Besonders wichtig sei eine intensive Vorbereitung der Strafjustiz im Kosovo zur Ahndung derartig schwerer Verbrechen. Amnesty rate der EU, international erfahrene Staatsanwälte und Richter weiter übergangsweise in das lokale Justizwesen einzubinden. “Die EU sollte ihre Experten dabei sorgsamer auswählen und besser unterstützen als die UNMIK dies getan hat”, erklärte Digel. “Das Scheitern der UN-Mission im Justizwesen beweist, dass die Justiz nur mithilfe sachkundiger Fachleute und dem nötigen Budget ausreichend auf die anstehenden Verfahren vorbereitet werden kann.” Die EU müsse aus den Fehlern lernen.

What Happened to Kosovo Serbs Kidnapped by KLA?

Over 1,300 Kosovo Serbs, in addition to those for whom we know they have been killed and whose remains were handed over to their families by the UNMIK during the past 8 years, are still listed as missing. In some cases the entire families were kidnapped by the KLA/UCK at some point during the 1998-1999 war and after UN/NATO took over the administration and security of the southern Serbian province. These people were taken away in an unknown direction and, for all we know, disappeared from the face of the earth.

Over the years, we have learned that a number of kidnapped Kosovo Serb girls and women have been used as sex slaves, kept under the lock and key in the dark, moldy cellars of Albanian bar and brothel owners, underfed, repeatedly raped and beaten, until they are deemed no longer useful and killed like dogs.

There were also reports in the Serbian media about Kosovo Serb boys and men being forced to work in unsecured, illegal private mines, but with uncooperative UNMIK and indifferent KFOR (NATO) no investigation was ever initiated, and Serbian families of the Kosovo-Metohia missing are still without answers.

Lawless Land Ruled by the Cruel Thugs

Sworn Serbian enemy, Del Ponte describes Kosovo-Metohia province under the KLA/NATO rule as a land with no laws and institutions, the land of blood feuds ruled by the thugs who present themselves as heroes of the “suffering Albanian people”. She claims that UNMIK and KFOR officials, and even some ICTY judges in the Hague are fearful for their lives if connected to the KLA/UCK crime investigations, and feel threatened by the “Albanian reach”.

In her book, Del Ponte says that those few and far-in-between investigations of the terrorist KLA were the hardest during her appointment as the ICTY chief prosecutor, that her researches were confronted by the clans, vendettas and political pressures, and that “policemen from Bern and Brussels and all the way to Bronx” are well aware about the insurmountable difficulties when it comes to the attempts to investigate Albanian organized crime.

Eine gewaltige Explosion auf einem Militärgelände nahe der Ortschaft Gerdek, rund zehn Kilometer nördlich von Tirana, hat am Samstag möglicherweise mehr als 60 Menschen getötet. In der Nähe des Stützpunktes seien 63 Arbeiter im Einsatz gewesen, sagte eine Sprecherin von Ministerpräsident Sali Berisha. Darunter sollen auch US-Bürger sein. “Wir befürchten das Schlimmste.” Offiziellen Angaben zufolge sollen bis zu 155 Menschen verletzt worden sein.

Auslöser sei vermutlich die Demontage von Munition gewesen, sagte Berisha im albanischen Fernsehen. Es seien bereits Hubschrauber auf dem Weg zu dem Stützpunkt nahe Tirana, um Anrainer aus der Gefahrenzone zu bringen. Immer wieder käme es zu weiteren Detonationen.

Bei den Opfern handle es sich hauptsächlich um Zivilisten, bisher seien 155 Verletzte gezählt worden, berichtete Gesundheitsminister Nard Ndoka.

Ein Korrespondent der Nachrichtenagentur AFP berichtete, viele Frauen und Kinder seien blutüberströmt in das Militärkrankenhaus von Tirana eingeliefert worden. Medienberichten zufolge erlitten die meisten Betroffenen Verbrennungen, Gehirnerschütterungen, Knochenbrüche oder Verletzungen durch Glassplitter.
Panische Flucht

Viele Menschen in umliegenden Häusern seien verletzt worden, Panik sei ausgebrochen. Ein Reuters-Kameramann berichtete, verängstigte Menschen seien zu Fuß auf der Autobahn vor den Explosionen geflohen. Autos mit zersplitterten Fenstern seien zurückgeblieben.

