By Erlis Selimaj for Southeast European Times in Tirana – 24/10/05 Authorities seized premises in Tirana’s “Twin Towers” belonging to Yasin al-Qadi, a fugitive Saudi businessman, on 18 October. [Gent Shkullaku] Albanian authorities took possession of office space Tuesday (18 October) at the so-called “Twin Towers” of central Tirana. In 2004, the government confirmed that the location was being used to launder financial activities for the al-Qaeda terrorist network. The seized premises belong to a fugitive Saudi Arabian citizen named Yassin Qadi, a businessman who was named a specially designated global terrorist by the US Treasury Department in October 2001. Qadi owned 18 per cent of shares in the two buildings, located opposite the Albanian prime minister’s office. “The seizure procedures are based under the Council of Ministers’ decision on 3 December, 2004, in the framework of the measures to prevent terrorism funding. Even though it has been ten months since the decision was taken, it has not been executed until now,” the finance ministry said in a press release. According to the ministry, the premises will not be sold but rather managed by state authorities. One option is to rent them out to state institutions or private firms. Both the government and the opposition have been anxious to show they are taking the problem of terrorist-related activity seriously. Earlier this year, the opposition Socialist Party vowed to seek a probe into how thousands of foreigners — including people allegedly linked to Osama bin Laden — were able to get Albanian citizenship during the last 13 years. Qadi is thought to have had close links to Abdul Latif Saleh, a Jordanian-Albanian dual citizen who has been designated by the US Treasury Department as an al-Qaeda supporter. According to Washington, he is associated with a number of Albanian NGOs linked to Egypt’s Islamic Jihad — a group with ties to al-Qaeda — and has received $600,000 from Osama bin Laden to establish extremist groups in Albania. Saleh set up an Albanian jihadist organisation, financed by the Al Haramain Foundation, with the goal of destabilising Albania by “fomenting conflict among the different religious groups in the country,” the US Treasury Department said in a statement. These are highly professional and well-trained fanatics who take a direct part in capturing and cleansing the region, in kidnapping citizens and members of police, in committing horrendous tortures and liquidations. According to the information obtained, their monthly pay ranges from 3,000 to 5,000 deutsche mark. Mujahedin from Arab and other Muslim countries are in charge of the training. “(…) Yugoslav authorities have obtained evidence whereby, from May to July 1998, in the region of Drenica in Kosovo and Metohija, a joint Mujahedin unit, ‘Abu Bekir Sidik’ was operating. This unit was first set up in mid-1997 in Bosnia and Herzegovina, under the instructions coming from Saudi Arabia and Turkey. Some DM 300,000, earmarked for arms purchasing and illegal transfer into Kosovo and Metohija have been provided by the ‘World Office for Islamic Appeal’. The first contingent was illegally brought into the Federal Republic of Yugoslavia (Serbia and Montenegro) in July 1997, and the first Mujahedin unit was infiltrated in May 1998 to the village of Donji Prekaz. The unit, under the command of Ekrem Avija, consisted of 120 Mujahedin, divided into seven groups. There has been wide media reporting and comment regarding KFOR and UNMIK’s decision concerning the suspension of training and other deployment for the KPC outside Kosovo. 2. This is not a punishment for the organization. Based on the fact that two KPC members were involved in the terrorist act on 11 April, there is reason to believe that there are more members of the KPC who are involved in activities that undermine the stability and future of Kosovo. We are working with KPC Commander to identify these individuals for appropriate action. 3. The suspension of deployment and training outside Kosovo is taken as a precautionary measure until we can assure ourselves that the presence of members of terrorist groups in the KPC has been addressed. The recent murder of an Albanian Muslim religious leader has stoked rumors that fundamentalist Islam is establishing a toe-hold in the Balkan country. The prayers this Friday were not much different from those of every other Friday. A few minutes before noon, with a punctuality and ceremoniousness unchanged in the last five centuries, scores of devout Muslims knelt on their small rectangular rugs praying to God to cleanse their souls. As they do every Friday, the leaders of Albania’s Islamic Community [a community organization founded in Tirana in 1924] also knelt on those rugs. This was the first time after the mysterious murder of Sali Tivari, the secretary of the community, that all of them came together to pray. They left the accusations they had leveled against each other the week before at the door, along with their shoes. The clash between Muslim moderates and a young generation of Muslims educated in Middle Eastern madaris who espouse a more radical version of Islam, can no longer be kept hidden under the slogan that this is an internal affair of the Islamic Community. Although it is still shrouded in mystery, the murder of Tivari…is further evidence of this underground friction. ……………… How dangerous is the conservative faction in the Albanian Islamic Community? The investigators who are dealing with the murder of Tivari have not ruled out this internal friction as a possible cause of the crime. The attorney general, Theodhori Sollaku, confirmed this is still a possibility. About 50 of the community’s staff remain under police surveillance as the investigation continues. NLA Commander Gezim Ostremi, was trained by British Special Forces to head the UN sponsored Kosovo Protection Corps (KPC).4 Confirmed by British military sources, the task of arming and training of the KLA had been entrusted in 1998 to the US Defence Intelligence Agency (DIA) and Britain’s Secret Intelligence Services MI6, together with “former and serving members of 22 SAS [Britain’s 22nd Special Air Services Regiment], as well as three British and American private security companies”.5: “‘The US DIA approached MI6 to arrange a training programme for the KLA,’ said a senior British military source. `MI6 then sub-contracted the operation to two British security companies, who in turn approached a number of former members of the (22 SAS) regiment. Lists were then drawn up of weapons and equipment needed by the KLA.’ While these covert operations were continuing, serving members of 22 SAS Regiment, mostly from the unit’s D Squadron, were first deployed in Kosovo before the beginning of the bombing campaign in March. 