EU terror blacklist suffers judicial blow

The EU’s Court of Justice on Wednesday (3 September) overturned a decision by member states to freeze the assets of Saudi businessman Yassin Abdullah Kadi and the Al Barakaat International Foundation established in Sweden.
The Luxembourg-based court found that EU governments had breached the rights of both parties - added to the United Nations blacklist of terror suspects in 2001 - by not telling them why their assets had been frozen.

It also concluded that they had not been given sufficient rights of defence or to effective judicial protection.
“The rights of the defence, in particular the right to be heard and the right to effective judicial review of those rights were patently not respected,” the court ruling said.
Yassin Abdullah Kadi and the Al Barakaat International Foundation are both suspected of supporting terrorism by channeling their funds to al-Qaeda and Ossama bin Laden.
Mr Kadi hailed the judgement as “historic.” Speaking to Arab News, he said: “It is also a national victory because my decision to confront these baseless allegations prevented more Saudi businessmen from being blacklisted and, today, I stand vindicated.”

Bosnian Muslim weekly “Dani” reported on September 24, 1999, that Osama Bin Laden, the most wanted terrorist in the world, was issued a Bosnia-Herzegovina passport. Bin Laden was issued the Bosnian passport by the Bosnian embassy in Vienna in 1993. However, Bin Laden was not the only one. A number of suspected terrorists have traveled the globe utilizing “legally issued” Bosnia-Herzegovina documents.
According to ‘Dani’, the Bosnian Foreign Ministry was seized by panic when Mehrez Aodouni, another Bosnian passport bearer, was arrested in Istanbul on September 09, 1999. Aodouni was believed to have close ties with Bin Laden. The Party of Democratic Action (SDA) [Bosnia´s main Muslim party led by Bosnian President, Alija Izetbegovic] issued a statement that on September 23, 1999, Audouni obtained the Bosnia-Herzegovina citizenship and a passport because he was a member of the Bosnia-Herzegovina Army.
The Bosnian Muslim daily “Oslobodjenje” published that three men, believed linked to Saudi extremist Osama Bin Laden, were arrested in Sarajevo in July 2001. The three, one of whom was identified as Imad El Misri, were Egyptian nationals. The paper said that two of the suspects were holding Bosnian passports.
The arrest, carried out by police from Bosnia’s Muslim-Croat Federation, was requested by the United States, Oslobodjenje said.
The Dayton peace agreement, that ended Bosnia’s civil war, ordered all foreign soldiers to leave the country, including those who fought alongside the mainly Muslim government army. Many of those who fought in the Bosnian Muslim Army included ranks of Islamicist radicals from the Arab world, Afghanistan, Pakistan and South East Asia. However, an undisclosed number remained, obtaining Bosnian citizenship as members of the army or by marrying Bosnian women.
At the end of the civil war many of these so-called mujahadeen remained on territories controlled by the Bosnian-Croat Federation, instructing Muslim forces in terrorist activities. Those activities came to light on December 18, 1995, with the premature detonation of an automobile bomb in Zenica. It is widely speculated that the bomb was meant for U.S. NATO troops serving in Bosnia-Herzegovina as revenge for the life sentence given to Sheik Omah Abdel Rahman, the brain behind the World Trade Centre bombing in New York.
Also noteworthy is the raid conducted by NATO forces on the training center of the Bosnian Muslim secret police (AID), located in the ski center near Fojnica in February of 1996, and the arrest of several persons for preparing to conduct terrorist actions. Iranian instructors were teaching future terrorists from AID how to disguise bombs as children’s toys, dolls, and plastic ice cream cones.
In its June 26, 1997 Report on the bombing of the Al Khobar building in Riyadh, Saudi Arabia, the New York Times noted that those arrested confessed to serving with Bosnian Muslims forces. Further, the terrorists also admitted to ties with Osama Bin Laden.
Defence and Foreign Affairs analyst Yossef Bodansky wrote in 1997 that Iran, from its terrorist bases in Bosnia-Herzegovina, planned the assassination of Pope John Paul II. The assassination was planned towards the end of September 1997. A terrorist group consisting of 20 members holding Croatian, Bosnia-Herzegovinian, Tunisian, Algerian and Moroccan passports were to assassinate the Pope during his Bologna visit. The leaders of the group were all former mujahadeen from Bosnia-Herzegovina. Logistical support for the group was secured through a local terrorist network which was closely associated with GIA. Italian authorities discovered the assassination attempt in time and managed to arrest 14 members of the terrorist cell.
Many mujahadeen in Bosnia are now located in what was the pre-war Serbian village of Bocinja Donja. Today, a sign on the road into the town warns visitors to “be afraid of Allah.”
The village´s 600 residents include 60 to 100 former mujahadeen, Islamicist guerrillas from the Middle East and elsewhere who came to help Bosnia´s Muslims during the 1992-95 civil war. Since the conflict ended, they and their families have organized a community that stands apart from the rest of Bosnia, whose Muslim majority largely follows a relaxed version of Islam. Bocinja Donja´s affairs, in contrast, are governed by a strict interpretation of Islamic law. Women must wear veils and long black robes; men must have long beards. Smoking and drink is forbidden, as well speaking to visitors.
Washington and its allies have complained periodically about the mujahadeen, who were technically obligated by international treaty to leave the country in 1995. But Western complaints lacked urgency until late 1999, when U.S. law enforcement authorities discovered that a handful of the men who have visited or lived in this area were associated with a suspected terrorist plot to bomb targets in the United States on New Year´s Day.
Among them was Karim Said Atmani, who was identified by authorities as the document forger for a group of Algerians accused of plotting the bombings. He is a former roommate of Ahmet Ressemi, the man arrested at the Canadian-U.S. border in mid-December 1999 with a carload of explosives. Atmani has been a frequent visitor to Bosnia, even after Ressmi´s arrest.
A Bosnian government search of passport and residency records–conducted at the urging of the United States–revealed other former mujahadeen who are linked to the same Algerian group or to other suspected terrorist groups and who have lived in this area 60 miles north of Sarajevo, the capital, in the past few years.
One man, a Palestinian named Khalil Deek, was arrested in Jordan in late December 1999 on suspicion of involvement in a plot to blow up tourist sites; a second man with Bosnian citizenship, Hamid Aich, lived in Canada at the same time as Atmani and worked for a charity associated with Osama Bin Laden.