Die Explosionen waren bis in die Hauptstadt Tirana und das Seebad Durres zu spüren. Auch der internationale Flughafen Mutter Theresa wurde beschädigt, alle Flüge mussten für mindestens eine halbe Stunde ausgesetzt werden.

Eine Sprecherin des albanischen Premierminister Sali Berisha sagte, drei Teams von jeweils 21 Personen hätten zum Zeitpunkt der Explosion am Ort der Katastrophe gearbeitet, darunter mehrere US-Bürger. “Wir haben keine genauen Opferzahlen. Aber wir befürchten das Schlimmste”, sagte die Sprecherin. Die Menschen könnten getötet oder schwer verletzt worden sein. Berisha selbst sprach von einer “beträchtlichen” Zahl an Toten. Zuvor hatte Gesundheitsminister Nard Ndoka erklärt, es seien mindestens 155 Menschen verletzt worden. Die US-Botschaft konnte die Anwesenheit von US-Personal auf der Basis zunächst nicht bestätigen.

Die Explosion ereignete sich in der Ortschaft Gerdek, rund zehn Kilometer nördlich von Tirana, sie war auch in der Hauptstadt selbst, dem Seebad Durres und im benachbarten Mazedonien zu spüren. Über eine Stunde lang wurde das Waffendepot immer wieder von Detonationen erschüttert.

One worker who had escaped from the facility said there were at least 60 workers at the site before the blast.

“I was at the gate of the depot when the explosion happened,” the worker told Prime Minister Berisha in Tirana’s military hospital.”There were 21 groups of workers, each made up of 3 workers at the factory,” he added from his hospital bed, his hands and face burned by the explosion.
Media reports say Gerdec has been devastated by the blast which occurred at 1215 local time (1015 GMT). Houses within a five-kilometre radius of the compound have been severely damaged.

The blast was heard both in Durres and Tirana. Three strong detonations were also heard in Macedonia.

Folgen der Völkerrechtswidrigen Anerkennung des Kosovo: Die Destabilisierung der Region hat begonnen

Wie alle Experten und sogar John Bolton warnte, wird es eine Destabilisierung der Region geben, was Sonnen klar war, weil nun erhielten Kriminelle und Terroristen, mittels Anschläge und Morde, sogar ihren schon in 2000 von Daniel Fried angekündigten eigenen Mafia Staat, als Drehscheibe für kriminelle Geschäfte in Europa im Auftrage gewisser US und Deutscher Politischen Kreisen. Der Wunsche für ein “Schwarzes Loch” ging in Erfüllung, für diverse üble Geschäfte Macher.

Alle auch die amtlichen Hinweise und Vorschläge aus der IEP - BND Kosovo Studie 2007 wurden ignoriert.

Und natürlich werden noch mehr Rechte von den Albanern umgehend gefordert! Forderungen und nochmal Forderungen werden gestellt, wo es in Wirklichkeit nur um die Tarnung krimineller Geschäfte geht.

Die Regierung von Ministerpräsident Nikola Gruevski verlor damit ihre knappe Mehrheit im Parlament. Der Staatspräsident will nun bei einem Treffen mit Gruevski und dem Chef der Albanerpartei, Menduh Thaci einen Kompromiss suchen. Thaci fordert zudem mehr Rechte für die albanische Minderheit.

The Fake degrees from the Mafia Tetova University

Albania Ignores Trade in Fake Degrees

20 February 2008 From officials to convicted criminals, for few hundred euros anyone can buy a fake degree on Tirana`s flourishing black market while authorities keep ignoring the problem.

“We are not sure what a bachelor’s degree is,” is how Eduard recalls the words of an official at the Albanian Ministry of Education, when he tried to have his diploma certified after returning from the United States where he had studied criminal justice.

“It took me roughly eight months to prove my degree was valid and in the meantime I was barred from applying for any job in a state institution,” the University of South Florida graduate remembers.

“They had no idea what credit hours were, or whether a bachelor’s degree from a state university in the US was awarded after a four-year course or after just two years.”

Anyone who wants to apply for a job with a public institution in Albania needs to have their diploma certified by the ministry as authentic and equivalent to degrees awarded by local universities. The process is not meant to take more than three months.