6 OPERATION “ESSENTIAL HARVEST”: REPLICATING KOSOVO The First and Third Parachute battalions (”1 PARA” and “3 PARA”) detached to Macedonia under Operation “Essential Harvest” have a history of active collaboration with the KLA. The British Paras led the invasion into Kosovo in June 1999 in liaison with KLA forces.7 The evidence amply confirms that the US and British military-intelligence establishment has continued to support the KLA in its terrorist operations in Macedonia: “two of the Kosovo-based commanders leading the Albanian push [into the Tetovo region] were trained by former British SAS and Parachute Regiment officers… [A] commander with the nom de guerre of Bilal was organising the flow of arms and men into Macedonia, and … veteran KLA commander Adem Bajrami was helping to co-ordinate the assault on Tetovo. Just one month ago, 145 imams in Macedonia have accused Berisha of taking money from fundamentalists from Iran, and for paying the head of the Macedonian Islamic Community Emini to take the position of Skopje’s Imam. The imams demanded resignations from Emini and Berisha after Ramadan. Their arguments were that Berisha practices a version of Islam that is foreign to the tradition in Macedonia. The EU terrorism expert Moniquet also says that Macedonian territory is used as a grey zone for transport of fundamentalist from Middle East to EU. He thinks that Europe, not just USA, is a crucial target for Islamic terrorists. The recent threat on US Embassy in Skopje which was closed for two days is just a beginning of these trends. Late Monday afternoon, Berisha had two meetings with the Head of the Islamic Community Emini and his followers about the Claude Moniquet’s accusations. Berisha’s son denied all the allegations of having financial link with al Qaeda and promised to send a written denial from his father to A1 TV. Until 19:00 that denial did not arrive in the TV station. Mr. Berisha announced that later this week he might call for a press conference in Skopje. The Macedonian Police has no comment about the activities of Zenun Berisha. Unofficially the Police know about his links to Iranian fundamentalist who are recruiting people for Islam studies abroad and also they have confirmed that he takes money from fundamentalists to spread Jihad in Macedonia. Here is the special interview for Reality Macedonia. Reality Macedonia: Mr. Moniquet, tell us about the European Strategic Intelligence and Security Center. Who is using your work, and what sources are you using for your analysis? Claude Moniquet: Yes, the European Strategic Intelligence and Security Center is a research center in Brussels, the European capital. It was founded 3 years ago by some experts in international security, strategy and counter terrorism, and we work for some governments in Europe, for example, we work for the Belgian and the French Government and others, and some private companies. The analyses are based both on open sources and restricted sources, we work with some special services and police services. And also we are exchanging information with other bodies, universities in the United States, France, and UK. RM: Mr. Moniquet, are there any terrorist organizations in Macedonia? CM: We have no possibility to say that there is a terrorist organization in Macedonia. What we are quite sure is that in Macedonia–as in other parts of the Balkans–there are terrorist cells of a small network. Between 10 and 100 people who are dangerous and linked to terrorist organizations currently reside in Macedonia. But I don’t think we can speak at the moment of an organization, because that is something bigger. RM: Is this cell linked to al-Qaeda? CM: It is almost difficult to speak about links to al-Qaeda, because Al-Qaeda is something strange. A lot of journalists see that al-Qaeda is everywhere in the world, but of course al-Qaeda is not everywhere. What we find in several countries in the world is organization linked to al-Qaeda. For example, in Western Europe we have Moroccan striking group that attacked Casablanca and Madrid last March. This group is not al-Qaeda, but it is linked in the scenario of goals, and they share some actions and targets. In a way, we can say that we have people linked to al-Qaeda in Macedonia, but it must be not understood that there are some people linked directly to Mr. Bin Laden. RM: What are these dangerous people in Macedonia? Are they mujahedins, or local people? CM: Usually what we see is that at the beginning we have two kinds of people: people coming from foreign countries, usually the Middle East, who attempt to form local cells; and we have local people, for example Chechens, Algerians, Pakistani. We might have a mix of local people and foreigners. RM: You’re saying that there is a financial link between local criminal gangs and al-Qaeda. Can you be more specific what is this financial link? CM: Yes, absolutely. It’s something that we can observe in the last 2-3 years everywhere in the world. The link between jihadis, the Islamist terrorists, and the petty crime, even organized crime is quite important. The terrorists use some criminal organizations to get false papers, arms, ammunition, and explosives. They used them to travel, to infiltrate people in some countries. This was proved in some cases in Europe and United States. At the same time, some people in the criminal organizations from Arabic origin in Western Europe, for example Moroccans in Belgium or France, try to be involved in the Jihad. They are the link between the organized crime and the radical Islamists, the fundamentalists. Sometimes they cross over just for personal benefit and money, but sometimes they could really help the terrorists or become terrorists. That is something that we have observed for 2-3 years. RM: Are you saying that this is happening in Macedonia too? CM: Yes, it’s happening everywhere. For example, if you take Bosnia, we had a case of Frenchman who was mujahedin, but also a gangster who attacked oil stations to get money. It is sometimes difficult to make a difference between a terrorist and a gangster. CM: The story of Kondovo causes concern for a lot of people, because we know when we see this kind of school [Islamic Religious Faculty?] coming from there. It seems that they have enormous financial means provided by the Saudis. This kind of school is always which attracts the people with problems, and people who think they can change the society, even through violence. So I think that the situation must be addressed by the Macedonian special services and police service, because it could be the beginning of something dangerous. RM: Do you suggest to the Macedonian security services to act as soon as possible? CM: My suggestions would be not to act, because I don’t think it is necessary to close the school tomorrow, but I think it’s extremely necessary to have control of the people who are teaching there, the students and the administration of this school. Of course, we always have a lot of people who will say that this is against human rights and civil liberties, but I don’t think so. I mean, in a democratic state, we can make a police enquiry about people without arresting them, but that could provide protection for the society, because if something happens we will know beforehand. RM: Mr. Moniquet, is the so-called ANA (Albanian National Army, which is a terrorist organization in Kosovo) a threat for Macedonia? CM: Of course - yes. But I think it’s different