A third suspect, an Algerian named Abu Mali who was regarded as a community leader in Bocinja, was asked to leave the country with his family in spring of 1999 after Washington accumulated evidence that he worked for a terrorist organization. Mehrez Amdouni, another former resident, was arrested by Turkish police in September of 1999 in Istanbul, where he arrived with a Bosnian passport. Amdouni was charged with counterfeiting and possessing stolen goods.
The Centre for Peace in the Balkans wrote in Spring of 2000:
The December 14, 1999, arrest of Algerian national Ahmet Ressemi at a U.S.-Canada border crossing in British Columbia – he was in a car full of nitroglycerin and bomb-making materials – was headline news in North America. Many theorized that Ressemi planned to blow up a major structure in the U.S. to start the new millenium.
The theorists could have saved themselves some time by taking a closer look at Ressemi’s past ties, especially those with terrorists trained in Bosnia-Herzegovina, where Ressemi fought as a mujahadeen.
It has been confirmed that Ahmet Ressemi had ties with Said Atmani, another terrorist who fought in the “El Mujahadeen” unit in Bosnia-Herzegovina. The Canadian authorities deported Atmani back to Bosnia-Herzegovina on October 18, 1998, supposedly without knowing of his alleged participation in terrorist activities through Europe.
The NY Times, in it´s “Magazine” edition of February 6, 2000 published that: “Last year, sources in Jordan say, the Mukhabarat, the intelligence service, alerted the C.I.A. to at least three plots by Bosnia-based Islamic terrorists to attack U.S. targets in Europe.”
Recently, Kenneth Katzman, of the Library of Congress’ Congressional Research Service, released an updated report on terrorism. That report identified cells of the Bin Laden Al-Quaida Network in the Middle East, Africa, Bosnia, and Albania.
Albania/ Kosovo Albanians
Osama Bin Laden’s activities in Albania are well known and documented. As a matter of fact at one point the presence of his network in that country was so powerful that US Defence Secretary William Cohen cancelled a scheduled visit July 1999 for fear of being assassinated.
It is believed that Bin Laden solidified his organization in Albania in 1994 with the help of then premier Sali Berisha. Albania’s ties to the Islamicist terrorist blossomed during Berisha´s rule when the main Kosovo Albanian KLA training base was on Berisha´s property in northern Albania.
Fundamentalists were well established in Albania, despite several raids by the CIA and Albanian security forces that seized five key members of Islamic Jihad and other Middle Eastern groups in summer of 1998.
Around that time, a joint CIA-Albanian intelligence operation has reported mujahadeen units from at least half a dozen Middle East countries streaming across the border into Kosovo from bases in Albania. The American request came at a meeting of US envoys with the leaders of the ethnic-Albanian Kosovo Liberation Army at their headquarters in Geneva.
A few years ago, Albanian authorities working with the Central Intelligence Agency claimed to have uncovered a terrorist network operated by Osama Bin Laden. The network is said to have been set up to use Albania, a nominally Muslim country, as a springboard for operations in Europe.
Fatos Klosi, the head of Shik, the Albanian intelligence service, said that Bin Laden had visited Albania himself.
Bin Laden’s organization was one of several fundamentalist groups that had sent units to fight in Kosovo, the neighboring province of Serbia. Apparent confirmation of Bin Laden´s activities came when Claude Kader, 27, a French national and self-confessed member of Bin Laden´s Albanian network, was jailed for the murder of a local translator. He claimed during his trial that he had visited Albania to recruit and arm fighters for Kosovo, and that four of his associates were still at large.
Bin Laden is believed to have established an operation in Albania in 1994 after telling the government that he was head of a wealthy Saudi humanitarian agency keen to help Europe´s poorest nation.
In April 2000 the Yugoslav news agency Tanjug said the “notorious international terrorist” and “Islamic fanatic” arrived in Kosovo from Albania.
“Until recently, Bin Laden was training a group of almost 500 mujahadeen [Muslim fighters] from Arab countries around the Albanian towns of Podgrade and Korce for terrorist actions in Kosovo.”
The report added that an eventual 2000-strong group of “extremists” planned “to set off a new wave of violence in southern Serbia (the area linked by the towns Presevo, Bujanovac, Medvedja).”
In March of 2000, the BBC reported that KFOR raided a Saudi charity operating in Kosovo after being tipped off by U.S. officials that it may have links to Bin Laden. The Islamic relief organization strongly denied the allegations.
Before the NATO air campaign, the Yugoslav government said on its website that KLA fighters from Kosovo had been attending terrorist training camps in Arab states, “financed by some renegade Saudi businessmen” - an apparent reference to Bin Laden.
In May of 1999, the Washington Times reported that the KLA had borrowed money “from known terrorists like Osama Bin Laden.”
Two months earlier, Israeli investigative journalist Steve Rodan wrote that, according to European security and diplomatic sources, “Kosovo has become the latest and most significant arena for radical Islamic states and groups that seek to widen their influence in Europe.”
Macedonia
The danger exhibited by Macedonia was foreseen by Henry Kissinger in his Washington Post article of February 22, 1999 (”No U.S. Ground Forces for Kosovo: Leadership Doesn´t Mean That We Must Do Everything for Ourselves”):
“Ironically, the projected peace agreement increases the likelihood of the various possible escalations sketched by the president as justifications for a U.S. deployment. An independent Albanian Kosovo surely would seek to incorporate the neighboring Albanian minorities — mostly in Macedonia — and perhaps even Albania itself. And a Macedonian conflict would land us precisely back in the Balkan wars of earlier in this century. Will Kosovo then become the premise for a NATO move into Macedonia, just as the deployment in Bosnia is invoked as justification for the move into Kosovo? Is NATO to be the home for a whole series of Balkan NATO protectorates?”
The connection between Macedonia, its conflict and Bin Laden’s involvement can be gleaned from a Washington Times editorial on June 22, 2001, (”Bin Laden´s new special envoys”):
“[The NLA] is fighting to keep control over the region’s drug trafficking, which has grown into a large, lucrative enterprise since the Kosovo war. In addition to drug money, the NLA also has another prominent venture capitalist: Osama Bin Laden.
The Muslim terrorist leader, according to a document obtained by The Washington Times and written by the chief commander of the Macedonian Security Forces, puts out the front money for the rebel group through a representative in Macedonia: “This person is representative of Osama Bin Laden, who is the main financial supporter of the National Liberation Army, where to date he has paid $6 to $7 million for the needs of the National Liberation Army.”

