Eigentlich ist das je wirklich Nichts Neues, weil es jeder weiss und ich das sowieso seit langem behaupte.

Tatsache ist, das der US-Botschafter Josef Limbrecht in Albanien, persönlich die Drogen Pakete bei den Schiffen im Hafen von Durres abholte und Josef Limbrecht auch jede Existenz von Bin Laden in Albanien bestritt am 12. September 2001. Und dann starb dieser Verbrecher urplötzlich am 19. Mai 2002, in einem Terroristen Camp in Peskopje Albanien, angeblich an einem Hezr Infarkt. Und das der Englische Geheimdienst MI6 in jede Schweinerei auf dem Balkan verwickelt ist, ist ja wirklich Nichts Neues und deren Tätigkeit bei der Betreuung von Nah-Ost Terroristen und der Ausbildung von Balkan Terroristen.

Exclusive. From GIS Station Priština. Three major heroin production
laboratories, run by the Kosovo Liberation Army (KLA/UCK: Ushtria
Clirimtare e Kosove), are operating within the Urosevac [Lat.
42.38°N, Long. 21.17°E] area of the Serbian province of Kosovo which
is under the control of US Army units operating from Camp Bondsteel.
The US authorities operating in the area have specifically protected
the laboratories from inspection by other NATO forces in the area,
and there is evidence that, over a period of years, US military and
possibly intelligence elements have actively engaged in commercial
and/or support relations with the narco-traffickers involved with the
heroin laboratories.

Very well-placed GIS sources said that, essentially since the
withdrawal of Serbian Government control over its Kosovo province,
there has been an increasing amount of opium grown in the area, and
this is a major supply source for the heroin laboratories, although
it is understood that some raw opium may also be fed into the
laboratories from, or via, Turkey (possibly including some raw opium
from Afghanistan). Albanian “mafia” control of the heroin trade in
Western Europe is now well-documented.

[In Turkey, it is not illegal to grow opium, and, as well, there is a
growing production of opium in Iraqi Kurdish areas; these production
areas are also believed to support the heroin laboratories in the
Urosevac area.]

Very senior sources within NATO governments have confirmed that the
US military command in the Urosevac area has instructed other foreign
forces, serving alongside the US in the NATO peacekeeping operations,
to avoid certain areas where the processing laboratories function,
repeating the warnings of the KLA combatants in the area that the
land is mined. The determination of the KLA to defend these
facilities is now well-known locally. A Russian unit, some three or
four years ago, engaged the KLA in a firefight in the area, at night,
after which the KLA forces were sufficiently strong and well-armed
that they surrounded the Russian camp and essentially prevented the
Russian forces from leaving their camp.

Other NATO and peacekeeping forces in the immediate area and
elsewhere in Kosovo were asked whether there was a chance that the US
command at Camp Bondsteel was unaware of the heroin laboratories and
their related activities. All confirmed the view expressed by one
official: “There is not a chance that the senior US military in the
area do not know about the [heroin production] facilities.” However,
there was also anecdotal evidence that military personnel from other
countries deployed in the area were also actively engaged in
narcotics trafficking with the KLA.

The KLA’s use of Kosovo as a criminal clearing-house extends to a
wide range of other activities. Stolen cars from all around Europe,
but particularly from Italy, are “re-processed” in Kosovo, and given
new papers, before being re-exported to places such as Albania. One
such car was used for some time by the Albanian Interior Minister,
until a few years ago, before, on a visit to Greece, it was
identified because of an Interpol alert, and seized. As well,
electrical goods and household fittings removed from the homes of
Kosovo Serbs, who have been driven from the area, are on sale through
a major network of retail outlets in Albania.

