The German Parliamentary Commissioner for the Armed Forces visited Headquarters KFOR

Pristina. On the 8th of September, the German Parliamentary Commissioner for the Armed Forces, Hellmut Königshaus, visited the Headquarters KFOR in Film City. He was welcomed by the Commander of Kosovo Force, Major General Erhard Bühler, who informed his guest about the improved security situation in Kosovo and emphasized that any further development of the KFOR structure will be based on the military and political analysis of Kosovo’s overall security situation.

During the meeting, Major General Bühler stated that the overall situation in the region is calm and stable but that the situation in the North remains the main issue and the biggest challenge for KFOR. “A peaceful solution of Kosovo’s future requires participation of all communities and political parties”, said the General.

The Parliamentary Commissioner for the Armed Forces is elected by the Members of the Bundestag (German Parliament). The Commissioner is neither a Member of the Bundestag nor a civil servant, he occupies a special position. The Commissioner works “to safeguard basic rights and to assist the Bundestag in exercising parliamentary oversight” over the armed forces, a task enshrined in the German constitution.

Një nga krerët e organizatës i ‘Sacra Corona Unita’, Albino Prudentino është arrestuar mëngjesin e sotëm në qytetin e Vlorës.(UPDATE) Prokuroria e Pergjithshme shqiptare njofton se fale bashkëpunimit me Policinë e Shtetit, Shërbimit Informativ Shtetëror, si dhe në koordinim me Prokurorinë e Antimafias në Leçe, është bërë i mundur arrestimi i shtetasit italian i cili qendronte ne qytetin e Vlores. Ndaj këtij shtetasi, Gjykata e Leçes ka lëshuar nje urdhër arresti ne date. 20 shtator 2010 për veprat “ Bashkëpunim kriminal të tipit mafioz”, “Trafik droge”, “Grabitje në rrethana rënduese.

Arrestimi i Prudentinos, i kryer sot në qytetin e Vlorës, është në kuadrin e një operacioni të gjerë ndërkombëtar të emërtuar “Kalipso” për vënien para drejtësisë të pjesëtarëve të një organizate me karakter mafioz, “Sacra Corona Unitta”, që operon në zonën e Brindisit.

Gjykata e Leçes ka lëshuar urdhërin për arrest ndaj 11 personave dhe arrestimi i 9 prej tyre është bërë në mënyrë të njëkohshëm në tre shtete.Në Itali janë arrestuar 7 persona, në Shqipëri shtetasi italian Prudentino, ndërsa një shtesas tjetër është arrestuar në Tailandë.

Dy persona të tjerë janë ende në kërkim. Nga hetimet rezulton se Albino Prudentino, i arrestuar sot në Vlorë, është një nga krerët kryesorë të kësaj organizate mafioze.

Hetimet për këtë organizatë kanë nisur që në vitin 2008 nga Prokuroria e Antimafies në Leçe në bashkëpunim dhe me skuadrën ROS të karabinierisë, e cila është e specializuar në çështjet e trafikut. Mafiozi Italian jetonte prej kohesh ne qytetin e vlores dhe maskohej si shites akulloresh. Ai kishte marre me qera nje dyqan per akullore.

Von kriminellen Albanischen Politikern, werden diese Super Mafiosi auch aus dem Kosovo, Mazedonien seit Jahren geschuetzt und mit neuen Paessen und Identitaeten ausgestattet. Man muss deshalb langsam am Verstande von EU Politikern zweifeln, wie diese Ulrike  Lunacek die unbedingt Freie Fahrt, fuer die Verbrecher Banden der Albanischen Politik wollen. Man muss hier einfach fragen, wie bei Politikern wie Rezzo Schlauch, Ludgar Vollmer, Steinmeier, Joschka Fischer, wieviel es gekostet hat, das man fuer die Internationalen Drogen und Verbrecher Kartelle arbeitet.

Albino Prudentino, i njohur për aktivitetin kriminal, kishte rreth një vit që kishte ardhur në Shqipëri, ku mbulonte gjithë aktivitetin e kësaj organizate në vendin tonë. 59-vjeçari është zbuluar nga Shërbimi Informativ, i cili kishte informacione prej kohësh për mafien italiane që po investonte në Shqipëri, në bashkëpunim me operacionet speciale të policisë italiane, si dhe me agjencitë e instaluara pranë Ministrisë së Brendshme. Operacioni për kapjen e tij është realizuar nga forcat speciale RENEA në një apartament, në katin e tretë të një pallati tek “Uji i Ftohtë” në Vlorë, ndërkohë që familja e tij jetonte pak metra më tutje në një vilë. Njëkohësisht me të, në orën 04:00 të mëngjesit janë arrestuar edhe tetë bashkëpunëtorë të tij, shtatë prej të cilëve janë kapur në Itali, ndërsa një tjetër në Tailandë.