However, a Balkan Insight investigation has found that not only does the process often take up to a year but that the ministry has certified fake diplomas as authentic.

Even worse, the ministry has turned a blind eye to this error and never made public its findings once the fake degrees were reported.

Balkan Insight has discovered that fake degrees, many of them allegedly coming from Tetovo University in Macedonia, can be bought for a few hundreds euros in the streets of Tirana.

Although the Ministry of Education says it passed on its findings to the Ministry of the Interior and to the former prosecutor-general, Theodhori Sollaku, no investigations was launched.

This is in spite of the fact that the presentation of false documents is a severe offence in Albania, meriting a sentence of up to three years’ imprisonment.

While fake diplomas pass through the system and while the people using them have not been called to account, legitimate graduates such as Eduard have had to compete with people whose diplomas cost them a few hours’ work and a fistful of euros.

Institutional Silence

On March 3, 2007, an ad-hoc commission gathered on the third floor of the Ministry of Education in Tirana, headed by the Deputy Minister of Education, Ardiana Gjonaj.

The commission met to review the earlier decisions made by a similar commission in November 2005, which had certified a number of diplomas issued to Albanian nationals, allegedly by the law department of Tetovo University.

The minutes of the recent meeting, obtained by Balkan Insight, concerned 13 people whose law degrees from the university were certified by the ministry in 2005 after having obtained certification by presenting fake documents.

Among the 13 was an Albanian deputy in parliament, a member of the ruling, centre-right, coalition of Prime Minister, Sali Berisha. The deputy still lists the degree from Tetovo University in his CV.

Tetovo University was not at fault over the deputy’s fake diploma. Indeed, on October 19, 2005, the university informed the Albanian Education Ministry that although the deputy had enrolled in the law department, he had not passed any exams. In spite of this information, the ministry certified his non-existent “diploma” on December 26, 2005.

After annulling the previous decisions at the review session in 2007, the commission notified the Ministry of Interior and the office of the Prosecutor-General and promised to make the findings public both on the ministry’s website and in the press.

But few of the pledges made at the March meeting were upheld. After inspecting the Education Ministry website and newspapers from the time, Balkan Insight has not found any evidence that the information on the false degrees was made public.

Balkan Insight contacted Gjonaj to ask whether the decision was ever made public, but the deputy minister declined to comment.

The ministry did carry out the decision to notify the Ministry of Interior and the office of the Prosecutor-General of the misdemeanors but in spite of that, these senior state officials did not launch any known investigation.

Aleksander Goga, head of investigations at the time in the office of the Prosecutor-General, told Balkan Insight that he never received any documents concerning fake diplomas from the University of Tetovo.

The head of the Economic Crime Unit at the Prosecutor-General’s office, Llambi Baku, also denied receiving any material relating to this issue from former prosecutor-general Sollaku, who has since been dismissed.

President Bamir Topi sacked Sollaku after the government accused him of failing to act on a number of corruption cases.

False degrees – a nice little earner

In the meantime, an illicit traffic business in falsified university degrees documents continues unabated on the streets of Tirana.

“Here in Kavaja street, you can find anything you need, apart from a fake mother or father,” jokes Roni, 35, a heavily-built man who trades in educational documents.

Kavaja street, which leads off Tirana’s central Skanderbeg square, has become synonymous with fake papers. It is the favoured location for gangs who in a few hours for the right price can get hold of any false document, from university diplomas up to British passports.

Roni explains that the cost of a university diploma ranges from €500 to €800. “I can get any seal you want,” Roni adds, exuding confidence, when asked if he can supply a fake diploma from Tetovo.

As an Albanian-language university, but lying outside the country - and thus outside the remit of the country’s official institutions - the University of Tetovo, established in the mid-1990s, is a popular choice for Albanians who wish to falsely claim they have obtained a degree abroad.

The university rector, Sadi Bexheti, admits the scale of the problem is alarming. “These diplomas are not issued by the University but are printed by criminal gangs with the help of insiders,” he complains. “Often, students from Albania who have not even made it to their second year, have falsified their diplomas and have tried to have them certified,” Bexheti adds.

The rector goes on to say that he believes fake Tetovo degrees are also being sold in Kosovo and Montenegro.

