BRÜSSEL, 29. April (RIA Novosti). Nato-Generalsekretär Anders Fogh Rasmussen hat sich für eine Aufnahme aller Balkan-Länder, einschließlich Serbiens und der serbischen Provinz Kosovo, die ihre Unabhängigkeit einseitig erklärt hatte, in die Nordatlantische Allianz ausgesprochen.

“Mein Traum wird einmal Wirklichkeit, und wir werden alle Balkan-Staaten in der Nato sehen können”, sagte er in einem Video-Appell, der auf der Webseite der Allianz veröffentlicht wurde.

Zugleich äußerte er sein Bedauern darüber, dass der Streit zwischen Griechenland und der jugoslawischen Ex-Republik Mazedonien über den Namen dieses Landes die Aufnahme in die Allianz behindert.

2009 waren Albanien und Kroatien in die Nato aufgenommen worden. Bosnien und Herzegowina wurde letzte Woche dem Aktionsplan zur Nato-Mitgliedschaft (MAP) angeschlossen.

Kommentar: Jeder im Balkan weiss, das das NATO Buendnis Schrott ist und als Tarn Mantel auch fuer den Drogen Schmuggel diente. Peinlich wird es dann, wenn man verzweifelt, Abkommen u.a. mit Gangstern wie Fatos Nano abschloss, oder gar mit den Kosovo Kriminellen und anderen hoch bestechlichen Politikern im Balkan. Deutschland ist sowieso, als billiger Nachplabberer einer kriminellen NATO Politik, immer dabei.

Kosovo: Violence Begets Violence

 

In his April 6 report on Kosovo to the UN Security Council (S/2010/169), the UN Secretary General notes that the “overall security situation in Kosovo remained relatively calm but fragile.” In this regard, he expressed concern about “the possibility of increased tensions in northern Kosovo, should the implementation of the strategy for northern Kosovo by the authorities in Pristina not take place in conditions of transparency and dialogue with local communities and all relevant stakeholders.” In fact, the potential for violence in the north remains just under the surface and can be set off by events even below the Ibar, as witnessed in the aftermath of the Kosovo authorities’ violent dismantling of the Serbian phone network in the southern areas.

Explosions are not atypical ways of delivering messages in Kosovo. Generally, in the north at least, no one gets hurt. Since the Kosovo government used explosives to blow up the Serbian telecoms facilities last week, “unidentified persons” retaliated by blowing up cell phone towers used by operators from the south to deliver service north of the Ibar. Faculties were reportedly bombed in Leposavić, Zubin Potok and north Mitrovica over the weekend of April 24. Another was apparently attacked on April 29. Telecom Serbia also responded to the attacks on their facilities in the south by placing guards on their installations in the north. The Serbian government representative for north Mitrovica called on northern Serbs “who have been extremely cooperative and allowed mobile telephony equipment of companies owned by ethnic Albanians to be installed on their property” to “reconsider their decision.” Until recently, the “Albanian” cell phone systems were tolerated in the north.

Perhaps not directly connected, explosions also destroyed a car in north Mitrovica on April 23 while a grenade was reportedly thrown at the Kosovo Police Station in Zubin Potok on the 29th.

“The Contact Group, Belgrade and Priština may find the alteration of borders unacceptable, while the Preševo Valley Albanians beg to differ,” Priština daily Koha Ditore wrote in its Sunday edition.

The newspaper quoted Preševo municipal president Ragmi Mustafa as saying that this solution “would contribute to the preservation of peace in the entire Balkans, if crucial factors managed to agree and support the swap of the territory.”

Former Kosovo prime minister Bajram Rexhepi said Friday that Priština could agree to partitioning of the province only if it gets the municipalities of Preševo, Bujanovac and Medve a in the Preševo Valley in Serbia’s south.

“The exchange of territory between Serbia proper and Kosovo would make up a favorable solution with respect to promoting long-term solid and sustainable neighborly relations,” Mustafa was reported as saying.

On May 3, 1992, a column of the Yugoslav People’s Army, JNA, was attacked in Dobrovoljacka Street as it was leaving Sarajevo. According to existing reports, a number of JNA soldiers were killed and wounded. The exact number of injured and killed and the precise circumstances of the incident have still not been established.

Der in London verhaftete Ganic, steht heute in vor der Auslieferung nach Serbien fuer diese Massaker an unbewaffneten Soldaten. Angefuehrt wurde dieses Verbrechen von Stadt bekannten Verbrechern, welche praktisch inzwischen alle verstorben sind.