interest. At the moment, we don’t see a link between ANA and the fundamentalists. It could exist in the future, but we don’t see it now. The fact that a group of people wants to gain political advantage by using guns, the fact that those people are–like in Kosovo–linked to organized crime, is of course, a security concern and a threat for Macedonia. RM: Can Macedonia be a target for terrorists, because we have soldiers in peacekeeping missions in Afghanistan and Iraq? CM: Basically, every European country could be a target for terrorists at the moment. We see a lot of events in peaceful countries such as Denmark, Sweden. We saw the murder of a director Van Gogh in the Netherlands, and Netherlands is a very quiet and liberal country. So I think there is no immune country in Europe. This is also a case with Macedonia, especially because you have special links with U.S.A. and troops in Afghanistan and Iraq. So, of course, Macedonia can be a target for the terrorists. RM: Recently the U.S. Embassy in Skopje received a telephone threat, and it was closed for two days. Do you think it is a target for terrorists? CM: Any U.S. Embassy in the world is a target for terrorists. We must say it is not the firsts time that U.S.A. has closed an Embassy. In the beginning of 2001, they’ve closed for 3 days the U.S. Embassy in Rome, Italy. The point is that the US intelligence services working with the local intelligence services make constant assessments on the security and threat level. And at the moment if they think that the level is very high, they make such a decision - closing the Embassy. So if the U.S.A. have decided to close the Embassy in Skopje a few days ago, that means that they had some information about a possible attack. But of course, such information can be false, because if you have the information it doesn’t mean that the attack will occur. It is something that we can not ignore. RM: What are your predictions for the future? Will there be a global war against terrorism in Europe too? CM: I must say I share the opinion of lot of experts, especially in the U.S.A., that the Islamists have two main targets. The first target is of course United States, but it is more and more difficult to attack U.S.A. on their soil. So they will try to attack the American interests outside, which means–of course–in Europe. But they will also try to attack Europe as a second target. You know terrorists always speak of the small Satan, the Devil, and Europe is the small Devil, because Europe is a friend of many countries in the Muslim world the Islamists what to destroy. For example, Algeria, Morocco, Pakistan, Egypt, and Jordan: we are friends to these governments who are enemies to the Islamists. So it’s very clear that Europe is the target, and it will be more and more a target because it will be more difficult to attack the U.S.A. I must admit I’m pessimistic that we will stop them. RM: Does this look like that the bad prognosis of Nostradamus will come true? CM: I’m afraid that we will have more terrible surprises in the near future. But with Islamists we never know the agenda. The scale of time is not the same for them as for us. The next future can be tomorrow, or it could be in 6 months, one year. But it is quite certain that in the coming two years, in the next 24 months, we will have terrible terrorist attacks in Europe. RM: You have been attacked by Islamist in September in Brussels. Do you receive any personal threats because of your work? CM: I think, the people who work in the field, in a way, have a public activity, of course receive threats, but in the same time this is very new, because it didn’t exist in Europe in the recent years. This is new, but we have to learn to live with this reality. And I think we must continue to work. RM: Have you visited Macedonia? CM: Yes, I spent a lot of time in Macedonia in the past, during the war in Kosovo, and I have lots of friends in Macedonia. When NATO forces launched their military campaign against Yugoslavia [in March, 1999] to unseat [Slobodan] Milosevic, they entered the Kosovo conflict on the side of the KLA [Kosovo Liberation Army], which had already received “substantial” military and financial support from bin Laden’s network, analysts say. In other words, the United States was supporting al-Qaeda after the embassy bombings in Kenya and Tanzania in August, 1998, events attributed to al-Qaeda and thus, we are told, prompting Clinton to bomb “training camps” (constructed earlier by the CIA) in Afghanistan on August 20 of that same year. Remarkably, in a story published by Jerry Seper in the Washington Times, the bedfellow relationship between Clinton, Osama bin Laden, and the KLA was spelled out: Some members of the Kosovo Liberation Army, which has financed its war effort through the sale of heroin, were trained in terrorist camps run by international fugitive Osama bin Laden, who is wanted in the 1998 bombing of two U.S. embassies in Africa that killed 224 persons, including twelve Americans … The KLA members, embraced by the Clinton administration in NATO’s bombing campaign to bring Yugoslav President Slobodan Milosevic to the bargaining table, were trained in secret camps in Afghanistan… and elsewhere, according to newly obtained intelligence reports. … The reports also show that the KLA has enlisted Islamic terrorists, members of the Mujahideen, as soldiers in its ongoing conflict against Serbia, and that many already have been smuggled into Kosovo to join the fight. … The reports said bin Laden’s organization, known as al-Qaeda, has both trained and financially supported the KLA. Clinton and the Mad Bomber of Yugoslavia, General Wesley Clark—who the “liberal” Michael Moore wanted to be president—worked hand-in-glove with the KLA, and thus al-Qaeda. “The Washington Post published a long article about bin Laden’s worldwide activities, noting his presence in places like NATO- and U.N.-occupied Bosnia and Kosovo, but failed to point out that this has occurred under the watchful eye of the Clinton administration,” write Reed Irvine and Cliff Kincaid for Accuracy in Media. “The Post would rather not bring up that subject.” Of course not—and they also “failed” to mention the well-documented connection between “Islamic terrorism” and United States foreign policy in the latest article citing the CIA lab report portraying Iraq as a terrorist incubator. http://globalresearch.ca/articles/NIM501A.html Balkan Training Camps Pose a New Attack Threat Apr 01, 2005 German intelligence’s discovery of a militant Islamist training network in Bosnia and Kosovo, with roots on the Afghan-Pakistani border, suggests that some jihadist networks are still able to reach across the globe and stage attacks. Analysis Europe faces potential attack threats from European-looking Islamist militants. Sources in German intelligence and the Israeli government say the militants in question, Muslim Albanians from Kosovo’s Orahovac region, are getting advanced training in Kosovo. The information, if correct, suggests that a certain group of international militantIslamists have developed an intricate global