Raporti: 15 klanet mafioze shqiptare

“Koha Jone” siguron dokumentin e specialisteve franceze te krimit te organizuar, bazuar ne te dhenat e sherbimeve sekrete. Analizohen ne menyre te detajuar strukturimi i organizatave kriminale ne Shqiperi, fushat e tyre te veprimit, fuqia ekonomike dhe lidhjet me pushtetin politik
“Mafia shqiptare perbehet nga 15 klane, qe disponojne te gjitha bazat territoriale te qendrueshme”. Eshte ky konstatimi i nje raporti te hartuar nga specialiste franceze te krimit te organizuar, bazuar ne te dhenat e sherbimeve sekrete. I siguruar nga “Koha Jone”, raporti i Institutit te Menaxhimit te Rrezikut Kriminal analizon ne menyre te detajuar strukturimin e organizatave kriminale ne Shqiperi, fushat e tyre te veprimit, fuqine ekonomike dhe lidhjet me pushtetin politik. Por, pohimi me trondites i raportit eshte se “per te crrenjosur keto organizata kriminale do te duhet padyshim te bashkohen te gjitha forcat politike, policore dhe ushtarake per shume vite me radhe”.
Raporti francez vlereson se “mafia shqiptare eshte nje shoqeri kriminale, sipas kuptimit te fjales. Para se gjithash eshte nje ndermarrje, fuqia financiare e se ciles mbeshtetet ne rentabilitetin eksponencial te trafiqeve te ndryshme”. Mafia shqiptare cilesohet si “nje komunitet njerezor, pushteti i te cilit ushtrohet ne te gjithe vendin”. “Jo tek optimizmi qe ngjallin, por tek efektet reale te fuqise dhe pushtetit, duhet te perqendrohen analizat e ndryshimeve qe ka pesuar mafia shqiptare nga viti 2005″, thote raporti, qe do te botohet ne ditet e ardhshme.
“Si numer i qarqeve mafioze, shoqeria shqiptare eshte kryesisht klanore. Nese kjo karakteristike maskohet dalengadale ne gjirin e gjenerates se re urbane, nje klan mbetet entitet baze i shoqerise”, vlereson raporti. Me tej, dokumenti nenvizon se “lidhja e pare e mundshme mes anetareve te nje klani eshte lidhja e gjakut dhe bazohet te lidhjet familjare biologjike”. Ndersa lidhja e dyte eshte ajo e zonave. “Ajo bashkon ne gjirin e nje klani familjet qe jetojne ne nje siperfaqe gjeografike, qe shpesh mund te jete nje rruge apo disa shtepi. Vendi shoqeror i nje klani krijon keshtu paraekzistencen e nje karakteristike esenciale te cdo organizate mafioze: centralizimin e territorit”, shprehen hartuesit e materialit hetimor.
Gjithashtu, funksionimi klanor shqiptar, sipas dokumentit, mbeshtetet, vec te tjerash, tek aplikimi i nje kodi shume te lashte, Kanuni, tek i cili vetemohimi kriminal perben nje piedestal te bronzte ne “Kodin e Nderit”, te domosdoshem per nje mafia. “Rregullat e tij (Kanunit) kryesore te shfrytezueshme ne kete fushe jane respekti absolut i nje hierarkie te dukshme, kulti i sekretit te informacionit (gjendja fillestare dhe jo kriminale e kodit te heshtjes, ose ligji i heshtjes), nje vetemohim total i individit ne grup dhe kodifikimi strikt i dhunes qe duhet ushtruar kunder cdo klani tjeter apo individi qe fyen klanin (fillimi i hakmarrjes)”, lexohet ne raport, bazuar ne informacione te sherbimeve sekrete.
Nje tjeter predispozite mafioze e shoqerise shqiptare qendron te mosbesimi thuajse strukturor i popullsise ndaj shtetit. “Per me teper, nga irredentizmi legjendar ilir, shoqeria shqiptare e konsideron historikisht shtetin si nje force detyruese te ushtruar nga pushtuesi apo nga nje diktature e tmerrshme staliniste e Enver Hoxhes, me pas e Ramiz Alise, qe i mori frymen vendit per gjysmeshekulli”, nenvizojne specialistet e krimit te organizuar. Sipas tyre, mafia shqiptare zoteron nje strukture te forte. “Duke thyer rregullat shoqerore te paraardhesve, klanet perberese te saj jane homogjene dhe krejt hermetike: kushtet perkatese e bejne ate te padepertueshme nga jashte dhe rreptesia e rregullave te brendshme i ndalon tradhtite”, vlereson raporti.
Arkitektura mbetet nderkohe ne rrugen e strukturimit. “Mafia shqiptare perbehet nga 15 klane, qe disponojne te gjitha bazat territoriale te qendrueshme. Nese Tirana ka numrin me te madh te klaneve, qytetet e tjera jane te prekura nga implementimi mafioz”, nenvizon dokumenti. Struktura e brendshme e nje klani orientohet qarte drejt nje arkitekture te tipit italian. E thene me thjeshte, ajo permbledh kapon (kapo eshte termi i huazuar ne shqip), keshilltaret, kryetaret e grupeve dhe ushtaret. “Funksioni i zevendesit te kapos duket se ekziston ne gjirin e disa klaneve te Durresit dhe Tiranes”, thuhet ne raport.