The United States and NATO countries found these terrorist elements “useful” in the service of past policy objectives, whether it was Afghanistan, Bosnia or Kosovo. The real question now is who was using whom? Radical terrorists, whether Islamicist or not, are tigers which cannot be ridden. Sehr geehrter Herr Lafontaine,Herr Johannes Schmidt hat Ihnen am 24.08.2005 eine Frage zur Beteiligung Deuschlands am Kosovo-Krieg gestellt, die Sie am 30.08.2005 beantwortet haben und in Ihrer Antwort der rot-grünen Bundesregierung unter anderem einen militaristischen Kurs in der Außenpolitik vorwarfen.
Tatsächlich haben aber Sie 1998 dem Bundeswehreinsatz im Kosovo zugestimmt! Sie haben sowohl dem Antrag der Bundesregierung “Deutsche Beteiligung an der NATO Luftüberwachungsoperation über dem Kososvo” vom 04.11.1998 (Bundestagsdrucksache 14/16) als damaliges Mitglied der Bundesregierung zugestimmt und später als Bundestagsabgeodneter auch der Beschlussempfehlung des Auswärtigen Ausschuss zu dem Antrag der Bundesregierung vom 13.11.1998 (Bundestagsdrucksache 14/32) . Gerade wo Sie ständig allen anderen mangelde Ehrlichkeit vorwerfen, finde ich es schon sehr beachtlich, dass Sie sich offenbar “nicht mehr erinnern” können (oder wollen!), was für weitreichende Entscheidungen sie seinerzeit als Bundestagsabgeodneter mitgetragen haben. Sehr geehrte Herr ,ich habe nach dem Regierungswechsel 1998 einige Monate der Bundesregierung angehört. Während dieser Zeit kam es in mehreren Politikbereichen zu Meinungsverschiedenheiten im Kabinett. Meine Auffassung von Politik war es, im Gremium kontrovers zu debattieren und danach gemeinsam einen Mehrheitsbeschluss zu tragen, auch wenn ich persönlich eine andere Auffassung hatte. Als sich für mich abzeichnete, dass dieser Weg in eine Sackgasse führt, habe ich die Konsequenz gezogen und bin von allen Ämtern und Mandaten zurückgetreten.

Kritiker des Kosovokrieges und Buchautor
Am 1. Mai 1999 trat Lafontaine öffentlich auf Kundgebungen des Deutschen Gewerkschaftsbundes mit scharfer Kritik an der am 24. März begonnenen Bombardierung Serbiens durch die NATO hervor. Im Oktober 1999 veröffentlichte er sein Buch Das Herz schlägt links, in dem er seinen Rücktritt ausführlich begründete. Als Hauptgrund nannte er mangelnde Solidarität innerhalb der Regierung. Dabei wurden auch persönliche Verletzungen deutlich: Die Entfremdung zwischen ihm und Schröder habe schon nach der Niedersachsenwahl 1990 begonnen. Laut Lafontaine habe Schröder damals „in seinem unnachahmlichen Charme“ zu ihm gesagt:

Families of the Missing Kosovo Serbs: UNMIK and KFOR are Doing Nothing to Help
On the International Day of the Missing, August 30, representatives of the Association of the Families of the kidnapped, killed and missing Kosovo-Metohija Serbs told UNMIK head Lamberto Zannier they are unhappy with the fact civilian and military mission (UN Mission in Kosovo and NATO troops named ‘Kosovo Force’, KFOR, in Serbian province) have done nothing to help throw some light at the fate of those people.
Association member Gordana Djikanovic said they told Zannier Serbs are disappointed with the fact civilian and military mission have done nothing in the past ten years to help the truth come out about the missing Serbs, Roma and other non-Albanians in Kosovo-Metohija province.
“We have also expressed our dissatisfaction because nothing is being done to identify some 560 bodies lying in the Pristina morgue”, Djikanovic said.

Over 1,300 Kosovo Serbs were kidnapped by the Albanian terrorists after the withdrawal of the Yugoslav Army, as NATO occupied the southern Serbian province in June 1999
She stressed that UNMIK representatives, even though they received the list with the names of 300 kidnappers and with locations where the kidnapped Kosovo-Metohija Serbs were buried, have taken no steps to process those responsible for the crimes.
Djikanovic pointed to the fact that not one of the terrorist KLA leaders has faced the consequences of the committed crimes — to the contrary, they are now the high functionaries of the fake “government” of Kosovo-Metohija province.
“Zannier appeared interested to hear us out, but we got no promise to take to our families. He said that his associates will search and work on resolving the issues we pointed to”, representative of the Association of the Families of the kidnapped, killed and missing Kosovo Serbs told RTS.
More than 1,300 Kosovo-Metohija Serbs went missing after the 1999 counter-insurgency war against the Albanian terrorist KLA (UCK). While the remains of some 800 Kosovo Serbs were found and identified, the fate of another 550 registered missing Kosovo Serbs remains unknown, according to the data of the Families Association.

