This is rather a forgery: Even though Richard Holbrooke certainly a criminal defamation, he would not document in Serbo - Croatian sign language without certified translation into English. Supposedly the clock at 3 in the early morning hours have been. Dan Holbrooke would have been drunk and completely overtired. The document is a forgery from the reasons mentioned.

But there was an agreement Karadic and stand up to the year 2000 under the protection of the CIA, which the British, French secret service was well informed and NATO officers received nothing for the statement to an arrest. Here are the details of the agreement in detail!

Obligations

1. RK is under obligation to submit his resignation to all the state and [political] party functions. Decision comes to force within 90 days, as needed to settle the necessary issues with the rest of leadership. Resignation has to be irretrievable. Influence the leading party officials in a direction of easing the resignation issue and the change in the hierarchy.

2. Until submitting his resignation, RK will not be reaching political or state decisions, nor will he influence others to reach decisions pertaining to any of the following:

2-1 Combat operations on the territory of BiH [Bosnia-Herzegovina]

2-2 Moving the civilian population

2-3 The international agreements: military, economic, security, regional integrations

2-4 Appointing the state, party, regional, cultural administrations, functionaries

2-5 Relocating the financial means

3. RK will withdraw from the public life. This includes refusing to give interviews, statements (in person or through the intermediaries), non-publishing [illegible] of political and current problems.

Obligations 2

1. United States Government is under obligation not to influence, directly or indirectly, the SDS leadership [Dr. Karadzic’s political party] to affect dissolution of the party.

2. United States Government is making available the sum of 600,000 USD to RK, in the local currency. The sum is designated to enable RK’s support in the 6 year period.

3. United States Government is making residential object available to RK, at the location agreed upon during the earlier verbal agreement.

4. United States Government is providing physical protection for RK, not less than 6 men.

5. United States Government has a duty to inform RK about every possible threat to his safety.

Final stipulations:

1. This agreement is permanent.

2. RK’s violations of the agreement will be treated as a serious violation of the informal agreement, in the sense of the article 3 paragraph 25 of the Internal Regulations and in that sense it will be sanctioned with the immediate termination.

3. The agreement can be terminated through a mutual consent, or upon the initiative of United States Government.

The former US Envoy in Bosnia and Herzegovina, Richard Holbrooke, did strike an unofficial deal with Radovan Karadzic, guaranteeing his freedom, an expert has revealed to Balkan Insight.

Charles Ingrao, a US history professor heading a documentation group on the Balkan wars, told Balkan Insight that Holbrooke “promised Karadzic he would not be arrested if he withdrew from politics”.

Ingrao says that through mediators, Holbrooke made a deal with the former Bosnian Serb leader in order to remove him from the political stage in the Republica Srpska, RS, the Bosnian Serb entity established at the 1995 Dayton, Ohio, peace talks.

He warned that written evidence of the agreement was unlikely to emerge, however. “Holbrooke is not stupid,” Ingrao said. “There is nothing written.”

Ingrao said his information came from four independent sources in the US State Department whose names he could not divulge. “We cannot reveal their identities, since they are still very active and would, in some cases, suffer professionally,” he said.

Ingrao said Holbrooke had been given no option but to offer key concessions to Karadzic regarding his future liberty.

“A top State Department official with intimate knowledge of Holbrooke’s activities has confirmed that the Ambassador explicitly assured Karadzic that he would not be arrested, a concession known to several others at the State Department who have remained silent,” he said.

“It was the Pentagon, backed by [then President Bill] Clinton, that presented Holbrooke with a ‘fait accompli’ that US forces would not seize ICTY indictees,” he continued.

Ingrao’s statements come after the International Criminal Tribunal for ex-Yugoslavia, ICTY, published a letter written by Karadzic in which he referred to an agreement struck with Holbrooke in 1996.

According to Karadzic’s letter, Holbrooke promised the Bosnian Serb chief would not be hunted down or arrested as long as he withdrew from the political scene and public life.

