The full UN report on Kosovo

June 11 (Kosovo Times) - With the help of colleagues from other Kosovo media we have managed to obtain from diplomatic circles in New York a copy of the United Nations Secretary General report on Kosovo to be presented to the Security Council on 17 June 2009. The report has an annex on the activities of the EULEX mission on Kosovo.

Not clear who is going to oversee the financing of political parties in Kosovo

Funding of political parties in Kosovo remains very mysterious and with a lot of doubts. Funding of campaigns is not made transparent, while sponsorship that comes from business or from other sources are not made transparent either.

June 11 (RTK) - Very little is known in Kosovo from where the Kosovo political parties get their funds. On the Auditor General website, all auditing reports for all those organizations that are funded by the Kosovo budget are published. However, the report on political parties is missing here, and this is so not due to some technical error, but the Auditor is not legally obliged to do auditing of the political parties.

Albania President Calls for Justice Reform

Only two weeks before the June 28 parliamentary elections, Albanian President Bamir Topi has called on parties to present their positions on justice reform. “It very important that political parties express clearly what they intend to do with the reform of the justice system,” Albania’s head of state said in a meeting of the High Council of Justice.

Recalling that most of the laws regarding the justice system in Albania required both the vote of the majority and opposition to pass, Topi called on political parties to present their visions of reforms of the system before Albanians head to the ballot.

Once in office, Albanian parties often clash with the justice system due to the high levels of corruption within the country and a culture of political impunity.

Albania’s current electoral campaign has been mostly dominated by more populist themes so far, including reform in rural areas, aimed at eradicating poverty, and working towards visa liberalisation and EU integration.

The two main political parties, the Democrats of Prime Minister Sali Berisha and the Socialists of Tirana Mayor Edi Rama, have still not published their governing platforms for the next for year.

US-Staatsanleihen im Wert von $134 Milliarden an Grenze beschlagnahmt

Zwei japanische Staatsbürger sind von der italienischen Finanzpolizei am 3. Juni verhaftet worden, nach dem sie versucht haben mit Wertpapiere im Wert sagenhaften $134 Milliarden von Italien aus in die Schweiz einzureisen.

Wie die Guardia die Finanza auf ihrer Webseite mitteilt, wurden sie am Bahnhof in Chiasso als Zugpassagiere durchsucht und dabei wurden die Wertpapiere unter dem doppelten Boden eines Koffers gefunden. Es handelt sich um 249 US Treasury Bonds im Wert von jeweils $500 Millionen, sowie zehn Kennedy Bonds und weitere von der US-Regierung herausgegebene Wertpapiere.

Das japanische Konsulat in Mailand bestätigt, dass die Verhaftung stattgefunden hat und sie sagten, sie versuchen von den italienischen Behörden herauszufinden, ob es sich tatsächlich um japanische Staatsbürger handelt und was ihre Identität ist.

Die Japaner ca. 50 Jahre alt hatten angegeben, sie hätten nichts zu verzollen. Die Ein- oder Ausfuhr von nicht deklarierten Finanzwerten über 10′000 Euro wird in Italien mit einer Busse von bis zu 40 Prozent der beschlagnahmten Mittel geahndet. In diesem Fall käme der italienische Staat unverhofft zu 53,6 Milliarden Dollar oder ca. 38 Milliarden Euro.

Die Frage die noch offen ist, ob es sich um echte US-Wertpapiere handelt. Gegen eine Fälschung spricht, dass Obligationen mit diesen Nennwerten normalerweise höchstens unter Staaten gehandelt werden. Sequestrati a Chiasso titoli USA per novantasei miliardi di euro

Duecentoquarantanove bond della Federal Reserve statunitense, del valore nominale di 500 mln di dollari ciascuno, piu’ 10 bond Kennedy da 1 mld di dollari ciascuno, occultati nel doppio fondo di una valigia, per un totale di ben 134 mld di dollari, pari a oltre 96 mld di euro.

E’ quanto hanno sequestrato alla stazione ferroviaria internazionale di Chiasso, al confine tra Svizzera e Italia, funzionari della Sezione Operativa Territoriale di Chiasso, in collaborazione con i militari della Guardia di Finanza del Gruppo di Ponte Chiasso, nel corso dei controlli volti al contrasto del traffico illecito di capitali.

I valori erano posseduti da due cinquantenni giapponesi scesi alla stazione ferroviaria di Chiasso da un treno proveniente dall’Italia che, al momento del controllo doganale, hanno sostenuto di non avere nulla da dichiarare.