Cane’s group accused for fraud of 24 million Euro

Vucko Mircic, the magistrate in charge of the investigation, from the
Department for Organized Crime of the Belgrade District Court, ended
the investigation against Stanko Subotic into “Network” case. The end
of the investigation against the smuggler group (led by Bojana
Bajrusevic, Mirjana Markovic and Marko Milosevic) is also expected in
near future, as well as against the criminal group from Nis, led by
Sinisa Stojicic, the brother of Radovan Stojicic Badza, the Minister’s
assistant at the time.
“Subotic’s criminal group has been accused of smuggling and illegally
selling cigarettes from 1995 to 1996, costing the state budget roughly
24 million Euros. The judge Mircic conducted an investigation five
months, examined the witnesses and gave expert opinion on the
financial issues”, Maja Kovacevic, the spokeswoman for the Special Court for Organized Crime, said for “Blic”. She added that the indictment was forwarded to the Special Prosecutor for Organized Crime, who should make the final decision until the 6th of December.
The arrest of Subotic’s criminal group was carried out in June. Since Subotic was not in Serbia at the time, an international warrant for his arrest was issued, but he has still not been found.
The police suspect that Subotic is hiding in Montenegro or
Switzerland, or maybe in France. Having close relations with
Montenegrin authorities, Subotic is the greatest importer of alcoholic drinks. Apart from several companies in Serbia and Montenegro, he also owns firms in the countries of the EU.
Apart from Subotic as the leader of the group, there are three other persons on the run, while other suspects are in custody. Criminal charges are also brought against Mihalj Kertes, the director of the Customs at the time, Nebojsa Nikolic Tarzan, Drage Dodeski and Stevan Banovic, the former Customs employees, Milan Milanovic Mrgud, the
former high state official, ” Miodrag Zavisic, the founder of the “Scorpions”, Milan Popivoda, the former head of SUP Novi Sad, Milan Rankovic, the former head of Novi Sad DB, Miroslav Pesic, “Mia”employees, the singer Ivana Olujic, Djordje Subotic, Nikola Milosevic, Jovica Randjelovic, Ivana Krcmarevic and Luka Nenadic.
Russians won’t arrest Marko Milosevic
An international warrant for the arrest of Bojana Bajrusevic, Marko Milosevic and Mirjana Markovic,
suspected “tobacco maffia”, has been issued. The police suspect that Bojana Bajrusevic is hiding in Montenegro, while Mirjana and Marko are freely moving on the territory of Russia. Mirjana Milosevic, the leader of the criminal group, is suspected of ordering Kertes to transport the goods “Tref rent a car” across the border without
control. The main Bajrusevic’s protector Marko Milosevic earned several million Deutsch marks through cigarette smuggling.
Although the warrant for the arrest of Marko Milosevic has been issued, the Russian authorities have not made any effort to arrest him.

Serbia to Try Alleged Smuggler in Absentia

Beograd _ Serbia`s Supreme Court has rejected an appeal by an alleged cigarette smuggler`s attorney not to try him in absentia.
The court ruled that the trial of Stanko Subotic should go ahead “because he is on the run”. He is charged with cigarette smuggling during the 1990s.
“There are particularly important reasons for him to be tried in absentia,” the court ruling said. It did not list these reasons.
Subotic has been at large for more than a year since his detention was ordered. An Interpol warrant has been issued for his arrest.
When the warrant for his arrest was issued, Subotic was in detention in Russia. However, he was released. Serbia subsequently demanded his extradition.

Subotic is accused of organising a criminal group which illegally imported and sold cigarettes in Serbia between 1995 and 1996.
In April this year the Belgrade daily Blic quoted a police source as saying that Montenegro Prime Minister Milo Djukanovic, who has been described as a friend of Subotic, had guaranteed his free passage to Moscow.
The source said that Djukanovic`s guarantee meant that Subotic, “regardless of an Interpol arrest warrant, will not be detained,” according to the paper.
Bankruptcy Mafia decision dangerous precedent

Organized Crime Prosecutor Miljko Radisavljevi criticized a decision to cancel detention in a high profile case.
The Supreme Court last week decided to let Sekula Pjev
evi, Jelica Živkovi and Goran Kljajevi leave prison as proceedings against them continue.
The three are former state employees – Kljajevi was president of the Commercial Court – suspected of abusing office to make illegal gains in bankruptcy cases.
Radisavljevi told the daily Blic that he believes the move jeopardizes and impedes the work of his office, but also that of police, investigative judges and the court council that is currently conducting the main hearing.
The prosecutor also spoke about the case of the murder of Slavko uruvija, a journalist shot dead in Belgrade in the spring of 1999, by saying that his office does not have sufficient evidence to lodge a request to start another investigation, but that he hopes “new personnel in the security structures will help discover the perpetrators of this crime”.
As for another case the media dubbed a mafia – this time the Tobacco Mafia, and its alleged leader Stanko Suboti’s extradition from Russia, so far denied by that country, Radisavljevi told the newspaper that his detention was ordered on multiple charges, and not only out of fear that he might flee.

