Ruth Asfour

Sehr geehrter Herr Korn,

r
Wayne Madsen: Moralischer Bankrott – Der amerikanische Offenbarungseid.

Benevolence International Foundation

The Benevolence International Foundation (BIF) was a purported nonprofit charitable trust based in Saudi Arabia. It was a front for al-Qaeda and is now banned worldwide by the United Nations Security Council Committee 1267.[1] It had already been banned by the US Department of the Treasury.[2]

It was founded by Adel bin Abdul-Jalil Batterjee (Arabic: عادل بن عبد الجليل بترجي ) of Jeddah, who is now personally embargoed by the UN[1] and by the US.[3] BIF’s chief executive officer Enaam Arnaout began serving a ten-year sentence for racketeering in 2003.

BIF’s offices had been in Afghanistan, Azerbaijan, Bangladesh, Bosnia-Herzegovina (Sarajevo and Zenica), Canada, China, Croatia, Georgia (Duisi and Tbilisi), the Netherlands, Pakistan (Islamabad, Peshawar), the Palestinian Territories, Russia (Chechnya, Dagestan, Ingushetia, Moscow), Saudi Arabia (Riyadh and Jeddah), Sudan, Tajikistan, the United Kingdom, the United States, and Yemen.[1] It was known as the Benevolence International Fund in Canada and Bosanska Idealna Futura in Bosnia.

The group stated that it was “helping those afflicted by wars. BIF first provides short-term relief such as emergency food distribution, and then moves on to long term projects providing education and self-sufficiency to the children, widowed, refugees, injured and staff of vital governmental institutions.”

The list of 20 main financiers of al-Qaeda, composed by Osama bin Laden in 1988 and dubbed by him the Golden Chain, was found in the Bosnia office of Benevolence International Foundation when it was raided in March of 2002.[4]

[edit] History

Benevolence International Corporation is said to have been started in 1988 by Mohammed Jamal Khalifa of Jeddah, the brother in law of Osama bin Laden. Back then, it was known as an “import-export” company. It is said that this group was a front for the Abu Sayyaf group.

Meanwhile, another group known as the Islamic Benevolence Committee was founded in both Jeddah and Peshawar, Pakistan by Batterjee. The group was a “charity” that openly supported fighters against the Soviet invasion of Afghanistan.

In 1992, the Benevolence International Corporation in the Philippines folded visible operations, while the Islamic Benevolence Committee was renamed to Benevolence International Foundation. The Filipino group would become a group set up to attack U.S. interests in the Philippines. Khalid Sheik Mohammed is said to have led the rest of the group.

The group was moved to the United States, with Enaam Arnaout as the director. The organization first set shop in Plantation, Florida. Arnaout married an American woman and obtained citizenship to the United States. In 1993, the organization’s headquarters moved to Chicago, Illinois.

In late 1994, Mohammed Jamal Khalifa travelled to the United States to meet with Mohamed Loay Bayazid, who was the president of Benevolence International at the time.

[edit] Prosecution

Khalifa and Bayazid were arrested in Mountain View, California (near San Francisco) in December 1994. The FBI received communications from the Philippines that Khalifa was funding Operation Bojinka, a terrorist plot that was foiled on January 6, 1995. However, Khalifa was deported to Jordan by the INS in May 1995. The Jordanian court acquitted Khalifa, and, until his death, lived in Saudi Arabia. Bayazid was also let go. His whereabouts are unknown.

The U.S. Government alleged that the group sent money and communications to Osama bin Laden, purchased rockets, mortars, rifles, bayonets, dynamite, and other bombs for Al-Qaida members in Chechnya, Afghanistan, and Pakistan, and redirecting funds meant for charity purposes to purposes related to terrorism. The U.S. government also alleged that the group was aiding the travel of terrorists, including Khalifa, Bayazid, and al-Qaeda co-founder Mamdouh Salim, and was coordinating the escape of BIF members from Bosnian police.