Little of this gains international attention, although the use of
roadblocks by the KLA reached such a level that the United Nations
and NATO leaderships in Kosovo have issued warnings to their

However, US involvement with the narco-trafficking has gone beyond
merely turning a blind eye to the activities of the KLA in the area.
US military vehicles, several years ago, were known to have actually
transported narcotics from Kosovo, through the Former Yugoslav
Republic of Macedonia (FYROM), and into the Florin area of northern
Greece, and then on through the Greek Western port of Igoumenitsa
(capital of the region of Thessprotia, lying just across the island
of Corfu) the closest port to Italy with direct connections to
Brindesi, Bari and Ancona. On at least one occasion (before 2001),
the trucks carrying the narcotics were said to be carrying the bodies
of dead US servicemen, and, as a result, Greek newspapers carried
reports claiming that 14 US troops had been killed in Kosovo.

Significantly, as the question of the “final status” of Kosovo moves
to center-stage, the US has begun moving some of its intelligence
capabilities from Bosnia and into Kosovo over recent months. Many of
the Bosnian Croat sources being run by the US Central Intelligence
Agency or other US agencies now appear to be being handled by British
Secret Intelligence Service (SIS/MI-6) control.”

Sehr geehrter Herr Bundeskanzler,

am vergangenen Wochenende hatte ich in der slowakischen Hauptstadt Bratislava Gelegenheit, an einer gemeinsam vom US-Außenministerium und American Enterprise Institut (außenpolitisches Institut der republikanischen Partei) veranstalteten Konferenz mit den Schwerpunktthemen Balkan und NATO-Erweiterung teilzunehmen.
Die Veranstaltung war sehr hochrangig besetzt, was sich schon aus der Anwesenheit zahlreicher Ministerpräsidenten sowie Außen- und Verteidigungsminister aus der Region ergab. Vorn den zahlreichen wichtigen Punkten, die im Rahmen der vorgenannten Themenstellung behandelt
werden konnten, verdienen es einige, besonders wiedergegeben zu werden:

1. Von Seiten der Veranstalter wurde verlangt, im Kreise der Alliierten eine möglichst baldige völkerrechtliche Anerkennung eines unabhängigen Staates Kosovo vorzunehmen.

2. Vom Veranstalter wurde erklärt, daß die Bundesrepublik Jugoslawien außerhalb jeder Rechtsordnung, vor allem der Schlußakte von Helsinki, stehe.

3. Die europäische Rechtsordnung sei für die Umsetzung von NATO-Überlegungen hinderlich.
Dafür sei die amerikanische Rechtsordnung auch bei der Anwendung in Europa geeigneter.

4. Der Krieg gegen die Bundesrepublik Jugoslawien sei geführt worden, um eine Fehlentscheidung von General Eisenhower aus dem 2. Weltkrieg zu revidieren. Eine Stationierung von US Soldaten habe aus strategischen Gründen dort nachgeholt werden müssen.

5. Die europäischen Verbündeten hätten beim Krieg gegen Jugoslawien deshalb mitgemacht, um de facto das Dilemma überwinden zu können, das sich aus dem im April 1999 verabschiedeten “Neuen Strategischen Konzept” der Allianz und der Neigung der Europäer zu einem vorherigen Mandat der UN oder OSZE ergeben habe.

6. Unbeschadet der anschließenden legalistischen Interpreration der Europäer, nach der es sich bei dem erweiterten Aufgabenfeld der NATO über das Vertragsgebiet hinaus bei dem Krieg gegen Jugoslawien um einen Ausnahmefall gehandelt habe, sei es selbstverständlich ein
Präzedenzfall, auf den sich jeder jederzeit berufen könne und auch werde.

7. Es gelte, bei der jetzt anstehenden NATO-Erweiterung die räumliche Situation zwischen der Ostsee und Anatolien so wiederherzustellen, wie es in der Hochzeit der römischen Ausdehnung gewesen sei.

8. Dazu müsse Polen nach Norden und Süden mit demokratischen Staaten als Nachbarn umgeben werden, Rumänien und Bulgarien die Landesverbindung zur Türkei sicherstellen, Serbien (wohl zwecks Sicherstellung einer US-Militärpräsenz) auf Dauer aus der europäischen Entwicklung ausgeklammert werden.

9. Nördlich von Polen gelte es, die vollständige Kontrolle über den Zugang aus
St. Petersburg zur Ostsee zu erhalten.

10. In jedem Prozeß sei dem Selbstbestimmungsrecht der Vorrang vor allen anderen Bestimmungen oder Regeln des Völkerrechts zu geben.

