Investigative journalist Jeremy Scahill joins us to talk about his new book, “Blackwater: The Rise of the World’s Most Powerful Mercenary Army.” Scahill writes, “Blackwater is the elite Praetorian Guard for the ‘global war on terror,’ with its own military base, a fleet of twenty aircraft, and 20,000 private contractors at the ready. Run by a multimillionaire Christian conservative who bankrolls President Bush and his allies, its forces are capable of overthrowing governments.” From Iraq to New Orleans, Blackwater has continued to pull in multi-million-dollar government contracts, mostly without accountability and in near-secrecy. Four years ago today, the US invasion of Iraq was in its opening hours. Hundreds of thousands of deaths and injuries later, another date marked later this month has taken on nearly as much significance. March 31st, 2004. Four employees of the private U.S. security firm Blackwater USA are ambushed as they drive through the center of Fallujah. In images broadcast around the world, their burnt corpses are dragged through the streets. Two of them are strung up from a bridge. This is an excerpt of the PBS documentary, “Private Warriors”, going back to that day.

The U.S. military followed with the first of two major attacks that ended up virtually destroying Fallujah — and setting off a new wave of Iraqi resistance that continues to this day. Meanwhile, instead of curbing the reliance on contractors in Iraq, the Bush administration has expanded the privatization of war. Blackwater has been one of the biggest recipients. From Iraq to New Orleans, it has continued to pull in multi-million-dollar government contracts, mostly without accountability and in near-secrecy. Today, an in-depth look at Blackwater with investigative journalist Jeremy Scahill. Blackwater rüstet auf

  Bei dem Begriff “Privatarmee” dürften die meisten Menschen spontan Bilder von vielleicht einigen hundert marschierenden Männern mit automatischen Waffen, vermutlich in einem südamerikanischen, vielleicht noch afrikanischen Land, vor Augen haben - Hollywood sei Dank.

Schon bisher trog dieses Bild, existieren in den USA doch zahlreiche “Sicherheitsunternehmen”, die ihre Söldner an zahlungskräftige Kunden vermieten - allen voran derzeit natürlich der US-Regierung zwecks Unterstützung der Besatzungstruppen im Irak. Das erst im Jahr 1997 gegründete Unternehmen Blackwater USA allein hat schätzungsweise 20.000 Mann unter Waffen und besitzt ein Übungsgelände mit einer Fläche von über 28 Quadratkilometern - der halben Fläche der norddeutschen Stadt Flensburg. Neben schweren Waffen, gepanzerten Fahrzeugen, ferngesteuerten Drohnen und bewaffneten Hubschraubern besitzt das Unternehmen seit dem vergangenen Jahr sogar eine eigene Fallschirmspringer-Einheit.

Am Donnerstag nun berichtete Strategy Page wie auch die Website Jane’s in ihrem abonnementpflichtigen Bereich, daß Blackwater Kampfflugzeuge des Typs EMB-314 “Super Tucano” des brasilianischen Herstellers Embraer kaufen will. Die Maschine existiert in einer einsitzigen und einer zweisitzigen Variante und wird insbesondere zur Aufklärung und zur Bekämpfung von Bodenzielen eingesetzt, wozu sie aufgrund ihres Turboprop-Antriebs und der damit verbundenen niedrigeren Geschwindigkeit gegenüber Strahlflugzeugen weitaus besser geeignet ist. Die zweisitzige Variante wird darüber hinaus auch zu Ausbildungszwecken genutzt. Die Maschinen sind mit zwei 12,7 Millimeter-Maschinengewehren ausgerüstet und haben fünf Aufhängungen für Waffensysteme wie Bomben oder Raketen.

Gary Jackson, Präsident von Blackwater, bestätigte gegenüber Jane’s Mitte August, daß das Unternehmen dabei sei, den “Super Tucano” für ein “neues Ausbildungsprogramm” zu kaufen. Derzeit stehe noch die entsprechende Genehmigung der US-Regierung aus.

Es scheint nur zu offensichtlich, daß das von Jackson genannte “Ausbildungsprogramm” insbesondere dazu dienen soll, Blackwater-Piloten für den Einsatz dieser Flugzeuge auszubilden. Zwar bietet Blackwater zahlreiche “Lehrgänge” an, andererseits scheint gerade diese Maschine geradezu dazu prädestiniert, Blackwater-Söldner im Irak bei ihren Aufgaben zu unterstützen. Da das US-Militär im Irak versucht, immer mehr Aufgaben an Söldnerunternehmen auszulagern um so die eigenen Verluste zu minimieren und andererseits der irakische Widerstand immer weiter erstarkt, scheint eine solche Aufrüstung nur allzu logisch.

Auch das Ende des hier vorgezeichneten Weges eines privatisierten Militärs wurde bereits in mehreren Hollywood-Filmen vorhergesagt.

Serbien: Neuer Anlauf für Verkauf von Zastava

Serbiens Wirtschaftsminister kündigt die Ausschreibung für den Autohersteller Zastava für Dezember an. Internationale Autokonzerne bringen sich wieder einmal in Stellung.

