Bulgaria takes aim at illegal luxury homes

SOFIA, Bulgaria — Tax authorities and prosecutors used a helicopter Wednesday (October 13th) to search for tax evaders and their luxurious holiday homes along the Black Sea coast. The flight revealed about 200 villas whose owners will now be checked for tax evasion, the National Revenue Agency announced. Earlier this week, local television channels broadcast helicopter footage of luxurious properties in the suburbs of Sofia and the central city of Plovdiv, as well as a whole illegal complex on state-owned land near a dam in Ivaylovgrad. The complex is believed to be owned by customs officials. The helicopter method was chosen to obtain a peek at what is behind the tall walls of many of the properties belonging to high-profile politicians and state officials. Local authorities say some of these estates are still listed in state registries as under construction, a trick owners use to avoid taxes. Others are listed as owned by companies, which means expenses can serve as deductions. (AFP, bTV, Trud - 13/10/10)

Bulgaria’s Regional Development Minister, Rosen Plevneliev, announced Wednesday the Head of the State Agency for National Construction Control, Ivan Simidchiev and the Head of the Svilengard Customs, Stefan Marashev, are being dismissed.

The discharges were made on the personal request of Prime Minister, Boyko Borisov, according to the cabinet’s press center.

The decision came on the heels of the disclosure of pictures made last week by employees of the National Revenue Agency who flew in a helicopter over 45 properties, constructed illegally on State lands on the shore of the Ivaylovgrad dam in southern Bulgaria.

In the aftermath, owners rushed to legalize their sprawling real estate, which has been built over 10 years ago.

One of these villas that acquired legal status hours after the helicopter flew over belongs precisely to Marashev. The latter was already fired once, in 2008, from the post of Head of the Svilengrad Customs, but was reinstated by the Supreme Administrative Court.

Simidchiev will be fired over his long-time failure to undertake necessary and adequate measures for construction control, Plevneliev said, confirming there is evidence beyond legal doubt the 45 properties are illegal.

TIRANA, Albania — The EP rapporteur on visa liberalisation for the Western Balkans, Tanja Fajon, is urging authorities in Tirana to inform citizens about the rules of EU visa liberalisation in order to avoid possible abuse. Lifting the regime may be used in different ways and this may become a problem for the government, Fajon said Sunday (October 10th). “Citizens have to understand they cannot stay longer than three months [and] they cannot work or apply for citizenship, as this might trigger some countries to reapply [the] visa-regime,” said Fajon. Next month, the EU is expected to give the green light to last week’s decision by the EP, lifting the visa regime with both Albania and Bosnia and Herzegovina.

Separately, Foreign Minister Edmond Haxhinasto said visa liberalisation will also bring possibilities for the youth to study abroad or participate in short term training programmes. He added that the decision to lift the visa regime is historic.

The Euro 2012 qualifying tie between Italy and Serbia was canceled last night, and afterwards hooligans clashed with police as they were exiting the stadium.

Several people were injured, our reporter says.

A man was arrested, suspected of being the organizer of the unrest. He was named as Ivan Bogdanov, aka Coi.

Mujaj in the Wall Street Journal Blog. “The American people have spoken,” this self-styled compatriot of ours is telling us. “The American way of life needs to be rebalanced. Households need to stop spending what they don’t have. Local and state governments need to slash their budgets to live off whatever tax revenues they generate […] The American people voted for change.”

What Mr. Mujaj does not mention is that former Congressman DioGuardi is the founder and well-endowed president of the Albanian American Civic League, a lobby group for the KLA-run “independent” province of “Kosova.” This is a significant fact, crucial to the funding of his candidacy, which he curiously does not mention on his campaign website. Even more curiously, the League’s aacl.com site—full of information on DioGuardi’s KLA connections—has been mysteriously dormant for weeks. There is, nevertheless, ample evidence out there that DioGuardi and his wife have been, for years, key fundraisers and apologists for the terrorist KLA in this country. …

The head of the European Union mission in Serbia Vincent Degert has said that the EU countries are receiving up to one hundred tons of heroin through the Balkans. Such a situation in criminal activity could prevent the countries in the region joining the EU. “Organized crime and corruption could become an obstacle to joining the EU, if these problems are not resolved appropriately. Serbian Interior Ivica Dacic agrees with him. Speaking at the International gathering of officials from national security councils of 44 countries in Sochi, he said that Europe gets 70-80 percent of heroin from Afghanistan through the Balkans, and criminal groups in the region were involved in drug trafficking.