Holbrooke has strongly denied Karadzic’s claims that he offered him immunity from arrest while negotiating Karadzic’s withdrawal from public life.

“I’m tired of hearing to this piece of crap which is put up by Karadzic,” Holbrooke said in an interview given to BIRN Kosovo Director Jeta Xharra, in November 2006.

“The fact is that we made no deal with Karadzic,” he said.

The US State Department has also denied allegations that Holbrooke struck a deal underwriting Karadzic’s freedom.

“Ambassador Holbrooke and we have repeatedly made clear that no agreement was ever made in which Radovan Karadzic was provided immunity from prosecution or arrest,” a statement issued on July 31 read.

“No commitments granting Karadzic immunity were offered in return [for stepping down],” it continued.

Reports of a Holbrooke–Karadzic deal first surfaced in the Bosnian weekly, Slobodna Bosna, several years ago. One of the sources it cited was Aleksa Buha, foreign minister in Karadzic’s government and his successor as a head of Serbian Democratic Party, SDS, in 1996.

Buha claimed he knew of the agreement, and even possessed a copy of it in written form, though he did not produce written evidence for the weekly’s benefit.

Ingrao heads “The Scholar’s Initiative”, a programme involving about 300 scholars worldwide, working to establish the facts about the fall of Yugoslavia.

A former NATO commander in Bosnia in 1995 and 1996, General William Nash, meanwhile told Radio Netherlands Worldwide that “no specific orders were given for the arrest of the war crimes suspects Radovan Karadzic and General Ratko Mladic”.

He added: “It was feared that it would destabilize the situation after the Dayton agreements.”

Holbrooke was sent to Belgrade in mid-July 1996 to negotiate Karadzic’s withdrawal with the then Serbian leader, Slobodan Milosevic. At the time, the media said that following ten hours of talks, Holbrooke appeared before reporters, triumphant, with a statement about an agreement. “As of this morning, Karadzic is no longer president of Republica Srpska,” Holbrooke is quoted to have said.

Ingrao said it was time the complete truth emerged. As the Scholars’ project’s American director, he said, he felt “a special obligation to hold the US government to account for its share of the responsibility for what happened in Bosnia”.