During a sentencing hearing in August 2003, U.S. District Judge Suzanne Conlon told prosecutors they had “failed to connect the dots” and said there was no evidence that Arnaout “identified with or supported” terrorism.[5]

These allegations were withdrawn as part of a February 2003 plea bargain in which Enaam Arnaout pleaded guilty to racketeering charges. The plea bargain allowed for him to provide information to prosecutors as long as charges that are related to Al-Qaida are dropped. He publicly denies any link to the group.

Former Saudi charity head to sue Rice in U.S. court

By Dominic Evans

RIYADH, May 14 (Reuters) - The former head of Saudi Arabia’s
Al-Haramain charity said on Saturday he was filing a lawsuit in the
United States against senior officials including Condoleezza Rice for
putting him on a U.N. terrorist blacklist.

Washington said the charity’s international branches provided
“financial, material and logistical” support to Saudi-born bin
Laden’s network, a charge Aqil repeatedly denied.

“Since my opponent is the American administration, which is working
on the principle of ‘guilty until proven innocent’, then the way to
clear my name is through the American judiciary,” Aqil said in a
statement.

“… I have decided to file a case against the American government in
the federal court in Washington DC.”

It said it provided assistance and food to Muslims in East Africa, the Balkans, Chechnya and several Asian countries. It also built 1,300 mosques, sponsored 3,000 preachers and produced 20 million religious pamphlets, Al-Haramain officials said.

Britisch and German deal fuelled Balkan war

British deal fuelled Balkan warMilitary sale to Slovenia flouted Tory foreign policy

Kosovo: special report

Blaz Zgaga and Antony Barnett
Sunday May 28, 2000
Observer

Britain flouted its own foreign policy by approving the sale of millions of pounds worth of military equipment to a former Yugoslav republic only days before the outbreak of the bloody Balkans war, The Observer has established.

Eight days before Slovenia became the first area to break from the unified Yugoslavia in 1991, a British firm delivered communications equipment to the Slovenian forces to help them fight the Serb-led Yugoslav army.

The revelation that this deal was approved by the Conservative Government will embarrass former Foreign Secretary Douglas Hurd, who was the principal architect of the West’s policy of supporting a unified Yugoslavia. He had warned the republics to stay in the federation.

Until now, Germany has shouldered the blame for the Balkan tragedy by prematurely recognising the breakaway republics of Slovenia and Croatia. Britain’s help to Slovenia casts a new light on events.

Labour MP Ann Clwyd, who sits on the House of Commons International Development Select Committee, said: ‘These revelations show once again that the export of military equipment from Britain needs to be much more rigorously scrutinised.’

After Slovenia declared independence, the Yugoslav army began its military offensive against the ‘rebel’ republic. The ensuing 10-day war signalled the start of the conflicts that ultimately killed hundreds of thousands.

Three months after Britain exported military equipment to Slovenia the United Nations imposed an arms embargo on the region.

The Observer has obtained details of the multi-million-pound contract between the Slovenian Defence Ministry and Racal, the British defence and communications group. A fax dated 29 May, 1991, from one of Racal’s military subsidiaries, Racal Tacticom, to the Slovenian Defence Ministry lists four batches of tactical military communication equipment worth £5 million.

Racal’s communications network played a vital role in helping Slovenia beat the Serb-led Yugoslav forces. The equipment arrived on 17 June, eight days before the war of independence began.

Janez Jansa, then Slovenian Defence Minister, praises Britain for its role in his memoirs. He writes: ‘The government of one of the more decent Western states has, on our request, officially approved the export of mili tary radio stations with secure data transmission to Slovenia.’

One senior source at Racal Defence Electronics confirmed that it had delivered the equipment after it received an export licence from the Department of Trade and Industry. He said the contract was with the ‘regional government’ of Slovenia, and the export was for ‘the purpose of national defence’.

Misha Glenny, a Balkans expert, said: ‘If the British Government was fully aware of this, it would imply that the Government was covertly operating in contradiction of its stated policy and aims. It would also shift some of the responsibility carried by Germany.’