network, operating basic training camps on the Afghan-Pakistani border and advanced training programs in the Balkans — where they are relying on the advanced skills of combat-tested veterans from the Chechen and Iraqi wars. This particular network, according to the sources, aims to conduct operations in Europe and Israel, though other similar networks also likely exist in Germany and North America. It is unclear whether such networks are linked to each other — or to al Qaeda. Sources in German intelligence and in the Israeli government independently reported the same information on Islamist militant training camps in Kosovo that have sent their most recent “graduates” to Bosnia. Germany in particular, through its Federal Intelligence Service and other intelligence services, is keeping a keen eye on the Balkans — where Kosovo and Bosnia are located — as it tries to reclaim its interests there. Also, intelligence sources in KFOR, the NATO-led peacekeeping force in Kosovo, say they are aware of Islamist training activities in Kosovo in general but do not know about the militants sent to Bosnia. Reports of militant Islamist training in the Balkans date as far back as 2002. The actual intelligence pertains to several dozen ethnic Kosovar Albanian militants discovered in Bosnia. No arrests have been made, however, perhaps because counterterrorism authorities are tracking them. According to the intelligence, these militants, from Kosovo’s Orahovacs region, received basic training near the Afghan-Pakistani border and then returned to Kosovo for advanced training. They then relocated to Bosnia, where Imam Sulejman Bugari — an ethnic Albanian from Orahovac in Kosovo and head of the White Mosque in Vratnik, a Muslim-dominated part of Sarajevo — offered them religious support. This also is where Bosnian-based Islamist commanders supposedly are posed to provide the militants with their instructions on where and how to attack. The advantage of sending white Islamists into Europe, of course, is that they blend in well with the local populations and would attract little attention during the planning phase of an operation. According to the Israeli sources, these Kosovar Albanian militants are trained to launch terrorist-style attacks — possibly including suicide bombings — in Europe and Israel. The fact that the network’s training program includes basic and advanced levels — in different countries — indicates both a high level of organization and a system designed to turn out well-trained combatants. Instructors in charge of basic training on either side of the Afghan-Pakistani border most likely are regional veterans of the 1980s war in Afghanistan. Training in this region is considered basic because the instructors have had only low-intensity, somewhat sporadic combat experience — meaning they have used machine guns or other basic firearms in guerrilla-type combat or perhaps have planted the simplest of road bombs. Advanced training takes place in Kosovo for two main reasons: location and the quality of the instructors. As a result of ethnic wars in the early 1990s, Kosovo and Bosnia have very weak central authorities that cannot — or will not — monitor and combat terrorist-training activity. The authoritative bodies within the region, NATO and EU peacekeepers, are there to control ethnic uprisings and might not be looking for other potential security threats in the area. Though some intelligence officers in the EUFOR, the EU-lead peacekeeping force in Bosnia, and KFOR in Kosovo sometimes report on Islamist activities in both regions, such leads are rarely investigated, sources in the Italian contingent said. For instance, militant Albanians practicing on firing ranges have been known to pose as police recruits, according to Albanian sources. Counterterrorism authorities in the area probably would not think twice about such activity, since they would assume nothing so sinister could be going on right under the peacekeepers’ noses. In addition to working in a secure a rea in Kosovo, the Albanians and perhaps other new jihadists are receiving advanced-level training from battle-hardened Iraqi and Chechen Islamists — German intelligence sources say — who have come up against two challenging and capable opponents: U.S. and Russian troops. The intensity of the opposition faced by Iraqi and Chechen militants has forced them to develop and improve their tactics — lessons they can pass on to the Albanian Islamist militants. The sources say this group of militants is now in Bosnia. It is unclear whether Bosnia is a target or merely a transit zone for these militants, although the latter seems the more plausible, as the sources have pinpointed Europe and Israel as the targets. Also, considering that the Islamist militant commanders are in the Bosnian capital of Sarajevo, Bosnia likely serves as the command and control center for this network, so staging attacks there could jeopardize their safe haven. EU peacekeepers in Bosnia, however, would offer a handy target should they want to stage an attack from their present position. It should be noted that neither the German nor the Israeli source linked the Albanian Islamist militants to the al Qaeda network. The failure to mention al Qaeda could be another indication that Osama bin Laden’s network is losing influence over the transnational jihadist movement. The recently-uncovered network, however, is not the only such group. Other international Islamist networks also have been established to train and distribute militants to target various areas. According to the March 30 Washington Post, an FBI affidavit, for example, has reported on a possible North American network of Islamist militants, in which militants are recruited to fight in Bosnia, Kosovo, Chechnya and Somalia. There also is a group of militants trained in Georgia’s Pankisi Gorge and a group in Germany, where, media sources say, officials have acknowledged that Iraq’s Abu Musab al-Zarqawi was planning chemical attacks against Europe. It is unclear whether these networks are connected to one another, or to al Qaeda. Whether the Albanian Islamist militants graduated from this training network pose a credible security threat depends on two primary factors. The first is how well security services react to the network. Judging by what Stratfor has learned, German intelligence and the Israeli government are aware of the networks’ existence, which, of course, is the first step in thwarting an attack — though it is not a guarantee. The second factor is the militants’ capabilities. Albanians have cropped up among Islamist militants in the past, but no information suggests Albanians have played a major role — either in planning or executing major attacks — anywhere in the jihadist theaters of operations. This suggests the group’s capabilities could be limited to small-scale guerrilla-style attacks and individual assassination attempts. It is commonly described as “a horror without parallel in the history of Europe since the Second World War” in which there was a cold-blooded execution “of at least 8,000 Muslim men and boys.” [1] The events in question took