The Rational Destruction of Yugoslavia

In 1999, the U.S. national security state — which has been involved throughout the world in subversion, sabotage, terrorism, torture, drug trafficking, and death squads — launched round-the-clock aerial attacks against Yugoslavia for 78 days, dropping 20,000 tons of bombs and killing thousands of women, children, and men. All this was done out of humanitarian concern for Albanians in Kosovo. Or so we were asked to believe. In the span of a few months, President Clinton bombed four countries: Sudan, Afghanistan, Iraq repeatedly, and Yugoslavia massively. At the same time, the U.S. was involved in proxy wars in Angola, Mexico (Chiapas), Colombia, East Timor, and various other places. And U.S. forces are deployed on every continent and ocean, with some 300 major overseas support bases — all in the name of peace, democracy, national security, and humanitarianism. While showing themselves ready and willing to bomb Yugoslavia on behalf of an ostensibly oppressed minority in Kosovo, U.S. leaders have made no moves against the Czech Republic for its mistreatment of the Romany people (gypsies), or Britain for oppressing the Catholic minority in Northern Ireland, or the Hutu for the mass murder of a half million Tutsi in Rwanda — not to mention the French who were complicit in that massacre. Nor have U.S. leaders considered launching “humanitarian bombings” against the Turkish people for what their leaders have done to the Kurds, or the Indonesian people because their generals killed over 200,000 East Timorese and were continuing such slaughter through the summer of 1999, or the Guatemalans for the Guatemalan military’s systematic extermination of tens of thousands of Mayan villagers. In such cases, U.S. leaders not only tolerated such atrocities but were actively complicit with the perpetrators — who usually happened to be faithful client-state allies dedicated to helping Washington make the world safe for the Fortune 500. Juli 2008 wurden viele neue Lokale von diversen Mafia Grössen in Durres durch einen Sonder Einsatz aus Tirana in Zusammenarbeit mit dem Rathaus Durres und der Durres Bau Polizei zerstört und alle Strom und Waserleitungen mit einem Gerichts Beschluss umgehend wie die Aktivitäten beendet. Das war ein Premiere in Albanien, weil es erstmalig gegen höchstrangige Mafia Politiker ging und deren Beton Zerstörung Rituale an den Albanischen Küsten. Die Gangster Clan Familie um Natasha Paço hat im Raum Durres, illegal Appartment Häuser gebaut, über Tausend Hektar Land, direkt an Dritte weiter gegeben, ohne eine Rechts Grundlage und ist auch im Raum Nord Durres - Porto Romana, direkt in illegale Bebauungen und Land Besetzungen verwickelt. Es gab schon Demonstrationen gegen die Familie Natasha Paço südlich Durres, mit ihren Appratments Blocks auf gestohlenen Land. Ish- deputetja e Partisë Socialiste, Natasha Paço është marrë në ndjekje penale nga prokuroria e Durrësit për veprën penale të fyerjes për shkak të detyrës. Ajo është denoncuar për fyerje për shkak të detyrës nga kreu i Inspektoratit Ndërtimor Kombëtar në Tiranë. Shkak për këtë denoncim ka qenë debati që Natasha Paço ka zhvilluar me përgjegjësin e këtij inspektorati. Burime nga Drejtoria e Policisë së Qarkut Durrës kanë bërë të ditur se Natasha Paço dhe i shoqi Vladimir Paço janë marrë në hetim në gjendje të lirë, pas denoncimit që ka bërë ndaj tyre përgjegjësi i sektorit kombëtar ndërtimor në Tiranë.Sipas të njëjtave burime, shtetasi me inicialet G. M., 37 vjeç, me detyrë përgjegjës i inspektoratit ndërtimor kombëtar, ka bërë denoncim në policinë e Durrësit para dy ditësh, pasi në kohën që ai ka qenë në bregdetin e Currilave në vendin ku gjendet lokali i Natasha Paços, ai është fyer dhe ofenduar me fjalë fyese nga personat e mësipërm. Shkaku i këtij sherri ka qenë aksioni i inspektoratit ndërtimor të Tiranës në 5 korrik të këtij viti, për prishjen e lokaleve që gjenden në krahun e majtë të rrugës Bërryl-Currila. Në këtë aks, midis të tjerash kanë qenë edhe lokalet “Aurora” dhe “Mrekullitë e detit” që kanë qenë pronë e Natasha dhe Vladimir Paços.
Prishja e ndërtimeve në bregdet
Aksioni i datës 5 korrik, që u zhvillua nga Inspektorati Ndërtimor i Tiranës nuk i prishi të gjithë lokalet, megjithëse aty ishin tetë të tillë, që ishin ndërtuar pa leje. Pas aksionit të parë, shumica e lokaleve që pësuan vetëm deformime të çatisë së tyre, u rikthyen në identitet nga pronarët, të cilët nisën rindërtimin dhe punën në të njëjtën qetësi. Nga ana tjetër në vazhdim të rrugës drejt Currilave, një pjesë e lokaleve, pasi kanë shtruar tapetin me beton, kanë vendosur çadra të mëdha dhe në këtë mënyrë vazhdojnë punën. Reagimi i Paços ndaj përgjegjësit të inspektoratit ndërtimor ka ardhur për shkak se prishja e lokaleve është bërë në mënyrë selektive, pasi janë dëmtuar vetëm dy lokalet e personave që tashmë janë nën hetim, kurse të tjerët janë lënë të punojnë. Para dy ditësh, inspektorati ka tentuar që të shembë përfundimisht lokalin gjysmë të shkatërruar “Aurora”, por kjo gjë ka ndeshur në rezistencën e pronares, Natasha Paço. Nga ana tjetër, mësohet se aksioni i inspektoratit ndërtimor të Tiranës është bërë pa miratimin e bashkisë së Durrësit, e cila para fillimit të aksionit me origjinë nga Tirana është shprehur se lokalet e ngritura në këtë zonë do të jenë me qira për një afat të pacaktuar. Megjithatë lokali “Aurora” qëndron ende i hapur, megjithëse gjysma e tij është prishur. Lokali tjetër i Vladimir Paços, është shembur tërësisht, kurse lokalet me çadra që janë në afërsi të Currilave, nuk janë prekur fare. Lokalet në fjalë janë bërë kryesisht me materiale druri dhe metalike. Sot.com