Although I share the EU concerns of growing drug trafficking in the Balkans, I must emphasize that the current situation has been provoked by several reasons. Drug transportation routes and international criminal activity is linked to regional conflicts. This is the result of the connivance between the EU, NATO and other western organizations in the 80s and 90s when they took the arbitrary decision to redraw the map of former Yugoslavia and neighbouring Albania. The peak of their activity was the formation of the self-declared state of Kosovo. A few days ago the World Bank allocated an additional 30 million U.S. dollars to the Kosovo government to save its budget. Originally, the World Bank said money will be directed to eliminate unemployment, but later, it allowed the Kosovo government to spend the money at its discretion as part of financing general budget needs. Such a move contradicts the traditional tough practice of world banks. The reason here is either unwillingness to go into details of what is happening in Kosovo, or incapability of doing so. In any case, both are very dangerous.

“We often talk with the European and American special services and they are well aware that many criminal groups in Kosovo are engaged in drug trafficking, especially heroin,” Ivica Dacic said. But they do not act according to this information. The West continues to support the Albanian separatists politically and financially. This is a show of double standards towards global threats.

This is clearly a breeding ground for criminal activity that not only neglects existing borders but also capitalizes on outstanding issues of Kosovo, Macedonia, Bosnia and others, says Anna Filimonova, an expert with the Centre for studying the contemporary Balkan crisis at the Institute of Slavic Studies.

“The drug producing and transporting triangle, “Tirana-Pristine-Skopje” is operating in former Yugoslavia, especially in Kosovo where a quasi “Republic of Kosovo” has been formed,” says Anna Filimonova. This is a huge drug trafficking triangle in terms of volume. According to international observers and experts, about 5 tons of narcotics are transported a month through Kosovo,” Anna Filimonova said.

Contrast this with the UN commission’s painstaking effort to make sense of the identities ‘Arab’ and ‘African’. The commission’s report concentrated on three related points.

First, the claim that the Darfur conflict pitted ‘Arab’ against ‘African’ was facile. ‘In fact, the commission found that many Arabs in Darfur are opposed to the Janjawiid, and some Arabs are fighting with the rebels, such as certain Arab commanders and their men from the Misseriya and Rizeigat tribes. At the same time, many non-Arabs are supporting the government and serving in its army.’

Second, it has never been easy to sort different tribes into the categories ‘Arab’ and ‘African’: ‘The various tribes that have been the object of attacks and killings (chiefly the Fur, Massalit and Zeghawa tribes) do not appear to make up ethnic groups distinct from the ethnic groups to which persons or militias that attack them belong. They speak the same language (Arabic) and embrace the same religion (Muslim). In addition, also due to the high measure of intermarriage, they can hardly be distinguished in their outward physical appearance from the members of tribes that allegedly attacked them. Apparently, the sedentary and nomadic character of the groups constitutes one of the main distinctions between them’ (emphasis mine).

Finally, the commission put forward the view that political developments are driving the rapidly growing distinction between ‘Arab’ and ‘African’. On the one hand, ‘Arab’ and ‘African’ seem to have become political identities: ‘Those tribes in Darfur who support rebels have increasingly come to be identified as “African” and those supporting the government as the “Arabs”. A good example to illustrate this is that of the Gimmer, a pro-government African tribe that is seen by the African tribes opposed to the government as having been “Arabised”.’ On the other hand, this development was being promoted from the outside:

Britain’s Guardian newspaper published comments Friday from a high-ranking Pakistani government official and European intelligence officials, stating that the recent US terror alert was politically motivated. Wajid Shamsul Hasan, Pakistan’s high commissioner to Britain, told the Guardian that the terror alert was being used by the United States to justify an escalation of the war in Afghanistan and Pakistan.