Un’accurata verifica dei bagagli ha consentito invece di trovare i titoli Usa, occultati sul fondo di una valigia, in uno scomparto chiuso e separato da quello contenente gli indumenti personali.

Oltre ai titoli, i due giapponesi trasportavano una cospicua documentazione bancaria in originale.

Per i bond e la documentazione che li accompagnava, anch’essa  sottoposta a sequestro, sono in corso indagini volte a stabilirne autenticita’ e provenienza. Qualora i titoli risultassero autentici, in base alla vigente normativa, la sanzione amministrativa applicabile ai possessori potrebbe raggiungere i 38 miliardi di euro, pari al 40% della somma eccedente la franchigia ammessa di 10mila euro.

Macedonia: Albanian Group Seeks Federalization

A group of right-wing ethnic Albanian politicians during a Wednesday press conference demanded the federalization of Macedonia based on the Swiss and Belgian models.The group, headed by Hisni Shakiri, Sefedin Haruni, Bardulj Mahmuti and Nevzat Halili from the “Ilirida” movement, is not advocating renewed armed conflict with the state, but urging constitutional changes that would allow ethnic Albanians, who comprise one-quarter of the country’s population, equal rights.

The group is not part of any of the country’s major political parties.

“The Albanian language is not equal with the Macedonian [language]; the Albanians are not equal with the Macedonians,” Halili opined at the press conference, asking for recognition of the fact that the Albanians in Macedonia are autochthonous.

The group’s stances are similar to those expressed in April by the controversial ethnic Albanian local leader, Rufi Osmani, who then urged the creation of a bi-national Macedonia.

In 2001, Macedonia suffered a short armed conflict between ethnic Albanian insurgents and the state. The armed clashes ended the same year with the signing of the Ohrid peace accord, which granted greater rights to ethnic Albanians.

Greater involvement in the police, army and administration as well as official use of the Albanian language in the areas where the population is dominant are among the provisions of the peace deal.

Media have been citing local analysts as saying that the radicalization of some Albanian entities in Macedonia following the peace deal is the aftermath of the stalemate in which the country finds itself over the heated name dispute with Greece and the Greek blockage on Macedonia’s NATO accession.

Opinion polls show that Albanians would rather sacrifice the country’s name for swift accession to NATO and the EU, unlike Macedonians, who view the issue as central to their national dignity and identity.

The group was supported in their demands by the Student’s Association of Tetovo State University, the Association of Insurgents Veterans from the 2001 conflict, and several other citizens’ associations.

Video Shows Fugitive Mladic Moving Freely

Bosnian Federal Television, FTV, has aired video footage of  war crimes fugitive Ratko Mladic, showing him moving about freely, well after the Hague indictment against him. The video footage, discovered during various raids on the homes of Mladic’s wife and son by Serbian authorities, were handed over the the prosecution at the Hague-based International Criminal Tribunal for the former Yugoslavia, ICTY, Dusan Ignjatovic, director of the Serbian office for cooperation with The Hague, told Balkan Insight and the BIRN Justice Report.

Ignjatovic would not reveal the details about where and when the videos were found, but said his office would hold a press conference later today in Belgrade on the issue.

FTV’s “60 minutes” political talk show last night aired several amateur videos featuring Mladic and his family, showing Mladic attending the funeral of his daughter Ana, who committed suicide in 1994, celebrating the birth of his grandchild and at his son Darko’s wedding. In the videos, Mladic is accompanied by his wife, Bosiljka, who lives in Belgrade. Her apartment was been raided several times, as has her son’s apartment.

The wedding video shows Mladic and his wife dancing to the live music of Sarajevo pop band Plavi Orkestar - a favorite among the older generations of the former Yugoslavia, especially in Sarajevo, which was kept under siege for more than three and a half years by Mladic’s forces.

In most of the footage, Mladic is surrounded by many people, with strangers approaching him to take photographs with him. Some of the footage was filmed in Bosnia and some in military baracks in Serbia, according to the show’s host, Bakir Hadziomerovic.

There is one segment of footage that shows Mladic attending the wedding of one of his bodyguards, apparently in 2000, in the Eastern Sarajevo suburb of Kula. In the footage, the cars driving by have new Bosnian license plates issued in 1998 and beyond. Another video shows a clearly older Mladic hiding what appears to be a cane behind his back.

Speaking to Balkan Insight, the talk show’s main journalist, Damir Kaletovic, said that aside from the video of Mladic attending his daughter’s funeral in 1994, most of the footage was shot after the end of the 1992-1995 war in Bosnia, and after the indictment against him by the ICTY.