Staatssekretär Zeljko Vasiljevic will mit asiatischen Frauen das Bevölkerungsproblem seines Landes lösen
Um die eigene Bevölkerung vor dem Aussterben zu retten, will der serbische Staatssekretär Zeljko Vasiljevic mindestens 100.000 junge Asiatinnen ins Land holen. Sein Plan: Belgrad zahlt den Frauen die Reise nach Serbien und den Lebensunterhalt bis zur Heirat - und bekommt dafür schätzungsweise 300.000 Babys.
Mindestens 100.000 junge Frauen aus Laos, Birma, Kambodscha und Vietnam sollen mit serbischen Männern verheiratet werden und so die Serben vor dem Aussterben retten. Das hat kein Geringerer als der Staatssekretär im Belgrader Arbeits- und Sozialministerium, Zeljko Vasiljevic, vorgeschlagen - und dafür sehr unterschiedliche Reaktionen geerntet. Da wie in Serbien auch in Kroatien die Bevölkerungszahl rapide schwindet, wird auch dort über unkonventionelle Methoden nachgedacht.
Die Überlegungen des Staatssekretärs sind einfach. In den asiatischen Ländern, wo man “schon für ein bis zwei Dollar täglich leben kann”, seien die Frauen sicher an seinem Projekt interessiert, erläutert Vasiljevic. “Das sind Buddhisten, also ein friedlicher Glaube, der unserer Orthodoxie am nächsten kommt. Die Frauen sind fähig und traditionell dem Staat gegenüber loyal. Sie pflegen den Geburtskult und für sie sind Kinder sehr wichtig”, meint der Staatssekretär. “Nach meinen Schätzungen hätten wir in den nächsten fünf Jahren 300.000 neugeborene Kinder.” Der Staat solle in Asien Anwerbebüros eröffnen, schlug er vor.
60.000 Jungfrauen zum Geburtstag
Im Nachbarland Kroatien hat der katholische Geistliche Anto Bakovic, seines Zeichens Präsident der “Bevölkerungsbewegung”, schon vor Jahren ein “Minus von 103.000 Frauen im Alter zwischen 25 und 49 Jahren” ausgemacht. Er schlägt den staatlich geförderten “Import” junger Frauen aus der Ukraine vor.
Helfen könnte ihm vielleicht Nediljko Babic, Spitzname Gangster. Er gilt als der erfolgreichste private Ehevermittler. 250 Ehen kroatischer Männer mit ukrainischen Frauen habe er in die Wege geleitet, erzählt er stolz. “Das ist doch einfach”, berichtet er: “Was wir in Kroatien nicht haben, müssen wir einführen.”
“Maschinen zum Kochen und Gebären”
Da immer weniger Kinder geboren werden, droht die kroatische Bevölkerung in diesem Jahrhundert von heute 4,4 auf 2,9 Millionen Personen zu sinken, errechneten Demografen. In Serbien nimmt die Bevölkerungszahl von 7,5 Millionen jährlich um bis zu 50.000 ab. Den vom serbischen Staatssekretär ins Auge gefassten Asiatinnen soll der Staat eine ärztliche Untersuchung, die Reise nach Serbien und bis zur Heirat den Lebensunterhalt zahlen.
Männer und Frauen in Serbien liefern sich in Leserbriefen und Internetforen eine heftige Schlacht über den aufsehenerregenden Vorschlag des Politikers. Die jeweils andere Seite sei an “normalen und einfachen” Männern und Frauen nicht interessiert, heißt es in gegenseitigen Vorwürfen. Den Mädchen seien nur “dicke Autos und Scheckkarten” wichtig, klagen die Männer. Die Männer suchten “nur Maschinen zum Kochen und Gebären”, wird entgegnet.
Der konservative serbische Politologe Slobodan Antonic wies am Donnerstag auf ein grundsätzliches Problem hin. Nach seiner Darstellung kann das serbische Volk nur durch “ein anderes Wertesystem” überleben. Denn heute “pflegt unsere Elite die Ideale des Hedonismus, des Materialismus und des Konsums”, schreibt er in der Belgrader Zeitung “Politika”. “Eine Gesellschaft mit solchen Werten muss einfach anfangen zu verschwinden.”