Ish-prefektja e Durrësit, Natasha Paço dhe bashkëshorti i saj Vladimiri janë dhënë nga policia e Durrësit për ndjekje penale në gjendje të lirë, pasi kanë fyer një punonjës të lartë të Policisë Ndërtimore të Tiranës. Ditën e enjte, sipas policisë, ka nisur procedimi penal në gjendje të lirë për 42-vjeçaren Natasha Paço dhe bashkëshortin e saj 49-vjeçar, Vladimirin. Ndjekja penale ndaj tyre ka nisur për shkak se akuzohen të kenë fyer më 30 korrik 30-vjeçarin G.M., përgjegjësin e Sektorit Kombëtar Ndërtimor në Tiranë. Ky i fundit ishte në policinë e Durrësit ditën e enjte dhe ka depozituar një kallëzim penal ndaj bashkëshortëve Paço. Sipas tij, atë ditë ai ndodhej në Durrës për disa prishje objektesh pa leje, të cilat ndodhen në lagjen Nr.1. Gjatë ushtrimit të detyrës është ndeshur në rrugë me Paçot, të cilët e kanë fyer atë. Fyerjet ndaj tij e kanë zanafillën disa ditë më parë, kur kjo polici ndërmori prishjen e disa lokaleve buzë detit, ku njëri prej tyre i përkiste bashkëshortëve Paço. Nga ana e saj, policia e Durrësit e dërgoi në Prokurorinë e këtij rrethi kallëzimin e funksionarit të Policisë Ndërtimore, në ngarkim të ish-prefektes e bashkëshortit të saj.

Gazmir Bizhga repräsentiert die Bau Mafia von Durres, welche als Geldwäsche Stelle, des Frauen, Waffen und Drogen Handels eine Schlüsselstelle bei der Albanischen Mafia einnimmt.

Seine Ingenieure aus seinem direkten Umfeld, haben lange Zeit den Stadtrat von Durres dominiert und wurde schon 2002 bei einem Besuch von Pantelj Majko und dem Minister Fatmir Yhafaj, als kriminelle Bande bezeichnet, weil man auf fremden Grundstücken, der Öffentlichen Strand Promenade, der Antiken Stadt Mauer und Antiken Grund willkürlich illegale Baugenehmigungen gab.

