Bloggers debate Kosovo’s IMF/World Bank membership

24/07/2009

There was a heated exchange of views in the blog world following Kosovo’s entry into two international financial institutions.

By Besa Beqiri for the Southeast European Times in Pristina – 24/07/09

The World Bank and the IMF accepted Kosovo as a member last month, an important step in securing much needed international aid and affirming Kosovo’s independent status.

The head of the International Civilian Office in Pristina, Pieter Feith welcomed the news. “Kosovo’s admission to the IMF will be an important step for Kosovo’s economic development.” He explained that “regional and global co-operation through international institutions leads to stability, prosperity and reconciliation.”

However, Kosovo’s membership has been a contentious issue as Serbia and Russia actively lobbied members to reject Pristina’s bid.

Expectedly, many Kosovo Albanian bloggers were jubilant, expressing their thoughts on the comment space at Pristina daily Ekspres.

But soon a heated exchange of posts turned up at Belgrade-based B92. “So this is what has become of [the] IMF! Lending money to a black market economy. Thanks IMF!” writes MikeC.

“What economy?” asks d rhetorically, and answers — “supermarkets, petrol stations, restaurants and-most important-car-wash”.

Ian fires back by emphasising the greater significance of membership. “[It] will show countries that are still undecided on Kosovo’s recognition that Kosovo is here to stay, and that it is becoming part of everyday life in the international community.”

Not so fast, warns Ron. “As long as Feith makes sure nothing happens against [UN Resolution] 1244″, Serbia’s territorial integrity is preserved. “Remember: 1244 is still valid. It is about time Albanians start recognising this fact!”

Svabo adds, “About 5% of the IMF funds will actually see the light of day. The rest will be pocketed by all the Kosovo crooks roaming and terrorising the country.”

But AgimY fires back. “Whom [sic] is Serbia begging money from this week?” he asks. “IMF, World Bank, European banks, EU … or all of above”?

“Serbia is getting pocket change,” compared to Kosovo. “Kosovo is the unwanted child of Europe. You can’t kill it and you can’t give it back … So, shower it with tonnes of money and pray,” Mike C says.

“To all who are scrutinising Kosovo,” advises Olf, “why don’t you focus on the same problems in Serbia instead?” He adds that like Kosovo, “Serbia has as many problems [with] corruption, organised crime. … plenty to do in Serbia, leave Kosovo alone.”

Ment offers a more moderate view, one that is a win-win for everybody. “I realise this is not great news to a few commenting on this site … but I hope they do understand that any improvements in Kosovo’s economy through help from the IMF will most probably benefit the Kosovo Serbs as well … especially those living south of Mitrovica.”

Kosovo police have arrested 13 justice system workers, who look set to face charges of involvement in organised crime.
“Eleven lawyers, one judge and one insurance official have been detained and are awaiting the judicial process,” a police captain, Rexhep Fetahu, told reporters at a Pristina press conference on Friday.

Indictments are likely to include charges of fraud, corruption and the misuse of public money.

According to Fetahu, the investigation that led to the arrests began in 2003 and is built on evidence gathered from citizens’ complaints and earlier investigations.

The Department Against Organised Crime has confiscated financial materials and computers from the detainees’ offices and businesses for use in the investigation, said Fetahu.

The 13 officials were arrested in the cities of Peja, Gjakova, Klina, Gjilan and Pristina.

Prosecutors have decided not to release the names of the arrested officials yet, police spokesperson Besim Hoti related.

Albanian State, violating basic human rights and private property

Today, Wednesday around 14.00 in my private apartment in Dhrimades, Himara Municipality, entered five persons by force in my property territory with a car type “Volkswagen” TR 0072 P.
They were presented as Inspectors of the State Inspectorate for Constructions based in Tirana. At this moment I was over lunch together with wife and my children in my property.

After they made parking of the car without permission to enter, I asked them to leave the Private territory immediately outside my private building.

Initially it did not seem them as normal position perhaps because such a move can not happen. I told them for Penal Code of violation of residence and they immediately responded justified as they do not determine whether the territory was private or something else.

