Two years after Kosovo’s unilateral split from Serbia, its citizens are more concerned with unsolved problems than in celebrating the milestones achieved.
Although the new state has won recognition from 65 countries and has joined international institutions such as the IMF and World Bank, it still faces a host of economic and other challenges.
According to Koha Ditore Editor-in-Chief Agron Bajrami, there is considerable frustration.
“I think the second anniversary of the proclamation of the independence has found Kosovo in a complicated internal situation, with an increase of the discontent of the majority of the citizens, [due to] the lack of the expected progress in building a state based on democracy and rule of law in Kosovo,” he told SETimes.
Bajrami. known for his sharply-worded editorials, says key problems such as the economic situation, corruption and organised crime are not being addressed properly. The ethnically divided north is in a state of tension, Serbia continues to put up obstacles and the number of recognitions is inadequate, he said.
“If we add to that the hard social situation, accompanied with the unlimited government expenses, I think, it is not [surprising] that on the second anniversary of independence what comes to mind are the successes which are lacking,” Bajrami said.

The State Energy and Water Regulatory Commission (SEWRC) in Sofia is expected to decide on Monday (February 22nd) if it will award Gazprom Marketing & Trading a 20-year licence to trade energy in Bulgaria.
The company, which applied for the permit in August, has provided a guaranteed deposit of about 75,000 euros and its bid meets the Bulgarian legal requirements.
Established in 1999, the London-based power trader already operates in a number of European countries, including Britain, the Czech Republic, France, the Netherlands, Poland and Switzerland. Last year it obtained a Romanian license, Bulgarian dailies reported……
Bulgaria, Russia agree to start building nuclear plant

MOSCOW, Russia — Bulgaria and Russia have agreed to start building a nuclear power plant in the Bulgarian town of Belene this autumn, Russian Energy Minister Sergei Shmatko said on Saturday (February 20th), after a trip to Sofia for talks with Bulgarian counterpart Traycho Traykov. Shmatko added that a series of details were discussed, particularly Russia’s readiness to provide financial assistance until a strategic investor is found. Russia will finance construction of the plant through a project company established for this purpose and is ready to invest 1.9 billion euros over a period of two years. Moscow reaps fruit of long-term plan

Since 1998, when Lukoil set up shop in Bulgaria, Russia has slowly increased its presence and influence in Balkan energy markets by buying companies throughout the region.

Over the past ten years, Russian oil companies have become dominant market leaders in the distribution of oil throughout Southeastern Europe. Russia continues to aggressively develop and control the flow of oil and natural gas in the region. This, observers say, was calculated for significant influence — both commercial and political — in the region.
When the Russian oil company Lukoil built its first petrol filling station in the Balkans — a 1998 project in the Bulgarian capital of Sofia — few analysts saw it as the beginning of a long-term strategy for energy dominance in Southeastern Europe.
The most recent evidence of Russian’s plan occurred in March 2009 when Surgutneftegaz bought a 21% ownership stake in Hungary’s central energetic company MOL, previously held by Austrian OMV.
Surgutneftegaz is one of Russia’s least transparent oil companies, with alleged ownership ties to Russian Prime Minister Vladimir Putin. By buying into the Hungarian company, Surgutneftegaz automatically gained a stake in Croatia’s INA, whose 47% share is owned by MOL.
To limit Surgutneftegaz’s influence, the Hungarian company changed its shareholder voting rules. But there is no doubt that by entering into the ownership structure of MOL and INA, the Russians achieved entry into the Croatian and Hungarian market. This is not only a business triumph, but points to the geopolitical success of a ten-year Russian strategy.
Russian companies now operate in all of the energy markets of Southeastern Europe.
The dominant position in Bulgaria is held by Lukoil, which also has operations in Serbia, Bosnia and Herzegovina (BiH), Montenegro and Croatia. Russia’s influence in Serbia was further strengthened last year when state-owned Gazprom took over Naftna Industries in Serbia. In BiH, Russia owns Naftna Industries in Republika Srpska (NIRS).
It is clear that none of this occurred by chance or without great forethought. Indeed, the long-term strategy was executed through the business and political sectors, with the business component unfolding over a decade.