Paço ka qenë sekretare organizative e PS-së në Durrës. 1997-2001 deputete dhe kryetare e Komisionit Parlamentar për Rininë dhe Gruan. 2001 - tetor 2002, prefekte e Qarkut Durrës - Krujë. 1999-2004 anëtare e kryesisë e forumit të gruas socialiste. 2000-2005 është zgjedhur sekretare e këtij forumi. TIRANË - Mashtruesi turistik Edmir Cjapi, i arrestuar dy ditë më parë, pasi u vodhi 3 mijë euro katër nigerianëve, dyshohet se ka realizuar edhe pesë mashtrime të tjera që kapin shifrën e 10 mijë eurove. Burime të besueshme policore bënë të ditur për “Korrierin” se pas kallëzimit të shtetasve të huaj, në polici kanë mbërritur edhe pesë persona të tjerë, të cilët deklarojnë se u janë vjedhur shuma të konsiderueshme të hollash nga 28-vjeçari fierak. Pas marrjes së denoncimeve, specialistët e Antikrimit Ekonomiko-Financiar kanë nisur punën për hetimin e kallëzimeve penale të personave të ndryshëm. Prezantimi i Cjapit se kishte nën administrim 500 hotele në të gjithë Shqipërinë, kryesisht në bregdet, ka bërë që ai të mashtronte afro dhjetëra persona, me qëllim që t’u zhvaste paratë. Këtë gjë e ka arritur duke premtuar viza turistike për shtetasit e huaj e duke bërë turizëm me vendas, të cilëve u reklamohej si administrator i shumë resorteve dhe hoteleve luksoze. Gjithçka nisi me denoncimin e dy muajve më parë, ku në Ministrinë e Brendshme dhe atë të Jashtme u paraqit një shtetas nigerian. Në emër edhe të tre bashkëkombësve të tjerë, ai denoncoi Cjapin se pasi është prezantuar si sipërmarrës turizmi, u kishte marrë shumën prej 760 eurosh për person, me motivacionin për turizëm në Shqipëri. Faqja e internetit e të arrestuarit mbante emrin “Edial Tour Sh.P.K”, agjenci turistike që menaxhohej nga Cjapi dhe që kishte në administrim 500 hotele dhe reklamonte një numër të madh trojesh. Nëpërmjet kësaj faqeje, ai kishte mundur që të mashtronte nigerianët për marrjen e vizave turistike për në Shqipëri. Sipas burimeve, mësohet se shumën e parave i riu e siguronte nëpërmjet agjencisë postare të transfertës së parave “Western Union”. Ndërkohë që adresa e publikuar në faqen e internetit kishte të dhëna të pasakta, si në dhënien e rrugës (rruga “Mihal Grameno” Tiranë) ashtu edhe në numrat e kontaktit.

Qeveria është duke diskutuar një sërë propozimesh që prekin direkt interesat dhe kompetencat e organit të akuzës. Ulja e pagave në masën 30 për qind, heqja e së drejtës për pushimin ose mosfillimin e procedimit penal, zhveshja e prokurorëve nga imuniteti, si dhe e drejta për kallëzim penal ndaj Prokurorit të Përgjithshëm janë disa nga ndryshimet e pritshme

Përpjekjet e politikës për të nënshtruar organin e akuzës, të pasqyruara edhe në deklarata të përfaqësuesve të mazhorancës që shigjetojnë drejtpërdrejt Prokurorinë e Përgjithshme, pritet të zyrtarizohen me një ligj të ri, i cili zvogëlon kompetencat e këtij institucioni. Sipas burimeve të gazetës, bëhet fjalë për disa propozime për hartimin e projektligjit të ri për “Organizimin dhe funksionin e prokurorisë”, miratimi i të cilëve do të zhvishte përfaqësuesit e organit të akuzës nga një sërë atributesh që kanë aktualisht. Pikat kryesore që janë propozuar dhe po u nënshtrohen diskutimeve nga një grup i përbashkët pune mes Ministrisë së Drejtësisë dhe Prokurorisë së Përgjithshme kanë të bëjnë me uljen e pagës në masën 30 për qind për gjithë sistemin e akuzës, përfshi Prokurorin e Përgjithshëm, heqjen e së drejtës për vendimin e pushimit dhe mosfillimin e procedimit penal, zhveshjen e prokurorëve nga imuniteti, si dhe u jep të drejtën qytetarëve të bëjnë kallëzim penal ndaj prokurorëve, duke mos përjashtuar as Prokurorin e Përgjithshëm.