Kragujevac. Serbiens ehemaliger Paradebetrieb und immer noch einer der grössten Arbeitgeber, der Auto- und Waffenhersteller Zastava, soll im Dezember zum Verkauf ausgeschrieben werden. Dies kündigte am Dienstag jedenfalls Wirtschaftsminister Mladjan Dinkic an. Der Verkauf wurde in den letzten Jahren bereits mehrmals angekündigt, potenzielle Interessenten gaben sich am Produktionsstandort Kragujevac die Klinke in die Hand, gaben dann zumeist aufgrund der instabilen politischen Lage auf. Der Investitionsbedarf ist zudem hoch, nur ein Bruchteil der ursprünglich vorhandenen Montagekapazitäten kann genutzt werden, ebenso sind viele der aktuell 4400 Beschäftigten abzubauen.

Russen wollen Lkw

Unter den Interessenten sind laut Dinkic aktuell die Konzerne Ford, General Motors, Fiat, Indiens Tata und chinesische Hersteller. Mit General Motors unterschrieb Zastava Mitte Juli einen Vertrag zur Herstellung des Opel Astra Classic, die ab Herbst 2008 laufen soll. Auch mit Magna gab es vor Jahren Entwicklungspläne für ein neues Mittelklasse-Automodell, aus denen bis heute jedoch nichts wurde. Zastava ist vor allem für das Billigauto Yugo 45 bekannt. Zu Spitzenzeiten wurden in den 80er-Jahren 180.000 Fahrzeuge jährlich produziert.

Zuliefersparte schon länger im Privatisierungsprozess

Auch die Lkw- und die Autozuliefersparten von Zastava befinden sich schon länger im Privatisierungsprozess, trotz vielen Verhandlungen konnte der passende Käufer bis dato nicht gefunden werden. Laut der serbischen Zeitung “Danas” ist der russische Mischkonzern AMS Group unter den Interessenten für diese beiden Zastava-Konzernteile sowie für einen Teil der Autoproduktion.

AMS Group wird von Sergei Polbin kontrolliert und betreibt in Ulyanovsk in Russland einen Autozulieferer. AMS investierte zuletzt in China gemeinsam mit dem dortigen Autokonzern BAIC (Beijing Automotive Industry Company). Dem Vernehmen nach sondiert AMS derzeit gemeinsam mit BAIC in Kragujevac

Thousands protest rising crime, policeman’s murder in Pristina

PRISTINA, Kosovo, Serbia — Thousands of people joined a protest march in Pristina on Tuesday (September 4th) following the murder of Kosovo police officer Triumf Riza. The march began in Dardani, where Riza, 28, was gunned down last week. It moved on to the city centre, pausing outside the court to protest the justice system and rising crime. Prime Minister Agim Ceku, along with representatives of various political parties in Kosovo, joined the march. Ceku assured protesters of the government’s determination to fight crime.

In other news, the Alliance for the Future of Kosovo (AAK) picked its leader, former Kosovo Prime Minister Ramush Haradinaj, to head its list of candidates in the November 17th parliamentary and local elections. Although Haradinaj is currently being tried by the UN war crimes tribunal at The Hague, AAK says he will return to Kosovo soon and rejoin politics. Serb, Kosovo Albanian officials to meet face-to-face in New York this month

MOSCOW, Russia — The first direct talks between Belgrade and Pristina officials will be held in New York on September 28th, Russia’s representative in the Contact Group troika, Alexander Bostan-Kharchenko, told the Moscow newspaper Vremya Novostei on Tuesday (September 4th). The talks will start immediately after the next Contact Group meeting on September 27th, the envoy said, adding that he expects “a breakthrough in the negotiations process” this time.

Wolfgang Ischinger, the EU’s representative in the troika, insisted on Tuesday in Belgrade that negotiations on the Kosovo should focus on the status issue, rather than on peripheral issues such as cultural and religious rights. Ischinger met with Serbian Prime Minister Vojislav Kostunica, who reiterated his country’s opposition to any unilateral declaration of Kosovo’s independence.

During a visit to Bucharest on Tuesday, Serbian Foreign Minister Vuk Jeremic struck a conciliatory note. He said a real attempt must be made “to reconcile our legitimate demands for preservation of sovereignty and territorial integrity… with the legitimate demands of the Albanian ethnic community in Kosovo for the maximum degree of self governance”. Commission finds 19 MPs collaborated with former secret police

SOFIA, Bulgaria — The commission working to declassify the archives of the communist security services announced on Tuesday (September 4th) that 19 current members of parliament collaborated with the former secret police. Seven of them were affiliated with the nationalist Attack party. The ruling Bulgarian Socialist Party follows with six, the Movement for Rights and Freedom (MRF) has four, and the Internal Macedonian Revolutionary Organization (VMRO) has two.

The commission said 139 lawmakers — past and present — collaborated with the former State Security Service. Many of these, including President Georgi Parvanov, MRF leader Ahmed Dogan, and VMRO leader Krasimir Karakachanov, were already known to have done so. However, a few of the names on the list — such as former Prime Minister Zhan Videnov, popular actor Todor Kolev and renowned violinist Dimo Dimov – were surprises.