The former Slovenian Defence Minister’s book also claims that the British Embassy in Belgrade learnt that the Yugoslav air force was planning to shoot down a Slovenian aircraft due to carry the equipment to its new owner. According to Jansa, the British tipped off the Slovenians, who decided to send the cargo by road. Government sources in Slovenia confirm that the aircraft that was to have delivered the shipment was a passenger plane owned by Adria Airways, the national airline. The jet was to have flown from Gatwick to the capital Ljubljana, in central Slovenia.

Suggestions that the British Embassy in Belgrade knew of the military shipment and warned the Slovenians are strongly denied by Sir Peter Hall, who was ambassador in Belgrade. He said: ‘These allegations of British Embassy involvement are without foundation… I had no, absolutely no, knowledge of any military equipment being sent from Britain to Slovenia. Indeed, given the great tension in the region at the time I would be surprised that any such equipment would have been sent at all.’

The Observer contacted Lord Hurd and Peter Lilley, who was then Trade Secretary, with details of the arms shipment. Both declined to respond. A spokesman for the Blair Government refused to comment, saying it needed permission from Racal to give details of any export licence.

Lord Owen, the EU peace negotiator in Bosnia, said: ‘I am surprised that such sales took place, particularly as the British Government, the US and Nato’s view was to keep the Federation of Yugoslavia together. But this equipment was not aggressive - it was radios not guns. I think it sails close to the border but does not cross it.’

Illegal German Weapons to Croatia and Bosnia Fuel the Balkan Conflict

War in the former Yugoslav republics is being fuelled by a massive and complex pattern of weapons shipments to Croatia and Bosnia-Herzegovina, funded and organized by Germany. Defense & Foreign Affairs Strategic Policy has uncovered a widespread pattern of arms shipments which have been allowed to cross into Croatia and Bosnia with the tacit approval (and sometimes, apparently, direct support) of the governments of Germany and Austria, and possibly other states. As well, Germany has pointedly ignored the movement of German nationals into Croatia and Bosnia to fight against the Serbian residents of those two former Yugoslav states. All of the activity is in direct violation of German and Austrian law as well as being in violation of international embargoes against the supply of weapons to the conflict zone.

All of the actions support Germany’s traditional ally, Croatia, against the Serbian populations still resident in what is now Croatia and Bosnia-Herzegovina, and against the rump of the Yugoslav Federation. The wide collection of information came to Defense & Foreign Affairs from diverse sources, including Defense & Foreign Affairs correspondents. Some, from other sources, came in written form in a variety of languages, without elaboration, often with only partial identification of some of the transactions, companies and weapons involved.

GERMAN WEAPONS

October 4, 1991: A convoy of three truckloads of anti-tank weapons and 40,000 military uniforms arrived in the Croatian capital, Zagreb, from Bielefeld, Germany. Elements of the Croatian paramilitary forces have subsequently been found in German-made uniforms, and supplied with very nutritious food from German military stocks.

Late October 1991: Four mobile workshops, six 155mm howitzers, and a number of 120mm mortars, along with70 US-made General Dynamics Stinger advanced, manportable surface-to-air missiles (SAMs), reached the port of Zadar, from German sources.

November 9, 1991: Two truckloads of GD Stinger SAMs and a quantity of blank jackets arrived in Karlovac, Croatia.

November 10, 1991: A truck with a variety of arms arrived in Zadar from Germany via Italy.

December 19, 1991: Pier 17 at the port of Rijeka was the site of unloading to 60 tanks (type unspecified, but believed to have been East German “T”-series tanks) from Germany.

January 8-9, 1992: Three MiG fighter aircraft, model unspecified, were received by the Croatian Armed Forces from Germany. The aircraft, from former East German stocks, included one new aircraft and two which had “previously been flown”.

Mid-January 1992: Spare parts for Panavia Tornado aircraft were reportedly transported to Croatia from Germany in trucks. They were alleged to have been subsequently assembled and the aircraft (number unspecified, but believed to be more than one) are based now at Pleso airfield, Croatia.