place in or near the Bosnian town of Srebrenica between July 10 and 19, 1995, as the Bosnian Serb army (BSA) occupied that town and fought with and killed many Bosnian Muslims, unknown numbers dying in the fighting and by executions. There is no question but that there were executions, and that many Bosnian Muslim men died during the evacuation of Srebrenica and its aftermath. But even though only rarely discussed there is a major issue of how many were executed, as numerous bodies found in local grave sites were victims of fighting, and many Bosnian Muslim men who fled Srebrenica reached Bosnian Muslim territory safely. Some bodies were also those of the many Serbs killed in the forays by the Bosnian Muslims out of Srebrenica in the years before July 1995. The Srebrenica massacre has played a special role in the politics of Western treatment of the restructuring of the former-Yugoslavia and in Western interventionism more broadly, and it is receiving renewed attention and memorialization at its tenth anniversary in July 2005. It is regularly cited as proof of Serb evil and genocidal intent and helped justify a focus on punishing the Serbs and Milosevic and NATO’s 1999 war on Serbia. It has also provided important moral support for the further Western wars of vengeance, power projection, and “liberation,” having shown that there is evil that the West can and must deal with forcibly. However, there are three matters that should have raised serious questions about the massacre at the time and since, but didn’t and haven’t. One was that the massacre was extremely convenient to the political needs of the Clinton administration, the Bosnian Muslims, and the Croats (see Section 1 below). A second was that there had been (and were after Srebrenica) a series of claimed Serb atrocities, that were regularly brought forth at strategic moments when forcible intervention by the United States and NATO bloc was in the offing but needed some solid public relations support, but which were later shown to be fraudulent (Section 2). A third is that the evidence for a massacre, certainly of one in which 8,000 men and boys were executed, has always been problematic, to say the least (Sections 3 and 4). 1. Political Convenience The events of Srebrenica and claims of a major massacre were extremely helpful to the Clinton administration, the Bosnian Muslim leadership, and Croatian authorities. Clinton was under political pressure in 1995 both from the media and from Bob Dole to take more forceful action in favor of the Bosnian Muslims, [2] and his administration was eager to find a justification for more aggressive policies. Clinton officials rushed to the Srebrenica scene to confirm and publicize the claims of a massacre, just as William Walker did later at Racak in January 1999. Walker’s immediate report to Madeleine Albright caused her to exult that “spring has come early this year.” [3] Srebrenica allowed the “fall to come early” for the Clinton administration in the summer of 1995. Bosnian Muslim leaders had been struggling for several years to persuade the NATO powers to intervene more forcibly on their behalf, and there is strong evidence that they were prepared not only to lie but also to sacrifice their own citizens and soldiers to serve the end of inducing intervention (matters discussed further in Section 2). Much of it is now distributed by Kosovar Albanians.[57] The closeness of the UCK/KLA to al-Qaeda was acknowledged again in the western press, after Afghan-connected KLA guerrillas proceeded in 2001 to conduct guerrilla warfare in Macedonia. Press accounts included an Interpol report containing the allegation that one of bin Laden4s senior lieutenants was the commander of an elite UCK/KLA unit operating in Kosovo in 1999.[58] This was probably Mohammed al-Zawahiri. Grüne und CDU haben die Bundesregierung zu einer Aufklärung der Vorwürfe aufgefordert, der Bundesnachrichtendienst sei schon Wochen vor den schweren Ausschreitungen im Kosovo über Pläne für die Unruhen informiert gewesen. Ex-Geheimdienst-Koordinator Bernd Schmidbauer sagte am Samstag, der ZDF-Bericht über ein mögliches Versagen des BND sei sehr ernst zu nehmen.

Der BND und sein V-Mann im Kosovo
“Sollte es sich bewahrheiten, dass der BND vorab wusste, was sich dort entwickeln würde, und nichts dagegen unternommen hat, so wäre dies ein strategisches Versagen des Geheimdienstes”, sagte Grünen-Fraktionsvize Winfried Nachtwei der “Berliner Zeitung”.
Nachtwei: Indizien überzeugen
Nachtwei sprach von “überzeugenden Indizien” der Medien. Sollten sich die Vorwürfe bestätigen, dann würde die Affäre aber weit über den deutschen Rahmen hinaus gehen. “Das würde nämlich die These widerlegen, wonach die internationale Gemeinschaft und die KFOR-Führung von dem Gewaltausbruch ahnungslos überrascht worden seien”, sagte Nachtwei. Sein Fraktionskollege Hans-Christian Ströbele forderte eine “schnelle und umfassende Aufklärung der Vorgänge mit allen zur Verfügung stehenden parlamentarischen Mitteln”.
Der jetzige CDU-Bundestagsabgeordnete Schmidbauer erklärte am Samstag, er nehme den Bericht des ZDF “sehr ernst”. Er forderte eine “sofortige und rückhaltlose Aufklärung” durch die Bundesregierung auch darüber, ob der BND bereits Wochen vorher von den Ausschreitungen Kenntnis gehabt habe und ob es Mängel in der Kommunikation zwischen BND und Bundeswehr gegeben habe. Schmidbauer ist Mitglied der Parlamentarischen Kontrollgremiums (PKgr), das sich am Mittwoch mit dem Fall beschäftigen soll.
Pflüger: Kosovo-Politik prüfen
Der CDU-Außenpolitiker Friedbert Pflüger sagte der “Berliner Zeitung”, es stünden sehr ernste Vorwürfe im Raum und kündigte an, dass sich der Auswärtige Ausschuss kommende Woche mit diesem Thema befassen werde. “Wir müssen darüber hinaus aber auch generell über die Kosovo-Politik sprechen”, sagte er. Die Lage in der Region und der Umstand, dass ein Ex-UCK-Kämpfer, der in Den Haag als Kriegsverbrecher angeklagt werden soll, dort jetzt Ministerpräsident sei, erfülle ihn mit Sorge. Der Fraktionsgeschäftsführer der Union, Eckard von Klaeden (CDU), schloss die Einsetzung eines parlamentarischen Untersuchungsausschusses nicht aus.
Kannte BND Pläne für Kosovo-Unruhen?
ZDF-Recherchen zufolge hatte der BND schon drei Wochen vor den Unruhen , bei denen 19 Menschen starben und 1000 verletzt wurden, von Angriffsplänen radikaler Kosovo-Albaner auf Serben gewusst. Der Geheimdienst habe damals mitgehört, wie der Islamist Samedin Xhesairi die Aktion vorbereitet habe. Der Mann unterhalte Kontakte zum Terrornetz El Kaida und sei zugleich bezahlter BND-Informant gewesen. Er habe seinen Gesprächspartner angewiesen, in zwei bis drei Wochen im Raum Urosevac im südlichen Kosovo für “Bombenstimmung” zu sorgen.
Hutsch: Nichts ausgeplaudert
Unterdessen wies der Journalist Franz-Josef Hutsch Spekulationen zurück, er habe Dienstgeheimnisse über die anti-serbischen Ausschreitungen im Kosovo im vergangenen März im Fernsehen preisgegeben. Zu einem entsprechenden “Focus”-Bericht sagte Hutsch am Samstag, er sei seit 1995 Zivilist und Journalist und sei im Kosovo nie in einer Aufklärungseinheit eingesetzt gewesen.