11. Die Feststellung stieß nicht auf Widerspruch, nach der die NATO bei dem Angriff gegen die Bundesrepublik Jugoslawien gegen jede internationale Regel und vor allem einschlägige Bestimmungen des Völkerrechts verstoßen habe.

Nach dieser sehr freimütig verlaufenen Veranstaltung kommt man in Anbetracht der Teilnehmer und der Veranstalter nicht umhin, eine Bewertung der Aussagen auf dieser Konferenz vorzunehmen.
Die amerikanische Seite scheint im globalen Kontext und zur Durchsetzung ihrer Ziele bewußt und gewollt die als Ergebnis von 2 Kriegen im letzten Jahrhundert entwickelte internationale Rechtsordnung aushebeln zu wollen. Macht soll Recht vorgehen. Wo internationales Recht im Wege steht, wird es beseitigt.
Als eine ähnliche Entwicklung den Völkerbund traf, war der zweite Weltkrieg nicht mehr fern.
Ein Denken, das die eigenen Interessen so absolut sieht, kann nur totalitär genannt werden.

Der Autor war einer der höchsten Bundeswehr Offiziere im NATO Haupt Quartier und der Politiker und MdB Willy Wimmer ist allgemein bekannt auch als einer der schärfsten Irak Kriegs Gegner.

Hintergrund ist, das die Amerikaner mit dem Kosovo Krieg nicht nur die Fehler des II. Weltkrieges korrigieren wollte, sondern das dieser Krieg von Clinton im August 1998 bereits beschlossen war und Schröder und Fischer nur noch diesem Angriffs zustimmen mussten. Die NATO und damit die US Rüstungs Industrie, sollten neue Aufgaben erhalten.

Strategischer Fehler Eisenhowers durch NATO-Angriff korrigiert.

„Der Krieg gegen die Bundesrepublik Jugoslawien ist geführt worden, um eine strategische Fehlentscheidung von General Eisenhower aus dem 2. Weltkrieg zu revidieren.“ Das hatte der ehem. CDU-Staatssekretär im Verteidigungsministerium, Willy Wimmer, der zur Zeit des NATO-Angriffskrieges gegen Jugoslawien stellv. Vorsitzender der parlamentarischen Versammlung der OSZE war, in einer Fernsehdiskussion im WDR im Februar dieses Jahres erklärt. Die Diskussion hatte im Anschluß an die Ausstrahlung des Films “Es begann mit einer Lüge” im ARD am 8. Februar stattgefunden. In dem Film wurde die wissentliche Irreführung von Parlament und Öffentlichkeit durch Verteidigungsminister Rudolf Scharping und Außenminister Joseph Fischer dokumentiert. Mit Hilfe anti-serbischer Greuelpropaganda hatten sie versucht, die deutsche Beteiligung am ersten Angriffskrieg der NATO gegen einen souveränen Staat in Europa zu rechtfertigen.

Mit seiner Behauptung, dass geostrategische Interessen der USA der wirkliche Grund für den NATO-Angriff auf Jugoslawien waren, berief sich Willy Wimmer auf die Aussagen hoher Vertreter der amerikanischen Regierung bei einer Konferenz in Bratislava, die Ende April 2000 vom US-Außenministerium und dem American Enterprise Institut (außenpolitisches Institut der republikanischen Partei) in der slowakischen Hauptstadt zu den Schwerpunktthemen Balkan und NATO-Ostexpansion veranstaltet worden war. Bei dieser Konferenz hatten die Amerikaner über ihre Vorstellungen und Pläne für die Neuordnung Europas nach ihren Vorstellungen Klartext gesprochen. Der offensichtlich empörte Bundestagsabgeordneter Wimmer, der zugleich Vizepräsident der parlamentarischen Versammlung der OSZE war, hatte es daraufhin für notwendig gefunden, Gerhard Schröder über die wichtigsten Punkte zu informieren. In seinem vom 02.05.00 datierten Brief an den „sehr geehrten Herrn Bundeskanzler“ wies der Abgeordneter Wimmer auf die politische Brisanz der Konferenz in Bratislava hin, auch weil sie „sehr hochrangig besetzt“ gewesen sei, „was sich schon aus der Anwesenheit zahlreicher Ministerpräsidenten sowie Außen- und Verteidigungsminister aus der Region“ ergeben hätte.

