The governor of the Bank of Albania, Ardian Fullani, warned on Friday that 2009 will be a difficult year for Albania’s economy, due to the recession that has hit global markets. “Although the banking system will continue to be profitable, the coming year will be full of unknowns,” Fullani said in a meeting with the bankers’ association. “It would be foolish to think that our economy would be affected only slightly by the global downturn.”

Albania’s state statistics agency announced a record-high GDP growth of 9.9 percent in the last four quarters ending September 30, but the accuracy of its data is widely disputed by economists.

A previous projection by the IMF for 2008 was for growth of 5.5 per cent, while the IMF has forecast that growth will slow down to between 3.5 and 4 per cent in 2009.

Economists have also expressed concern about the impact of the global financial crisis on migrants working abroad because their incomes remain crucial to Albania’s economic wellbeing.

A study published on December 6, covering the first three-quarters of 2008, showed remittances of Albanian emigrants working abroad were down 13 per cent on the same period in 2007 to 623 million euros. Read more:  Global Recession Threatens Flow of Albanian Remittances

 Besonders interessant, sind ja bei solchen Artikeln, auch die Stimmen des Volkes zu hören, über die Arroganz und Bestechlichkeit von Leuten, welche im Westen ausgebildert sind wie u.a. Lul Basha und der gesamte Verbrecher Verein, welche nun mit einer Georg Soros Ausbildung zurück flutet nach Albanien und sich auch in Albinvest artikuliert. Alles was Georg Soros sich Weltweit so nennt und auch unter diversen Aktivitäten läuft wie auch der Open Society, ist ein hoch kriminelles System, was alle Staaten korrumpiert, zerstört und destabilisiert. Und Lulzim Basha gehört zu den Leuten, welche eine Ausland Ausbildung haben und die trotzdem nur am persönlichen Profit interessiert sind. Dem Schwager von L.Basha hat die General Staatsanwaltschaft, sämtliche Firmen, Bankkonten etc.. beschlagnahmt in der Affäre um Damir Fazllic.Zu diesem extremen Mafiösen Club, gehört dann die GTZ und das BMZ ebenso dazu, wie man an der Unfugs Finanzierung von sogenannten Investment Konferenzen sieht, die nur der persönlichen Bereicherung dienen bzw. in Partei Buch Kassen umgeleitet werden.

Und Max Strauss hat am 26.7.2006 die entscheidende Absichts Erklärung - Letter of Intent unterschrieben, zusammen mit Minister Lulzim Basha und Minister Genc Ruli, für die Bestechungs und Korruptions Geschäfte im Auftrage einer angeblichen Berberi & Strauss Consult, nachdem er von Bodo Hombach den Tip bekommen hatte, das hier ein grosser Autobahn von der Weltbank und der EBRD finanziert wird. Und wie die Ratten, kommt man halt aus dem Loch, und denkt man könnte solche Bestechungs Geschäfte so einfach abwickeln.

Oben Rechts auf dem Titel Blatt ist die Story vermerkt, welche das beschlagnahmte “Letter of Intent” enthält, was am 26.7.2006 von Max Strauss in Tirana unterzeichnet wurde.

Marrëveshja Më 26 korrik 2006, është nënshkruar një “Letter of Intent” midis kompanisë së Shtrausit nga njëra anë, dhe Ministrisë së Punëve Publike, Transportit dhe Telekomunikacioneve (titullar Lulzim Basha) dhe Ministrisë së Ekonomisë, Tregtisë dhe Energjetikës (titullar Genc Ruli), nga ana tjetër. Ndryshe nga kontrata e qeverisë shqiptare me “Bechtel&ENKA”-n, palët angazhoheshin të respektonin kuadrin ligjor në fuqi në Republikën e Shqipërisë, dhe jo ligjin anglez.
Politika
Personalitete gjermanë, si Bodo Hombach apo Max Josef Strauss nuk janë thjesht investitorë. Ata kanë një peshë të konside-rueshme në kancelaritë e vendit të tyre, madje edhe në shkallë europiane. Por, një kërkesë politike e Berishës, me sa duket, ka qenë e tepërt për të tërhequr më tej Shtrausin për të investuar emrin dhe fondet e tij në vendin tonë. Sipas burimeve të sipërpërmendura, kryeministri shqiptar, pas nënshkrimit të marrëveshjes, ka kërkuar që i biri i negociatorit të madh, Franc Jozef Shtraus të negocionte për të sjellë kancelaren aktuale gjermane, Angela Merkel, në Shqipëri. Një kërkesë e tillë u konsiderua, me të drejtë, si kusht nga ana e Shtrausit, i cili refuzoi të sillte Merkelin, por edhe hoqi dorë nga projekti koncensionar.