I consider the incident directly a State pressing violating not only private property but also my personality as a journalist proffesionist and collaborator of Press Agencies abroad. It is not the first time to control my residence on such pressures have been made in recent months. It is immoral action of State Inspectors violate privation property taking by the role of the State Police Department, making threats a front of my wife and my children’s.

As a resident, journalist and member of the Greek ethnic community in Himara, I consider this incident, as dangerous episode motivated politically by member administration of Prime Minister Sali Berisha.

There is not coincidence when the “Inspectors” where from northern origin, the region of Prime Minister. May be, the last precedent, to destruction of Jala village by government of Berisha under the name of the World Bank and Kakomea Gulf Project, want to increase pressure against the residents and other native of Himara Region, to abandon their properties

Due to my profession but also as a citizen, I feel the obligation to make in public the threat which violates the basic human rights and private property.

Theatre In Sofia Engulfed By Fire

Theatre In Sofia Engulfed By Fire

Sofia | 24 July 2009 |

Sofia's centre

Sofia’s centre

A theatre on Slavianska Strin, in the heart of central Sofia, has burnt down.
From The Sofia Echo

Old, disused studios in the Sulza I Smiah (”Tears and Laughter”) theatre in Sofia caught fire on the evening of July 23, the Interior Ministry said.

The theatre is situated close to the Economy and Energy Ministry, several embassies, the Slavianska Beseda Hotel and a number of other administrative buildings.

Plumes of smoke towered over the theatre and the hotel. Witnesses said that three firefighting units arrived on the scene 15 minutes after the blaze engulfed sections of the building.

One possible explanation for the conflagration is that it was sparked by a homeless person who had lived there for some time.

The firefighters eventually gained control of the blaze. There were no casualties and adjacent buildings were not affected. The financial damage of the fire has yet to be estimated.

Elsewhere, there was a second fire in the south-eastern Sofia borough of Simeonovo by the Vitosha Mountain. There were no reported casualties.

The fires happened as temperatures climbed on the eve of a heatwave predicted to grip Bulgaria for two days from July 24. The mercury in some places is expected to exceed 40 degrees Celsius.

Turkey will invest in the construction of a new highway through Sandžak.

Turkey to build highway through Sandžak

BELGRADE — Serbian and Turkish Foreign Ministers Vuk Jeremić and Ahmet Davatoglu have agreed that Turkey will invest in the construction of a new highway through Sandžak.

Davatoglu, Jeremić meeting yesterday (FoNet)
Davatoglu, Jeremić meeting yesterday (FoNet)

Jeremić told a joint press conference after Davutoglu’s meeting with Labor Minister Rasim Ljajić and Minister Without Portfolio Sulejman Uglajnin that Sandžak’s development was a priority not only for Serbia, but Turkey too.

He said that this was one of the most historic days in relations between Serbia and Turkey, and that it was the first time that the two countries’ foreign ministers had visited Sandžak together.

“We discussed our vision of Sandžak, and of the Western Balkans. We discussed economic, infrastructural and strategic projects in Sandžak. Together we’ll work on a highway that crosses Sandžak, and for this we’ll require unity among people, political parties, unity between states,“ stressed the Serbian foreign minister.

Davutoglu said that Sandžak was a “green light“ for further cooperation between Serbia and Turkey.

“I’m sure that by working together, Sandžak can prosper. It will be Serbia’s marvelous heritage and star,“ he said.

Davutoglu’s visit to the region is interesting in that it brought recently sworn political enemies in Novi Pazar to the same table for talks.

The men in question are Sandžak Democratic Party leader Rasim Ljajić and the leader of the Coalition of Bosniaks for a European Sandžak, Sulejman Ugljanin.

Ljajić told B92, however, that the Turkish minister had not come to mediate between the two political leaders in Sandžak.

“Turkey is not mediating in any talks. We are responsible people, we have a responsibility to the people of Sandžak. It is very important to develop a strategic partnership between Turkey and Serbia, and Sandžak can benefit from this cooperation through Turkish investments. Our obligation is to ensure political stability,” Ljajić said.