März 2010 wurde auf dem Flughafen London-Heathrow der frühere Präsident der Föderation Bosnien und Herzegowina (nicht zu verwechseln mit dem Gesamtstaat Bosnien und Herzegowina) festgenommen. Ejup Ganic soll 1992 in Kriegsverbrechen verwickelt sein. So sollen Ganic und weitere Beschuldigte dafür verantwortlich sein, dass unbewaffnete Soldaten der jugoslawischen Armee getötet wurden. Zu jener Zeit war Ganic Vizevorsitzender des Staatspräsidiums von Bosnien-Herzegowina. Die serbische Regierung erwägt nun, einen Auslieferungsantrag zu stellen.

Morgen wird der Jahrestag des Verbrechens in der Dobrovoljacka Straße in Sarajevo begangen

Der Ausschuss der Regierung der Republika Srpska für die Pflege der Tradition der Befreiungskriege wird morgen den Jahrestag des Verbrechens an Angehörigen der Jugoslawischen Volksarmee in der Dobrovoljacka Straße in Sarajevo vom 03. Mai 1992 begehen. Die Manifestation wird in Ostsarajevo stattfinden. Vorgesehen wurde ein friedlicher Spaziergang der Teilnehmer, mit Kerzen, durch die Dobrovoljacka Straße, und anschließend ein Requiem in der lokalen Kirche. Die Manifestation wird die Polizei des Kantons Sarajevo beschützen, trotz des Widerstands der Stadtregierung Sarajevos. In der Sarajevoer Dobrovoljacka Straße wurden am 03. Mai 1992 42 Angehörige der Damaligen JVA getötet, 73 wurden verletzt und 215 wurden festgenommen, während sie den Rückzug aus Sarajevo durchführten, wie mit den moslemischen Kräften vereinbart worden war. Für dieses Verbrechen wurde immer noch niemand zur Verantwortung gezogen. Serbien schrieb letztes Jahr Steckbriefe nach 19 Personen wegen dieses Verbrechens aus, und unter ihnen ist auch Ejup Ganic, damaliges Mitglied des Präsidiums Bosnien und Herzegowinas, der vor Kurzem in London festgenommen wurde.

Kosovo’s Minister of Transport Fatmir Limaj has called on road builders to improve the quality of, and commitment to, their work.

The comments were made to the Association of Road Builders yesterday, following the signing of the €700 million deal to build Kosovo’s first highway, which will link the Albanian and Serbian borders.

The statement also follows a Balkan Investigative Reporting Network investigation into road building in Kosovo.

Limaj said: “I assure you that you will continue to have my support and I will continue to protect your interests, but in the meantime you must continue to improve the quality and commitment to your work.

“You know that we are criticised by everyone over why we have invested so much in roads. We do not intend to stop.

“We know why we are doing this. Everyone knows that without a strong road infrastructure there is no economic development.”

Since taking over the position of transport minister in late 2007, Limaj has embarked on a huge road building programme which has won him praise for improving the country’s poor infrastructure but also led to criticism about corruption and the poor quality of some of the work.

BIRN’s investigation, published last Thursday, revealed that three multimillion euro road tenders were awarded to friends or relatives of the minister.

Limaj has not commented on potential conflicts of interest, but his advisor Endrit Shala said that the tender processes had been carried out properly and that the minister had played no part in the decisions.

But the research also found that in two out of the three tenders, key documents appeared not to have been submitted by the winning firms. Not supplying the necessary documentation usually leads to disqualification of a bid.

The ministry has failed to provide an explanation of how the firms secured the tenders despite the missing documentation.

Limaj told the road builders that 40 per cent of work on the highway, to be built by US-Turkish consortium Bechtel Enka, would be sub-contracted to Kosovo firms.

A number of lucrative building contracts appear to have gone to friends and relatives of Fatmir Limaj – and to companies whose experience in the field appears to be limited.

Companies associated with Kosovo’s Transport Minister, Fatmir Limaj, are among those that made big profits from Kosovo’s huge road-building programme in the past two years.

An investigation by BIRN’s Balkan Insight has uncovered that some firms, handed multi-million euro road-building contracts, also appear to have had little experience in the relevant field.

Balkan Insight has also established that two multi-million euro tenders issued to a friend of Limaj’s ought to have been disqualified, as the firms failed to provide the necessary documentation.