A controversial highway project has spawned Albania’s highest-profile corruption case.

Prosecutors have accused Albanian Foreign Minister Lulzim Basha of violating the rules on public tenders and causing a budget loss of 115m euros. The charges stem from 2006, when he was transport and communications minister, overseeing tenders for construction of a section of the Durres-Kukes Highway.

Basha has consistently denied the charges and defended the building of the highway, calling it the “Road of the Century”.

In the Albanian blogosphere, some are up in arms over the way the minister reacted. According to Fatos Lubonja, writing at Perpjekja, Basha’s behaviour “shows he is sheltering himself completely in the traditional strategy of group collaboration aimed at grabbing power and keeping it by force, ignoring law and institutions and covering up all these with nationalist rhetoric”.

Another blogger, xha xhai , echoes this view. “Basha, who has some open files in the state prosecutor’s office relating to various dirty deals on the financing of the Rreshen-Kalimash road, has protected himself against these charges by citing the ‘importance’ of the project for the Albanian nation and blaming ‘Serbian and Greek’ circles for sabotaging this arterial road. ”

Orakulli, however, doesn’t find Basha’s claims so unbelievable. “Maybe this minister indeed uses patriotism to protect himself but you can’t say that the Serbian-Greek clans and their allies in the government, media, organisations and political parties in Albania want this road to be realised,” he writes.

At Koha Jone, meanwhile, tonipeperoni defends the beleaguered minister. “Lulzim Basha enforced the laws and regulations which were very clear in the procedure. To raise accusations about the road is to be a political Don Quixote. The lawsuit [against Basha] is a political file from these who damage the judicial institutions,” the blogger writes.

But Ylber Memia at Shqiperia e Udhekryqeve sees the case from another angle. “The phenomenon of Basha is very interesting to study,” he writes. “It proves not only older politicians are inclined to become corrupt and go after profitable affairs. There are also some from the young generation, from these coming back from West with outstanding diplomas, who know well the odour of money.”

“The lack of sentences handed out to high-level politicians is the most paradoxical thing about the country’s judiciary. Meanwhile, Albania is still one of the most corrupt countries in Southeast Europe,” Memia adds.

Aber die Deutschen sind ja mit ihren Bestechungs Geschäften in Tirana besonders berüchtigt, wo inzwischen in einem Team des Staatspräsidenten mit der General Staatsanwaltschaft alle diese Bestechungs Lizenzen erneut überprüft werden.

Ein Beispiel der übelsten Art der Deutchen Versorgungs Einheiten und Partner der Drogen Mafia war dieses Geschäft am Flugplatz.

Und hier kaspert der sogenannte Lobbyist in Tirana, der sich Botschafter nennt herum in 2008, mit den berüchtigten Bestechungs Firmen Hochtief, Strabag, dem kriminellen Lobby Verein DAW und als Mentor für die dümmste Bank die KFW.

Wenn sich Politiker und sogenannte Diplomaten korrumpieren, wird es peinlich. Wenn man Visa verkauft und besorgt, nur um Geschäfte zu machen und damit im Schlepptau sogenannter Minister, Drogen Banden nach Deutschland und Europa kommen, wird es noch peinlicher.

 Deutsche Diplomaten, Partei Buchgänger und andere Gangster, welche unter dem Deckmantel des Zivilien Aufbaues den Balkan fluten nur um Geschäfte zu machen, gehören ganz einfach verhaftet.

Croatia criticised Slovenia on Thursday (December 18th) for blocking its EU accession talks over the two countries’ long-running border dispute but voiced hope that Ljubljana would reconsider its decision.

“We expect Slovenia to change its decision,” Croatian Prime Minister Ivo Sanader said on the eve of an intergovernmental conference in Brussels on Friday, which Zagreb hoped would mark the opening of ten new negotiating chapters and the closing of five.

Slovenian Prime Minister Borut Pahor confirmed late Thursday, however, that his country would “give its consent [only] to open one chapter and close three,” citing Ljubljana’s “substantial reservations” concerning the rest of the chapters in question.

Slovenia argues that documents Croatia has submitted to Brussels, including maps of their disputed common sea and land boundaries, could prejudge a settlement to their border dispute. It has also urged its neighbour to avoid using such documents in any future international arbitration or negotiations on the thorny issue.

Sanader described that requirement as “unacceptable” Thursday.

BAGHDAD, Iraq — Albania has decided to pull its 200 troops from Iraq after more than five years of service in Mosul and Baghdad. Defence Minister Gazmend Oketa was present at a ceremony Thursday (December 18th) in Iraq at which troops lowered the Albanian flag. Albanian troops will remain deployed in Bosnia and Herzegovina, Afghanistan and Chad.

