Goodbye Monaco, hello Montenegro

British financiers are backing a new playground for the rich in a Balkan port

The roads are crumbling and the power and water supply is erratic but British investors are placing bets. Welcome to Tivat, which is being described as the Monaco of the Balkans.

It may lack the cachet of Cannes, but developers have big plans for Tivat, a derelict port and former Yugoslav naval base in the tiny former communist country of Montenegro.

A group of high-profile investors, including Lord Rothschild, the financier and friend of the Prince of Wales, and his son Nat, are converting what used to be the dockyard into a marina for the oversized yachts of the rich and famous.

It is hoped that Porto Montenegro, as it is to be christened, will become a magnet for mega-rich yacht owners cruising the Mediterranean.

The £200m project was the idea of Peter Munk, an 80-year-old Canadian who heads Barrick Gold, a giant mining company. His other investors include Bernard Arnault, the French luxury goods magnate, and Oleg Deripaska, the Russian mining billionaire.

“It’s going to become the Monaco of the Adriatic, putting this little country on the map for generations to come,” Munk said, noting that Monaco was once just as backward as Montenegro, where annual income per head is £2,000.

The logic of his business plan is simple: the number of large yachts being built has more than tripled during the past decade as new billionaires – particularly Russians – have invested in them as status symbols, while the ports able to service them are increasingly crowded.

“The boats are getting bigger and bigger,” said Munk. “And people are complaining that they can’t find proper berths for their boats. That’s no problem in Tivat. It used to cater to warships.”

It will offer moorings for up to 800 yachts as well as repair yards, hotels, restaurants and shops. The project calls for the construction of 1,000 flats where crews can make their homes. On the site of an old warehouse, the Four Seasons is building its first Mediterranean resort, to open in 2010.

The developers are negotiating with casino operators. Montenegro is also offering its customers generous tax breaks: income tax is about to be reduced to 9% and there is no capital gains tax. The corporate rate is just 9%.

The greatest appeal is natural, however. The coast, where green mountainsides plunge into cerulean water, is one of the most spectacular in the Mediterranean, and was once extolled by Lord Byron as “the most beautiful encounter between the land and the sea”.

Russia is the main investor.

Roman Abramovich, owner of Chelsea football club, was reported to be in discussion over the purchase of an eight-mile beach to build a luxury resort.

Wealthy Arabs are appearing on yachts off the coast. “I met a chap from the Middle East who told me he was going on holiday on his yacht to a country in the Mediterranean, but he couldn’t remember the name, just said it began with an ‘M’,” said an investor in Tivat who did not wish to be named.

One shadow is the woefully inadequate infrastructure. “The people are friendly, the food is excellent and the coast is magnificent,” said Stane Zivanovic, who runs an estate agency, “but there was no running water in my house this morning and the lights often go off.” Things are expected to get better: as part of the Tivat project, the European Bank of Reconstruction and Development and the World Bank are pumping in money to improve roads, the sewerage system, railways and airports.

Serbien erhöht Druck auf Porr und Alpine
Die Teilstrecke zwischen Horgos und Novi Sad soll neu ausgeschrieben werden

Belgrad - Der serbische “Nationalrat für Infrastruktur” unter dem Vorsitz von Staatschef Boris Tadic hat am Donnerstagabend beschlossen, die Autobahn-Teilstrecke zwischen Horgos an der ungarischen Grenze und der Vojvodina-Hauptstadt Novi Sad neu auszuschreiben. Die Teilstrecke ist Teil eines im Vorjahr an die österreichischen Baufirmen Porr und Alpine erteilten Autobahn-Großauftrages mit einem Volumen von rund 1,1 Mrd. Euro. Damit dürfte der Konzessionsvertrag mit Porr und Alpine de facto aufgelöst sein - der Beschluss des Infrastruktur-Rates muss allerdings noch von der Regierung bestätigt werden, was bereits am kommenden Donnerstag passieren könnte.

Serbien verhandelt mit Porr und Alpine bereits seit Wochen über eine einvernehmliche Auflösung des Konzessionsvertrages. Der ursprünglich für April geplante Baubeginn wurde verschoben, weil das österreichische Konsortium nach Angaben der serbischen Regierung keine Finanzgarantien über den gesamten Bauauftrag vorlegen konnte. Die Frist dafür läuft mit Jahresende ab. Später wurde von serbischer Seite kritisiert, dass die Baufirmen nachträglich unannehmbare Forderungen gestellt hätten.

