Überführt. Serben holen ihre Toten aus der Provinz Kosovo

In New York hat der UN-Sicherheitsrat am Dienstag (Ortszeit) mit den Beratungen über die Zukunft des Kosovo begonnen. Dabei stellte der UN-Sondergesandte Martti Ahtisaari offiziell seinen Plan vor, der eine »weitgehende Unabhängigkeit« der südserbischen Provinz vorsieht. Die Nachrichtenagentur AFP berichtete am Mittwoch, daß Serben, die nach dem NATO-Krieg 1999 aus dem Kosovo geflohen waren, aus Angst vor einer Sezession der Provinz nun ihre Toten zu sich holen. Nach dem Abzug der serbischen Armee vor acht Jahren hatten kosovo-albanische Extremisten unzählige orthodoxe Friedhöfe geschändet. Wenn das Kosovo unabhängig werde, wie die Vereinten Nationen es vorgeschlagen haben, könne er vielleicht nicht mehr an das Grab, zitierte AFP den 73jährigen Krunislav Kostic, der die Gebeine seiner Frau Stana nach Belgrad überführen ließ. »Ich konnte sie nicht zurücklassen.« (AP/AFP/jW)

Captain Chris Air of the Royal Marines revealed to Sky News that he and his colleagues had been gathering intelligence on the Iranians.

Here follows the full transcript of that interview.

Captain Air: “This is what’s called an IPAT - an Interaction patrol whereby we come alongside or even board the fishing Dhows and basically interact with the crew.

“It’s partly a hearts-and-minds type patrol, whereby we’ll come along and speak to the crew, find out if they have any problems and just sort of introduce ourselves, let them know we’re here to protect them, protect their fishing and stop any terrorism and piracy in the area.

“Secondly it’s to gather int (Intelligence). If they do have any information because they’re here for days at a time, they can share it with us whether it’s about piracy or any sort of Iranian activity in the area because obviously we’re right by the buffer zone with Iran

“This Dhow had been robbed by some Iranian soldiers about 3 days ago, they had some money taken off them and apparently it’s happened quite a lot of times in the past so it’s good to gather int on the Iranians.”

Sky Correspondent Jonathan Samuels: Is the captain happy to talk to you?

“Yes he is yeah. They’re generally very compliant and friendly. We have a translator onboard who’s a great help - sort of helps to break the ice - and we’re obviously learning Arabic as well.

“It’s good to help them just get relaxed and it’s a very friendly and de-escalatory approach we adopt.”
JS - Any dangers?

“At the moment we haven’t encountered anyone who’s been anything other than compliant (interrupted).

“We are capable of doing non-compliant boardings as well, however I think they’d be a bit stupid to start being aggresive with us because obviously we’ve got seven armed Marines and generally that’s not a problem with us coming aboard because they understand we’re here to help them at the end of the day.”

JS - Any real risks?
“There can be yes, and we’re not complacent about what we do so we make sure that we do take all the necessary security measure before we go jumping on a Dhow. We’ll assess the situation and make sure it’s secure before we come aboard.”

Customs Service turned over to local officials in Kosovo

Customs in Kosovo is now under the authority of local officials. In a ceremony Tuesday in Pristina, the reins were handed over and a new operational centre was officially opened.

The UNMIK Customs Service was turned over to local officials during a ceremony Tuesday (April 3rd), which also marked the opening of the new Customs Operational Centre. Kosovo Prime Minister Agim Ceku attended the event, praising UNMIK Customs for its work. Ceku expressed his and the government’s full support for the new director, Naim Huruglica, who took office Sunday.

“This centre is bad news for smugglers. It will enable the service to better control the goods coming into Kosovo and, through this, support the fight against contraband and organised crime,” the prime minister said.

He also noted that with this transfer of competencies, the Customs Service increased its capacities to “fight” negative phenomenon. “Kosovo institutions step by step are taking the competencies to lead Kosovo in all levels,” Ceku said.

UNMIK deputy chief Steven Schook also praised the work of UNMIK Customs. “The 567 members of the Customs Service have a right to be very proud today. Naim Huruglica has taken over a service that is already 95% compliant with EU standards,” he said .

The chief of UNMIK’s Pillar IV, Paul Acda, voiced confidence that the Customs Service — with its leadership and personnel — would achieve the highest standards.

Outgoing Director General Peter Walker symbolically handed over his epaulettes to his successor Huruglica at Tuesday’s ceremony. He accepted them saying “I am very honoured by the trust given to me to lead this Service.

UNMIK Customs is a young service. It was founded seven and a half years ago and managed to develop into a modern Customs Service. The staff is professionally ready to manage all duties and challenges to come.”

After the ceremony, the guests visited the Customs Operational Centre.

Using modern IT and video equipment, customs officers will monitor and check all border crossing points of Kosovo — including three customs terminals, where a total of 84 video cameras are installed.

According to UNMIK, the centre will not only support the fight against smuggling, but also ensure transparency and professionalism among Customs Service personnel.

Ende April, wird eine UN Kommision unter Leitung des Briten Emyr Jones Parry, nach Belgrad und Pristina entsenden. Sie sollen Fakten heraus finden, wie das wirklich vor Ort ist usw..

Kurz gesagt, man misstraut dem Plan des Finnen Athaasrai. :D Schöne Ohrfeige. Ich kann mich erinnern, das die Albaner schon seit 2005, ständig ihre Unabhängigkeit feiern und zuletzt für März 2007.

UK envoy says UN may send fact-finders to Kosovo, Serbia

NEW YORK, United States — The United Kingdom’s ambassador to the UN said on Wednesday (April 4th) that consultations are under way in the Security Council about sending a fact-finding mission to Pristina and Belgrade, most likely by the end of the month. Emyr Jones Parry, the current chairman of Council meetings, acknowledged that a number of members want additional information before discussing Kosovo’s future. Russian Ambassador Vitaly Churkin called for such a mission last week.

In other news, the Decani municipal authorities have offered a reward of 2,000 euros to anyone with credible information about last week’s mortar attack on a 14th-century Serb Orthodox monastery, which is on UNESCO’s World Heritage List. TIRANA, Albania — A Tirana court barred Jordanian national Hamzeh Abu Rayyan from the leaving the country Wednesday (April 4th) until an investigation into possible terrorist connections is completed. Rayyan is suspected of laundering money on behalf of a group connected with al-Qaeda.

In other news Wednesday, Parliament’s media committee asked the National Radio and Television Commission to submit a report on the media in light of recent changes in ownership of some TV stations. The request followed claims of media corruption last week by Prime Minister Sali Berisha. The opposition, while sceptical about Berisha’s motives, agreed on the need for complete transparency regarding media ownership and financing. Am vergangenen Wochenende hat der rumänische Premier Calin Popescu Tariceanu die Koalition mit der rechtsliberalen Demokratischen Partei (PD) aufgelöst und eine Minderheitenregierung angekündigt. Die Regierungskrise ist das Ergebnis eines monatelang schwelenden Konfliktes zwischen dem nach französischem Vorbild starken rumänischen Präsidenten [extern] Traian Basescu und [extern] Ministerpräsident Calin Popescu Tariceanu, der sich auch fortsetzten wird.
