Number of Kosovo Candidates Under Probes Causes Concern

Kosovo’s Election Commission says candidates can only be disqualified from December’s poll if they have been found guilty.

Senior international actors and Kosovo-based organisations have criticised the number of politicians running for office in December’s general election who are under suspicion of offences ranging from war crimes to corruption.

One member of the Central Election Commission, Fadil Maloku, voted against last Thursday’s decision of the Commission to certify the candidates’ list, saying they should have awaited the legal outcome facing some of the candidates under investigation. “The law has been violated. Candidates have been certified without any decision or opinion from the legal office,” Maloku said.

The head of the Commission, Valdete Daka, disputed this, saying the law only banned candidates who had been found guilty of criminal offences, not people under probes. “No candidates can be certified if they’ve been found guilty of a criminal offence… in the past three years,” Daka explained.

Two of the ten top candidates of the Democratic Party of Kosovo, the party of the Prime Minister, Hashim Thaci, are under criminal investigation. One is the Minister of Transport, Fatmir Limaj. He has been under an investigation by the EU rule-of-law mission, EULEX, since April 2010, suspected of corruption.

The other is Azem Syla, a former Kosovo Liberation Army commander. He has also been under a EULEX investigation since a self-declared assassin, Nazim Blaca, mentioned his name in November 2009 when he went public over his crimes.

Blaca admitted having once worked for Kosovo’s unofficial secret service, SHIK, and mentioned several names in connection with SHIK’s activities, including Syla’s. Limaj and Syla and four and fifth respectively on the PDK’s list of candidates.

Thaci’s party is not the only one with candidates facing possible trial. The leader of the opposition Alliance for the Future of Kosovo, Ramush Haradinaj, leads his party’s list in December although he is awaiting re-trial before the International Criminal Tribunal for former Yugoslavia, ICTY, in The Hague.

Another party leader seeking a seat in parliament in December is the former speaker of the Kosovo assembly, Nexhat Daci, head of the Democratic League of Dardania. On November 10, a Pristina court found him guilty of abusing his official post and gave him an 18 months’ suspended jail sentence.

Andy Sparkes, deputy head of EULEX, said that while everyone accepted the principle that people were innocent until proven guilty, the selection of some candidates sent an unfortunate signal.

“Where it’s known that someone is under an investigation or judicial procedure, it would be better and more honourable, and better for the reputation of Kosovo, if they didn’t present themselves for public office until they had cleared their names,” Sparkes said.

Avni Zogiani, head of the anti-corruption organisation Cohu, said that the judicial system in Kosovo was too corrupt to keep people with criminal records out of pubic life. “Where is the ethics in our society today?” he asked.

One of the main concerns of the Albanian intelligence leader Bahri Shaqiri, is the insufficiency of funds to reward the sources of information. “There is no budget to cover travel expenses for agnets and sent to services”, - said Bahri Shaqiri to the commission. Another major concern according to the head of SIS is the establishment of the Center of eavesdropping after the allocated budget can not build the new center.

Croatia: Dubrovnik Recovers After Flooding

The heavy rains that flooded Dubrovnik on Monday could be considered a natural disaster warranting state assistance, the city’s mayor has said.

Dubrovnik mayor Andro Vlahusic said that the initial estimates of the damages are high enough to declare the event a natural disaster and ask for help from state bodies.

Hours of torrential downpour, which dropped 130 litres of water per square meter in the city, flooded almost all of the shops and houses on the town’s main streets.

High water brought traffic in many areas of the town to a standstill, while strong winds suspended all ship line operations. Some parts of the city also experienced temporary power shortages, Croatian daily Jutarnji List writes.

Vlahusic said that it may take several days to fully asses the flood damage.

He explained that the town was not prepared for the heavy rainfall it witnessed because of an inefficient drainage system.

The mayor added that the town plans to invest 20 million kunas (€2.7 million) over the next three years for system improvements.