On the show, Hadziomerovic said the “clips show everything, covering a long period of over ten years”, including footage believed to have been shot some time between 2006 and 2008.

Ignjatovic told Belgrade’s daily B92 that the footage was being analyzed, but he suspected it had not been shot as recently as 2008.

“What’s most important in the whole story is that we have footage of that war criminal’s stay in military facilities in Serbia, in Topcider and elsewhere,” he said….

Last Sunday, Viktor Dimovski was given a high-ranking position of the Central Council of the SDSM. The President’s cabinet described this move as “surprising and disappointing,” the paper marks. New secure location for presidential offices should be found - Serbia’s security services Serbia’s security services requested at a session of the Council for National Security that Serbian government find a new more secure location for the offices of the State President in Belgrade, daily Blic reports today. According to the daily, upon completing a risk evaluation, the Serbian National Security Services have been warning that country’s President Boris Tadic is at risk due to the location of the president’s office, which is surrounded by busy streets, making security difficult to manage. Ratko Mladic was freely moving around Belgrade, General’s former security chief claims Branislav Puhalo, the former chief of security of the current Hague war crimes tribunal fugitive General Ratko Mladic, said today before the District Court in Belgrade that the Serb top leadership was informed that Mladic by the end of March 2002 lived in Belgrade and that his associates used military facilities, according to daily Blic. “Everything was done legally. Puhalo said in 1997, following the arrival of Mladic in Serbia, the then President Slobodan Milosevic and the Chief of General Staff Momcilo Perisic established the 30th personnel centre of the Yugoslav Army, which was responsible for protection of Mladic who was located in a house in the Banovo hill village of Belgrade suburbs. Defendants’ lawyer Svetozar Vujacic asked Puhalo whether the then President Vojislav Kostunica and Defense Minister Boris Tadic were informed about providing security to Mladic and the witness replied that they definitely had to know that by March 31, 2002, when the 30th personnel centre was disbanded. “They all knew about that, Milosevic, Dragoljub Ojdanic, Nebojsa Pavkovic …” Boris Tadic was chosen as the Minister of Defense in March 2003, after the assassination of Serbian Prime Minister Zoran Djindjic, Blic notes. Puhalo said that he and his men were responsible for saving Mladic personally, but if they were given an order to arrest Mladic they would have done it. “We protected Mladic from criminals and bounty hunters, and not from the state,” marked Puhalo.

Lëvizja “ZGJOHU”, i bën apel KQZ-së që të mos shkelë ligjin dhe të mos lejojë kompromentimin e procesit të vëzhgimit të pavarur të zgjedhjeve nga organizata maska të partive politike. Lëvizja “ZGJOHU” denoncoi në KQZ manipulimin e listave të vëzhguesve të MJAFT nga G99. Ditën e djeshme, kjo lëvizje paraqiti të plota të gjithë dokumentet juridike që vërtetojnë se drejtuesit e G99 vazhdojnë të drejtojnë Qendrën Lëvizja MJAFT. Ky fakt u denoncua që në 8 Nëntor 2008 nga Avokat Altin Goxhaj, në Gazetën “SOT”. Erion Veliaj & Co kanë 3 vjet që kanë mashtruar komunitetin e donatorëve sikur kanë dhënë dorëheqjen ndërkohë që kanë kontrolluar të gjithë numrat e llogarive bankare të MJAFT dhe kanë pasur të gjithë kompetencat drejtuese të aksionit gjoja qytetar të MJAFT. Tashmë është e qartë se kush i ka drejtuar dhe organizuar të gjitha protestat “e pavarura” të Lëvizjes MJAFT si psh protestat fyese ndaj vizitave të Berluskonit apo të Fratinit në Tiranë me simbolika fashiste, por kjo është një temë tjetër.

Fakti është që Erion Veliaj & Co ka kontrolluar të gjitha projektet e MJAFT për periudhën 2007 2009, përfshirë edhe financimin e Ambasadës Amerikane për monitorimin e zgjedhjeve. Tashmë Projekti i financuar nga Friedrich Ebert për një fushatë të pastër për Lëvizjen MJAFT është bërë pis nga kjo lojë mashtruese e Veliaj & Co, siç janë bërë pis të gjitha projektet e MJAFT nën kontrollin e kandidatëve të G99 dhe PS përfshirë Erion Veliaj, Arbër Mazniku, Milva Ekonomi, Marinela Lika, Endri Fuga, Elisa Spiropali.

