On behalf of all members of the Police Assistance Mission of the European Community to Albania, it is my pleasure to present our 2007 Work Programme. In doing so, I would like to take the opportunity to record my sincere thanks and appreciation to all our staff members, Albanian and other international partners for their continued dedication and commitment throughout the year.

Albanian Police Academy Closes its Doors

03 09 2007 Tirana_ The Albanian police notified on Sunday that a year after its inception the Policy Academy will stop recruiting new cadets this year owing to the high number of officers currently active in the force.

The temporary closure of the academy came only one month after the Ministry of Interior came under fire from the European Union Police Assistance Mission in Albania, PAMECA, over its restructuring of the force.

The European Commission advisors to Albania’s police force criticized a government restructuring of the force, saying they were concerned over the way some officers were being forced out; opposition politicians say this was designed to advance police loyal to the ruling party.

PAMECA said in a news release in July that the Interior Ministry needed to be more transparent on how and why officers were being hired, fired and promoted.

PAMECA provides strategic advice and specialized technical training to the Albanian police over crime prevention, organized crime, terrorism and border management.

“The moving of officers through the system should be made in a transparent and justified manner,” PAMECA said. “There have been a lot of transfers and firings of officers lately, which has struck key sectors of the state police, which are essential for the integration of the country with European institutions.”

The restructuring has led to the loss of officers that donors had spent considerable amounts of money on training, the European police advisors said.

Interior Minister Bujar Nishani in June defended changes to the organization of several police divisions, which he said “would make the force more productive in the fight against organized crime and trafficking”.

Europa hat mit sehr Geld, etliche Spezialisten für die Schlüssel Positionen im Polizei Apparat ausgebildet, und genau diese Leute, werden im Moment entlassen. Und was dann wieder für Leute in diese Positionen kommen, ist ungewiß! Vor allem wie diese Leute, dann diese Positionen übernehmen werden, ist mehr wie zweifelhaft, denn auch unter der früheren Regierung unter Alexander Meksi, wurden als Kudret Cela (heute Prof. für Justiz in Tirana) und seinem Vize Agim Shehu, die wesentlichen Polizei Direktoren Posten und auch im Militär verkauft. Der Verteidigungs Minister Zhulali, verkaufte sogar Wehrdienst Befreiungs Bescheinigungen an die Eltern der wehrpflichtigen Söhne!

Die einzige Frage ist bei dieser gefährlichen Sache: Verkauft der jetzige Innenminister, erneut Polizei Direktoren Posten und wer ist sein Hintermann? Eine reale Frage, wenn man die jüngste Geschichte von Albanien kennt.

Macedonia’s school system undergoes reforms

Macedonian children are now entering school at age 6 instead of 7, and English will be part of the core curriculum from the first grade.

More than 300,000 young people hoisted their bookbags and headed for the classroom Monday (September 3rd) as the primary and secondary school year kicked off in Macedonia. Approximately 23,000 first graders are becoming the first to enter a new primary education system.

Under the new system, children will begin first grade a year earlier, at 6 instead of 7, and attend nine rather than eight years of primary school. The changes aim to bring Macedonia in line with many West European countries, where students start school at 6 and, in some countries, even 5 years of age. However, the reform has caused some difficulties.

Most schools in the country were built to accommodate a smaller number of students, and for now the school authorities must cope with restricted space. Nevertheless, the education ministry says instruction will proceed as planned.

Conditions will improve over time, Education Minister Sulejman Rusiti told reporters. Many problems with school facilities have been solved in the last ten months and the process will continue, he added……………

Panorama Beresowski fordert Geld zurück, mit dem er die ukrainische Demokratie unterstützte 16:26 | 03/ 09/ 2007 KIEW, 03. September (RIA Novosti). Der im Londoner Asyl lebende Russe Boris Beresowski hat beim Obersten Gericht von England und Wales eine Klage gegen ukrainische Politiker eingereicht, in der er fordert, einen Teil der Gelder zurückzugeben, die er zur Unterstützung der Demokratie in dieser ehemaligen Sowjetrepublik bereit gestellt hat. Das teilte das ukrainische Justizministerium am Montag nach Erhalt einer entsprechenden Anfrage aus Großbritannien mit. Angeklagt werden Alexander Tretjakow und Dawid Schwanija, beide Mitglieder der präsidententreuen Partei „Unsere Ukraine“. Beresowski wirft ihnen eine zweckentfremdete Nutzung von 22,85 Millionen Dollar vor, die er während der Präsidentschaftswahlen von 2004 bereitgestellt hatte. Tretjakow war früher als Berater des ukrainischen Präsidenten Juschtschenko tätig, Schwanija war 2005 Zivilschutzminister. Beresowski hatte die „orange Revolution“ in der Ukraine unterstützt, obwohl das ukrainische Recht Ausländern verbietet, den Wahlkampf zu finanzieren. Beresowski behauptete, er habe mit dem Geld nicht einzelne Parteien, sondern „demokratische Institute“ unterstützt und die Finanzmittel auf Konten der Vertrauten von Präsident Viktor Juschtschenko überwiesen. Juschtschenkos Umgebung wies diese Behauptungen als falsch zurück. Daraufhin reichte Beresowski eine Gerichtsklage ein. In Russland wird gegen Beresowski wegen einer Reihe von Schwerverbrechen ermittelt. Gegen ihn besteht ein internationaler Haftbefehl.
