent from Brussels writes that “the European Commission had pointed out that macrofinancial assistance of the EU to Kosovo will depend on strict implementation of the agreement between Kosovo and the IMF”.
Pointing out that it was “not easy for Kosovo to become accepted in the IMF”, the daily wrote that due to the political situation and election campaign, “the Kosovo authorities risk deterioration of the relations with the IMF, which could also result in jeopardizing the macroeconomic financial assistance the European Union had earmarked for Kosovo”.
It is said in the EU that Kosovo will lose the second tranche of the EU’s macrofinancial assistance of EUR 20mn for its non-compliance with the agreement with the IMF and that future possible assistance of the Union will also be “under a big question mark”.
According to the newspaper, the situation is the result of the promises made by the outgoing Kosovo Albanian Prime Minister Hashim Thaci at rallies of the Democratic Party of Kosovo, when he said that wages will be increased in public services, education, justice and health by 30 to 50 percent next year.
The IMF, however, stated that under the signed agreement, “the Kosovo authorities may increase wages in the public sector at most by seven percent”.

Sunday’s (December 12th) elections in Kosovo will be monitored heavily by the EU as well as by several other international and local organisations to ensure the vote meets international standards.
On Tuesday, EU Special Representative Pieter Feith announced the so-called Kosovo Election Watch 2010, which will support the parliamentary elections.
“The EU has made important efforts to bring together diplomatic watchers from member states and from other countries to encourage elections that generally meet international standards in Kosovo,” Feith said.
Under the plan, “more than 120 Election Watch teams will be following every stage of the election process in polling stations across Kosovo,” he said.
The teams will include members of the International Civilian Representative Office and EU Special Representative Office, members of diplomatic missions in Kosovo, diplomats from other EU member states and diplomats from the Western Balkans region.
Feith said the deployment plan “will ensure Kosovo-wide coverage and reporting to a central operations room throughout the day”.
“We want to see that these elections meet the highest international standards. Everyone has a role to play in this: the political parties through their behaviour, by respecting the Code of Conduct they have signed, and citizens through their participation,” Feith said, praising the work done by local election agencies such as the Central Election Commission (CEC).
The network of NGOs Democracy in Action is monitoring campaigning, voting and campaign spending.
“5,000 observers will be engaged [on Election Day], to monitor the voting and the counting process,” organisation member Driton Selmanaj told SETimes, adding that there will also be mobile teams to offer support.
The campaign so far has been largely quiet and democratic, Selmanaj said, despite what he described as “isolated incidents”.
The PDK and LDK have exchanged accusations of inappropriate behaviour. The PDK, for instance, alleges that “certain structures” associated with its rival disrupted a party meeting in a Pristina neighbourhood.
Democracy in Action has also noted violations of the Code of Conduct. It says civil servants have been observed putting propaganda material in public buildings, while some election material has been vandalised.

Children were being used inappropriately for electioneering, and the election commission failed to present its calendar of activities, the organisation said.
In one instance, the New Spirit party (FER) won a case against the PDK after its posters in the Malisheva area were covered with PDK material. The election panel for Complaints and Submissions (PZAP) ruled on the FER complaint on Tuesday and levied a 3,200-euro fine against the PDK.

Österreich-Ungarn und Serbien um 1899
Als Geheimvertrag zwischen Österreich-Ungarn und Serbien oder auch Geheime Konvention wird das 1881 aus einem Handelsvertrag (6. Mai) und einem Bündnisvertrag (28. Juni) bestehende Vertragswerk bezeichnet, welches mehrere geheime Zusatzklauseln enthielt. Mit dem Geheimvertrag erkannte
faktisch dieSuzeränität Österreich-Ungarns an.
Vorgeschichte
Serbien wandte sich aus Enttäuschung über die russische
dem Kaiserhaus Österreich als Verbündeten zu und stellte seine nationalen Ansprüche auf

vorläufig zurück. Mit dem Abschluss eines Handelvertages am 21. April 1881 sollte Serbien für zwei Jahrzehnte zu einem wirtschaftlichen Nebenland der Donaumonarchie werden. Fast 90 % des Exports und 70 % des Imports wurde mit Österreich-Ungarn abgewickelt.
Vertragswerk
Der politische Geheimvertrag vom 28. Juni 1881 gestand Österreich-Ungarn weitgehende Vorrechte in der Bestimmung der serbischen Außenpolitik zu. So durfte Serbien keine Verträge mit anderen Staaten ohne vorherige Zustimmung der Donaumonarchie abschließen. Ebenso verpflichtete sich Serbien zum Ausbau einer Eisenbahnstrecke von

Innenpolitisch verpflichtete sich Serbien, auf seinem Territorium keine gegen Österreich-Ungarn gerichtete großserbische oder panslawistische Propaganda zuzulassen. Nach Bekanntwerden des Vertrags in Serbien regte sich dagegen erheblicher Widerstand in russophilen Kreisen, was auch zum Aufstieg der
zur stärksten Partei bei den Wahlen im Jahr 1883 beitrug.
Folgen
Auf die militärischen Klauseln gestützt, beschloss Serbiens König Milan I., sich für zugunsten Österreichs zurückgestellten Territorialansprüche auf Kosten bulgarischer Gebiete zu kompensieren, 1885 begann einSerbisch-Bulgarischer Krieg. Wiener Banken gewährten Serbien Kriegskredite, und Interventionsdrohungen Wiens an Sofia retteten Serbien vor der Niederlage, der Frieden mit Bulgarien wurde auf der Grundlage des Status quo ante geschlossen.
Epilog
1887, nach der russischen Einmischung in die bulgarische Thronfolge und einem erfolglosen Attentat auf den serbischen König Milan, wurde der Geheimvertrag um eine Klausel erweitert, wonach Österreich-Ungarn ebenfalls die Interessen der Dynastie des Hauses Obrenović sowohl im serbischen Inland wie auch im Ausland wahren würde.
Der Geheimvertrag endete 1903 mit dem Mord am Königspaar Alexander Obrenović und
und der Inthronisierung von Peter I. Karađorđević als neuen König Serbiens. Trotz seiner vertraglichen Verpflichtungen zum Schutz der gestürzten Dynastie intervenierte Österreich-Ungarn nicht.