During that time, some Russian companies made deals for short-term losses now seen as a bigger strategy for later success. The Russians expanded in the region by buying up existing firms and if that failed, set up and developed their own energy firms connected to existing ones.
The process was costly, but well co-ordinated. In the final tally, Russian companies will have achieved almost complete control of retail sales, refineries and oil and natural gas transportation systems in every Southeastern European country in the next few years.
One year after the privately run Lukoil — owned in part by the US-based ConocoPhillips — set up business in Bulgaria, it bought 58% of the Neftochim refinery for 74m euros. Lukoil is considered the most transparent of all Russian oil companies. The Bulgarian plant purchased in 1999 is located in the Black Sea city of Burgas.
Lukoil’s Burgas refinery is the largest in the Balkans and has become a base for further Lukoil development throughout the region. Lukoil is also one of the biggest companies in Bulgaria, generating 9% of the Bulgarian GDP and paying one-fourth of all tax revenue in the country.
In late 2003, the company undertook its largest investment when it purchased a 79.5% of Serbian oil company Beopetrol for 117m euros. Beopetrol owned about 200 petrol filling stations, and held 20% of the retail market for oil derivatives in Serbia.

Oppositionsführer Nebojsa Medojevic wird seit Monaten nicht müde, die politische Führung unter Regierungschef Milo Djukanovic zu beschuldigen, sie mache mit der Mafia Geschäfte. Der Ministaat mit nur 620 000 Einwohnern sei der «Privatbesitz» der Familie Djukanovic,
die gemeinsam mit windigen Geschäftsleuten und Mafiagrößen überall im Land absahne. Dass Medojevic am Samstag vor seinem Haus angegriffen wurde, soll nach offizieller Darstellung ein Zufall gewesen sein. Dass der Angreifer sich als Verwandter eines mutmaßlichen Paten vorstellte, wiegt schon schwerer.
Seit Wochen klagt auch das benachbarte Serbien, selbst nicht unbedingt das Paradies der Rechtsstaatlichkeit, Montenegro an. Der Nachbarstaat habe den mit internationalem Haftbefehl gesuchten Serben Darko Saric laufen lassen, lautet der Vorwurf. Der 39-jährige Saric soll die im vergangenen Oktober aufgeflogene Lieferung von 2,4 Tonnen Kokain von Südamerika nach Montenegro organisiert haben. Verwunderung löste das Angebot von Regierungschef Djukanovic aus, Saric könne die montenegrinische Staatsangehörigkeit erhalten, weil er nicht vorbestraft sei.

Montenegrin opposition leader assaulted

PODGORICA, Montenegro — The leader of the main opposition Movement for Change (PzP), Nebojsa Medojevic, was attacked outside his home in Podgorica, PzP spokesman Koca Pavlovic said on Saturday (February 20th). He says the attacker tried to strike Medojevic and warned him “to stop mentioning the name of Branislav Micunovic”. He is a wealthy businessman that Medojevic has described as “the most powerful person” in the country, allegedly controlling even the police. The PzP says the attacker, who is in custody, is one of Mucinovic’s relatives. (Tanjug, B92, DPA, RTCG - 20/02/10)

The leader of the Montenegrin opposition party Movement for Change, PZP, Nebojsa Medojevic, who was attacked in front of his building in Podgorica on Saturday, said he feared being killed and expected more attacks on him in the future.
In an interview with daily Politika, Medojevic said that the attack on him was “mafia message to stop fighting crime-generating organisations and organised crime.”
Medojevic was allegedly attacked by Nenad Micunovic, a relative of a very influential businessman in the country, Branislav Micunovic. Medojevic called the businessman the most powerful person in Montenegro and accused him of hiding the alleged drug boss Darko Saric.
“All things considered, we should bow down to Micunovic and beg him to hand over Saric,” Medojevic said at a press conference held a day before the incident.
The country’s police reportedly arrested Nenad Micunovic immediately after the attack. He reportedly admitted his responsibility for the attack.
However, the head of the Montenegrin Police, Veselin Veljovic, has announced that “police have no information on the well-known Niksic-based businessman Branislav Micunovic having any connection to Darko Saric or the cocaine smuggling business.”
U.S. Ambassador to Podgorica Roderick Moore expressed his shock about the attack in a telephone conversation with Medojevic.
“He conveyed to me the message that, as for himself, the fight against organised crime in Montenegro will be a priority of bilateral relations between the two states and offered to help in the fight for a democratic Montenegro,” daily Politika quoted Medojevic as saying.