ZAGREB – A large amount of waste, including animal carcasses and hospital waste has polluted the shores of the Pelješac peninsula and Mljet island in Croatia.

Index.hr website reports that several hundred square kilometers have been littered, and that while even waste dumped into the sea in Italy and Greece could have washed up in Croatia, most of the labels that can be read were in Albanian.

The locals meanwhile hope for help from the state to clean up the pollution and to find out where the waste, which has plagues the area in ever increasing amounts each year, comes from.

Croatia’s Administration for Protection and Rescue (DUSZ) said that while a certain amount of waste from Albania has been reaching the Mljet area of the Adriatic Sea each year, this time the amount is significantly higher.

The Port of Dubrovnik official Nikola Beusan said that the waste was mostly non-organic, and that it is therefore not bio-degradable.

“We’re talking bottles, needles, catheters. The rest is organic, such as animal carcasses, wood and so forth,” Beusan was quoted as saying.

Überwiegend sind die Hintermänner aus der Anarchie Region Kosovo und Tetova - Gostiva, wo man ohne Gesetze nur im Chaos lebt, was die Kosovo Mafia kontrolliert und organisiert.

I demand from the ministers of environment, tourism and finances to enforce the law severely. This consists a grave crime on environment. If greediness pushes them toward blindness, then even the state will show the strength of the law. Hence, Mr. Minister of Environment, you did well to bring this fact to evidence and giving the news even to the media so that all Albania becomes aware of only a handful of greedy people doing this because the most of the people have made maximum efforts for coping with this great tourist influx. While those, who have breached the regulation while running counter to every standard and being beyond any morals, will be punished in the most determined way. They set up their business on sewage and further transfer it to other people coming from distant lands and observing no regulation on which they have built. Media has done well to cover these events, but the situation exists in Shkëmbi i Kavajës area and in Golem, not in Durrësi territory, because in Durrës there is a waste collector. Similar collectors are under construction in other areas as well. But, this doesn’t mean it will happen what you have already seen on the media. Hence, let us take these responsibilities, let’s get to know all the created problems and solve them with determination……

PM Berisha greets conference “Investments in treatment of polluted waters in coastal areas”

Prime Minister Sali Berisha greeted today the proceedings of the conference “Investments in treatment of polluted waters in coastal areas”, organized in Tirana by the Italian Chamber of Commerce and with the participation of representatives of the government of Albania, Italian and Albanian business.

PM Berisha appreciated highly the organization of this conference focused on environment and considered it a good opportunity to discuss on this rather important concern for development of the country. While making an expose of the development of Albanian economy, the reforms the government of Albania has undertaken and fields of priority, the prime minister emphasized the government determination to observe the most solid ecological principles.

Speaking in particular about development of tourism and the relevant factors like the urban chaos, the treatment of waste and sewage, the prime minister said that the government is willing to mobilize funds and budgetary resources to prevent pollution, to make the Albanian waters the cleanest and make Albania more and more attractive. Tourism, emphasized the prime minister is turning into the profile of Albanian economy and Albania has all the opportunities to establish the most ecological model. The prime minister invited the Italian entrepreneurs to consider investments in this sector. “We do have all the opportunities to adhere to this model. You have ample financial resources and the proper know-how while Albania offers the most facilitating conditions.”

Inzwischen wird die Schweinerei auch im albansichen TV und Medien gebracht! Ein Salih Berisha, bringt zum Umwelt Schutz nur dämliche Nonsens Erklärungen. Eine Funktion der Gesetze verweigert er. Lt. Bau Gesetz seit 1993, braucht man auch eine Genehmigung der Umwelt Behörde, was aber generell von den kriminellen Banden der Adminstrastion ganz einfach ignoriert wird mit vollen Wissen.

Greek media group buys 84.99 per cent of flagship Serbian station which became famous in the 1990s for its independent reporting.