Albania PM Condemns Attack on BIRN Editor

13 March 2008 Tirana _ Albanian Prime Minister Sali Berisha condemned an assault on BIRN Albania Editor Besar Likmeta, in a statement issued Thursday.

“The Prime Minister has learned with worry the news of an act of violence toward the journalist, Besar Likmeta by deputy Tom Doshi, in the presence of deputy Arben Isaraj,” read the statement.

“Condemning this act of violence and all similar acts towards journalists, the Prime Minister asks all the competent authorities to begin a thorough investigation into this unacceptable act,” the statement added.

Tom Doshi, a deputy from Albania’s ruling centre-right coalition, lashed out violently in a hotel bar in Tirana when confronted by this reporter over his fake law degree from Tetovo University in Macedonia.

SKOPJE, Macedonia: An ethnic Albanian party pulled out of Macedonia’s governing coalition late Thursday, officials said, and the government could fall unless the prime minister can find another coalition partner.

The Democratic Party of Albanians, or DPA, quit over demands that include the immediate recognition of neighboring Kosovo, social welfare for former rebels and making Albanian a second official language.

Party leader Menduh Thaci said the DPA’s central committee, which was meeting Thursday night, supported his decision to walk out.

“The decision to leave the government is final and irrevocable,” he said after the meeting in the Skopje’s suburb of Saraj, which is overwhelmingly ethnic Albanian.

The move triggers political turmoil three weeks before a decision on whether Macedonia will be invited to join NATO. Macedonia is already embroiled in a name dispute with neighbor Greece.

Prime Minister Nikola Gruevski will have to form a new coalition to avoid early elections, because he is now left with 57 of parliament’s 120 seats.

The government did not make any comment after Thaci’s statement. Gruevski was in Brussels on Thursday and was due back Friday morning.

Under Macedonian law, there is no time limit for him to seek a new coalition partner, and there are several parties that are likely to agree to join his government.

Still, the DPA’s pullout has caused a political crisis at a sensitive time. Macedonia, along with Croatia and Albania, hopes to be invited to join NATO at the alliance’s summit, which starts April 2 in Bucharest, Romania.

But Greece has threatened to veto Skopje’s entry unless a disagreement over the former Yugoslav republic’s name is resolved.

Greece says the name “Macedonia” implies territorial claims on the Greek northern region with the same name. Talks on the issue have produced no results for years.

U.N. mediator Matthew Nimetz has proposed five alternative names that Macedonia could consider adopting: Constitutional Republic of Macedonia, Democratic Republic of Macedonia, Independent Republic of Macedonia, New Republic of Macedonia, and Republic of Upper Macedonia.

On Thursday, Greek Foreign Minister Dora Bakoyannis met in Brussels with Gruevski, but the two made no progress in the dispute.

“I reiterated Greece’s position and he reiterated his position,” she said.

Bakoyannis said U.N.-mediated talks on the issue, led by Nimetz, would resume in Vienna next week.

The name dispute has clouded relations between the two neighbors for 17 years.

Before Thaci announced his party’s decision, the European Commission’s representative in Macedonia, Erwan Fuere, had called on the DPA to “demonstrate a sense of leadership.”

“It is vital that the government should remain united, the coalition should work collectively together and, as I say, this is the best moment to demonstrate the sense of leadership and the determination” to implement reforms seen as essential to Macedonia’s hopes of eventually joining the European Union, he said.

President Branko Crvenkovski said he would call on Gruevski to meet with political leaders by Monday at the latest to seek a way out of the crisis.