Konflikti i interesit dhe mashtrimi është mënyra se si funksionon MJAFT dhe ky proces diskrediton të gjithë shoqërinë civile në këto zgjedhje. Lëvizja “ZGJOHU” do të përshkallëzojë në ditët në vazhdim procesin e dekonstruksionit të kësaj skeme sorosiane që synon të kompromentojë zgjedhjet e 28 Qershorit 2009 dhe të gjithë shoqërinë civile në Shqipëri.

Lëvzja “ZGJOHU” dërgoi dje në KQZ dhe pranë Koalicionit të Vëzhguesve Vendorë, si dhe për dijeni Ambasadës së Shteteve të Bashkuara, OSBE&ODIHR, Trupit të akredituar diplomatik në Tiranë, etj një letër me anë të së cilës apelohej: “Stop konfliktit të interesit politik në vëzhgimin e zgjedhjeve të 28 Qershorit 2009 nga kandidatët e listës së Partisë Socialiste dhe të Partisë G99”……………………….

Brief an Präsident Obama

Sehr geehrter Herr Präsident,

wir, die Unterzeichneten, ersuchen Sie höflich um Intervention, um einige Ruinen in Südosteuropa aufzuräumen, die von der früheren amerikanischen Regierung zurückgelassen wurden.

Am 4. November 2004, zwei Tage nach der Wiederwahl von Präsident George W. Bush, hat seine Regierung die „Republik Mazedonien“ einseitig anerkannt. Dieser Akt hat nicht nur einen geographischen und historischen Tatbestand verändert, sondern auch eine gefährliche Epidemie von historischem Revisionismus ausgelöst, dessen augenfälligstes Symptom die widerrechtliche Aneignung Alexanders des Großen, des berühmtesten aller Makedonen, durch die Regierung in Skopje ist.

Wir glauben, daß diese Torheit zu weit gegangen ist und daß es nicht Aufgabe der Regierung der Vereinigten Staaten von Amerika ist, Geschichtsklitterung zu unterstützen. Das besagte Land mit seiner Hauptstadt Skopje wurde im Altertum Paionia genannt. Die Berge Barnous und Orbelos, die heute die Nordgrenze Griechenlands bilden, stellen eine natürliche Barriere dar, die – heutzutage so gut wie im Altertum – Makedonien von seinem südlichen Nachbarn trennt. Die einzige nennenswerte Verbindung verläuft entlang des Flusses Axios/Wardar, und sogar dieses Tal „stellt keine Verbindungslinie dar, da es durch Schluchten zerteilt ist.“

Obwohl es stimmt, daß die Paionier 358 v. Chr. von Philipp II., Vater Alexanders des Großen, unterworfen wurden, waren sie keine Makedonen und lebten sie nicht in Makedonien. In ähnlicher Weise mögen die Ägypter, die von Alexander dem Großen unterworfen worden waren, von Makedonen beherrscht worden sein, doch waren sie selbst Ägypter, und Ägypten wurde niemals Makedonien genannt.

Besser gesagt: Makedonien mit seinen makedonischen Griechen war seit wenigstens 2500 Jahren genau dort gelegen, wo die heutige griechische Provinz Makedonien sich befindet. Genau diese selbe Konstellation trifft z.B. zu für Attika und die Griechen Athens, Argos und die argivischen Griechen sowie Korinth und die Griechen der Korinthia.

Wir verstehen nicht, wie die modernen Bewohner des alten Paioniens, die slawisch sprechen – eine Sprache, die etwa 1000 Jahre nach dem Tode Alexanders in den Balkanraum eingeführt wurde -, ihn als ihren Nationalheros in Anspruch nehmen. Alexander der Große war durch und durch sowie unbestreitbar Grieche. Sein Ur-Ur-Urgroßvater, Alexander I., nahm an den Olympischen Spielen teil, was zu seiner Zeit nur Griechen erlaubt war.

Noch vor Alexander I. führten die Makedonen ihre Abstammung auf Argos zurück, und zahlreiche ihrer Könige ließen den Kopf des Herakles - Inbegriff des griechischen Heros – auf ihre Münzen prägen.

Euripides – der in Makedonien starb und dort begraben wurde – schrieb sein Schauspiel Archelaos zu Ehren des Großonkels von Alexander und natürlich auf Griechisch. Bei seinem Aufenthalt in Makedonien schrieb er auch die Bakchen, wiederum auf Griechisch. Vermutlich verstand das makedonische Publikum, was er schrieb und was es hörte.

