Dutch-based Firm to Sue Montenegro Bank

Dutch-based MNSS B.V, the majority stakeholder in Montenegro’s sole steel plant, says it will launch legal proceedings against one of the country’s largest banks for delays in processing payment. Prva Banka is owned by Prime Minister Milo Djukanovic’s brother Aco.

MNSS said in a statement it will order the transfer of cash deposits in Prva Banka totalling €26.5 million to Dutch-based Fortis Bank because Prva Banka failed to execute its payment orders.

Prva Banka last Friday failed to pay €1.8 million to Niksic Steelworks’ key supplier, MNSS said in a statement.

‘In certain instances, MNSS, Steelworks and its suppliers have been provided with misleading and possibly fraudulent documents purporting to show that instructions for fund transfers have been made but the payments have never materialised,’ the statement said.

The company also quoted Steelworks’ spokesman Mark Jacobson as saying that Prva Banka actions ‘were intolerable’.

‘As a consequence, we are taking legal action against Prva Banka and are suing Prva Banka for damages, which already amount to many millions of euros,’ he said.

A spokesperson for Prva Bank, contacted by the Reuters news agency, said the bank had not seen the MNSS statement and could not comment on it.

Prva Banka emerged as one of the leading financial institutions in the Adriatic state after 2006 when Aco Djukanovic bought shares and changed its name from Nicksicka Banka.

Montenegro to Bail Out PM Brother’s Bank

10 December 2008 The Montenegrin government was set to extend a €40 million bailout loan to a local bank controlled by Prime Minister Milo Djukanovic’s family, reports said Monday.

The decision to pump in cash and keep the Podgorica-based Prva Bank liquid would be formally made during the week, the daily Vijesti said.

Djukanovic’s brother Aco is the largest shareholder with a 46.4 per cent stake. The premier also has an interest in the bank, holding 2.86 per cent its capital, nominally valued at € 46.7 million euros.

World Bank Tells Montenegro to Cut Spending

Montenegro should cut 2009 spending as its economy is expected to slow due to the impact of global financial turmoil, the head of the World Bank office in Podgorica argues. Montenegro has posted growth of an average of eight percent a year since 2006 when it ended its union with Serbia. But in 2009, growth is expected to slow to five percent.

‘Current investment plans are exceeding the government’s possibilities and it should consider decreasing the scope of investment,’ the World Bank’s Peter Olters said.

According to the draft 2009 budget, the government of the popular tourist destination on the shores of the Adriatic Sea plans infrastructure investment of €230 million.

‘Capital inflow and credits to private sector unfortunately are not at the same level as before. All indicators are showing a slowing down of economy activities,’ Olters told a conference at which he presented a World Bank public expenditure report.

He said the government should get loans only to finance major infrastructure projects while current expenses should be financed by tax revenues.

Montenegro’s finance minister, Igor Luksic, said the budget may be too tight for financing planned investments. ‘Therefore, the government should find new sources of financing,’ he told reporters.

The Adriatic state of 650,000 people that uses the euro as its currency signed a Stabilization and Association Agreement with the European Union in 2007.

In April, it also signed an agreement with the EU that paves the way for World Trade Organisation accession, a key move to fostering reforms needed to build a functioning market economy required for EU membership.

Eine Unterbrechung der Drogenversorung

vereitelt werden - es gibt weiterhin Heroin !

Es mag sich makaber anhören, aber die “Elite” der Welt braucht um ihre Einnahmen nicht zu bangen, der Anschlag auf Präsident Karzai in Afghanistan ist fehlgeschlagen. Damit bleibt der Protégé von G.W. Bush im Amt - und auch das deutsch geMerkel braucht nicht länger bestürzt zu sein - denn auch sie dient dieser “Elite”. Es hat ganz den Anschein als sei es bloßer Banden und Drogenkrieg. Schließlich geht es um Heroin.

