Serbian authorities have arrested 10 ethnic Albanian former guerrillas suspected of involvement in killings during the Kosovo conflict, while minority leaders caution against a witch-hunt that could stir ethnic tensions. “From June 1999 until October 1999, they were involved in at least 51 murders and 159 abductions in the town of Gnjilane in Kosovo,” Bruno Vekaric, a spokesman for Serbia’s war crimes prosecutor Vladimir Vukcevic, told Reuters news agency on Friday.

……………………………………………………………………The 10 men were arrested in the southern Serbian town of Presevo, near the border with Kosovo. The region, which has a large ethnic Albanian population, was the site of an insurgency in 2001 by the Terrorist Organisation: Liberation Army of Presevo, Medveda and Bujanovac. The rebellion ended with a NATO-backed peace deal but dissatisfaction with Serbia remains high, with locals saying the government in Belgrade remains indifferent to the lack of jobs and economic development.

Speaking in the southern town of Vranje, Serbian Interior minister Ivica Dacic said Belgrade has evidence that the suspects “tortured, maimed, raped and murdered people at three locations in Gnjilane. ” Referring to the suspects as the “Gnjilane group”, Dacic added that the three leaders of the group were still at large and out of reach for Serbia’s police because they are currently in Kosovo.

Milan Markovic, chairman of the state’s coordination body for southern Serbia, said that he talked to Albanian political leaders after the arrest , and they “understood that the action must not be politicized.”

“If they stick to what they told me, there won’t be any rise of tensions in the region,” said Markovic.

Shaip Kamberi, mayor of Bujanovac, confirmed to Balkan Insight that Markovic informed them about the action, adding that he had no concrete information from Presevo at this point.

“Our activists will check whether during the arrest police overstepped their authority, because according to the law no one is guilty until the verdict,” said Kamberi.

Ragmi Mustafa, speaker of the local assembly in Presevo, told Balkan Insight that he expected the accused to prove their innocence.

“As far as I know, they did not fight in Kosovo, only in conflicts in south Serbia,” said Mustafa.

He added that the situation in Presevo was “calm, but tense”, and that Albanians did not trust Serbian authorities.

Kosovo government spokesman Memli Krasniqi said Pristina “does not have official information on whether these 10 people are Kosovar citizens”, and would wait for more details.

But the news of the arrests was making waves among the population in Kosovo, where former KLA fighters are seen as heroes in the fight against Serbian rule.

Independent bodies such as the International Criminal Tribunal for the Former Yugoslavia have said that crimes against civilians were also committed by the Albanian side — albeit on a much smaller scale — but only a few former fighters have been convicted by The Hague and the issue is still taboo. Former Kosovo Prime Minister Ramush Haradinaj, the highest-profile KLA leader to be indicted by the tribunal, was acquitted of charges of crimes against humanity in spring this year and returned to a triumphant welcome.

Yet, as our government is turning a blind eye on (Serbian) trains entering Kosovo, it will probably turn a blind eye to these arrests.”

Their reasons are numerous: they are Albanians and the majority, the region is deliberately left undeveloped and poor by Serbia, their history and fate should be linked to Kosovo’s, they have the right to take their destiny into their own hands. One thing is certain: They want to have a “special status” within Serbia and they need a “motive” for this. Mit Arben Laze erfolgte die Verhaftung einer Gruppe, welche u.a. wie es Tradition ist auch in Morde verwickelt ist und ebenso in den Visa Skandal der Deutschen Botschaft. Briegel war ja auch Albanischer National Trainer damals in Albanien, als die Botschaft direkt von der Albanischen Mafia kontrolliert war und man Tausende von Visas an die Albanische Mafia aushaendigte. (ueber 3.000 Geschaefts Visa wurden damals fuer ungueltig erklaert, wobei Deutsche Diplomaten, sogenannte hoch kriminelle Banden der Lobbyisten und Deutschen Politiker die Mentoren und Aufbau Helfer der Albaner Mafiosen Netzwerke in Europa waren und wie man am Kosovo sieht auch heute noch sind.