Mid-January 1992: Weapons and military equipment worth about DM 5,000,000 were shipped to the port of Rijeka. They were in a container weighting 17.5 tons. The contents included night-vision sniper sights, night-vision field glasses, IC field glasses, optical sights for day shooting, radios for vehicle mounting, mobile radio sets, and a large amount of ammunition of various calibres. Three tons of these weapons were immediately sent to the 113th Brigade of the Croatian Army stationed at Sibenik.

January 14, 1992: Two truckloads of weapons (anti-tank rockets, mortars, Stinger SAMs) were delivered to Croatia. The weapons were reportedly purchased, source say, in Germany and Switzerland by the firm BHM from Basel.

January 15, 1992: Five truckloads of arms and ammunition were unloaded at the port of Rijeka. They were transported to, and store in, the village of Kukuljanovo, 12 km from Rijeka.

March 12, 1992: A truck transporting small arms arrived at Rijeka and continued on via Sibenik to Bosnia and Herzegovina.

Early March 1992: Croatian Ministry of Defence bought 90 military trucks from the surplus stock of the French Army contingent in Germany through a German firm identified as Weba or Vebeg. The delivery was carried out in three shipments by the end of March via Austria and Slovenia. The source said that the transaction took place with the knowledge of French and German authorities.

April 10-13, 1992: A further 60 tanks from Germany (again, believed to be former East German “T”-series MBTs) were unloaded in the port of Koper and stored in the warehouses of Kukuljanovo near Rijeka.

Kommandant “Remi” Rustem Mustafa the KLA - UCK Terrorist and murder in court

Sunday, 11 August, 2002, 19:44 GMT 20:44 UK

Police seize former Kosovo rebel

KLA troops

Mustafa was a commander in the KLA

United Nations police, backed by Nato-led peacekeepers, have arrested a former ethnic Albanian guerrilla leader on suspicion of murder and torture in Kosovo. Rustem Mustafa was detained in the Kosovo capital, Pristina, at 1600 local time (1400 GMT).

The investigation is focused on… the torture and murder of at least five illegally detained persons

UN statement

His arrest was requested by an international prosecutor as part of an investigation, UN police said.

Mr Mustafa was a regional commander of the now-defunct Kosovo Liberation Army (KLA) in the Podujevo region of northern Kosovo during the 1998-1999 war with Belgrade.

It is not known when the alleged crimes were commited or who the victims were.

Investigation continuing

A UN statement said: “The investigation is focused on evidence linking the suspect to the torture and murder of at least five illegally detained persons.”

“The prosecutor in this case has requested that the suspect be detained pending the conclusion of the investigation,” it said.

During the conflict, Mr Mustafa - known by his nom de guerre as Remi - controlled Kosovo’s northern border, known as Llap region.

After the war he joined the Kosovo Protection Corps (KPC), created to deal with civilian emergencies after Nato troops took over the province.

He served as a regional commander of the Gnjilane region.

‘Threat to peace’

But last year Mr Mustafa was dismissed from the KPC after the US included him on a list of 22 ethnic Albanians believed to be a threat to peace in the Balkans.

Three former KLA members were arrested earlier this year on suspicion of attacking and murdering fellow Albanians.

The UN police said an international judge will decide whether to charge Mr Mustafa once the investigation is complete.

If he is indicted, the case will be tried by a panel of international judges, the police said.

http://news.bbc.co.uk/2/hi/europe/2187270.stm

(The Sunday Times, April 29, 2001 - see reference: http://emperor.vwh.net/analysis/kla-aq.htm)

Mustafa’s crimes are similarly documented (see here [http://www.decani.yunet.com/testimonies4.html]; scroll down to “Commander Remi”): abductions, murders, bomb attacks against cafés, convenience stores and marketplaces… Among his victims were both Kosovo Serbs and those Albanians who had not joined the KLA. Most significantly, fellow KLA members testified he was responsible for organizing an exodus of some 220,000 Albanians from northern Kosovo (The Guardian, June 30, 1999) during NATO’s assault in 1999. As this demolishes the NATO thesis about Serb “ethnic cleansing” (and thus removes the justification for both the 1999 invasion and the occupation), the absence of these crimes from Remi’s indictment is not surprising.