Das Münchner Magazin hatte zuvor berichtet, Hutsch sei “bis vor kurzem” als Bundeswehroffizier bei einer Aufklärungseinheit im Kosovo eingesetzt gewesen. Hutsch ist einer der Autoren des am Donnerstag ausgestrahlten ZDF-Beitrags.
BND schweigt zu Vorwürfen
Der BND hatte eine Stellungnahme abgelehnt und war am Samstag nicht zu erreichen. Ein Sprecher der Bundesregierung verwies auf die Stellungnahme von Regierungssprecher Béla Anda vom Vortag. Laut Verteidigungsministerium liegen keine neuen Erkenntnisse vor.
Anda hatte gesagt, die Behauptung, der BND habe der Bundeswehr sicherheitsrelevante Nachrichten vor den schweren Ausschreitungen unterschlagen, sei falsch. BND und Bundeswehr hätten über ein gemeinsam abgestimmtes Lagebild verfügt. Näheres werde die Regierung zunächst dem Kontrollgremium mitteilen. Nach dem Gesetz muss die Bundesregierung das neunköpfige Gremiums über die allgemeine Tätigkeit der Nachrichtendienste des Bundes und über Vorgänge von besonderer Bedeutung umfassenden unterrichten.

Agent des deutschen Geheimdienstes zog bei den antiserbischen Pogromen im Kosovo im März die Fäden. Albanische Terroristen bereiten neue Offensive vor
Ein bezahlter Agent des Bundesnachrichtendienstes (BND) war einer der Hauptorganisatoren der Pogrome, die im Kosovo am 17. und 18. März dieses Jahres nach offiziellen UN-Angaben 19 Menschen das Leben gekostet haben.
Es handelt sich um Samedin Xhezairi, der in der Untergrundarmee UCK unter dem Kriegsnamen Kommandant Hodza firmiert. Der Mann lebte und arbeitete jahrelang als Medizinisch-Technischer Assistent in Österreich und schloß sich nach Ausbruch des bewaffneten Konflikts im Kosovo 1997/98 der UCK an. Er kämpfte zunächst in der 171. UCK-Brigade gegen die Serben. Nachdem dieser Krieg mit Hilfe der NATO 1999 gewonnen war, wechselte Xhezairi über die Grenze und nahm im Frühjahr 2001 im Rahmen der 112. Brigade am UCK-Aufstand in Mazedonien teil. Dort war er im Raum Tetovo Kommandant einer Einheit, der auch ausländische Gotteskrieger angehörten. Als diese Einheit im Juni 2001 von der mazedonischen Armee bei Aracinovo eingekesselt wurde, half die US-Army und flog die Truppe aus. Neben Xhezairi und seinen Mudschaheddin befanden sich auch 17 US-Militärberater unter den Geretteten.
NATO-Quellen bezeichnen Xhezairi als Bindeglied zwischen UCK und Al Qaida. Sein Auftrag sei der Aufbau einer »Armee Allahs« in der Krisenprovinz. Jedenfalls soll der Albaner schon in Afghanistan und Tschetschenien gekämpft haben, und seine Telefonnummer wurde bei einem festgenommenen Al-Qaida-Verdächtigen gefunden.
Daneben ist Xhezairi Koordinator eines geheimen Netzes, das Angehörige der formell aufgelösten UCK geknüpft haben, die heute im Kosovo-Schutzkorps und der Kosovo-Polizei – zwei von UNO und NATO genehmigten Organisationen – ihren Dienst verrichten. Über dieses Netz wurden die Pogrome im März gesteuert. Xhezairi befehligte den terroristischen Mob in Prizren und Urosevac.
Nach eigenen Angaben steht Xhezairi »auf der Gehaltsliste des BND, der CIA und eines österreichischen Geheimdienstes«. Von drei Personen kann überdies bezeugt werden, daß der BND durch Telefonüberwachung im voraus wußte, daß Xhezairi und seine Leute im März zuschlagen würden. Diese Aussagen, die junge Welt von einem westeuropäischen Nachrichtendienst zugespielt wurden, gingen auch an andere deutsche Medien und sollen in Kürze öffentlich dokumentiert werden.
»Ich kann jederzeit 30000 Leute mobilisieren. Wir müssen nicht auf das nächste Frühjahr warten, um wieder anzugreifen«, behauptet Xhezairi demnach. Daß dies nicht nur leere Worte sind, beweist die von einem Augenzeugen bestätige Ankunft neuer hochmoderner Waffen in der Krisenprovinz. Demnach sollen Albaner in den letzten Wochen allein 15 Scharfschützengewehre vom Typ G-22 nach Prizren geschmuggelt haben, wo sich die Kommandantur des deutschen Kontingents der sogenannten Kosovo-Schutztruppe KFOR befindet. »Mit dem G-22 kann man einem Spatzen auf 1500 Meter das Gehirn herausschießen«, sagen Fachleute. Von weiteren 50 Stück im Besitz der UCK will die Quelle gehört haben. Die Präzisionswaffe der britischen Firma Accuracy International Ltd. wird erst seit 1997 hergestellt. Zu den Empfängern der ersten 50 Exemplare gehörten damals die Krisenreaktionskräfte (KSK) der Bundeswehr.
»So, wie die albanischen Terroristen im Augenblick ausgerüstet sind, hätte die KFOR bei einer neuen Offensive keine Chance – von den Serben ganz abgesehen«, kommentiert Mira Beham in der am heutigen Freitag erscheinenden Ausgabe des Belgrader Wochenmagazins NIN.

Als Leiter einer EU-Beobachtergruppe hielt sich Kaufmann im Zentrum des Geschehens auf. Der pensionierte Berufssoldat wurde 1998 als erfahrener Krisenbeobachter in die Stadt Pec im äußersten Westen des Kosovo gesandt.

Es waren harte Maßnahmen, mit denen die UCK gegen die eigene Landbevölkerung vorging«, so Kaufmann. »Meist richteten sich die Aktionen gegen Familienmitglieder der Dorfältesten, die getötet wurden.« Für das Klima der Angst im Kosovo war in erster Linie die UCK verantwortlich, nicht die serbische Führung und deren Sicherheitskräfte.
