Kosovo Protection Corps (KPC) wird zur Kosovo Security Force (KPS)

Die von der NATO ausgebildete und auch mit deutschen Finanzmitteln ausgestattete multi-ethnische Kosovo Security Force (KSF) wird am 20. Januar die bisherigen kosovarischen Einheiten der Kosovo Protection Corps ablösen, das teilte NATO-Sprecher James Appathurai gestern in Brüssel mit. Die KSF sei leicht bewaffnet und solle Aufgaben wie Zivilschutz, Krisenreaktion und Bombenentschärfung übernehmen.
Im Kosovo soll die neu benannte und neu strukturierte und von NATO-Truppen ausgebildete multi-ethnische Sicherheitstruppe nach Angaben der NATO am 21. Januar die bisherigen kosovarischen KPF-Einheiten ablösen.

Të hënën do të emërohet Komandanti i Forcave të Sigurisë së Kosovës (FSK). Sipas të gjitha gjasave Komandanti i parë i FSK-së do të jetë Sylejman Selimi. Bordi për krijimin e FSK-së do të bëjë emërimin e komandantit, i cili pritet të jetë komandanti aktual i Trupave Mbrojtëse të Kosovës (TMK).

Më pas kryeministri i Kosovës, Hashim Thaçi i rekomandon presidentit të Kosovës emërimin e komandantit të FSK-së. Krejt në fund, presidenti i Kosovës, që sipas kushtetutës është edhe është Komandant Suprem i Forcave të Sigurisë të Kosovës emëron edhe zyrtarisht komandantin e FSK-së.

Ndërsa, Sylejman Selimi, komandant aktual i TMK-së, tha për Express se ende nuk e di se kush do të jetë komandantë i FSK-së. Megjithëkëtë, ai shtoi se të hënën do të jetë afati i fundit, kur emri i komandantit të FSK-ë duhet të bëhet publik.

“Të hënën është afati i fundit kur duhet të bëhet publik emri i komandantit të FSK-së”, tha për Express Sylejman Selmimi, duke mos treguar se ai do të jetë ai në krye të FSK-së.

Ndërkohë, zëdhënësi i Qeverisë së Kosovës, Memli Krasniqi tha për Express se Qeveria do t’i respektoj të gjitha afatet kohore, sipas ligjit.

“Kryeministri duhet të bëjë propozimin e komandantit, në mënyrë që të emërohet nga presidenti. Ma merr mendja që do të respektohen të gjitha datat dhe procedurat, ashtu siç parashihen me ligj. Kështu që unë nuk e di që a është e hëna kjo datë”, tha Krasniqi.

Ndërkaq, Agim Çeku, kryetar i partisë Social-Demokrate të Kosovës (PSDK) të dielën në një konferencë për media tha se Sylejman Selimi mund të jetë komandanti i ardhshëm i Forcave të Sigurisë së Kosovës.

“Unë besoj se komandanti i FSK-së do të jetë Sylejman Selimi dhe unë do ta mbështesë atë”, paralajmëroi Çeku.

Pavarësisht se në dhjetë minutat e parë gjithçka filloi mirë, pak çaste më vonë rreth 200 protestues, hapen dyert e oborrit të këtij shtabi dhe u futën brenda rrethojës.     PRISHTINE- Kryeministri i Republikës së Kosovës, Hashim Thaçi, propozon Sylejman Selimin në postin e komandantit të Forcave të Sigurisë së Kosovës. Propozimi i është dërguar dje pasdite Presidentit Fatmir Sejdiu për dekretim. Lajmi është konfirmur nga zëdhënësi i kabinetit të kryeministrit Memli Krasniqi.

    Ditët e fundit zyrtarë të NATO-s kërkuan nga institucionet vendase emërimin sa më të shpejtë të komandantit të FSK-së, duke u shprehur se me zvarritjen e emërimit të komandantit po zvarritej edhe formimi i FSK-së.

    PRISTINA, Kosovo — The newly established Kosovo Security Force (KSF) will become operational on January 21st, media reported on Saturday (January 10th). According to a senior KFOR official, the current Kosovo Protection Corps (KPC) is to be disbanded on January 20th, and the KSF will assume its duties a day later.     Work on the establishment of the Kosovo Security Force will start on January 21, NATO said, as per the recommendations of the “Ahtisaari plan” meant to guide Kosovo towards full statehood.

    Kosovo’s existing security force, the Kosovo Protection Corps, ceases to exist on January 20 according to the guidelines drafted by United Nations envoy Martti Ahtisaari and implemented by Kosovo after its declaration of independence from Serbia last February.