Two dozen suspects in four countries have been arrested as part of a major anti-drug operation, code named “Sunrise”, launched by Italian and Albanian prosecutors.The head prosecutor of the city of Lecce, Cataldo Motta, and Albanian general prosecutor Ina Rama presented the results of the five year investigation at a press conference on Friday in the southern Italian town.
“This is a demonstration of the good cooperation between the authorities in the two countries,” Motta told reporters in Lecce.
Albania’s top prosecutor told the media that the war against drug traffickers needed teamwork and that cooperation would continue.
“We have the good will to continue to cooperate in the [war against drugs] as this is the only way to achieve good results,” Rama said. “If we continue to cooperate it will certainly achieve other similar results,” she added.
During the investigation, which was launched in March 2005, Italy’s financial police were able to sequester over 1.3 tonnes of marijuana, trafficked from Albania into Italy across the Otranto channel in the Adriatic Sea, and 10 kilograms of heroin.
Motta told reporters that the narcotics syndicate is believed to have trafficked at least one more tonne of marijuana into Italy.
According to the Italian media 23 suspects have been arrested in Italy, Albania, Greece and Belgium. Five of the arrests were carried out on Friday in Albania, while the majority of the suspects detained in other countries are also Albanian citizens. Don Demidoff doch nicht ganz arm

Der Don Demidoff (Udo Erlenhardt) versucht ja gerade wieder mit seiner Krankengeschichte Kasse zu machen. Um seine schwere Krankheit zu belegen, hat er jetzt ein Dokument, auf einer seinen neuen Internetseiten, veröffentlicht, das uns suggerieren soll, das er sich selbst aus einem deutschen Universitätsklinikum, trotz angeblich vom Tode bedroht, selbst entlassen hat. Leider ist auf dem Dokument weder eine Adresse, noch eine Unterschrift eines behandelnden Arztes. So haben wir wieder mal den Eindruck, das der Don sich dieses Dokument selber ausgestellt haben könnte. Gleichzeitig ist auch auf dieser Internetseite die Auslobung einer Belohnung zu finden. Man möge ihm doch die Adressen der “Verleumder” nennen. Und das, obwohl er schon aus Deutschland eine schriftliche Bestätigung bekommen hat, das er gar nicht mehr verleumdet wird. Ein edler Spender hat dafür angeblich ein kleines Sümmchen locker gemacht. Jetzt muss doch die Frage erlaubt sein, wenn er angeblich vom Tode bedroht ist, warum setzt er dieses Sümmchen nicht für seine Krankenhausbehandlung ein. Anstatt dafür um Spenden zu bitten. Aber solche ominösen Umstände sind wir ja von dem Demidoff mittlerweile gewöhnt.
Neuerdings verschickt der Don Demidoff (alias Udo Erlenhardt) seine Bettelbriefe nichtmehr selbst. Diese Aufgabe übernimmt jetzt, Frau Minodora Stanut unter dem Vorwand, der Don braucht angeblich wieder eine ärztliche Behandlung im Ausland. Vorzugsweise selbstverständlich in der Schweiz.Und selbstverständlich ist der Don völlig mittellos, weil er ja soooo menschenfreundlich war und alles in sein Kinderheim gesteckt hat. Obwohl im Jahre 2009 nur vier Kinder in seinem Heim gewesen sein sollen. Im Jahr 2008 hat Demidoff aus Deutschland fast 71000€ Spendengelder erhalten. Und das Jahr 2009 soll ähnlich abgelaufen sein. Aber der Don hat ja noch mehrere Hobbys. Erst wurde er Webmaster, mit über 10 Internetseiten und dann hat er im Jahr 2009 noch eine Zeitung gegründet. Wenn man aber ein Kinderheim ernsthaft führt, setzt das auch voraus, das man sich um Nachhaltigkeit kümmert, für das Haus, für die Kinder und auch für sich selbst. Und selbstverständlich das gespendete Geld nicht auch noch für artfremde Projekte einsetzt. Und wenn man nicht mal freiwillig für die Rente einzahlt, muss man sich nicht wundern, wenn man keine Rente bekommt. Jetzt sollen es wieder die Spender richten. Und wieder wird eine rührsehlige Geschichte benutzt, damit die Leute ihre Geldbörse aufmachen. Jahrelang waren es traurige Kinderaugen, jetzt muss die Krankengeschichte des Don selber herhalten.
Mittlerweile sollten die Menschen doch gemerkt haben, daß Don Demidoff ein Faß ohne Boden ist.