Kaufmanns Beobachtungen zufolge muß es seitens der UCK auch Massenhinrichtungen gegeben haben – für die anschließend die »serbische Soldateska« verantwortlich gemacht wurde. Ein Albaner in Pec habe ihm erklärt, die bei Glodane in einem Massengrab »entdeckten Toten seien nur ein Bruchteil der Albaner aus der Gegend, die durch die UCK hingerichtet worden seien. Die Regie dafür hätte bei Ramush Haradinaj und besonders bei Faton K. gelegen«.

BND-Skandal schlägt Wellen
ZDF legt neue Dokumente über Zusammenarbeit mit albanischen Terroristen vor. UCK-Führer Haradinaj wird Regierungschef im Kosovo
Am Samstag abend legte das heute-journal des ZDF neue Dokumente vor, durch die der Bundesnachrichtendienst (BND) im Zusammenhang mit den Pogromen im März im Kosovo schwer belastet wird. Präsentiert wurden unter anderem NATO-Verschlußsachen, die beweisen, worüber junge Welt am Freitag als erste Zeitung berichtet hatte: Samedin Xhezairi, ein Kommandeur der kosovoalbanischen Terrororganisation UCK, hat nicht nur mit Wissen der Pullacher Behörde die flächendeckenden Angriffe auf die serbische Minderheit im Frühjahr vorbereitet, sondern war außerdem in Personalunion BND-Informant und Al-Qaida-Kontaktmann.
Bisher hatte in Berlin – so ein interner Untersuchungsbericht des Bundesverteidigungsministerium vom 20. September – die Sprachregelung gegolten: »Konkrete Hinweise auf das Bevorstehen massiver Auseinandersetzungen gingen weder aus dem eigenen Aufkommen (an geheimdienstlichen Informationen – J. E.) noch aus dem Aufkommen des Bundesnachrichtendienstes hervor.« Am Freitag hatte die Bundesregierung noch jede Stellungnahme zur behaupteten Zusammenarbeit zwischen Xhezairi und dem BND verweigert. Doch seit der neuerlichen ZDF-Sendung am Sonnabend ist erwiesen, daß der Terrorist zumindest bis zum 4. März dieses Jahres auf der Gehaltsliste des Dienstes stand.
Außerdem liegen der Tageszeitung Die Welt nach eigenen Angaben deutschsprachige Dokumente vor, »die von Machart und Sprache dem deutschen Auslandsnachrichtendienst zugeordnet werden könnten«. Darin sei eine Vielzahl von Kosovo-Albanern, ihre Vergangenheit in der separatistischen UCK und ihre jeweilige Rolle während des Pogroms detailliert beschrieben. Diese Dossiers lassen, selbst wenn sie erst nach den März-Ereignissen zusammengestellt worden sein sollten, darauf schließen, daß die Pullacher Behörde eine intime Kenntnis der Terrorszene im Kosovo hatte und hat. »Sollte es sich bewahrheiten, daß der BND vorab wußte, was sich dort entwickeln würde, und nichts dagegen unternommen hat, so wäre dies ein strategisches Versagen des Geheimdienstes«, sagte Winfried Nachtwei. Der Grünen-Fraktionsvize sprach im Bundestag von »überzeugenden Indizien«, die der Affäre weit über den deutschen Rahmen hinaus Bedeutung gäben. »Das würde nämlich die These widerlegen, wonach die … KFOR-Führung von dem Gewaltausbruch ahnungslos überrascht« worden sei.
Daß die Politik der NATO gegenüber der UCK nicht von Ahnungslosigkeit geprägt ist, sondern einem Kalkül folgt, beweist die Designierung von Ramush Haradinaj zum neuen Regierungschef der Krisenprovinz in den vergangenen Tagen. Darauf hatten sich die Demokratische Liga des Kosovo (LDK) von Ibrahim Rugova und Haradinajs Allianz für die Zukunft des Kosovo (AAK) nach Koalitionsgesprächen geeinigt. Brisant ist, daß mit Haradinaj künftig einer der mutmaßlichen Hauptkriegsverbrecher der UCK das wichtigste politische Amt im Kosovo bekleiden soll – obwohl seine Partei bei den Parlamentswahlen im Oktober nur neun von 120 Sitzen errungen hatte. Proteste der NATO-Mächte gegen diesen Vorgang wurden nicht bekannt, und auch Sören Jessen-Petersen, der Leiter der UN-Übergangsverwaltung im Kosovo, rührte sich nicht. Vor den Wahlen hatte er verkündet, er würde künftig Politikern ihre Ämter aberkennen, die Intoleranz gegenüber anderen Volksgruppen verkündeten.

Ein neuer Informationsskandal bahnt sich an. Der BND und damit auch Bundesregierung und Bundeswehr sollen vorab über die März-Gewaltwelle im Kosovo informiert gewesen sein
Nach bisheriger offizieller Lesart sind NATO-Truppen und UN-Verwaltung im März von der antiserbischen Gewaltwelle (siehe: Terror im Kosovo) im Kosovo überrascht worden. Ob es auch den ausländischen Geheimdiensten so ging, könnte in den nächsten Wochen die deutsche Politik und Öffentlichkeit beschäftigen. Dem Auslandsgeheimdienst (BND) sollen entsprechende Informationen vorab vorgelegen haben. Dabei ging es um Abhörprotokolle des UCK-Kämpfers und Kosovo-Albaners Samidin Xhezairi. Die zusätzliche Brisanz an der Geschichte: Xhezairi war vermutlich BND-Informant gewesen, der zudem Verbindungen zu Al-Qaida unterhalten haben soll.
Diese Informationen veröffentlichte Journalist Franz Josef Hutsch als Mitautor eines Beitrages, der zuvor im holländischen Sender VPRO und im ZDF ausgestrahlt wurde. Der ehemalige Bundeswehr-Major ist seit Mitte der 90er Jahre Kriegs- und Krisenreporter und erreichte gerade erst einige Wochen zuvor als Zeuge im Milosevic-Prozess internationale Aufmerksamkeit.
