The new Oil - Gas Terminal in the Porto Romano, Durres

Three private banks agreed to  lend 10 million euro ($12.95 million) for the construction of Romano Port, the first private jetty in Albania, that will be used to handle the trans of oil, gas and their products in the coastal area of Porto–Romano, Durres.
This project represents the first private jetty that will handle the transportation of oil and gas and other such products in Albania.

Total investment for the construction of the jetty reached EUR 16 million of which 63% or EUR 10 million of the total amount was syndicated by three banks, meanwhile the other part was financed by Romano Port sh.a. itself.

The EUR 10 million syndicated loan was made possible through the participation of the American Bank of Albania, Emporiki Bank – Albania and Tirana Bank. The American Bank of Albania acted as lead bank both in regards to negotiations and participation in the syndicated loan. The loan was granted for a 12-year term.

This investment is set to replace the port of Durres and Lezha for the transportation of oil and its products. The importance of this project stands on the fact that it represents one of the largest private industrial investments in this sector.

Growing interest on the part of private businesses led Romano Port sh.a. to acquire the license for the construction of this jetty with private funds. After the signing of the Concessionary Agreement by the government of the Republic of Albania and its ratification by the Albanian Parliament under Law no. 9298, dated 28.10.2004, Romano Port sh.a. received the KRRTRSH license for its construction. Works started immediately and are now at over 50% complete. Meanwhile, unloading of the first ship is projected to happen in the summer of 2007. Upon start of operations all existing oil and gas deposits are expected to move near the new jetty within a 12 to 24 month period.

Signing of the agreement was made with representatives of the concessionary company Romano Port sh.a. and representatives from the three participating banks: American Bank of Albania represented by Mr. Lorenzo Roncari – President & CEO; Emporiki Bank – Albania represented by Mr. George Caracostas – General Executive Director; and Tirana Bank represented by Mr. Bedri Collaku – Credit Division Director; as well as Mr. Artan Dulaku, Piro Bare and companies Inter-Gaz sh.a, Alba – Oil sh.a and Edil Al-It sh.p.k. The agreement was signed on the premises of the American Bank of Albania.

The placement and functioning of the jetty will be in accordance with the recommendations of the World Bank Group and IMF which advocate that oil and gas transportation jetty be constructed in well designated industrial zones

Serbia mulls response if Kosovo declares independence

Serbia will not use force over Kosovo, but could sever diplomatic ties with countries that recognise any unilateral declaration of independence by the province, senior Belgrade officials said on Tuesday.

Serbian Foreign Minister Vuk Jeremic said on Tuesday (December 4th) that his ministry and other institutions have drafted an action plan that outlines measures to be taken if Kosovo declares independence.

The government is still discussing the “top secret” document, he told lawmakers, voicing hope that Serbia would never have to implement the proposed steps, which range from “very soft to very hard” with “seven levels of reaction” in between.

The lightest measure, Jeremic explained, was “doing nothing”, while the harshest would be to sever diplomatic relations with countries that recognise any unilateral declaration of independence by Kosovo.

At a conference in Brussels, Serbian Deputy Prime Minister Bozidar Djelic confirmed that Belgrade is considering its options. However, Serbia will “not use force in any circumstances”, Belgrade-based news agency Beta quoted him as saying.

Both officials reiterated their country’s call for the continuation of negotiations to determine Kosovo’s final status until the two sides reach a compromise.

Romanian parliamentary committee approves new intelligence chief nomination

BUCHAREST, Romania — The parliamentary committee responsible for monitoring the activities of the Foreign Intelligence Service approved on Tuesday (December 4th) the appointment of Mihai Razvan Ungureanu as head of the service. The full parliament is expected to debate the nomination Wednesday. Ungureanu, 39, currently represents Romania at the Southeast European Co-operative Initiative, and has served as foreign minister.

In other news, the Democratic Union of Hungarians has nominated Borbely Karoly to replace Iliu Winkler as minister of telecommunications. Winkler resigned last week to take a seat in the European Parliament. (Mediafax, Rompres - 04/12/07)
President to appoint director of Bulgaria’s new security agency

SOFIA, Bulgaria — The director of a new security agency to be established next year will be appointed by the president, according to agency’s regulations approved by parliament in a second reading Tuesday (December 4th). The opposition had rejected the idea, arguing it would give the president too much political influence over the new agency, which will handle issues of national security, corruption and anti-terrorism — duties now held by various agencies within the interior, defence and finance ministries. BELGRADE, Serbia — Carla del Ponte, outgoing chief prosecutor of the UN war crimes tribunal in The Hague, reiterated on Tuesday (December 4th) that evidence suggests fugitive indictee Ratko Mladic is hiding in Serbia. She also said that during her final visit to Serbia on Monday, no official she spoke with contradicted her on that point and that Belgrade officials are trying to convince Mladic to surrender. Del Ponte added that she would insist the EU not sign a Stabilisation and Association Agreement (SAA) with Serbia as long as Mladic is at large. “What’s important is that Mladic ends up in The Hague … before the SAA’s signing.