Balkan Insight has looked at every significant road tender issued by the Ministry of Transport and Post-Telecommunications since 2007. Using this information, from Kosovo’s official register of businesses, we have compiled a list naming the firms that won the 50 most lucrative contracts, the value of the tenders, the owners of the winning firms, the dates of the companies’ creation and the size of their workforces.

Transport ministry official Endrit Shala has dismissed the list as the work of an “intelligence agency”, however, and has claimed its publication formed part of a campaign to discredit Limaj.

The same official said he had records of the movements of Balkan Investigative Reporting Network journalists, the people they had met and the documents they had collected. When asked to explain the statement, he declined to elaborate.

The Ministry of Transport did agree to open its files on tenders to Balkan Insight, although it later refused to allow the newspaper to look at the offers submitted by companies.

We asked for an interview with Minister Limaj, but he declined. Instead, Endrit Shala, chief of cabinet at the ministry and Limaj’s right-hand man, said the minister had played no part in tenders awarded to his friends. He added that given Kosovo’s small size, it was no surprise that “somebody knows someone”.

“The tender process of the Ministry of Transport is very transparent. We respect all of the rules and procedures of the procurement rules of Kosovo,” Shala said.

Limaj, a former high-ranking member of the Kosovo Liberation Army, KLA, was tried but cleared of all charges at the International Criminal Tribunal for former Yugoslavia, ICTY, in 2005. One of the most popular politicians in the governing Democratic Party of Kosovo, PDK, he has been dogged by unsubstantiated accusations of corruption.

Our investigation established that Limaj’s ministry awarded two large contracts to a close friend, Habib Morina, and handed the second-largest contract to date for a road-building project, worth 11 million euro, to another friend, his relative, Colonel Haxhi Shala.

Morina told Balkan Insight his relationship had played no role in the tender processes while Col Shala said he was no longer an employee of the company, Delia Group, which won the contract

But our research shows that more than one-third of the winning tenders were issued to firms that only registered after Limaj took up his position.

Given the poor state of roads at the time, the minister’s dynamism and “no-nonsense” approach has attracted plaudits. An anti-corruption NGO, Cohu, in July 2008 noted that he had “undertaken great efforts to build new roads”.

Drogen Bosse erhalten erneut von ihrem Chef Ilir Meta, Botschafter Posten als Verwandte: Der neue Albanische Botschafter in Athen: Dashnor Dervishi

2008 und 2009, wurden Albanische Diplomaten, wegen Drogen Handels in der Tuerkei und Italien festgenommen. In Deutschland und Oesterreich, hat diese besondere Berufs Gruppe, dank korrupter Politiker, vor allem in Berlin und einer erbaermlichen Berliner General Staatsanwaltschaft FREIE FAHRT! Nun werden erneut neue Netz Werke gespannt. Kinderhandel ist fuere diese Art Minister und Gruppe, schon damals kein Problem gewesen und es wird weiter gehen.

 

Peinlicherweise, wurde der Bruder von Herrn Dervishi, natuerlich mit Albanischen Diplomaten Pass versehen, zusammen mit einem Albanischen Diplomaten Skenderi in 2005 in Italien, wegen Drogen Handels festgenommen. Natuerlich ist man gerade dann, qualifiziert fuer Botschafter Posten. System normal, wenn Lulzim Basha nun sogar Innenminister ist, denn unter seiner Amtszeit als Aussenminister, wurden ebenso 2 Diplomaten wegen Drogen Handels verhaftet in 2008-2009. Die Familie spielte schon unter der Mafia Regierung von Fatos Nano eine wichtige Rolle, im Polizei Apparat, der vollkommen an die Mafia bis 2005 verkauft worden war. Aber was soll es: Der Albanische sogenannte Aussenminister Ilir Meta, konnte erreichen das das Drogen Export Volument in 2001, um 300% einen absoluten Rekord erreichte, bis seine guten Freund aus Srapari im Januar 2002, in Italien wegen Drogen Handels festgenommen wurde, welche als Leibwaechter des Ilir Meta deklariert waren.