Ndryshimet

Pikat më të nxehta që pritet të ndryshohen në ligjin për prokurorinë, sipas burimeve nga institucioni i akuzës, prekin drejtpërdrejt jo vetëm sistemin e prokurorisë, por dhe vetë prokurorët. Çështja më e diskutueshme është reduktimi i pagave të prokurorëve në masën 30 për qind, duke përfshirë dhe Prokurorin e Përgjithshëm. Aktualisht paga e një prokurori pranë Gjykatës së Shkallës së Parë është e barabartë me pagën e një gjyqtari të kësaj shkalle, dhe nëse miratohet ky propozim, prokurori do të paguhet 30 për qind më pak se gjyqtari. I njëjti parim vlen edhe për Prokurorin e Përgjithshëm, paga e të cilit aktualisht është e barabartë me kryetarin e Gjykatës së Lartë. Mbrojtja e prokurorit është një pikë tjetër e cila pritet të ndryshohet. Me propozimet e reja, prokurori mund të ndalohet, kontrollohet ose arrestohet pa marrë leje nga Prokurori i Përgjithshëm. Sipas ligjit aktual, në rast se kreu i akuzës nuk jep pëlqimin brenda 24 orësh organet përgjegjëse janë të detyruara të lirojnë prokurorin. Kallëzimi penal ndaj prokurorëve është një çështje që mund të rrezikojë seriozisht pozicionin e prokurorit. Me propozimet për ligjin e ri, sipas burimeve, u jepet e drejta të gjithë qytetarëve të bëjnë kallëzim penal kundër prokurorit, i cili pezullohet automatikisht. Miratimi i këtij ndryshimi do të prekë edhe Prokurorin e Përgjithshëm, i cili me ligjin aktual emërohet dhe shkarkohet nga presidenti me pëlqim të Kuvendit.

Ndryshimi kërkon riformatimin e sistemit

THE ALBANIAN QUESTION LINGERS

(Note—This article is based on a keynote address delivered by the author in Washington, DC, on July 14 to a conference on the future of Albanians in the Balkans, which was sponsored by the foreign intelligence division of the U.S. State Department and the Central Intelligence Agency.)

Thank you for this opportunity to speak about the political and economic challenges facing the Albanians in the Balkans today and how these challenges, if unaddressed, may affect the peace and stability of Southeast Europe. My wife and Balkan Affairs expert, Shirley Cloyes, is with us today. We have just returned from a fact-finding trip to Kosova, and Shirley will deliver a report, entitled “Kosova Adrift,” to foreign policy leaders in the House and Senate this week.

Unification Is Not the Answer

First, let me say where I stand (and have always stood) on political unification of Albanian lands, which would require changes in existing borders. It is the question that seems to provoke the most fear among foreign policy experts concerned about lasting peace and stability in the Balkans. (It is also used by traditional adversaries of the Albanian people and of Muslims, in general, to stoke the fires of racism and ethnic hatred.)

In short, I do not support Albanian unification and have never proposed it as a solution for seven million Albanians living side by side today in Southeast Europe. Nor does anyone on the board of the Albanian American Civic League (the independent volunteer lobby that I founded in 1989). In fact, I have not seen any mainstream support for political unification of Albanian lands in the Albanian community, not in the last twenty years since I left Congress. To be sure there are fringe groups and opportunists who talk about it from time to time, but they have little or no support in the Balkans or in the Albanian diaspora.

What about a Merger of Kosova and Albania?

The most likely marriage, from a logical point of view (because they are two sovereign states) would be Kosova and Albania, as key links to any process of Albanian unification. But I have not seen any meshing of political parties or thinking among the political elites and the Albanian people there that could even start the process. In fact, I believe quite the opposite is true because the Albanians of Kosova and Albania have had quite a divergent historical and political experience since emerging from the ashes of the Ottoman Empire in 1912. The terrible impact of Hoxha’s Stalinist Communist dictatorship on Albanians from Albania included complete isolation from Albanians in Kosova and created a vastly different cultural, spiritual, and economic environment.

On the other hand, I believe that the idea of unification or “Greater Albania” is a tool for Serbia’s lobby and its allies in Washington and Brussels to distract us from the need of Serbia to fully democratize and integrate into Europe.