Also on Thursday, the United Kingdom and Estonia ratified Albania’s NATO protocol, becoming the 14th and 15th countries to affirm Albania’s membership in the Alliance.

In Paris meanwhile, Albanian Parliament Speaker Jozefina Topalli met on Thursday with Marc Lafiner, deputy head of the French parliament, who praised Albania’s “important efforts for reforms”. Topalli assured him Albania now offers a solid investment climate for French businesses.

The Mission
Undertake and execute stabilizing and security operations in support of the “Iraqi Freedom” Coalition.

Contingent Formation
9 Officers, 17 NCO-s, 3 professional soldiers, 42 soldiers of the compulsory military service.

Chain of Command
Initially the company was attached to the 1st Battalion 2nd Brigade of the 101st Air Assault Division, later under the command of DREAR (Division Logistics Head Quarters).

Logistics Support
This was the most supported mission in all the variety of equipments. It was precisely this support that created the identity of our forces, known throughout the city as the Albanians.

The Equipments
10 land rover military trucks, 1 auto ambulance, 2 big military trucks, 1 mobile center of radio-communications, armament, ammunition, communications equipment, anti-chemical materials and other necessary equipments for the accomplishment of the mission.

Phone, radio transmitter, and computer data transmitting system established communications with the Commando Regiment and the United Operations Center. The company itself communicated with ASELSAN radio transmitters (in vehicles), ANPRC, SEM-52.

The auto ambulance was equipped with four beds, defibrillator, sterilizer, chirurgical set, all needed medicine and other equipments.

Thus, it was possible to resist to the high temperature periods (dehydration, sun strokes), to control the gastro-intestinal outbreak Bagdad – Mosul (including 6 American soldiers) and to give the first aid in the field whenever needed. Moral and psychological conditions of the troops are always high. This is reflected also in the successful accomplishment of every planed task.

Albania is ending its presence in the United States-led mission in Iraq, local media reported on Thursday.

Defence Minister Gazmend Oketa, is currently in Mosul were he participated in a ceremony for the departure of the troops.

In Iraq, Albania maintains a 200 non-combat contingent, stationed at Mosul Airport. An Albanian commando contingent is also stationed as part of the NATO mission in Afghanistan.

Together with Croatia, Albania was invited to join NATO at the Bucharest summit in April.

In July, Albania sent 120 commando troops to Chad in central Africa as part of the European Union mission there.

Albania now pulling its 218 troops out of Iraq

TIRANA, Albania (AP) — Albania’s Defense Ministry says the country is pulling its 218 troops out of Iraq. Albanian troops have been serving in the northern Iraqi city of Mosul since 2003.

Defense Ministry spokeswoman Albana Mustafaraj said Thursday the unit has ended its mission and will return home. She said Defense Minister Gazmend Oketa participated in a ceremony in Mosul where the Albanian flag was lowered.

Albania also has small army units in Bosnia, Afghanistan and Chad. The predominantly Muslim nation was invited to join NATO in April and expects to become a full member next year.

Lawyer Veljko Miljevic said that the suit was filed for the continued and long term spreading of false and disturbing contents.

ZAGREB, CROATIA - The Croatian Minister of Internal Affairs Tomislav Karamarko sued a free journalist Zeljko Peratovic for slander. Karamarko announced filing suits against two bloggers, and -.-www.net.hr-.-the first – Peratovicreceived his via post this morning.

“I do not know the contents of the suit, but I saw that the County State Attorney’s Office rejected the private suit by the chief of SOA (Security Intelligence Agency), and after he made an addition to it, the county infringement court brought a decision that the case be taken up by the judge of the County Court in Zagreb. It is possible that he sue me for the article by the journalist Malic, which was announced recently in Jutarnji List, in which they mention Marin Tomulic and Ivan Jurasinovic on my blog, but I do not know exactly. Karamarko is still placing pressure on people close to me, holds them under investigation and suggests that they should not talk with me. Because of similar things I am preparing to file a report against Karamarko, Mladen Bajic and USKOK (Office for the Suppression of Corruption and Organized Crime), for the obstruction of some murder investigations, and against Zagreb’s police for illegal searches” said the journalist Peratovic. He added that, even though he often writes about Tomislav Karamarko, he does not have anything against him personally, and he only saw him twice in his life.

Long term and continued slander

Ivana Slojšek-.--.-The suit is not for slander but for the spreading of false and disturbing contents, which in my opinion, has lastingly continued for a long time, which was a justified reason for starting a procedure. This law suit does not function like a private one. In such cases an offence report is filed and official responsibility, but the State Attorney’s Office mainly rejects such suits, so we filed a new indictment proposal.

As we find out, Karamarko will for the same reasons sue the journalist Domagoj Margetic.