Zu seinen neuesten Recherchen hat sich der betroffene BND bislang nicht geäußert. Die deutsche Regierung hat ihren Geheimdienst bereits in Schutz genommen, gerät jedoch innenpolitisch unter Druck. Die CDU denkt bereits über einen Untersuchungsausschuss zu diesem Vorfall nach.
Im Telepolis-Interview Erich Schmidt-Eenboom, Geheimdienstexperte und Autor verschiedener Bücher über den BND. Er geht davon aus, dass die brisanten Informationen der Bundesregierung und der Bundeswehr übermittelt worden sind. Das würde auch bedeuten, dass die antiserbische Gewalt “bundeswehrseitig geduldet” gewesen sei.
Der BND und andere ausländische Geheimdienste sollen vorab von der antiserbischen Gewaltwelle im Kosovo im März des Jahres gewusst haben. Wie sicher sind diese Informationen?
Erich Schmidt-Eenboom: Die Recherchen - überwiegend von den niederländischen Kolleginnen und Kollegen vom Radio VPRO - sind zutreffend und haben eine lange Traditionslinie. Weil der BND seit Anfang der 90er Jahre zu der bis dahin als terroristisch eingestuften Organisation UCK Verbindungen unterhält. Zugleich muss man einräumen, dass der BND bei weitem nicht die erste und wichtigste Rolle spielt. Denn die UCK ist seit Anfang der 90er Jahre vor allem ein Kind der CIA. Das hat sich insbesondere im Frühjahr 2001 in Makedonien gezeigt, als UCK-Kämpfer unter amerikanischen Militärschutz evakuiert worden sind.

ie UCK – das Kürzel steht für Ushtria Clirimtare e Kosoves – ist kein einheitliches Gebilde, sondern ist in rivalisierende Fraktionen geteilt. Zur UCK zählen sich offene Faschisten – worunter persönliche Nachfahren von albanischen SS-Freiwilligen – ebenso wie Steinzeitmaoisten aus der Schule Enver Hodschas und islamische Fundamentalisten der verschiedensten Richtungen. Was diese Fraktionen eint, ist ihr Kampf für die Abspaltung des Kosovo von Jugoslawien und die Errichtung eines Grossalbanien unter Beizug von Teilen des Montenegro und Mazedoniens. Dass dieses Ziel nur um den Preis blutiger Kämpfe auch in den letzgenannten Staaten zu realisieren ist, nimmt die UCK in Kauf. Dank den Bombenangriffen der NATO ist sie ihrem Zwischenziel ein beträchtliches Stück nähergekommen.
Kenner des Balkan wie Chris Hedges von der «New York Times» rechnen im Falle einer Abspaltung des Kosovo mit einem blutigen Streit der UCK-Fraktionen um die Beute. Der Region droht nichts weniger als die Wiederholung einer Tragödie wie in Afghanistan.
Im Gefolge des Kollapses des albanischen Regimes im Jahr 1997 konnte die UCK aus Beständen den albanischen Armee grosse Mengen an Waffen erbeuten, darunter auch panzerbrechende aus deutscher Fabrikation. Seit 1993 unterhielt die UCK in Albanien mehrere Trainingslager. Sie blieben auch nach den Neuwahlen von 1997 und dem Beitritt des Landes zur NATO-«Partnership for Peace» in Betrieb. In diesen Camps absolvieren neben Albanern auch Söldner aus Saudi Arabien, Yemen, Afghanistan, Bosnien und Kroatien eine militärische Ausbildung. Als Instruktoren fungieren Briten und Deutsche sowie frühere Armee-Offiziere, Polizisten und Agenten des Staatssicherheitsdienstes von Albanien.

Grüne und CDU haben die Bundesregierung zu einer Aufklärung der Vorwürfe aufgefordert, der Bundesnachrichtendienst sei schon Wochen vor den schweren Ausschreitungen im Kosovo über Pläne für die Unruhen informiert gewesen. Ex-Geheimdienst-Koordinator Bernd Schmidbauer sagte am Samstag, der ZDF-Bericht über ein mögliches Versagen des BND sei sehr ernst zu nehmen.

Nachtwei: Indizien überzeugen
Nachtwei sprach von “überzeugenden Indizien” der Medien. Sollten sich die Vorwürfe bestätigen, dann würde die Affäre aber weit über den deutschen Rahmen hinaus gehen. “Das würde nämlich die These widerlegen, wonach die internationale Gemeinschaft und die KFOR-Führung von dem Gewaltausbruch ahnungslos überrascht worden seien”, sagte Nachtwei. Sein Fraktionskollege Hans-Christian Ströbele forderte eine “schnelle und umfassende Aufklärung der Vorgänge mit allen zur Verfügung stehenden parlamentarischen Mitteln”.
Der jetzige CDU-Bundestagsabgeordnete Schmidbauer erklärte am Samstag, er nehme den Bericht des ZDF “sehr ernst”. Er forderte eine “sofortige und rückhaltlose Aufklärung” durch die Bundesregierung auch darüber, ob der BND bereits Wochen vorher von den Ausschreitungen Kenntnis gehabt habe und ob es Mängel in der Kommunikation zwischen BND und Bundeswehr gegeben habe. Schmidbauer ist Mitglied der Parlamentarischen Kontrollgremiums (PKgr), das sich am Mittwoch mit dem Fall beschäftigen soll.
Pflüger: Kosovo-Politik prüfen
Der CDU-Außenpolitiker Friedbert Pflüger sagte der “Berliner Zeitung”, es stünden sehr ernste Vorwürfe im Raum und kündigte an, dass sich der Auswärtige Ausschuss kommende Woche mit diesem Thema befassen werde. “Wir müssen darüber hinaus aber auch generell über die Kosovo-Politik sprechen”, sagte er. Die Lage in der Region und der Umstand, dass ein Ex-UCK-Kämpfer, der in Den Haag als Kriegsverbrecher angeklagt werden soll, dort jetzt Ministerpräsident sei, erfülle ihn mit Sorge. Der Fraktionsgeschäftsführer der Union, Eckard von Klaeden (CDU), schloss die Einsetzung eines parlamentarischen Untersuchungsausschusses nicht aus.