Alexanders Vater, Philipp, trug einige hippische Siege in Olympia und Delphi davon, den zwei ‚griechischsten’ von allen Heiligtümern im alten Griechenland, wo Nichtgriechen nicht starten durften. Noch bezeichnender ist die Tatsache, daß Philipp dazu bestellt wurde, 346 v. Chr. die Pythischen Spiele in Delphi zu leiten. Mit anderen Worten: der Vater Alexanders des Großen und seine Ahnen waren durch und durch Griechen. Griechisch war auch die Sprache, die Demosthenes und seine Athener Delegation benutzten, als sie in demselben Jahr Philipp Besuche abstatteten.

Aristoteles, ein anderer Grieche aus dem Norden, verließ seine Heimat, um nahezu 20 Jahre an der Akademie Platos zu studieren. Er kehrte anschließend nach Makedonien zurück und wurde Lehrer Alexanders III. Sie sprachen griechisch im Unterricht, und die Lehrräume können noch heute in der Nähe von Naoussa im griechischen Makedonien besichtigt werden.

Alexander führte während seiner Eroberungszüge ständig die von Aristoteles besorgte Ausgabe der Ilias Homers mit sich. Alexander verbreitete auch die griechische Sprache und Kultur über sein ganzes Reich, gründete Städte und richtete Zentren der Gelehrsamkeit ein. Inschriften, die von solch typisch griechischen Institutionen wie dem Gymnasium zeugen, wurden so weit entfernt wie in Afghanistan gefunden. Natürlich sind sie in griechischer Sprache verfaßt.

Folgende Fragen lassen sich stellen: Warum war Griechisch die lingua franca im ganzen Reich Alexanders, wenn er ‚Makedone’ war? Warum war das Neue Testament auf Griechisch geschrieben?

Die Antworten sind klar: Alexander der Große war Grieche, nicht etwa Slawe; die Slawen und ihre Sprache lassen sich in keiner Weise mit Alexander in Verbindung bringen. Eine geographische Nähe ergab sich erst 1000 Jahre später! Das führt uns zurück zu der geographischen Einheit, die im Altertum als Paionia bekannt war. Warum möchten die Leute, die heute hier leben, sich selbst Makedonen nennen und ihr Land Makedonien? Warum versuchen sie, eine ganz und gar griechische Person als ihren Nationalheros zu stehlen?

Die alten Paionier mögen Griechen gewesen sein oder auch nicht, aber sicherlich wurden sie gräzisiert, und sie waren niemals Slawen. Ebenso waren sie keine Makedonen. Alt-Paionia war Teil des makedonischen Reiches wie Ionien, Syrien, Palästina, Ägypten, Mesopotamien, Babylonien, Baktrien und viele Gebiete mehr. Sie mögen zeitweise ‚makedonisch’ geworden sein, aber keinesfalls jemals ‚Makedonien.’ Der Diebstahl Philipps und Alexanders durch ein Land, das niemals Makedonien war, ist durch nichts gerechtfertigt.

Die Traditionen des alten Paioniens können jedoch von den gegenwärtigen Bewohnern dieser geographischen Einheit aus gutem Grund angenommen werden. Die Ausdehnung des geographischen Begriffs ‚Makedonien’ auf das südliche Jugoslawien ist davon allerdings ausgenommen. Bereits im späten 19. Jahrhundert hat der Mißbrauch ungesunde territoriale Bestrebungen befördert.

Derselbe Beweggrund läßt sich auf schulischen Landkarten feststellen, die ein großes Pseudo-Makedonien zeigen, das sich von Skopje bis zum Olymp erstreckt (und in slawischer Sprache beschrieben ist!). Dieselbe Landkarte mit ihren territorialen Forderungen findet sich in Kalendern, auf Aufklebern, Geldscheinen und dergleichen, die im neuen Staat zirkulieren, seitdem er seine Unabhängigkeit von Jugoslawien im Jahre 1991 erklärt hat. Warum muß ein landumschlossener Staat nur solch einen historischen Unsinn verzapfen? Warum muß er ständig seinen Nachbarn verhöhnen und provozieren?

Wie auch immer man ein solches Verhalten bezeichnen möchte, es ist in aller Deutlichkeit kein Zeichen für historische Exaktheit noch für Sicherheit in den Balkanregionen. Man sagt, die Vereinigten Staaten von Amerika hätten ein solches Verhalten angestiftet und ermutigt.

Wir wenden uns an Sie, Herr Präsident, der Regierung in Skopje dabei behilflich zu sein, zu verstehen, daß sie keine nationale Identität auf Kosten der historischen Wahrheit aufbauen kann. Die Völkergemeinschaft kann nicht überleben, wenn Geschichte ignoriert wird, erst recht nicht, wenn sie gefälscht wird.
