KLSH: Qeveria, shkelje financiare në pagimin e “Ridge”

Denoncohet vendimi i qeverisë, për dhënien e 172 mijë dollarëve me prokurim të drejtpërdrejtë kompanisë së këshilltarit të kryeministrit Berisha, Tom Ridge Kontrolli i Lartë i Shtetit, në raportin e fundit të tij të dorëzuar në Parlament, midis shkeljeve të shumta, ka listuar edhe një vendim të qeverisë që ka konsistuar në prekjen e Fondit Rezervë në disa raste. Një nga rastet e listuara si esenciale në raportin e KLSH-së për vitin 2006, është edhe Vendimi N.r 653, datë 27/09/2006. Sipas këtij vendimi të qeverisë, i lejohet Kryeministrisë që të përdorë procedurën prokurim i drejtpërdrejtë me shoqërinë “RIDGE, GLOBAL LLC” për dhënien e një shërbimi konsulence. Ky shërbim konsulence konsistonte në hartimin e Strategjisë Kombëtare të Sigurisë, mbështetjen për anëtarësimin në NATO, mirëqeverisjen, luftën kundër korrupsionit, pastrimit të parave dhe kriminalitetit. Vlera totale për këtë prokurim ka shkuar në 15 563 000 lekë. Raporti i Kontrollit të Lartë të Shtetit e vlerëson këtë mënyrë prokurimi si të parregullt. Në raport thuhet se, për emergjencën e këtij vendimi nuk paraqitet asnjë detaj në relacionin shpjegues dhe as për faturën financiare që i ka kushtuar buxhetit të shtetit. Nga ana tjetër raporti bën me dije se nuk ka pasur asnjë parashikim në buxhet për këtë emergjencë, duke hedhur më tej hije dyshimi mbi formën e prokurimit të këtyre parave nga ana e institucionit të Kryeministrit, në drejtim të kompanisë së këshilltarit të tij, Ridge.

Por shkeljet e konstatuara nga ana e Kontrollit të Lartë të Shtetit për këtë vendim janë të shumta. Sipas raportit të këtij institucioni, në vendimin e qeverisë për lëvrimin e fondeve me anë të prokurimit të drejtpërdrejtë për kompaninë e këshilltarit amerikan të Kryeministrit, Tom Ridge, përveç mënyrës se si është lëvruar ky fond, ka edhe një element tjetër, që është në shkelje me ligjin. Si shkak për lëvrimin e këtij fondi nga ana e qeverisë është listuar edhe shërbimi i konsulencës për hartimin e strategjisë kombëtare, draft ky i hartuar që në vitin 2003 dhe që është miratuar nga ana e Parlamentit, po në këtë vit. Pra një pjesë e fondit prej 172 mijë dollarësh është justifikuar si shpenzim për hartimin e këtij drafti që ishte miratuar rreth 3 vite më parë, në një kohë që fondi është lëvruar në vitin 2006.

Senior Albanian officials implicated in corruption case

TIRANA, Albania — Prosecutors have ordered the arrest of Deputy Transport Minister Nikolin Jaka and eight others suspected of rigging tenders for the construction of a major highway over the past two months. The officials include Bashkim Kamberi, general director of roads in the Ministry of Transport, several junior officials and three businessmen.

Prosecutors also want to question Foreign Minister Lulzim Basha, who previously served as minister of transport. He denies any wrongdoing and refuses to co-operate with investigators. Prime Minister Sali Berisha told parliament on Tuesday (September 18th) that the corruption allegations are groundless. The road in question links Kukes to Durres. Albania’s dilemma: produce energy or protect the environment?

Albania’s Sali Berisha says thermal power plants are the best way to meet the country’s energy needs. But plans to build such a facility at a top tourist destination have local residents crying foul.

Over the last decade, life in Albania has become seriously affected by energy shortages. This summer, the public faced up to 12 hours of power cuts a day, at the peak of the tourism season.

Prime Minister Sali Berisha has vowed action. He says neither energy imports nor conservation efforts are enough to solve the problem, and that new facilities must be built. “I think that the Albanian government has to plan in its budget the funds for a new thermal power plant every year,” he said.

The authorities have given the go-ahead for a thermal plant in the southwestern port city of Vlora. However, the initiative has triggered opposition from environmentalists and local residents.

Situated off the Adriatic coast, Vlora is one of the most popular tourist destinations in the country. Beautiful beaches and lagoons, as well as ancient and medieval monuments, make it an appealing travel destination. Vlora is also famous for its biodiversity and its wine, olive oil and fish.

The thermal facility would be part of an industrial park covering a 560 hectare area, close to several protected lagoons. As the entire city area of Vlora is 1,120 hectares, and the industrial zone will be located 1.5 km from the centre within a residential area, residents are worried about the negative impact on social life and on the tourism potential. Environmentalists, meanwhile, say the project’s main goal is not to improve the energy situation at home, but to facilitate exports abroad.

“Despite the government’s assurances that the power plant should provide a remedy to the increasingly acute energy situation in Albania, there are indications that the fulfillment of Albania’s energy demand features only as secondary to the export of electricity to the European energy market, particularly the Italian market,” says Aleksander Mita, representative of the Alliance for the Protection of Vlora Gulf. ……

Pristina. Hoffentlich sei jetzt “ein wenig Realismus” in die westliche Kosovo-Politik eingezogen, sagt Milan Ivanovic, Vertreter der Kosovo-Serben in der geteilten Stadt Mitrovica. Ein paar Kilometer weiter südlich schimpft der albanische Politiker Bujar Bukoshi, die deutsche Kosovo-Politik sei “eine Katastrophe”. Anlass für die recht unterschiedlichen Einschätzungen sind ein paar Sätze des deutschen Vermittlers Wolfgang Ischinger im Londoner Independent. Der Diplomat hatte im Gespräch mit der Zeitung so geklungen, als setzten wenigstens die Deutschen neuerdings nicht mehr auf die Unabhängigkeit des Kosovo.

Albaner wie Serben reagieren nervös auf jedes Wort, das einer der mächtigen internationalen Vermittler fallen lässt. Bis zum 10. Dezember soll die Troika aus je einem Vertreter der USA, Russlands und der Europäischen Union dem Sicherheitsrat der Vereinten Nationen (UN) seinen Vorschlag für den “endgültigen” Status des UN-verwalteten Gebiets unterbreiten. Das Fernsehen und die meisten albanischen Zeitungen in der Provinz zeigen täglich den Countdown……

A është edukimi i rinise dhe veçanërisht te rejave ne zonat rurale ne standarde te kohës?