Der Albanische Fussball ist seit 10 Jahren fest in Hand von hoch kriminellen Banden und selbst ernannten Fussball Praesindenten. Etliche Praesidenten wie auch der vom Fussball Club Berat sitzen im Gefaengnis, bzw. wurde bei Banden Kriegen erschossen. IN Rumaenien, Serbien, Bulgarien liegt eine aehnliche Situation vor.

Erst mit dem jetzigen Minister Ylli Pango gab es nach Auseinandersetzungen Statute fuer die Wahl des Albanischen Fuss Verbands Praesidenten und eine Besserung der Verhaeltnisse schreiten langsam vorwaerts.

According to UNICEF, around 70% of children in Serbia suffer from physical or psychological violence at home, with the most endangered category being children from poor Roma families.

After a warning from Serbian social workers about growing violence against children in the family, state officials and NGOs have launched a debate on introducing penalties for parents who spank their children.

Corporal punishment in Serbia is illegal in schools but not in homes.

Social workers, whose job is to react to every reported act of violence against children, point out that the problem has grown over the past few years. The most frequent form of abuse is neglect of the child’s basic needs, followed by verbal threats and the most severe physical abuse.

Roma families have a high incidence of corporal punishment and a higher risk of abuse. UNICEF reports that 80% of Roma parents punish their children for infractions either physically or psychologically, exceeding the 70% figure for Serbian children in general. More than a third — 35% — of Roma mothers spank their children.

Spanking children is banned by law in 16 European countries, Canada and New Zealand. When it comes to the former Yugoslav republics, Croatia, Slovenia and Macedonia have added this element to family law.

A group of children first handed a copy of the no-spanking initiative to Serbia’s ombudsman about a month ago, which started a broad public debate on the matter.

Ombudsman Sasa Jankovic says the introduction of legal sanctions for parents who physically punish their children is a very delicate topic, since sceptics could interpret such penalties as “interfering with family relations”.

“Child abuse should be fought not only with laws and regulations, but the awareness of the parents themselves should also be changed,” Jankovic said.

PODGORICA, Montenegro — The government announced on Thursday (December 25th) that Montenegro will compensate relatives of scores of Bosnian Muslim refugees whom Bosnian Serbs killed after Montenegrin authorities repatriated them to their homeland during the 1992-1995 conflict in Bosnia. The government has authorised the state attorney to formally conclude a compensation agreement with the victims of deportations and members of their families who had filed charges against the state, Justice Minister Miras Radovic told reporters. The total amount of the compensation will be 4.1m euros, he added. Authorities in Montenegro arrested and then repatriated at least 83 Bosnian Muslims in early 1992 after they had fled fighting. Bosnian Serb forces killed most of them. At least nine survived imprisonment by the same forces. In 2004, they filed lawsuits against Montenegro, along with families of other victims. Compensation for the nine will range from 10,000 euros to 170,000 euros, depending on the length of their imprisonment. (AFP, RTCG, BTA - 25/12/08)

SARAJEVO, Bosnia and Herzegovina (BiH) — The Supreme Court has sentenced a former Republika Srpska (RS) army officer to 14 years in prison for war crimes, media reported on Wednesday (December 24th). The court convicted Zeljko Kecman of abusing, assaulting and executing Muslim civilian prisoners in 1992. Kecman’s sentence will include time spent in custody — from May 2007 until October 2008 — while serving another sentence for torturing and killing three civilians at Sanski Most early in the Bosnian conflict. Government threatens to bar Serbian delegations from entering Kosovo

PRISTINA, Kosovo — The government may ban Serbian government delegations “that seek to support Serb parallel structures and agitate Serbs” from entering Kosovo, government spokesperson Memli Krasniqi said on Wednesday (December 24th). “Kosovo’s institutions have … the full right to decide whether to allow or not a visit by foreign delegations,” Krasniqi said. The reaction came a few days after a Serbian government delegation visited Gracanica. The officials helped open a branch of Serbia’s Post Telecom and met mayors of Serb municipalities, which Pristina considers parallel structures.

In other news, Kosovo officially opened its embassy in Washington on Tuesday. The embassy has already started diplomatic correspondence with other countries’ embassies in the United States. (Koha Ditore, Zeri, Express, Telegrafi - 25/12/08)