Before making his visit to Sandžak, Davatoglu said that there were unbreakable ties between Turkey and Serbia that could be further strengthened through economic cooperation.

“There is large population from the Balkans in Turkey. We have more Bosniaks than Bosnia, more Albanians even. We have quite a few migrants from Serbia, Bosnia-Herzegovina, Macedonia. In Turkey, we look on all these cultural groups as a bridge between ourselves and their states. In that sense, we say we’re neighbors, as whatever happens in our region, that’s our common destiny,“ said the minister.

(APA)

Some thoughts on Bosnia

In a recent opinion piece William Montgomery criticizes Western Balkan policy:

This is because we continue to insist that it is possible, with enough pressure and encouragement, to establish fully functioning multiethnic societies in Bosnia and Kosovo with no change in borders. And we have consistently ignored all evidence to the contrary and branded as obstructionist anyone who speaks openly about alternative approaches.

The reality is that no amount of threats or inducements, including fast membership in the European Union or NATO, will persuade the Bosnian Serbs to cede a significant portion of the rights and privileges given them under the Dayton Agreement to the central government, as the Bosnian Muslims (Bosniaks) and the international community are determined to bring about. The Bosnian Serbs are determined to have full control over their own destiny, and fear that if they continue to transfer authority to a central government, the more numerous Bosniaks will end up in control.

The end result is continued tension between the two Bosnian entities, a dysfunctional country, and the prospect of many more years of efforts by Western politicians — like Vice President Joe Biden on his recent visit — to pound a square peg into a round hole. .

Regarding a solution he writes: a solution probably involves shaping a different relationship within Bosnia and permitting the Republika Srpska, the Serbian portion of the divided country, to hold a referendum on independence. This would have to include a lot of guarantees about future relationships, and be done as a complete package led and implemented by the international community..

I am glad to see a more realistic policy. But I would like to see a more realistic view of a multi-ethnic society: a multi-ethnic society can only exist when the rights for all ethnic groups are guaranteed. One can discuss about the situation before the war, but just after a war it is ridiculous to assume that the Serbs will not be discriminated if Muslim politicians get the chance. Just study the history of American South after the civil war. So there is a need for iron guarantees like the existence of the RS. The RS is not part of the problem; it is part of the solution and a similar solution for Bosnia’s Croats is necessary.

Inzko recently has used his Bonn powers to veto a decision by RS parliament to take back the powers it had ceded to Bosnia’s central government. Parliamentarians later claimed that their resolution was meant symbolic. What I totally miss is the ideological perspective in Inzko’s reaction. The implicit message in the Serb resolution is “we have given up enough; now it is up to the other side”. Inzko should either prove this message incorrect or come up with some Muslim concession to get things going again.

In a more recent article from Osservatorio Balcani e Caucaso Senad Pećanin, director of the news weekly Dani, gives three reasons why Bosnia should stay united:

EXECUTIVE SUMMARY AND RECOMMENDATIONS

The Balkans in Europe’s Future Report of the International Commission on the Balkans

1.3.1. Kosovo’s Final Status

Time is running out in Kosovo. The international community has clearly failed in its attempts to bring security and development to the province. A multi-ethnic Kosovo does not exist except in the bureaucratic assessments of the international community.

………………….[Kai Eide, The Situation in Kosovo. Report to the Secretary-General of the United Nations, Brussels, 15 July, 2004.] The failure of UNMIK can be explained but it should not be tolerated. The social and economic situation in the protectorate is no less depress- ing. Kosovo suffers endless disruption thanks to its regular power cuts. Some villages in the provinces are without electricity for periods of longer than a month. The province never boasted a self-sustaining economy and there is no chance that it will develop one now. Currently, the unemployment rate is about 60 to 70% (almost 90% among minorities). The construction boom of the immediate post-war period has come to an end.

Frank-Walter Steinmeier blockiert Albanien’s EU Intergration

“Reuters”: Gjermania bllokon Shqipërinë në BE?

PHOTO: THE “INSPECTORS” DEBATING WITH HIMARA`S PEOPLE

Premier Berisha: An integrated development will be main criteria for development of tourist zones

Prime Minister Sali Berisha said today at the meeting of the Council of the Territory Adjustment of the Republic of Albania that the main criteria for development of the tourist zones will be their integrated development.