Given the obvious amount of knowledge about these two characters and their actions, their arrests on minor charges amounting to “assault” and “manslaughter” seems more of a PR move than genuine concern for justice and peace. Let’s not forget, NATO’s illegal attack made it possible for Remi and Ramush to run wild around Kosovo in the first place, and for over three years.

BUYING AN INTERVENTION: KOSOVO AND ALBANIAN PAC MONEY IN CONGRESS

SPECIAL REPORT FROM BEN WORKS

BUYING AN INTERVENTION: KOSOVO AND ALBANIAN PAC MONEY IN CONGRESS

By Benjamin Works, Director, The Strategic Issues Research Institute

Hack and I, along with a select group of others, have been at war with the KLA over its heroin and terrorist connections. We also knew something about how political money bought this war policy. Here’s the story.

Back in 1995, late in the Bosnian war, I got a reference to a 1986 Senate Resolution proposed by Senator Bob Dole of Kansas, decrying Yugoslavian official oppression of the Albanian population of Kosovo –that’s 1986, when the Albanian Autonomous government was still fully operational. Joseph DioGuardi, a New York Republican, sponsored the companion House Resolution, both of which never emerged from committee.

I got a copy of that Senate Resolution Nr. 150 from the Congressional Register of June 19, 1986 and then let it sit in my file for a long time, while the NATO occupation of Bosnia appeared to keep things calm. Meanwhile, Bob Dole managed to lose the 1996 Presidential Election, then vigorously supported Mr. Clinton’s year-by-year extensions for keeping some 6900 US soldiers in Bosnia.

As the KLA insurrection in Kosovo reached civil war levels, I began to think about that resolution and how it misrepresented history. I had done considerable reading on the origins of the Yugoslav conflicts, pulling Washington Post, New York Times and other reports from the 1980s, bearing on Kosovo and the collapse of the Federative Republic’s communist government under the pressure of ethnic-nationalism.

Well, pieces fit together showing that all along it has been the ethnic nationalist fascist losers of World War II in Croatia, Bosnia and Kosovo who have been exploiting the political process in Germany and the United States. Their goal has been to effect the division of Yugoslavia and the cleansing of Serbian populations from their territories, while purporting that “Greater Serbia” was the menace to European security and not the post-fascist “Greater Croatia” and “Greater Albania.”

Survivors of the Croat Ustashe movement in southern Germany began their work in the 1960s, but Joseph DioGuardi must be given credit for a sustained campaign to influence Congress beginning in the mid-1970s. DioGuardi, an Albanian American whose ancestors came from an Albanian transplant community in the heel of Italy, sat in Congress for several years in the mid-1980s as a Conservative Republican from New York’s Westchester County, but creating a Greater Albania was his agenda as a map on his website shows. His Political Action Committee (PAC) activities are easy to follow from 1988 on.

What makes the PAC and individual contributions to campaigns more interesting is the demonstrated connection between the Kosovo Heroin Mafia, its “pizza connection” distribution (”inherited” from the Gambino crime family) and money-laundering networks, and the number of pizzaria owner-contributors listed in DioGuardi’s filings. The Croats and Albanians came up with big pots of laundered money, then spread it around selectively, with American politicians helping to persuade other members in Congress.

I have indications of a political alliance between DioGuardi and Bob Dole going as far back as the early 1970s, but have not yet got all the evidence in hand. What I do have is sufficient to reach tentative conclusions about how foreign policy, in a democracy, can be “bought” –that is precisely what happened in the case of the Kosovo Air War.

In early 1987, kicking off his 1988 bid to wrest the GOP nomination from then-vice president George Bush, Dole received $1.2 million from Albanian American supporters in New York City, while DioGuardi received $50,000 at the same dinner. I expect the funding trail goes back further, at least to Dole’s 1976 campaign. It certainly continued from 1987 through to the present.