Das Schreiben Wimmers, das dem Autor dieser Zeilen in Kopie vorliegt, sollte einer möglichst breiten Öffentlichkeit zur Kenntnis gebracht werden. Das Wissen um die imperialen Absichten der USA und ihrer NATO darf nicht auf den Kanzler und eine kleine politische Elite beschränkt bleiben. Deshalb werden die von MdB Wimmer im Kanzlerbrief aufgeführten Punkte nachfolgend wortwörtlich wiedergegeben und kommentiert:

1. „Von Seiten der Veranstalter (US-Außenministerium und American Enterprise Institute) wurde verlangt, im Kreise der Alliierten eine möglichst baldige völkerrechtliche Anerkennung eines unabhängigen Staates Kosovo vorzunehmen.“

Die Kosovaren hatten damals tatsächlich die Chance in 2.000 einen eigenen Völkerrechts widrigen Staat zu erhalten. Und 2001, kam dann der Amerikanischen Fehler, zusammen mit Islamischen Terroristen, den Mazedonischen Staat anzugreifen und zu terrorisieren und dann: der 11.9.01.

Croatia-Italy quarrel intensifies

ROME, Italy — Prime Minister Romano Prodi called Croatian counterpart Ivo Sanader on Tuesday (February 13th) to express outrage over Croatia’s reaction to a statement by Italian President Giorgio Napolitano. Italy also cancelled a visit by a cabinet minister to Zagreb. The row erupted on Saturday when Napolitano said in a speech that the late communist leader Tito’s guerillas had killed thousands of Italians in what he termed “a Slavic plan of annexation” similar to “ethnic cleansing”. On Monday, Croatian President Stipe Mesic accused Napolitano of “open racism, historical revisionism and political revanchism”. He and Sanader are calling for the establishment of a forensic commission to investigate the alleged acts of genocide.

According to some historians, between 5,000 and 15,000 Italians were massacred in the mid-1940s as Yugoslav communists established control of border areas. The ongoing spat could potentially create problems for Croatia’s EU membership bid. Thus far, the European Commission has refrained from comment. Albania announces voter registration figures ahead of Sunday’s elections

Soviel Einwohner hat Albanien ja im Moment noch nicht einmal!

TIRANA, Albania — Deputy Interior Minister Ferdinand Poni says a total of 2,897,313 voters are eligible to cast ballots in Sunday’s (February 18th) local elections. The final voter lists were officially posted on Tuesday.

On Tuesday, a monitoring board chaired by President Alfred Moisiu issued a statement voicing concern over the growing number of violations of the Code of Conduct in the final days of campaigning. Separately, Albanian NGOs urged parties to respect candidates’ right to privacy. In particular, they denounced the publication of nude photos of opposition leader Edi Rama in some pro-government newspapers. (Albanian News - 14/02/07)

Tuzla prosecutors charge former Bosniak army soldier with war crimes

TUZLA, Bosnia and Herzegovina (BiH) — The Tuzla cantonal prosecutors filed an indictment Tuesday (February 13th) against a former Bosniak army member for alleged war crimes against civilians. Though his identity is a secret for now, prosecutors say he was charged in connection with the illegal detention and murder of four Serbs in the Kladanj municipality in 1992.

Separately Tuesday, police in Republika Srpska forwarded to BiH prosecutors items confiscated during a search Monday of the NLB Razvojna Banka premises in Banja Luka and the house of the bank’s head, Radovan Bajic. AMBO pipeline deal clears another hurdle

The AMBO pipeline deal cleared another obstacle late last month, as economy ministers from Albania, Bulgaria and Macedonia signed an agreement in Skopje providing for construction to begin next year. The first oil is expected to be pumped through the pipeline in 2011.