In a strikingly frank letter to then German Chancellor Gerhard Schröder, of May 2, 2000, in the form of a report from a State Department/American Enterprise Institute-sponsored conference in Bratislava, Slovakia (“Is Euro-Atlantic Integration Still on Track? Opportunities and Obstacles,” held on April 28-30, 2000), Willy Wimmer, then member of the German Bundestag and Vice President of the Parliamentary Assembly of the OSCE (Organization for Security and Cooperation in Europe), succinctly lays out the causes of NATO’s 78-day bombing of Yugoslavia in the spring of 1999, the purposes behind NATO’s further enlargement toward the borders of Russia, and, most importantly from the aspect of global security, the US aim of undermining the international legal order as part of its vision of succeeding the Roman Empire at the height of its territorial expansion. The conference itself was held at a very high level, with several prime ministers, foreign ministers and defense ministers from Central European countries in attendance, along with high-level State Department, OSCE and NATO officials, and representatives of high profile international NGO’s and think tanks (see http://www.aei.org/research/nai/events/pageID.440,projectID.11/default.asp for a complete list of participants and http://www.aei.org/research/nai/events/pageID.439,projectID.11/default.asp for the conference agenda), including Richard Perle and Daniel Fried, current U.S. Assistant Secretary of State. The fact that the correspondence between two of Germany’s and Europe’s highest officials pertains to a conference that took place almost 8 years ago does not make it any less relevant. Quite the contrary. Looking back at the events that have taken place since, and especially having in mind the “Kosovo parliament’s” “Declaration of Independence” of February 17, 2008, and the subsequent lightning-quick recognition of the new “state” on the part of the US and its closest, mostly Western allies, Willy Wimmer’s letter is not just a prophecy, but a roadmap, both of certain key events in Europe of the previous 8 years (expanding NATO to Rumania and Bulgaria “in order to secure a land connection with Turkey,” “permanently excluding Serbia out of European development,” establishing an unhindered US military presence in ex-Yugoslavia – Camp Bondsteel, Kosovo – etc.) and of events (soon?) to come (“undermining the international legal order,” “favoring peoples’ rights to self-determination over all other provisions or rules of international law,” etc.) on the international scene, including, most likely, a descent into disorder on a global scale. In a subsequent interview given to a German foreign policy magazine (an excerpt of which was translated into English and posted on the site of New Serbian Political Thought, an influential Serbian political periodical - http://www.nspm.org.yu/Prikazi/nspm_on_english/2008_wimer1.htm), Wimmer further elaborated on the points made in his letter, revealing, among other things, that the US is using the Balkans to cushion the fallout with Muslim states over its Mid-East policies, but also, following in Bismarck’s footsteps, to keep the rest of Europe off balance by encouraging unrest in that region, which, as an added bonus, is a good way to spoil European-Russian relations. If there were any doubts as to the aggressive nature of the US-led policy regarding Kosovo (and Europe as a whole), the following letter will almost certainly dispel them. The same applies to all doubts as to whether the case of Kosovo’s secession and its US-led recognition as an independent state represents not just a grievous but a deliberate violation of international law and the wrecking of the post-World War II European and global order.   Mr. Gerhard Schröder Federal Chancellor of the Federal Republic of Germany Bundeskanzleramt Schloßplatz 1 10178 Berlin Berlin, May 2, 2000 Highly esteemed Mr. Chancellor, At the end of last week I had the opportunity to attend a conference in the Slovakian capital of Bratislava, jointly organized by the American State Department and the American Enterprise Institute (the foreign policy institute of the Republican Party). The main topics of the gathering were the Balkans and NATO enlargement. The conference was attended by very high level political officials, as witnessed by the presence of a large number of prime ministers, as well as foreign ministers and defense ministers from the region. Among the numerous important points of discussion, certain themes deserve special mention: The conference organizers demanded the speediest possible international recognition of an independent state of Kosovo within the circle of the allied states. The organizers declared that the Federal Republic of Yugoslavia lies outside of any legal framework, before all outside the Helsinki Final Act [on the inviolability of state borders – trans. note]. The European legal order presents an obstacle to carrying out the plans of NATO. In this sense, the American legal system is more suitable for application in Europe. The war against the Federal Republic of Yugoslavia was waged in order to rectify General Eisenhower’s erroneous decision during World War II. Therefore, for strategic reasons, American troops must be stationed there, in order to compensate for the missed opportunity from 1945. The European allies participated in the war against Yugoslavia in order to, de facto, overcome the obstacle and dilemma that appeared after the adoption of NATO’s “New Strategic Concept” in April 1999, that is, the Europeans’ efforts to previously secure a UN or OSCE mandate. Without denigrating the importance of the Europeans’ after-the-fact legalistic interpretation, namely that the expansion of NATO’s tasks beyond the treaty’s legal domain in the war against Yugoslavia was just an exception, it is nevertheless clear that this represented a precedent, to be invoked by anyone at any time, and that many others will follow the example in the future. It would be good, during NATO’s current enlargement, to restore the territorial situation in the area between the Baltic Sea and Anatolia such as existed during the Roman Empire, at the time of its greatest power and greatest territorial expansion. For this reason, Poland must be flanked to the north and to the south with democratic neighbor states, while Romania and Bulgaria are to secure a land connection with Turkey. Serbia (probably for the purposes of securing an unhindered US military presence) must be permanently excluded from European development. North of Poland, total control over St. Petersburg’s access to the Baltic Sea must be established. In all processes, peoples’ rights to self-determination should be favored over all other provisions or rules of international law. The claim that, during its attack on the Federal Republic of Yugoslavia, NATO violated all international rules, and especially all the relevant provisions of international law – was not disputed. After this conference, at which discussion was quite candid and open, it will not be possible to avoid the importance and long-term ramifications of its conclusions, especially having in mind the competence of the participants and organizers. It seems that the American side, for the sake of its own goals, is willing and ready to undermine, on a global scale, the international legal order, which came about as a result of the two world wars in the previous century. Force is to stand above law. Wherever international law stands in the way, it is to be removed. When the League of Nations experienced a similar fate, World War II was not far off. The manner of thought that takes into regard solely its own interests can only be referred to as totalitarian. Europäische Union – Der Verrat der Eliten: Kosovo-Serbien-Bosnien-Balkan – Die EU ist in eine politische Falle gelaufen: Herausforderungen, Fehler und Lösungen

