Bank’s own tribunal criticizes bank’s treatment of staff members penalized in connection with controversial demolition of village homes and awards thousands in damages and legal fees.

Two decisions of the March session of the World Bank’s Administrative Tribunal have raised serious questions about how the bank’s Department of Institutional Integrity, INT, handled an investigation into staff involved in a controversial coastal zones management project in southern Albania.

The project resulted in the demolition of homes in the village of Jale, contravening the bank’s policies concerning forced displacement.

The accountability review by the INT was launched in February 2009 after a probe by the bank’s inspection panel, which was leaked to Balkan Insight, found that management failed to comply with the bank’s policies in respect to the design, appraisal and implementation of the project, harming local people.

Over the past three years, this project has become a source of controversy in Albania. While the right-wing Prime Minister, Sali Berisha, has accused the inspection panel of being tied to an unidentified land mafia, the opposition has repeatedly accused Berisha of corruption over the affair.