B92 buildingIn a statement on Thursday, B92 defended the sale of the TV and radio station, which became best known for its independent news coverage during the era of Serbia’s strongman, Slobodan Milosevic.

The Greek investors would supply “the necessary funds for its [B92’s] further development at a time of economic crisis, which has had a strong adverse impact on the media market,” it said.

The B92 Trust, led and managed by the founders and managers of the company, retains 11.35 per cent of the shares, while small shareholders hold another 3.66 per cent. Veran Matic remains editor-in-chief.

Sources in the company told Balkan Insight that negotiations on the sale had been ongoing for months as the B92 management haggled with the Greeks over the editorial policy of the news programmes and over severance pay for employees who will be axed.

“There are reports that about 200 people will be fired,” the source told Balkan Insight. This would be about half of the total number of employees.

The B92 statement on Thursday insisted that the buyout would not lead to a change in editorial policy for the news programme, which “will remain under the control of the B92 Trust”.

The Greek company has already obtained a foothold in the Serbian media market after buying Fox TV, now called Prva, last December. Since then, critics have said the quality of the Prva’s programmes has declined in an attempt to attract mass audiences and earn more money.

Sehr aktiv dabei die Berufs Verbrecher der Deutschen FES, mit Gernot Erler, Christopf Zöbel und Co.. Mit Stimmen Kauf und der Finanzierung von angeblichen Parteien, wie mit der G99 des Erion Veliaj, haben diese Leute Null Problem. Diesen Berufs Kriminellen, geht es nur um eigene Geschäfte und um die Umsetzung des Geschäfts Modell als Lobbyist: Aufbau und aktive Hilfe für den Gross Drogen Import nach Europa, damit die Balkan Mafia über die aufgebauten Export Firmen, wie Bau Märkte, Bundesdruckerei, Autofirmen wie VW und Mercedes, Deutsche Export Güter bezahlen können und der sogenannte Deutsche Politiker und Diplomat, daran hohe Provisionen privat kassieren kann.So kam die enge Verbindung auch der Osmani Brüder (Statthalter auch für Bin Laden, in der Geldwäsche in Europa) mit Gerhard Schröder und anderen Berufs Verbrechern des Lobby Vereines DAW zustande und des Dr. Klaus Mangold mit seinem kriminellen Bestechungs Kartell, was sich Ost Ausschuss der Wirtschaft nennt.


Man hat die beiden eben als Zeugen aus dem Wege geraeumt, weil die ja wohl die Namen haben, fuer wen sie Visas etc.. besorgten. aus der FAZ über das Geschäfts Modell des Taxifahrers Joschka Fischers (immerhin schaffte er den Haupt Schul Abschluß) und Ludgar Vollmer mit Freunden.Alles sammelte sich um den Welt Verbrecher Georg Soros, der überall auftaucht, um Länder zu destabilisieren und Volks Wirtschaften zu ruinieren, um dann billig aus der Privatisierung die lukrativen Firmen billigst mit Bestechungsgeld und Vasallen aufzukaufen.

Buying elections

As I mentioned in previous posts about the color revolutions, the US subsidizing parties in the former communist countries through its NED (National Endowment for Democracy). Other Western organizations (political parties, Soros, etc) are doing the same. Although there is nothing wrong with explaining to newly democratic countries how democracy is supposed to work in practice this means that “pro-Western” parties are supported while parties that are despised as “nationalist” or “pro-Russian” or “communist” are not. So in fact we are buying votes - exactly the reason why nearly all Western democracies frown upon or forbid foreign donations to their political parties.

Now it looks like the Russians are learning the game too. The following is a fragment from a story about Moldova:

There will be an election Nov. 28. The country has billboards with various candidates all around and rallies throughout the country. Western nongovernmental organizations (NGOs) are there. Some are funded, we were told, by the American National Endowment for Democracy, others supported by NATO and so on. The Russians, too, have learned the NGO gambit from the West by watching the various color revolutions. Russian-supported NGOs are in the country, and as one journalist told me, they are serving wine and cheese to young people. That appears to be having an impact. Wim Roffel

The precedent excuse against partition of Kosovo

Last week several reports appeared about the Western Balkans. See here for an overview.