Yet when his doings surprise even his own constituents, it is legitimate to take a detailed look at his biography and question the bonds that brought him to power. Tired of the overextended presidencies of François Mitterrand and Jacques Chirac, the French elected Nicolas Sarkozy counting on his energy to revitalize their country. They were hoping for a break with years of no-change and ideologies of the past. What they got instead was a break with the very principles which founded the French nation, and have been shocked by this “hyper-president”, seizing every day a new dossier, attracting towards him the right and the left wing, and tearing apart all points of reference to the point of creating a total confusion. Like children who have just made a boo-boo, the French are too busy trying to find excuses for themselves to admit the magnitude of the damages and of their naiveté, and they refuse all the more to see who Nicolas Sarkozy really is, that they realize they should have known since a long time who he was. One must say the man has talents. Like a magician he tricked them. By offering them the spectacle of his private life and posing in People’s magazines, he got them to forget his political history. The aim of this article must be clearly understood. It is not to reproach M. Sarkozy his family, his friends or his professional ties, but the fact of having hidden those ties from the French who believed, wrongly, they were electing a free man. To understand how a man whom all agree today to view as an agent of the United States and of Israel was able to become the head of the Gaullist party and the president of the French Republic, we must go back in time, very very far back. We must make a long digression in the course of which we will present the protagonists who are today taking their revenge. The family secretsAt the end of Second World War, the United States secret services relied on Italo-US godfather, Lucky Luciano, to control the security of American ports and prepare their disembarking in Sicily. The main contacts of Luciano — held at that time at a New York luxury prison — to the US intelligence services went notably through Frank Wisner, Sr. Later, when the “godfather” was liberated and chose to exile in Italy, they operated through his Corsican “Ambassador”, Étienne Léandri. In 1958, worried about a possible victory of the FLN in Algeria which could open the way to Soviet influence in Northern Africa, the United States decided to provoke a military coup d’Etat in France. The operation was jointly organized by the Cia’s Direction of Planning – theoretically lead by Frank Wisner, Sr. – and by NATO. But Wisner had already become senile by that time and it was his successor, Allan Dulles, who supervised the coup. Out of Algeria, French generals organized a Public Salvation Committee which pressured the Parisian civilian authorities to vote full powers to General de Gaulle without having had to use force. Yet, Charles de Gaulle was not the pawn the Anglo-Saxons had believed they could manipulate. In a first phase, he attempted to deal with the colonial contradiction by granting to the overseas territories a large autonomy within the French Union. But it was already too late to save the French empire; the colonized people didn’t believe any longer in the promises of the Metropolitan France and demanded their independence. After victorious but fierce repression against those fighting for independence, de Gaulle decided to face reality, and in a rare show of political wisdom, he granted independence to each colony. This turn about was perceived by most of those who brought him to power as a betrayal. The CIA and NATO supported then all kinds of plots to eliminate him, among which a missed coup and some 40 attempts to murder him. However, certain of his followers approved of his political evolution. Around Charles Pasqua, they created the SAC (Civic action services), a militia to protect him.
Thus protected, de Gaulle designs an audacious national independence policy. Even though asserting his belonging to the Atlantic camp, he questions the Anglo-Saxon leadership. He opposes the entry of the United Kingdom into the European common market (1961 and 1967); refuses the deployment of UN helmets into Congo (1961); encourages the Latin American states to become free of US imperialism (speech of Mexico, 1964); kicks NATO out France and withdraws from the Atlantic Alliance’s integrated command (1966); he condemns Israeli expansionism during the Six Day war (1967); supports independence of Quebec (Speech of Montreal 1967), etc. Simultaneously, de Gaulle consolidated the power of France by endowing it with a military industrial-complex including a nuclear deterrent and guarantying its energy provisions. He conveniently distanced the encumbering Corsicans of his entourage by entrusting them with foreign missions. Thus, Étienne Léandri became a leader of the ELF group (today Total), while Charles Pasqua the trusted man of the Francophone heads of State in Africa. Conscious that he could not defy the Anglo-Saxons on all fronts at the same time, De Gaulle allied himself to the Rothschild family, choosing as Prime Minister, Georges Pompidou, who was the fondé de pouvoir of the bank. The two men constituted an efficient tandem, the political audacity of the first never losing sight of the economic realism of the second. When De Gaulle resigned in 1969, Georges Pompidou succeeded him briefly at the Presidency before being taken out by a cancer. The historical Gaullists did not admit his leadership, however, and worried about his anglophile proclivities. They howled treason when Pompidou, supported by the General Secretary of the Élysée, Edouard Balladur, had “perfidious Albion” join the European Common Market. The making of Nicolas SarkozyThat decorum having been put into place, we can now return to our main character, Nicolas Sarkozy. Born in 1955 he is son to a Hungarian catholic nobleman, Pal Sarkösy of Nagy-Bosca, who sought refuge in France after fleeing the Red Army, and to Andree Mallah, a Jewish commoner from Thessalonica. After having three children (Guillaume, Nicolas and François), the couple divorced. Pal Sarkösy of Nagy-Bocsa remarried with an aristocrat, Christine de Ganay, with whom he had two children (Pierre Olivier and Caroline). Nicolas will not be raised by his own parents alone, but will go back and forth within this recomposed family. His mother became the secretary of De Gaulle’s bodyguard, Achille Peretti. The latter, after founding the SAC, pursued a brilliant political career. He was elected Deputy and Mayor of Neuilly sur Seine, the richest residential suburb of the capital, and later President of the National Assembly. Unfortunately, in 1972, Achille Peretti comes under grave accusations. In the United States, Time Magazine reveals the existence of a secret criminal organization « the Corsican Union » which controls a large part of the drug trade between Europe and America, the famous « French connection » which Hollywood popularized on the large screen. Based on parliamentary auditions and on his own investigations, Time names the name of a mafia boss, Jean Venturi, arrested a few years earlier in Canada, who is none other than Charles Pasqua’s commercial delegate at the liquor society Ricard. The names of several families headed by the “Corsican Union” are cited, among which that of the Peretti. Achille denies, but is forced to renounce to the presidency of the National Assembly, and barely escapes a “suicide”… In 1977, Pal Sarkösy of Nagy-Bocsa separates from his second wise, Christine de Ganay, who then gets together with the N°2 of the US State Department central administration. She marries him and settles in America with him. The