Die Frau ist so peinlich dumm, das allein der Ausspruch schon peinlich ist. Gerade haben die Amerikaner, wegen der Sabotage der Mafia Politiker in Albanien der Justiz Gesetze ein Ultimatum gestellt. Ebenso wurde in einer Geheim Operation in Vlore heute In der Interpol Aktion Kalipso, wurde Albino Prudentino (Sohn des verhafteten Mafia Bosses Nr. 1 in Italien Prudentino) in Vlore verhaftet, wo er Luxus Villen und Lokale hatten und natuerlich in einer Strand Lage. Solche Operationen gelingen nur in Geheimdienst Operationen, weil die Personen, Gesichts Operationen haben und neue Albanische Paesse, welche sich auch die Kosovo Mafia erkauft. Neue Namen, neue Visas und schon geht es weiter

Da die Operation noch laueft, welche natuerlich unter Ausschluss Albanischer Behorden laeuft, weil diese Partner des Verbrechens sind, schreiben wir spaeter mehr ueber die Sache.  Frau Luncek, ist Weg Bereiter der Balkan Mafia, die halt mit neuen Namen und Paessen operiert und da braucht man freie Fahrt.

Ausserdem sind Amerikaner, vollkommen illegal, auf Grund von Vertraegen mit Bosnien und Albanien, Straffrei aus 2003. Die Aufhebung dieser illegalen Vertraege fordert ebenso die EU.

Leute wie Ulrike Lunacek, gehoeren nicht in die Politik und schon gar nicht in die Balkan Politik.

Das die Frau gestoert ist, hat man ja in anderen Aktionen auch schon gesehen.

Beschlusses zügig voranschreiten", fordert Ulrike Lunacek,
außenpolitische Sprecherin der Fraktion der Grünen/EFA und
Kosovo-Berichterstatterin des Europäischen Parlaments.
Lunacek ist zuversichtlich, dass auch in der Plenarabstimmung im
Europaparlament nächste Woche ein positives Votum für die Aufhebung
des Visa-Zwangs für beide Länder erreicht wird: "Der
Evaluationsbericht der EU-Kommission zur Visa-Road-Map für
Bosnien-Herzegowina sowie Albanien bestätigt beide Staaten als Musterschüler im Visa-Prozess.

Gioia Tauro seaport

The seaport has seven loading docks with an extension of 4,646 metres; it is the largest in Italy and the seventh largest container port in Europe,^[6] with a 2007 throughput of 3.7 million TEU’s^[7] from more than 3,000 ships.

The seaport represents more than a third (2002) of the whole national traffic and is specialised in transhipment activities, taking the place of the Malta seaport as the node for overseas traffic from/to USA and from/to the Far East. The Medcenter Container Terminal (Medcenter, Contship) is the main operator working within the seaport of Gioia Tauro.

According to a 2006 report, Italian investigators estimate that 80% of Europe’s cocaine arrives from Colombia via Gioia Tauro’s docks. The port is also involved in the illegal arms trade. These activities are controlled by the ‘Ndrangheta.^[8] However, according to a report of the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) and Europol, the Iberian Peninsula is considered the main entry point for cocaine into Europe and a gateway to the European market.^[9]

The Piromalli-Molè clan managed to condition the management of the new container terminal. Established in the mid-1990s, it became the largest terminal in the Mediterranean, moving over 2 million containers in 1998. Since 1994, when Contship Italia rented the port area to start transshipment activity and the Medcenter Container Terminal was set up thanks to 138 billion lire (about US$86 million) in state financing, the Piromalli’s aimed to oblige the Medcenter company, through its vice president Walter Lugli, and the Contship company, through its president Enrico Ravano, to pay a kickback of US$1.50 for each transshipped container, a sum which corresponded to about half the net profits earned by the two companies.^[10][11]

In February 2008 the parliamentary Antimafia Commission concluded that the ‘Ndrangheta “controls or influences a large part of the economic activity around the port and uses the facility as a base for illegal trafficking.” In its report it said that “the entire gamma of internal or sub-contracted activities is mafia-influenced, from the management of distribution and forwarding to customs control and container storage.” The extortion of Ravano and Contship, was part of a project that “did not involve simply this security tax, which grew with the port, but also control of activities tied to the port, the hiring of workers, and relations with port unions and local institutions,” the report added. “It effectively eliminated legitimate competition from companies not influenced or controlled by the mafia in providing goods and services, performing construction work and hiring personnel. And it threw a shadow over the behaviour of local government and other public bodies.”^[12][13]

[edit] ‘Ndrangheta infiltration of city council

The city council of Gioia Tauro was dissolved in 1991 because of infiltration by the ‘Ndrangheta. In April 2008, it was dissolved for the second time for the same reason.^[14] The town is home to several ‘ndrine, such as the Alvaro, Mammoliti, Molè and Piromalli families.