His statement follows those by several leading European politicians publicly denying the claim by the Obama administration that the threat of terrorist attack was imminent somewhere in Europe.

On October 3, the US State Department issued an amorphous statement warning American citizens in Europe of the danger of attacks by organisations linked to Al Qaeda. No specific country was mentioned, and there only existed “the potential for terrorist attacks”. > to take extra precautions.

However, a number of European politicians, particularly in Germany, came forward to deny that an imminent threat existed, including European Union Justice Commissioner Viviane Reding and German Interior Minister Thomas de Maiziere.

Wajid Shamsul Hasan is close to Pakistani President Asif Zardari. He told the Guardian that, despite the US issuing the alert and warning of possible Al Qaeda sponsored plots to attack famous landmarks and cities in Western Europe, the Pakistani government had been provided with no definite information. “If the Americans have definite information about terrorists and Al Qaeda people, we should be provided [with] that, and we could go after them ourselves”, he said.

>“Such reports [from the United States] are a mixture of frustrations, ineptitude and lack of appreciation of ground realities. Any attempt to infringe the sovereignty of Pakistan would not bring about stability in Afghanistan, which is presumably the primary objective of the American and NATO forces”.

Hasan’s comments express the concerns of the Pakistan government that indiscriminate military actions by the US, including the use of helicopters and drone planes in Pakistan, are provoking mass opposition. The Zardari regime knows that every escalation of US operations in Pakistan is further undermining its rule. The Pakistani government is complicit in Washington’s now innumerable war crimes. The US drone and helicopter attacks had “set the country on fire”, said Hasan. “Why are they putting so much pressure on us? It is a threat to the democratic system…. But people in Pakistan feel Washington does not care”.

Gegen die Familie des Albanischen Botschafters Qazim Tepshi, wird ein Straf Verfahren eingeleitet, wegen falschen Angaben woher ihr Vermögen stammt. Tepshi gehörte schon vor 10 Jahren zur Albaner Mafia, und es war Zeit, das man damit mal anfängt. Geldwäsche über Auslands Konten, was im Balkan normal ist. 12 Immobilien hat Tepshi angegeben und erhebliches Auslands Vermögen, was nur ein Teil wie bewiesen war.

Ambasadori i Shqipërisë në Çeki, Qazim Tepshi, është vënë nën akuzë për “mosdeklarim të të ardhurave” nga Prokuroria e Tiranës, e cila ka përfunduar hetimet dhe ka dërguar çështjen në gjykatë. Diplomati rrezikon një dënim nga gjobë deri në tre vjet burg, nëse gjykata e shpall fajtor për akuzën e ngritur nga njësia Task-Forcë, e cila e ka hetuar ambasadorin pas kallëzimit të ILDKP-së.
Hetimi

Nga hetimi ka rezultuar se Tepshi ka “fshehur” pasurinë duke mos dhënë deklarime për rreth 70 mijë euro. Grupi hetimor i kryesuar nga prokurori Julian Xhengo u ka kërkuar bankave të niveleve të dyta informacione për pasurinë e diplomatit dhe ka rezultuar se ai ka kryer disa transaksione bankare me vlera të mëdha, të cilat nuk i kishte deklaruar në formularin e ILDKP-së. Prokuroria tha se Tepshi është thirrur tri herë për deklarime, të cilat i ka refuzuar. “Në drejtim të të hetuarit Qazim Tepshi janë dërguar tri fletëthirrje. Në asnjë rast, diplomati nuk ka pranuar të paraqitet para grupit hetimor. Fletëthirrjet janë dërguar edhe në Ministrinë e Jashtme shqiptare, e cila e ka vartës Tepshin, megjithatë ai nuk është paraqitur për të dhënë shpjegime për akuzat e ngritura nga ILDKP-ja. Pas hetimeve të plota të njësisë Task-Forcë, dosja është dërguar në gjykatë nën akuzën e ‘mosdeklarimit të të ardhurave’”, thanë burimet nga akuza qendrore.