It is good to see that after the International Crisis Group also an article in Survival, the journal of London’s International Institute for Strategic Studies saw some merit in partition of Kosovo.

On the other hand however, Daniel Serwer of the USIP once again published a report and an article in which he attacks the option of partition as a way to settle conflicts in Kosovo and Bosnia. He seems a bit confused about the subject sometimes - he falsely claims for example that the recent UN resolution on Kosovo asks for technical talks only - but as his institute is directly financed by the US Congress we have to take him seriously.

According to him if borders were changed in Kosovo this would “open up border questions” in Bosnia and Macedonia and likely also in Albanian inhabited areas in southern Serbia and Montenegro. It is a modern version of the Domino Theory and just as dubious when you have a closer look:
- when Kosovo declared independence there were also people who predicted that that would lead to the secession of the RS in Bosnia. Nothing happened as everyone knew that the Western countries wouldn’t allow it. Similarly when Czechoslovakia split and there were some border changes between Czechia and Slovakia nobody even suggested that that would or should have consequences for the Hungarian minority in Slovakia. So there is no reason to suppose that a border agreement between Kosovo and Serbia will have automatic influence on Bosnia and Macedonia.
- The solution in Bosnia has always been obvious: extend the principle of self-determination - on which Dayton is based - to the Croats. Unfortunately by pressing the other way the West has created a hostile stalemate. The longer this lasts the lesser the chance that Bosnia will survive as a state. This has nothing to do with Kosovo.
- A major factor in Albanian separatism in Macedonia is the belief that the US (and to a lesser degree the EU) is an ally of the Albanians against the Slavs. Both in Kosovo (1999) and in Macedonia (2001) the West intervened in a war started by the Albanians and then imposed major changes in favor of of the Albanians. A refusal to change borders in Kosovo - despite the sorry position of its minorities - only strengthens the impression that the West supports the Albanians no matter what they do.

PODGORICA — Montenegrin Supreme State Prosecutor Ranka Čarapić will order a financial investigation into the dealings drug-smuggling suspect Duško Šarić.

The investigation will be conducted in order for the authorities to determine possible criminal act and seize his property.

An investigative judge of the Special Court in Bijelo Polje has remanded Darko Šarić’s younger brother, who is suspected of drug trafficking in Italy, in custody for 30 days.

The prosecution explained that the suspect was a flight risk. Šarić denied all drug trafficking accusations during questioning.

After the questioning he was remanded in custody for 30 days for forming a criminal organization aimed at smuggling and distributing narcotics.

Darko Šarić’s younger brother was questioned in the presence of his lawyers and the deputy special prosecutor. He was remanded in custody based on an accompanying document which had been sent together with the arrest warrant from Rome.

After the questioning Šarić’s attorney Josif Mičković expressed dissatisfaction over the investigative judge’s decision because he did not see the documents based on which the decision was made.

“Neither we, the lawyers, nor Mr. Šarić are aware based on which evidence he was remanded in custody. During this proceeding we did not have an opportunity to confront the evidence and see what the special prosecutor is basing his motion on. Contrary to the law we were denied access to the documents and to copy the alleged evidence,“ Mičković stressed.

Kosovo: An Asterisk for the EU? Really?

 

Every friend or neighbor of the EU should be wishing it well right now. The success of the Union and its common currency is in the common interest. As an American, I have long supported the EU also as a necessary, and friendly, counter-weight to the the US in international affairs. But the Europeans just seem unable to do foreign policy, not even in their own backyard. Brussels (and the Quint) have been using prospective EU membership to bully, threaten and cajole the Tadić government into meeting two different conditions for smooth sailing into the Union: finding the ICTY fugitives Mladić and Hadžić and accepting the loss of Kosovo. They seem to think that bringing Serbia into Europe is a gift to the Serbs that they must earn rather than a way to contribute to stability and progress in Central Europe.