Zuletzt hatte das österreichische Konsortium vorgeschlagen, die Teilstrecke zwischen Horgos und Novi Sad um 220 Mio. Euro zu bauen - dieses Angebot wies Serbien jedoch zurück. Nach Berechnungen von der Regierung beauftragter Experten wäre ein Preis von 150 Mio. Euro realistisch, hieß es. Bisher war man davon ausgegangen, dass eine einvernehmliche Auflösung des bestehenden Konzessionsvertrages die Auftragsvergabe dieser Teilstrecke an Porr und Alpine beinhalten würde. (APA)

Eine vollkommen identische Vorgehensweise der Deutschen Politischen Verbrecher Banden um die Airport Partner GmbH (wie sooft immer dabei: KfW, Hochtief und DEG), wo die Ehefrau des damaligen berüchtigten und Jahre zuvor schon als kriminell bekannten Wirtschafts Minister Angelji Frau Gerda einfach über das Board der Partner Firma AAEF, direkt am Flugplatz beteiligt wurde.

Erst kann die Betrugs Firma A-TEc nicht bezahlen, obwohl sie einen Tender gewonnen für ein Bohr Bergwerk gewonnen und dann gewinnen die bekantnen Betrugs und Bestechungs Firmen wie Alpine halt eine Lizenz für einen Autobahn Bau und dann haben die nicht einmal eine Finanzierung!

Die Dokumente waren wohl über die Finazierung mit Hilfe der Deutschen Bank gefälscht, denn Bau Beginn war nun immer noch nicht.

Nur mit Bestechung solche Tender gewinnen, ohne Finanzierungs Zusage ist ja wohl mehr ein reines Betrugs Spiel, was A-TEC vor allem ebenso vorführte.

Political instability in Serbia threatens foreign investment

Political instability and bickering between former ruling coalition partners could cost Serbia three foreign ventures worth an estimated 2 billion euros.

After that, construction of the Horgos-Pozega highway by the Austrian companies PORR and Alpina was delayed. The highway’s final value was estimated at 1.7 billion euros. Construction was postponed by the concession holders’ inability to reach financial terms with [B]Deutsche Bank.[/B]

The delay of both investments led to heated, public arguments between Kostunica and Tadic’s parties. Kostunica’s ministers accused the Democrats of stalling the projects in hopes of dominating the new cabinet and then taking all the credit for them.

Tadic’s ministers, on the other hand, blamed Kostunica for allegedly exploiting the ventures for political purposes. In the end, it was decided that the new parliament would vote on the Russian gas deal, while the Austrian firms will have until the end of the year to raise the money to build the highway.

The third major investment threatened by the campaign is the tender for the copper mine and smelter complex RTB Bor, which an Austrian company, A-Tec, had planned to buy for approximately 300m euros. A-Tec failed to pay the sum by the arranged deadline, so the government decided to launch negotiations with the second-ranked bidder, SMR, a company owned by Russian businessman Oleg Deripaska. A-Tec said that it could not provide the entire sum because its lender, Deutsche Bank, withdrew from involvement in Serbia. The bank denies the allegation.

Einen großen Bestechungs Skandal mit der Österreichischen Baufirma Alpine und um die Insidern seit langem bekannte Mafiöse Familie Agolli schlägt hohe Wellen in Tirana. Frau Blegina Agolli, hat einen Direktoren Posten im Kultur, Sport und Tourismus Ministerium und erneut wird deutlich das speziell Ausl. Baufirmen ausschliesslich mit Bestechung arbeiten.

Frau Blegina Agolli ist die Leiterin der Zweigstelle von Alpine ( Firma Alpine Mayreder Bau GmbH “Sh.P.K” Filiale Tirana) in Albanien und nun wie es fast immer ist unter ihrem Mädchen Namen Blegina Kodra! Praktisch arbeiten alle Politischen Mafia Familien im Albanischen Raum mit verschiedenen Namen und oft auch total erfundenen Namen, weil man sich sehr leicht neue Pässe und Ausweise lange Zeit besorgen konnte, besonders in der Regierungs Zeit von Ilir Meta und Fatos Nano.

Der Generalstabschef der Armee Serbiens General Zdravko Ponos und der Generalstabschef der Armee Chinas General Chen Binde sind sich in Belgrad einig geworden, dass die Möglichkeit bestehe, dass die bilaterale militärische Zusammenarbeit verbessert werde. Ponos und Chen haben bei einer Pressekonferenz hervorgehoben, dass die zwei Länder eine langjährige Freundschaft verbindet, sowie die gemeinsame Respektierung der internationalen Rechte. Ponos und Chen haben ein Protokoll über Spenden unterzeichnet, mit dem vorgesehen wird, dass die Armee Chinas der Armee Serbiens mit Computerausrüsttung im wert von 500 000 Euro hilft. Chen ist der erste chinesische Offizielle diesen Rangs, der nach fast 25 Jahren Serbien besucht hat.