Das gesamte Umfeld des Ilir Meta, in dessen Regierungs Zeit auch die Betrugs Geschaefte des AA Staats Sekretaers Ludgar Vollmers fielen mit der Bundes Druckerei und den Visas und Blanco Paessen fuer die Albaner Mafia, sind eine Legende in Albanien, weil auf Druck der Amerikaner damals der Vize- Innenminister Bujar Himci im Oktober 2002 festgenommen wurden.  Und dann diese Lobby Geschaefte mit der Bande in Hamburg mit dem Senator und Kokser Schill, und den Osmani Bruedern! Peinlicher konnte sogenannte Deutsche Politik nicht mehr werden und endete im Desaster des Visa Skandals, krimineller Lobby Vereine und Diplomaten.

Wie kam Dervishi zu so einem Job. In 2007 stimmten 6 Oppositions Politiker, fuer den neuen Staats Praesidenten Bamir Topi und wurden in Folge aus der SP Partei geworfen. Ein Teil eines Geschaeftens, kurz gesagt, wo es beim 3 Wahl Gang im Parlament nur noch als Alternative Neu Wahlen fuer das Parlament gegeben haette.

Anti-drugs operations, two citizens were arrested charged for “organizing and leading criminal organisations” at the aim of international trafficking of narcotic plants

Forces of State Police yesterday arrested the citizens Gjergj Dervishi and Fatjon Skënderi charged for “organizing and leading criminal organisations” at the aim of international trafficking of narcotics as outlined in the articles 284/a and 333 of the Penal Code. Forces of State Police controlled also some apartments and they detected some other important evidences on this case investigation.

Police officers made evident the properties and activities these two incriminated persons possess. According to the investigations carried out, an auto service named “Truck Service” is the property of the citizen Fation Skënderi. This auto service is thought to have been used on modification of narcotic plants transported by auto vehicles.

From the investigations carried out until now it was resulted that the two persons that were arrested invested their incomes that they acquired from the criminal activity to some fields of business and mainly to the business of construction.

From the investigations carried out from the Prosecutor Office of High Crimes in co-operation with the anti-Organised crime Directorate at the Ministry of Interior it was found out that we have to do with a criminal organisation mainly compounded by Albanian citizens who exercised their criminal activity toward trafficking of narcotic plants. This organisation trafficked loads with heroine from Turkey through Bulgaria to Albania and than toward Germany, Spain and Italy. The head of this criminal organisation were the citizens Gjergji Dervishi and Fation Skenderi. The citizen Fation Skenderi (known with the last name Frasheri) had the duty to find auto vehicles and “runners”, while the citizen Gjergj Dervishi, under the pretence as the administrator of the “Global” association masked loads with narcotic plants in the materials he imported from Turkey on the account of his association. Loads of heroine came from Turkey with runners, mainly drivers of Lorries with TIR plate who transported narcotic plants on the account of “Global” association under the pretence of legal goods. The citizens Dervishi and Skenderi looked to find runners who than would transport the loads with heroine to the countries of West Europe.

One of the arrested organizers, Fation Skenderi had been served before as a police officer at the State Police and the Guard of the Republic. He had also been a guide driver of some former directors of the Police Commissariats in Tirana.

It should be mentioning here that 120 kg heroine determined to be trafficked to West Europe was confiscated within a period of one month. Despite the sequestered loads, this criminal organisation continued to exercise its activity by founding new routes and forms of trafficking of heroine. This fact shows clearly the economical potential and the stable infrastructure of this criminal group to trafficking of strong drugs.

Investigations related to this criminal organisation were extended to other countries as in Lubbock, – Germany, Palermo – Italy, Bari – Italy, Barcelona – Spain and Bulgaria.

After gathering the necessary information it was organised the work to identify the persons, evidencing their social and criminal ties as well as activities and properties they possess.

Sure is, after today’s hearing by the Foreign Policy Committee of the Albanian parliament, the installation of Dashnor Dervishi as head the Albanian embassy in Athens. First embassy which is headed to Mexico and is currently Ambassador of Albania in Bucharest. Dervisi, presented the committee with the goals and priorities of the mission:

Ntervisi, described his appointment as an important task for expanding cooperation and strengthening of bridges linking the two countries. Mr. Dervisi said that his position as a diplomatic representative of Albania in Athens is very important, since Greece is a strategic political and economic partner in the cooperation on bilateral, European and other issues.