President Tadić is desperate for progress on Serbia’s bid to join the EU. He needs to show his electorate that his Europe option brings benefits for Serbia’s ailing economy. Belgrade has recently increased the reward offered for the two fugitives to a total of over $15 million and appealed to Interpol for help. Tadić has done as much to accommodate the EU on Kosovo as politically possible. But he faces two fundamental problems that may doom his effort to curry enough favor with the EU to unlock the doors for Serbian entrance: the dual nature of the demands (for both the fugitives and Kosovo) and the fact that the Quint will probably always demand more on Kosovo than he can give.

The latest sign that the EU will overplay its hand is the signals from Brussels that a few “wrong” answers to the “questionnaire” on candidacy to be delivered this week to Belgrade could set back the membership process. “Wrong” answers would be those Belgrade might give that would “affirm sovereignty and territorial integrity in Kosovo.” The un-named sources for these hints describe the questionnaire as “status neutral” on Kosovo. Therefore, “Serbian answers should be status neutral and respect UN Resolution 1244 as well …. Serbia will not be forced to recognize Kosovo’s independence in the questionnaire but Belgrade should accept in the answers the reality that Kosovo is not under Serbian sovereignty or control.” Thus, they advise, care would have to be exercised in answering questions about things like state size, border length and other statistics concerning the number of municipalities or amount of agricultural land. An EU source reportedly therefore advised that “the elegant solution for the EU and Serbia could be using an asterisk for Kosovo …. Belgrade could present all dates for Serbia without Kosovo. Inserting the asterisk would mean that Serbia treats Kosovo in respect of UN Resolution 1244.”

An asterisk? Really? But this is shear nonsense. If Belgrade met the condition to treat Kosovo in a “status neutral” manner and asterisk its claims, it would be recognizing Kosovo. UNSCR 1244 does not demand that Serbia treat its claim to Kosovo in a “status neutral” manner. Indeed, UNSCR 1244 can be read to recognize Serbia’s continuing claim to Kosovo. UNSCR 1244 – and the Security Council’s failure to alter or abolish it – creates the need for those international institutions in Kosovo under the UN umbrella – including the EU – to act in a status neutral manner. It has not prevented Pristina from declaring independence nor does it demand Serbia give up its claim.

And by the way, if Tadić was a cynic, he might well think that giving up Mladić right now, while Brussels still holds the Kosovo sword over his head, would get him nothing. A cynic might therefore believe it best to keep the Mladić card to play another day. Anyone home in Brussels?

Außenminister Steinmeier könnte sich schon von Amts wegen nicht aus der Außenpolitik empfehlen. Aber ein eigenes internationales Profil hat er in seinen vier AA-Jahren nicht gefunden. Problembewusst und präsent war er immer, gewiss; alles, was der internationale Terminkalender vorgab, hat er abgearbeitet. Dennoch hat er keinen Bereich zu seinem eigenen gemacht.

Draußen jedoch wird die internationale Enthaltsamkeit Berlins besorgt vermerkt. Wisst ihr Deutschen denn nicht, wird da gefragt, wie sehr es auf euch ankommt, wie groß euer internationales Potenzial ist? Leider muss man darauf die Antwort geben: Die deutsche Regierung will es erst gar nicht auf die Probe stellen. Das wirtschaftliche und politische Schwergewicht Europas nimmt eine außenpolitische Auszeit und fühlt sich auch noch wohl dabei.

Italien: Polizei nimmt 100 Drogen Händler in der Lombardei fest aus dem Balkan

Die italienische Polizei hat zwei Drogenhändlerringe in Norditalien gesprengt. Dabei nahmen rund 300 Fahnder der Mailänder Antimafia-Einheit rund 100 Menschen fest.