Mastholter Hermann Lübbert kam, um zu helfen – und geriet an „schwarzes Schaf“
Mastholte. Vor einem Jahr gab Hermann Lübbert aus Mastholte seinen Beruf auf und ging nach Rumänien: Er wollte helfen – obdachlose Kinder betreuen. Selbsthilfeprojekte aufbauen, den Menschen dort unter die Arme greifen, damit sie wieder eine Zukunft sehen. Im August gab er auf – tief enttäuscht und menschlich verletzt. Hermann Lübbert war an eines der „schwarzen Schafe“ unter den rumänischen Hilfsprojekten geraten – geleitet von einem falschen Priester, dem wegen Betruges vorbestraften Pater Don Demidoff.
„Ich bin nur ausgenutzt worden“ ist heute die Erkenntnis des 40-jährigen Mastholters. Lübbert, den man in Mastholte wegen seiner Hilfsbereitschaft und seiner tiefverwurzelten christlichen Glaubens kennt, macht diese Erkenntnis sichtlich schwer zu schaffen. Dennoch berichtete er dem Stadtanzeiger ausführlich über seine Erfahrungen mit „Pater Don“, dessen engster Mitarbeiter er zuletzt war. Denn der falsche Priester sammelt noch immer europaweit Spenden für sein Rumänienprojekt – unter anderem auch per Spendenaufruf in Rietberg und Delbrück.

Versuch des Kinderschmuggels
Bei der rumänischen Zeitung aus Arad Revista Presei aradene war am 16.03.2002 von einem Versuch des Kinderschmuggels durch Don Demidoff zu lesen[19]. Eine Übersetzung des Artikels von der Webseite[20] ergibt, dass die Zeitung geschrieben hat, Don Demidoff sei tags zuvor bei dem Versuch erwischt worden, ein 13-jähriges Kind, dass zum Heim “Casa Don Bosco” gehöre, über den Grenzübergang Turno aus Rumänien heraus zu schmuggeln. Die Grenzpolizisten hätten auch mehrere Fotoalben mit Kindern dieses Heimes gefunden. Don Demidoff stehe im Visier der Direktion für organisierte Kriminalität in Timisoara.

In March 2002, Seymour Hersh reported in The New Yorker that “A dispute over Chalabi’s potential usefulness preoccupies the bureaucracy” within the U.S. government, “as the civilian leadership in the Pentagon continues to insist that only the INC can lead the opposition. At the same time, a former Administration official told me, ‘Everybody but the Pentagon and the office of the Vice-President wants to ditch the INC.’ The INC’s critics note that Chalabi, despite years of effort and millions of dollars in American aid, is intensely unpopular today among many elements in Iraq. ‘If Chalabi is the guy, there could be a civil war after Saddam’s overthrow,’ one former CIA operative told me. A former high-level Pentagon official added, ‘There are some things that a President can’t order up, and an internal opposition is one.’” [4]
Notwithstanding these concerns, Hersh reported that “INC supporters in and around the Administration, including Paul Dundes Wolfowitz and Richard Perle, believe, like Chalabi, that any show of force would immediately trigger a revolt against Saddam within Iraq, and that it would quickly expand.” In December 2002, Robert Dreyfuss reported that the administration of George Walker Bush actually preferred INC-supplied analyses of Iraq over analyses provided by long-standing analysts within the CIA. “Even as it prepares for war against Iraq, the Pentagon is already engaged on a second front: its war against the Central Intelligence Agency.,” he wrote.

China and Russia have invested the most in Serbia’s energy infrastructure; now the European Bank for Reconstruction and Development has entered the market.