world being very small, as everyone knows, her husband is none other than Frank Wisner, Jr, son of the previous. Junior’s responsibilities at the CIA are unknown, but it is clear that he plays an important role. Nicolas, who remains close to his mother in law, his half brother and his half sister, begins to turn towards the United States where he “benefits” from training programs of the State Department. During that same period, Nicolas Sarkozy adheres to the Gaullist party coming into frequent contact with Charles Pasqua, who was not only a national leader then, but also the head of the party’s Haut de Seine department section. Having finished Law School in 1982 and joined the Barr association, Nicolas Sarkozy married the niece of Achille Peretti. His best man was Charles Pasqua. As a lawyer, Sarkozy defended the interests of his mentors Corsican friends. He bought a property on the Island of Beauty, in Vico, and went as far as envisaging to make his name more “Corsican” by replacing the “y” by an “i”: Sarkozi. The next year, he was elected Mayor of Neuilly sur Seine in replacement of his uncle in law, Achille Peretti, thundered by a heart attack. However, it was not long before Nicolas Sarkozy betrayed his wife, and since 1984, he had a secret liaison with Cecilia, the wife of the most famous entertainer of French television at that time, Jacques Martin, whom he had met while celebrating their marriage, a function he exerted being mayor of Neuilly. That double life lasted five years, before the lovers decided to quit their respective couples in order to build a new home. In 1992, Nicolas was best man in the marriage of Jacques Chirac’s daughter, Claude, with an editorialist of Le Figaro. He couldn’t refrain himself from seducing Claude and having a short liaison with her, while officially living with Cecilia. The cuckold husband committed suicide by absorbing drugs. The break was brutal and without pardon between the Chirac’s and Nicolas Sarkozy. In 1993, the left lost the legislative elections. President François Mitterrand refused to resign and entered into cohabitation with a right wing Prime Minister. Jacques Chirac who ambitioned the presidency, and was thinking at that point of constituting, with Edoaurd Balladur, a couple comparable to that of De Gaulle and Pompidou, refused to be Prime minister and left his post to his “30 year long friend”, Edouard Balladur. In spite of his sulphurous past, Charles Pasqua became Interior Minister. While keeping high hand over Moroccan marijuana trade, he took advantage of his situation to legalize his other activities taking control of casinos, gambling and horse races in francophone Africa. He wove ties with Saudi Arabia and Israel and became an officer of honour to the Mossad. Nicolas Sarkozy on his part, became minister of Budget and spokesman for the government. In Washington, Frank Wisner, Jr. became the successor of Paul Wolfowitz as head of the Political Planning department of the Department of Defense. Nobody noticed at that time the ties to the spokesman of the French government. It is then that tensions similar to those which rocked the Gaullist party 30 years earlier, broke out between the historical Gaullists and the financial right wing, incarnated by Balladur. The new element was that Charles Pasqua and along with him, the young Nicolas Sarkozy, betray Jacques Chirac in order to join the Rothschild current. Mayhem breaks out. The conflict will reach a climax in 1995 when Edouard Balladur ran for president, against his former friend, Jacques Chirac, and was beaten. Foremost, following instructions from London and Washington, the Balladur government opened negotiations for membership status to the European Union and NATO to States of Central and Eastern Europe who had freed from Soviet control. Havoc reigns then in the Gaullist party where the friends of yesterday are ready to kill themselves today. To be able to finance his electoral campaign, Edouard Balladur attempts to grab the secret slush fund of the Gaullist party, hidden in the double deckered accounting of the books of the oil group ELF. The ride through the desertThrough out his first mandate, Jacques Chirac keeps Nicolas Sarkozy at arms distance. The man was discrete during his ride through the desert. Discretely, however, he continued to weave ties to the financial circles. In 1996, finally succeeding to bring to conclusion an endless divorce procedure, Nicolas Sarkozy marries Cecilia. Two billionaires were their best men, Martin Bouygues and Bernard Arnaud (the richest man of the country). The final actWay before the Iraqi crisis, Frank Wisner Jr. and his colleagues at the CIA plan the destruction of the Gaullist current and the coming to power of Nicolas Sarkozy. They move in three phases: first, the elimination of the leadership of the Gaullist party and the take over of the party apparatus, then the elimination of his main right wing rival and the securing the nomination to the presidential election for the Gaullist party; finally, the elimination of any serious challenger on the left to make sure that Nicolas would win the presidential election. During years, posthumous revelations by a real estate dealer kept the media on their toes. Before dying from a terminal disease, for reasons which remain unknown, he decided to video tape his confessions and for reasons which are even more obscure, the “cassette” landed in the hands of a Socialist party leader, Dominique Strauss Kahn, who addressed it indirectly to the media. While the confessions of the real estate dealer did not lead to any juridical sanctions, they opened up the Pandora’s Box. The main victim of the series of scandals was Prime Minister Alain Juppé. To protect Chirac, he assumed alone all the penal sanctions. The removal of Juppé from the front lodges opened the way for the take by Sarkozy of the leadership of the Gaullist party. Sarkozy exploited then his position to force Jacques Chirac to take him into the government once again, in spite of their reciprocal hatred. In the end, he became Interior Minister. Mistake ! This post gave him control over the prefects and the internal intelligence apparatus which he used to gain positions of power over the large administrations. He dealt also with Corsican affairs. Prefect Claude Érignac was murdered. Even though nobody claimed it, the murder was immediately interpreted as a challenge by the independentists to the Republic. Following a long hunt, the police managed to arrest a fleeing suspect, Yvan Colonna, son of a Socialist deputy. Caring little about the presumption of innocence, Nicolas Sarkozy announced the arrest, accusing the suspect of being the assassin. The news is too important, a mere two days away from the referendum the minister has organized in Corsica to modify the status of the island. Be as it may, the electors reject the Sarkozy project, who, according to some, favoured mafia interests. While Yvan Colonna was ultimately declared guilty, he always claimed his innocence and no material proof was ever found against him. Strangely, the man preferred to remain totally silent rather than reveal what he actually knew. We reveal here that prefect Érignac was not directly killed by the nationalists, but by a paid killer, immediately exfiltrated towards Angola where he was hired to the security of the Elf group. The mobile of the crime was precisely connected to the previous functions of Érignac, responsible for the African networks at Pasqua’s cooperation ministry. As for Yvan Colonna, he is a personal friend of Nicolas Sarkozy since decades and their children have entertained social relations. A new scandal broke out then: phoney computer listings were circulating falsely accusing several personalities of