Ehrlichkeit ist angesagt. Indem die Europäische Union es zugelassen hat, dass sich das Kosovo für unabhängig erklärt, ist sie in eine große politische Falle gelaufen. Dies wird ihre Innen- und Außenpolitik über viele Jahre schwer belasten. Wir haben diese Falle jahrelang beschrieben [1]. Die meisten Beobachter haben sie gesehen. Trotzdem haben unsere EU-Eliten wieder einmal auf einer Art und Weise gehandelt, die die gemeinsamen Interessen der EU verrät. Sie wollten damit entweder ihren kurzfristigen nationalen Interessen oder den Interessen ihrer ausländischen Herren (in diesem Fall in erster Linie Washington) dienen.

Bis die politische Führung der EU in der Lage ist, eine klare Vision für den Beitritt aller Balkan-Länder, die der EU noch nicht angehören, zu planen, werden die Europäer den innen- und außenpolitischen Konsequenzen der Unabhängigkeitserklärung des Kosovo nicht entkommen können. Die innenpolitischen Konsequenzen sind: Stärkung der Unabhängigkeitsbewegung in mehreren Regionen von EU Staaten, wachsende finanzielle und diplomatische Kosten von Friedensmissionen in einer zunehmend instabilen Region, ein sich beschleunigt entwickelndes organisiertes Verbrechen in der ganzen EU mit dem Balkan als privilegiertem Drehkreuz, usw. Die externen sind: ständiges Eingreifen der USA und Russlands, Einmischung der Türkei und anderer islamischer Länder in die Angelegenheiten der Region, usw.

Dadurch wird es für die EU noch komplizierter werden, überhaupt eine konsistente Politik für die Integration des gesamten Balkans in die EU zu entwickeln. Nur um zu unterstreichen wie inkonsistent die EU in dieser Frage ist, hier zwei Fakten, über die man sich Gedanken machen sollte:

- bezüglich Bosnien sagt die EU, dass mehrere ethnische Gruppen dazu gedrängt werden sollten, in einem einzigen Staat zusammenzuleben

- bezüglich des Kosovo sagt die EU, dass es für eine ethnische Gruppe legitim ist, sich von einem existierenden Staat abzuspalten. Wenn die Lage nicht so ernst wäre, dann könnte man über so ein willkürliches Verhalten, dass als internationales Recht getarnt daherkommt, lachen.

Kurz gesagt, die EU Eliten haben wieder einmal einen Weg gewählt, der viele Probleme bringen und die EU schwächen wird [2]. Wieder einmal schieben unsere so genannten ‚Führer’ Probleme auf, die dann von der nächsten Generation von EU Politikern gelöst werden müssen.

Nun, wir sind diese ‚nächste Generation’ und wir haben wirklich die Nase voll von dem Ausmaß an Inkompetenz, Willensschwäche und Irrelevanz, das die heutigen EU Eliten zeigen.