Gioia Tauro’s former mayor and deputy mayor, Giorgio Dal Torrione, and Rosario Schiavone, were arrested on Mafia charges, on October 13, 2008. Both had been forced to step down in April when the city council was dissolved on suspicion of Mafia infiltration. ‘Ndrangheta boss Gioacchino Piromalli was arrested as well along with his nephew, also named Gioacchino Piromalli, who is a lawyer. The mayors were accused of employing the younger Piromalli. Police believe the legal work was a front to enable the Piromallis to regain a slice of the business generated by Gioia Tauro, one of the largest container ports in Europe.^[15]

Kosovo: Pre-emptive Attacks Before “Negotiations”

Kosovo authorities – supported by their international partners – are continuing efforts to pre-empt or possibly derail negotiations. They have been attacking the UN and the UN office in north Mitrovica. Now they are attacking the Serbian telecoms system connecting Kosovo Serbs to the outside world. On Sunday, September 26, Kosovo Albanian personnel supported by the police destroyed or disconnected facilities of Telekom Srbija in southern Kosovo providing mobile and fixed telephone service for the Serb enclaves. Reportedly, some 80,000 Kosovo Serbs are now without phones.

Apparently, the Albanians also were planning to do the same in the Serb-majority north. But local officials reportedly appealed to EULEX and KFOR to prevent any attempts. As he joined others set to guard the local relay station, the mayor of Zubin Potok told the press that “Albanians are determined to try and establish their authority in northern Kosovo as well, but people here will not allow for that to happen.”

For some time, Pristina has been seeking to isolate Kosovo Serbs from any utility or other connection to Serbia. Kosovo authorities, supported by KPS and at times EULEX, have cut electricity and dismantled telephone infrastructure in an effort to force southern Serbs into reliance on, and “participation” in, Kosovo institutions. This latest, and apparently most drastic cutoff, comes as the Quint powers – US, UK, Germany, France and Italy plus the EU – are trying to push Belgrade and Pristina into discussions. Belgrade has expressed willingness for talks as well as readiness to start with the more “technical” matters such as border protection, customs, trade and economy, transport, telecommunications, cultural heritage and organized crime issues proposed by Brussels. But Belgrade sees Pristina’s action now as indicating that it does not really want “genuine dialogue and compromise.” State Secretary Oliver Ivanović called the action dangerous. He told the press that “spirits are being stirred at the very moment we are trying to find a way for delegations from Belgrade and Pristina to meet and do something constructive.” He charged “certain countries” represented in Pristina with supporting the decision and that “Albanians did not act alone in this.”

That the Albanians are trying to pre-emptively remove the telecommunications item from the possible negotiating agenda is quite revealing. UNMIK, and now the EU, have failed to utilize the opportunity to assist in reconciliation and confidence building by finding ways to allow existing Serbian companies to operate in Kosovo legally. Elektro-Kosmet (electricity), Telekom Srbija, NIS/JugoPetrol, and Serbian Railways have the capacity to provide services and add to the diversity of the Kosovo economy. Some also have property claims. Bringing them in would have provided a denser net of interests for Serbia and Serbs in working within Kosovo and a set of common interests for all Kosovars. (Trepca – the mining and metals conglomerate working on both sides of the Ibar – has served this purpose to some degree.) But if the Kosovo Albanians wish to sabotage possible technical talks and refuse to discuss status, they would appear to be saying “no” to any real negotiations about anything.

Romanian police respond to salary cuts

All policemen and policewomen instituted what they call a “state of normalcy” in response to the government’s July austerity package, which includes a 25% salary cut for state employees.

Banned from going on strike, they decided not to patrol the streets, guide traffic, issue fines or participate in criminal case hearings for an unlimited period of time. They pledged, however, to respond to all emergency calls.

“We are paid 75%, we work 75%,” police union leaders said. Their unorthodox form of protest is expected to culminate with a street march Friday (September 24th) in Bucharest.

The government warned that the officers are jeopardising their employment status and will be held accountable. Exerting added pressure, the government said on Wednesday it will lay off a portion of the national police force to alleviate budget concerns.

“Romania has 54,000 policemen and 30,000 gendarmes. This is 26% over the European average,” Interior Minister Vasilie Blaga said.

The border police responded by saying they will start checking travelers more strictly, resulting in long queues at border crossings.

Rudolf speaks for many bloggers who believe the police are making a big mistake.