Already this month, Serbian authorities have signed three energy-related contracts of strategic importance.
On Thursday (February 18th), a 150m-euro loan between the EBRD and Srbijagas was signed. The money will be used to enhance the company’s gas pipeline network and construct new underground storage in the village of Itebej in Vojvodina.
The storage facility will boast a capacity of 1 billion cubic meters for strategic and commercial use. With Srbijagas as the sole operator, the facility will ensure stability in the supply of natural gas and increase regional resilience to potential supply cuts and seasonal consumption changes.
That deal follows a February 3rd agreement between Serbia’s utility company Elektroprivreda Srbije and the China National Machinery and Equipment Corporation (CMEC) on a preliminary contract worth 800m euros for the rebuilding of the Kostolac thermal power plantm 100km southeast of Belgrade. The plant will also be enlarged in a proejct expected to be completed in 2015.
“The contract on financing of this work should be [final] within the next several months, while the contracts about carrying out the work will be signed in phases,” said Energy Minister Petar Skundric.
Co-operation on the Kostolac plant is the result of a state agreement reached between China and Serbia in Beijing in August 2009. The project envisions the revitalisation of two plant sections of 350MW, construction of another power “block” and increasing the surface digging capacity of the local Drmno strip mine to 12m tonnes of coal per year.
China’s Export-Import Bank will finance 85% of the project at a fixed annual rate of 3% over 15 years; the remaining funds will be provided by the Serbian company. This will be one the biggest investments to date in Serbia’s energy sector, Skundric said, increasing the thermal plant’s production capacity by at least 450MW……………..
Gazprom wants closer energy co-operation with Romania

BUCHAREST, Romania — Economy Minister Adrian Vidianu confirmed on Thursday (February 18th) that Russian energy giant Gazprom has invited Romania’s Transgaz to join the South Stream project. Gazprom Vice-President Alexander Medvedev arrived in the country Wednesday to discuss increasing joint natural gas extraction. In addition, Gazprom is interested in building a natural gas storage facility, along with Romgaz, Romania’s natural gas monopoly. Gazprom also expressed a willingness to eliminate intermediaries in a potential future gas delivery agreement with Romania. The current deal expires late next year. Greek Prime Minister George Papandreou and Russian counterpart Vladimir Putin have given strong support to a long-awaited oil pipeline on the drawing board since the early 1990s, said diplomatic sources in Athens on Wednesday (February 17th).
The pipeline is expected to run from the Bulgarian town of Burgas on the Black Sea to Alexandroupolis in the northeast Aegean, bypassing the Bosporus Straits. Sources in the Greek foreign ministry blamed the most recent delays on “foot-dragging” by the new government in Sofia.

The government of Kosovo has invited EULEX to begin talks about establishing a wide-ranging task force focused exclusively on organised crime and political corruption.
The offer was confirmed by EULEX spokesperson Karin Limdal on Thursday (February 11th).
That same day, the Kosovo daily Koha Ditore reported that the idea was discussed in meetings of the Joint Co-ordination Board for the Rule of Law, chaired by EULEX chief Yves de Kermabon and Deputy Prime Minister Hajredin Kuci.
The task force would be composed of local and international prosecutors, as well as a range of police officers.

“I believe this group will be established very soon,” said Kuci. “It will have full financial and physical support.”
The task force idea appears to be a response to the most recent meeting of the International Steering Group (ISG), which asked for quick progress in fighting such high-level crime in Kosovo.
In a report after their February 8th meeting in Vienna, the ISG said it believes “Kosovo urgently needs to make further progress in the fight against corruption, organised crime [and] establishing the Rule of Law, including in northern Kosovo.”
Laura Pula, a Kosovo prosecutor in the Pristina District Court, fully supports the idea, saying it is “more than important” — it is crucial.
“We don’t have it; other [countries] in the region have it. Based on their experiences … they have achieved results,” Pula told SETimes. “The security has to be enhanced for those people who will be part of it; they will need more protection [because] they will work with very delicate cases.”
Pula said the number of prosecutors should not only be increased, but those on the task force should be specialists assigned to specific areas such as corruption, drugs or human trafficking.
And, she warned, if the identity of prosecutors and detectives working on specific cases is not protected, their lives will be in danger.