“At the last meeting four zones in Lalzi Bay were approved for tourist development. Firstly, it ought to be a necessary condition they develop in the height and way of exploitation defined for that area, i.e. buildings no higher than 3 floors and in the defined percentage. Secondly, it is that important even their integrated development even if it is completely an individual property. Everything that is presented here and approved by the Technical Secretariat Council of the Territory Adjustment of the Republic of Albania can develop further only as an investment and an integrated development. We ought to develop this way to the best interest of every owner, individual or the country as a whole. We do have a unique opportunity in Europe because we have an almost 93-94% unexploited area along the coastline. It would be inexcusable to repeat Durrësi example; it used to be one of the finest beaches in Europe and it has actually fallen into a grave  situation from the town-planning viewpoint. Golemi beach is also damaged, although not in the same scale, but Shkëmbi i Kavajës area has suffered serious damages. This story will not repeat itself any more. The plots designed here for development will undergo development as a whole. It may be a personal property, but tourism is a national problem of prime importance. Therefore, the technical secretariat would accept no change on the defined plan, no exploitation beyond the integrated development of the area and will define a building standard in a crystal clear way. This is a unique opportunity and let us develop these zones to the best standards. We have this opportunity and must not be guided by greed, but act on the ground of the great importance that development in harmony has, beyond concrete casting urged by great profit and the irreversible damage of environment,” said the premier.

Premier Berisha: Environment protection and development will be determining in all future decision-making

Prime Minister Sali Berisha said today during the routine meeting of the Council of the Territory Adjustment of the Republic of Albania that the criteria for protection and development of environment and not anti-globalization that certain groups display will be determining in all the future decision-making.

“Criteria for protection and development of environment and not anti-globalization will be determining in all the decision-making in the future. I also denounce the anti-globalization as a transfiguration of the old Marxist-Leninist doctrine which unfortunately in Albania has been embodied into a small group of Albanian left-wing exponents who do not defend at all the interests of the left-wing, but entirely the Mafia interests. This is the reality; therefore I shall ignore their anti-globalization because that is an enemy of environment in itself. On the next day of last week meeting of the Council of the Territory Adjustment of the Republic of Albania, Mayor Edi Rama told to the Albanians that no one in Europe builds coal-fired power stations. But, as a matter of fact, in Italy are built three, three others in Germany and by an ironic twist of the fate, on the same day he was claiming that such coal-fired power stations are built nowhere in Europe,  the World Bank decided for building of one of the biggest coal-fired power stations in Kosova region. I welcome this decision. Similar coal power plants are being built in Czech Republic and in Holland, i.e. the countries where protection of environment is the subject of all policies. That’s why I do not listen to the anti-globalization voices because they are completely based on cheating. He can’t be serious in saying that coal-fired power stations are not built any more in Europe, because tens of such plants are built. What is his responsibility in development of the country? This is just anti-globalization. I ought to make this expose because I expect the election recognition or not is related to the cement factories. He did the same even after the last meeting when he said that following these coal power plants he does not recognize elections,” said Premier Berisha.

“I would like to express my pleasure of celebrating our victory with inauguration of Durrës bypass, one of the most important works of transport in this town.

Durrës and all Albania will undergo major changes during this mandate. You voted for change and I say change will assume the highest speed in the history of this country.  Durrës is the location where several other major projects will be implemented, like Shkozeti modern junction which is under construction, the bypass, Energy Park, industrial park. Durrësi will experience an unprecedented industrial, tourist and energy growth over next four years.

On June 28, the Albanians voted for Durrës and Albania European project. And this project has only winners. All those having the dream of an integrated Albania into EU, free movement, employment, education and health care of European standards become a reality.

Let us turn words into deeds. I say, the new Durrës waterworks will begin building soon and the town will be supplied non-stop with potable water. This will be one of the first decisions of my government. The study is already conducted and the resources are identified and the investment will go ahead.

I assure you that the program you voted for will become a reality.”
