The KLA: braced to defend and controlOver the last year, the Kosovo Liberation Army (KLA) has transformed itself from a band of guerrillas to a structured force capable of running political and internal affairs. Zoran Kusovac reports how they did it.

When, in late February 1998, the Serbian police decided to put an end to a budding pro-independence movement of armed Kosovo Albanian fighters in the Drenica region, they were confident that their opponents would be easily dealt with. Their sources indicated that behind the pompous name, Ushtria Çlirimtare ë Kosovës (Kosovo Liberation Army - UÇK or KLA), hid just a couple of hundred hard-line ethnic Albanians who would be wiped out in one decisive attack. The planning for the operation, however, revealed the very dilemmas which were to plague Serbian operations in Kosovo from that moment onwards. The Serbs needed to decide whether to use adequately sized specialised anti-guerrilla units and run the risk of granting the KLA importance - something they wanted to avoid at all costs - or whether to play down the KLA’s importance by just using regular police and Federal Army units.

The Serbs opted for a politically safer option, but the only tactics regular troops knew was ’scorched earth’ - hitting any suspected ‘terrorist resistance’ with all means available. Such indiscriminate force met with fierce opposition from the Jashari family compound in Prekaz, and it took more than 48 hours to end all resistance there. The results showed that to silence less than 10 armed males the forces of the Serbian Interior Ministry (Ministarstvo Unutrasnjih Poslova - MUP) killed more than 40 civilians, including women and children.

A call to arms
While the Serbian side claimed that the ‘terrorists have been anihilated once for all’, pictures from Drenica of destruction and grief served as an unexpected impetus for KLA recruitment. Thousands of young Albanians left their jobs, both in Kosovo and all across Western Europe where they had been working, to go and join the force fighting for the independence of their homeland: Kosovo. So rapid and unexpected was the inflow of recruits that the KLA initially was unable to cope. Many made their way into Drenica, which, despite the bitter defeats of February and March, was seen as the centre of the resistance.

The creation of the KLA
It is still not easy to understand how it was possible to bring together, organise and arm the 30,000 fighters that the KLA mustered between the spring and summer of 1998. A key factor in explaining the unexpectedly rapid growth of the KLA, however, is the nature of Albanian society. Closely knit, with strong family, clan and regional affiliances, Albanians have always been regarded as inpenetrable to outsiders and loyal to their own sense of unity. This helped them to rally behind the non-violent resistance advocated by the grass-roots ethnic-Albanian Democratic League of Kosovo (Lidhja Demokratike ë Kosovës - LDK) and its leader, Ibrahim Rugova. However, with the appearance of the KLA and an upsurge of armed actions against the MUP and ‘loyal Albanians’ (those who continued to work for the state or directly co-operated with its executive bodies in Kosovo), the determination to pursue the ultimate aim - independence for Kosovo - by non-violent means was undermined. The KLA appeared in public on 28 November 1997. The fact that the Jasharis were just ordinary farmers and not professional soldiers reinforced the belief that an armed uprising had a chance………..

A Balkan disaster in the making

The fact that ethnic Albanian separatist guerrillas have finally turned their weapons against American and Russian troops in Kosovo should come as no surprise to regular readers of Jane’s Intelligence Digest (JID). Our leading Balkan analyst examines the escalating risk to the whole UN mission.

JID has been warning since early 1999 that the lack of a coherent long-term policy over the future of Kosovo — which remains internationally recognised as an integral part of Federal Yugoslavia — would leave KFOR, the multi-national peace-keeping force, exposed once the ethnic Albanian militants realised that their aims of independence were effectively blocked by the presence of the UN administration.

Having entered Kosovo as the perceived ‘liberators’ of the ethnic Albanians from the Serbs, KFOR troops have come into increasingly bitter conflict with the heavily armed guerrillas, many of whom are closely linked to the officially disbanded Kosovo Liberation Army (KLA). However, although the KLA ceased to exist on paper on 30 September 1999, the frequency with which illegal arms caches are being uncovered by KFOR proves beyond all doubt that the KLA — or at least its more militant wing — is still armed and active.

Albanian guerrillas attacked KFOR troops on 17 December on the border between Kosovo and southern Serbia. That this location would be the next Balkan flashpoint was made clear in a JID article last year (1 October 1999) when we warned that the Albanian-speaking areas of Presevo, Bujanovac and Medvedja in southern Serbia would be the scene of further conflict. Now, with the rise of the Albanian Liberation Army of Presevo, Medvedja and Bujanovac (UCPMB), our warnings have proved correct.

The nightmare scenario of a fresh Balkan war cannot be ruled out. Links between the ethnic Albanian guerrillas of Kosovo and the substantial Albanian minority in neighbouring Macedonia could easily lead to further destabilisation and possible disintegration of Macedonia itself — precisely the disaster which Western strategy has been aiming to avoid at all costs.

JID predicts that there will be further attacks against KFOR targets as the troops attempt to neutralise the threat posed by the UCPMB. This may include the planting of bombs like the one that was found, and defused, close to the British military headquarters in Pristina in August along with more gun battles near the southern Serbian border. With around 50,000 international peacekeepers in Kosovo, the prospect of a conflict with a local guerrilla force that knows its own territory and has the sympathy of at least a significant section of the Kosovan Albanian population may well end in a bloody fiasco.