Mailand - Die Drogenbosse gehörten zwei kooperierenden Organisationen an, wie der italienische TV-Sender “Sky TG 24″ berichtete. Dabei war der eine Drogenring vor allem in Norditalien aktiv - unter anderem in den Provinzen von Mailand, Como, Varese, Turin und Genua.

Der andere hingegen habe international agiert mit Helfershelfern in Montenegro, Serbien, Slovenien, anderen europäischen Staaten und Südamerika.Die Mafiosi hätten vor allem mit Kokain gehandelt, hieß es. Der Schlag war das Ergebnis zweijähriger Ermittlungen.

PRIŠTINA — Number of Kosovo Albanians who seek Albanian citizenship has increased after the EU lifted visa requirements for Albanian citizens, Priština-based media report. They point out that residents of Kosovo need to meet numerous criteria in order to get the Albanian citizenship.Albanian Ambassador to Kosovo Islam Lauka has stated that his country’s law allows foreigners to apply for Albanian citizenship but that it does not mean that everybody can get it because several criteria need to be met.

“There are at least eight documents, i.e. criteria that need to be met. It is very important to provide a document which proves that a person has been living in Albania for five years straight and for citizens of Kosovo that period is three years,” the Albanian ambassador explained.

“There are mitigating circumstances in those three years, if a person from Kosovo has been married to the Albanian citizen for at least a year, for which they need to have a document of the Albanian Interior ministry,” Lauka added.

In some cases a distinguished person can get Albanian citizenship without any problems. All they need is a recommendation of the Albanian Academy of Sciences or some other important institution.

Before they started to apply for Albanian citizenship, Kosovo Albanians had been in large numbers seeking citizenship of Serbia, Macedonia and Montenegro since the EU lifted visa regime for these countries’ citizens last year.

Kosovo: The UNSC Debates and William Walker Filibusters In

The UN Security Council met on November 12 to debate the October 29 report by the Secretary General on Kosovo. Much of the report and the debate focused on the north. The SG repeated (via the noon briefing) his concern “over the recent report by the Kosovo authorities and the subsequent media commentaries against the presence of the UN Mission (UNMIK) in the north, which have risked placing United Nations staff in danger.” Vis-a-vis demands from the Albanian side that UNMIK leave the north, he said the UN “would be prepared to hand over its functions in northern Kosovo to a structure which is legitimate and acceptable to all communities, in accordance with the United Nations policy of status neutrality.” Until then, he urged all sides “to continue their cooperation with UNMIK in delivering its mandate.” The UN Special Representative in Kosovo warned that continued tensions and low level incidents in the north endanger peace and stability there. Russian UN Representative Vitaly Churkin pointed the finger at “unilateral” actions taken by Pristina and its international allies to change the reality in northern Kosovo, includingAlbanian construction efforts in north Mitrovica and plans to impose a court there without coordinating with local Serbs or UNMIK. 

 

There was another grenade attack in north Mitrovica on the 12th. A car and property of a local Serb living in the Bosnia Mahala was reportedly damaged with no injuries. But in general, since the dual arrival of the new head of EULEX and colder weather, things have been relatively quiet in the north.

 

Attention south of the Ibar is, of course, on the upcoming election. Into this, the hero of Kosovo Albanians is apparently stepping, and not lightly. Currently in Kosovo to help campaign for the Self-Determination Movement, William Walker reportedly told an Albanian news outlet that he supports the creation of a Greater Albania formed from Albania and Kosovo.

 

I’m with Walker on this. Despite the repeat warning from Soren Jessen-Petersen and Dan Serwer (in the New York Times) against changing borders in the Balkans to settle remaining issues, it may be the best way forward. Multi-ethnic democracy is a misnomer. In no post-conflict state anywhere has imposition of majority-rule democracy failed to magnify and keep alive the ethnic differences that led to the conflict in the first place. Indeed, even in the advanced democracies of Europe, ethnic differences have led to break-ups – Czechoslovakia – and impending splits – Belgium.