Nun ist das Image von Hamid Karzai angekratzt, diesem treuen Verbündeten, gehätschelt von der CIA und von G.W.Bush ebenso wie er in Deutschland auf dem Petersberg hoffiert wurde. Immerhin hat sich jeder sehr viel (Geld) von der Beziehung versprochen. Unter Hamid Karzai erhöhte sich der Opium-Anbau und die Lieferungen von Heroin seit 2001 um 1600 Prozent !!!
Die “Elite” der Welt, das ‘zaaFMK’ (zionistische anglo-amerikanische Finanz- und Macht-Kartell) ist seit dem BEIC der alleinige Großdealer von Drogen und menschlichem Leid. Zwar war nach dem Eigen-Anschlag (mit Thermat-Sprengstoff) der US-Regierung auf das WTC am 9/11 auch Afghanistan ein Kriegsziel für die unter Dick Cheney geplante Pipeline von Turkmenistan durch Afghanistan nach Pakistan und an den Indischen Ozean - aber für die “Elite” war der Opiumanbau ein nicht minder wichtiges Ziel, liegt doch in ihren alleinigen Händen der gesamte Heroinhandel der Welt.
Damit dieses Heroin auch die deutsche Jugend problemlos zerstören kann, mußte noch das Tor nach Europa geöffnet werden. Dies war der von Bill Clinton im Auftrag der “Elite” unternommene Krieg gegen Jugoslawien, wobei die völkerrechtswidrige Abtrennung des Kosovo von vornherein eingeplant war. Dort wurden kämpften mit der UCK von der CIA eingeflogene Taliban-Söldner. Völkerrecht scheint somit nur etwas für Naive zu sein - der Kosovo wurde als Bestandteil der EU (Europäische Union - oder Europas Untergang) als Einfallstor für den Drogenhandel benötigt, weshalb auch das deutsch-geMerkel sich beeilte, nicht nur die Bundeswehr und die Polizei nach Afghanistan zu schicken, sondern auch hurtig, hurtig den Kosovo als eigenständige “Republik” und gegen jedes Völkerreht anzuerkennen. Verbrecher halten eben untereinander zusammen.
Nach Auskunft des Büros der Vereinten Nationen für Drogen- und Verbrechensbekämpfung (UN Office on Drugs and Crime) in Kabul ist der pro-Hektar-Ertrag der Heroin- oder Opiumproduktion in Afghanistan seit der militärischen Besetzung durch US-Streitkräfte seit Dezember 2001 und der Einrichtung einer zentralisierten militärischen Kontrolle unter Präsident Hamid Karzai um 1600 Prozent gestiegen. Karzai steht der amerikanischen CIA nahe, seit er in den 1980er Jahren als von der CIA unterstützter Mujaheddin wirkte, bevor ihn dann 2001 Washington aussuchte, Präsident zu werden. In der Zeit der anti-sowjetischen Kampagne und danach stand er in engem persönlichen Kontakt mit George H. W. Bush.
Aber Opium, bzw. es wird gleich noch im Land verarbeitet - erst zu Diacetylmorphin und dann zu Heroin - muß ja auch das land verlassen können, muß über den Kosovo und die dort von der EU plazierte Kosovo-Mafia auch in das restliche Europa gelangen. In einem stellenweise armen Land sind Heroin und Euro natürlich begehrt - sogar bei den Taliban. Damit diese Transporte auch reibungslos funktionieren, sind die Deutschen im Land. Die deutsche Polizei (handverlesene Polizeibeamte) begleiten die gefährlichen Transporte - erst die Ware - und auf dem Rückweg die Geldtransporte.
Daß nun Hamid Karzai ebenso wenig Drogen selbst transportiert, wie das deutsch-geMerkel oder Prince Charles die Säcke Heroin selbst ablädt, versteht sich von selbst. In Afghanistan kümmert sich Ahmed Wali Karzai (Hamid Karzai’s Bruder) um diese Geschäfte. Wenn es um die nach offiziellen Deklarationen gehende Stillegung der Mohnanbaufelder geht, so sind sich Amerikaner wie Briten völlig einig, die Felder die stillgelegt werden, sind überhaupt keine Mohnanbaugebiete.
Von russischer Seite existieren Berichte, denen zufolge amerikanische Militärtransportflugzeuge benutzt würden, um Drogen aus Afghanistan zu transportieren: »Wenn solche Aktionen stattfinden, dann können sie nicht ohne Kontakt zu Afghanen passieren, und wenn ein Afghane das weiß, dann wird es früher oder später mindestens die Hälfte aller Afghanen wissen.« Der russische Botschafter Kabulow machte diese Aussage in Вести, dem russischen 24-Stunden-Nachrichtensender, und fügte hinzu: “weshalb ich glaube, dass die möglich ist”.
Als Russland in den 80er Jahren von der Afghanischen Regierung zu Hilfe gerufen wurde, hatte dies auch den unangenehmen Nebeneffekt, daß russische soldaten Bekanntschaft mit Heroin machten und nicht nur selbst konsumierten, sondern dieses Zeugs auch nach Russland brachten und damit weite Kreise der Jugend zerstörten. Nicht umsonst gehört sogar heute noch in Foren die Frage nach Drogenkonsum zu den Standarfragen. Heroin in Russland kommt heute noch aus
Afghanistan. 3 bis 4% der Bevölkerung sind in Russland Drogenkonsumenten, während es vor dem Zusammenbruch der Sowjetunion noch 0,1 bis 0,2% der Bevölkerung waren.

Der Bericht des Nachrichtensenders Вести aus Afghanistan präszisierte, Drogen aus Afghanistan werden von amerikanischen Transportflugzeugen zu den US-Luftwaffenstützpunkten Ganci in Kirgistan und Incirlik in der Türkei gebracht. Die Luftwaffenbasis in Ganci beim internationalen Flughafen Manas in Kirgistan wurde im Jahr 2001 als Stützpunkt für Militäroperationen in Afghanistans errichtet. Die kirgisische Regierung hatte damit gedroht, die Basis zu schließen, nachdem in Usbekistan 2005 eine ähnliche Luftwaffenbasis der Amerikaner geschlossen wurde. In Kirgistan gab man jedoch nach, nachdem Washington einer Zahlung von 150 Millionen Dollar zugestimmt und versprochen hatte, 15 Millionen Dollar jährlich für die Nutzung der Basis zu zahlen.