    The new body is meant to be something less than a fully-fledged army, but will carry light weapons, be able to serve in peacekeeping missions outside Kosovo and follow a military structure according to NATO standars.

    NATO officials have indicated it is not meant to be direct successor of the KPC, a “civilian emergency services” body which drew its ranks mainly from ethnic Albanian veterans of the 1998-99 guerrilla war against Serb forces, and included very few ethnic Serbs.

    “The Kosovo Security Force should be multiethnic and under democratic parliamentary control”, said NATO spokesman James Appathurai, adding that the process of recruiting members for the KSF would start immediately on January 21.

    One of the main conditions for future members of the KSF, according to NATO sources, will be the knowledge of both the Albanian and Serbian language. According to NATO officials, the NATO-led KFOR peacekeeping force and Kosovo’s government will supervise the recruitment together.

    Under the Ahtisaari plan, KFOR will continue its peacekeeping role set out under UN Security Council Resolution 1244, passed after the end of the 1999 NATO bombing that expelled Serb forces from Kosovo.

    THe Hague court at the time, told the Serbian ministry that they are investigating Selimi for crimes committed while he was in the Kosovo Liberation Army or the KLA.

    KLA was on the US list of terror organization until suddenly Washington decided that they are not.

    Batci says that Selimi was a commander of the KLA units in the village of Lipovac.

    KLA was engaged in murder, torture and ethnic cleansing of Serbs through out Kosovo.

    Selimi was approved by NATO to lead the KSF.

    NATO spokesman James Appathurai has welcomed Serbs to join the KSF and has a plan to find a Serb who can act as a deputy commander of the force.

    Because of his terrorist activities, he was sentenced, in absentia, to 20 years in prison in 1997.

    From 1991, he was a member of Adem Jashari’s terrorist group and took part in a large number of terrorist acts on the territory of Drenica and other parts of K&M. He maintained close connections with Sami Lushtaku, Sahit and Musa Jashari, Fadhil Kodra, Jetulah and Sabit Gecaj and others.

    During his stay in the village of Likovac, he took part in the harassment and abuse of the Serb prisoners. In the period between 1998 and June 1999, he supervised terrorist activities on the territory of the aforementioned operative zone, carrying out the orders of Sami Lushtaku, Hashim Thaqi and Sylejman Selimi, aka “Sultan”, the then acting KLA commander for the Drenica region. After the establishment of KPC, Thaqi appointed him commander of the 114th brigade of the 1st RTG in Drenica.

    Born on September 25th, 1970, in the village of Ov?arevo, Municipality of Srbica

    In the period between February 1998 and June 1999, he was the commander of the KLA general staff for Drenica, and is currently the deputy commander of KPC, with the rank of major-general.

    He was a direct participant in the terrorist acts carried out against the court officers and the members of the police in the village of Vo?njak on November 25 and 26, 1997, as well as against the police convoy in village of Lauša, the hamlet of Ludovi?, Municipality of Srbica. Towards the end of 1997, he took part in the assassination of Sadik Bajrami from the village of Donji Obili?, Municipality of Srbica.

    In 1999, Hashim Thaqi’s interim Government appointed him commander of the so-called National Guard of Kosovo. Beside his activities in K&M, Selimi played an important role in the organization and the transfer of terrorist groups from the Drenica region to FYROM.

    Also, his role in the organization of criminal activities is considerable. He is connected with Kadri Veseli, Xhavit Haliti and Rexhep Selimi, as well as with certain criminal groups from Albania, among whom are Ismet Osmani, aka “Curi”, one of the leading narcotics dealer in west European countries, and Zan Qaushi, leader of the Albanian criminal organization which deals with illegal arms trade from Albania into the region of FYROM, Montenegro and K&M.

    UNDP sees growing dissatisfaction with Kosovo government

    PRISTINA, Kosovo — The public is growing increasingly dissatisfied with the government, according to an Early Warning Report from the UN Development Programme (UNDP), published on Friday (March 19th). A survey conducted earlier this year among more than 1,200 respondents found the level of discontent up by 20%, compared to survey six months ago. Since May 2008, more and more people — currently 92% — have been blaming the government and political parties for the current economic situation. There is a similar trend developing regarding the EULEX mission. Only 30% of respondents say they are satisfied with its work, compared to 40% last year.     There are nearly 9,800 NATO soldiers in Kosovo, from 25 Alliance nations and seven non-Alliance countries known collectively as KFOR. The troops have won and maintained the respect of the local population.