Deshalb wollen wir hier einige Dinge klarstellen, um einen Geschmack von dem zu geben, was die Realität von morgen sein wird, wenn wir die Angelegenheiten der EU in die Hand nehmen:

1. Die Unabhängigkeit des Kosovo ist eine Illusion, die das nächste Jahrzehnt nicht überdauern wird. Die politischen und historischen Trends, die jetzt in der Region wirken, werden zum Auseinanderbrechen des Kosovo und Bosniens in mehrere regionale Einheiten führen. Diese werden mit weitgehender Autonomie zu Serbien, Albanien und Kroatien kommen. Der einzige Grund, warum das Kosovo heute seine Unabhängigkeit erklären kann, sind die USA. In den kommenden 10 Jahren werden die USA nicht mehr in der Lage sein, eine signifikante politische Rolle innerhalb des Territoriums der EU zu spielen. Deshalb werden die Kosovaren, ohne die „Schöpfungskraft“ der USA für die Existenz eines unabhängigen Kosovo, dem Weg zur Integration in die EU folgen müssen.

2. Kosovo, Bosnien und alle diese Punkte stehen in direktem Zusammenhang mit dem Integrations-Prozess der EU. Die so genannten ‚Unabhängigkeitskräfte’ in Gebieten, die nur einfache Provinzen und nicht einmal Republiken des ehemaligen Jugoslawien waren, sind im Wesentlichen Gruppierungen, die außereuropäische (amerikanische, russische, türkische, …) Interessen verfolgen oder örtliche bzw. internationale Mafia-Gruppen. Eines der wichtigsten gemeinsamen Interessen dieser Drahtzieher besteht darin, die Region so zersplittert wie möglich zu halten, also außerhalb des Rechtsraums der EU, und so den jüngeren Generationen die Möglichkeit zu nehmen, den Weg zu Demokratie und Europäischer Integration zu bauen.

4. Ein spezieller Fokus sollte jetzt auf Albanien gerichtet werden, welches derzeit in eine Mischung aus US Flugzeugträger und Mafia Drehkreuz auf europäischem Boden transformiert wird. Die EU sollte den Schwerpunkt auf Albanien legen, mit dem Ziel, es 2014 bereit für den Weg zum EU Beitrittsprozess zu haben und dazu, die autonome Region Kosovo zu integrieren. Albanische Infrastruktur, albanisches Erziehungswesen, albanisches Rechtswesen, usw. müssen 2014 das durchschnittliche Niveau der ganzen Region erreichen. Es ist Zeit für die EU, der Tatsache ins Auge zu sehen, dass Albanien im nächsten Jahrzehnt Teil der EU sein wird und dass es einen Schlüssel für die Stabilisierung der Region darstellt. Das bedeutet, dies muss eine EU Priorität für die Region werden anstatt einem ‚Relikt’, was es jetzt über ein Jahrzehnt war.

5. Ein langsamer, aber effektiver Prozess der Umwandlung der serbisch, albanisch und kroatisch sprechenden Regionen von Bosnien, Montenegro, Mazedonien und Kosovo sollte zum Ende dieses Jahrzehnts begonnen werden. Durch die Verwendung nur eines Bruchteils der Gelder, mit denen die Region jedes Jahr den EU-Haushalt und den der Mitgliedsländer belastet, wird ein ‚Umsiedlungs-Fond’ geschaffen. ………..

Wem so eine Politik zu tollkühn, zu politisch inkorrekt klingt, der sollte im Juni 2009 nicht für Newropeans stimmen. Aber wer, im Gegenteil, der Ansicht ist, dass die Zeit reif dafür ist, dass auf der Ebene der EU eine wirkliche Führung in Erscheinung tritt, die fähig ist, komplexe Herausforderungen wie diese auf innovative Art und Weise in Angriff zu nehmen, mit einer wirklich gemeinsamen europäischen Vision und dabei immer ausgehend von den Interessen der Menschen und nicht den „verbrieften“ Interessen der verschiedenen Mafia- und Nicht-EU-Gruppen, für den ist Newropeans die richtige politische Wahl.