As the collapse of Yugoslavia loomed, the Croatian and Albanian lobbies continued their campaign: Defense & Foreign Affairs Strategic Policy, Mar. 31, 1993 issue, reported as much as $50 million was larded around Capitol Hill in a two-year period which saw the defeat of George Bush and led to Bob Dole’s control of the Republican party.

The United States Congress, still reeling from a series of financial scandals involving representatives and senators, is now bracing for a new problem: the massive financial “contributions” which have been made to election funds of politicians by Croatian sources over the past two to three years. One Congressional investigator told Defense & Foreign Affairs Strategic Policy that the donations and expenditures on Washington lobbying by the Croatians over the past two years “could well exceed $50-million.” Much of this came directly from Croatian lobbyists, and some from Croatian American businessmen.……………….

Now, as to individual contributions, there are campaign contribution limits on individuals, then there are Political Action Committees (PACs), “Soft Money” contributed to the parties and fed back to candidates, and there is the time-honored custom of passing bundles of hundred dollar bills in brown paper bags to favored candidates. Federal Election Commission (FEC) records are on-line and I have been able retrieve records for Joseph DioGuardi’s PACs going back to the 1988 election cycle, and have also tested Bob Dole’s 1996 Campaign and Liddy Dole’s Campaign-2000. It is all there in the lists of candidates and contributors.

In particular, most of the Congressmen speaking loudest against Serbia and Serbs are those receiving money from DioGuardi’s PAC. Some have simply been beguiled, others may be more disingenuous. Recipients come from both sides of the aisle but are mostly members of the House or Senate foreign relations committees: Joseph Lieberman and Jesse Helms, Benjamin Gillman and Tom Lantos. These records do not reveal monster sums of money, but demonstrate the tip of the iceberg, where “soft money,” individual declared contributions and bags full of $100 bills also find their way to select candidates.

It is clear that Bob Dole and Joe DioGuardi, in league with Croat and Bosnian fascist emigrees, worked very effectively to set up US foreign policy to dismantle Yugoslavia and ruin the Serb people. They have succeeded admirably because they were organized and persistent, while their opponents were disorganized and, ultimately, outnumbered by the overwhelming flood of media propaganda. Now, the US taxpayer is on the hook for Billions of Dollars, while our service personnel will be tied down for years in Bosnia and Kosovo, again attempting the kind of nation building that failed so spectacularly in Somalia and Haiti.

For those wishing to inspect the details of these fundraising, I have loaded the summary lists compiled thus far at my website along with a companion reading file on the KLA and Heroin and KLA Drugs.

Bulgaria Probes Ex-Secret Police

Bulgaria Probes Ex-Secret Police

02 11 2007 Sofia _ Bulgaria’s national ombudsman’s office is the only state institution in the country that has not employed people connected to the communist-era secret police, according to Bulgaria’s official watchdog.

Ekaterina Boncheva, member of the Personnel Records Commission, told a news conference on Thursday that out of the 3,765 people whose files had been examined, 620 turned out to have worked for state security before 1990.

Boncheva expressed the Commission’s thanks to the Bulgarian public.

“We would not be able to do our job without the support of the citizens and the media,” Boncheva said.

She added that over 900 applications for access to the personnel records had been received.

Boncheva was speaking after attending a conference on the subject of managing the heritage of the Bulgarian Communist Party.

She said the archives of the former DS secret police included 20 km of shelves, compared to the 180 km containing the records of the former East Germany’s Stasi.

Most of the personal files are kept in the Interior Ministry’s 30 departments.

An estimated 41 per cent of the files have been destroyed, most of them in 1990 under instructions from the then Interior Minister and vice-President General Atanas Semerdjiev, who was jailed five years ago for his role in the operation.

The issue of the personal files re-emerged in May after the interior ministry selectively made public the names of several prominent individuals who had alleged cooperated with the communist-era secret police.

President Georgi Parvanov was among those named.

Under pressure from the public, the Socialist-led governing coalition has opened up the archives.