“There is a lot of work ahead,” said AMBO President Ted Ferguson. “Environmental studies should be conducted and construction licenses should be obtained so that the construction starts in late 2008.”

Conceived in 1994, the AMBO project has been held up for years, as regional instability and conflicts kept investors at bay. Meanwhile, the Baku-Tbilisi-Ceyhan pipeline has stolen the spotlight.

Momentum finally picked up in July 2003, with the signing of an agreement by the presidents of Albania, Macedonia and Bulgaria. On December 27th, 2004, the three countries’ prime ministers signed a political declaration, followed by a Memorandum of Understanding between country representatives and Ferguson.

On October 30th 2006, Albania and Macedonia signed a protocol on the entrance points of the pipeline — the Albanian village of Stebleve and Macedonian village of Lakaica. A similar protocol between Bulgaria and Macedonia was signed later in 2006.

The pipeline will pump Caspian oil from the Bulgarian port of Burgas via Macedonia to Vlora, for transport to European countries and the United States. Four pump stations — two in Bulgaria and one each in Macedonia and Albania — will be constructed along the route.

The pipeline will be 894km long, with 273km passing through Macedonia. It is expected to have a capacity of 750,000 barrels of oil per day. The annual transit of crude oil will be 30m-40m tonnes and the whole investment will amount to $1.2 billion. About 80% of the funds have been provided so far. Ferguson said no difficulties are expected in ensuring the rest of the financing.

“The countries directly involved in realisation of the pipeline will benefit from oil transport transit fees, which are estimated at $30m on an annual basis for Macedonia,” Macedonian Minister of Economy Vera Rafajlovska said. “The pipeline will also create new jobs and foster the economic development of the countries.”

For Albanian Minister Genc Ruli, the project has a broader impact. “The pipeline will contribute to integration development and stability in the region not only in terms of energy, but in wider terms,” he said.

UN police commissioner in Kosovo resigns over riots

Britain’s Stephen Curtis has stepped down from his post at the request of UNMIK. His resignation follows that of Kosovo Interior Minister Fatmir Rexhepi.

The UN police commissioner in Kosovo, Britain’s Stephen Curtis, has stepped down from his post at the request of UNMIK. The head of the UN mission, Joachim Ruecker, made the announcement Wednesday (February 14th). He said he had demanded the resignation in the wake of violent clashes between police and pro-independence ethnic Albanian demonstrators in Pristina last Saturday.

Two protesters died as a result of injuries caused by rubber bullets fired by UNMIK police troops. They were trying to prevent the rioting crowd from breaking into Kosovo government and parliament buildings.

The “principle of political accountability” led him to sack Curtis, Ruecker explained.

The police chief is the second top official to have tendered his resignation. On Monday, amid criticism that police used excessive force, Kosovo Interior Minister Fatmir Rexhepi said he was leaving his post.

“I personally feel that it is a moral act towards Kosovo citizens, families Balaj and Xheladini, towards my parents and my family, towards our joint project of Kosovo state-building and stability in the place, to offer my resignation,” Rexhepi told reporters.

The demonstration, staged by the Vetevendosje (Self-Determination) movement, was intended to voice opposition to UN special envoy Martti Ahtisaari’s plan for Kosovo’s future status, and to urge Kosovo Albanian leaders to declare independence unilaterally.

Top Kosovo leaders convened an extraordinary meeting after the demonstration, accusing Vetevendosje and its leader, Albin Kurti, of harming Kosovo’s stability and interests. Kurti and other members of the organisation were placed under arrest.

Vetevendosje activists, joined by civic society representatives and a local human rights group, say the police were at fault for using rubber bullets at close range.

“Our scenario did not include an attack on the government buildings,” said a member f the group, Glauk Konjufca, while acknowledging protesters had targeted officials’ “luxurious vehicles”. He said the group planned to stage additional protests across Kosovo.

Prime Minister Agim Ceku has condemned the Saturday demonstration, while also criticising the police performance. “The death of two citizens is a sufficient indication that can lead to the conclusion that there has been excessive use of force,” he said, adding that the government has established a task force to investigate.

Results will be made public within two weeks, Ceku said.