hiding bank accounts in Luxembourg, at Clearstream. Among the defamed personalities: Nicolas Sarkozy, who filed a suit insinuating that he suspected his right wing rival to the presidency, Dominique de Villepin, to have organized this machination. Sarkozy didn’t hide his intention either to throw him in jail. In reality, the false listings were put in circulation by members of the French American Foundation, of which John Negroponte was the president and Frank Wisner Jr, the administrator. What the judges ignored and which we reveal here is that the listings were fabricated in London by a common office of the CIA and of MI6, Hakluyt and co, of which Frank Wisner is also an administrator. Villepin denied the accusations, but was indicted, assigned to residence and, de facto, eliminated from political life temporarily. The road is thus free on the right wing for Nicolas Sarkozy. It remained for the opposition candidacies to be neutralized. The membership fees to the Socialist party were reduced to a symbolic level in order to attract new activists. Suddenly, thousands of youth take membership cards. Among them, there were at least 10 000 new members who are in reality militants from the “Lambertist” Trotskyite party, (named after its founder Pierre Lambert). This small extreme left group historically served the CIA against the Stalinist communists during the cold war (it is the equivalent of the Social democrats/USA of Max Schatchman, who trained the US neo-conservatives). It is not the first time the “Lambertists” infiltrate the Socialist party. They introduced there two notorious CIA agents : Lionel Jospin (who became Prime minister) and Jean Christophe Cambadelis, the main advisor to Dominique Strauss Kahn. Primaries were organized inside the Socialist party to designate its candidate to the presidential election. Two personalities were competing: Laurent Fabius and Ségolène Royal. Only the first was a danger for Sarkozy. Dominique Strauss Kahn came into the race with the mission to eliminate Fabius at the last moment. Something he did with the help of the votes of the infiltrated “lambertists”, who voted not for him but for Royal. The operation is possible because Strauss Kahn is since long on the pay roll of the United States. Frenchmen ignore that he teaches at Stanford, where he was hired by the prévot Dean of the University, Condoleeza Rice. From the beginning of his term, Nicolas Sarkozy and Condoleeza Rice will thank Strauss Kahn by having him elected to the leadership of the International Monetary fund. First days at the ÉlyséeThe evening of the second round of the presidential election, when polling agencies announced his probable victory, Nicolas Sarkozy gave a short speech to the nation from his general campaign quarters. Then, contrary to all custom, he didn’t celebrate with the militants of his party, but went to the Fouquet’s. The famous brasserie at the Champs-Élysées, formerly the place of rendez-vous of the “Corsican union” is today the property of Casino magnate, Dominique Desseigne. It was lent to the elected president to receive his friends and main campaign donors. Some hundred guests crowded there, the richest men of France hobnobbing with the casino bosses. The elected president then offered himself some days of well merited rest. Transported to Malta by a private Falcon 900, he relaxed on the Paloma, a 65 m yacht of his friend Vincent Bollore, a billionaire trained at the Rothschild bank. Finally, Nicolas Sarkozy was inaugurated president of the French Republic. The first decree he signed was not to enact an amnesty, but to authorize the casinos of his friends Desseigne and Partouche to multiply the money machines. He composed his working team and his government. Without surprise, one finds there an ominous casino owner (the minister of Youth and Sports) and the lobbyist of the casinos of his friend Desseigne (who became a spokesman of the “Gaullist party”.) Nicolas Sarkozy relies above all on 4 men :
Frank Wisner Jr. who in the meantime was named “special envoy” to President Bush for the independence of Kosovo, insisted that Bernard Kouchner be named minister of Foreign affairs with a double mission priority: the independence of Kosovo and the elimination of France’s Arab policy. Kouchner started his career by participating in the creation of a humanitarian NGO. Thanks to financial support from the National Endowment for Democracy, he took part in operations of Zbigniew Brzezinski in Afghanistan against the soviets, along sides with Oussama Ben Laden and the Karzai brothers. One finds him again in the 90’s working with Alija Izetbegovic in Bosnia Herzegovina. From 1999 to 2001 he was high representatives of the UN to Kosovo. Under the rule of the youngest brother of president Hamid Karzaï, Afghanistan became the first world producer of opium poppies transformed in heroin locally and transported by the US Air force to Camp Bondsteed (Kosovo). There, the men of Hacim Thaci take charge of the drug and distribute it mainly in Europe and accessorily in the United States. The benefits are used to finance the illegal operations of the CIA. Karzai and Thaci are longstanding personal friends of Bernard Kouchner who undoubtedly ignores their criminal activities in spite of all the international reports which have been dedicated to them. To complete his government, Nicolas Sarkozy named Christine Lagarde, minister of the Economy and Finances. All her career was made in the United States where she directed the prestigious law firm Baker and McKenzie. At the Center for international and strategic studies of Dick Cheney, she copresided with Zbigniew Brzezinski a working group which supervised the privatisations in Poland. She organized also an intense lobbying effort for Lockheed Martin against French airplane producer Dassault. New escapade during the summer. Nicolas, Cecilia, their common mistress and their children went on holidays to the United States at Wolfeboro, not far from the property of President Bush. The bill was paid this time by Robert F. Agostinelli, an Italian-New Yorker investment banker, Zionist and a pure brand of neo-conservative who writes in Commentary, the magazine of the American Jewish Committee. The success of Nicolas had impact on his half brother, Pierre Olivier. Under the American name of Oliver, he was named by Frank Carlucci (formerly N°2 of the CIA after having been recruited by Frank Wisner, Sr.) Director of the new investment fund of the Carlyle Group (the common investment firm of the Bush family and Ben Laden). Having become the 5th largest business dealer in the world, he handles the main assets of the sovereign funds of Kuwait and Singapore. The popularity of the President is in a free fall in the polls. One of his communications advisors, Jacques Seguela (also consultant for political communication at the NED where he is in charge of diverse CIA operations in Western Europe and Latin America), proposes to detract the public’s attention with new “people stories”. The announcement of the divorce with Cecilia was publicised by Libération, the paper of his friend Edouard de Rothschild, to cover up the slogans of demonstrators in a day of general strike. Stronger even, the communications agent organized a meeting between the president and the former top model, Carla Bruni. Some days later, her liaison with the president became official and the media hammering covered up once again political criticism. Some weeks later, the third marriage of Nicolas occurred. This time, he chose as best men Mathilde Agostinelle (the wife of Robert) and Nicolas Bazire, a former cabinet director of Edouard Balladur who became assistant manager at the Rothschilds. When will the French use their eyes to see what they have to do ?