Vor allem muss man integere und mutige Personen finden, für so einen Job. Und selbst dann entpuppen sich 80% der Leute nach einem Jahr, als korrumpierbar. In Albanien wurden Haft Befehle viele Jahre nicht vollstreckt, man liess sich dafür im Polizei Apparat und Staatsanwaltschaft ganz einfach bezahlen. So liefen viele Mörder einfach frei herum.

Burime të gazetës “Koha Ditore” kanë bërë të ditur se shtetet e pescesh gjatë takimeve të fundit kanë kërkuar nga EULEX-i dhe Qeveria e Kosovës rezultate të prekshme dhe të shpejta, në mënyrë që të vazhdojë mbështetja e shteteve të fuqishme për Kosovën, edhe në aspektin e integrimit të veriut.
Thirrjet për rezultate janë fuqizuar në takimin e së hënës të Grupit Ndërkombëtar Drejtues për Kosovën në Vjenë, ku 25 shtete që e kanë njohur Kosovën e që janë anëtare të këtij grupi e kanë bërë një thirrje të tillë edhe publikisht.
“Task Forca” mendohet të jetë përgjigjja e Qeverisë së Kosovës dhe e EULEX-it ndaj kësaj thirrjeje.
Sipas burimeve të gazetës, ideja për krijimin e këtij grupi të veçantë është diskutuar edhe në takimet e Bordit të Përbashkët për Sundimin e Ligjit, i cili kryesohet nga zëvendëskryeministri Hajredin Kuçi dhe shefi i EULEX-it, Yves de Kermabon.
Plani që është duke u hartuar nga Zyra e Kryeministrit dhe EULEX-i parashikon që “Task Forca” të përbëhet nga prokurorë vendës e ndërkombëtarë dhe zyrtarë policorë që do të merren ekskluzivisht me luftimin e krimit të organizuar dhe korrupsionit. Grupi i ekspertëve do të ketë paga të veçanta, mbrojtje fizike dhe do t’u ofrohen edhe kushtet e tjera, në mënyrë që puna e tyre të jetë sa më efikase.
Iniciativën e ka konfirmuar për “Kohën Ditore” zëvendëskryeministri Hajredin Kuçi.
Sipas tij, formimi i “Task Forcës” “është rezultat i vullnetit politik të Qeverisë së Kosovës për luftimin e këtyre fenomeneve negative”.
“Unë besoj se shumë shpejt do të krijohet ky grup. Do të ketë mbështetje të plotë financiare dhe fizike. Aty do të përfshihen prokurorët vendorë dhe ndërkombëtarë, por edhe njerëz të policisë që do të kenë edhe mbështetje të sigurisë, por edhe mbështetje materiale të veçantë nga ne”, ka thënë zëvendëskryeministri Kuçi.
Përderisa EULEX dhe Zyra e Kryeministrit konfirmojnë edhe zyrtarisht planifikimet për një prezencë të tillë, Ministria e Drejtësisë duket të mos ketë informacione të tilla. Ministrja e Drejtësisë, Nekibe Kelmendi, ka thënë se ministria që udhëheq ajo është duke hartuar projektligjet që do të ndihmojnë në këtë fushë, por, sipas saj, ende nuk ka ndonjë informacion për krijimin e “Task Forcës”.
Raporti i progresit dhe raporte të tjera ndërkombëtare e kanë ranguar Kosovën si vend me nivel të lartë të korrupsionit dhe kanë vlerësuar se në vend zhvillohet krimi i organizuar.
Zëdhënësja e EULEX-it, Karin Limdal, ka thënë se ideja është e përbashkët dhe se misioni i BE-së për sundimin e ligjit në Kosovë ka qenë i konsultuar për këtë çështje.
Në thirrjen e tyre Grupi Drejtues Ndërkombëtar, i cili përbëhet nga 25 shtete që e kanë njohur pavarësinë e Kosovës, ka thënë se përparimi duhet të jetë urgjent.