Diesmal liegt der Frachter “Brustel” in Libyen fest, weil u.a. Alban Thepsi nicht die Heuer bezahlt hat. Die Crew hat gemeutert und will von dieser Mafia Familie nichts mehr wissen. Natürlich hat die Familie Thepsi auch eine dieser Luft Nummern Baufirmen, zum illegalen bauen. Eine ordinäre Familie, welche wie der Report von HRW beweist auf Seit 58 sogar Frauen zusammen schlagen. Eine typische Gangster Familie, welche nach Durres zuzog nach 1997 wie andere prominente Verbrecher und auch als Diplomat so seine Geschäfte machen kann und konnte.

Bereits früher wurde die “Delon” (damals lief der Frachter auf Qazim Tepshi - heute Botschafter in der Tschei) in Durres beschlagnahmt wegen Drogen Schmuggel. Die Familie Thepsi hat sehr gute Beziehungen nach Deutschland, wo schon Thepsi Verwandte ausgewiesen wurden. Durch die Cooperation mit dem berüchtigten Armando und Agron Duka Clan, kombiniert mit den Koka Brüdern und der Mord und Drogen Bande um den Kosovaren “Lul” Berisha, gehören diese Leute zur absoluten Super Mafia um (Gary Kokalari. Although I still believe that Fatos Nano is a repugnant and degenerate human being) Fatos Nano.

Drogen Handel der sogenannte Albanischen Diplomaten wie Quazim Thepsi ist so eine Art Standard Sport, besonders bei den Leuten um den Duka Clan. 2010 gab es allerdings noch keine Festnahmen, Albanischer Diplomaten, was wohl daran liegt, das man auf die grüne Liste der EU kommen will für die Visa Freiheit.

Qazim Tepshi, war u.a. President of the Albanian Institute of Diplomatic Studies und als Top Mitglied der Kosovo Mafia auch in der Rambouillet Konferenz in 1999, die zum Kosovo Krieg führte. In Pakistan war Q. Tephi, in 2006 Botschafter, was natürlich besonders wichtig ist, weil über Pakistan die Produkte der Drogen Labors verteilt werden.

Diese Leute schrecken auch nicht vor Mord zurück und lassen Journalisten zusammen schlagen, was die Standard Vorstellung des Albanischen Fuß Präsidenten nun mal so ist. Die Familie Thepsi, baute als eine der Ersten in Durres eine absolute Luxus Villa, natürlich vollkommen illegal auf den Hügel von Durres. Natürlich war man auch Abgeordneter im Albanischen Parlament, bzw. gleich Minister wie Agron Duka. Der prominenteste Mord dieser Gruppe war die Ermordung des Polizei Präsidenten Malushi in 2005. Alles Mitglieder der SP Partei in Albanien, welche ja in besonderer Weise, von Gerhard Schröder, Joschka Fischer und den GTZ Kriminellen, wie dem Lobby Verein DAW gefördert wurden. Gewisse Leute, haben aus geschäftlichen Gründen, wie die FES und SPD vor allem die Chef von Todes Schwadronen und Drogen Kartelle, als Partner erwählt und Fatos Nano und Ilir Meta (+ Umfeld),ist das absolut Letzte, was in Albanien herum läuft. Es geht doch Nichts über prominente Drogen Bosse und Mörder, als Partner und für Deutsche Autofirmen ebenso! Der Super Drogen Handel, dank der Deutschen Diplomaten ist eine Legende.

In the battle to combat corruption among Europe’s less developed countries, Albania is known to be facing one of the toughest struggles. The country’s politicians, however, are coming together in a rare show of unity to tackle the problem.

On the basis of local media reports, IWPR concluded that corruption in Albania was highly evolved and ranged from gifts to politicians such as cars and apartments to smaller cash bribes for lower-level officials. “Millions of dollars disappear through this way of governing, money which could be better used on education, hospitals or energy resources,” the IWPR quoted independent analyst Fatos Lubonja as saying.

Pandeli Majko, the new prime minister, has identified the fight against corruption as a top priority of his government. In Lezha on 4 March, he said increasing transparency in the activities of state structures was an obligation of the administration, which, he stressed, was “just a manager but not an owner of the money of the Albanian taxpayers”.

The Citizen’s Advocacy Office is an NGO established about three months ago to fight corruption at the state level. Kreshnik Spahiu, an attorney who heads the organisation, told Radio Free Europe that his office is recording an average of ten new corruption cases a day and that the scope of submitted complaints and accusations was surprisingly wide. He himself was solicited for a bribe by the state telephone company when he wanted to get new phone lines for his office.

