‘Ineffective Courts’ Rile Albania President

20 November 2008 Tirana _ Albania’s President voiced strong concern on Thursday over the thousands of court decisions in the country which are allegedly never executed.

“People or businesses spend years in the justice system and when this system arrives to a verdict it is not executed,” said Bamir Topi in a meeting with the country’s top judges over the European Union progress report.

“There are 8868 cases, one third of all court orders, which have not been executed, which means that the authority of the state and justice has fallen.”

The Albanian head of state complained that even decisions from Albania’s Supreme Court were not executed by the administration.

 

The responsibility for the execution of court orders in Albania falls with the executioners’ office, which is directly supervised by the Minister of Justice, Enkelejd Alibeaj.

 

“Where is the sense in the state here,” asked the President.