Tatsache ist, das der US-Botschafter Josef Limbrecht in Albanien, persönlich die Drogen Pakete bei den Schiffen im Hafen von Durres abholte und Josef Limbrecht auch jede Existenz von Bin Laden in Albanien bestritt am 12. September 2001. Und dann starb dieser Verbrecher urplötzlich am 19. Mai 2002, in einem Terroristen Camp in Peskopje Albanien, angeblich an einem Herz Infarkt. Und das der Englische Geheimdienst MI6 in jede Schweinerei auf dem Balkan verwickelt ist, ist ja wirklich Nichts Neues und deren Tätigkeit bei der Betreuung von Nah-Ost Terroristen und der Ausbildung von Balkan Terroristen.

Helga Zepp-LaRouche and Lyndon LaRouche spoke before an overflow crowd of 130 people on Feb. 13 at a conference in Munich, Germany. Entitled “Maglev: The Technology of the 21st Century,” the event was sponsored by the Civil Rights Movement Solidarity (BüSo) and the Fusion Energy Forum (FEF). Munich is planning to build a maglev route from the airport to the downtown train station—a topic of heated debate in the city.

The conference was also addressed by Tom Gillesberg, leader of the Schiller Institute in Denmark; Michael Haberland of the pro-maglev organization Mobile in Munich; Werner Zuse of the FEF; Prof. Harry Ruppe, a space scientist who worked in the U.S. Apollo Project, and was a pioneer in Mars exploration while working with NASA; and Toni Kästner of the LaRouche Youth Movement in Germany. Italian economist Dr. Nino Galloni spoke during the discussion period. The meeting received greetings in support of the BüSo campaign for maglev from the president of the Technical University of Munich and from the Solidarité et Progrès party, LaRouche co-thinkers in France. There were guests from Switzerland, Italy, Slovenia, Denmark, and the United States.

The Context for the Transrapid Decision

Dear guests and members of the BüSo—those, who are not yet members, will perhaps later this evening become so—it is really very good when there is so much interest in a topic that the room is overflowing, because of course at the moment, the question of whether the Transrapid will be built in Munich, yes or no, is really a topic which causes a stir. And when you organize on the street for it as we do, you of course find out that people have really different conceptions. Some people say, “I am for the Transrapid, but only if it is a long route, not on such a short route as from downtown Munich to the airport.” Others say, “That is much too expensive!” We have posters that say, “Transrapid Munich-Beijing.” But people still ask, “Are you for it or against it?”—which should be clear.

Therefore, I would like to treat the question of whether the Transrapid is built in Munich or not, from a somewhat broader standpoint. Some people after me will speak on the topic of the Transrapid itself—i.e., on the technology, specific routes, etc.—therefore, permit me first of all to outline the context in which this decision will take place. Because, even if perhaps the world does not go under, if the Transrapid were not built in Munich, I would go so far as to say that if the Transrapid were not finally built in Germany, after it has been planned in many places all over the world and already operates commercially in China, would raise a question as to the direction in which Germany is going in general.

Are we going in the direction of the Morgenthau Plan, where all technologies that have been developed here, like the Transrapid, like the high-temperature reactor, are built elsewhere in the world, and Germany is turned into a green land with ugly windmills? Or do we remember our technological excellence, that we as a people of poets, thinkers, and inventors should actually be proud to have developed such a technology, and for that reason we can answer the question of German identity positively?………………

Treaty for Dictatorship

I would like to discuss a great danger, which has been hardly been taken up by the press at all: the new European Treaty, or the Treaty of Lisbon. This is something that, in a way, was already rejected in May 2005, when the [European] Constitution was voted down in referendums in France and the Netherlands, with a definite “No,” because they already clearly understood the effects of the adoption of the euro on living standards, unemployment, and the rate of price increases.

But what is now occurring—and I must really ask you to take this seriously, because this represents an unbelievable danger—is that on Dec. 13, [2007], at the EU Summit in Lisbon, this same treaty, in the form of a Constitutional Treaty—thus no longer as a constitution, but rather only a treaty—was decided upon, in a disguised form by the European governments. And indeed, this text has up to now not been printed in German—what an absurdity!—and it is completely unreadable and completely unclear. It exists, as stated, up to now only in the form of the old Constitution, which has been rejected, as well as in the Amending Law, which reads, for example: “In Article 15, section 5, subdivision 7,” the following word is replaced by this and that. Then further, “in paragraph 35, section 5, subdivision” such and such, this and that is replaced by that and the other