Zef Preci, a former minister of economy and privatisation, said there was corruption in almost all branches of the state and that it stood behind public fund transfers. For him, corruption was worst in the justice system, and followed by the government and state-controlled structures.

In Lezha, Prime Minister Majko expressed support for a collaborative effort between politics, “whatever its colours are”, and Albanian citizens. He added, “This is a struggle between the law and anti-law, between progress and regression. Whatever the cost and time it takes, it doesn’t have a chance to fail.”

In Berlin ist eine Spionageaffäre ausgebrochen, deren Umfang und Brisanz noch nicht abzusehen ist. Klar erscheint, dass zwei einflussreiche Fraktionen im Machtapparat des wichtigsten EU-Mitgliedsstaates gegeneinander antreten. In die Affäre verwickelt: die alte SPD-Nomenklatura um ex-Kanzler Gerhard Schröder und seinen damaligen Geheimdienstkoordinator Frank-Walter Steinmeier, sowie deren langjähriger gemeinsamer Vertrauter: Detlef W.Prinz, Journalist, IG-Metall-Sprecher, DGB-Vorstandsmitglied, dann Medienunternehmer und Mann im Hintergrund der SPD.

Der “Focus” veröffentlichte gestern am Vormittag eine höchst brisante Story. Was an der Story am Meisten erstaunte, war das, was ihr folgte: das gewisse Nichts.

Schweigen. Totenstille. Alles wartete. Nur worauf?

DIE AKTE

Wie der „Focus” (2) berichtet, wurden der Zeitung Kopien einer brisanten 307-seitige Akte zugespielt. Diese Kopien belegten, so die Zeitung, dass Detlef W.Prinz, Inhaber von “PrinzMedien” und enger Vertrauter von ex-Aussenminister Frank-Walter Steinmeier, von 1986 bis 1990 hauptamtlicher Spion des Auslandsgeheimdienstes der “Tschechoslowakischen Sozialistischen Republik” CSSR gewesen ist.

Laut dem Bericht lieferte Tschechien, welches nach dem Zerfall von Sowjetunion und Warschauer Pakt aus der CSSR hervorgegangen war, bei seinem 1999 erfolgten Beitritt zum Nordatlantikpakt Informationen über den ehemaligen CSSR-Spion “Erwin” (Registriernummer 416453) an die deutsche Inlands-, sowie an die Auslandsspionage, also an das Bundesamt für Verfassungsschutz und den Bundesnachrichtendienst (BND). Der damalige “Beauftragte der Bundesregierung für die Nachrichtendienste” (Geheimdienstkoordinator) des amtierenden Kanzlers Gerhard Schröders (SPD): Frank-Walter Steinmeier…….

Die Finanzkrise offenbart eine Krise des Strafrechts – Too big to fail, too big for justice

Die Straftatbestände der Untreue, des Betrugs, der Hehlerei und der Erpressung sind in vielfältiger Weise erfüllt, doch der „hölzerne Handschuh“ (Heribert Prantl) des Strafrechts packt auf die Akteure der Finanzkrise nicht zu. Die wenigen bisherigen Strafverfahren gegen Verantwortliche lassen nicht erwarten, dass je ein Bankvorstand oder je ein Politiker für eingetretene Verluste haften müsste.
Die Justiz wäscht ihre Hände in Unschuld und zieht sich auf den Standpunkt zurück zieht, das Strafrecht könne nicht sanktionieren, was das Aktien-, Handels- Bilanz- oder Kapitalmarktrecht erlaubt. Wolfgang Lieb

Before September 11, 2001: US Military’s Special Forces Never Used Against Al-Qaeda Before 9/11

The US military never uses its elite units to hunt bin Laden or any other al-Qaeda leaders. US Joint Special Operations Command (JSOC) is said to have less than 1000 operatives, mainly Navy Seals and Army Delta Force, which are the most trained and qualified personnel in the US for hunting fugitives. Professor Richard Shultz at Tufts University’s Fletcher School will be commissioned by the Pentagon shortly after 9/11 to research why such special forces were not used before 9/11 to hunt bin Laden or other al-Qaeda leaders. He will find that US military leaders always said they needed better intelligence. They did a lot of planning but took no action. Shultz will say, “It’s your strike force, and yet it was never used once for its primary mission before Sept. 11.” JSOC forces will have more successes after 9/11, including playing roles in the capture of Saddam Hussein in 2003 and the killing of Abu Musab al-Zarqawi in 2006 (see June 8, 2006). Montegro will seine Bankengesetze ändern. Die heimischen Institute sind aufgrund dubioser Kreditgeschäfte in Verruf geraten. Der Schritt ist eine Vorbedingung für die weitere Annäherung an die EU.