The Balkans Can Still Be Lost

As NATO, the United States, the European Union and the Organization for Security and Cooperation in Europe prepare for summit meetings this fall, the Balkans may yet spoil the party.

The peace-building process there boasts remarkable successes — the end of the Bosnian war, the fall of Slobodan Milosevic and the rise of democratic Serbia, the independence of Kosovo, impending Croatian membership in the E.U. But failure in the Balkans is still a possibility and would embarrass Europeans and Americans alike.

There are three issues that haunt the region: Bosnia and Herzegovina is a country that remains mired in continuing — though currently nonviolent — ethnic tension; relations between Serbia and Kosovo remain unsettled; and Macedonia is unable to join NATO or the European Union until Greece’s objection to its name (which Athens claims for Greece) is resolved.

Bosnia’s problems are rooted in the Constitution imposed on the warring factions 15 years ago at the Dayton peace talks. It creates a nonfunctional state unable to meet the many requirements of either NATO or E.U. membership. Constitutional amendments are required to eliminate discrimination on ethnic grounds and provide the Sarajevo government with the authority and responsibility it needs to negotiate for NATO and E.U. membership.

Efforts to impose such amendments have failed. What Brussels and Washington need to do now is set out clear criteria that Sarajevo will have to meet before and during the E.U. accession process. Recent elections in Bosnia open up new possibilities for reform, and Serbia’s own progress toward the E.U. should depend on its willingness to insist that the Bosnian Serbs cooperate with the country’s Muslims and Croats to amend the Constitution in ways that will make E.U. membership possible.

On Kosovo, the U.N. General Assembly in October recommended that talks begin on practical issues (like trade, energy, environment, health, border facilities, missing persons, return of the displaced) between Belgrade and Pristina, with the E.U. facilitating and the U.S. supporting. This is a good idea whose time has come, but Belgrade will try to use the talks to suggest “corrections” to Kosovo’s borders that would allow Serbia to absorb the Serb communities in northern Kosovo.

This movement of a border to accommodate ethnic differences is dangerous and would open up border questions throughout the Balkans: certainly in Macedonia and Bosnia, but likely also in the Albanian-populated areas of southern Serbia and Montenegro as well. Serbia and Kosovo need to stick to the task at hand, establishing good relations on a host of practical issues on the basis of mutual respect, as required for E.U. accession.

The government in Skopje faces an uphill battle against Athens, which wants “Macedonia” to be qualified in a way that will distinguish it from what Greeks claim to be exclusively their own domain. Without resolution of this issue, Macedonia faces a long purgatory, without the NATO membership for which it has prepared and without any serious prospect of E.U. membership, a prospect that has kept the country’s ethnic groups from descending into internecine warfare.

Brussels and Washington need to untie this knot, which has tightened with every passing year since Macedonia’s independence in 1991. It hardly seems appropriate for Athens to be thumbing its nose at Brussels at a time when it desperately needs E.U. economic backing. For NATO membership, Washington and Brussels should insist that Greece live up to its 1995 agreement to accept Skopje under the euphemistic and anachronistic name “Former Yugoslav Republic of Macedonia (Fyrom).” Provided Skopje is prepared to signal its willingness to add an acceptable geographic qualifier to its name, it is time also for the E.U. to give Macedonia a date for the start of accession talks, a move that would further stabilize the country and also create a strong incentive for Skopje and Athens to come to terms.

The peace-building mission in the Balkans is not yet accomplished, even after 15 years of often close U.S./E.U. cooperation. Only when all the region’s countries are irreversibly on a course toward the E.U. will we be able to celebrate. Likely no more than five more years are required. Until then, we need to keep the Balkans on track, ensuring that Bosnia, Kosovo and Macedonia remain on the train.