Both bloggers have previously had problems with the police and secret services. Peratovic was even taken in for giving away state secrets, whilst Margetic ended up in the Hague for not respecting the ICTY, more precisely, for revealing the identity of the protected witnesses in the Blaskic case.

HRW kritisiert Untätigkeit bei Kriegsverbrechen im Kosovo

Menschenrechtler kritisieren die Untätigkeit der kosovarischen Behörden bei der juristischen Aufarbeitung von Kriegsverbrechen. Die EU-Rechtsstaatsmission im Kosovo (EULEX) will diesen Zustand ändern.

Der Leiter der EULEX-Mission im Kosovo, Yves de Kermabon, hat in Prishtina erklärt, die Mission werde in enger Kooperation mit der Regierung des Kosovo alle offenen Strafverfahren in Fällen ethnischer Gewalt und Kriegsverbrechen vorrangig vorantreiben. Damit reagierte er auf einen Brief der Menschenrechtsorganisation Human Rights Watch (HRW). Diese hatte die EULEX aufgefordert, ihr Engagement bei der Verfolgung von Kriegsverbrechen zu intensivieren.

Kaum Fortschritte bei Ermittlungen

Human Rights Watch mahnte an, das Kriegsverbrechen mit großer Eile verfolgt werden müssten. Priorität sollten die schwerwiegendsten Fälle haben. Die Organisation kritisierte insbesondere, dass die Justizbehörden des Kosovo ihr Augenmerk bislang auf eine kleine Anzahl weniger schwerer Fälle gelegt hätten. Als Beispiel nannte HRW ehemalige Kosovo-Untergrundkämpfer mit niedrigem Rang, die Verbrechen gegen Albaner und Angehörige der nicht-serbischen Minderheit verübt haben sollen. Es gebe außerdem nur einen begrenzten Fortschritt bei der juristischen Aufarbeitung von ethnischen Gewalttaten gegen Serben und Roma während der Unruhen im März 2004. HRW sieht darin ein großes Versagen des Justizsystems im Kosovo. Die Organisation weist darauf hin, dass viele Ermittlungen zum Erliegen gekommen seien.

EULEX will handeln

Als Reaktion auf den Brief von HRW betonte de Kermabon, EULEX werde diese Fragen in Angriff nehmen. „Wir haben im Rahmen der Mission nun die Kapazitäten, all diese Fragen zu lösen. Alle Fälle, seien es ethnisch motivierte Verbrechen oder Kriegsverbrechen, werden wir in Zusammenarbeit mit der Regierung des Kosovo lösen“, so der Missionsleiter.

Er wies darauf hin, dass diese Fälle nicht in kurzer Zeit gelöst werden könnten, da sie teilweise sehr komplex seien.

Solche Versprechungen sind derart lächerlich, das man nur den Kopf schütteln kann. Die hoch dotierten Dumm Labberer, werden genauso bescheuert ihr OK-Reporting betreiben, wie die UNMIK Vorgänger und den inzwischen fest etablierten Verbrechern in der Politik, in enger Kooperation arbeiten.

Am besten hat es Ex-KFOR General Mini ausgedrückt.

Von den bisherigen über 10 Milliarden € der Aufbau Hilfe ist im Kosovo Nichts angekommen, sondern die Politischen Strukturen haben sich nur selbst bedient und u.a. das übliche Mafia Import- Export Monopol mit den kriminellen Clans errichtet. Die Justizministerin Kelmendi, hat Alles unter Kontrolle, um ein Milliarden schweres Vermögen an Immobilien und Wirtschafts Monopolen zu errichten! Der Mafia Clan der Kelmendi, ist Langzeit Partner des Osmani Clans in Hamburg und Deutscher Politiker.

Deutsche Wirtschafts Förderung bedeutet, wie leicht zu erkenen ist vor allem: Förderung des Drogen Absatzes nach Europa und Bestückung mit Sex Sklaven der EU Bordelle, damit auch weiterhin Politiker wie Michael Friedman gut versorgt werden auch mit Koks durch die Albaner wie Joschka Fischer.

KFOR Kommandant sagt: Die Eulex Mission ist totaler Unfug und es kann Nichts dabei raus kommen……..Die Autorität der Unmik im Kosovo sei “praktisch inexistent”...….

Ein früherer Kommandant der Kosovo-Friedenstruppe Kfor sprach indes der Eulex in einem Interview mit der Belgrader Zeitung Vecernje novosti die Sinnhaftigkeit ab. Die UNO schicke schon seit acht Jahren Richter und Polizisten in den Kosovo und habe dabei überhaupt nichts erreicht, sagte der italienische General Fabio Mini. Die Autorität der Unmik im Kosovo sei “praktisch inexistent”. Im Kosovo sichere derzeit niemand den Frieden, und auch die EU-Mission könne dies nicht schaffen…….