Serbia’s fortunate geographical position, its range of bilateral trade agreements and links forged in its Yugoslav past are proving attractive to foreign investors, but structural problems remain.In an ever globalising world, driven together by improving communications and logistics and accelerated through the removal of trade barriers and tariffs, international trade has gained increasing importance.
Serbia, long isolated from the world markets during the sanctions years of the 1990s, has started to regain its former role in the region and increased its volume of international trade significantly.
Although the global volume of trade reduced significantly over the course of the past year, falling on average by 14.4 per cent according to the World Bank, Serbia’s relative position improved over the same period. By December 2009 Serbia recorded a positive trade balance with exports some six per cent ahead of imports, a significant reverse on the position a year earlier.
Located at the crossroads between east and west and bordering EU member states and a number of aspirant members, the country has, despite problems of ageing infrastructure, easy market access.
This is not lost on international investors who additionally seek to benefit from Serbia’s historic trade links and a growing network of trade agreements which facilitate access to export markets.
FDI Outlook Promising
The National Bank of Serbia, NBS, expects Foreign Direct Investment to be around €1.3 billion this year and Minister of Economy, Mladan Dinkic, went as far as to suggest that it might reach €2 billion, despite a significant reverse in 2009 at the height of the economic crisis….

“Serbia is China’s strategic partner”

BELGRADE — Chinese ambassador to Serbia Wei Jinghua said that Serbia became China’s main strategic partner in Southeast Europe last year.
Last year, the countries increased exchanges and cooperation in trade, Wei told daily Blic.
“During President Tadi’s visit to China, both sides signed agreements on economic and technological cooperation in the field of infrastructure. Chinese road and bridge corporations and companies for exports and imports of equipment signed separate pre-agreements with Serbia for projects for the Zemun-Bor
a Bridge and the revitalization and construction of the Kostolac thermo-electric plant,” Wei said.
The Chinese automotive company Dongfeng and Serbian automobile factory FAP from Priboj finished preparations for work on a new cooperation project, he said, adding that he hopes that these projects will be realized successfully so that more Chinese companies will want to invest in Serbia.
The ambassador stressed that China remains firm on its position regarding Kosovo.
“China always supports the efforts of Serbia in its defense of its sovereignty and territorial integrity, and insists on the preservation of international laws and norms of international relations, as well as the UN Security Council’s Resolution 1244,” Wei said.
He reminded that China submitted a written report to the International Court of Justice regarding the legality of Kosovo’s unilaterally proclaimed independence, stating that it was the first time that China participated in a written or oral debate before the International Court of Justice.
“We believe that the path of negotiations between the Serbian side and Kosovo’s temporary institutions is the only way to reach an acceptable solution for both sides. China is a country that leads equal principles towards the entire world. Its support of Serbia is not due to traditional friendship, but has to do with the preservation of international law and international relation norms, and preserving the authority of the UN,” he added.

Da wo Albaner sich ansiedeln, geschehen diese merkwürdigen Dinge, das Jahr für Jahr eine hohe Anzahl von Häusern zerstört werden.
Es ist schon erstaunlich, das vor 2.000 Jahren, Römer, Griechen in der Region den Haus Bau beherrschte und Geologische Besonderheiten wie Lehm Boden beachteten. Abwasser, Regen Kanäle und Drainage waren damals schon Standard, beim Häuser Bau.
Aber anscheinend verblöden die Leute inzwischen, denn selbst die einfachsten Grundsätze des Haus Baues werden missachtet und die Abwässer nur über ein Loch, in den Boden entsorgt. Wenn bei Regen dann zusätzlich Wasser den Boden aufweicht, weil man einfach auch zu faul ist, ein paar Regen Rinnen zum Ablaufen zu legen, wundert sich diese merkwürdigen Leute, welche alle Bau- und Natur Gesetze missachten und auch oft noch illegal bauen.<

Situatë e rënduar edhe në Jug e Juglindje. Shfaqen emergjencat e para në Korçë
Reshjet e borës që kanë rënë gjatë 24 orëve të fundit kanë krijuar probleme me energjinë elektrike dhe bllokimin e komunave të thella malore.