Provisionen, Sonderleistungen, Schmiergelder: Immer wieder fällt EADS durch Korruptionsvorwürfe auf - jetzt platzte ein wichtiges Geschäft mit Indien. Experten erstaunt die Affäre nicht. Denn kaum eine Branche ist so bestechungsanfällig wie die Rüstungsindustrie.

Hamburg - Die Abbestellung kam überraschend: Noch vor zwei Tagen hatte EADS die Hoffnung geäußert, das Geschäft mit der indischen Regierung bald abzuschließen und ihr insgesamt 197 Militärhubschrauber zu verkaufen. Heute dann das Aus: Mit dem Hinweis auf “Unregelmäßigkeiten im Bieterverfahren” stornierte die indische Regierung den kompletten Auftrag (mehr…).

Doch damit nicht genug: Schon die Ausschreibung im Februar 2007 habe die EADS-Hubschraubersparte Eurocopter nur “durch die verbotene Nutzung von Mittelsmännern” gewonnen, hieß es im Verteidigungsministerium in Neu-Delhi. Ob EADS Geld gezahlt habe, um den Auftrag zu bekommen, wollte ein Sprecher des Verteidigungsministeriums nicht kommentieren.Die EADS-Vertretung in Indien wollte die Entscheidung der indischen Regierung ebenfalls nicht kommentieren. Auch ein Eurocopter-Sprecher erklärte, sich zu den Vorwürfen nicht äußern zu wollen. Der Konzern habe aber alle französischen und europäischen Vorschriften im Bieterverfahren eingehalten, hieß es bereits vor Bekanntwerden der Stornierung, als erste Korruptionsvorwürfe laut wurden.

EADS wurde schon wiederholt beschuldigt, Schmiergelder für lukrative Aufträge gezahlt zu haben. So musste sich EADS in Österreich im Frühjahr dieses Jahres wegen Korruptionsvorwürfen im Zusammenhang mit dem Kauf von Eurofightern verantworten, in München wurden zwei ehemalige Manager wegen Schmiergeldzahlungen zu hohen Haftstrafen verurteilt. In Rumänien kam der Konzern in die Kritik, weil er 2004 einen millionenschweren Auftrag ohne öffentliche Ausschreibung erhalten hatte. Und erst gestern hatte Waffenlobbyist Karlheinz Schreiber vor einem kanadischen Untersuchungsausschuss über seine Verbindungen zur Regierung ausgesagt, die für den Kauf von 34 Airbus-Flugzeugen Schmiergelder von Schreiber bekommen haben soll.

“Es fließt sehr viel Geld”

Experten erstaunt das alles nicht: “EADS ist wie andere große Rüstungskonzerne extrem anfällig für Korruption”, sagt Uwe Data, Wirtschaftskriminalist beim Bund Deutscher Kriminalbeamter. “In dem Bereich gibt es nur sehr wenige Anbieter, dafür viele Käufer und es fließt sehr viel Geld.” Aufgrund der naturbedingt hohen Sicherheitsstufen sei es außerdem extrem schwierig, Transparenz zu schaffen.

“Allein, dass so viele Deals zwischen Rüstungsfirmen und ihren Kunden durch Vermittler eingefädelt werden, ist schon ein Problem”, sagt auch Dominic Scott, Rüstungsexperte der Anti-Korruptionsorganisation Transparency International in London. “Damit machen sich die Firmen die Finger nicht schmutzig - denn wenn dann doch mal etwas bekannt wird, können sie argumentieren, sie hätten über die krummen Geschäfte nichts gewusst.” In keinem anderen Industriebereich sei der Einsatz von Vermittlern deshalb so gängig, bei quasi jedem aufgedeckten Fall seien Vermittler beteiligt gewesen.

Und deren Einsatz lohnt sich: Im Schnitt zehn Prozent, in arabischen Ländern sogar bis zu 15 Prozent der Auftragssumme streichen die “Berater” nach Schätzungen von Transparency International als Honorar ein

 1997 und 1998 betrieben die Deutsche Botschaft und das AA noch eine identische Politik in Albanien und es wurden nur noch Kulturelle Projekte gefördert und  weitere Projekte wurden an Politische Reformen wie Justiz und Polizei gekoppelt.

Die IMF Vertreterin in Tirana Frau  Ann-Margret Westin spricht die notwendigen klare Worte und stoppt alle Gelder für den Energie Staats Betrieb KESH. Reformen und nochmal Reformen, wird seit Jahren von der EU, NATO, Weltbank und den USA gefordert.

IMF Pushes For Electricity Price Hike in Albania

TIRANA – The International Monetary Fund (IMF) on Friday urged Albania’s government to allow an increase in the price of electricity for it should not spend anymore money to subsidize the state-run power utility KESH. Perfaqesuesja e perhershme e FMN ne Shqiperi, Ann Margaret Westin, i cilesoi dje si te pabaza arsyet e dhene nga ERE, per shtytjen e vendimit dhe i kerkon qeverise te nderhyje menjehere, ne te kunderten, FMN do te propozoje nje zgjidhje tjeter. “Te mos rrisesh cmimin e energjise nga frika e inflacionit, mua me duket krejtesisht jo logjike. Nuk eshte detyra e entit te shqetesohet per inflacionin, por eshte Banka e Shqiperise ajo qe merret me kete dhe qe eshte duke e bere shume mire punen e saj”, deklaroi dje per Top Channel, Westin.
