Arbeit verweigern raus? Das wäre Innere Sicherheit und nicht der
erfundene Kampf gegen den Terror von Schäuble.

Italy to Expel Romania Criminals

02 11 2007  Bucharest _ Romanian officials are waiting anxiously for the Italian authorities to issue their first expulsion orders, under a new decree, for citizens of another EU member state, believed to be a danger to society.

The expected expulsions follow a series of crimes in Italy blamed on Romanians.

Prime Minister Calin Popescu Tariceanu on Friday expressed his deepest regret over the killing in Rome of a 47-year-old woman, allegedly by a Romanian man, and pledged his full support to the Italian authorities.

The woman was raped and beaten earlier in the week, by a man in his mid-20s, who has been arrested in connection with the crime.

Tariceanu also said his government will take prompt and serious action to tackle the problem of crime committed in Italy by Romanian migrants.

Around 500,000 Romanians are officially registered as living in Italy, but unofficial estimates put the actual number at double that figure or perhaps even more.

EU citizens, including from newest members Romania and Bulgaria, are allowed to travel freely across the 27-member bloc’s internal borders, but Italy issued earlier this week a decree which grants extended powers of expulsion to local authorities.

Under the decree, police would be given the authority to expel EU citizens considered dangerous to society, and those who returned illegally could be jailed for up to three years.

No trial would be necessary before an expulsion, and reasons for ordering them could include past criminal convictions.

Rome has said the measures are permitted under European Union rules.

Albania’s business registration process expedited

02/11/2007

In an effort to shorten bureaucratic procedures and eliminate corruption, Albania’s recently founded National Registration Centre offers a streamlined day registry for new businesses.

New businesses in Albania can now legally register within 24 hours, avoiding long bureaucratic procedures that used to take up to 47 days and fostered bribery and corruption.

According to the economy ministry, which initiated the reform, the new process combines several steps into one. The changes were implemented with financial help from USAID, under the Millennium Challenge Albania Threshold Agreement. The 2006 accord aims to reduce corruption through reforms in tax administration, public procurement, and business registration.

“We want to provide easier, faster and a less costly process of registering a new business, simultaneous tax registration, social insurance, health insurance and labour directorate registration using a single application procedure,” said the head of the National Registration Centre (NRC), Tom Kola.

He says the reform is a significant phase in government efforts to improve the business climate in Albania. It provides several important benefits for Albanian businesses as well as foreign investors.

The NRC will greatly simplify and reduce the cost of business registration services by streamlining information requirements. Licenses needed for specific activities will be obtainable after registration, not as a precondition for business and tax registration.

Companies may even be able register online in the near future. “A Windows application will be available throughout Albania, making it possible for a business to register locally. Free public access to commercial registry information can be done via the internet,” Kola said.

However, there may be a legal hurdle. Albania currently does not have a law on the books allowing electronic registration. The head of Albania’s Chamber of Commerce and Industry, Ilir Zhilla, welcomed the registration initiative. However, he said, “We have yet to see if the new registration process will work within the next year.”

In early September, the NRC signed a Memorandum of Understanding with the customs department for access to business and fiscal registration data.

“The memorandum is an important step in minimising corruption, which Albania has been facing in the last few years and which made it impossible for businesses to function normally. By partnering with the NRC, we will offer our data and experience,” said Gerta Picari, the general director of the customs department.

Bosnia and Herzegovina (BiH) Prime Minister Nikola Spiric resigned on Thursday (November 1st) in protest of internationally-endorsed measures aimed at improving the functionality of state institutions, including his cabinet.

“I have submitted my resignation to Bosnia’s presidency,” Spiric, a member of Republika Srpska (RS) Prime Minister Milorad Dodik’s Alliance of Independent Social Democrats (SNSD), told reporters.

He stepped down a day after the Peace Implementation Council (PIC) Steering Board voiced its support for reforms High Representative Miroslav Lajcak proposed last month, in a bid to streamline the decision-making process in BiH’s central government and parliament.

The plan the Slovak diplomat announced on October 19th called for changes to the quorum rules in the two institutions, making it more difficult for ministers and lawmakers to block the adoption of decisions and legislation by simply boycotting sessions……………..