Si mbeshtetet fuqia e mafias shqiptare te perfshirja ne trafiqe te ndryshme. Levizjet e heroines, hashashit, cigareve, automjeteve dhe qenieve njerezore.

Science and Technology: new immunology centre to open in Plovdiv

A new facility in Bulgaria’s second city will help strengthen medical research. Also this week: Greece plans to boost state assistance for in vitro fertilisation.

The University of Medicine in Plovdiv, Bulgaria announced it is setting up a new immunology research centre. Its establishment is part of a special Education Ministry programme aimed at strengthening medical research in the country.

The Greek Health Ministry said it is preparing a draft proposal to increase state assistance to couples who opt for in vitro fertilisation. According to ministry data, one in every five couples in Greece is unable to conceive by natural means, while the costs of in vitro fertilisation are estimated at between 2,000 and 6,000 euros.

EU funds Albania-Greece cross border projects

Funds from the Interreg III programme have been earmarked for various initiatives, starting with an upgrade of road infrastructure at the two new border crosspoints.

The EU has started to fund projects in southern Albania, in areas near the border with Greece. A total of 4.1m euros has been earmarked, within the framework of the bloc’s Interreg III programme, to benefit the southern prefectures of Gjirokastra, Korca and Vlora.
The projects — initiated after Albanian and Greek authorities signed a memorandum of co-operation — cover road infrastructure, protection of cultural heritage, improving education and fostering small business growth, with the involvement of authorities on both sides of the border.

Serbian Parliament elects ultranationalist as speaker

The choice of Tomislav Nikolic as speaker has raised concerns among reformists that a coalition deal might be in the works between Prime Minister Vojislav Kostunica’s Democratic Party of Serbia and the ultranationalist Radicals.

Tomislav Nikolic, the deputy leader of the hard-line Serbian Radical Party (SRS), was elected Serbian parliament speaker early Tuesday (May 8th), signalling the possible return of the ultranationalists to power.
After nearly 15 hours of heated debate, the 55-year-old Nikolic became the second most powerful figure in Serbia after the president, with 142 of the 244 lawmakers present casting their votes for him. The SRS, which finished first in inconclusive parliamentary elections on January 21st, has 81 deputies in the 250-seat legislature.
Nikolic secured his post with the backing of lawmakers from former Serbian leader Slobodan Milosevic’s Socialist Party and from Prime Minister Vojislav Kostunica’s Democratic Party of Serbia (DSS).
The only other candidate for the post was Milena Milosevic, of President Boris Tadic’s Democratic Party (DS), who won 99 votes.
The vote was held during the legislature’s second session since the inaugural one on February 14th and less than two days after the parties in Serbia’s democratic bloc — the DSS, the DS and G17 Plus — again failed to reach an agreement on the country’s next government. If there is no new government by May 14th, Serbia will have to hold new elections.
The coalition talks broke down at the weekend, with Tadic and Kostunica still at odds over which of the two parties should control the interior ministry and the intelligence agency (BIA). The two institutions play a critical role in relations with the International Criminal Tribunal for the former Yugoslavia (ICTY). Last year, Brussels suspended talks on a Stabilisation and Association Agreement with Belgrade because of inadequate co-operation, and Tadic’s DS has vowed to make changes.
EU foreign policy chief Javier Solana said on Monday he had contacted both Tadic and Kostunica by phone, in a bid to broker a deal, but his efforts produced no result. He also voiced support for placing the interior ministry and BIA under DS control.
“I think it’s vital that the president be in charge of the security services and have the interior ministry in his control,” Reuters quoted Solana as telling a European Parliament (EP) committee on Monday. Speaking ahead of the vote for parliament speaker, he said Nikolic’s election would be a “big problem”.
Critics in Serbia also viewed it as a setback. The move also sparked concerns about a scenario in which the DSS forms a government coalition with the SRS and the Socialists. Both parties oppose Serbia building closer ties with the EU and NATO and arresting and handing over war crimes indictees to the ICTY.
“Do you want us to the return to the 1990s, for a man who is against European integration to be parliament speaker,” G17 Plus leader Mladjan Dinkic said on Monday. “No one who calls himself a democrat should raise a hand in favor of Nikolic, and thus strip the citizens of European prospects.”
Serbia, he said, was “now entering a period of major political instability”.
The leader of the DS caucus voiced similar concerns. “Macedonia, Bosnia and Albania will overtake us and Serbia will be the poorest country in Europe,” Dusan Petrovic said.
EU Enlargement Commissioner Olli Rehn made it clear Monday that it would be highly unlikely for the Union to resume SAA talks with a Serbian government made up of the DSS and SRS.
“In spite of the worrying signals coming out of the Serbian Parliament today, I hope the reform-oriented parties will still give careful consideration to the wish of a majority of Serbia’s electorate for a European future for Serbia, and act accordingly,” he said at the EP on Monday.