Nikolaj Bordjusha, Generalsekretär der CSTO, zitierte einen General des Pentagons, der ihm gesagt habe: “Wir bekämpfen die Drogen nicht, denn das ist nicht unsere Aufgabe in Afghanistan.” Er beschuldigte Washington völlig zu recht. daran zu arbeiten, “einen geopolitischen Keil zwischen die Länder Zentralasiens und Russland treiben zu wollen und die Region auf die USA hin zu orientieren.” So ist denn der Schutz des Drogenflusses integraler Bestandteil dieser Strategie. Der derzeitige Botschafter der USA in Kabul, William Wood, konnte schon an einem früheren Einsatzort Erfahrungen in der Organisation von Drogentransporten sammeln - er war in Kolumbien eingesetzt - zwecks Versorgung des Cheney - Bush - Clinton Cocain-Handels. Solch ein Handel funktioniert ungestört aber nur, wenn auch die jeweiligen Regierungen mitspielen. Und das deutsch-geMerkel ist willfährige und devote Vasallin dieses Gesocks. Aber das ist ein lukratives Geschäft - reserviert für die “Elite” der Welt.

Considering the violence protest in Greece as Albanian of 1997, the Albanian press has forged that an political decision of Omonia tow weeks ago addressed to the Greek parliament about the agreement which will vote for the joint Albania to EU.
According to “Gazeta Shqiptare” the seven points of Omonia (The Greek ethnic organisation of Albania) addressed to the Greek parliament are the condition of Albania to acept the civil and politically rights of Greeks to live under a Territorial autonomy known as Northern Epirus in Southern Albania.

QUESTION. On Albania. Mr. Wood, I raised a question yesterday concerning the possible role of DOS, if any, related to Sali Berisha’s recent comments about his, quote-unquote, willingness to resolve issues involving property claims via a, quote-unquote, “legal approach.”

I am puzzled to learn that my question was referred to the Holocaust Office. That’s irrelevant to what I asked, and I’m wondering why.

MR. WOOD: We did our best to answer your question, Mr. Lambros. I don’t have anything further on it.

QUESTION. To clarify the whole issue, may I repeat again, once again, the question? According to Albanian Prime Minister Sali Berisha Albania and Greece are involved in negotiation at the legal level concerning World War Second issues on properties of Albanian NAZI collaborators who escaped Greece. And it was said the Department of State plays a role. And I would like to know what exactly you are doing in this process. This question has nothing to do anything
with American citizen claims.

MR. WOOD: Mr. Lambros, I think we addressed the question. I’ll take a look to see if there’s any further thing that we can say about it.
QUESTION: Albania/FYROM. Mr. Wood, according to an interview, Assistant Secretary Matt Bryza made some absolute statements about minorities in the Balkans. When asked about the status and rights of the Greeks in Albania and FYROM, he dismissed the question as irrelevant: quote, he had “nothing to say” about them, unquote; or, quote, “even to hear the term ‘minority,’” unquote. Since that reflects your policy, Mr. Wood, I’m wondering, is there any particular reason why the Department of State seems allergic to hearing about the rights of the Greek minority in the Balkans, but often goes to extra length to defend even imaginary minorities in Greece?
MR. WOOD: Well, I disagree with the premise of your statement, Mr. Lambros. Again, I have not seen what Matt has said, so it wouldn’t be fair for me to comment on it. Our policy with regard to Macedonia is well known, very clear. We have said that — (chuckles) — many times from the podium.
QUESTION: No, I’m talking about the property and human rights of the Greeks in Albania and FYROM. They have been violated brutally by both governments. And what do you do as the Department of State from the human rights point of view?
MR. WOOD: Look, our position on human rights for minorities around the world is very clear, sir. I don’t think I need to say more on that.

ALBANIA BLOCKS MASMEDIA INFORMATION FOR THE KAKOMEA REVOLT
While the villagers continue to confront in Koakomea with police special forces, the Albanian mas media ordinated by the government has blocked the information that what happened in Kakomea.
About 200 special forces armed from Tirana and others from Vlora and Saranda have enclosed the terror to Kakomea. Many others villagers has made a protest in Saranda Town a front of Tribunal for the arrest of about 20 persons from the village of Nivitsa.
In the village of Nivista lives a large old Greek community of Himara Region which protests for the right of property in Kakomea Gulf, while the Albanian government support an Albanian company to invest on the common property of villagers from Nivitsa.
The incident shout make in dangerous crise the Greek Albanian relations seeing the presidential of Greek diplomacy to head the OSCE for 2009.

Albanian special forces entered brutally to Kakomea
About 20 villagers from Nivitsa are under arrest from crash with police special forces
Kakomea, Southern Albania. About 200 special forces came from Tirana, are confronted last Friday night with villagers of Nivitsa, Himara Region in Southern Albania. The crash bring the open of the way to Kakomea for the trallers of “Riviera Company” which where blocked since November 2008 by inhabitants of Nivitsa.
The situation is very dangerous after the declarate which the Mayor of Lukovo Vladimir Kumi called the International Institutions that observer the Albanian government including OSCE.