“First, their form of protest will worsen the already poor image they have among the public. Second, this is the job they themselves chose, and for which they took an oath,” he says, arguing there are hundreds of thousands of other state employees whose salaries are also being reduced.

“Third, if they allow criminality to reach high rates now, it is them who will have to bring it someday to an acceptable level. They will pay for the mistake they are making now,” Rudolf says.

Noua Presa agrees. “The gun-carrying union members maintain they won’t give fines anymore, but only warnings. Of course, they can’t commit illegal acts because they risk criminal consequences,” he says.

Others, like Dan on the Evenimentul Zilei forum, argue that in a capitalist system, one can resign if dissatisfied with job conditions. The salaries are low, he agrees, but it does not follow that they should put in only 75% of their capacity.

Basescu wants police protection withdrawn

BUCHAREST, Romania — President Traian Basescu has asked the interior ministry to withdraw his police protection, a spokesperson said Saturday (September 25th). The decision came after a protest by about 6,000 police officers and jail wardens who gathered outside the presidential palace Friday to protest government austerity measures that include a 25% cut in police salaries. The protestors blamed the president for the economic crisis and demanded that he meet with labour representatives.

The Constitutional Court has declared President Sejdiu violated the constitution by holding two posts at the same time - the head of the LDK party and president of Kosovo.

(E plotësuar ) Fatmir Sejdiu ka lënë të kuptohet se nuk do të respektojë vendimin e Gjykatës Kushtetuese, instancë kjo që konstatoi se Presidenti i Republikës e ka shkelur Kushtetutën duke mbajtur dy poste njëkohësisht.

Shefi i Shtetit është shfaqur nervoz në Aeroportin e Prishtinës të shtunën në mesditë, pas kthimit nga New York’u.

“Gjykata Kushtetuese ka dhënë një mendim të vetin. Gjykata nuk më preferon se çfarë duhet të bëjë Presidenti”, ka thënë ai, kur është pyetur nga gazetarët nëse do të japë dorëheqje nga posti i Presidentit.

“Unë kam marrë informacion, por nuk e kam marrë vendimin. Natyrisht përgjigjen time të drejtpërdrejtë lidhur me vendimin dhe pjesën shpjeguese të tij do ta jap pasi ta studioj vendimin”, ka shtuar Sejdiu.

Më pas, ai është munduar t’i zhvlerësojë dijet shkencore të gjykatësve të Gjykatës Kushtetuese.

“Mund të them, po kështu, paralelisht, që është shumë e nevojshme për opinionin se ajo normë kushtetuese që ekziston në Kushtetutën e Republikës së Kosovës është respektuar. Është respektuar, duke pasur parasysh zhvillimin nga ideja e ndërtimit të saj e deri në qasjet mëvonshme. Mosushtrimi i funksionit është kategori kushtetuese e plotë”, ka thënë Presidenti.

I’ve written previously about Kosovo Albanian efforts to push the UN from its peacekeeping role in the north. The verbal attacks are escalating and turning ad hominem. The UNMIK press update for September 24 carries several articles from the Pristina press attacking the work of the UN in the north – including noting that UN officers working there are Russians or other Slavs who have good relations with local Serbs. The press, and quoted comments from Pristina authorities, continue the line that the UN’s job in Kosovo ended with the UDI and that the UN office in north Mitrovica (UAM) is an obstacle to incorporating the north.

Bei den vielen Anklagen und Verhaftungen (welche leider nur ein Märchen sind) im korrupesten Land Europas und eines der korruptesten Länder der Erde, sind die Worte von Märchen Tante Hashim Thaci glaubwürdig?

Der Kosovo sei derzeit “eine der ärmsten Regionen Europas”. Gleichzeitig betonte Rehn, der Kosovo müsse sicherstellen, “dass jeder einzelne Euro ausgewiesen wird und gut verwendet wird”. Die Projekte müssten letztlich gegenüber den Haushalts- und Rechnungsprüfern der EU verantwortet werden. Thaci versicherte, die Kosovo-Regierung werde “null Toleranz” für Korruption und Misswirtschaft bei der Verwendung der Mittel zeigen.

Iran fordert Untersuchung von 9/11 durch die UNO

Der iranische Präsident Mahmud Ahmadinejad hat gestern in seiner diesjährigen im Rahmen der jährlichen Generalaussprache der UNO-Vollversammlung gehaltenen Rede unter anderem vorgeschlagen, die Ereignisse von 9/11 durch eine unabhängige Faktenfindungsmission der UNO untersuchen zu lassen und angekündigt, im nächsten Jahr eine Konferenz zum Studium von Terrorismus und Gegenmaßnahmen dagegen auszurichten. Mein Parteibuch hat den diesbezüglichen Teil seiner auch ansonsten lesenswerten Rede nachfolgend ins Deutsche übersetzt.
