Treasury bars deals with Macau’s Banco Delta

Department takes action to against the bank to allow for North Korea to reclaim frozen funds.
WASHINGTON (Reuters) — The U.S. Treasury Department Wednesday formally barred American banks from dealing with a Macau bank linked with North Korea, an action that clears the way for North Korea to reclaim money frozen since 2005.
Though Treasury made no mention of it, its long-awaited action against Banco Delta Asia, or BDA, is linked to negotiated efforts to persuade North Korea to back away from building up its nuclear program.

North Korea had demanded the release of funds frozen at BDA as a condition of negotiations on its nuclear program that had taken place between it and the United States, China, South Korea, Japan and Russia.
At a news conference, Treasury’s Undersecretary for Terrorism and Financial Intelligence Stuart Levey said an 18-month investigation confirmed BDA’s “willingness to turn a blind eye to illicit activity, notably by its North Korea-related clients.” He said that was why Treasury was taking action against BDA.
“When it takes effect in 30 days, this action will prohibit all U.S. financial institutions from maintaining correspondent accounts for BDA [Banco Delta Asia] and prevents BDA from accessing the U.S. financial system, either directly or indirectly,” Levey said.
Treasury said BDA had been under investigation because of charges it accepted proceeds from North Korea’s counterfeiting, drug-smuggling and money-laundering operations. It said that the investigation was over, that it would report its findings to Macau and that Macanese authorities have tightened their anti-money-laundering regime.
“Today’s regulatory action is targeted at BDA as an institution, not Macau as a jurisdiction,” Levey emphasized.
In fact, the U.S. move will make it possible for Macau authorities to decide whether to release an estimated $8 million to $12 million in frozen accounts, which North Korea has been demanding as a condition of negotiations on its nuclear program, U.S. officials who had anticipated Treasury’s action said previously.
In Beijing, a top United Nations official said after visiting Pyongyang that North Korea was committed to a nuclear disarmament pact it agreed to in February but wanted sanctions lifted first.
International Atomic Energy Agency chief Mohamed ElBaradei said North Korea wanted U.S. financial restrictions against it resolved before shutting its Yongbyon nuclear reactor and readmitting inspectors as agreed in a Feb. 13 accord reached at the six-party talks in Beijing.
“The DPRK mentioned that they are waiting for the lifting of sanctions with regard to the Macau bank before they implement the part of the agreement allowing the agency to monitor and verify the shutdown of the Yongbyon facility,” ElBaradei said, referring to North Korea by its official name, the Democratic People’s Republic of Korea.
Levey declined to specify the amount of funds that could be under discussion for release to North Korea and said the disposition of any frozen funds “will be a Macanese decision.”
He also held out the possibility of scrapping the prohibition on U.S. banks against dealing with BDA if remedial steps were taken to change its business methods.
“The Treasury would review and, if appropriate, rescind the rule if the concerns in it are appropriately addressed, including if BDA were to be brought under the long-term control of responsible management and ownership,” Levey said.

[local] Wenn es den eigenen Interessen dient), der Mudschahedin e-Khalq, was meist mit Volksmudschahedin übersetzt wird.

Wie Anfang der Woche [extern] bekannt wurde, erwägt Chefankläger Jaafar al-Moussawi, führende Mitglieder der Mudschahedin e-Khalq vor Gericht zu stellen. Ihnen wird vorgeworfen, dass sie im Jahr 1991 den Diktator Saddam Hussein dabei unterstützt hätten, Aufstände von Kurden und Schiiten mit brutaler Gewalt niederzuschlagen. Man habe ausreichende Beweise dafür, “dass die iranische Gruppe an der Seite des früheren Regimes Verbrechen gegen die Menschlichkeit” begangen habe, so al-Mousawi, dem obersten Staatsanwalt des Iraqi High Tribunal.

Weeks after a setback in local elections, Albanian Prime Minister Sali Berisha has decided to make some key changes to his government.

Describing the move as a bid to galvanise Albania’s reform process, Prime Minister Sali Berisha proposed a reshuffle of his cabinet Monday (March 12th). The changes, just weeks after the ruling Democratic Party (DP) suffered major losses in local elections, are also intended to broaden the ruling coalition and help ensure that it has the 84 votes needed when Parliament elects a president in June.
Appointing Nard Ndoka, the head of Democratic Christian Party, as health minister means adding eight votes to the coalition’s majority.
Meanwhile, Gazmend Oketa was tapped to replace Deputy Prime Minister Ilir Rusmajli, who will take over the Justice Ministry from Aldo Bumci. Bujar Nishani succeeds Sokol Olldashi, who resigned from the Interior Ministry to run in the February 18th local elections.
Majlinda Bregu will replace Arenca Trashani at the Ministry of European Integration and also takes the new post of government spokeswoman. Ylli Pango replaces Bujar Leskaj at the Culture Ministry.
“With these changes, we aim to speed up the reform process,” Berisha said, adding that the DP is preparing to go through “a reconstructing process”.
President Alfred Moisiu has seven days to decree the new members of the government, and Parliament will have to give the final approval within ten days. It is the first reshuffle since DP came to power after winning the July 3rd, 2005 parliamentary elections. It had spent eight years in opposition.
Berisha’s government now has support from 80 of the 140 deputies in Parliament, a number that falls short of the 3/5ths majority needed for some laws, including approval of a new president.
The incumbent, Moisiu, was selected after a compromise between the majority and the opposition in 2002, leading Albanians to refer to him as the “consensual president”. However, hopes of a similar deal this time around appear dim.
Several days ago, Berisha proposed DP’s Bamir Topi as a possible choice for president. “I think the president has to be a popular figure and I think that Topi is the most appropriate. He has a long political career to carry this duty,” the prime minister said.
However, the opposition balked, saying it can negotiate with the majority only if the prime minister resigns.
Berisha says the time has come to consider having the people, rather than Parliament, elect the head of state. This, however, would require changes to the constitution.
Albania is hoping for NATO membership next year and signed a Stabilisation and Accession Agreement with the EU last spring.

Sofia - Die bulgarische Regierung hat am Mittwoch nach drei Fehlversuchen die Jacht ihres letzten kommunistischen Staatschefs versteigert. Die Motorjacht “Balkan” des 1989 gestürzten Todor Schiwkow ging nach Angaben des Ministeriums für die Staatsverwaltung für umgerechnet rund 360.000 Euro an die Firma Dunav Tours, die Bootsfahrten auf der Donau anbietet.