    Their current commander — German Lieutenant General Markus Bentler — insists that KFOR will continue “to provide security for all the people of Kosovo, by close co-operation with local authorities and international organisations”.

    In an exclusive interview with SETimes, Bentler discussed how KFOR would work to meet that goal.

    SETimes: NATO has reduced its forces in Kosovo to just under 10,000. Is that enough for the work to be done?

    Lieutenant General Markus J Bentler: At the moment, KFOR considers the security situation in Kosovo as quiet and stable. The current adaptation of troop numbers is a sign of confidence. In order to uphold the high level of flexibility and capability to react to any threat to the safe and secure environment, KFOR is regularly conducting exercises in all parts of Kosovo. In the process of troop adaptation, no premature or irresponsible steps will be taken and there will be no security vacuum in Kosovo.

    SETimes: How are your relations with the Kosovo Security Force? How would you define the force?

    Bentler: The Kosovo Security Force (KSF) is a non-military, lightly-armed, multiethnic, bi-gender disaster relief organisation. It will provide unique capabilities for emergency response, explosive ordnance disposal and civil protection.

    The KSF has already proved its growing competence as a civil protection and humanitarian aid organisation by conducting operations in Albania during recent flooding. There is a substantial interest by representatives of different minority communities in joining this multiethnic force.

    Dem vorläufigen Ergebnis zufolge gewann die aus dem Hashim-Thaci-Flügel der UCK hervorgegangene “Demokratische Partei” (PDK). Die bisher an der Macht befindliche “Demokratische Liga” (LDK) von Präsident Fatmir Sejdiu erlitt dagegen Verluste. Allerdings errang auch die PDK keine absolute Mehrheit. Beobachter erwarten deshalb eine Koalition aus PDK und LDK mit Thaci als Regierungschef. Unwahrscheinlicher wäre eine Allianz mit der der ebenfalls aus der UCK hervorgegangenen “Allianz für die Zukunft des Kosovo” (AAK). Die Partei des wegen Kriegsverbrechen angeklagten und in Den Haag inhaftierten [local] Ramush Haradinaj beherrscht den Westen der Provinz. Die “Allianz für ein neues Kosovo” (AKR) des Bauunternehmers Behgjet Pacolli, der während der Privatisierung Russlands unter Boris Jelzin extrem viel Geld auf die Seite brachte, erlangte etwa 12% der Stimmen. Veton Surrois “Reformpartei” (ORA), die “Hoffnung des Westens”, blieb wahrscheinlich unterhalb der 5%-Hürde.

    Mit Hashim Thaci rückt das Kosovo noch ein Stück näher an die totale Herrschaft der Organisierten Kriminalität. Nach einer für das deutsche Verteidigungsministerium angefertigten Studie des [extern] Instituts für Europäische Politik (IEP) “gilt Thaci in Sicherheitskreisen als ‘noch wesentlich gefährlicher als Haradinaj’, da der einstige UCK-Chef auf internationaler Ebene über weiter reichende kriminelle Netzwerke verfügt”. Unter anderem ist der Schwerverbrecher Sylejman Selimi ein enger Gefolgsmann des Ministerpräsidenten in spe.

    Komandanti i FSK-së, Sylejman Selimi ka thënë se ky ushtrim është pjesë e stërvitjeve vjetore dhe qëllimi është që të shihen aftësitë e FSK-së dhe ndërlidhja me organizmat tjerë në raste reale.
    Sipas tij, ata edhe më herët kanë pasur intervenime reale, siç ka qenë tërmeti në Gjilan, përmbytjet në veriun e Shqipërisë, kurse prej dje edhe në komunën e Deçanit e të Junikut për t’iu ofruar ndihmë e mbështetje qytetarëve të kësaj ane të vendit, të cilët po ballafaqohen me përmbytje dhe viktima.

    A plan that would give Kosovo Security Forces (KSF) some police duties has come under fire from the political opposition and civic organisations. But the government insists it is constitutional.

    “It is a project that will make the KSF more beneficial for the country. It will strengthen co-operation and co-ordination in the security sector concerning KSF tasks,” said Minister for Kosovo Security Forces Agim Ceku, whose ministry has proposed a draft memorandum on the topic together with the Ministry of Internal Affairs.

    “The project will not interfere with the police, or policies of the KSF, even the changes, mission, status or character of KSF. It will be a help for the police, after it is approved by the government and military presence (KFOR),” he said.

    The Parliamentary Commission on Security Affairs says it supports any co-operation initiative among stakeholders in the security sector, as long as it is in accordance with the constitution and Kosovo laws.