Montenegro ist voll in Hand der Russischen, Drogen- und Albaner Mafia um Dukanovic wie Festnahmen zeigen. Und die korrupte Hypo Alpe Adria, finanzierte sogar die Geldwaechse der Balkan Top Drogen Mafia um Darko Saric.

Montenegro will seinen Bankensektor in Ordnung bringen, der immer wieder mit Vetternwirtschaft führender Politiker, Korruption und zweifelhaften Privatisierungen in Verbindung gebracht worden war. Die Regierung berate zu diesem Zweck fünf neue Gesetze wie das Bankengesetz, das Gesetz über die Nationalbank und das Bankenliquidationsgesetz, sagte Finanzminister Igor Luksic am Donnerstag der Nachrichtenagentur dpa in Podgorica. Die Gesetzesinitiativen seien in enger Zusammenarbeit mit dem Internationalen Währungsfonds (IWF) und der Weltbank erarbeitet worden.

Um das Vertrauen in den Bankensektor wieder herzustellen, soll sein Land nach Darstellung des Ministers, der auch stellvertretender Regierungschef ist, mit dem IWF ein Abkommen schließen. Zwar benötige Montenegro vom IWF keinen Kredit, “will aber durch die Aufsicht des Fonds über die Wirtschaftspolitik vor allem ausländischen Investoren zeigen, dass das Wirtschaftsleben in dem kleinen Adriastaat nach international gültigen transparenten Regeln abläuft”. In der Regierung gibt es Widerstände gegen den IWF, falls dieser harte Auflagen bei Gehältern und Staatskonsum verlangen sollte.

Parallel zu IWF-Verhandlungen will Luksic eine Eurobond-Anleihe in Höhe von 200 Millionen Euro auflegen. Sie solle zur Deckung des Budgetdefizites und zur Schuldenbedienung genutzt werden. Die Weltbank will sich daran beteiligen. Montenegro mache mit den Gesetzesvorhaben, den IWF-Plänen und dem Eurobond-Vorhaben “einen großen Schritt nach vorn”, meinte ein Weltbank-Vertreter.

Wundersamer Anstieg des Kreditvolumens

Seit 2005 hatten die montenegrinischen Banken ihr Kreditvolumen um viele hundert, in der Spitze bis zu weit über 1000 Prozent ausgeweitet. Diese Gelder wurden oft ungenügend abgesichert und an Personen von zweifelhaftem Ruf ausgegeben, die auf Grund verwandtschaftlicher oder politischer Beziehungen in den Genuss dieser Kredite kamen. Viele dieser faulen Kredite haben einige Institute in existenzielle Schräglage gebracht. Die Ordnung des Bankensektors ist eine Vorbedingung für die weitere Annäherung Montenegros an die EU. Podgorica hatte im Dezember 2008 den Aufnahmeantrag gestellt. Seit Dezember 2009 sind Montenegriner von der Visapflicht in der EU befreit (EurActiv.de vom 3. März 2010).

Derzeit bewertet die Kommission Podgoricas Antworten auf einen Zusatz-Fragebogen im Erweiterungsprozess. Mit einer Mitteilung hierzu ist frühestens Ende des Jahres zu rechnen. In den Schlussfolgerungen zum Fortschrittsbericht 2009 heißt es: “Der institutionelle Rahmen für die Aufsicht im Banken- und Nichtbankensektor wurde weiter verbessert, muss aber noch weiter gestärkt werden.”

Wirbel um Geldwäsche

Auch aufgrund von Geldwäsche-Vorwürfen geriet der Finanzplatz Montenegro in Verruf. Derzeit prüft zum Beispiel Montenegros Staatsanwaltschaft Vorwürfe, eine Tochter der Kärntner Bank Hypo Alpe Adria habe mit dem Drogenboss Darko Šarić Geschäfte gemacht, der als einer der größten Kokainschmuggler der Welt gilt (Siehe Der Standard vom 16. April 2010).

“Die Geldwäsche gibt weiterhin Anlass zu großer Besorgnis”, heißt es im EU-Fortschrittsbericht. Das gleiche gelte für den Drogenhandel durch kriminelle Vereinigungen.