Reshjet e kanë vështirësuar së tepërmi situatën në zonën Juglindore të vendit, ku të paktën 12 komuna dhe fshatrat e tyre janë izoluar për shkak të trashësisë së dëborës. Kështu rezultojnë të bllokuara komunat: Voskopojë, Lekas, Vithkuq, Dardhë, Liqenas, Mokër, Çlirim, Mollas, Novoselë dhe Barmash në zonën e Kolonjës. Shtabi i emergjencave ka marrë masa paraprake për të ndërhyrë, edhe pse në akset rurale sipas të dhënave ka qenë e pamundur të bëhet zhbllokimi me mjetet borëpastruese si pasojë e infrastrukturës jo fort të përshtatshme me rrugë malore dhe kthesa. Ndërkaq, në disa fshatra është raportuar ndërprerje e energjisë elektrike, si pasojë e defekteve në linja. Pothuajse të gjitha fshatrat e izoluar kanë ndier mungesën e theksuar të energjisë elektrike nga defektet në linjat e tensionit, rrëshqitja e shtyllave, rrjeti i amortizuar dhe dëmtimi i përcjellësve. Sipas të dhënave nga komunat dhe nga OSSH-ja, defektet e shumta kanë ngritur në gatishmëri dhe kanë angazhuar një numër të lartë punonjësish në linja, edhe pse dëbora ka qenë e madhe. Sipas shtabit të emergjencave, deri më tani ka pasur vetëm një emergjencë shëndetësore. Ka qenë një i moshuar nga fshati Liqenas, i cili është transportuar nga banorët më këmbë deri në afërsi të Qafës së Zvezdës dhe më pas është marrë nga mjetet e urgjencës për t’i dhënë ndihmë mjekësore………………………..

Das Gebüsch, Sträucher, Bäume wird entlang der Strassen zerstört und abgeholzt und dann wundern sich die oft Herren Diplom Ingenieure und Bauleiter (oft mit gekauften Diplomen und nur 4 Jahren Schulbildung, aber Verwandter des Ministers) das überall die die Hänge herunter kommen.
Massive Landslide Cuts Off Macedonian Town

The western Macedonian town of Debar has been cut off from the capital Skopje after a massive 500 metre wide landslide crossed the road in the mountainous area near the Mavrovo tourist resort. Authorities believe no one was injured during the slide, which happened late Thursday, and said that there were no cars trapped under the 25 metre tall mass covering the road.
The intensive cleaning operation began last night and continued into the morning, but it will take days to clear off the road section.
Eyewitnesses told local media that the sight of ground crumbling down was horrifying. The slide tore up trees and pulled massive rocks down the mountain; some of the passersby barely escaped unhurt.

Rrëshqitje masive dherash në Kryevidh, 38 banesa në rrezik
KAVAJE- Rrëshqitje masive dheu në komunën e Kryevidhit në Kavjë. Vetëm gjatë orëve të natës 38 banesa u vunë në rrezik shembje në fshatrat Stërbeg, Sardush dhe në qendrën e komunës Kryevidh. Më të rrezikuar janë banorët e lgjes Qoshe në fshatin Sterbeg,ku toka vazhdon të ketë tendencën e rrëshqitjes ndërsa dhjetra banesa janë krisur nga rrëshqitja e dherave.
Kreu i komunës jep alarmin duke u thënë banorëve të zonës të vetëevakuohen ose ndryshe do të kërkojnë ndërhyrjen e shtetit për evakuimin, por këta të fundit thonë se nuk kanë ku të shkojnë.
Sipas kreut të komunës, Arben Hajdini rrëshqitja e dheut ka rreth 2 vjet që po rrezikon fshatrat në Kryevidh. Nëse dy ditë më parë në fshatin Stërbeg rrezikoheshin vetëm 5 shtëpi, me lëvizjen e një nate më parë të dherave numri i shtëpive të rrezikuara vetëm në këtë fshat ka shkuar në 15 ndërsa në të gjithë komunën 38.

Në vendin e ngjarjes, aty ku duket se është dhe qëndra e rrëshqitjeve masive mësohet se ndodhen dhe përfaqësues të emergjencave civile por dhe specialistë të gjeologjisë të cilët bëjnë me dije se rreshjet e kësaj jave që duket se nuk do të ndalin pritet ta rëndojnë më shumë situatën në Kryevidh.
