Tanja Fajon: The Balkans’ Brussels Champion

A passionate advocate of freedom of movement, the former TV reporter has been instrumental in helping Albania and Bosnia win the right to visa-free travel to Europe.

Tirana Tanja FajonWhen the European Parliament voted on October 7 to lift visa requirements on Bosnia and Herzegovina and Albania, the Facebook update of the Slovene MEP Tanja Fajon, read exuberantly: “We won.”

With 538 votes in favour and only 47 against, the parliament overwhelmingly endorsed her report, which said that both countries had met all the obligations of the EU’s visa liberalization “roadmap”.

The 39-year-old native of the capital, Ljubljana, who built her career working on TV, radio and the newspaper Republika, before being elected as a Social Democrats to the European parliament in 2009, has emerged as a champion of freedom of movement.

“A year ago, when Serbia, Montenegro and Macedonia joined the ‘white Schengen’ list, we promised the same for Albania and Bosnia as soon as they met the standards,” Fajon said recently.  “Now is the time to keep this promise.”

For the better part of the last decade, Fajon was Brussels correspondent for TV Slovenja, following the process of transformation in the Balkans and the region’s accelerating efforts to become part of the European family.

As Rapporteur for the visa liberalization process, Fajon traveled frequently to Bosnia and Albania, working with governments and civil society in Tirana and Sarajevo to help them fulfill the visa roadmap criteria.

Drawing on her experience as a journalist, she was able to clearly communicate the need for the reforms detailed in the visa roadmap to local audiences.

In so doing, she became one of the most recognized EU officials in the region.

Reflecting on her motives in trying to draw the two Balkan countries into the white Schengen list, she places them in a broader European perspective.

“The Balkans is part of Europe,” she said recently, “and both parts [of Europe] will benefit from a visa-free regime for its citizens.”

    Albania and Bosnia and Herzegovina are weeks away from being able to travel visa-free. However, Kosovo has a long road ahead before it can meet up with them.

    Fajon: The increased number of asylum-seekers, especially from Serbia and Macedonia this year, was a serious concern. The governments in Albania and BiH have launched information campaigns to inform the citizens what visa liberalisation really means.

    The EU Commission will follow the implementation of standards, not just in Albania and Bosnia and Herzegovina, but in the entire Western Balkans, so they will continue to follow the safety of borders and safety of documents and with a special mechanism.

    With this mechanism, member states that are affected will have a chance to take some measures in all of the Western Balkan countries. So it’s very important for the governments in Albania, Bosnia and Herzegovina, Serbia, Macedonia and Montenegro to inform their citizens about their rights and obligations when they travel. The responsibility on the side of the governments is very big.

    SETimes: The EU commission published progress reports on Western Balkans countries recently; do we see progress there?

    Fajon: We see good messages in the reports, but there are many concerns. Of course there has been progress, but there are challenges that the governments must face. All of the Western Balkan countries need to strengthen efforts against organised crime and corruption and make further efforts to strengthen their administrative capacities and judicial systems.

    On Kosovo, there is an emphasis on the media situation, the lack of media freedom.

    Because of the political crisis in Albania, the message [was not as] positive as the government wishes to see. I think that the political situation is putting the image of the country in a very bad position in the EU. I hope the political sides in Albania really find the strength to develop a good dialogue, because it’s affecting the image of the country.

    TIRANA, Albania — European Parliament (EP) member Tanja Fajon was awarded on Monday (January 3rd) the Dritan Hoxha prize, by the foundation of the same name, for her role in Albania’s visa liberalisation process. Foundation president Vjollca Hoxha described Fajon as “a Slovenian who has already won the hearts of Albanians”. Fajon, EP rapporteur for Albania on visa liberalisation, donated the 10,000-euro prize to a children’s organisation. (Top Channel, Telegrafi, Top News - 03/01/11)