Në kallëzimin referuar diplomatit, ILDKP-ja, pas përfundimit të hetimit administrativ, konstatoi fshehje të pasurisë e deklarim të rremë nga subjekti Qazim Tepshi, me funksion ambasador i Republikës së Shqipërisë në Republikën e Çekisë. “Qazim Tepshi, në deklaratat e tij të interesave private ndër vite nuk ka pasqyruar një shumë prej 35.000 eurosh, të depozituar në një nga bankat e nivelit të dytë që operojnë në Shqipëri. Po ashtu, ky subjekt nuk e ka deklaruar një transaksion bankar në shumën e 39.000 eurove, e cila i është kaluar në llogarinë e tij bankare nga një person i tretë. I pyetur lidhur me pasaktësitë e evidentuara nga Inspektorati i Lartë, Tepshi është përgjigjur se nuk e ka gjykuar të deklarojë këtë shumë. “Kjo shumë nuk është krijuar nga puna në ambasadë”, mësohet se ka deklaruar ambasadori para ILDKP-së. Këto argumente, Inspektorati i cilësoi si të pabazuara, duke i konsideruar shkelje të ligjit. Gjatë hetimit administrativ dhe korrespondencës me Drejtorinë e Përgjithshme të Tatimeve, Inspektorati i Lartë ka evidentuar gjithashtu se zyrtari me funksion ambasador, ka qenë administrator i një shoqërie private, aktivitet i mbyllur në vitin 2003, për të cilin ka mbetur pa shlyer detyrime tatimore në vlerën 2.666.192 lekë. Nisur nga këto të dhëna, Inspektorati i Lartë ka kërkuar nga organi i prokurorisë nisjen e procedimit penal për subjektin Qazim Tepshi, ndërsa organi i akuzës thotë se hetimet kanë përfunduar dhe Tepshi dyshohet se ka shkelur ligjin.

Als Chef der Skrapari Bande, war da Ilir Meta, natürlich prädestiniert dafür, die Mafia mit Diplomaten Pässe zu versorgen, bei dieser Erfahrung schon vor vielen Jahren.Albanische Diplomaten und die Verbindung in die berüchtigsten Verbrecher Kartelle, das hat seine Tradition, genauso wie da vor Jahren, hoch kriminelle Deutschen Politiker um Ludgar Vollmer, Rezzo Schlauch und Steinmeier sehr aktiv für die Geldwäsche und den Drogen Export in die EU agierten, wie auch ein BKA Bericht verdeutlicht und Deutsche NGOs, wie in diesem Falle die Welthungerhilfe, sind sowieso mit ihren kriminellen Verbindungen eine Legende.Stubotic, wird heute ebenso gesucht von Interpol, der wichtigste Partner des Bodo Hombach, aber Deutsche Politiker fangen nun mal erst bei Partner an, die Tonnen von Kokain und Heroin in die EU exportieren können, denn Luxus Autos von Mercedes und VW, muss man ja auch bezahlen können, weswegen man gezielt, bei der Geldwäsche mit der Top Mafia behilflich war.

Bulgaria busts radical Muslim group

An unregistered branch of Islamist organisation Al-Waqf Al-Islam was bust in a joint operation by prosecutors, the Interior Ministry and the State Agency for National Security on October 6 2010, Bulgaria’s Interior Ministry said.

District prosecutors from Blagoevgrad, Pazardjik and Smolyan were involved in the raid.

During the raid, conducted at homes and offices, a large amount of propaganda material preaching religious hatred and the overthrow of Bulgaria’s constitutional order was found, along with financial documents showing illegal financial transactions and violations of tax laws, according to the ministry.

An organisation by that name was registered in Bulgaria in 1993. It has been involved in the financing of more than 150 mosques built in Bulgaria in recent years. In 1999, its representative in Bulgaria, Abdulrahim Taha, was expelled from Bulgaria for reasons of national security.

The October 6 Interior Ministry statement described the organisation that had been raided as unregistered.

The Eindhoeven headquarters have been the subject of monitoring by Western intelligence services. A 2002 report by the Netherlands intelligence service report alleged that Al-Waqf Al-Islam was linked to the propagation of radical Islam. The organisation describes itself as dedicated solely to charitable work.
